Council Considers Rezoning Council to Vote on Rezoning of All Land in Central

Central’s City Council will consider Tuesday whether to rezone all property in Central as the next step in the Master Plan process begun back in 2007. A Council yes vote would cause all land in Central to be classified under the new Zoning Districts created in January. The result of the rezoning would be to place the majority of subdivision and commercial property in zones very similar to their current classifications. Under the proposed rezoning most of Central’s rural property would be changed from Rural to Rural/Agricultural. The primary difference between these two classifications is that Rural/ Agricultural allows one home per 3 acres as opposed to the one home per acre now permitted. City officials have pointed out that property owners can, in the future, apply to have their property zoned residential in order to remove the 3 acre limitation, subject to approval of the City Council. Properties of less than three acres will be “Grandfathered In” and allowed to build one home on any existing lot. This Council Meeting will be held Tuesday, May 27th, at 6PM at Kristenwood. Members of the public will have an opportunity to speak in favor of or in opposition to the proposed ordinance.

Mayor’s Office Master Plan Recap

Central Speaks contacted Centrals’ Chief Administrative Officer for comment on Tuesday’s rezoning ordinance. Mr. Barrow offered the following explanation: In regards to the recommended Zoning Map for the city of Central, this is the next-tolast piece of the puzzle in our Master Plan completion that we have been working on since 2007. The final piece will be the City Center Overlay District. Numerous public meetings have been held to gather community input, starting with the SDAT public meetings in 2007 and continuing through the Zoning Commission meeting in which the Zoning Map was recommended for adoption on April 24, 2014. The Master Plan Land Use Plan was adopted after much public input on September 23, 2010 with no citizens speaking in objection. The Master Land Use Plan explained the densities of each of the proposed zoning districts, including the Rural/Agriculture District and the various residential districts. The Planning Commission has been using the Master Plan and See Master Plan, Page 3

Cooking in Central, the annual community fundraiser, is coming next Friday and Saturday, May 30th and 31st. The event is open to the public. Proceeds this year will benefit activities and various projects for our local schools, the Central Community Assistance Foundation, improvements to the property that will become the home of Cooking in Central, and the Central Veterans Memorial Park. The event schedule is on page 3. Friday night’s activities run from 5 to 9 PM, and Saturday’s event goes from 10 AM to 3 PM. There will be food for sale, auctions, live music, kids’ activities, and even a hula hoop contest for all ages! See page 9 for hula hoop details. We hope to see you all there!

Respectful Disagreements

I recently spent more than a few months sidelined from my normal editorial style to take on a special project. It was a great experience and I met and spoke with literally thousands of Central citizens. Based on the comments of those I met, I return to my editorial keyboard more convinced than ever of the need to spend a few minutes each week calling attention to and commenting on the important current events and issues in Central. Sometimes I see the need to shamelessly promote one of the many great events in Central. Take Cooking in Central for example. (This is a shameless plug.) It happens May 30 and 31, next Friday and Saturday and it is a great charitable event that has supported our schools, our veterans, our neighbors, hurricane and tornado victims, and more. Plan to come spend some time with a few thousand of your Central neighbors for a good cause. Any regular reader of Central Speaks knows that I have a long history of

speaking out when I believe a matter before our Council or School Board is important, that there is a clear cut best decision, and that the people should be made aware of how it will impact their lives. I have no plans to change that stance, and if that includes disagreeing with a few or even many people, I will disagree respectfully. Remember, this column is just one person’s opinion. An example of this is the Rezoning Ordinance coming to a vote next Tuesday at City Council. Our Master Plan is a great concept and much effort has been put into it. Used wisely, it should help shape our city and help us to grow wisely for generations. There are several issues still to be resolved, and we must remember that this is a “Living Document” that can and will be amended as our city grows and changes. If you have opinions or concerns, come to the meeting and express them, but if you disagree, let’s do so respectfully. Finally, I will be more than willing to express an opinion where I see injustice. Elie Wiesel, an Auschwitz survivor and Nobel Peace Prize winner, wrote: “There may be times when we are powerless to prevent injustice, but there must never be a time when we fail to protest.” I will not be hesitant in this column to advocate for accountability and change and to oppose things I do not feel put the citizens of Central First, and when I disagree with some of you, and I will, I will seek to do so respectfully.

Click It or Ticket Mobilization Effort EBRSO Began High Visibility Enforcement This Week

The East Baton Rouge Sheriff’s Office wants to remind motorists to buckle up. EBRSO began yesterday stepping up enforcement reminding motorists to Click It or Ticket. The East Baton Rouge Sheriff’s Office efforts are part of a larger, national Click It or Ticket mobilization that runs May 19 – June 1. As motorists take to the roads to celebrate the long Memorial Day weekend, law enforcement officials across the nation will be ensuring that everyone buckles up. “Memorial Day weekend kicks off the summer vacation season, and we want to ensure that everyone arrives at their destination safely,” said EBRSO Spokeswoman Casey Rayborn Hicks. “If you are not wearing your seat belt, you will be ticketed.” According to new data released from the Department of

Transportation’s National Highway Traffic Safety Administration (NHTSA), fatalities are up nationwide for the first time in five years. In 2012, 10,335 people who were killed in motor vehicle crashes were not wearing their seat belts. NHTSA data also details how more traffic vehicle deaths occur at night. In 2012, 61 percent of passenger vehicle occupants killed during the nighttime hours of 6:00 p.m. – 5:59 a.m. were not wearing their seat belts. “Too many deaths occur on our roadways. Many of those deaths could have been prevented if people took the simple step of wearing their seat belt,” Hicks said. “Deputies will be handing out tickets year-round, both day and night, to those who still haven’t gotten the message that seatbelts save lives. Brannon Latil of Denham Springs and Heather Smith of Baton Rouge were arrested for nine separate burglaries. They are being held at the Parish prison and will face the charge of Felony Theft for stealing over $1,100 of cigarettes from various convenience stores in April. One of the crimes was on Hooper Road in Central. At each burglary Latil would ask for cartons of various brands of cigarettes, grab the cartons and run out of the store. On at least one occasion the victim reported that the burglar presented a small caliber pistol during the burglary.

LA Cheer Force Places Third Joey & Margen Justin & Melissa in World’s Championship Fairchild Welcome Becnel Welcome Son Cole Houston Daughter Collins Brees

Louisiana Cheer Force "Gold," a small senior co-ed 5 team from Baton Rouge, LA, with several members from Central, just won a World’s Bronze medal at the Cheerleading World's Championship in Orlando, Florida. This team consists of 12-18 year old athletes from the Baton Rouge and surrounding areas. This team competed against 96 of the best teams across the world and took home the 3rd place title and bronze medal. They are the first team to ever medal from Louisiana at this prestigious and extremely athletic event. This

is such a huge accomplishment and this team is extremely proud to not only bring home the bronze medals and Globe trophy for their gym, Louisiana Cheer Force, but also for the state of Louisiana! These athletes display their athletic talent in a 2 minute and 30 second routine jam-packed with tumbling, stunting, jumps, and dance. Their performance will be aired on ESPN in May. Joey and Margen Fairchild of Greenwell Springs are proud to announce the birth of their son, Cole Houston Fairchild. He was born on Sunday, April 6, 2014 at 9:41p.m. at Lane Memorial in Zachary. Body BaYou Introduces mPower for Moms & Babies

By popular demand, this year’s Cooking In Central event will feature a Hula Hoop Contest. Participants will be divided into four age groups: 0 to 6 year olds, 7 to 12 year olds, 13 to 18 year olds, and 19 and over. Winners in each age group will be awarded a prize in this inaugural event. Entrants are encouraged to bring their own hula hoop and can pick up entry forms at Ross Tire & Service or at the Cooking information booth. Preliminary competition will be held Friday, May 30th, at 7:15 pm and the finals will take place Saturday, May 31st, at 12 noon. Individuals are encouraged to practice ahead of time as the competition promises to be furious.

In Memoriam: James Ray Rose

"So much pain and so much darkness, In this world we stumble through. All these questions I can't answer, And so much work to do But when I get where I'm goin, And I see my maker's face, I'll stand forever in the light, Of his Amazing Grace." A loving devoted wife and mother, a woman of deep faith who loved Our Lord and Savior Jesus Christ. Angela Harrington Travis Kimball never met a stranger and found friendship in everyone she met. She was 42 years old and a former substitute teacher at Starkey Academy in Central. She dedicated her life to making a loving and nurturing home for her family, whom she loved completely and unconditionally. She enjoyed art, jewelry making, and crochet and brought laughter and joy to all she met with her unique sense of humor and personality. She passed away at her home in the arms of her husband of 20 years, Paul Kimball on May 18, 2014 after a long struggle

with chronic illness. She is also survived by her son, Sean Capello, II and daughter, Raegan Kimball; mother and step-father, Adele and Terry Travis; father and step-mother, Richard and Ann Harrington; brothers, Ricky Harrington, Ryan Travis, and Scott Harrington; sister, Victoria Harrington; step-brother, Carl Thoreson; grandfather, Jack Toler; grandmother, Ruby Harrington; grandmother, Doris Travisl; 2 nephews, 2 nieces, numerous aunts, uncles, cousins, extended family, and friends. She is preceded in death by her brother, Brent Travis, grandmother, Marie Elizabeth "Beth" Toler and grandfathers, Jewel Harrington and Billy Travis. On Friday, May 17th, Cole Edgens signed a national letter of intent to play college baseball at Bossier Parish Community College. Cole was offered a full scholarship by Bossier after a stellar season for the Wildcats. Cole batted .381 on the season with a 1.16 ERA on the mound.
