Enjoy a boat tour around the scenic Manasquan Reservoir Look for turtles, egrets, herons, ospreys and other wildlife in their natural habitat during a boat tour of the Monmouth County Park System’s Manasquan Reservoir. Led by a park system naturalist, these 45-minute tours leave from the Visitor Center, Windeler Road, Howell.

Tours are offered at the top of the hour from 2-5 p.m. on Saturdays, Sundays and holidays, May 1 through Sept. 6. Wednesday afternoon tours are offered at 2, 3 and 4 p.m. from July 7 through Aug. 25. Evening tours are offered at 6 and 7 p.m. on the first Friday of June, July and August.

All tours are weather and water level dependent. The fee is $6 per adult and $4 per child age 12 and under. Life jackets are required and provided. Tickets can be purchased in the lower level of the Visitor Center on the day of the tour. For more information, call 732-751-9453.

Volunteers needed to support survivors of sexual violence For 45 years, 180 Turning Lives Around, a private nonprofit organization in Monmouth County, has provided support and advocacy for victims of sexual violence in the aftermath of a highly emotional and traumatic experience with the assistance of its dedicated Sexual Assault Response Team (SART) volunteers. 180’s specially trained, confidential victim advocates, with countywide law enforcement and the Forensic Nurse Examiners program, provide emotional support and assistance to victims, and their significant others, during accompaniments for timely and sensitive hospital medical examinations, and police and grand jury pro-

cedures, according to a press release. 180’s volunteers also provide telephone support, which includes at the time of crisis, addressing medical and emotional needs, information regarding the justice system, and referrals for services. The volunteers also provide support and advocacy for the survivor’s significant other and adult survivors of childhood sexual assault, according to the press release. The organization’s directors are inviting the community to join 180’s life-changing mission. 180 will conduct the mandatory, 40-hour SART training course for new volunteers from June 1-24 (Tuesdays, Wednesdays and Thursdays) from 6-9:30

p.m., remotely via Zoom. Basic requirements for volunteers to apply include that they must be 18 years of age or older, have access to reliable transportation, possess a valid driver’s license, be willing to serve on an on-call shift basis, participate in an interview process and submit to fingerprinting and background checks. 180 is committed to a socially and culturally diverse team to best serve the community. Bilingual capability is helpful. Prior knowledge of or training in sexual violence is not required, according to the press release. To obtain an application, contact Kate

Resident adds voice to issue of former councilman’s comments Staff Writer

HOWELL – A resident has called the integrity of the Howell Township Council into question and seconded another resident’s previous call for an investigation into how a former councilman was able to ask specific questions about the 2021 municipal budget before the document had been released to the public. Resident Sheri Reavis has been a resident of Howell for 17 years, but the council’s April 27 meeting marked her first participation. She said she recently decided to pay more attention to local government. During her comments, Reavis referred to the governing body’s April 13 meeting when council members introduced the 2021 municipal budget. That night, Reavis noted, Rob Nicasto, a former councilman who currently serves on the Howell Planning Board, asked specific questions about the budget before it had been made public.

Nicastro mentioned items related to the Howell Police Department and the Howell Office of Emergency Management (OEM), including a proposed shift from a part-time OEM director to a full-time OEM director with a $50,000 salary. The budget that was introduced by the council shows salaries and wages for emergency management increasing from $8,250 in 2020 to $54,250 in 2021. Reavis said Councilwoman Pamela Richmond reported that issues regarding certain municipal hires had been discussed during a March 29 budget meeting. Regarding the March 29 budget meeting she reviewed, Reavis said, “The police chief offered his budget for 2021 … he stated that three members of the police force were retiring and those positions had already been filled. And he was requesting five new positions, two in information technology and three for patrol. “The conversation later moved to the OEM coordinator’s position and it was

discussed … to move from a stipend to a full-time position for the OEM coordinator and that a salary ordinance would need to be created, but there was no salary amount mentioned in that meeting at all,” Reavis said. She said it was interesting how “alarmingly accurate” Nicastro’s statements were prior to the budget’s introduction. She asked how Nicastro knew the full-time OEM coordinator’s position would have a $50,000 salary when that had not been previously disclosed. “I have only reviewed the (March 29 and April 13) meetings and I am hoping there is another public forum in which this information was shared that I am not aware of. “If you cannot provide this to me, I am left to question the integrity of the process. How can I and other members of the community trust the council and administration if the process is being disregarded and circumvented?” Reavis asked the council members. She said the matter of how Nicastro came to have certain information regarding the budget should be investigated. That same request had been made by another resident on April 13. Township Attorney Joe Clark responded, saying, “Any investigation I do is private, so I am not going to answer the ques-

tion. I have heard the requests from the citizens and whatever I need to do I will do.” Reavis asked if residents would be informed of the results of an investigation if Clark undertakes one. “I will have to see where the investigation leads. Some of this is confidential, some of it is not. I have not even begun an investigation yet. I heard the people want one. As you can imagine, I have a million things on my plate in addition to this. “I will begin an investigation. I will discuss with the Township Council the best direction for it to go in. If we need to appoint outside counsel independently to investigate, we will do that. These things tend to take time and be costly. I will look to see what the best options are,” the attorney said. “I understand there is a lot going on, but what we are talking about is the integrity of the council and the administration. If as a group you cannot be trusted to follow the procedures around the budget, what are the other issues you can’t be trusted to do?” Reavis asked. Clark said he would provide updates on the issue. “I am glad the meetings are recorded because I had the opportunity to review them … looking for that information trying to prove myself wrong,” Reavis said.

HOWELL – The 2021 wrestling season was a banner first year on the mat with the Howell High School wrestling team for Hunter Mays. Mays, a junior 160-pounder, went 16-0 and became Howell’s fourth state champion on April 25 with a 6-5 victory over Kingsway’s Dakota Morris. The state tournament was held at Phillipsburg High School. “It feels awesome,” Mays said about winning a state crown. “It feels great. All my hard work paid off.” Mays knew coming to Howell was a good place to be when started his junior year and met his teammates on the wrestling team. After moving from Levittown, Pa., to Howell, Mays was accepted right away by the Rebels’ wrestling program and Coach John Gagliano. For Mays, it was great to see the community and the school “appreciate” wrestling and the family atmosphere on the team was something he enjoyed being a part of. “Everyone accepted me right away and we pushed each other,” he said. “We are a tight-knit family here. I think that really helped me a lot coming from Pennsylvania.” Mays had a standout sophomore campaign for Conwell-Egan Catholic High School, winning 41 bouts. However, he was unable to fulfill his goal of winning a state title when he went 0-2 in the 2020 Pennsylvania Class AA state tournament. Upon moving to New Jersey, Mays kept the same goal of winning a state title. He knew it was going to be a tough task because New Jersey holds one state tournament and does not divide wrestlers based on the size of their school. But Mays did not shy away from believing he could claim the gold medal. Moving up from 138 to 160 pounds,

Mays won all eight of his matches in an abbreviated regular season by pin or technical fall. During the Central Region Tournament on April 18 at Hunterdon Central High School in Flemington, Mays began to make a name for himself. He pinned his way to the regional semifinals and won by a technical fall in the semifinals to reach the championship bout. In the regional final, Mays locked horns with No. 1 seed Colton Washleski of Hunterdon Central and scored a 14-3 victory to win his first region crown. “He’s such a hard worker,” Gagliano said of Mays. “It’s a great feeling to see someone work so hard and win it all. He’s a good team player and a good role model for the other kids in the program.” After winning the region title, Mays headed to the state tournament searching for “redemption” after his disappointing performance in the 2020 Pennsylvania state tournament. Mays entered the 2021 New Jersey state tournament as the No. 5 seed at 160 pounds and rolled into the semifinals where he defeated No. 1 seed Blake Bahna from Watchung Hills, 11-7. In the championship bout, Mays capped off his magical season by winning the gold medal. He jumped out to a 6-2 lead over Morris and hung on for a one-point victory to bring a fourth individual state championship back to his new home of Howell. “I’ve worked my whole life for that,” Mays said. “Every hard thing I went through was worth it at the end.” Mays became Howell’s first state champion since Eric Keosseian won the 220-pound title in 2017. Howell produced four medal winners in the 2021 state tournament, which is the most the Rebels have ever had in one year. 2021 Cadillac CT5 V-Series

I

f you live in New Jersey you already know that when it comes to cars and music our biggest ambassador is The Boss himself – Mr. Bruce Springsteen. One of the many gems he penned was Pink Cadillac. A small bit of that song proclaims: “I love you for your pink Cadillac. Crushed velvet seats. Riding in the back. Cruising down the street. Waving to the girls. Feeling out of sight. Spending all my money. On a Saturday night.” Wow! The vision you get from that song is almost perfect. But that was then when the brand was noted for being the ultimate big cruiser mobile. The 2021 Cadillac brand has morphed into something a lot more performance and technology oriPeter Perrotta ented than what it once was. The new Escalade is a technological wonder, featuring one of the world’s most advanced infotainment screens. Last year, Cadillac stuffed its former CTS sedan and replaced it with the CT5 – a more sculpted version with a sportier stance. And, this year, it pivoted even more in the direction of offering a more performance lineup by coming out with the CT5 V-Series sedan. The CT5 V-series sedan features a high output 3.0 liter twin turbo V-6 engine which uses low inertia turbochargers to enhance power production across the rpm band. It is rated at 360 horsepower and 405 pound feet of torque. Cribbing from the press release offered by Cadillac on the new CT5: “CT5 recasts the concept of American luxury with a distinctive fusion design, performance and comfort, supported by the brand’s latest technologies.” I recently jumped behind the wheel of the 2021 Cadillac CT5 V-series for one week to see where this fairly new offering stands among its competition in this segment. The problem is this segment of the sports sedan market features some stiff competition – namely the BMW 3 series,

Mercedes C class and the Audi A-5. The folks at Car and Driver said: “When compared with its rivals the CT5 doesn’t have the sharpest reflexes or the poshest cabin, but its handsome styling helps it stand out from the crowd.” In this case the CT5’s main rivals are all German imports. So, does the CT5 V-series drive like a German import with its stickto-the-road handling? Absolutely not. The CT5 V-series has its own personality. Overall, I would say that the CT5 Vseries is a good-looking sports sedan with plenty of Wow! factor. It is fast enough to make it an exciting ride and luxurious enough to impress. Personally, I found it to be comfortable in the fit category, albeit I could have used a tad more leg room. Its interior ergonomics are good and its infotainment system works well and isn’t confusing to use. Here’s the rub with the CT5 V series. It doesn’t handle like a German import performance sports sedan. What I mean by that is that in the ride and handling department you get a much different feel than a 3 series BMW or a C

class Mercedes. The BMW and C Class give you a tight handling ride you can take through some hairpin turns at high speeds in confidence, and like most European cars, you feel the road under you a bit more. If you harken back to Springsteen’s vision, the DNA of the Cadillac just isn’t the same. If you are looking for that Euro sports car feel then the CT5 V-series just may not be for you. But, if you are more comfortable with a bit of a softer, more pillowy ride that still gives you some power pizzaz, then the CT5 may just be the ride for you. The all wheel drive CT5 V-series sedan I drove carries a base sticker price of $47,795. With added options and $995 for destination and delivery the bottom line sticker price on my tester came in at $65,445. Added options included: $6,290 for the Platinum Package; $5,290 for the Premium Package; $2,000 for the all wheel drive; $1,950 for driver assist and advanced security; $635 for Satin Steel metallic paint and $500 for the driver awareness plus package.

The Platinum Package includes: an ultraview sunroof; leather seats and a parking package. The Premium Package includes: lighting package; navigation and Bose premium; climate package and a technology package. The EPA fuel consumption rating for this model comes in at 21 miles per gallon overall – 26 mpg in highway driving and 18 mpg in city driving. The EPA estimates that it will cost about $2,300 a year in fuel expenditures to run that CT5 as it uses about 4.8 gallons of gas per every 100 miles you drive it. In the government’s 5-star safety ratings it did not get an overall score yet or a score for the frontal crash test. It received 5 stars for the rollover test and 5 stars for the side crash test. Later this year, Cadillac will introduce the “Super Cruise” feature for the CT5 V series. It will be the world’s first true hands free driver assistance feature.

HOWELL – An ordinance that will, if adopted, remove warehousing and distribution as a permitted use in Howell’s Special Economic Development (SED) zone is expected to be considered for passage during the May 11 meeting of the Township Council. The ordinance was introduced on April 13. Mayor Theresa Berger, Deputy Mayor Thomas Russo, Councilman John Bonevich, Councilwoman Pamela Richmond and Councilwoman Evelyn O’Donnell voted “yes” on a motion to introduce the ordinance. If the ordinance is adopted, permitted uses such as assembly and packaging, and/ or the manufacturing of food, textile products, apparel, lumber and/or wood products, furniture, stone, glass and clay would still be permitted in the SED zone. The proposed ordinance states that retail uses will continue to be permitted as an accessory use in the SED zone only to those warehouse/distribution facilities that

legally existed as of April 12, 2021, provided the percent of floor area devoted to retail use be limited to 1,000 square feet or 5% of the gross floor area, whichever is less. A public hearing on the ordinance and a possible vote for its adoption were scheduled for the council’s April 27 meeting, however, the item was pulled from the agenda prior to the meeting. When residents attending the April 27 meeting asked why the ordinance had been removed from the agenda, Township Attorney Joe Clark said proper notice of the proposed legislation had to be provided to other municipalities by certified and regular mail. “Notice had to be given out, not only into Howell, but also Farmingdale, Wall Township and Lakewood because (the proposed ordinance) is affecting areas outside the borders of Howell as well and under the Municipal Land Use Law they (have to) receive notice. That is being done right now and (the ordinance) will be on for May 11,” Clark said.

Howell residents question proposed pay raise for council By CHARLES DAYE Staff Writer

HOWELL – Two Howell residents have made their feelings known about a proposed salary increase for the members of the Township Council. The $54.84 million municipal budget that has been introduced for 2021 shows the total salaries and wages line item for the Township Council increasing from $37,500 to $60,000. The budget has not been adopted and may be revised until the

May 11 public hearing. Residents Tina Smilek and Steve Morlino addressed the salary issue during the public comment portion of the council’s April 27 meeting. Smilek noted that the proposed increase would take a council member’s annual pay from $7,500 to $12,000. Township Attorney Joe Clark reminded Smilek the April 27 meeting was not the public hearing on the budget and Smilek said she was aware of that fact.

Addressing the council members, Smilek said, “I think you all have been working very hard for the last year. I think you deserve something. I think the (proposed increase) is a little aggressive.” Morlino, who has served on numerous municipal boards and commissions in Howell during the past 30 years, said his service to the community and his wife’s service on local boards was done on a volunteer basis. “I don’t say that for accolades, I say that

for the fact that citizens of this town volunteer their time … all of these people serve at the pleasure of their own experiences in this town. “They are not compensated in any way. So when I see a headline about a Howell council pay raise up for a vote … I see what this council is looking to get for themselves,” Morlino said. “There is a global pandemic taking place. We have people in Howell who are standing in lines for food. We have people who are out of work on unemployment. “We have a lot of people who are financially hurt. We have people who are going to be evicted when this thing ends and the ban on evictions ends,” Morlino said. He suggested that a raise of 2% or 3% would represent a reasonable request by the members of the governing body. Clark said the issue would be addressed in greater depth during the May 11 public hearing on the municipal budget. He said a salary ordinance would have to be adopted by the council to enact the increase that is being proposed. “The last salary ordinance was in 2013, eight years ago. The last raise before that was 2004, nine years prior. So we are right about on schedule for a pay raise for council,” the attorney said. Councilman John Bonevich said the proposed increase is larger than what otherwise might be proposed because a raise is not offered annually and there is a cost of living increase. Councilwoman Pamela Richmond said council members still have to discuss the issue. “We don’t take it lightly, we do our research, and like Councilman Bonevich said, there is a cost of living increase, and I do concur that we work extremely hard, all present parties included,” Richmond said.
