Corrections on Junior Shelton Bankruptcy Article

Last week Central Speaks reported on page three that the date mayoral candidate Junior Shelton’s filed for bankruptcy was April 12, 2010. The actual date was May 12, 2010. We regret the error. In addition, it was reported that Mr. Shelton failed to disclose his 2010 campaign account to the bankruptcy court, specifically in section 11 of the Statement of Financial Affairs requiring the disclosure of all “closed financial accounts”. The information that Mr. Shelton’s 2010 campaign account was closed came directly from Mr. Shelton’s 2010 Louisiana Ethics Administration final

Campaign Finance Report which included a final disbursement of $194.40 to Mothers Against Drunk Driving for the stated purpose of “Donation to close out bank account for campaign funds.” However, the Shelton campaign has now represented to Central Speaks that the untitled Hancock Bank account ending in 3300 disclosed as an “open” account with a zero balance was his 2010 campaign account. We certainly accept Mr. Shelton’s explanation that the account was actually still open and was properly reported to the Bankruptcy Court. We hope this clears this matter up for all readers.

Central Police Department Under Review for Expenditures Candidate Kerry Clark Says Department Should Be More Efficient

The Central Police Department, under the current leadership, is being reviewed for costing the city nearly three-times what Central is paying full-time East Baton Rouge Parish Sheriff’s Deputies to patrol city streets and neighborhoods in Central. According to the department’s financial records, Central’s Police Department spent $71.67 for each hour of patrol performed by Central Police Department volunteer officers last year, compared to $25 each hour for the 4,000 hours of additional patrol time performed in the city by EBRSO Deputies. Department records show Central Police Department volunteer officers logged thousands of hours for 2013, but only a fraction of that time was designated to street and subdivision patrol. In fact, of the 2,886 recorded service hours, only 942 were actual patrol hours – that calculates to the average patrol of C.P.D. officers to be less than 4 minutes per day in Central’s residential subdivisions and neighborhoods. The candidates for Central’s new Police Chief have voiced opposing views on how to resolve concerns about the city’s patrol time. James Salsbury, who is currently volunteering as the department’s Assistant Chief of Police, has advocated hiring full-time officers in the Central Police Department. Kerry Clark, who has 30 years of experience in the Baton Rouge Police Department, claims he will maximize existing resources to

increase patrols, prevent crime, and keep the public safe at no additional cost to the taxpayers. At the same time, Clark has said he will eliminate preferential treatment in the department that he says is costing taxpayers. He noted that last year, Central’s Police Department spent more than $7,000 with Tri-Parish Communications, which employs both Salsbury and his wife. He has cited numerous questionable expenditures, including a $77.01 invoice from Tri-Parish Communications for paper clips. At the same time, the Louisiana State Board of Ethics shows that TriParish Communication contributed to Salsbury’s political campaign. The department is also being called into question for having Central Police Department volunteer officers working paid extra duty details, rather than focusing more on patrolling city streets and neighborhoods. “Our department is not efficiently spending tax-payer dollars now, so why would we increase the number of employees on the payroll without first eliminating conflicts of interest and the lack of oversight of our officers that is now costing us thousands of dollars,” Clark said. “I will triple neighborhood patrols with the same money and institute policies to maximize safety without increasing cost,” he said. “It’s time that the Central Police Department became more accountable to the people it was created to serve. We deserve BETTER, not more of the same.”

Mayor’s Race: Three Key Issues

3

Electing Central’s next Mayor IS a comparison of the two candidates. In fact, my opponent stated in his unsuccessful mayoral bid in 2010 “Have I pointed out differences between myself and my opponent, you bet. That is how the voters decide who to vote for.” So now in 2014, let’s compare the candidates.

Financial Responsibility Community Involvement Opposing Big Government When we go to the polls to vote for our next mayor on April 5th, Central is hiring a CEO to manage the operation and financial matters of our city. Proven experience matters. I am the ONLY candidate to have successfully managed his own family’s business. I am also the only candidate to have obtained the education and experience needed to have become a CPA, and have just this month reinstated my status with the State Board as “CPA Inactive.” Financial responsibility also extends to looking ahead and planning for tough economic times. I have pledged in my Contract With Central to maintain a one year cash reserve as a safety net for our city should those times come. Central’s unrestricted cash reserve is currently $8 million and our annual budget is less than $6 million. Protecting your tax dollars also means not supporting any new or increased city taxes. That is the very first pledge I made to you in my Contract With Central. If we make sound financial decisions our city can function quite well on the 2 cent sales tax we already pay. I also support strategic investment in improving the lives of you, the taxpayer. A great example is a recent study, funded by your tax dollars, which will likely reduce flood insurance premiums and save taxpayers millions each year. You can count on me as your next mayor to look for ways to put your tax dollars to work to improve your quality of life.

I have not suddenly become involved in things around Central because I am running for Mayor, I am running because I have been involved for years. The very fact that I am the ONLY candidate who supported the creation of the City of Central and voted to create and fund our Community School System stands as one of the defining differences between the two candidates. Central deserves a mayor who has a demonstrated commitment to support the groups and events that make Central more than a bedroom community. I am the ONLY candidate for Mayor of Central who is a member of any of the following: • Central Chamber of Commerce • Cooking in Central • Central Republican Coalition • Committee to Build New School Complex • Republican Women of Central • Central Cultural Foundation • Central Community Chorus And have been a long time supporter of: • Central High School Athletics • Central Relay for Life I have volunteered for years in our Central Church, our Central Schools and coached hundreds of our young Central athletes. My 86-year-old mother-in-law said it best: “I don’t know much about politics, but I know Dave loves Central.”

This page paid for by the Dave Freneaux Campaign Fund

No matter how you slice it, Big Government is Big Government.... and Central needs to say “NO” to increasing the size of our City Council. I am the ONLY mayoral candidate who opposes adding two more paid Council seats, at a cost approaching $100,000 over a four year term of office. Research shows that our average Council meeting in 2013 lasted 56 minutes, and they only meet twice a month. I attended virtually every one of those meetings and it certainly looked to me like five Council Members was quite enough. My opponent says “I don’t call it big government I call it good government.” I disagree. To me increasing the size of our City Council from 5 to 7 is still Biger Government. My opponent suggests that the cost of paying two additional Council Members could be offset by cutting the budget in other areas. Well I’m all for cutting the fat out of the budget and we should do that whenever we can. However, using needed budget cuts in one area as an excuse to spend it to increase the size of government just is not the hallmark of a true conservative. I will carry that approach into every decision making process as Mayor of Central. Given a choice between funding Big Government and setting aside your tax dollars to improve the quality of your life, I will always put Central First.

EBRSO to Begin Random Vehicle Have You Seen These Fugitives? Inspection to Deter Burglaries

Press Release from EBRSO

The East Baton Rouge Sheriff’s Office will begin random vehicle inspections in order to bring awareness to residents in an attempt to deter vehicle burglaries. “The majority of vehicle burglaries worked by our office involve unlocked doors and valuables in plain sight,” Sheriff Sid Gautreaux said. “Residents can take a few simple steps to protect themselves against a burglary. We hope that our new Vehicle Burglary Awareness Reports will help spread the word and reduce the number of burglaries.” Deputies will randomly inspect vehicles for visible signs of unlocked doors, open or cracked windows, valuables in plain view and other opportunities for crime. They will leave the attached pamphlet and checklist with a “pass” or “fail” marked for

residents. The pamphlet includes other safety tips for protecting against burglary. “Most burglaries are crimes of opportunity,” Sheriff Gautreaux said. “Together we can work to eliminate these opportunities.” Deputies will be visibly observing the vehicles as other passerbys can do. They will not actually touch or enter the vehicle. They will only be observing for “visible” signs that the vehicle is unlocked or valuables are in plain sight. This is a program that we have heard of other parishes doing as well as agencies in other states in order to bring awareness about vehicle burglaries. We estimate that approximately 90% of vehicle burglaries worked by EBRSO involve unlocked doors. This is purely an awareness campaign. There are no penalties for unlocked doors etc.

Within these February permits, one was issued in Burlington Lakes with a valuation of $176,450; one in Twin Lakes Estates valued at $281,776; one in Gates at Burlington valued at $151,398; one in Morgan Springs valued at $148,570; one in Boganvilla valued at $166,610; one on Morgan Rd valued at $414,192; another on Morgan Rd valued at $468,042; one in Village Lakes valued at $256,524; two in Woodstock with an average valuation of $224,377; one in the 18000 block of Greenwell Springs Rd valued at $205,536; two in Willowood

Building valuation is the price based upon the square footage of the home used for permitting purposes. The actual selling price of the home is usually higher than the valuation and depends upon amenities installed by the builder. On the commercial side, a permit was applied for the new 9th grade building at Central High School valued at $2,911,164; a permit for expansion of Dawn’s Sweet Tooth on Hooper Rd valued at $10,000; and a remodeling permit at 14112 Greenwell Springs Rd in the amount of $13,000.

EBRSO Begins Civilian Fingerprinting for Businesses Via Live Scan

EBRSO Press Release

The East Baton Rouge Sheriff’s Office will begin using the Live Scan system for civilian fingerprints, starting March 10, 2014. The Live Scan is inkless electronic fingerprinting. The fingerprints are electronically transmitted to the Department of Justice (DOJ) for completion. The Sheriff’s Office Live Scan fingerprinting will be offered by appointment only for registered applicants. Businesses using Live Scan must first be registered through DPS. Businesses are also required to use the Live Scan agency user manual to set up user privileges in the Civil Inquiry Network. Contact Alan Davis with the Louisiana Sheriff’s Association at (225) 214-0018 to activate your account. The Purpose of Live Scan: The East Baton Rouge Sheriff’s Office Live Scan System allows private employers, state agencies, and other entities to submit an applicant’s fingerprints to the Federal Bureau of Investigations and the Louisiana Department of Public Safety (DPS) for the purpose of positively identifying prospective employees or agents. Background checks on individuals determine if an applicant is eligible to hold positions involving children, the elderly, and/or the disabled. It also verifies if the applicant is currently wanted, has an arrest record, or has been convicted of

stalking or other domestic violence offenses. Additionally, it will show if the applicant is a convicted sex offender. Benefits of Using Live Scan: • Digitally captures fingerprints for electronic submission resulting in fast and positive identification of an applicant. • Convenient and easy to use for employers. • All information is confidential. No criminal record is seen by anyone other than the registered employer. • Background check results usually obtained within 24 hours, as opposed to weeks or months. • Background check results on an individual can be viewed and printed by the employer on a secure website. Results will also be mailed directly to the employer from Louisiana Department of Public Safety. • Employer can set day for applicant to be scanned at his/her convenience. The cost associated with Live Scan is $41.00 - $60.25 per individual, which could possibly include: • FBI Background Check ($19.25) • Louisiana State Police background check ($26) • Sheriff’s Office processing ($10) • Louisiana Sheriff’s Association ($5) For further information, contact: East Baton Rouge Sheriff’s Office Criminal Records Lt. New Event Center Opens

By Mia Freneaux

Central resident Ed Palubinskas (pictured at right above) has had a storied career. A member of the Australian Basketball Hall of Fame, Ed played in the 1972 and 1976 Olympics while playing basketball for LSU. Ed was then drafted by the NBA’s Atlanta Hawks. He holds 2 Guinness World Records for Most Free Throws, and he is in demand the world over as a shooting coach. This year he will be attending basketball conventions in London, Jamaica, Russia, Lithuania, and Geneva. Ed has recently opened the Palubinskas Basketball Academy and Event Center, located in the old Starkey Academy Gymnasium, offering private instruction in shooting and men’s and children’s league play opportunities. Ed is in the process of forming a women’s league as well. An extremely talented artist, Ed has decorated the walls of the academy with amazing artwork. Baseball and softball instruction are offered and fields behind the gym are being used for team practices. A weight room is available. He opens the gym on school holidays for free play at low cost. Future plans include Zumba, tai chi, and senior exercise. Ed is also looking for instructors to use the facility. Volleyball, coaches’ clinics, and major tournaments are all in the planning stages, with the idea of eventually expanding the size of the building. “I truly want this facility to be the ‘Heartbeat of Central’ where

the people are the pulse!” says Ed. Ed’s Director of Operations is lifetime Central resident Matt Ross (pictured at left above) who played ball at Central Private School. A coach in Central Biddy Ball youth activities, he is in charge of promotions, marketing, and scheduling of all activities for the “PBA”. The easily accessible location of the academy and its high traffic volume make it a great venue for a variety of events. A Gun and Knife Show is scheduled in April. Activities of all kinds, such as birthdays, Political Rallies, Arts and Crafts shows, Community Yard Sales, and Fund Raisers, can all be scheduled in this great location. The Chamber of Commerce has held its Mardi Gras Ball there the last 2 years with great success. There is also opportunity for local businesses to place ads in the “Corporate Wall of Fame” in the gym. Ed’s motivation is clear – he enjoys helping people meet their potential and overcome fears. “I don’t want to meet the Lord one day hopefully in the far distant future and hear Him say, ‘Alright, Ed, remember that 4000 hours you spent watching TV? What have you achieved, who have you blessed?’ When my students are successful, they can then turn around and bless others. This is why I do what I do.” Palubinskas Basketball Academy, 10510 Joor Rd., 252-2466, find us on Facebook!

CHS Girl’s and Boy’s Bowling Take on St. Amant #5 CENTRAL BOYS BOWLING UPSET BY ST AMANT

#3 CENTRAL GIRLS BOWLING ROLLS OVER ST AMANT

In the latest Power Rankings poll, Central Boys Bowling (8-2) came into their match against St Amant (6-5) ranked 5th in the state. After the match this past Monday (3-17-14), Central will probably fall a couple spots. Central rolled their second lowest series of the season and an inspired St Amant team rolled their highest series of the season to pull off the huge upset. St Amant would win by a close 15-12, even though Central won the Total Pin battle 3092-3067. St Amant took control of the match from the beginning by winning Game 1 7-1 and 1049-997. Jacob Garretson (Junior/Captain) kept Total Pins close by rolling a 237 and winning Central’s only point. Central rallied in Game 2 and won 6-2 and 1095-986. Parker Aucoin (Freshman) would lead the way with a 214 and followed by Garretson’s 203. Unfortunately the momentum from Game 2 didn’t carry over and St Amant would win Game 3 6-2 and 1032-1000. Sean Murphy (Senior) was high with a 192. Garretson led the Wildcats with a 607 series, followed by Aucoin’s 577 and Murphy’s 557. Robbie Villenurve led St Amant with a 594 (225). In the end, the 15-12 loss snaps Central’s 8-game winning streak and leaves Central one final opportunity to get back on track before the State Playoffs next week. On Wednesday (3-19-14) at All Star Lanes (3:15pm), Central takes on Albany (6-3) in a match between District Champions (Albany won the Hammond District). Come support your Wildcats!

#3 Central Girls (9-1) made short work of a shorthanded St Amant (2-5) on Monday (3-17-14). The Wildcats would cruise to a final score of 25-2 and 2537-1483 in Total Pins. Central would win each game easily and by a wide margin. The Wildcats would take Game 1 6-2 (814-560), Game 2 by a 8-0 (890-542) margin and Game 3 8-0 (833-381). Brittnee Robinson (Freshman) led the Wildcats in Game 1 with a 187. Games 2 and 3 were led by Haley Robinson (Junior/ Co-Captain) with games of 190 and 215. Overall, Young once again led the Wildcats with a 573 series and was followed by Robinson’s 483 (96 pins over average). As District Champs, this young team has proven that they can compete and beat anyone in the Baton Rouge area, but on Wednesday (3-19-14) Central will face their biggest challenge this season. The Wildcats take on #2 Albany (8-2) at All Star Lanes (3:15pm) in a match with the Regional State Playoffs #1 Seed being awarded to the winner. Regardless, Central is going into the next week’s State Playoffs on a high note and hoped to continue their winning ways on Wednesday.

CHS Bowling: District Champs!

SPORTS 11

DISTRICT CHAMPIONS! CENTRAL BOYS BOWLING CRUSHES ZACHARY, WIN BACK TO BACK DISTRICT TITLES

Wednesday (3-12-14) was another celebratory moment for Central High Bowling as both the Boys and Girls teams brought home District Titles! The Boys (8-1) easily defeated Zachary (28) 25-2 and 3319-2346 to repeat as District Champions. The 3319 was the 3rd highest series for the Wildcats this season. Game 1 saw several Wildcats light up the score board with Jacob Garretson (Junior & Captain) leading the way with a 245, Parker Aucoin (Freshman) with a 226, Sean Murphy (Senior) rolling a 212 and Dylan Ringo (Freshman) chipping in 205 for a 8-0 and 1114-763 win. The next two games would go in similar fashion with the Wildcats winning 8-0 (1086-808) and 6-2 (1119-775). Game 2 was led by Garretson’s 269 and Game 3 was led by Johnathan Ryder’s (Sophomore) 211 and Bryce Delaune’s (Freshman) 207. Overall, Garretson led the Wildcats with a 694 series, followed by Aucoin’s 611, Ringo’s 549 and Murphy’s 504. With two more matches before the State Playoffs (3-24-14), Central’s winning is now at 8 matches. Dominic Taylor was high for Zachary with a 622 series (209, 190, 223).

CENTRAL GIRLS BOWLING KNOCKS OFF REDEMPTORIST, WIN FIRST EVER DISTRICT TITLE

In a rematch from a month ago, Central (8-1) knocked off Redemptorist (7-4) by a final score of 23-4 and 2661-2044 to claim their first ever District Title. Unlike the close match from a month ago where Central only won by 100 pins, the Wildcats made short work of the Wolves and won all three games in blowout fashion. Central won Game 1 6-2 (862-685), Game 2 7-1 (942-701) and Game 3 7-1 (857-658). Game 1 was led by Haley Young (Junior/ Co-Captain) with a 217, Game 2 was led by Young and Sarah LeDuff (Sophomore/Co-Captain) with a 190 and Game 3 was led by LeDuff with a 199. Overall, the Wildcats was led by Young with a 568, LeDuff’s 543, Kaylee Robinson’s (Sophomore) 475 and Brittnee Robinson’s (Freshman) 452. In a season of uncertainty due to not fielding a Girls’ team in two years and most of the roster being new to bowling as of November, the Girls’ program is not only back but looks to be strong for years to come. Five of the six current starters will return next year and four of those are Sophomore or Freshman! Central has two matches remaining before they gear up for the State Playoffs on March 24th. within the city of Central were up 11.8% in January 2014 compared to January 2013. Sales tax revenues, excluding motor vehicle sales taxes, within the city totaled $354,249.35 for the month of January 2014. For the current fiscal year starting July 1, 2013 through January 31, 2014, sales tax revenues are up 8.9% compared to the same period in last fiscal year. Motor vehicle sales tax revenues are also up by 9.65%. This represents seven straight months of sales tax increases for the city. The increase in sales taxes can be contributed to more citizens shopping locally as well as better reporting and auditing controls by the CityParish, which collects sales taxes for all areas of the parish. However, some businesses are not reporting their sales taxes timely. As a result, the city of Central is working with the City-Parish to identify those businesses not reporting sales taxes or failing to submit sales taxes in a timely manner.

CAPA Corner: Breaking Landon Breckwoldt Down the Walls Awarded Eagle Scout Rank

We lived trapped within the realities of today, while God moves within the certainty of His abilities. God is indeed omniscient, meaning He possesses all knowledge. But in His Omni (ness), His all (ness) He prefers to allow fallible man the opportunity to choose for himself! Therefore we exist trapped or contained within the sum total of those choices made by ourselves and of course others. Where we see walls, however (with our limited sight), God sees thoroughfares... paths leading to endless possibilities and opportunities. Some in this world have overcome the constraints of the trap by believing to such extraordinary lengths that things changed. Their faith in their God

rose to such heights that He tore down the walls around them and broke through in miraculous ways. We hear of this. We read of this...but all we see are the walls (and walls can be draining). Walls can demystify and nullify any hope of a Jericho moment. So we go back to building our world in our box. Let’s change this. We can experience a Jericho moment for ourselves. May the whisper we hear today be the captivating voice of God. Urging us to pray the walls down and see the world that could be! May we discard the trapped life and begin living God's desired life! Today & Friday, Send Girl Scout Cookies to a Food Bank or to Overseas Troops

Press Release, Girl Scouts of LA East

According to Alisha Moore, Girl Scouts Louisiana East Vice President of Sales, the council selected three non-profit organizations to receive Girl Scout Cookies this year: Blue Star Mothers, which sends care packages to military serving overseas, and two local food banks, the Greater Baton Rouge Food Bank and Second Harvest Food Bank. “We wanted to give others a taste of home they might not otherwise enjoy, whether it’s because they’re stationed in the Middle East, or cannot afford to purchase them,” said Moore. Customers may purchase cookies online for these three organizations by clicking on the iGive icon on the council’s website at www.gsle.org. The cookies are delivered by council representatives to the charity of choice. Cookies are $4 a box or $48 for a case of 12. Moore said the iGive program

is modeled after the council’s popular Gift of Caring program, which is when a Girl Scout troop selects a charity for customers to donate cookies to, but delivers the cookies themselves. In 2013, nearly 19,000 boxes of cookies were donated to over 250 local community organizations and non-profits. She expects that this year’s program was just as popular. “Girl Scout troops think highly of the service and sacrifice provided by our military as well as our local police and fire personnel. In fact, one of our Girl Scout troops is shipping 18 cases (216 cookies) to the military this year,” she said. The Girl Scout Cookie Program is an annual financial literacy and entrepreneurial program in which troops earn money towards fun and exciting girl-planned program activities and service projects, as well as contribute to the council's ability to provide Girl Scouting across southeast Louisiana.

Landon Breckwoldt was awarded the rank of Eagle Scout, the highest rank in the Boy Scouts, at a ceremony on March 10, 2014 at Trinity Lutheran Church in Baton Rouge, La. He is a member of Troop 169 of the Istrouma Area Council, Tunica District, where Trinity Lutheran Church is the charter organization. Landon began his Scouting career in the Cub Scouts and earned the Cub Scouts highest honor, the “Arrow of Light”, before he crossed over into the Boy Scouts. While in Troop 169,

Landon has attended summer camps at Camp Skymont in Tennessee, Camp Powhatan in the Blue Ridge Mountains of Virginia, and Camp Orr in Arkansas. He earned a total of 23 merit badges and is now working on getting his Eagle Palms. Landon’s Eagle project was a renovation of the elementary schools swing set area at Victory Christian Academy. This project involved over 140 man hours donated from Landon and members of Troop 169. Landon is a freshman at Central High School and was on the freshman football and basketball teams this year. He is also a member of Zoar Baptist Church in Central. He is currently planning a trip for 2015 to the BSA’s Sea Base in Key West, Florida, where he will become S.C.U.B.A. certified. We congratulate Landon in attaining the highest award given to a Boy Scout. We are proud of his accomplishments and look forward to his future endeavors as he continues down his path as a citizen and leader.
