Force jeunesse ! CGJL - plus de 40 000 jeunes à bord ! Quelle année ! Les turbulences et imprévus dans le contex te de la politique nationale ne manquaient pas durant cette année 2013. Cependant, la Conférence Générale de la Jeunesse du Luxembourg a.s.b.l. – CGJL, bien gérée par une équipe engagée et décidée a bien réussi à maintenir le cap.

La crise gouvernementale et les élections législatives anticipées d e 2 0 1 3 é t a i e n t a u t a n t s i t u a t i o n h i s to r i q u e q u’i m p ré v u e p o u r notre petit pays. Le rappor t d’activités que vous tenez en main témoigne que la CGJL en tant que plateforme neutre par la pluralité des ses organisations membres, a la capacité defaie face à l’actualité. Grâce au dynamisme des membres de son b u r e a u e x é c u t i f e t à l ’e n g a g e m e n t e x e m p l a i r e d e s o n é q u i p e professionnelle, la CGJL a su prendre ses responsabilités et improviser une campagne pour faire valoir les voix de la jeunesse durant les élections législatives anticipées et ceci, sans négliger ses projets participatifs, respectivement pédagogiques habituls tels que Dialogue Structuré, Convention des Jeunes ou encore Parlement des Jeunes. En plus, présidence luxembourgeoise de l’Union européenne en perspective oblige, 2013 était pour la CGJL également une année à forte activité européenne. Par son carac tère de plateforme fédérant les 29 principales organisations de jeunesse du Luxembourg, qui regroupent p l u s d e 4 0 0 0 0 j e u n e s à l e u r s b a s e s , l a C G J L s ’ a f f i r m e d ’o f f i c e co m m e l ’i n te r l o c u te u r d e to u t p re m i e r p l a n e t i n co n to u r a b l e pour la Chambre des Députés, le Gouvernement et la Commission européenne quand il s’agit de traiter de questions relatives à la jeunesse. La CGJL revendique pour ses organisations membres une valorisation dans les processus décisionnels relatifs aux

politiques ayant relation avec la jeunesse. Les organisations de jeunesse, surtout dans leur pluralité, sont indiscutablement la voix démocratiquement légitimée et représentative de la jeunesse au Luxembourg. Avec sa campagne jeunesse dans le cadre des élections européennes, la mise en valeur de la CNEL et le lancement des p r o c e s s u s j e u n e s s e d u Tr i o - Pr é s i d e n c e s d e l ’ U n i o n e u r o p é e n ne Italie – Lettonie – Luxembourg, la CGJL compte relever trois grands défis durant l’année 2014. Dans ce contexte la CGJL a t te n d d u n o u ve a u G o u ve r n e m e n t q u’i l t i e n d r a l e s e n g a g e m e n t s p r i s p a r l ’a n c i e n g o u ve r n e m e n t e t q u’i l a cco rd e r a à l a CG J L l e s ressources en personnel déjà prévues et indispensables pour renforcer la voix des jeunes au Luxembourg. Au nom du Bureau Exécutif de la CGJL nous aimerions remercier tous les membres de notre équipe, professionnels et bénévoles, ainsi que tous nos par tenaires associatifs et officiels pour leur grand engagement et leur bonne collaboration durant cette année 2013 !

Le BE décide des projets, ainsi que des démarches à suivre. La gestion journalière est confiée au Président et au Secrétaire Général. C e s j e u n e s s ’e n g a g e n t a c t i v e m e n t e t s ’ i n v e s t i s s e n t p o u r t r a v a i l l e r s u r l e projet « Espaces de participation pour jeunes », tâches qui incluent le p l a n n i n g , l ’e n c a d r e m e n t e t l ’o r g a n i s a t i o n d e s a c t i v i t é s e t l e s u i v i d a n s l e contex te de la Convention des Jeunes et du Parlement des Jeunes.

Franzisk a Seitz, jeune femme âgée de 19 ans venant de F r i b o u r g e n A l l e m a g n e a c o m p l é t é e l ’é q u i p e d e l a C G J L du 3 septembre 2012 jusqu`à la fin de juillet 2013. Le 3 septembre 2013 une nouvelle volont a i r e a j o i n t l ’é q u i p e d e l a C G J L . L a u r a M a r i e E l l e r, e s t u n e j e u n e f e m m e d e 1 9 a n s , originaire de Wangen, ville également située en Allemagne . Laura restera au Luxembourg pour une durée de 11 mois et terminera son Service volontaire à la fin de juillet 2014. Reste à noter que depuis 2006 la Conférence Générale de la Jeunesse du Luxembourg entretien, avec le soutien du Service National de la Jeunesse, une Maison pour volontaires européens à Oberkorn, dans la commune de Differdange. Cette maison dispose de 5 chambres et permet donc à des organisations accueillantes de proposer à leur volontaire un logement dans une cohabitation multiculturelle, ceci à un prix abordable. LA CONSULTATION NATIONALE Depuis novembre 2009, le plan de travail "politique jeunesse" prévoit que tous les états membres de l'Union Européenne organisent des consultations nationales de jeunes. A cette occasion, les jeunes et les professionnels du secteur ont la possibilité de donner leur avis au sujet des thèmes discutés au niveau européen. Ces consultations sont organisées par cycles de 18 mois. Chaque fois, un t h è m e s p é c i f i q u e e s t a u c e n t r e d e s d i s c u s s i o n s . To u s l e s 6 m o i s , u n s o u s thème complète le sujet principal. Ce sont les trois pays assurant la présidence de la période concernée qui décident de la thématique. Les comptes rendus des consultations de chaque pays sont compilés en un rapport qui est e n v o y é a u x r e s p o n s a b l e s e u r o p é e n s . L e s r é s u l t a t s f o n t l ’o b j e t d ’ u n d é b a t e t ont une influence sur les résolutions proposées par la Commission. Un groupe de travail national s'occupe de l'organisation du processus de consultation au Luxembourg. Ce dernier est constitué du Ministère de la Fa m i l l e e t d e l ’ I n t é g r a t i o n , d u S e r v i c e N a t i o n a l d e l a J e u n e s s e ( S N J ) , d u Centre National Information Jeunes (CIJ ), de la Conférence Générale de la Jeunesse du Luxembourg (CGJL) et du Président du Parlement des Jeunes. Ensemble avec le Centre Information Jeunes la CGJL a été un des acteurs principaux dans la mise en œuvre des trois cycles de consultation au sujet de la participation des jeunes dans la société, qui se sont déroulés entre mai 2011 et août 2012. Le 2ème cycle de consultation de janvier à juin 2013 Le thème du cycle 2012-2013 concernait l'inclusion sociale des jeunes dans la société. L’ a c c e n t d e c e t t e d e u x i è m e p h a s e d e l a c o n s u l t a t i o n , q u i a v a i t d é b u t é e n mai, était porté sur la problématique des jeunes à la fois non scolarisés, non i n c l u s d a n s u n p r o c e s s u s d e f o r m a t i o n e t s a n s e m p l o i . L’ i d é e é t a i t d ’o r g a n i s e r une consultation la plus large possible auprès des jeunes du Luxembourg concernés, les travailleurs de jeunesse et professionnels du terrain.

Le groupe de travail « D ialogue struc turé » a décidé d’ar ticuler cette phase de la consultation nationale luxembourgeoise sur la méthode suivante:

une consultation plus large via le système de vote électronique à l ’o c c a s i o n d e l a m a n i f e s t a t i o n “J o b D a y ” q u i s ’e s t d é r o u l é e l e 1 6 m a i 2013 et qui ciblait le public concerné; l ’o r g a n i s a t i o n d e t r o i s g r o u p e s f o c u s c o n s t i t u é s d e j e u n e s p a r t i c i p a n t à un programme de service volontaire (service volontaire civique et s e r v i c e v o l o n t a i r e d ’o r i e n t a t i o n , c . à . d e n p h a s e d e t r a n s i t i o n v e r s l a v i e active); l ’o r g a n i s a t i o n d ’ u n f o c u s g r o u p e r é u n i s s a n t l e s p r o f e s s i o n n e l s c h a r g é s d’accompagner ce public au Luxembourg (Administration de l’Emploi, Action locale pour Jeunes, Service de la Scolarisation des Élèves étrangers, Service national de la Jeunesse).

Les conclusions suivantes peuvent être tirées des discussions menées avec les jeunes et les professionnels du terrain : •

Les grosses tendances exprimées par les travailleurs de jeunesse et les e x p e r t s co n ce r n a n t l ’i n c l u s i o n s o n t co n n u e s : l a fo r m a t i o n e t l a q u a l i f i cation sont des facteurs importants. Inclusion et intégration sont liées via la question des nationalités et la question du logement est particul i è r e m e n t à c o n s i d é r e r. Un élément qui peut paraître plus nouveau est le rôle des adultes en t a n t q u e p a re n t s d a n s l ’i n c l u s i o n d e s j e u n e s. S i l e s a d u l te s s o n t o b l i g é s d ’i nve s t i r p l u s d e te m p s d a n s l e u r v i e p ro fe s s i o n n e l l e, i l s o n t m o i n s d e te m p s à co n s a c re r à l e u r s e n f a n t s, ce q u i p e u t co n d u i re à l ’i s o l e m e n t de ces-derniers. I l a p p a r a î t é g a l e m e n t q u e l e c o n c e p t m ê m e d ’ i n c l u s i o n s o c i a l e n ’e s t pas compris de la même manière par toutes les personnes interviewées dans le cadre de la consultation. I l n’y pas de compréhension communément partagée du concept.

Les résultats des ces différents événements ont été analysés et synthétisés en répondant aux questions guides soumises par la Commission européenne. Ce rapport a été transmis aux décideurs politiques au niveau européen e t a é t é d i s c u t é d a n s l e c a d r e d ’ u n e C o n f é r e n c e p o u r d e J e u n e s s e , q u i s ’e s t déroulée à Vilnius du 9 au 12 septembre 2013.

La CGJL et le CIJ ont complété ce rappor t par des aspects et problématiques soulevés pour le Luxembourg et ont transmis aux autorités un rapport natio n a l d o n t l a p r e m i è r e p a r t i e d e c h a q u e r é p o n s e r e p r é s e n t e l ’o p i n i o n g l o b a l e des jeunes et des professionnels sur la question posée, complétée par un encart qui traite des spécificités luxembourgeoises et reprend le témoignage de jeunes. Le rapport national « Inclusion sociale des jeunes au Luxembourg » est disp o n i b l e s u r l e s i te we b w w w. c g j l. l u. Le 3ème cycle de consultation de septembre 2013 à février 2014 Po u r l e 3 è m e c yc l e d e co n s u l t a t i o n a u s u j e t d e l ’i n c l u s i o n s o c i a l e l e t r i o d e p r é s i d e n c e a m i s l ' a c c e n t s u r « l ’e s p r i t d ’e n t r e p r e n d r e » . Pour la mise en œuvre de cette dernière phase de consultation par rappor t à l ’ i n c l u s i o n s o c i a l e d e s j e u n e s , l e g r o u p e d e t r a v a i l « D i a l o g u e s t r u c t u r é » s ’e s t mis d’accord de mener une consultation sur deux niveaux différents : •

de consulter les professionnels ou bénévoles dans les structures en lien a v e c l ’e s p r i t d ’e n t r e p r e n d r e o u d ’e n t r e p r i s e à l ’ a i d e d ’ u n q u e s t i o n n a i r e à questions ouvertes, comme par exemple des structures qui accordent du soutien au start-ups, les organisations syndicales, la jeune Chambre économique etc. de mener des interviews standardisées avec des jeunes qui ont osé p re n d re l ’i n i t i a t i ve p o u r s e l a n ce r d a n s u n e e n t re p r i s e o u u n p ro j e t .

Les consultations ont eu lieu dans le période de décembre 2013 à janvier 2014 et le résultat de ces échanges a été publié dans un rapport et envoyé au niveau européen en février 2014. Ces consultations ont été réalisées à l’aide du soutien financier obtenu par le programme européen « Jeunesse en Action ».

„JEUNES ET EMPLOI“ Pour comprendre le contex te: L o r s d e l ’A s s e m b l é e G é n é r a l e d e l a C G J L e n 2 0 1 2 , l e s o r g a n i s a t i o n s m e m b r e s de la CGJL avaient défini le « chômage des jeunes» comme étant l’une des priorités de la CGJL pour l’année 2012. Pour y donner suite la CGJL a organisé le 13 oc tobre 2012, le forum « Jeunes e t e m p l o i » , l o r s d u q u e l l e s o r g a n i s a t i o n s m e m b r e s d e l a C G J L o n t p u s e p o s i t i o n n e r s u r l a s i t u a t i o n d e s j e u n e s s u r l e m a r c h é d e l ’e m p l o i l u x e m b o u r g e o i s . A p r è s l e s d i f f é r e n t e s p r i s e s d e p o s i t i o n s , u n d é b a t o u v e r t s ’e s t s u i v i , a u q u e l t o u t j e u n e i n t é r e s s é a p u p a r t i c i p e r. L e s p o s i t i o n s d e s d i f f é r e n t e s o r g a n i s a tions ont été reprises dans un document de synthèse et soumis à la discussion des organisations membres de la CGJL dans le cadre d’une journée de réflexion.

Cette traditionnelle « Journée CGJL », a eu lieu le 10 novembre 2012. Ici les o r g a n i s a t i o n s m e m b r e s d e l a C G J L o n t d é c i d é d ’é l a b o r e r u n e p o s i t i o n c o m m u n e , q u e l e s m e m b r e s p o u r r o n t o u p a s s o u t e n i r. U n g r o u p e d e t r a v a i l a é t é m i s e n p l a c e , c h a r g é d e l ’é l a b o r a t i o n d u d o c u m e n t e n q u e s t i o n . C e g r o u p e d e travail était composé par les organisations suivantes : Daachverband, Jonk Caritas, Lëtzebuerger Guide a Scouten, OGBL jeunes, Jeunesses Socialistes Luxembourgeoises, Jonk Gréng et Chrëschtlech Sozial Jugend. Lors de la Foire de l ’Étudiant, le 15 et 16 novembre 2012, un sondage suivi d’une table ronde a été réalisée et encadrée par des représentants des différentes sections jeunes des partis politiques. Les visiteurs de la Foire ont pu par ticiper au sondage qui consistait en trois questions concrètes : 1. Quels sont les soucis pour l’avenir ? 2. En pleine crise économique, où épargnerais ou investirais-tu ? 3. As-tu confiance dans la politique ? Ce sondage a ensuite été examiné et discuté par les représentants des sections jeunes des partis politiques, ainsi que par le public, lors d’une table ronde intitulé « Quelles perspectives pour l’avenir des jeunes ». Le résultat de ces discussions a été débattu, analysé et mis sur papier par le g r o u p e d e t r a v a i l , q u i s ’e s t r é u n i à p l u s i e u r s r e p r i s e s . L a p o s i t i o n c o m m u n e a e n s u i t e é t é e n v o y é a u x o r g a n i s a t i o n s m e m b r e s d e l a C G J L a f i n q u ’e l l e s donnent ou pas leur approbation au texte.

Au final 20 organisations ont signé cette position commune et ont ainsi montré leur volonté de relancer le débat dans la société civile et politique sur l’urgence d’agir en faveur d’un avenir plus stable pour les jeunes salariés. Le 1 3 m a i 2 0 1 3 , u n e r e n c o n t r e e n t r e M o n s i e u r l e M i n i s t r e d u Tr a v a i l , N i c o l a s Schmit et les représentants des organisations de jeunesse a eu lieu, afin de s ’é c h a n g e r s u r l e d o c u m e n t d e p o s i t i o n .

La coordination du projet et son cadre logistique ont été assurée par Sandra B r i t z e t Ta n i a M a t i a s . C e p r o c e s s u s d e d i s c u s s i o n e t l ’o r g a n i s a t i o n d u f o r u m e n o c t o b r e 2 0 1 2 a notamment montré le besoin manifeste des représentants des organisations m e m b r e s p o u r u n c a d r e p e r m e t t a n t l ’é c h a n g e r é g u l i e r a v e c d ’ a u t r e s a s s o c i a t i o n s d e j e u n e s s e , u n o b j e c t i f q u e l a C G J L s ’e s t d o n n é d a n s l e c a d r e d u p r o j e t « Assurance Qualité » pour 2013.

Ci-dessous le document de position signé par 20 organisations membres de la CGJL : Schicksal Prekarität? Ein gemeinsamer Aufruf zum Handeln J u n g e M e n s c h e n h a b e n e s h e u te h ä u f i g s c hwe r i m A r b e i t s l e b e n r i c h t i g Fu ß z u fassen und stehen vor ganz speziellen Herausforderungen auf dem Arbeitsmarkt. So sind die Chancen der 15- bis 24-Jährigen auf einen Arbeitsplatz besonders stark vom schleppenden Konjunkturverlauf und der wirtschaftlichen Verlangsamung betroffen. Unter dem Einstellungsstopp vieler Unternehmen leiden in erster Linie die jungen Arbeitssuchenden. Auch ist es die Jugend, die zunehmend mit einer Flexibilisierung der Beschäftigungsverhältnisse konfrontier t ist. Eine Flexibilisierung, die dazu führ t, dass sich viele Jugendliche in einer prekären Übergangssituation zwischen Ausbildung und fester Arbeit befinden.

J u g e n d l i c h e b l i c ke n m i t we n i g Ve r t ra u e n i n d i e Zu k u n f t „ D i e S t i m m u n g u n t e r d e n J u g e n d l i c h e n i s t a l l e s a n d e r e a l s h o f f n u n g s f r o h “, so das Ergebnis einer Umfrage der Jugendparteien auf der Studentenmesse Anfang November 2012. Eine Mehrzahl der Jugendlichen macht sich demnach gro ß e S o rg e n d a r ü b e r s p ä te r k e i n e n Au s b i l d u n g s p l a t z bz w. k e i n e fe s te A r b e i t z u f i n d e n . Fa s t g e n a u s o g r o ß i s t d i e A n g s t d e r J u g e n d d e n e i n m a l e r r u n g e n e n Arbeitsplatz wieder zu verlieren. Zudem plagen viele Zweifel bezüglich ihrer Leistungen in der Schule, des Erlangens eines Schulabschlusses, sowie des Erreichens des Wunschberufes. Es ist wichtig, diesem Zukunftspessimismus nun entschlossen entgegenzuwirken. Dazu reichen jedoch Wor te allein nicht aus. J u g e n d a r b e i t s l o s i g ke i t : e i n Ve r s a g e n d e r G e m e i n s c h a f t Eines gilt es vorneweg klarzustellen: wenn ganze Generationen immer größere Schwierigkeiten haben, eine Arbeit zu finden, betrifft dies nicht nur den Einzelnen, sondern unsere ganze Gesellschaf t. Wenn Jugendarbeitslosigkeit sich immer mehr zum Massenphänomen entwickelt, handelt es sich um ein gravierendes Problem, dem die politischen Verant wor tlichen und wir uns, zusammen als Gemeinschaf t, mit aller Vehemenz entgegenstellen müssen. Dabei kann es nicht sein, dass mit der politischen Moralkeule auf die betroffenen Jugendlichen eingeschlagen wird. Schuld ist nicht das persönliche V e r s a g e n e i n z e l n e r J u g e n d l i c h e r. A n s t r e n g u n g e n s i n d n i c h t a l l e i n i h n e n a u f zubürden. Die allermeisten Betroffenen wissen, dass es um ihre Zukunft geht. Sie

s p ü r e n d i e R i s i k e n s c h l e i c h e n d e r, g e s e l l s c h a f t l i c h e r A u s g r e n z u n g . A l s G e sellschaft müssen wir uns dieser Gefahren im gleichen Maße bewusst sein und dementsprechend gemeinsam handeln. Denn es geht nicht nur um Sozialkosten und eine auf Dauer unhaltbare Belastung unserer Sozialsysteme. Auf dem Spiel stehen der gesellschaftliche Zusammenhalt und menschliche Schicksale. Auch sollten wir uns bewusst sein, dass Zeit durchaus eine entscheidende Rolle spielt. Schnelles Handeln ist gefragt. Denn je länger junge Menschen arbeitslos bleiben, desto schwieriger gestaltet sich die Wiedereingliederung in den Arbeitsmarkt. Vo r a l l e m z w e i Fa k t o r e n g e s t a l t e n d i e a u g e n b l i c k l i c h e K r i s e d e r J u g e n d b e schäftigung dermaßen besorgniserregend. Sie ist extrem gravierend durch die schiere Anzahl an jungen Arbeitslosen und die lange Dauer ihrer Arbeitslosigkeit (vor allem wenn man einen Blick auf Europa insgesamt wirft). Dazu gesellt sich die nachweislich zunehmend rückläufige Qualität der Arbeitsplätze, die für die Jugendlichen ver fügbar sind. Auch hierzulande. Jugendarbeitslosigkeit erreicht nie dagewesene Ausmaße Jugendarbeitslosigkeit ist an sich durchaus kein neues Phänomen. Inzwischen hat sie jedoch ein erschreckendes Ausmaß angenommen. Und so zeigt die augenblicklich schwierige Lage der Wirtschaft erneut, dass die Arbeitslosenquoten der Jugendlichen empfindlicher auf ökonomische Schocks reagieren, als die Quoten der gesamten Arbeitssuchenden. Heute sind wir dadurch einem an sich vermeidbaren und überflüssigen Risiko ausgesetzt, ein umfangreiches Reser voir an Kompetenzen und ein enormes Potenzial innerhalb unserer Jugend einfach zu verschwenden. Wenn es uns nicht gelingen sollte, dieser Entwicklung entgegen zu wirken, wird langfristig jeder von uns die negativen Konsequenzen spüren. Arbeitsplätze von geringerer Qualität für Jugendliche Der Weg in den Beruf verläuf t immer häufiger über prek äre Beschäf tigungsformen. Eine atypische Beschäftigung (befristete Arbeitsverträge, niedriges Einkommen, unbezahlte Praktika) gehört mittler weile wie selbstverständlich zum Anfang des Berufslebens dazu. Diese Prek arität birgt schlimme Folgen f ü r d a s s o z i a l e u n d f a m i l i ä r e L e b e n v i e l e r J u g e n d l i c h e r. Die Verschlechterung der Qualität der ver fügbaren Arbeitsplätze zeigt sich auch an der schrittweisen Ausweitung der Zeitarbeit und den kürzeren Laufzeiten befristeter Ver träge. Die Frage bleibt offen, ob solche Arbeitsplätze für eine M ehrheit ein Sprungbrett zu einer späteren Festanstellung sind, oder ob die meisten jungen Arbeitnehmer schlussendlich zwischen befristeten Beschäftigungsverhältnissen und Perioden der Arbeitslosigkeit gefang e n b l e i b e n . A u f j e d e n Fa l l s o l l t e d i e s e E n t w i c k l u n g g e n a u e s t e n s u n d

kritisch betrachtet werden. N e u e n e g a t i v e Te n d e n z e n d e s A r b e i t s m a r k t e s e r n s t n e h m e n Zahlreiche Firmen zögern heutzutage junge Menschen einzustellen, die keine Berufserfahrung haben. Dadurch geraten Jugendliche in die „Erfahrungsf a l l e “. S i e k ö n n e n b e i i h r e n B e w e r b u n g e n k e i n e l a n g j ä h r i g e B e r u f s e r f a h r u n g vor weisen, einfach deshalb, weil es ihnen nie gelang, einen ersten Arbeitsplatz zu erhalten. Zu beobachten ist weiter eine zunehmende Demotivation von Jugendlichen die, angesichts steigender Arbeitslosigkeit und oft hunderten negativ- oder gar nicht beantworteten Bewerbungsschreiben, die Suche nach einem Arbeitsplatz aufgegeben haben. Auch muss uns der zunehmende Anstieg der Arbeitslosigkeit unter Hochschulabsolventen ernsthaft Sorgen bereiten. Die früher doch beruhigende Annahme, dass eine Hochschulausbildung fast mit einer Jobgarantie g l e i c h z u s e t z e n s e i , i s t h e u t e n i c h t l ä n g e r h a l t b a r.

Zukunftsaussichten: resolutes Handeln ist gefordert! Die verschiedenen Mitgliedsorganisationen der CGJL warnen vor den erheblichen Konsequenzen für unsere Gesellschaft und für die jungen Menschen, welche sich in prekären Beschäftigungsverhältnissen befinden oder erst gar nicht in den Arbeitsmarkt integriert werden. Wir fordern die Regierung d e s h a l b a u f i h r e r, V e r a n t w o r t u n g f ü r d a s W o h l d e r J u g e n d l i c h e n g e r e c h t zu werden und hierzulande, wie auch auf europäischer Bühne, die nötigen Maßnahmen zu ergreifen, damit sich die Situation für Jugendliche auf dem Arbeitsmarkt verbessert. Die Regierung muss die Kohärenz zwischen den einzelnen Maßnahmen zur Förderung der Jugendbeschäf tigung sicherstellen. Sie muss k lare Prioritäten im Bereich der Jugendbeschäftigung definieren. Es gilt insbesondere: • • • •

Programme zur Erleichterung des Übergangs von der Schule in die Arbeitswelt aufzustellen; eine tiefgreifende Schulreform zu einem Abschluss zu bringen; die Berufsorientierung auszubauen und zu verbessern; angemessen bezahlte Arbeitsplätze und geregelte Arbeitsbedingungen z u g a r a n t i e r e n , d e n n n i c h t n u r U n t e r n e h m e n u n d A r b e i t g e b e r, a u c h junge Arbeitnehmer brauchen Planungssicherheit, auch junge Arbeitnehmer müssen von ihrer Arbeit leben können und haben ein Recht, B e r u f u n d Fa m i l i e i n E i n k l a n g b r i n g e n z u k ö n n e n ; verstärkt Praktika und Ausbildungsplätze anzubieten, die jedoch den Jugendlichen ein entsprechendes Einkommen sowie eine Sozialversi-

cherung garantieren sollen; informell erworbene Kenntnisse anzuerkennen; d a s A r b e i t s a m t w i e a u c h d i e „ M a i s o n d e l ’o r i e n t a t i o n “ a u s z u b a u e n u n d zu verstärken; unsere Wirtschaft breiter aufzustellen und neue Arbeitsplätze zu schaffen, beispielsweise im Bereich der „green jobs“ sollten wir das Ausbaupotenzial ausschöpfen und die rezenten Entwicklungen nicht verschlafen.

Vor allem gilt es zu verhindern, dass prek äre Arbeit zur Normalität wird! Solche menschenverachtende Modelle lehnen wir k ategorisch ab. Wir wollen eine Gesellschaft in der Arbeit sich auch weiterhin lohnt. Eine Gesellschaft, wo eine Vollzeitbeschäf tigung angemessen entlohnt wird und ausreicht um sich ein er fülltes Leben leisten zu können. Die Gesellschaft und die Politik dar f ihre Jugend jetzt nicht im Stich lassen. S i e s o l l t e n i h r d i e n o t w e n d i g e A u f m e r k s a m k e i t w i d m e n . D e n n w i r, J u g e n d l i c h e , s i n d d i e Z u k u n f t . LA CONVENTION DES JEUNES La Convention des Jeunes est une action proposée une fois par an par la Conférence Générale de la Jeunesse du Luxembourg en collaboration avec différents partenaires, notamment le Centre Information Jeunes.

L’é v é n e m e n t , q u i n o r m a l e m e n t a l i e u d a n s l e s l o c a u x d e l a C h a m b r e d e s Députés, propose aux jeunes différents ateliers thématiques, traitant des sujets d´actualité concernant de près ou de loin la jeunesse, ou des sujets e x p l i c i t e m e n t s o u l e v é s p a r l e s j e u n e s e u x - m ê m e s . L a m a t i n é e d e l ’é v é n e m e n t est généralement dédiée au travail dans les différents groupes de travail thématiques. Au cours de ces ateliers, les jeunes sont soutenus dans l ’é l a b o r a t i o n d e q u e s t i o n s e t d e r e v e n d i c a t i o n s q u ’ i l s a i m e r a i e n t a d r e s s e r soit individuellement à un député précis, soit au monde politique en général. Une Convention des Jeunes propose habituellement 4 à 5 ateliers thématiques aux participants. Chacun de ces ateliers est encadré par un à deux e x p e r t s d u d o m a i n e e n q u e s t i o n , d ’ u n m o d é r a t e u r f a i t l e l i e n e n t r e l ’e x p e r t et les participants et d’un secrétaire qui retrace le déroulement de la journée. Une séance plénière rassemble les jeunes, les experts, les modérateurs et m a n d a t a i r e s p o l i t i q u e s à l a f i n d e l ’é v é n e m e n t p o u r u n e s e s s i o n d e p r é s e n tation et de discussion. Chaque groupe de travail présente ses résultats et revendications. Une discussion ouverte est alors engagée. Les jeunes ont la p o s s i b i l i t é d ’e x p o s e r l e u r s i d é e s , o p i n i o n s , m o t i f s e t d e q u e s t i o n n e r l e s mandataires politiques sur les leurs. Jung trifft weniger Jung Der erste intergenerationelle Jugendkonvent Am 24. April 2013 fand der inzwischen 9. Jugendkonvent statt. Bisher hatte sich der Jugendkonvent immer an ein junges Publikum gewandt, d o c h d i e A u s g a b e m i t d e m T i t e l ÂŤ Â J u n g t r i f f t w e n i g e r J u n g Â Âť s t a n d d i e s e s J a h r ganz im Zeichen des Austausches zwischen den Generationen. Insgesamt 114 Personen, Jugendliche und Personen ab 50, trafen sich am Morgen des 24. Aprils in der Abegeordnetenkammer ein, um an einem von insgesamt 5 thematischen Workshops teilzunehmen, zu debattieren und gemeinsam Forderungen an die Politik zu stellen. Â

Jede Arbeitsgruppe wurde von einem professionellem Moderator geleitet, der sicherstellen sollte, dass der Austausch ausgeglichen und friedlich abläuft. Zudem waren jeder Arbeitsgruppe Experten aus unterschiedlichen Themenb e r e i c h e n z u g e o r d n e t , d i e d i e D i s k u s s i o n d e r Te i l n e h m e r m i t t h e m a t i s c h e m Input ergänzen und so eine möglichst breite Diskussion ermöglichen sollten.

Die Ergebnisse der einzelnen Workshops wurden in einer Plenarsitzung in A n w e s e n h e i t v o n u n s e r e m P r e m i e r m i n i s t e r J e a n - C l a u d e J u n c k e r, m e h r e r e n M inistern und Abgeordneten vorgestellt und mit den politischen Verant wor tlichen diskutiert. Unsere Europäische Freiwillige Laura Eller hat versucht die Ergebnisse dieses a r b e i t s r e i c h e n Ta g e s i n d e r A b g e o r d n e t e n k a m m e r i n e i n e r S y n t h e s e z u s a m men zu fassen. « Wi e b i t t e ? » - Ko m m u n i z i e re n : E i n e Fra g e d e s Al t e r s ? Zum Thema Kommunikation trafen sich die Experten Steve Clement von BeeSecure, Elisabeth Ribeiro und Paul Demaret vom Centre de Médiation mit insgesamt 7 Jugendlichen und 12 Senioren. D i e E x p e r t e n b a t e n d e n Te i l n e h m e r n z u n ä c h s t e i n e E i n f ü h r u n g i n d a s T h e m a „ K o m m u n i k a t i o n “. W i e f u n k t i o n n i e r t K o m m u n i k a t i o n e i g e n t l i c h ? W e l che S chwierigkeiten und Hürden gibt es ? Welche M öglichkeiten zu kommunizieren bietet uns die moderne Gesellschaft ? I m A n s c h l u s s a n d i e s e E r k l ä r u n g e n d i s k u t i e r t e n d i e Te i l n e h m e r d i e Ta t s a c h e , d a s s m a n h e u t z u t a g e e i g e n t l i c h p e r m a n e n t k o m m u n i z i e r t ( s e i e s a m Te l e fon, im Internet, per SMS...), ein Großteil dieser Kommunikation jedoch nicht mehr wirklich ohne mediale Hilfsmittel stattfindet. Besonders das Internet spielt heutzutage im Bereich der Kommunikation eine große Rolle, aber wird, s o d i e Te i l n e h m e r o f t f a l s c h b e n u t z t . I n s g e s a m t h a t t e n d i e Te i l n e h m e r d e n Eindruck, dass man einander nicht mehr wirklich zuhört. A l l g e m e i n w u r d e d e r R e s p e k t v o n d e n Te i l n e h m e r n a l s w i c h t i g s t e G r u n d l a g e für eine er folgreiche Kommunikation angesehen. Es ist normal, dass es

in der Kommunikation manchmal zu Missverständnissen kommt, die man jedoch dadurch aufklären kann, dass man nachfragt. W a s d i e K o m m u n i k a t i o n z w i s c h e n d e n G e n e r a t i o n e n a n b e t r i f f t , s o d i e Te i l nehmer des Workshops, ist es wichtig, dass ältere M enschen sich nicht a b k a p s e l n u n d s i c h a u c h a n d i e n e u e n Te c h n o l o g i e n h e r a n t r a u e n . F e s t g e s t e l l t wurde jedoch auch, dass der Sprachgebrauch generationsabhängig ist und dies die Kommunikation zwischen den Generationen manchmal erschwert. Um die Kommunikation zwischen den Generationen zu verbessern und zu f ö r d e r n , f o r d e r t e n d i e Te i l n e h m e r z u m B e i s p i e l d i e W e i t e r e n t w i c k l u n g d e s i n t e r g e n e r a t i o n e l l e n W o h n e n s d u r c h e i n e v e r m i t t e l n d e W o h n a r g e n t u r. D i e Te i l n e h m e r h i e l t e n z u d e m f e s t , d a s s m e h r R ä u m e g e s c h a f f e n w e r d e n m ü s sen an denen verschiedene Generationen aufeinander treffen. Dies kann zum Beispiel sowohl in den Schulen, den Jugendhäusern, den Maison Relais oder innerhalb von Vereinen sein. Die S chaffung von mehr S chulprojekten und die Einsetzung einer Plattform für den intergenerationellen Austausch in jeder Gemeinde könnte den regelmässigen Dialog zwischen Jung und Alt begünstigen. Letztere sollte vor allem auch für die Organisation von mehr interge nerationellen Aktivitäten und Festen zuständig sein. « Zu jung? Zu alt? » - Arbeitswelt für jeden? In Krisenzeiten sind Arbeitslosigkeit und der Zugang zur Arbeitswelt Themen, die sowohl junge als auch weniger junge Menschen direkt betreffen. Der Einstieg in die Diskussion er folgte über ein paar statistische Daten und die Erklärung der Rolle des Arbeitsamtes, mit den unterschiedlichen Maßnahmen, die sie anbieten. Nach dies e n E r k l ä r u n g e n v o n Fa b i o S c o l a s t i c i g i n g Ta i n a B o f ferding auf die Situation der Jugendlichen auf dem Arbeitsmarkt, die oft mit har tnäck igen Vorur teilen konfrontiert sind und die

hohe Jugendarbeitslosigkeit ein. M arco Wagner stellte die Frage ob es tatsächlich eine junior-senior „Rivalität“ gibt, da sowohl die Arbeitslosenquote der jungen als auch der weniger jungen Menschen stetig ansteigt. In der daran anschließenden Diskussion einigte sich die Arbeitsgruppe vor allem auf die Forderung einer besseren schulischen Orientierung, aber auch eine Verbesserung der Re - orientierung älterer M enschen. Die M itglieder der Gruppe wünschten sich, eine deutliche Revalorisierung des Handwerks und dass Schüler zukünftig besser über existierende Berufe informiert werden. I n s g e s a m t w a r e n d i e Te i l n e h m e r s i c h e i n i g , d a s s d i e Q u a l i t ä t d e r P r a k t i k a verbesser t werden muß und dass sie auf allen Stufen des Lyzeums obligato risch eingeführt werden sollten. In den Betrieben fordert die Arbeitsgruppe d i e E i n f ü h r u n g e i n e s i n t e r g e n e r a t i o n e l l e n Tu t o r a t s , d a s j u n g e n M e n s c h e n d e n Einstieg ins Berufsleben erleichtern soll. Zudem muss, so die Arbeitsgruppe, eine Evaluierung und eine Anpassung der Maßnahmen für junge und ältere M enschen auf Arbeitssuche er folgen. Was die Pensionsreform anbetriff t, so v e r l a n g t e n d i e Te i l n e h m e r, d a s s d i e j u n g e n M e n s c h e n i n d i e s e D i s k u s s i o n stärker mit eingebunden werden müssen.

« M a l m i r e i n H a u s ! » - Wo h n e n i n Lu xe m b u r g : N e u e r f i n d e n ? Wenn es um die Wohnungssuche geht, stoßen junge M enschen immer wieder auf Diskriminierungen verschiedenster Art. Gründe hierfür können zum B e i s p i e l d i e H a u t f a r b e , N a t i o n a l i t ä t , A r b e i t s l o s i g k e i t , H a u s t i e r e , K i n d e r, Religion einer Person sein. D i e E x p e r t e n D r. J u l i e n L i c h e r o n v o n C E P S / I N S T E A D , G e o r g e s A n d r a d e v o n d e r Wunnengshëllef asbl und Diane Dupont vom M inisterium für Wohnungsbau fanden sich zusammen, um dieses Thema gemeinsam mit 10 Studenten und 10 Senioren zu diskutieren. D i e Te i l n e h m e r e r h i e l t e n zunächst einige statistische I nformationen über den Wohnungsmarkt in Luxemburg. Ergänzt wurden diese Informationen mit weiteren Details zum Thema Schwierigkeiten bei der Wohnungssuche, sowie zu den unterschiedlichen Möglichkeiten des intergenerationnellen Wohnens. D i e Te i l n e h m e r d e r A r b e i t s -

gr u p p e h i e l te n z u n ä c h s t fe s t , d a s s d i e An s c h a f f u n g s p e i s e vo n G r u n d s t ü c k e n und Häusern in Luxemburg derzeit sehr hoch sind und folglich immer mehr Luxemburger in die Grenzgebiete nach Deutschland, Belgien und Frank reich ziehen. D i e Te i l n e h m e r d e s W o r k s h o p s s c h l u g e n v o r, d a s s G e m e i n d e n g r o ß e H ä u s e r bauen, um sie an Menschen verschiedener Generationen zu vermieten um so richtige Mehrgenerationen-Häuser zu schaffen. Dabei legte die Arbeitsgruppe besonderen Wer t auf die Förderung und die Begünstigung der Enstehung von Wohngemeinschaf ten, sowohl für Studenten als auch für mehrere Generationen. Die Schaffung einer Plattform könnt e , s o d i e Te i l n e h m e r, h i e r b e s o n d e r s b e i d e r V e r m i t t l u n g z w i s c h e n d e n G e n e r a t i o n e n h e l f e n . S c h l u s s e n d l i c h r i e f e n d i e Te i l n e h m e r d e r A r b e i t s g r u p pe die Politiker sowie die Gemeinden dazu auf, endlich den “Pac te logement ” umzusetzen. Eine Steuer auf leerstehenden Wohnungen und Häusern könnte i n d e n A u g e n d e r Te i l n e h m e r n i n d i e s e m S i n n e z u r S e n k u n g d e r P r e i s e a u f dem Wohnungsmarkt beitragen. « Draußen bleiben!? » - Zusammen leben: Bessere Chancen für jeden! Insgesamt 21 Personen, darunter 7 Senioren und 14 Jugendliche, nahmen am Workshop zum Thema « Zusammen leben » teil. Joaquim Monteiro von der Uni.lu, Andrée Birnbaum vom RBS- Center fir Altersfroen, Fréderic Storme von der Stiftung « I see » sowie Patrick Salvi v o m R o t e n K r e u z w a r e n E x p e r t e n z u a l l e n m ö g l i c h e n Fa c e t t e n d e s T h e m a s Diskriminierung, das sowohl die Migration, die Ausgrenzung von Senioren/ Behinderten und generell die soziale Ausgrenzung umfasste. Nach einer kurzen Einführung in die Themen Migration und Diskriminierung d u r c h d i e a n w e s e n d e n E x p e r t e n s t ü r z t e n s i c h d i e Te i l n e h m e r i n d i e D i s k u s s i on. Heftig debattiert wurde zunächst die Rolle der luxemburgischen Sprache a l s I n t e g r a t i o n s f a k t o r, w o b e i m a n c h e Te i l n e h m e r d i e s e a l s s e h r u n d a n d e r e a l s w e n i g e r b e d e u t e n d a n s a h e n . I n t e g r a t i o n , s o d i e Te i l n e h m e r d i e s e s Workshops, führ t jedoch vor allem auch über die Vereine, vor allem wenn es eine Zusammenarbeit zwischen luxemburgischen und nicht-luxemburgischen Vereinen stattfindet. Leider funktionnieren Vereine in Wirk lichkeit jedoch e h e r p a r a l l e l z u e i n a n d e r, d i e s s o g a r a u c h , w e n n s i e d a s g l e i c h e Z i e l v e r f o l g e n . N e b e n d e n Ve r e i n e n w i r d e i n e w e i t e r e r w i c h t i g e r Fa k t o r f ü r d i e I n t e g r a tion von jungen Migranten vor allem in der Bildung gesehen. Die Arbeitsgruppe einigte sich diesbezüglich darauf dass die luxemburgische Sprache mehr gefördert werden müsse und dass für eine gelungene Integration ein Schritt von beiden Seiten her nötig ist. Die Gruppe kam schlussendlich zu dem Ergebnis, dass « Empathie » ein notwendiger Begriff und Schritt im Umgang mit Behinderten und Menschen

i n s c h w i e r i g e n S i t u a t i o n e n s e i . D i e Te i l n e h m e r s a h e n d i e N o t w e n d i g k e i t d i e Öffentlichkeit mehr in Bezug auf diese Themen zu sensibilisieren, sei es in Schulen, Praktika, durch Menschenrechtskurse im Unterricht, eine bessere Einbindung von Behinderten in diese unterschiedlichen Strukturen und v i e l e s m e h r. Um die Armut in Luxemburg besser zu bekämpfen, forderte die Arbeitsgruppe, dass vor allem jungen Menschen der Zugang zur Arbeitswelt erleichtert w i r d , i n d e m b e i s p i e l s w e i s e e i n Tu t o r a t z w i s c h e n j u n g e n u n d ä l t e r e n M i t a r beitern ins Leben gerufen und mehr Praktikumsplätze geschaffen werden. H ier sollten vor allem auch die Unternehmen ihre Verant wor tung übernehmen und bestraft werden, wenn sie Angestellte entlassen, obwohl sie Profit machen. Damit I mmigranten nicht mit falschen Vorstellungen nach Luxemburg kommen, sollten ihnen I nformationen zur Ver fügung stehen, die sie realistisch über die tatsächlichen Möglichkeiten in Luxemburg aufklären.

« Zu spät? » - Umwelt: Heute schon an morgen denken! Da dieses Thema jeden von uns betrifft, trafen sich 9 junge und 10 weniger junge Menschen um gemeinsam über das Thema Umwelt zu diskutieren und L ö s u n g s a n s ä t z e z u f i n d e n . M e h r e r e E x p e r t e n s o l l t e n d i e Te i l n e h m e r d a b e i unterstützen : Marguy Kohnen ; Francis Schar tz und Sandra Cellina vom M i n i s t e r i u m f ü r n a c h h a l t i g e E n t w i c k l u n g f ü h r t e n d i e Te i l n e h m e r d e s W o r k shops in den Begriff der nachhaltigen Entwicklung ein. Der Europaabgeord n e t e C l a u d e T u r m e s k l ä r t e d i e Te i l n e h m e r ü b e r d i e E n t w i c k l u n g e n i n E u r o p a auf, während Blanche Weber vom M ouvement Ecologique einen k r itischen B l i c k a u f d i e A r b e i t d e r R e g i e r u n g u n d E u r o p a w a r f u n d d i e Te i l n e h m e r ü b e r mögliche Gefahren und anstehende Herausforderungen hinwies. Die Gruppe war sich schnell einig, dass sich einiges verbessern ließe, wenn jeder einzelne bei sich selbst anfangen würde. Demnach forderte die Gemeinschaft eine Stärkung der Umweltbildung auf Ebene der Erziehung sowie eine bessere Sensibilisierung und Information über den Umweltschutz und der Verschwendung von natürlichen Ressourcen. D i e Te i l n e h m e r s c h l u g e n v o r, a u f M ü l l e i m e r n a u f f ä l l i g e E t t i k e t t e n a n z u b r i n gen, die die Aufmerksamkeit der Leute erregen sollten. Eine verstärkte Förderung und Unterstützung der erneuerbaren Energien wäre in den Augen d e r Te i l n e h m e r e b e n s o a n g e b r a c h t . Wichtig sei es jedoch, dass die verschiedenen Generationen diesbezüglich zusammen arbeiten und an einem Strang ziehen.

COLLABORATION CGJL - CNEL Au cours des dernières années, notamment dans le cadre de la réforme de l ’e n s e i g n e m e n t s u p é r i e u r, l a C o n f é r e n c e N a t i o n a l e d e s É l è v e s ( C N E L ) e t l a Conférence Générale de la Jeunesse du Luxembourg (CGJL) ont analysé le fonctionnement actuel de la CNEL pour en adapter le cadre légal et structurel aux besoins d’une représentation des élèves forte et indépendante des instances politiques. En 2013 la CGJL a renforcé ses effor ts pour accorder son soutien à la CNEL. Au- delà d’un suivi basé sur le conseil et le lobbying, la CGJL a par ticipé à l ’o r g a n i s a t i o n d e l a 4 è m e é d i t i o n d e l a « J o u r n é e d e s C o m i t é s d ’é l è v e s » . Un groupe de travail, composé des membres de la CNEL, de représentants du Ser vice National de la Jeunesse, de la CGJL et du Ministère de l’Éducation Nationale a eu comme mission de définir les thèmes des différents ateliers, selon les besoins concrets des comités des élèves. LE PARLEMENT DES JEUNES 2012 - 2013 1. Plénière inaugurale La session du Parlement des Jeunes 2012/13 a débuté avec la séance inaugur a l e d u 2 9 o c t o b r e 2 0 1 2 q u i s ’e s t t e n u a u c e r c l e c i t é e n p r é s e n c e d e l a M i n i s t r e d e l a Fa m i l l e e t d e l ’ I n t é g r a t i o n , M a d a m e M a r i e - J o s é e J a c o b s . Lo r s de cette première séance Patrick Weymersk irch a été élu nouveau Président du Parlement des Jeunes. Lors de la première réunion du Bureau du Parle ment des Jeunes qui a suivi la plénière inaugurale, Philippe Roukoz a été choisi comme Vice -président, Alex Mersch comme secrétaire générale, Patrick A zevedo et Bob Ewen en tant que membre du Bureau. Finalement, le Groupe « medias » était une option pour tous ceux et celles qui veulent découvrir le monde des médias. 2. Formation du Parlement des Jeunes Comme le veut la tradition, toutes les premières réunions des commissions sont constituées d’une formation de rhétorique, qui cette année a été effectuée par la journaliste Claude Zeimet. Malheureusement par faute de temps la formation « civique » n’a pas pu être effec tué. La formation sur l’Europe a, quant à elle, était substituée par une visite de la Cour de Justice Européenne, q u i s ’e s t d é r o u l é e l e 4 m a i . En outre, le groupe médias a pu compter avec une formation de journalisme l e 2 5 j a n v i e r, d ’ u n e f o r m a t i o n p h o t o g r a p h i e l e s 2 2 , 2 3 f é v r i e r e t 1 e r m a r s e t d’une formation « graphique » (In design) le 15 mars. Une formation « radio » é t a i t p ré v u e, m a i s e l l e a f i n a l e m e n t d û ê t re a n n u l é e p a r f a u te d ’i n té re s s é s. 3. Rencontre entre le Parlement des Jeunes et les décideurs politiques L e s m e m b r e s d u P a r l e m e n t d e s J e u n e s o n t e u l ’o c c a s i o n d e r e n c o n t r e r u n grand nombre de politiciens nationaux et européens. Le 17 janvier le bureau exécutif du Parlement des Jeunes a rencontré le d é p u t é B e n Fa y o t à l a C h a m b r e d e s D é p u t é s .

Le 25 janvier le Président du Parlement des Jeunes a rencontré les repré sentants de la Représentation Permanente du Luxembourg à la Commission Européenne, lors d’une réunion conjointe avec la CGJL. Le 6 février les membres du Parlement des Jeunes ont rencontré la Vice – Présidente de la Commission Européenne, Madame Viviane Reding, pour un échange sur l’avenir de l’UE.

Cet échange a d’ailleurs été projeté sur la chaîne de télévision de la ChD. 4 . Ce voyage a été réalisé en étroite co l l a b o r a t i o n ave c l a R E P LU X . Le sommet annuel a ensuite été suivi d’un « Hearing » à la ChD le 12 juillet 2 0 1 3 , o ù l e s m e m b r e s d u PJ o n t p u p r é s e n t e r l e u r t r a v a i l a u x m e m b r e s d e l a Chd.

6. Activités extra-parlementaires A côté des nombreuses réunions du BE, des commissions et du groupe médias, les membres d u PJ é t a i e n t p r é s e n t s l o r s d e l a F o i r e d e l ’é t u d i a n t , i l s o n t p a r t i cipé à la conférence sur les perspectives du Luxembourg pour 2030 le 20 mars, ils ont collaboré aux discussions sur la réforme scolaire au sein du Comité pour la réforme scolaire (AKR) et ont participé aux assises sur la réforme scolaire qui se sont tenue s l e 1 e r e t 2 f é v r i e r. I l s é t a i e n t d´autant plus présents lors de la f ê t e d e l ’ E u r o p e q u i s ’e s t d é r o u lée le 30 juin à la Rockhal. E n o u t r e , d e u x m e m b r e s d u PJ o n t é t é sélectionnés par la Chambre des Députés pour par ticiper au Parlement francophone des Jeunes en Côte d’Ivoire du 8 au 12 juillet 2013.

Après que la Ministre ait décidé de prolonger d’un an, la phase de concertation entre les d i f f é r e n t s a c t e u r s c o n c e r n é s , l ’A K R a l u i a u s s i c o n t i n u é s o n t r a v a i l d ’ a n a l y s e de la réforme scolaire.

Pendant ces deux jours les par ticipants, d o n t l e s m e m b r e s d e l ’A K R , o n t p u d i s c u t e r e t d é f e n d r e l e u r s i d é e s s u r quatre thèmes précis : la préparation des élèves aux études supérieures, la p r o g r e s s i o n à t r a v e r s l e l y c é e , l ’e n s e i g n e m e n t d e s l a n g u e s , l a q u a l i t é s c o l a i r e et l’autonomie des lycées. Lors d’une réunion conjointe, le 9 avril 2013, la ministre a présenté au comité d ’ a c t i o n A K R l ’é t a t d ’ a v a n c e m e n t d e l ’ a v a n t - p r o j e t d e l o i . P e n d a n t c e t t e r e n c o n t r e e l l e a r e c u e i l l i l e s r é a c t i o n s d e s m e m b r e s d e l ’A K R s u r l e s d i f f é r e n t e s m e s u r e s q u i é t a i e n t , à l ’é p o q u e , e n c o r e e n s u s p e n s .

LE RALLYE CITOYEN- TABOU! Contexte et origine du projet

L e R a l l y e C i t o y e n e s t à l ’o r i g i n e u n c o m p l é m e n t à l ’é d u c a t i o n c i v i q u e e t à l ’é d u c a t i o n m o r a l e e t s o c i a l e o f f e r t à l ’é c o l e . O r g a n i s é d e p u i s 2 0 0 9 p a r l a Conférence Générale de la Jeunesse du Luxembourg (CGJL) et le Centre National Information Jeunes (CIJ ), il propose habituellement une démarche interactive et ludique pour mettre en lumière les notions de Démocratie, Droits de l’Homme, Solidarité, Engagement et Citoyenneté. Il permet aux p a r t i c i p a n t s d ’ a c c é d e r r é e l l e m e n t a u x d i f f é r e n t e s i n s t i t u t i o n s e t d ’e n t r e r e n contact direct avec des associations œuvrant dans un domaine précis. L’ i d é e d ’o r g a n i s e r u n “ R a l l y e C i t o y e n ” e s t i s s u e d e l a C o n v e n t i o n d e s J e u n e s « Égalité des chances pour tous les jeunes – maintenant !! » en 2007. Parmi les demandes des jeunes apparaissait celle de compléter et rendre plus concrète la formation citoyenne. La CGJL et le CIJ ont, suite à cette demande, créé des synergies afin de proposer un projet pédagogique, ludique et amusant à la fois, le résultat étant: Rallye Citoyen. Le Rallye Citoyen a été organisé pour la première fois en 2009 et les expériences concluantes des dernières années (2009 : éducation civique ; 2010 : D ro i t s d e l ’ H o m m e ; 2 0 1 1 : L i b e r té s ; 2 0 1 2 : é d i t i o n i n te rg é n é r a t i o n n e l l e ) o n t incité la Conférence Générale de la Jeunesse du Luxembourg et le Centre Information Jeunes de continuer cette activité en 2013 par un des sujets déjà abordés dans le cadre de la Convention des Jeunes créative de 2 0 1 2 : Ta b o u s ! . Cette thématique globale a permis d’aborder les différents sujets touchant la vie en société. Les raisons pour lesquelles ces sujets sont tabous sont directement liées soit aux règles (les lois), soit aux us et coutumes, à la culture, à la société elle-même, soit encore à l’histoire de la nation ou bien à une réalité personnelle souvent refoulée. L’ a c t i v i t é s ’e s t d é r o u l é e à l ’o c c a s i o n d e s i x d a t e s , l e s v e n d r e d i s 1 7 m a i , 7

juin, 14 juin, 21 juin, 28 juin et 5 juillet 2013 de 10.00 à 15.30 heures à Luxembourg-ville. To u t c o m m e p o u r l e s é d i t i o n s p r é c é d e n t e s l e r a l l y e s ’e s t a d r e s s é à t o u s l e s jeunes des classes de 4ème, 3ème et 2ème, respectivement de 10ème. 11ème et 12ème. Chaque classe a été divisée en petits groupes de 5 à 6 personnes maximum. Juste une semaine après la présentation officielle du projet les dates proposées étaient déjà complètes. En tout 15 classes provenant de 10 lycées différents du Grand-Duché ont participé au Rallye. De cette manière un total d e 2 8 2 j e u n e s a p u ê t r e a t t e i n t p a r l ’é d i t i o n 2 0 1 3 . Déroulement d’une journée de Rallye Après l’arrivée des classes avec leurs enseignants respectifs vers 10.00 heures, les premiers explicatifs, la constitution de groupes et la distribution des « Road books » les groupes se lançaient dans une première activité: un jeu de coopération. Le jeu a comme but de créer une dynamique de groupe, de mettre en concurrence les groupes entre eux et il décide en même temps de l’heure de leur départ. U n e f o i s q u i t t é s l ’A u b e r g e d e J e u n e s s e , v e r s 1 0 h 3 0 , l e s g r o u p e s o n t d u v i s i t e r 7 stations thématiques, qui se situaient pour cette édition à différents endroits à Luxembourg-Centre et à Bonnevoie. Ces bases permettaient aux équipes de non uniquement recevoir un aperçu des différents sujets tabous mais également de comprendre le lien avec la société, la culture et leurs propres responsabilités. A côté des activités, les groupes recevaient sur quatre stations un quiz lié thématiquement au sujet de la station en question.

Les tables rondes ont été planifiées et organisées dans le cadre d’un groupe de travail, composé de représentants jeunes des différents partis politiques. Afin de garantir une information complète et objective le groupe de travail avait invité les représentants des neufs partis politiques, candidats aux élections législatives, à participer à ces tables rondes. Le groupe de travail s ’e s t é g a l e m e n t m i s d ’ a c c o r d p o u r q u e M o n s i e u r P h i l i p p e Te r n e s s e r a i t e n charge de la modération de ces événements, qui ont touchés environ 1000 jeunes à travers le Grand-Duché. Das Ziel einer neuen Homepage ist benutzerfreundlicher zu sein und in erster Linie visuell und inhaltlich verstärkt die Jugend anzusprechen. Durch ein übersichtlicheres Layout bietet die Jugendkonferenz einen verbesserten und vereinfachten Informationsaustausch. Um diesen Informationsfluss zu gewähren, findet man direkt auf der ersten Seite alle Aktualitäten, welche auch regelmäßig geupdatet werden.

Ebenfalls findet man auf der Homepage alle wichtigen Dokumente um sich über die Jugendkonferenz und ihre Arbeit zu informieren um eine bestmögl i c h e Tr a n s p a r e n z n a c h a u ß e n h i n z u g a r a n t i e r e n .

ASSURANCE QUALITÉ 2013 Au cours du processus de professionnalisation des structures de la CGJL, le contact et notamment la collaboration de la CGJL avec ses organisations membres, sous forme de prise de positions officielles, a graduellement diminuée. Étant à l´origine une plateforme avec une grande tradition de discussion et de débat politique, les activités de la CGJL se sont au cours de ces dernières années plutôt centrées sur le développement d’un programme de f o r m a t i o n , d e p r o j e t s e t d ’ a c t i v i t é d a n s l e c a d r e d e l ’é v e i l à l a c i t o y e n n e t é . L’o r g a n i s a t i o n d ’ u n f o r u m d e d i s c u s s i o n p a r r a p p o r t a u c h ô m a g e d e s jeunes en octobre 2012 a d’ailleurs montré que le besoin manifeste des représentants de plusieurs organisations membres pour un cadre permettant l ’é c h a n g e a v e c d ’ a u t r e s o r g a n i s a t i o n s d e j e u n e s s e . C ’e s t d a n s c e c o n t e x t e q u e l a C G J L a d é c i d é d e p r o p o s e r à s e s m e m b r e s d e s p l a t e f o r m e s d ’é c h a n g e t r è s r é g u l i e r e t a u b e s o i n d e l ’ a c t u a l i t é p o l i t i q u e , n e se résumant non uniquement à une rencontre des organisations de jeunesse pour débattre un sujet, mais qui assure également le suivi de ces discussions a f i n d ’e n o b t e n i r u n r é s u l t a t c o n c r e t , c o m m u n i q u é v e r s l ’e x t é r i e u r. Le premier cycle de discussion a été lancé dans le contexte du dialogue structuré national dans lequel la CGJL est tenue à consulter ses organisations membres par rapport à la « Garantie pour la Jeunesse ». Pour ce faire une « Journée CGJL », une matinée de réflexion pour les représentants des différentes organisations membres a été organisée le samedi 9 novembre 2013 dans les locaux du Service National de la Jeunesse. H u i t o r g a n i s a t i o n s m e m b r e s o n t p r o f i t é d e c e t t e o p p o r t u n i t é d ’é c h a n g e e t ont participé au débat autour de ce processus de consultation.

Après une introduction au principe du dialogue structuré et de sa mise en œuvre au niveau européen, les participants ont été initiés au nouvel outil du dialogue struc turé national (cf. Le Dialogue struc turé national). Af i n d e d o n n e r a u x re p ré s e n t a n t s d e s o rg a n i s a t i o n s u n e b a s e d ’i n fo r m a t i o n a d é q u a t e a f i n d e p o u v o i r s e p r o n o n c e r, l e C e n t r e I n f o r m a t i o n J e u n e s ( C I J ) a p ré s e n té u n d o s s i e r d ’i n fo r m a t i o n q u i e x p l i q u e e n q u o i co n s i s te l a „ G a r a n t i e p o u r l a J e u n e s s e “ t e l l e q u ’e l l e e s t p r o p o s é e p a r l ’ U n i o n E u r o p é e n n e e t q u i reprend les opinions de différents experts et acteurs politiques luxembourgeois interviewés par le CIJ. Après la présentation de ce document, les organisations de jeunesse ont e n c h a î n é p a r l a d i s c u s s i o n s u r l ’o r g a n i s a t i o n d u p r o c e s s u s d e c o n s u l t a t i o n . Suite à ces discussions un questionnaire a été élaboré et envoyé aux organisations membres de la CGJL, qui était demandés d’y répondre jusqu’au 28 janvier 2014.

L’o r g a n i s a t i o n d ’ u n h e a r i n g à l a C h a m b r e d e s D é p u t é s l e 2 7 m a r s 2 0 1 4 , a d o n n é a u x o r g a n i s a t i o n s m e m b r e s l ’o p p o r t u n i t é d ’e x p r i m e r l e u r s r é s e r v e s , d o u t e s e t i d é e s p a r r a p p o r t à l a „ G a r a n t i e p o u r l a j e u n e s s e “. La CGJL rassemblera les avis des différentes organisations et regroupera les réponses par question pour ensuite les remettre au gouvernement. Il ne s’agira donc pas d’une prise de position politique de la CGJL, mais juste du traitement méthodique des réponses reçues.

ARBEITSGRUPPE : GRENZÜBERSCHREITENDER INTERGENERATIONELLER TAG D e r I n t e r g e n e r a t i o n e l l e Ta g h a t s e i n e n U r s p r u n g i n d e n E r g e b n i s s e n u n d F o r d e r u n g e n d e s J u g e n d k o n v e n t s "J u n g t r i f f t w e n i g e r J u n g ", d e r a m 2 4 . A p r i l 2013, organisier t vom RBS-Zentrum für Altersfragen, dem CIJ und der CGJL, in der Abgeordnetenk ammer stattgefunden hat (cf. Jugendkonvent „ Jung triff t weniger Jung“). Die in der abschließenden Plenarsitzung vorgestellten Ergebnisse, beinhalt e t e n u n t e r a n d e r e m d i e F o r d e r u n g e i n e n i n t e r g e n e r a t i o n e l l e n Ta g i n s L e b e n zu rufen, der Senioren und jungen Menschen die Möglichkeit gibt sich a u s z u t a u s c h e n . D i e s e r Ta g s o l l t e , s o d i e Te i l n e h m e r, r e g e l m ä ß i g s t a t t f i n d e n um das Verständnis und die Kommunik ation z wischen Generationen untereinander zu fördern, um voneinander zu lernen, sie wieder einander anzunähern und so den Zusammenhalt zwischen den Generationen zu stärken. D i e I d e e w u r d e s o f o r t n a c h d e r Ve r a n s t a l t u n g v o m M i n i s t e r i u m f ü r Fa m i l i e und Integration aufgegriffen und eine nationale Steuerungsgruppe einberufen um die organisatorischen Möglichkeiten eines solchen Events abzuwägen. Aus dieser Initiative heraus entstand die Idee einen grenzüberschreit e n d e n i n t e r g e n e r a t i o n e l l e n Ta g i n s L e b e n z u r u f e n . D i e Z i e l e d e s t r a n s n a t i o n a l e n i n t e r g e n e r a t i o n n e l l e n Ta g e s s i n d b r e i t g e f ä c h e r t . S i e b e i n h a l t e n e i n e r s e i t s d i e I n f o r m a t i o n d e r Te i l n e h m e r z u unterschiedlichen Themen. Exper ten und M oderatoren sollen den Verlauf der Arbeitsgruppen so gestalten, dass letztere sowohl Fragen stellen als auch Perspektiven austauschen können. Dieser intergenerationelle und transnationale Austausch soll zu einem besseren Verständnis z wischen den Generatio n e n b e i t r a g e n , d e n Te i l n e h m e r n a b e r a u c h g l e i c h z e i t i g e i n e n B l i c k ü b e r d i e Grenzen hinaus ermöglichen, um so die angesprochenen Probleme aus anderer Sicht betrachten zu können. I n dieser H insicht ver folgt die Veranstaltung sicherlich auch das Ziel der Sensibilisierung zu bestimmten Problemfeldern nicht nur hier in Luxemburg, sondern auch über die Grenzen hinaus. Die Planung des Events wurde in die Hände einer nationalen Arbeitsgruppe gelegt, die neben den Akteuren der Steuerungsgruppe auch noch aus Senioren und Jugendlichen bestand. Eine solche nationale Arbeitsgruppe entstand sowohl in Luxemburg als auch im Saarland.

In diesen nationalen Arbeitsgruppen fand zunächst ein Brainstorming statt. Die Ergebnisse dieser Arbeit wurden dann bei einer Zusammenkunft beider Arbeitsgruppen am 16. November in der Jugendherberge in Remerschen zusammengebracht, diskutiert um anschließend gemeinsam über die Inhalte und den Ablauf des Events zu entscheiden. D e r e r s t e g r e n z ü b e r s c h r e i t e n d e i n t e r g e n e r a t i o n e l l e Ta g f i n d e t a m 1 4 . M ä r z 2 0 1 4 a u f d e r „ R i v e r D i v a “, e i n e m S c h i f f a u f d e r M o s e l , e i n V e r a n s t a l t u n g s o r t m i t S y m b o l c h a r a k t e r, s t a t t . D i e M o s e l a l s F l u s s z w i s c h e n d e m S a a r l a n d u n d L u x e m b u r g , s o t r e f f e n b e i d e L ä n d e r s i c h a l s o s o z u s a g e n i n d e r " M i t t e “, g e h e n beide einen "Schritt" aufeinander zu. Auf dem Schiff verschwinden dann die Grenzen gänzlich. Auf dem Programm stehen 5 Diskussionsworkshops, die nach dem Prinzip des World Cafés organisier t werden. Es werden demnach 10 thematische Tische gebildet, von denen jeweils immer 2 das gleiche Thema behandeln. 5 Themen s t e h e n f ü r j e d e n Te i l n e h m e r z u r A u s w a h l . ABC für Jung und Alt! A= Austausch B=Bildungssystem C= Chance Jedes Kind lernt im ersten Schuljahr das ABC – aber wie steht es um Wissen über das Alter und ältere Menschen? In wie weit fördert unser Bildungssystem das Interesse junger Menschen an Pflegeberufen? Wie können die älteren Generationen selbst Wissen über sich und das Leben im Alter vermitteln? Wie können Schulen und Lehrplätze die Ressourcen und die Lebenser fahrungen der älteren Generationen in das Bildungssystem integrieren und somit den Austausch zwischen Jung und Alt fördern? Vor allem jedoch: welche Chance bietet dieser Austausch für das Bildungssystem und für die Generationen?

Wie tickst du? – Sag mir dein Alter und ich sage Dir wer Du bist! Vo r u r t e i l e ve r s u s Fa k t e n . Man ist so alt wie man sich fühlt. - Ist das wirklich so ? – oder lassen wir uns egal welcher Alterskategorie wir angehören nicht schnell von Konventionen und Vorur teilen, wieder auf den „altersgemässen” Weg bringen? Wir alle haben Bilder im Kopf wie man mit 11 - 22 - 55 - 77 Jahren zu sein hat und ein 75-jähriger Rockmusiker passt da genau so wenig hinein wie der 17-Jährige, der lieber Mozar t hör t. In einer gemeinsamen Diskussion können Jung und weniger Jung herausfinden wie sie aus diesem Schubladendenken herauskommen

können. Was (ver-)hinder t uns alle offen und neugierig auf den anderen zuzugehen und im Dialog herauszufinden, dass „anders sein“ nicht vorrangig eine Frage des Alters sondern eine Frage der Person und ihrer Biographie ist? •

Das Internet ersetzt immer öfter die direkten zwischenmenschlichen Begegnungen. Ist dies für die einen ein Plus, da es Menschen mit Bewegungseinschränkungen Kontakte e r l a u b t , s e h e n a n d e r e d a r i n e i n e V e r a r m u n g u n s e r e r s o z i a l e n K o n t a k t e . Was ist nun richtig und/oder falsch? Welchen Platz sollen und können n e u e Te c h n o l o g i e n i m A u s t a u s c h z w i s c h e n d e n G e n e r a t i o n e n e i n n e h m e n ? W i e k ö n n e n w i r d i e n e u e n Te c h n o l o g i e n s o i n d e n A l l t a g einführen, dass alle gleichwertig am Leben teilhaben können und sie als Unterstützung sehen? Jung und Alt: gemeinsam unter einem Dach? Alternative Formen des Zusammenlebens Zur Zeit unserer Ur-Großeltern und Großeltern lebten meistens 3, manchmal bis zu 4 Generationen unter einem Dach. Dies war nicht immer einfach aber die finanzielle Situation sowie die gemeinsame Arbeit ließen meistens keine andere M öglichkeit zu. Die Wohnungsnot v o n d a m a l s i s t z u m Te i l g e b l i e b e n ; t e u r e M i e t e n u n d b e w u s s t l e e r s t e h e n d e W o h n u n g e n m a c h e n e s v i e l e n F a m i l i e n s c h w e r, e i n g e e i g n e t e s Dach über dem Kopf zu finden. Heute leben in der Regel 1 bis 2 Generationen unter einem Dach und die Fragen um die soziale Gemeinschaft und das Zusammenleben z wischen den Generationen stellen sich neu: Senioren-WGs, offene Dor fgemeinschaften, neue Begegnungsmodelle für verschiedene Generationen und M odelle des Zusammenlebens z wischen Jung und Alt. Welche M odelle könnten wir uns vorstellen? Welche Par tnerschaf ten/ Unterstützungen braucht es von der Idee zum konkreten Projekt?

Einer für alle- alle für einen ? - Wie stärkt man die Solidarität zwischen den Generationen? Wie baut man Brücken zwischen Jung und Alt auf? In den verschiedenen Phasen des Menschenlebens ist jeder irgendwie u n d i r g e n d w a n n a u f d i e H i l f e a n d e r e r a n g e w i e s e n . M a n c h m a l m e h r, m a n c h m a l w e n i g e r. W i e s t e h t e s h i e r m i t d e r S o l i d a r i ä t ? I s t u n s e r e Solidargesellschaft eine simple Frage des Gebens und Nehmens an der wir uns mehr oder weniger freiwillig beteiligen oder soll der Sozialstaat diese Aufgabe übernehmen? Was tun wenn wir an die Grenzen vo n ö f fe n t l i c h e n R e s s o u rce n u n d M i t te l n s to ß e n ? Wi e s i e h t d a n n gelebte Solidarität aus und welchen Beitrag sind wir bereit im Generationsverbund zu leisten?

An jedem Tisch gibt es einen Moderator und einen Experten. Diese begleiten d e n M e i n u n g s b i l d u n g s p r o z e s s . N a c h e i n e r S t u n d e w e c h s e l n d i e Te i l n e h m e r d a s j e w e i l i g e T h e m a o d e r d e n T i s c h . J e d e r Te i l n e h m e r h a t s o d i e M ö g l i c h k e i t seinen Beitrag zu drei unterschiedlichen Themenbereichen zu leisten. Die S chlussfolgerungen der Workshops werden allen Beteiligten der Veranstaltung in Präsenz von politischen Entscheidungsträgern präsentier t. Ein Synthese-Dokument der Ergebnisse wird auf nationaler Ebene verbreitet und soll andere Organisation dazu anregen ähnliche oder weiterführende Projekte zu planen.

H i e r t r a f e n s i c h M i t g l i e d e r d e r CG J L , d e s C I J u n d d e s Fa m i l i e n m i n i s t e r i u m s mit anderen Bürgern verschiedener Generationen, um ein erstes Konzept des g e p l a n t e n i n t e r g e n e r a t i o n e l l e n Ta g e s a u s z u a r b e i t e n . D a s H a u p t z i e l d i e s e s e r s t e n T r e f f e n s w a r, s i c h g e n a u w i e d i e s a a r l ä n d i s c h e G r u p p e a u f f ü n f W o r k s h o p - T h e m e n f ü r d e n i n t e r g e n e r a t i o n e l l e n Ta g z u

einigen. Hier für machten wir zu Beginn ein Brainstorming, bei dem alle m ö g l i c h e n Wo r k s h o p -T h e m e n v o r g e s c h l a g e n w u r d e n . A n s c h l i e ß e n d g a b e s zwei Abstimmungsrunden, bei dem jeder der Anwesenden seine liebsten Themen wählen dur fte. Ich selbst war am Ende der Abstimmung sehr g l ü c k l i c h , d a m e i n v o r g e s c h l a g e n e s T h e m a „Te c h n o l o g i e f ü r J u n g u n d A l t – Fluch oder Segen“ in die fünf Themen gewählt wurde. D a s z w e i t e Tr e f f e n f a n d a n d e r M o s e l s t a t t , w a s i c h a l s S y m b o l d e r Z u s a m mengehörigkeit des Par tnerprojekts z wischen Deutschland und Luxemburg als eine gute Idee empfand. Nun trafen sich die Organisationsgruppen beider Länder zusammen, um ihre Ergebnisse zu vereinen. Glücklicherweise unterschieden sich die Themenvorschläge nicht immens, wodurch wir uns recht rasch auf fünf Themen einigen konnten. Pour la réalisation de cette campagne, un groupe de travail a été mis en p l a ce. Ce gro u p e é t a i t co m p o s é d e re p ré s e n t a n t s d e l a LCG J, d e l ’O G B L J e u n e s , d e s L G S e t d u F C P T- S y p r o l u x J e u n e s s e .

Af i n d e g a r a n t i r u n e n e u t r a l i té e n m a t i è re d ’i n fo r m a t i o n , l e gro u p e d e t r av a i l avait décidé de collaborer avec la Chambre des Salariés Luxembourg (CSL) et d’utiliser leur matériel promotionnel. Pour la diffusion de ces informations, Ta n j a F o r e t t e a c r é é u n f l y e r e t l e g r o u p e d e t r a v a i l a n o t a m m e n t f a i t u s a g e des réseaux de la CGJL pour le faire circuler parmi ses organisations membres, le faire publier dans leurs publications ou bien diffuser à travers les réseaux sociaux. D’autant plus les membres du groupe de travail ont opté pour la mise en p l a ce d ’ u n e r u b r i q u e d ’i n fo r m a t i o n a u s u j e t d e s é l e c t i o n s s o c i a l e s s u r l e s i te we b w w w. c g j l. l u. Le contenu de cette rubrique a été mis à disposition par la CSL.

LA FOIRE DE L’ÉTUDIANT 2013 Le 14 et la 15 novembre 2013, la CGJL était présente à la Fo i re d e l ’ É t u d i a n t à l a LU X E X P O. Sur son stand « Infomobile » le staff proposait deux activités pour entrer en discussion avec les jeunes et ainsi leur faire découvrir la CGJL. La première était liée au Parlement des Jeunes, une deuxième ac tivité plus générale était liée aux objectifs et projets de la CGJL. A l’aide d’un questionnaire, basé sur les idées des jeunes parlementaires récoltés lors de la plénière inaugurale du Parlement des Jeunes, les jeunes non membres ont eu l ’o c c a s i o n d e d o n n e r l e u r a v i s s u r l e s t h è m e s q u e l e Parlement des Jeunes abordera au cours de la session 2013/2014. En outre, à l’aide d’une boîte à commentaires, le Parlement des Jeunes a invité tous les v i s i t e u r s d e l a F o i r e d e l ’é t u d i a n t à d o n n e r l e u r a v i s o u f a i r e d e s p r o p o s i t i o n s sur son travail. Afin de sensibiliser les jeunes sur les sujets et les projets traités par la CGJL, un jeu « salade de mots » a été proposé aux étudiants. Les jeunes devaient trouver des mots en rappor t avec les activités de la CGJL à l’aide de lettr e s m é l a n g é e s . L’o b j e c t i f é t a n t d e l e u r f a i r e c o n n a î t r e l e t r a v a i l d e l a C G J L , a i n s i q u e l e s d i f f é r e n t s p r o j e t s q u ’e l l e a b o r d e t o u t a u l o n g d e l ’ a n n é e , d a n s l ’e s p o i r d e l e s v o i r y p a r t i c i p e r u n j o u r. RAPPORT ALTERNATIF DES ONG LUXEMBOURGEOISES AU 3ÈME ET 4ÈME RAPPORT GOUVERNEMENTAL SUR LES DROITS DE L’ENFANT Pour comprendre le contex te:

Le Grand-Duché de Luxembourg a adhéré à la Convention relative aux droits d e l ’e n f a n t l e 2 1 m a r s 1 9 9 0 e t l ’ a r a t i f i é e p a r l a l o i d u 2 1 d é c e m b r e 1 9 9 3 . Conformément au paragraphe 1b) de l’ar ticle 44 de la convention, les États parties se sont engagés à soumettre au Comité des Droits de l’Enfant (CDE) un rapport périodique quinquennal sur la mise en œuvre de ladite Convention. Le gouvernement luxembourgeois a transmis en 2010 un 3ème et 4ème rapport combiné qui contient les principales mesures adoptées par le Luxembourg depuis le dernier rapport remis en 2012, inclusivement les recommandations du comité. Ce rapport combiné a été rédigé en 2010 par le S e r v i c e d e s D r o i t s d e l ’ E n f a n t d u M i n i s t è r e d e l a Fa m i l l e e t d e l ’ I n t é g r a t i o n regroupant des contributions écrites de neuf ministères. Il sera examiné par le CDE lors de la 63ème et 64ème session en février 2013. C ’e s t d a n s c e c o n t e x t e q u e l ’A N C E S a p r i s l ’ i n i t i a t i v e d ’ i n i t i e r u n d i a l o g u e c r i t i q u e e t c o n s t r u c t i f e n t r e d i f f é r e n t s a c t e u r s a v e c c o m m e o b j e c t i f d ’é l a b o r e r un rappor t supplémentaire des ONG à l’adresse du Comité des Droits de l ’e n f a n t d e l ’ O N U . Le rapport supplémentaire se base sur le rapport gouvernemental et tend à analyser la conformité de la législation luxembourgeoise à la Convention des D r o i t s d e l ’e n f a n t d ’ u n e p a r t , e t l ’ a p p l i c a t i o n d o n n é e à l a l é g i s l a t i o n e x i s t a n te d ’autre par t et sera le résultat d ’un travail collec tif. Un groupe de pilotage ONG et un groupe de travail, chargés de la coordin a t i o n d e l ’é l a b o r a t i o n d u s u s d i t r a p p o r t o n t é t é c r é e s s u i t e à u n a p p e l à p a r t i c i p a t i o n l a n c é p a r l ’A N C E S . L a C G J L a é t é r e p r é s e n t é e d a n s l e g r o u p e d e p i l o t a g e O N G p a r l ’i n te r m é d i a i re d e S a n d r a B r i t z . Le groupe national des ONG, a transmis et soumis au CDE (Comité des Droits de l'enfant) son rapport supplémentaire au 3ème et 4ème rapport gouvernemental sur la situation des Droits de l'Enfant au Luxembourg, le 28 novembre 2013. Le rappor t avait été validé par neuf associations, y inclus la CGJL, et regroupe 80 recommandations à l'adresse du Gouvernement luxembourgeois dans la perspective d'un futur plan d'action national en faveur des enfants, respectivement des Droits de l'Enfant. Le CDE à Genève a examiné les soumissions des ONG dans le cadre d’une

p r é - s e s s i o n q u i s ’e s t d é r o u l é e l e 6 f é v r i e r 2 0 1 3 . Finalement le 30 septembre 2013 à Genève, le CDE a examiné la situation des Droits de l’Enfant au Luxembourg sur base du rapport soumis. LE DIALOGUE STRUCTURÉ NATIONAL En avril 2013, le conseil de gouvernement a adopté le Dialogue structuré national. Celui-ci est un mécanisme officiel de participation des jeunes au travail du gouvernement luxembourgeois. Dorénavant, les organisations Jugendparlament, Conférence Nationale des Élèves, Conférence Général de la Jeunesse du Luxembourg et Conseil Supérie u r d e l a J e u n e s s e o n t l e d r o i t o f f i c i e l d ’ê t r e a s s o c i é a u d é v e l o p p e m e n t d e s dossiers politiques. Ces dossiers sont identifiés au préalable en concertation avec les organisations en question et le gouvernement. Le premier thème retenu pour les années 2013-2014 est celui de la mise en p l a c e d e l a „ G a r a n t i e p o u r l a J e u n e s s e “. L a p r e m i è r e é t a p e d u D i a l o g u e s t r u c t u r é 2 0 1 3 - 2 0 1 4 c o n s i s t e à l ’o r g a n i s a t i o n d’une consultation des quatre organisations. La CGJL est donc appelée à consulter ses organisations membres au sujet de la „Garantie pour la jeunesse“ et de transmettre la compilation de l’avis des membres au gouvernement en février 2014 (cf. Projet assurance qualité 2013). La deuxième étape du Dialogue structuré consistera ensuite à présenter aux acteurs politiques responsables les résultats de la consultation et à proposer ensuite un modèle de collaboration continue entre les jeunes et le

gouvernement qui permettra de prolonger la participation des jeunes au développement et a la concrétisation des mesures de la „Garantie pour la J e u n e s s e “.

PROJET SOUTENU PAR LA CGJL : YOUNG EUROPEAN PEERS 2013 Yo u n g E u r o p e a n P e e r s ( Y E P ) , i s a y o u t h e x c h a n g e which brought together 28 young people from 7 different countries all over Europe (Armenia, Belgiu m , B o s n i a a n d H e r ze g ov i n a , G e r m a ny, G re e ce, Lu xembourg and Norway), to learn more about Human Rights, the European Union and Public Speaking.

T h e p r o j e c t , w h i c h t o o k p l a c e i n B r u s s e l s f r o m 1 7 t h 27th of July 2013, was meant to empower its participants through fierce debate and intensive workshops. Organised by 7 young people, for 4 young p e o p l e o f e a c h co u n t r y, t h i s s e t - u p h a s a l re a d y p ro ven to be successful. After the YEP 2012 edition in Berlin, this 2013 edition focused on new them e s : H u m a n R i g h t s a n d t h e E u r o p e a n U n i o n . T h a t i s w h y t h e o r g a n i z e r s c h o s e Brussels, the centre of the EU, as location. With workshops on the EU and Human Rights, par ticipants’ experienced and got to deepen their knowledge, while through speaking in public their confidence and persuasion skills have improved, all of this not in a boring teacher-classroom situation, but in a vibrant and dynamic environment where the participation of young people actively shaped the project and created challenges in a cultural extremely diverse group, having experienced the tragedy of the shoot-out in Norway to the war in Bosnia so to find their common European values, and learn how to defend them by stepping up and making their voices heard, to fight racism, xenophobia and injustice. A varied schedule made sure that participants experienced a pleasant mix of workshops and simulations which challenged their skills, ideas and views of life combined with visits where they could see how EU institutions work

and how human rights organisations influence decision making and international politics. Par ticipants took par t in a European Parliament Simulation, so they were able to discover from the inside how EU politics work and why public speaking skills are useful. They also had the opportunity to talk about their experiences withÂ professionals in the field, asking questions and getting to know the EU from the outside and inside. GROUPE DE TRAVAIL « CONVENTION DES JEUNES 2014 » En novembre 2013 ont été entamés les préparatifs pour la dixième édition de la Convention des Jeunes, édition d’anniversaire qui devra faire honneur à son nom. L’o b j e c t i f é t a n t c o m m e c h a q u e a n n é e c e l u i d ’ i n c l u r e u n m a x i m u m d ’ i d é e s e t de besoins des jeunes eux-mêmes, la CGJL a à nouveau lancé un appel à par ticipation aux organisations membres, aux membres du Parlement des Jeunes et aux participants des Conventions précédentes pour mettre en place un groupe de travail. Lors de deux réunions le groupe de travail a défini le thème global de la C o n v e n t i o n d e s J e u n e s 2 0 1 4 c o m m e é t a n t „ l a c o n f i a n c e “ e t s ’e s t d é c i d é p o u r le slogan : « L a c o n f i a n c e c ’e s t b i e n - L e c o n t r ô l e c ’e s t m i e u x ? » c o m m e t i t r e p o u r l ’é v é n e m e n t . Les sujets des différents ateliers thématiques ont été fixés comme suit:

1. Gefoodelt? - Mettre les pieds dans le plat?! A p rè s to u s l e s s c a n d a l e s d e l ’i n d u s t r i e a l i m e n t a i re, p e u t - o n e n co re y faire confiance ? Et comment peut-on mieux protéger le consommat e u r ? s o n t j u s t e q u e l q u e s d e s q u e s t i o n s e x a m i n é e s d a n s c e t a t e l i e r.

2. Democrisis? Les gens font-ils encore confiance à la politique ? Si non, pourquoi ? Croyons-nous encore à la démocratie ? Fonc tionne -t- elle comme elle le devrait ? Sur tous les niveaux ? Peut- on parler d’un ras-le -bol de la politique général ? Ces questions pourront être thématisées dans cet atelier-ci. 3. (A-)Bildung? - Apprendre ou à laisser?! Les questions traitées dans cet atelier seront par exemple la confiance d a n s l ’e n s e i g n e m e n t e n g é n é r a l , m a i s a u s s i d a n s l e s e n s e i g n a n t s . E s t - c e q u e a v o i r u n d i p l ô m e s i g n i f i e , t r o u v e r u n t r a v a i l ? C o m m e n t p o u r r a i t - o n résoudre le problème du chômage des jeunes ? 4. Ex-Amen? Est-ce que les gens ont encore confiance dans leurs croyances et c o n v i c t i o n s , c ’e s t n o t a m m e n t l a q u e s t i o n e x a m i n é d a n s l e c a d r e d e c e t a t e l i e r.

Les membres du groupe de travail ont proposé des experts et échangé leurs idées pour la mise en œuvre d’une stratégie de communication. Le groupe de travail a suggéré comme date pour ces événements les 25 et 26 avril 2014. Afin de fêter cette dixième édition de la Convention des Jeunes, le groupe d e t r a v a i l a d é c i d é d e p r é v o i r u n v o l e t s p é c i a l . Ta n d i s q u e l a C o n v e n t i o n des Jeunes du 25 avril se déroulerait tout comme les dernières années à la Chambre des Députés, le groupe de travail prévoit pour le samedi 26 avril, l ’o r g a n i s a t i o n d ’ u n e t a b l e r o n d e a v e c l e s r a p p o r t e u r s d e s d i f f é r e n t s a t e l i e r s et des représentants du nouveaux gouvernement dans un lieu public bien fréquenté. Cette matinée sera clôturée par la distribution du gâteau d’anniversaire aux spectateurs.

SANTÉ SEXUELLE ET AFFECTIVE Dans un souci d’améliorer la protection et la promotion de la santé affective et sexuelle au Luxembourg, notamment celle des enfants et adolescents, les M inistères de l ’Education Nationale et de la Formation Professionnelle, de l ’ E g a l i t é d e s C h a n c e s , d e l a Fa m i l l e e t d e l ’ I n t é g r a t i o n , a i n s i q u e d e l a S a n t é ont élaboré conjointement un Programme national de promotion de la santé affective et sexuelle et se sont engagés à mettre en œuvre le plan d’action national « santé sexuelle et affective » 2013-2016. La CGJL et le Parlement des Jeunes ont par ticipé à différentes réunions dans c e c a d r e e t e l l e a c o n t r i b u é a c t i v e m e n t a u x d i s c u s s i o n s e t à l ’é l a b o r a t i o n d e ce plan d’action. Lors du lancement officiel du programme d’action, le 17 juillet 2013, cer tains membres du Parlement des Jeunes étaient présents et ils y ont présenté leur résolution sur ce même sujet.

Activités Internationales LA CGJL, UN PARTENAIRE DE CHOIX DANS LES DOSSIERS EUROPÉENS « Tr i o » e t P r é s i d e n c e l u x e m b o u r g e o i s e d e l ’ U n i o n e u r o p é e n n e , d i a l o g u e structuré européen, campagnes élections européennes En tant que plateforme qui fédère les principales organisations de jeunesse du Luxembourg, la CGJL est amenée à prendre une cer taine responsabilité dans le domaine de la représentation des intérêts des jeunes et de leurs organisations au niveau européen et international. À côté du travail associatif au niveau européen, notamment les collaborations avec le forum européen de la jeunesse et des conseils nationaux de jeunesse d’autres pays, la CGJL est devenu un par tenaire de choix pour le Ministère en charge de la Jeunesse pour assumer des dossiers européens stratégiques et collaborer d a n s d e s p ro ce s s u s i n s t i t u t i o n n e l s d ’i m p o r t a n ce e u ro p é e n n e.

En 2013 la CGJL a ainsi étroitement collaboré avec le Ministère en charge de l a J e u n e s s e p o u r a s s u re r l ’i m p l é m e n t a t i o n d u d i a l o g u e s t r u c t u ré e u ro p é e n au Luxembourg et pour représenter la politique de jeunesse du Luxembourg ( v o l e t a s s o c i a t i f e t v o l e t é t a t i q u e ) d a n s l e p r o c e s s u s e u r o p é e n d ’é v a l u a t i o n et de restructuration du dialogue structuré européen. Ce travail était fortem e n t l i é a u x t r a v a u x p r é p a r a t i f s r e l a t i f s a u p r o c h a i n « Tr i o » d e Pr é s i d e n c e s de l’Union européenne (Italie - Lettonie - Luxembourg) qui commencera le 1ier juillet 2014 et se terminera le 31 décembre 2015. En collaboration avec la Commission européenne, les Ministères en charge de la Jeunesse et les conseils nationaux de la jeunesse des Etats membres du « T r i o » , l a C G J L a œ u v r é p o u r d é f i n i r l e c a d r e , l e s g r a n d e s l i g n e s s t r a t é g i q u e s et les concepts des processus qui devraient assurer que l’Union européenne m è n e r a u n t r a v a i l d e j e u n e s s e c o h é r e n t d u r a n t l e s 1 8 m o i s d u « Tr i o » . Le s t r a v a u x r e l a t i f s a u « Tr i o » s e p r o l o n g e r o n t e n 2 0 1 4 e t 2 0 1 5 . Autre grand dossier européen en 2013 étaient les travaux préparatifs relatifs aux campagnes et démarches de promotion de la participation des jeunes et de promotion de leurs intérêts dans le cadre des élections européennes de 2014. La CGJL a contribué à la conception du volet européen de cette mobilisation par ticipative et la CGJL est un par tenaire officiel des campagnes de la « L e a g u e o f Yo u n g V o t e r s » . L e v o l e t e u r o p é e n s e r a i n t é g r é d a n s l a c a m p a g n e « élections européennes » que la CGJL mènera au printemps 2014 au Luxembourg. Lors de réunions de travail et conférences à Bruxelles, Maurice Losch, secrétaire général, a assuré la représentation de la CGJL dans ces processus institutionnels européens.

EUROPEAN YOUTH PARLIAMENT HELSINKI Je suis arrivé à Helsinki, la capitale finlandaise, le 10 janvier 2013 et je me s u i s d e s u i te a t te l é à u n e v i s i te d e l a v i l l e a f i n d e m ‘a cc l i m a t i s e r a u p ays. Le 1 1 j a nv i e r j ‘a i p r i s u n t r a i n p a r J o e n s u u o ù l e s te m p é r a t u re s é t a i e n t b i e n en dessous de 0 et surtout en dessous de mes attentes. E n d é b u t d ‘a p rè s - m i d i p l u s i e u r s d é l é g u é s e t o rg a n i s a te u r s d ‘ E YP s o n t ve n u s me chercher à la gare. Pas le temps de penser au répit, nous nous sommes direc tement dirigés vers une école secondaire où nous avons mis nos habits; cravates, chemises et chaussures laquées étaient de la partie. A p rè s l a cé ré m o n i e d ‘i n t ro d u c t i o n q u i n o u s a to u s m i s à l ‘a i s e, n o u s avo n s é té s é p a ré s e n d i f fé re n t s co m i té s. J ‘a i é té i n t ro d u i t a u gro u p e d e s „ a f f a i re s étrangères“ (AFET ), où après une briève initiation notre travail a commencé. D a n s m o n gro u p e n o u s avo n s t r a i té l e s s u j e t s d ‘a c t u a l i té te l q u e l e s c r i s e s en Afrique du Nord. Nous avons examiné les guerres et révoltes en Syrie et Libye, afin de mieux pouvoir anticiper et répondre à des conflits qui pourraient survenir dans un future proche. Après une courte nuit, le réveil nous a replongé dans le bain vers 7 heures. Une journée durait à peu près une demie journée et le soir certaines personnes motivées se remettaient au travail vers 22 heures et papotaient souvent j u s q u ‘a u p e t i t m a t i n . A u t r o i s i è m e j o u r l ‘A s s e m b l é e G é n é r a l e a e n f i n e x h i b é s e s r é s o l u t i o n s , i d é e s et points de vue. J ‘a i s u r to u t é té m a rq u é p a r l e n i ve a u i m p re s s i o n n a n t d e ce r t a i n s j e u n e s. M o i m ê m e, j ‘a i s u d é co u v r i r e n m o i u n e f a ce t te d i p l o m a t i q u e. A i n s i m e s co m p é tences à débattre se sont améliorées, mon savoir sur les différents problèmes d e l ‘ U E s ‘e s t a p p r o f o n d i e t j ‘ a i p u f a i r e d e n o m b r e u s e s n o u v e l l e s r e n c o n t r e s . L a q u a l i t é , l e p r o f e s s i o n n a l i s m e d e l ‘o r g a n i s a t i o n e t l e s o r g a n i s a t e u r s , m ‘o n t ré e l l e m e n t i m p re s s i o n n é a u p o i n t q u e j ‘a i co m m e p ro j e t d e f a i re co n n a î t re l‘EYP au Luxembourg et d‘initier des jeunes à cette expérience humaine et politique.

YOUTH CONFERENCE OF THE IRISH PRESIDENCY T h e E U Yo u t h C o n f e r e n c e o f t h e Irish Presidency was hold from 11th to 13th March in the Royal Hospital, Kilmainham in Dublin. The venue illustrated the will and the efforts of t h e o r g a n i z e r s t o m a k e o f t h i s Yo u t h Conference a special event: color ful and showing some Irish history and tradition. In her speech the Irish Yo u t h M i n i s t e r F r a n c e s F i t z g e r a l d stated youth being one of the important priorities for the Irish Pre s i d e n c y. I n f ro n t o f t h e co n fe rence building Irish youth workers d e m o n s t r a t e d a g a i n s t b u d g e t c u t s i n t h e y o u t h s e c t o r.

T h e E U Yo u t h C o n f e r e n c e i s p a r t o f t h e S t r u c t u r e d D i a l o g u e p r o c e s s w h i c h should bring together young people and policy makers across the European Union to jointly discuss and inform the development of youth policy at national and European level. Based on the output of the Structured Dialogue from the different EU Candidate and Member States the some 250 youth and ministry representatives discussed in workshops and plenary sessions the youth issues that should define the priorities of the running EU Presidency Tr i o : I r e l a n d , L i t h u a n i a a n d G r e e c e ( 1 J a n u a r y 2 0 1 3 â&#x20AC;&#x201C; 3 0 J u n e 2 0 1 4 ) .

The main issues discussed in Dublin were: • • • • • • •

Employment leads to inclusion Inclusive Education for all young people Equal rights and equal opportunities to participate in civic life Access to welfare Social and youth services for young people Yo u t h o r g a n i z a t i o n s a n d s o c i a l i n c l u s i o n Assuring quality youth work to ensure social inclusion

In the concluding round, access to welfare and health, participation of young people in decisions processes, equal rights and access to education and employment were the topics that got most support from the conference participants. BBC+ DUBLIN Le BBC+ est une plateforme de coopération des conseils nationaux, membres du Forum européens de la Jeunesse. Les membres de la „Bodensee -BeneluxCooperation“ se rencontrent deux fois par an afin de préparer les réunions semestrielles du Conseil des membres du Forum européen de la Jeunesse ( Y FJ ) , p o u r a s s u r e r l a c o o r d i n a t i o n d e s p r o p o s i t i o n s e t p o u r é l a b o r e r, l à o ù cela s’avère possible, des prises de position communes pour prendre plus d ’ i n f l u e n c e s u r l e s d é c i s i o n s d u Y FJ . A côté du travail dans le domaine de la politique de la jeunesse la plateform e d o n n e é g a l e m e n t a u x r e p r é s e n t a n t s d e s c o n s e i l s n a t i o n a u x l ’o p p o r t u n i t é d ’é c h a n g e r s u r d e s i d é e s , b o n n e s p r a t i q u e s e t d e s v i s i o n s . COMEM BRUXELLES European youth forum – council of members (COMEM) : Extraordinary general assembly – Brussels, Belgium, 18-21 April 2013 CGJL delegate: Maurice Losch The agenda of the COMEM meeting included a general opening session on the 19th of April at the EU parliament, followed by thematic workshop sessions and the final plenary session on 20th April, including the important voting points (finance, elections, etc.). A new electronic voting system which had so far never been tested, an unrealistic and unprofessional agenda made that the meeting ended 2,5 hours late – not serious ! During the opening session member organizations and guest speakers discussed UN and EU policy options on youth participation beyond 2015 in the context of sustainable development issues. Several speakers flagged out the risk of more and more individual alibi consultation of young people, preferred by decision makers to youth organization consultation. The policy commission on citizenship education (workshop) examined issues o f i d e n t i t y, E U c i t i ze n s h i p, c i t i ze n r i g h t s a n d re s p o n s i b i l i t i e s. Th e t h e m a t i c square on structured dialogue with youth (workshop) discussed strengths and weaknesses of the structured dialogue process. Here the need to invite more international youth organization representatives during the EU youth conference has been underlined (action point for the Luxemburgish presidency). During the plenary session the minutes of the last meeting, the policy paper on youth employment, the progress report, the final accounts 2012 and the proposition for a financial compensation for the president have been adopted. The statuary proposal to change the delegates maximum age has not been approved. EUDY and BEST were given the obser ver member status. The BBC+ organizations decided that the 2014 fall meeting will take place in Luxembourg.

EUROPEAN YOUTH CONFERENCE IN VILNIUS, LITHUANIA W o r k s h o p 1 : A D A P T E d u c a t i o n t o t h e N e e d s o f Yo u n g P e o p l e a n d D e m a n d s of the Labor Market The first workshop brought all the aspects of the – not to say – most important issue of young people, that being their education. Education is amongst all the other talking points on EU-level one that is still much individualised, meaning that every member state has its own. Questions raised were: how is youth unemployment related to problems in the education system and how to solve those problems on international level?

After filtering out the main problems in four working groups, the youth delegates discussed solutions which were being put in one statement sentence. After the vote, three sentences were left which were being rated by the members of the other workshops. Having taken into account all corrections, the three following sentences were given a go: 1 . EU Member States should increase the number of social scholarships as well as improve meanstested financial support for covering studyrelated costs (i.e. text books, school equipment, meals, etc.) and deve lop learning infrastructure, including access to affordable transportation.

EU Member States should ensure that education systems are tailored to individual learners in order to develop active citizens with social values, general knowledge, life skills and professional skills. The education systems must facilitate open and flexible transitions between different phases of education.

Inclusion and diversity training should be ensured for all educators as well as engaging learning environment for all learners.Interactive tools, modern equipment, quality facilities and a variety of learning methods should be provided by the relevant authorities.

I n t h i s w a y , W S 1 ( w o r k s h o p 1 ) w a s a b l e t o c o m b i n e t h e s o c i a l f a c t o r, i n d i v i d u a l i s m a n d t r a i n i n g i n t h r e e s h o r t b u t p r e c i s e r e s o l u t i o n s . Ta r g e t i n g those problems was the main concern of WS1, asserting that students of today need more support by an education system tailored to their needs, e s p e c i a l l y t h o s e i n d i f f i c u l t s o c i a l s i t u a t i o n s. Fu r t h e r m o re, W S 1 re co gn i s e d that every education reform has to be accompanied by appropriated training methods for teachers and sufficient equipment. Bill Wirtz

Le Bureau propose d’abolir la catégorie de membre candidats et de juste garder les membres à titre entier ou membres observateurs avec une phase de transition. La composition du bureau, qui comprend actuellement 5 membres et 1 V i c e - p r é s i d e n t d e c h a q u e p i l l i e r, d e v r a a u f u t u r s e c o m p o s e r d ’ u n V - P e t d e 2 m e m b r e s d e c h a q u e p i l l i e r. Le premier jour était dédié à la présentation et discussion du rapport de progrès du bureau d u Y FJ e t à l a p r é s e n t a t i o n d e s p r i o r i t é s d u c o m i t é o r g a n i s a t e u r d e l a « E u r o p e a n Yo u t h C a p i t a l 2 0 1 4 » . L e s o i r, l e s d é l é g u é s o n t é t é invités à participer à la foire des jeunes, organisée par les organisations locales.

Le deuxième jour était consacré à la discussion des résolutions dans des groupes de travail. L’ a p r è s - m i d i é t a i t s u r t o u t d é d i é e à l ´ e x a m e n d e s d i f f é r e n t s a m e n d e m e n t s a u x s t a t u t s . L a p l é n i è r e a v o t é e n f a v e u r d e l ’ i n t é g r a t i o n d u « R a t d e r d e u t s c h p r a chigen Jugend in Ostbelgien » en tant que membre effectif du forum. Lors du dernier jour les nouveaux représentants du conseil consultant pour les affaires de jeunes au Conseil d’Europe se sont présentés. Une discussion par rappor t à leur futur mandat s´enchaînait. Par la suite les amendements aux statuts ont été votés provisoirement. Le vote définitif aura lieu à Bruxelles en avril 2014, lors du prochain conseil des membres Patrick A zevedo
