Fall Family Fun Pumpkin Patch Opens at Blackwater UMC

The annual Pumpkin Patch is now open at Blackwater United Methodist Church, selling pumpkins every day through October 30th to raise money for local and global missions. Bring the kids to see literally THOUSANDS of pumpkins! Blackwater will be holding Saturday Fun Days with a bouncy house, hayrides, and games. Tickets are 4 for $1.00 or 10 for $2.00. New this year is the “Touch a Truck” Saturday on October 18 from 10-2, where in addition to the usual Saturday fun events, kids of all ages will be able to explore and climb on their favorite

things on wheels and KLOVE Radio will be there providing great music. Admission to this event is $5.00 per person r $20.00 per family. Saturday October 25 will be the Annual Craft Show from 8-4 and Car Show from 10-2. Central Beaver Bayou Flood Study & Mapping Project Update By Councilman Jason Ellis

On September 25, 2012, the city council appropriated funds in an ordinance sponsored by Councilman Aaron Moak for the study of the Beaver Bayou watershed in Central to determine if FEMA floodplain map elevations were inaccurate after Central resident Kathi Cowen, a certified floodplain manager, questioned the elevations. G.E.C. (Gulf Engineers & Consultants) was selected to perform the study, which was completed in July 2013. Mortgage holders who own residences within the floodplain are required to have flood insurance on their properties, and a change in lowering floodplain elevations could mean a savings of millions of dollars to Central residents in flood insurance premiums. The results of the study are staggering. Over 1,000 homes could be affected. Many homes in areas currently within the Beaver Bayou floodplain could be taken out of the floodplain if FEMA approves the revised maps produced by G.E.C. engineer George Hudson. These areas and subdivisions include Pinewood Acres, parts of Sherrington Place, parts of Crystal Place, parts of Rambling Oaks, Jackson Place, Jackson Park, parts of Devall Rd, Amber Lakes, the eastern part of Bridlewood, Biltmore,

Northwoods, Cedar Mill Run, and other areas along the portion of Beaver Bayou mainly north of Greenwell Springs Road. The results of the study must be approved by FEMA in order for the new flood maps to become effective. The application and associated study materials were submitted to FEMA by the City of Central on January 3, 2014. Currently FEMA engineers and reviewers have asked for several revisions to the maps and study data over the past 10 months in order to complete their review and recommendation. The city’s flood study consultant GEC is making timely responses to comments and requests from FEMA as they are received. An ordinance to amend the budget and fund $4,000 of additional surveying services to satisfy required FEMA comments for additional data will be heard by the Central City Council on Tuesday, October 14, 2014. According to FEMA’s website the map revision process once study data is considered complete can take as long as 18 months to become effective. AT&T Store Burglarized

From EBRSO On Monday, October 6th, an EBRSO deputy was dispatched to the AT&T store at 14409 Wax Road in reference to a burglary. The front entrance was pried open at the door lock. Approximately $46,000 worth of cell phones and accessories were taken from the store. After viewing the surveillance, it was found that two white male subjects were observed entering the store at 6:30 AM on Saturday, October 4th with two large bags wearing ball caps, jeans, and t-shirts.

The Zachary/Plains and Pride Substations will host a community event this Saturday, October 11th in the parking lot of the Main Street Home Depot in Zachary from 9 a.m. until 1 p.m. in an effort to reach out to community members. There will be a demonstration with the EBRSO bomb robot, D.A.R.E. offering free fingerprinting for children and other various EBRSO equipment on display. The Zachary Fire Department and Zachary Police Department will also be in attendance. The Zachary Fire Department will sell Pastalaya dinners to benefit the Lane RMC Foundation from 11 a.m. to 1 p.m. Lane Regional Medical Center has also partnered with the Sheriff’s Office to provide a basic health screen as well as CPR demonstrations. United Blood Services of Baton Rouge will have a mobile unit present for those wishing to donate. Refreshments will be provided. Press Release: Blighted Property

One of the most difficult items to deal with as a city is “blighted property”. This is property which has fallen into disrepair or perhaps lacks upkeep in the case of grass and weeds. Many of these properties have multiple issues such as a building that needs immediate repair in order to make it safe and secure for occupancy, or property that needs grass cutting, removal of trash and rubbish, inoperable vehicles or other debris that creates an eyesore and a safety or health issue for the city and surrounding neighbors. The clean up of our blighted properties is a priority for our city. Ordinances are in place that allow the property owners due process after being issued a citation as well as time to clean up or make repairs, and if no progress is made, an Administrative Hearing may take place in which the property owner may discuss the citation and hopefully come to a resolution of the issue. In extreme cases, fines and Administrative Hearing costs may be assessed against the property owner and ultimately may become a lien on the property which would mandate payment

These ordinances are important so as to ensure property values are not endangered for other nearby properties and that safety, health, and well being issues for the city and our citizens are addressed. We do realize that some property owners may not be able to address some of these issues on their own, and in that case, we will be happy to work with organizations in the city that may be able to help those owners with their problems. Many property owners are working with us to rectify situations that have plagued our city for a long time. Together, we can be sure that Central is clean and safe and that property values can be maintained for you and your families. In 2015 we will celebrate 10 years of being a City and the establishment of the Central Chamber. While there will be much reason to celebrate, there is still much room for improvement. One area to especially be aware of, is the need to stop the “Sales Tax Leakage”. “Sales Tax Leakage” occurs when local citizens spend money outside of Central and sales taxes are collected for those areas instead. Sales tax revenue generated by the local citizens shopping in our city’s businesses, is the engine that drives are city and supports our schools! The Central Community School System depends on and collects sales tax revenues plus property taxes whereas the City of Central depends solely on the collection of sales tax. We’ve made great strides in ten years towards cutting down on the sales tax leakage however, we are still at over a 40% leakage. That is why we want to make our citizens aware of how important it is to Shop, Eat,

the Chamber, City, School System and local businesses are sponsoring a “Shop Small Business Saturday” event during this Holiday season to encourage everyone to “Shop Central”! “Small Business Saturday” is a nationwide event that encourages communities to shop in small local businesses. On Saturday, November 29th, we will Kick off “Shop Small Business Saturday” with the 5K “Running of the Elves”, followed by a day of special shopping incentives that will be offered by over 40 local businesses. Many of these incentives will run through till December 14th. Shoppers who shop at these businesses, during this time, will have the opportunity to qualify for one of three shopping sprees. These shopping sprees, ranging from $500 to $1,500, will be given away on Monday, December 15th! That could definitely help to make the season bright! Note from Central Speaks: With rumors circulating about the JROTC program at Central High being discontinued, Central Speaks contacted Superintendent Faulk for the details. He explained that enrollment in the ROTC program has been steadily declining and that it is only partially funded by the government, and issued this statement: “As we prepare for next school year I will be evaluating numerous programs being offered by the system and making recommendations to the board. The state is changing the way some programs are being funded and we have to determine locally where the impact of funding programs will have the greatest benefit for the school system. In the first District game on Central’s schedule the Cats fell 22-8 to a strong Scotlandville team. This matchup has been decided by just a few points each of the last three years, but Central’s five turnovers gave the Hornets the margin this year. Late excitement was provided by Leo Brownfield’s fourth quarter 83 yard kickoff return for a touchdown. The

Wildcats also capitalized on a bad Scotlandville snap to put a safety on the scoreboard. With the Wildcat defense on the field much of the game, division 1 college recruit Kevin Henry turned in his usual strong performance with 9 tackles, seven solo and one for a loss. Chandler Hollingsworth added two solo tackles and 9 assists. QB Tyler Sansone, recovering from a shoulder injury, combined with backup Ralph Moore and running back James Schopp to go 13 for 20 for 109 yards in the air.

Young Central Swim Team Continues Improvement

For the second meet in a row, Matthew Arnold won both his individual events. Impressively, Matthew won different events than the two he won at the last meet. He won the 500 freestyle, one of his strongest events, in 5:19.03. Then he won the 100 breaststroke, formerly one of his weakest events, in 1:09.30. Matthew Usher had strong swims in his events as well. Matthew qualified for the state event in the 500 freestyle with a time of 6:09.77. He also finished 7th in the 50 freestyle in 26.10 seconds. Freshmen Tejah Scott and Jack Way had impressive performances

as well. Tejah shaved 1.5 seconds off of her backstroke and 2.5 seconds off of her freestyle times. Meanwhile, Jack cut 2 seconds off his freestyle time. Devin Avery, Stephanie Pourciau, Lyndee Debetaz, and Brooke Demoulin continued to lower their times. Acacia Porch, Geremy Porch, and Emily Hollier scored points for the Wildcats in their individual events. Acacia finished 10th in the 100 freestyle. Geremy cut a second off his 100 freestyle., and Emily cut 2 seconds off her 100 freestyle. The final regular season meet before the City Meet is October 18.

Art Scholarship Opportunity for High School Seniors

The Louisiana Education Loan Authority (Lela) seeks artwork for its 2014 Holiday Art Scholarship Contest “The Holidays – Louisiana Style.” This contest is open to all Louisiana high school seniors in the Class of 2015. The winning design may be featured on Lela’s 2014 Holiday Greeting Card. Six designs will be selected by independent third party art and graphic professionals, with the following prizes awarded: First Place ($2,000) Second Place ($1,500) Third Place ($1,000) Honorable Mention ($500) Honorable Mention ($500) Honorable Mention ($500) Contest Rules and Regulations are below. On Monday, hundreds gathered at Central Private to join in an event to support Cole Browning, a CPS student recently diagnosed with a brain tumor. Cole headed to St. Jude on Tuesday, so he was sent off in style with an event including music, food, prayers, and even head shaving in support of Cole. “Praying for Cole” t-shirts, being sold as a fundraiser for medical expenses, were a huge hit. If you would like to contribute a donation, checks only (no cash) may be made out to Central Private School with a note in the memo line that it is for the Cole Browning Fundraiser. This year was a very successful effort in which many exciting things happened. To start things off the new 23 hp Cooperhead motor and Cottonmouth all-welded boat really played a huge factor in increasing the efficiency of picking up the river. The Cottonmouth boat was built and designed specifically for the Amite River by Central resident Cory Crochet. Several times this year we had over 15 bags of trash in the boat at one time at 21 mph compared to last year only being able to fit 10 or 11 and could achieve 15-16 mph. And to really put things into perspective when we started ARPA the boat and motor could only carry 5 to 6 bags of trash at one time and at 10-12 mph, that’s an increase of efficiency of over 300%. We also extended our range to below the Magnolia Bridge several days. Needless to say we were able to pick up more trash in less time (we’re getting pretty good at this stuff). We removed over 4300 gallons of litter this year. One of our biggest challenges this summer was the up and down water situations on the Amite river. Normal level for the Amite river at Magnolia is about

26 feet. When the river gauge at Magnolia is above 30 feet it becomes difficult to navigate the swift current and debris, such as tree limbs, logs and sand bars that change daily. We check this before we make a run, and on the USGS Amite river gauge at Magnolia there were many days that access to the river was limited. After the high water events bottles, cans, and other litter would be moved higher on the beaches and in the woods. The litter would be partially buried and filled with sediment from the high water making the entire task much more difficult. Another exciting event was the help given to us from a pair of St. Alphonsus beta members who came out and helped pick up several beaches (Maddie TolerElizabeth Pennington). And to top off everything our 501c3 number was finally processed and we’re all super excited about it. Overall we had a very successful season of making our much beloved river a more beautiful place and enjoyed being a part of its history. Salon Concert to Be Held in Central

Dr. and Mrs. Russell Westfall of the City of Central will be hosting a Salon Concert in their home at 2 pm on Saturday, November 1. The vocal and piano concert will be featuring multitalented soprano, Mrs. Jamie Leonard-Brubaker, and pianist, Mr. Evan Roider, another very multi-talented person. They will be presenting a variety of genre including Classical, Broadway, and Gershwin. Proceeds from this concert will be used to help offset the Blackwater United Methodist Church Choir costs as they travel to New York City’s Lincoln Center-Carnegie Hall in 2015 and help with their music ministry. This is the second time their choir has been selected and invited to perform “The Requiem” in this venue.

Chinese Pastor Brother Yun Speaking at Cornerstone

On Wednesday, October 15th from 6:30 pm until 8:00 pm at Cornerstone Church on Blackwater Road, the community is invited to come hear guest speaker Brother Yun. Brother Yun was a pastor in one of China’s house churches. He suffered prolonged torture and imprisonment for his faith. He currently resides in Germany, traveling and speaking with the Back to Jerusalem Ministry. Your faith will be stretched and you will be astounded as you hear this great man of faith speaking here in Central! “The Heavenly Man” is a book telling his life story! There is no cost to attend; however, a love offering will be taken for Back to Jerusalem Ministries.

Cody Jonathan D'Amico was a student at ITT and a veteran of the United States Marine Corps. He was a resident of Baton Rouge and a native of Central. Cody passed away Saturday, October 4, 2014. He was 29. Visiting was held at Greenoaks Funeral Home on Wednesday, October 8, 2014. Visiting continued at the funeral home on Thursday October 9, 2014 until the service conducted by Steve Johnson. Entombment followed in Greenoaks Memorial Park. Cody is survived by his parents Brad A. and Darlene Darbonne D’Amico, sister Ariel M. D’Amico, grandparents Daniel “Skip” D’Amico and wife Shirley D’Amico, Margaret LaFleur, and Luke and wife Nettie Darbonne. Maternal grandparents are Ethel Guedry and the late Warren Guedry, Sr. Paternal grandparents are the late Mr. and Mrs. William Blanchard, Sr. She is a graduate of Central High School and Louisiana State University with a degree in Kinesiology. She is a teacher and coach at Berwick High School in St. Mary Parish. Carl is the son of Carl Templet, Sr and Pamela Dupre of Pierre Part, Louisiana. Carl’s maternal grandparents are Mrs. Geraldine Fryou and the late Gerald Fryou, Sr. Paternal grandparents are Mr. and Mrs. Gaulbert Templet of Pierre Part, Louisiana. Carl is a commercial fisherman in Pierre Part, Louisiana.
