Central Hears from Candidates Mayoral Debate Next Thursday at CHS

Election Central

Photos by Michael Spangler

Mayoral candidate Dave Freneaux closed out Monday’s Candidate Forum by sharing with voters “I am not suddenly getting involved in things around Central because I am running for mayor, I am running because I have always been involved.” Freneaux said his community participation and business experience uniquely qualify him to serve as Central’s next mayor. The event, put on by the Central Republican Coalition and the Republican Women of Central, was held last week in the CHS Auditorium and was broadcast live on Talk 107.3 FM. All candidates in Central’s April 14th election were invited to share their qualifications and visions with the people of Central. Freneaux, known around Central as “Dave”, went on to share that he is the only mayoral candidate who supported the incorporation of the City of Central and the creation and funding of Central’s school system. Dave went on to say “I am the only candidate who opposes bigger government” and “the only candidate whose family business has succeeded under his leadership.” Dave’s opponent, Junior Shelton, declined to participate in order to attend a fund-raiser for his campaign. In the only other head-tohead race, Chief of Police candidate Kerry Clark spoke of his 30 year career with the Baton Rouge Police Department, including retiring as the Commander of 400 officer Uniform Patrol Division. Clark stated he had served as a sniper, and team leader and retired as the Tactical Commander See Forum, Page 4

Introducing “Sports Central” Editorial by Beth Fussell

Going forward, Central Speaks will begin featuring a new part of the sports section called “Sports Central.” Sports Central will highlight sportsrelated achievements by anyone in the community, from children to adults. Did you get a hole-in-one golfing last week? Tell us who, where, and when to be featured in Sports Central. Did your child hit a home run in his baseball game? Tell us about it so we can include it. Did your grandchild shoot his or her first deer, or did you catch a monstrous fish? Let us know and we will print it for you. We are specifically looking for short writeups including a name, date, place, and the details

of the achievement. We will also print a small photo of the person who accomplished it if you would like to submit a photo. We will no longer include pictures of wild game, but will instead focus on the child (or adult) who bagged their first or notable deer, fish, hog, etc. This is in an effort to save a bit of space so that we can start showcasing a wider variety of achievements. Send your Sports Central writeup and photo (optional) to Info@CentralSpeaks.com for publishing free of charge. Our deadline is Tuesdays at noon for each Thursday’s paper, but we reserve the right to print it the following week depending on available space.

Councilman Washington Remains Qualified to Run

Election Central

In a court hearing Tuesday before Judge Kelly in the 19th JDC the Louisiana Ethics Administration challenged Ralph Washington's qualification to run for central City Council. The suit brought by the Ethics Administration maintained that Washington filed qualifying documents stating that he had no outstanding ethics fines. After learning of the lawsuit last Friday, Washington did pay the $700 ethics fines, but too late to avoid the request for disqualification. Washington maintained that he had gone to the Ethics Administration in 2012 to ask that the fines be reduced, but that he never heard back from them so he assumed he did not owe anything. Judge Kelly ruled that this was not a case of an attempt to avoid paying the fines, rather a case of Mr. Washington believing that the matter had been resolved. The judge ruled that Washington can indeed run for City Council in Central's April 5th city elections.

Political Football

Dave Freneaux is the ONLY mayoral candidate who supported the incorporation of the City of Central. I believe that is an important fact in this race. Let me illustrate with a football story. A group of inspired athletes at a small high school decided to start a football team. But a friend did not want the school to have a team, so he campaigned against it. Despite the opposition, the team was formed and practiced hard for months in the heat. It soon became apparent the team was going to be a powerhouse. The morning of the first game the friend, who had first declined to participate, walked up to the players and said, “Can I be the team’s quarterback tonight?” I am not offended that my opponent did not want Central to become a city. There were many who had concerns about incorporating, but they are not now asking to be Central’s Mayor. I joined the team early on and have been at practice attending virtually every public meeting in Central for the past six years, researching and informing the public on the many critical issues facing our city. I have heard my opponent’s explanation that once the city was formed he came to the very next planning meeting and offered to help, but then five years later,

only AFTER deciding that he wanted to be the Mayor of Central, did he show up. He even stated upon his political debut “I attended my first City Council meeting for Central tonight.” By his own admission, Junior Shelton never even attended a Council meeting, which is chaired by the Mayor and is our city government’s forum for action, until after he decided he wanted the title of Mayor. To continue my football analogy: most of my friends and family are sitting in the stands. They are ardent fans of this great city but choose to not be directly involved with Central’s city government. That is the way it should be. The general public should not have to go to every public meeting to ensure that our government is functioning well, any more than fans have to attend every team’s practice to ensure a good game performance. But the fans should be able to expect their team’s leadership comes from someone who worked to build the team, shows up for practice and is ready to play on game day. I have always preferred controlling my own destiny, which is why I started and have worked in our family transportation business for most of my career. That is also why I supported Central’s incorporation, because I knew that a community motivated to meet its own needs would always out-perform the big government of EBR Parish. That has proven to be true for our City and our Community School System. Without incorporation, the City of Central would have unrestricted development of high density housing in our community and we would not have a top-rated public school system for our children. DAVE Freneaux’s Contract With Central

As Mayor of Central, Dave Freneaux Pledges:

1) Fiscal Responsibility 2) Better Representation Without Bigger Government 3) Transparency in Government 4) Preservation of Central’s Lifestyle 5) Economic Development 6) Improved Infrastructure Dave Greenwell Springs Road or at the west end of Hooper and you will see the apartment complexes our community could have had to support. Take a ride through our quiet neighborhoods and the very rural parts of our city. Under Central’s Master Plan this area will not be the victim of urban sprawl. At the same time, look at our student scores and rising academic performance.

We would not have our families still living here with their small children without our strong schools. I supported Central’s incorporation because I believed in our community’s ability to do great things. I showed up for practice. I’ve studied the playbook. On election day, put me in, Coach. I’m ready to play!

of the Special Response Team (SWAT Team). He concluded by saying he is “Fiscally responsible, looking for best use of funds available and manpower available. I do not want my taxes raised any more than you do.” Clark’s opponent in the race is James Salsbury, who declined to participate in the forum due to a prior commitment. The evening kicked off with opportunities for City Council candidates to tell about themselves

and their plans for Central. Nine of the eleven candidates were in attendance, June Dupuy, Jason Ellis, Shane Evans, Eric Frank, Mike Gardner, Wayne Messina, Aaron Moak, Harry Rauls, and John Vance. The one theme carried by most of the candidates was a need to improve on Central’s infrastructure. Candidate Ralph Washington was unable to attend for health reasons and Kim Fralick declined in order to attend a meet and greet for her campaign.

Greenwell Springs Hospital Possible High School Site

At Monday night's Central Community School Board meeting steps were taken to enter into a cooperative agreement with the State of Louisiana over use of the Greenwell Springs Hospital property. This process should pave the way for legislation to facilitate the transfer of the 150 acre site to BREC and the Central School System. Under this plan BREC would receive approximately half of the property, including the historic site of the old Greenwell Springs, for use as a park and walking trails. The Central School System would receive approximately 80 acres that

make up the currently abandoned hospital. The plan under consideration is to eventually build Central's next High School on that site, but that would probably be 10 to 15 years down the road according to School Board officials. The transfer would be made possible because the value of the property is approximately equal to the costs that would have to be incurred to demolish and do asbestos abatement of the existing buildings. The site is very close to Hooper Road, which by that time should be a four lane main thoroughfare through Central.

Mardi Gras Safety Tips

By Dr. Cuba, Ochsner Medical Center

Mardi Gras season is in full swing as more than a million people arrive in the New Orleans and Baton Rouge area within the week for Fat Tuesday, March 4. Add alcohol, parade throws and moving vehicles to the mix of large crowds and it could be a recipe for disaster during carnival time if you don’t take the proper precautions. “Numerous injuries can occur during carnival season,” says Dr. Michael Cuba, Emergency Department, Ochsner Medical Center – Baton Rouge. “You should be aware of your surroundings when driving or walking near parades and parade traffic to avoid being hit by a float or other vehicle and do not climb on or over barricades,” Dr. Cuba explains. “They’re meant to protect you since floats can be especially dangerous because it’s impossible for drivers to be able to see everything around them. It is your responsibility to avoid running in between or chasing floats for beads and throws. Also, never reach under a float for a throw, even when the float is not moving.” It’s also important to be alert for beads, doubloons and other trinkets being thrown during parades. Many injuries occur from being hit in the eye or head by throws. Paradegoers also need to keep things in

perspective. “One really nice bead is not worth getting injured and ending up in the Emergency Room, so don’t fight over throws,” says Dr. Cuba. Additionally, if throws end up on the ground and you want to pick them up, put your foot on them first, and then reach for them to avoid having your hand stepped on by someone. Take caution when carrying someone on your shoulders or when using elevated ladder stands. The risk for falls during parades is high due to so many people trying to move around in such a small area. Another potential danger that some may not think about is the sun. “Due to unpredictable weather in Louisiana, use sunscreen if you plan to be outdoors all day,” says Dr. Cuba. “Sunglasses will protect your eyes not only from the sun, but also from being hit by throws.” Last, be sure to keep beads, trinkets, snapping pops and plastic bags out of reach of children. These can easily pose a choking or suffocation hazard to kids whose parents turn their attention away even briefly. “Although we hope visitors will have a safe and enjoyable experience this carnival season, we’re ready should someone need emergency medical care,” says Dr. Cuba. 2013 Central Chamber of Commerce Awards

Photos by Michael Spangler

The Central Chamber of Commerce held its Annual Awards Banquet on Thursday evening, February 20, at Kristenwood. The evening was entitled, “Magical Mystery Nights!” This evening was set aside for the purpose of giving honor and recognition for the accomplishments of various businesses and organizations in 2013. We also were introduced to the Board of Directors for 2014, and Chairman Wayne Leader recognized and thanked retiring Board Members Claude Derbes, Matt Price, and Angie Rabalais for their dedicated service. To kick the evening off Juanita Ross, Ambassador Chairman, announced John Kovalcik as the Ambassador of the Year. Following this presentation, Chamber President Ron Erickson announced that Juanita Ross, who also is Vice President of Marketing, would be retiring at the end of February. A plaque was presented to Mrs. Ross for her many years of dedication and service to the Central Chamber. She will be missed greatly! Erickson then presented the President’s Award to Chuck Langlois for his unwavering commitment to the St. Jude’s Bike-A-Thon over the last 30 years. Erickson also presented a plaque to Chairman Wayne Leader for the Central Chamber being selected as the Louisiana Small Chamber of the Year for 2013. The Chamber continually looks for ways to partner with others in our community, and this year the decision was made to invite some

of the service-orientated non-profit organizations to take part in our awards ceremony. Rather than each organization having to arrange their own event, we invited them to come to ours and give out their special awards. Taking part this year were The Art League of Central, Central Community Assistance Foundation, Central Toy Box, Central Rotary, and Cooking in Central. Magician Rob Rue then wowed and entertained the crowd with his comedy and magical illusions. Following Rob Rue’s Magical Event, we acknowledged all 23 nominees for the 2013 business of the year awards and the winners were: New Business of the Year – ACT Security, Small Business of the Year – Peoples Bank, Medium Business of the Year - Trey Marino’s Central Florist, Intermediate Business of the Year – Caliente Mexican Cravings, Large Business of the Year - Demco and Chamber Member of the Year – Suzonne V. Cowart CPA LLC. Two categories of special awards were given out as well: the Life Time Achievement Award went to Mac Watts and Nonprofit Organization for 2013 - Central Community Assistance Foundation. Truly, a great time was had by all! Special thanks go to the group of girls from the CHS Softball team for being our servers for the evening. Finally, thanks and congratulations to all the nominees, award winners, and members who helped to make this event possible and who enabled your chamber to be highly successful in 2013!

Would you be willing to add another title to our community? What about the “Community that Loves”? Consider the following: John 13:34-35 34 A new commandment I give to you, that you love one another; as I have loved you, that you love one another. 35 By this all will know that you are my disciples, if you have love one for another. NKJV Jesus offered a strong challenge to His disciples. The love commandment, quoted by the lawyer in Luke 10, stated to, “Love the Lord your God with all your heart, with all your soul, with all your strength, and with all your mind and your neighbor as yourself.” Jesus, in this passage in John 13, takes love to a higher level! I am no longer to love others as myself but I am to love others as He loved us! In John 15:13 Jesus goes on to say, “Greater love has no one than this, than to lay down one’s life for his friends!” John 3:16 states, “For God so loved the world that he gave His only Son!” How awesome it is to meditate about the love of God in this light, that He loved the whole world enough to give His son! Then there is the depth of love that Christ manifested in that He died on the cross for you and me! Most of us would boldly state our love

for our family members and would be quick to come to their side. Most parents would willingly admit to being able to comprehend the concept of laying of our lives down for our children. However, what about others we come across on a daily basis? For example, those with whom you go to church, work alongside, and those you deal with regularly. This is the challenge. So much so, that the lawyer in Luke 10 sought to justify himself by asking, “Who is my neighbor?” Jesus basically breaks it down to being everyone! God didn’t love a particular segment of society, when He gave His son, He loved the whole world! Now most of us would not consider breaking the commandment to not murder or steal. However, how do we measure up in this area of sacrificial love? It is so easy to let conflict, bitterness, and resentment stand in the way of us being able to accomplish God’s best. Singer / Songwriter Jackie DeShannon, in 1969, wrote the song “Put a Little Love in Your Heart.” In her song she encouraged listeners to think of their fellow man, lend a hand, and put a little love in your heart. Why? Because the world would then be a better place! How about it Central? We are known as the community that cares. We can make it even better if we remember that we are surrounded by “neighbors” and put some more love in our hearts! We will not only be known as the “Community that Cares” for others but also as the “Community that Loves!” Ron Erickson, Pastor Future Hope Ministries

CHS Boys’ Bowling Defeats CHS Girls’ Bowling Beats Woodlawn & BR High Denham, Splits with St. Joseph’s

By Coach Godley

CENTRAL GIRLS' BOWLING BEATS DENHAM AGAIN Central Girls' Bowling (5-0) defeated the Yellow Jackets (2-2) for a second time this season and in convincing fashion. Central would win all three games en route to a 20-7 and 2423-2253 victory on Wednesday, February 12. Wednesday would mark the first time all season that the Wildcats would break 800 every game. Central won Game 1 (62, 809-704), Game 2 (6-2, 800738), and Game 3 (5-3, 814811). Game 1 was led by Haley Young (Junior & Co-Captain) with a 161, and Sarah LeDuff (Sophomore & Co-Captain) led Games 2 and 3 with a 182 and 195. Coming into this season the Central Girls had never defeated the Yellow Jackets, and now the Wildcats have won the last two meetings. Overall, Central was led by LeDuff’s 526 series, followed by Young’s 509, and Sophomore Kaylee Robinson’s 443. The Yellow Jackets were led by Bridgette Roundtree (183/475). CENTRAL GIRLS' BOWLING SPLITS HOME AND HOME WITH ST. JOSEPH’S Sometimes setting new school records just isn’t enough. The Central Girls (6-1) set new school records in Games (919) and Series (2566), and yet St. Joseph's Academy (3-2) bowled just a little better at their place (Circle Bowl). St. Joseph's seemed to be able to bowl just enough each game to edge the Wildcats on Tuesday, February 18, and win the match 18-9 and 2651-2566. The Wildcats would drop each game 3-5 and by narrow margins in Total Pins (919-935 in Game 1, 867-908 in Game 2 and 780-808 in Game 3). Even more remarkable was the fact that the highest St. Joseph's had bowled all season was a 791, and they topped that every game. Central was led in Game 1 by

Sophomore Kaylee Robinson with a 204, her first ever LHSAA 200+ game. Closely behind was Freshman Brittnee Robinson with a 190. Junior and Co-Captain Haley Young would try to keep the Wildcats in the match with a 177 and 183 in Games 2 and 3. Overall, Young led the Wildcats with a 510 series, followed by Brittnee Robinson’s 484, Kaylee Robinson and Sophomore CoCaptain Sarah LeDuff’s 468. St Joseph's was paced by a great 601 (243 game) from anchor Claire Barbier, and a 474 from Hope Bovard. Aaliyah Johnson led both teams with 154 pins over average. On Wednesday, February 19, it was Central’s turn to be at home at All Star Lanes in a match where the winner would take complete control of the district. The young Wildcats put Tuesday’s loss behind them and took back control of the Baton Rouge District. While the ink was still drying from the record breaking performance of a day earlier, the Wildcats rewrote school history again in Games (922) and Series (2631). This time Central’s great bowling would be more than enough to defeat St Joseph's. In fact, the final score would reflect a blowout. Central would cruise to a 23-4 and 2631-2319 victory. Central was led every game by Young’s outstanding 670 series (including games of 267, 214 and 189). Young’s 670 is the second highest girls’ series in the school’s history. LeDuff also turned in a nice series at 506 (193 game). Bovard led St Joseph's with a 504 (180). Central is proving that they can compete with anyone in the Baton Rouge area. With wins against U High and Redemptorist, the Lady Wildcats will bring home their first District Title. This Wednesday, February 26 at All Star Lanes (3:15PM), Central looks to get one step closer to a District Title by facing U High, who the Wildcats blew out 26-1 earlier this season.

Central Boys' Bowling (5-1) had a great week by first defeating Woodlawn (3-4) and then beating Baton Rouge High (1-4). In their first match on February 12 against Woodlawn, Central wouldn’t lose a point until the third game and would cruise to a 25-2 and 3173-2317 victory. In fact, Central’s newest bowlers would steal the show and carry the Wildcats throughout the match. Junior and Captain Jacob Garretson would lead the way with a great 257, but he was followed closely by Freshman Parker Aucoin’s 233 in Game 1. Game 2 saw another Freshman lead the way with a 247 from Dylan Ringo. Freshman Bryce Delaune helped wrap up the victory in Game 3 with a team high 189. Overall, Garretson rolled a team high 599 series, followed by Aucoin’s 584 and Ringo’s 565. Woodlawn was led by Claudia Savoie’s 223 and 600 and Travis Williams’ 223 and 597. In another match that was never in doubt, Central cruised to victory against Baton Rouge High on Tuesday, February 18 by rolling the third highest series in school history with a 3306. The Wildcats would ride the good bowling to a 24-3 win. In fact, the Wildcats would win Total Pins by over 1,000 pins (3306-2279). Aucoin would lead all Wildcats on his way to setting a new Central Boys’ Series Record with a 710! Aucoin had games of 249, 224 and 237. Garretson followed with a 607 series (182, 218 and 207). Ringo chipped in a 566 (213 game), and Sophomore Johnathan Ryder rolled his first 500 series of the season with a 502 (203 game). The Co-Ed Baton Rouge High was led by their anchor Keondra Eaton (199/537). Central enters district play this Wednesday, February 26 against rival Denham Springs (3-2) riding a 5-game winning streak. The Wildcats have defeated the Yellow Jackets in their last 3 matches, and with control of the BR 5A North District on the line, they’ll look to improve that streak to four at All Star Lanes (3:15PM).

Medical Advancements Improving Central Sports Senior Project by Caleb Harris

Medical advancements are currently changing sports in the Central Community. As a student athlete at Central High School, this has become very apparent to me. I have personally seen the medical technology become increasingly more integrated into the athletic programs over the past four years. As a football and baseball player, the medical technology that has been awarded to us athletes has been phenomenal. This technology includes concussion testing that allows coaches and trainers to be fully aware of the health of all athletes as well as physical therapy with specialized machinery to reduce recovery time. I would like to give a special thanks to the Central community for focusing on these advancements. Please recognize that it does not go unnoticed. I hope to see these advancements continue to benefit Central athletes.

FROM HUMBLE BEGINNINGS Dwayne Gafford, of Gafford Builders

Inc, started his business from the ground up. As Dwayne recalls “In 1994, I found myself unemployed and in the middle of building my own home. I had always wanted to be in the residential building business and thought, now is the time”. He tried to get his start in the early 80’s with his first spec house. He was remodeling and building custom homes and things were going pretty well. But soon after completion of that first spec home, at age 21, the housing market collapsed. It would take 7 years for him to sell his first spec home. He got out of residential construction, and went to work in industrial construction. He went back to LSU and had a few other odd jobs, but owning his own residential construction company was always a dream. After losing his job he thought now was the time. Dwayne was given the opportunity to start framing houses for a local builder. After four years of framing, he decided to take a chance and build another spec home and in 1998 Gafford Builders, Inc was born. “With many a long day and much grace from God I have been able to build a reputable business that I am very proud of. I treat the people I work with with respect and dignity and I build every home as if my family were going to live in it. That is where our motto Integrity First and Quality Throughout comes from” Today, we are primarily a Custom Home builder. We can draw your plans or work from plans you may already have. We have project in surrounding parishes and are currently a featured builder in Twin Lakes Estates, Burlington Lakes, and Village at Magnolia Square. Twin Lakes Estates – This is Central’s newest subdivision. “Upscale living in a country setting”. Burlington Lakes - For first time homebuyers or retirees looking to downsize. Village at Magnolia Square Traditional development where residents can live, play and work. For more information go to GAFFORDBUILDERS .COM

TIP OF THE MONTH:

When you have those small screws that won’t stay tight, dab a little clear nail polish onto the screw threads and then reinstall the screw. You can also use the nail polish to keep small nuts tight on bolts or screws. Do you have a small hole in a door or window screen? On a hole ¼” or smaller, dab a little clear polish over the hole.
