Mayoral candidates Dave Freneaux and Junior Shelton squared off in a head-to-head debate last Thursday televised on Cox Channel Metro 21, with a rebroadcast scheduled for March 14 at 7 PM. The candidates weighed in on topics ranging from a City Center to support for Central’s incorporation, but the issues that separated the candidates were their opposing views on bigger government and Shelton’s failure to disclose his almost $2 million bankruptcy to voters while running for political office. In a statement released Tuesday (March 11) by Chairman Wayne Leader, the Central Chamber of Commerce assured the public that last week’s Mayoral debate was held in keeping with all rules and refutes any accusations of unfair play. “After exhaustive research by myself regarding any improprieties regarding the recent Mayoral Debate hosted in part by the Central Chamber of Commerce and the Central Community Alliance, I stand 100 percent behind the actions of our President Ron Erickson, panelist Lucky Ross, and Rodney Bonvillian, and the process by which the debate was procedurally administered. I consider this issue closed and no further statements will be made,” Leader said. Several days after the debate, Jr. Shelton expressed disappointment that he understood the rules differently than the Dave Freneaux campaign. It has since been discovered that Harry Rauls, representing the event co-sponsor CCA, gave additional instructions to Shelton’s representative several days before the debate, but failed to contact the Freneaux campaign with the same information. Moak Sponsored Flood Study Deferred by Washington, Messina, & LoBue In 2013 Central completed a flood study of the Beaver Bayou in the eastern portion of Central. The study and resulting maps have been submitted to FEMA for approval. Since the studies were done according to FEMA’s guidelines it is expected that the maps will be approved, saving Central residents in that area a total of as much as $2 million per year in flood insurance premiums. Council Member Aaron Moak sponsored another ordinance at Tuesday’s council meeting to appropriate $115,000 for flood studies of most of the remaining watersheds in Central.

Preliminary studies indicate that these remaining areas of Central are likely to see greatly reduced insurance premiums as well. The funding request was deferred for 90 days by a 3-1 vote with Washington, Messina and LoBue voting to wait until other legislation at the State and Federal level is being considered which may help lower rates. Moak, the sole yes vote, objected to waiting on the State or Federal government to consider legislation which may not even pass, while Central citizens pay ever-increasing flood insurance rates. Council Member DeJohn was absent.

In what can best be described as an effort to promote unhealthy political division in Central, EBR Republican Chairman Woody Jenkins suggests that Central’s voters “choose between two teams”. This call for a further divide in Central has candidates concerned. Jenkins is an avid supporter of Junior Shelton, his fellow EBR Republican committee member. Mayoral Candidate Dave Freneaux, who did not seek endorsement from The EBR Republican committee, commented, “The last thing Central needs is someone encouraging an increase in the political rift. Please, vote for candidates who have shown themselves to be involved in this community, and who you trust to put the best interests of our city ahead of any personal or political agenda.” Other candidates reached for comment had similar concerns. Central Fire Department Responds to Two House Fires

The Central Fire Department responded to two house fires late this week. On 3-6-14 at 9:20 pm we responded to 15325 Pisces on a reported house fire. When the first truck arrived they found fire coming from the roof around a chimney. The resident of the home tried to extinguish the fire by getting into the attic. In the process he burnt his hand and also fell through the attic to the first floor. He was treated on scene by EMS. The fire was caused by a fire in the fire place with a chimney that was in very poor condition and should not have been used. The second fire was on 3-7-14 at 17513 Sally at 8:50 pm. When we arrived we found moderate smoke coming from the home. The fire was in a bedroom where a woman had been smoking and set a mattress on fire. The home did not have a working smoke alarm. An alert child noticed smoke coming from the A/C vents and alerted the family and everyone got out safe. The home suffered fire damage to the one bedroom and smoke damage to the rest of the home. We would like to remind everyone to have a working smoke alarm in your home. It will increase your chances of survival.

Council candidate and local photographer Eric Frank shared “I see no need for outside interests to tell us who is qualified to represent us, we all come to the table thinking that we will be good representatives or we would not be running for the City Council.” Frank added “I am running to make this city whole again.” Insurance office manager and Council candidate June Dupuy commented, “I have a problem with anyone driving a wedge in the political structure of our City. We need to pull together for the people of Central and put an end to the division.” “I believe the citizens of Central should not be persuaded to pick a ‘team’,” said Council candidate, teacher and business owner Mike Gardner. In order to bring everyone together, the citizens should pick the best candidates. That will form the team we all desire, Team Central.” Kerry Clark, running for Chief of Police, stated, “Each candidate should be knowledgeable of the job they are asking you to vote them into and they should be willing to stand up to the “bullies” that try to control our thoughts and actions. I will do what is best for

ALL Central residents.” Combat veteran and Engineer Jason Ellis, another Council candidate, shared, “I do not believe there are two teams to vote for in Central. If you are voting for me because you think I will be classified as Team Freneaux or Team Shelton then you really need to get to know me. As your next councilman I will work together with whomever the people of this city elect. Incumbent Council Member and businessman Aaron Moak weighed in saying “As someone that is not seeking endorsements from any group, it appalls me that the Chairman of the EBR Republican Committee would ask Central’s voters to choose a team or a side. I would hope the citizens would vote for independent forward thinkers for our city.” Shane Evans, Council candidate and Chief Investigator for the EBR Coroner’s Office “I have run my campaign in a positive, independent manner, highlighting my nearly a quarter century of serving the citizens of Central, East Baton Rouge Parish and the State of Louisiana. Harry Rauls is a candidate himself for the Central City Council and a political appointee of Shelton’s to a committee of the East Baton Rouge Parish Republican Party Executive Committee. Rauls has publicly stated his support for Shelton in the mayoral election. Rauls has even gone so far as to publicly state that there were certain instructions given to the candidates as to how their two questions were to be formulated when in fact no such thing was ever done. The program handed out at the debate clearly stated that the eight questions submitted to the candidates came from the sponsoring groups “and from the candidates.” Two questions were submitted by the Chamber, two by CCA, two by the Freneaux campaign, and two by the Shelton campaign. Bonvillain presented Freneaux’s questions at the predebate preparation meeting and clearly stated that they came directly from Freneaux. According to a press release from the CCA, whose representative was present at the preparation meeting, the “questions presented by Mr. Freneaux were determined by panelists to be fair

questions for debate.” Hearing of Shelton’s dissatisfaction with the debate, the Chamber’s Board of Directors reviewed the matter and concluded that statements of wrongdoing or misbehavior were unfounded and were deemed false. The Chamber leadership continues to stand by the integrity of the debate, noting that it was well attended and was televised for voters on the local Cox Cable channel. Freneaux has challenged Shelton to a second debate at the time and place of his choosing, in which he said Shelton could “write all eight questions and is allowed to fully prepare to answer them. I will arrive at the debate and answer them cold, with no preparation.” Freneaux said he is well-informed of the city’s issues and can answer impromptu questions and concerns – the same way he pledges to do as mayor for the citizens of Central. Freneaux also said he is willing to answer questions about his personal life and past business experience. “No restrictions,” he said. At the printing of this issue, Shelton has not accepted the challenge for second debate.

Shelton avoided direct questions about the cause of his financial failure and the impact it had on those business partners he never paid. Rather, he simply alluded to the bankruptcy as lessons learned in tough times. Freneaux said Shelton was not right to hide his $2 million bankruptcy from the voters while at the same time telling them in his campaign material that he is a “fiscally responsible businessman.” Freneaux explained he understands businesses encounter tough times, but it’s not right to hide that from the voters. Freneaux said he has an accounting background, including experience in governmental accounting, and he successfully manages a familyrun transportation business that is in good standing with its business associates. He said he is qualified to responsibly manage the city’s $6 million annual budget. Money was also at the heart of the candidates’ discussion on the size of the city council. Shelton said he wants to increase the size of the council from five to seven seats, with a price tag of $20,000 per year. He said the move would offer “better government,” and more easily allow for committee meetings. Shelton said the increased cost could be offset with cuts in other areas. Freneaux countered that any increase in the size of government is something he would oppose as mayor. He pointed out that the average council meeting lasts less than an hour. Freneaux maintained that if cuts could be made, then that should be a separate issue and not a reason to spend the savings on increasing the number of public officials. Freneaux stated that Shelton’s bankruptcy calls into question Shelton’s ability to manage the money of Central’s taxpayers, but the bigger problem is the lack of transparency and openness that would allow Shelton to claim fiscal responsibility while in the midst of a $2 million bankruptcy. Freneaux showed a political mailer that had been sent out by Shelton that week that told voters, “Don’t Believe the Lies,” but also had on hand stacks of court documents that validated the fact that Shelton did indeed file bankruptcy. Since the debate, Shelton has admitted to filing bankruptcy in a post on his campaign’s FaceBook page. Central Speaks reviewed the public documents of Shelton’s bankruptcy petition, which reveal the following timeline of events:

Junior Shelton - Candidacy & Bankruptcy Timeline: October, 2009 – Shelton signs $540,000 personal guarantee with American Gateway Bank December, 2009 – Shelton closes his 56-year-old family business, Shel-Boze, LLC. December, 2009 – Shelton’s business partner declares bankruptcy to protect himself from $2 million of company debts January 23, 2010 – Shelton announces candidacy for Mayor of Central, promising to be “fiscally responsible.” January 25 through April 7, 2010 – Junior Shelton contributes $6,100 of his personal funds to his political account February 6, 2010 – Questions about Shelton’s closed business evokes Shelton to make a public statement: “We peacefully closed our business rather than continue in an economy that has led many businesses to take bankruptcy, which we did not do.” February 6, 2010 – Shelton cites his business experience as a primary qualification for running for mayor: “Because of my 37 years as a private businessman… I know I have the skills to run Central as a business.” March 27, 2010 – The voters of Central go to the polls unaware that Shelton is almost $2 million in debt and that Shelton will file bankruptcy 46 days later. April 12, 2010 – I.M. “Junior” Shelton files for Chapter 7 personal bankruptcy, stating that he owes almost $2 million in unpaid debts. May 25, 2010 – Shelton files “Statement of Financial Affairs” with the U.S. Bankruptcy Court. Section 11 (pictured above) requires the disclosure of all “Closed financial accounts”. Shelton does not disclose the existence of his political account in which he deposited thousands of dollars of personal funds. The U.S. Bankruptcy Court has ruled that funds in an unincorporated campaign account cannot be excluded from the estate of the debtor. August 3, 2010 – The U.S. Bankruptcy Court discharged I.M. “Junior” Shelton’s $1,989,899.57 in debts, meaning that persons whom he owed could not collect their money from him.

CAPA Corner: Go Into All the World

The headlines of national news outlets last week featured the story of Russia’s invasion of Ukraine. Russian President Vladimir Putin cited the need to protect ethnic Russians living in Crimea from the ouster of their duly elected President, Victor Yanukovych, as the reason for the invasion. Yanukovych was under pressure from the pro-democracy reformminded population of Ukraine. The crisis continues to escalate. We are inundated daily with news from foreign lands that is not good. North Korea, Syria, Iraq and, of course, Afghanistan are the most common news makers but these are but a few of the countries of the world where there is civil unrest or outright military conflict. I recently looked at a world map depicting ongoing armed conflicts and was surprised to see that every continent was represented except two, Australia and Antarctica. What is even more alarming for Christians is the fact that most of the conflicts are occurring in what misiologists (those who study of the mission of the church as it relates to world missions) call the

10-40 window. The 10-40 window is a term which represents land masses that are situated between 10 degrees north and 40 degrees north latitude. The countries that fall between these boundaries and those close to it, also represent the least evangelized and the most poverty stricken people of the world. As you perhaps already know there are many missionary organizations targeting these areas to introduce or reintroduce the gospel to the people living in these regions. As you contemplate these things it is easy to come to the conclusion that the church needs to pray earnestly for those who are carrying on the mission of the church in these and other lands. Secondly, we may also consider being an active participant in the mission of the church by giving our finances to support those missionaries or by signing up for a short term mission trip. Who the church is and what the mission of the church is will come alive as we do these things. Blessings to you, Pastor Bill Parsons Central Worship Center

The Krewe of Mischief Mardi Gras Parade rolled out on Friday, February 28. Students in pre K and kindergarten participate in this annual event held on the last day of school before the Mardi Gras break. Parents, grandparents, older siblings, and other volunteers help pull students’ floats along the school road while eager upper school students wait to catch plunder. Wallace Brothers Bless Others

Two very special second grade brothers decided to make their 8th birthday extra special. This year, Russell and Rhett Wallace decided they wanted to donate their birthday presents to the children at St. Jude Children’s Research Hospital in Memphis, TN. The family traveled to Memphis in early February so the boys could personally deliver their presents. On February 14, the family had the opportunity to meet with Ms. Vilma Carnahan, a St. Jude employee and volunteer, to deliver the gifts. The boys learned that Ms. Vilma loves the children and families of St. Jude so much that though she is an employee of the hospital she also comes back and volunteers her free time to sit with children so their parents can get out of hospital rooms for breaks.

“Ms. Vilma’s passion and excitement for her job echoed through every employee of the hospital,” said Chrissy Wallace, the boys’ mom. “To know that the atmosphere, supportive families, and amazing employees could help put a genuine smile on their faces was heartwarming and breath taking. It was the best Valentine’s Day present ever!” Ms. Vilma gave the family a tour of the museum located in the pavilion next to the hospital. Academic Honors & Awards

Five students represented CPS on Thursday, March 6, at the annual MAIS District Spelling Bee at Trinity Episcopal School in Natchez, MS. Of those students, 7th grader Karlie Pinion claimed the first place title. Additionally, 8th grader Morgan Gremillion came in 3rd. Other participants were 4th grader Ashley Lewis, 5th grader Ben Kolb, and 6th grader Wesley O’Neal. Both Karlie and Morgan will represent the school at the MAIS State Spelling Bee on Tuesday, April 1.

Central Private School 7th grader Leyton Roy placed third in the Sertoma Club’s annual “What Freedom Means to Me” contest. He said that his inspiration for submitting an essay to the contest is his 93-year old grandfather, Victor Antley. Mr. Antley was a fighter pilot in World War II and is resident of Central. Leyton is the son of Blaise Roy and Lisa Roy.

On Thursday, February 13, the CPS chapter of the National Honor Society, sponsored by Mrs. Robyn Woolfolk, held its annual induction ceremony and luncheon at Sammy’s in Central. In order to be inducted into NHS, students must make a minimum 3.5 GPA for three consecutive semesters. This years’ inductees are (from left to right) senior Sarah Sonnier, senior Tori Lewis, sophomore Lauren Bihm, sophomore Molly Keel, senior Mason Cockerham, and sophomore Gabe Ragusa. Students must maintain their GPA and complete 20 service hours each semester to remain in good standing in the organization.

On Tuesday, February 25, the CPS chapters of Beta Club & Junior Beta Club, sponsored by Mrs. Penny Kinchen and Mrs. Tiffany Villarreal, held their annual induction ceremony in the high school gym. In order to be inducted into Beta or Junior Beta, students must make a minimum 3.0 GPA with no more than two C’s in any semester. EBRSO, Fire Departments, Central Police, & EMS Participate in Active Shooter Drill

On February 26 at the old Central Middle School, members of local law enforcement, fire departments, and emergency medical services joined together for active shooter/mass casualty training. The Central School System also provided volunteer teachers and students to help with the drills. The training focused on inter-agency cooperation, command and control, location and apprehension of suspects, and the rapid triage, treatment, and transport of victims. The agencies prepared for months ahead of time to ensure realistic training for everyone involved.

CHS Boy’s Bowling Win Streak Now at 7 Games

After almost two weeks off due to their scheduling and Mardi Gras week, Central High Boys Bowling (7-1) continued their momentum on Monday (3-10-14) defeating Scotlandville (5-4) to remain on top of the District BR 5A (North) with 2-0 district record. Central came out swinging in Game 1 and took an early lead in the match. The Wildcats took a 6-2 lead after Game 1 behind Dylan Ringo’s (Freshman) 254, Jacob Garretson’s (Junior/Captain) 212, and Sean Murphy’s (Senior) 207. In fact, Central never trailed in Game 1 cruising to a 1074 to 1016 Total Pin lead. Game 2 was more of the same as Scotlandville bowled a good game in Game 2, but Central bowled just a little better. The Wildcats would win Game 2 by the score of 5-3 thanks to some solid late frame bowling by Murphy and Garretson. The two Wildcats would punch out the 10th Frame with three strikes to help Central to a 1012-959 Total Pin win. Murphy would finish with a 222 and Garretson would chip in a 215. Central would take an 11-5 (and a 111 Total Pin) lead into Game 3. The Wildcats would put the finishing touches on the Hornets by winning Game 3 5-3 and 1147-1047. With the match never truly in doubt, Murphy continued his hot bowling with a 257 in the Final Game. Overall, the Wildcats won the match 19-8 and 3233-3022 Total Pins. Murphy would lead the team in series with a 686, followed by Garretson with a 618 and Ringo’s 611. Next up, Central has their eyes squarely on district rival Zachary (2-7), whom Central has beat four times in a row, dating back to the 2012 season. On Wednesday (3-12-14) at All Star Lanes at 3:15, the Wildcats look to claim their second straight District Championship. Roger Warren Watson passed away at 8:20 PM, Tuesday, March 4, 2014 at Our Lady of the Lake Regional Medical Center in Baton Rouge at the age of 56. He was a native of Baton Rouge and resident of Central and was the owner of General Sand and Gravel. Visitation was held at Zoar Baptist Church in Central on Friday, March 7, 2014 from 11:00 AM until religious services at 3:00 PM. Burial was at the church cemetery. Ray and Lou Young Celebrate 50th Anniversary

Raiford Earl (Ray) and Lou Young of Central celebrated their 50th wedding anniversary on March 7. The celebration was held at Ruth's Chris Steakhouse and was hosted by the couple's daughter and her spouse, Vicki and Randy Breckwoldt. Their son, Gene Young, of Palm Springs, CA, celebrated with them earlier in the year. Their grandchildren are Shelby Lynn Breckwoldt and Landon Lewis Breckwoldt. Ray Young retired from Stupp Corporation and Lou Young is a retired Real Estate Agent. The couple, their daughter and spouse, and their grandchildren will travel to New York to celebrate their anniversary. The couple were married on March 7, 1964 at Trinity Baptist Church in Baton Rouge, LA.

Katherine Merritt Kolb, of Central, and David Mark Neal, Jr., of Gonzales, will marry in a 6 p.m. ceremony May 10, 2014 at Rayne United Methodist Church in New Orleans, La. The bride-elect is the daughter of Susan Kinsley Kolb and the late Hubert F. Kolb, Jr. of Central, La. She is the granddaughter of Mrs. Sue Don Kinsley of Central, La. and the late Charles T. Kinsley, Sr. and the late Hubert and Pearl Kolb. The bride-elect is a graduate of Central High School and Aveda Institute. She is currently employed at Armstrong McCall. Her fiancé is the son of David M. Neal, Sr. and Sharon Neal of Gonzales, La. He is the grandson of Flavilla Pearson of Ripley, West Virginia and the late John Wesley Pearson and Geneva Neal of Evans, West Virginia and the late Bill J. Neal. The groom is a graduate of St. Amant High School and West Liberty College in Wheeling, West Virginia. He is employed with Ikaria. An engagement party was held at the home of Mr. and Mrs. Jeremy Kolb in Denham Springs, La. and was hosted by family and friends.

Carmen Miller McNabb, a native and resident of Central, she passed away Thursday evening, March 6, 2014, in Fort Worth,Texas at the age of 86 with her devoted husband at her side. She was a loving and faithful woman who devoted her life to serving in the ministry alongside her beloved husband. From their beginnings combining rural pastorates and seminary study until the end of her days, countless hearts and souls were nurtured and healed by her compassion and grace. Visitation was at Seale Funeral Home, Central, on Monday, March 10, from 5 p.m. to 8 p.m. Visitation resumed at Zoar Baptist Church, Central, on Tuesday from 1p.m. until funeral service at 2 p.m., conducted by Revs.
