North Brunswick man accused of assault during U.S. Capitol breach

A

North Brunswick resident was charged with assaulting several U.S. Capitol Police (USCP) and Metropolitan Police Department (MPD) officers, as well as other crimes, during the U.S. Capitol breach on Jan. 6 that disrupted a Joint Session of the U.S. Congress in the process of affirming presidential election results. Christopher Joseph Quaglin, 35, was charged by criminal complaint with assaulting, resisting or impeding certain officers or employees; civil disorder; and obstruction of an official proceeding, according to information provided by the U.S. Department of Justice. He made his initial appearance on April 7 in the U.S. District Court for the District of New Jersey. According to court documents and pub-

licly available video, Quaglin was seen repeatedly assaulting multiple law enforcement officers guarding and protecting the Capitol from rioters, according to the statement. Body worn camera (BWC) footage shows Quaglin, wearing protective gear including a helmet and gas mask, engaging violently and disruptively with police, according to the statement. As alleged, in the early afternoon around 1:36 p.m., Quaglin was captured on video approaching the police line and verbally engaging with MPD officers, shouting threats and profanities. As described in charging documents, additional USCP surveillance video shows Quaglin pointing at and shoving a USCP

n April 20, the annual fire district elections will take place throughout New Jersey. As part of the election, individuals are elected to fill expiring three-year terms as fire commissioners. Also voted on during the election is the annual budget for each fire district. This is not a new tax, Chief Christopher Perez of the Kendall Park Fire Company reminded residents. South Brunswick separated into three taxing fire districts in 1978, and as such, the fire tax has been included as a separate line item in a prop-

erty owner’s property tax bill for almost 45 years. For South Brunswick Fire District No. 1, which is covered by the Kendall Park volunteer firefighters, the total budget for 2021 is $874,050, with the amount of $867,750 to be raised by taxes. This is a 0.9% increase over 2020’s budget, or an increase of $7,630. The tax rate for 2020 was 8.4 cents per $100 of assessed valuation and there will not be an increase in the tax rate for 2021. Thus, taxes for fire protection will remain the same for taxpayers covered by the district.

Volunteer group takes charge as South Brunswick Viking Vaccinators By JENNIFER AMATO Managing Editor

Such words and phrases have been commonplace for Suzanne O’Rourke and her group of South Brunswick Viking Vaccinators, who have been volunteering to secure COVID-19 vaccine appointments for the community at large. In February, O’Rourke began by helping some friends get their parents COVID vaccine appointments. “After having success, I moved to helping on the NJ COVID Vaccine Info Facebook page, helping strangers in New Jersey find appointments for their loved ones. Then I put a post on the South Brunswick Community Facebook page offering help to those who qualified and needed help in our township. From that point on my focus was helping our community,” she said. She said one night on the CVS website she got the dreaded “glitch” screen and “panicked” as she had a list of people she had promised to help. “I posted that I needed help and that’s when I met my first volunteer, Nicole Rose. She helped me through that night and we became fast friends. We would each work separately night after night on our own lists, but we would check in with each other, usually around 3 a.m. or 5 a.m., to see if either of us needed help,” O’Rourke said. Eventually, O’Rourke’s South Brunswick list grew and it became clear she could not do it alone, she said. “Nicole offered to help me and over the next two weeks more volunteers offered to help. I did ask questions as I didn’t have time to train someone on the various ins and outs of each website and how to secure appointments. Most of my volunteers had been helping either their own family and friends or were volunteering on the New

Jersey COVID site or WGIRLS (a women’s empowerment group). “Today we now have 11 of us working together around the clock to secure these appointments, including myself, Nicole Rose, Christine David Resnick, Regina Boudwin, Radhika Krishnan, Kavita Surve Pawale, Viji Rao, Supriya Nishikant, Sireesha Ramakrishnaand, Jen ChaneseBarany and one who wishes to remain anonymous. “This group of women is extremely dedicated. They have worked endless days in a row with no sleep. One volunteer even worked the night before her wedding and during her honeymoon, another worked while also caring for her sick child. We share a bond of the desire to make a difference and help others. Together we have worked together to successfully book hundreds of appointments for South Brunswick residents,” O’Rourke said. O’Rourke filters most of the requests, and she keeps a master list with the contact person’s name, the name of the person/people they requested who need(s) assistance, their age, date of birth, address, phone number, email address, qualifier and how far they are willing to travel. She will also mention special details, such as if couples are involved, so the volunteer knows if they need to secure two spots at the same location at about the same time. Sometimes the volunteers coordinate together, all looking for a particular location right around the same time so that if two volunteers grab one slot each, a couple can be booked together. Although most appointments are scheduled from midnight to 6 a.m., O’Rourke said, if someone notices an opening during the day, they will send a group message with a link to the booking site. “Then, whoever is around will jump on their computer and try to grab slots. Once we secure the day and time appointment, we communicate to see who else is still on the list and we get them booked. Teamwork is the key to our success. (Continued on page 8)

North Brunswick appoints Mehta to township council Managing Editor

NORTH BRUNSWICK – With the transfer of Claribel Cortes from councilwoman to Middlesex County surrogate, Rajesh Mehta was appointed to fill the remainder of her term in North Brunswick. Cortes was a member of the North Brunswick Board of Education, but joined the North Brunswick Township Council in March 2020 after the passing of longtime Councilman Robert Corbin. After completing his unexpired term, she ran for re-election in November and was elected to serve her own three-year term. With her swearing in as surrogate last month, the North Brunswick Democratic Organization was able to submit three

Mehta was sworn in during the meeting, having been chosen over Ann Rosenzweig and Connie Adamo. “I’m very excited to work with an excellent mayor and excellent councilmen who I know for a long time,” Mehta said after his administration of oath. He has been a longtime committeeman, moving to North Brunswick in 1999. “This town is one of the best towns in the county,” Mehta said, saying he will do whatever he can do help the community. Mehta’s name will appear on the June 8 ballot since the unexpired term will be up for election in November.

The owner of a home in Kendall Park that has an average assessed value of $193,230 will pay $161 for fire protection this year. Perez explained that although the budget increased, the tax rate remained the same because it is covered by new ratables in the fire district; thus, there is no increase to taxpayers. “The commissioners of each district live in their district. They are local people trying to get the best fire protection they can while being conscious of every dollar

nificant savings for taxpayers every year, according to fire district officials. In 2020, the proposed budget for Fire District No. 2 was voted down by residents for the first time in the 42-year history of the district. The defeated budget was subsequently reviewed by the Township Council, whose members eventually voted to approve the fire district’s budget as it had been proposed. Also, two incumbent commissioners are on the April 20 ballot seeking reelection: Charles G. Spahr and Douglas A. Wolfe. There are no other candidates who have applied to be placed on the ballot. Fire District No. 3 will open the polls to its registered voters from 2-9 p.m. April 20 at the Kingston Firehouse, Heathcote Road, Kingston. The fire district’s budget for 2021 is $836,429, with $597,766 to be raised through taxation. The tax levy has increased by $11,800 (2%) because the fire commissioners are using $186,500 of unrestricted fund balance to balance the budget, according to Commissioner Agostino Racanati. The fire district’s tax rate has increased from 9.9 cents per $100 of assessed valuation in 2020 to 10 cents per $100 of assessed valuation in 2021. The owner of a home assessed at $200,000 in the fire district will pay $200 for fire protection this year. The two commissioners up for election are Jane Eisenmann and Racanati. South Brunswick is divided into three fire districts, each with its own elected five-member Board of Fire Commissioners. The commissioners are responsible for providing fire protection to the residents and businesses of their respective district. Since the creation of the fire districts in the town in 1978, the providing of fire protection is funded through the levy of a fire tax on all property owners within the respective fire districts, which is paid as part of the township property tax (residents do not receive a separate bill). Prior to the creation of the fire districts, funding for fire protection came through fundraisers run by the local volunteer fire departments, along with a small stipend provided by the governing body. Funds generated by the fire tax are used to fund fire protection services to residents and businesses of the fire district. This includes the operation and maintenance of the fire stations and fire apparatus, as well as the purchase of firefighting equipment, supplies and protective clothing for firefighters; costs of training; and insurance. All three fire companies in South Brunswick are volunteer organizations. The annual budget for each fire district is drafted by the members of the Board of Fire Commissioners and must be presented

at a fire district meeting at least 60 days prior to the date of the election. Once adopted, the budget is then submitted to the New Jersey Department of Community Affairs – Division of Local Government Services (DLGS) for review. Once approved by the DLGS, the budget is then presented at a public hearing during a fire district meeting where residents may comment on the budget. Following the public hearing, the budget must be formally adopted by the majority of the five-member Board of Fire Com-

missioners. Once adopted, the budget is sent back to the DLGS for final review and comment. Once reviewed and approved by the DLGS, the budget can then be placed on the ballot for approval/disapproval by the registered voters of the district. If a proposed budget is voted down in any fire district, the members of the Township Council will review the budget and decide what costs are justified, and if they will make any cuts or leave the budget as it was proposed by the fire commissioners of that fire district.

Around 2:34 p.m., BWC footage captured Quaglin lunging at an officer and pushing him down, according to the statement. As a result, several officers dropped their shields, which Quaglin and other rioters stole and passed back into the crowd. At 3:03 p.m., Quaglin entered the Lower West Terrace tunnel to gain entry into the Capitol. According to video footage, Quaglin visibly pushed his way to the front of a large crowd and continued attempting to push past police guarding the Lower West Terrace exterior doors, according to the statement. At 3:06 p.m., Quaglin sprayed the chemical irritant at MPD and USCP officers, and again, at 3:07 p.m., directly into the face of an MPD officer who was not wearing a face shield or gas mask. He can later be seen at the front of the line pushing up against the same MPD offi-

cer he sprayed with the chemical irritant, as the crowd yells “heave ho” and puts their collective mass behind Quaglin and others, according to the statement. Quaglin remained on the front line of rioters impeding police until approximately 3:18 p.m. when he was pushed out of the tunnel with other rioters, according to the statement. The case is being prosecuted by the U.S. Attorney’s Office for the District of

Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Assistance was provided by the U.S. Attorney’s Office for the District of New Jersey. The case is being investigated by the FBI’s Washington Field Office, who listed Quaglin as No. 58 on their seeking information photos. aw enforcement officers will be cracking down on distracted drivers during April as part of New Jersey’s UDrive. UText. UPay. Enforcement campaign. Through the entire month, the high visibility law enforcement initiative will target motorists who engage in dangerous distracted driving behaviors such as talking on hand-held cell phones and sending text messages while driving. The National Highway Traffic Safety Administration reports that in 2018 alone, 2,841 people were killed in distracted driving crashes on our nation’s roads and an estimated 400,000 people were injured. In New Jersey, driver inattention was listed as a contributing circumstance in 50% of the state’s crashes in 2018. Driver inattention was in fact listed as a contributing factor in crashes at a rate seven times higher than that of the next highest contributing factor (speed). Distracted driving is any activity that diverts attention from driving, including talking or texting on your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo, entertainment or navigation system — anything that takes your attention away from the task of safe driving. Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for five seconds, according to state officials. At 55 mph, that’s like driving the length of an entire football field with your eyes closed. New Jersey is one of eight states nationally to receive dedicated federal funds this year to tackle the issue of driver distraction. This federal funding will be used for police overtime enforcement grants at the local level as well as a statewide multimedia public awareness campaign on this important issue.
