Spotswood council appoints new business administrator By VASHTI HARRIS Staff Writer

he Borough Council approved a resolution appointing Ryan Michelson as the municipality’s new full-time business administrator. Michelson will be taking over the position from Dawn McDonald, who was mentioned in three different lawsuits filed by Chief of Police Michael Zarro, Spotswood Police Captain Philip Corbisiero and former Emergency Medical Services Director David Nichols in 2019, all of which cited alleged acts of harassment and misconduct by McDonald.

Attorney Gina Mendola, who represents Zarro, Corbisiero and Nichols, said the lawsuit between the Borough of Spotswood and Zarro and Corbisiero has not been resolved. Mendola said that both parties are exchanging discovery materials; however, the lawsuit between the borough and Nichols has been resolved, but she can’t disclose the settlement agreement because of the confidentiality provision. Mayor Jackie Palmer said the business administrator, by Spotswood borough ordinance, serves at the pleasure of the mayor.

reating a space where young filmmakers can showcase their work to a larger audience, co-founders Emily Eng and Kevin Lin will hold their first EB Indie Film Festival. The film festival opens on April 28 for general submissions and the main event will be held Aug. 13-14, at which time he and Eng will present awards and showcase student films. “A couple of years ago I was toying with the idea of a film festival in East Brunswick that can give young creatives a space to interact and share their work,” Lin said. “When I was growing up in East Brunswick there were little opportunities in the arts aside from school electives and the RecordPlay film festival held at the public library.” That being said, Lin said the EB Indie Film Festival aims to be a resource and an educational space for students, who have an interest in the arts to connect, create and grow with one another. “We are seeking independent student works from a variety of genres that explore new perspectives and we hope to share

original work to bring the community together,” Lin said. The film categories at the festival, Eng said, will be narrative short film, animated shorts, documentary shorts and music videos. “Due to the pandemic, we had to shape our festival around the CDC guidelines for gathering. We noticed that drive-in movies were thriving due to indoor theaters being closed,” Eng said. “We were looking for a way to stand out from your typical film festival so we decided to create it around the drive-in style. This idea was also inspired by the fact that East Brunswick had a drive-in movie theater in the ’70s up until 1983.” Eng said the drive-in film festival will be held in East Brunswick, but she does not have a set location to reveal at this time. If someone wants to submit their film/ video for the festival, Eng said participants from the ages of 14-25 can submit to their FilmFreeway page. For more information and to submit a film/video, visit www.filmfreeway.com/ EBIndie or ebiff.org.

East Brunswick’s Lost Souls Memorial Project monument will be built at community center By VASHTI HARRIS Staff Writer

T

he Lost Souls Memorial Project Inc. released a Request for Proposal (RFP) to launch the design phase of its history-restoring monument. Founded in 2017, the Lost Souls Public Memorial Project is a grassroots, community-based effort to remember 177-plus African Americans whose freedom was stolen by a corrupt Middlesex County judge, Jacob Van Wickle, in 1818. The project would build a memorial at the East Brunswick Community Arts Center, according to the Rev. Karen Johnston of the Unitarian Society of East Brunswick.

The juried design chosen will record and welcome back in perpetuity the Lost Souls stolen from the East Brunswick community 203 years ago, according to a prepared statement from the organization. The Lost Souls memorial will be located at the Community Cultural Arts Center in the township from which infants, youth, women and men were forcibly removed by a sitting judge and consigned to permanent enslavement in the deep South, according to the statement. The Lost Souls RFP was promulgated as Black History Month concluded two centuries after their loss from inclusive (Continued on page 16)

Spotswood council authorizes change order to remove material from DeVoe Lake

By VASHTI HARRIS Staff Writer

SPOTSWOOD – In one of the latest moves to reconstruct its notable lake, Spotswood’s Borough Council approved a resolution authorizing a change order for the DeVoe Lake Dredging Project phase one. On Oct. 8, 2020, in accordance with the resolution passed by the borough and Notice of Award, CME Associates advised SumCO Eco-Contracting of the borough’s award for the contract in the amount of $1.85 million for the base bid of the project, according to the council. In the engineer’s report dated April 1, CME Associates Engineer Bruch Koch said the contractor is working on the dredging and stockpiling of materiel. CME Associates has been coordinating with the

borough and the contractor to review additional dredging work. Koch said CME has submitted a change order for an additional 5,000 cubic yards of material to be removed from the lake, along with additional work. CME will submit options for the borough to review and provide direction on the location and depth of the additional work. Before the resolution was approved, Counilman Larry Kraemer asked if the dredging of more materials will cost the borough more money. “The decision to dredge more material is the result of money that is left over in the grant. There was an item in the contract that would allow additional material to be removed and this would be a instance of ‘use it or lose it’ with regards to that funding that’s coming from the state,” said Er-

disposal fees, the borough has requested the additional work at DeVoe Lake per the alternate bid item for 5,000 cubic yards of additional dredging be awarded as a Change Order with conditions agreed to by the borough and SumCo, listed in CME correspondence dated April 1, according to the council. Based on the contractor’s updated schedule the anticipated trucking dates extend to April 30 with site restoration to be completed by May 12, and the contractor has been advised they will be responsible for any additional fees incurred for the permit extension, if granted, and will speed up completion of the project based on the current permit deadlines and their updated schedule, according to the council. A little girl lives on through one big wish

April 21, 2021A

April 13 ceremony was the first wish Make-A-Wish New Jersey headquarters hosted in more than a year By MADELEINE MACCAR Correspondent

W

hen a few cloudy, dreary days finally gave way to the springtime sun, it shone on the first wish that Make-A-Wish New Jersey’s headquarters hosted in more than a year. The private ceremony, held April 13, honored the legacy of 2-and-a-half-yearold Penelope, a brave young girl who spent her short life battling neuroblastoma, a type of cancer that attacks nerve tissue and most commonly affects children. She passed away in February. But Penny’s legacy will endure with the posthumous granting of her big-hearted wish: a $10,000 donation to Tackle Kids Cancer, the Hackensack Meridian Children’s Health Children’s Cancer Institute’s philanthropic initiative that raises funds for both pediatric cancer research and programs for its children’s hospital, where Penny was treated. “Penny liked to help around the house, she liked to help the doctors, so we were thinking this could be her way of helping with the future of pediatric cancer research,” Penny’s mom, Cassandra Izquierdo, said after the ceremony held at Make-a-Wish headquarters, the Samuel & Josephine Plumeri Wishing Place, in Monroe Township. The day was packed with emotional reunions, an outpouring of gratitude and a surprise visit from former New York Giants quarterback Eli Manning as Penny’s parents, members of her medical team and Make-A-Wish representatives gathered to celebrate a big wish from a little girl. “I was a little nervous at first: There were so many people and cameras, but everyone helped us feel comfortable really quickly,” said Penny’s father Jack Lindsay. Tom Weatherall has been Make-AWish New Jersey’s president and CEO for 16 of his 19 years with the organization. He’s seen nearly 10,000 wishes come true in that time and, while he says that each child, family and circumstance made every one of those wishes unique, one like Penny’s is downright uncommon. “Typically, we grant wishes from the four most popular categories: I wish to go, I wish to be, I wish to have, I wish to meet,” he said. “And then there’s this fifth

rare category: I wish to give. We only see a handful a year. Penny’s parents felt very strongly that anything that could be done to avoid another family from having to experience what their young, precious daughter did at the dawn of her life.” Izquierdo and Lindsay say it’s no surprise their daughter was thinking of others, which is why they so ardently followed through on doing something to support the facility that took care of their daughter. “Penelope was very independent and liked to do things for herself, which I think is why she wanted to help all the time—she wanted to learn how to do things and then do them her own way,” Izquierdo said. “She was also very nurturing. She had a lot of baby dolls, and she loved her babies. She was always taking care of them and feeding them and rocking them to sleep. I always told her she was such a good mommy to them.” For the Make-A-Wish family, nearly four decades and tens of thousands of wishes are daily reminders that all it takes is one gesture to make a huge impact. “The experiences that our staff and board and myself and our volunteers and our donors have witnessed for almost 40 years of operation in New Jersey are what inspire us,” Weatherall said. “Penny’s wish was one of the most inspirational. These families draw a strength that is quite incredible, so you see, feel and ob-

serve something that is extraordinary. To be around people like that time and time and time again, I find, is the most fulfilling experience, and it makes you want to do them justice.” If Penny’s wish demonstrated the depth of her unusual empathy, having Manning there to help make it happen spoke of how often and generously the G-Men give back, too. “The Giants ownership has created a culture that, at every level of the organization, embraces, celebrates and welcomes our kids: To say that they’re one of the greatest wish-granting organizations, there’s truth behind that,” Weatherall said. “Every time a child wants to meet their favorite player, what’s really going to happen is they’ll meet the entire team, speak to them, get into the huddle and give a pregame speech. … They’ll be on the sidelines so the players can run over and give them high-fives, then be invited up to the suite to watch the game.” While Weatherall says it’s absolutely expected that the Giants will “go above and beyond” for Make-A-Wish children, Manning’s in-person support absolutely bowled over Penny’s parents. “I turned around and Eli Manning was there!” Izquierdo said with a laugh. “I had seen him before on a Zoom call I did with another foundation for Penelope, and I thought that was amazing—but then he

showed up for this, and that was just beyond amazing. He was so genuine and really kind, and I think Penelope would have loved him.” And for the Make-A-Wish New Jersey family, Penny’s donation was not only a reminder of how much love a young heart has to give but also a glimmer of optimism for the future. “Every wish is different and unique because we’ve never done it for that child or that family before,” Weatherall said. “But what made this one so incredibly special was the story of Penny’s family wanting to honor her legacy as we’re—hopefully— coming out of this pandemic. The actual fulfilling of a wish as well as the symbolism of the light at the end of the tunnel was everything that castle was built to do.” Izquierdo and Lindsay agree that it was one very special day that Penny made possible. “It was amazing, it was perfect,” Izquierdo said. “Tackle Kids Cancer actually funded the clinical trial that Penelope was a part of. We need more clinical trials to find a cure, and the fact that Penelope was able to make a difference by giving back was really special.” Visit wish.org/nj for more information about Make-A-Wish New Jersey. our year-end goal of graduating 250 new kids from our learn to swim program.” In the past, the Raritan Valley YMCA has delivered swim programs to as many as 1,000 individuals in a single year, through the swim lesson program, daily lessons for summer campers, the Riptide swim team, and free lessons through grant programs such as the USA Swimming Foundation, according to the statement. After the initial pandemic shut down, the swim lesson program re-opened in Summer 2020. The USA Swimming Foundation vetted 243 applications through a competitive annual review process and chose 67 programs to receive funding. “It’s an incredible feeling to know

that USA Swimming Foundation funding will be used to create a valuable swimming experience for thousands of children who may not have had the opportunity to learn how to swim,” Scott Usher, director of development for the USA Swimming Foundation said in the statement. “We are thrilled with the depth of this year’s swim lesson provider applicant pool and we couldn’t be prouder to support these lifesaving opportunities for children across the country. We owe a tremendous thank you to our partners and donors who continue to make a difference in our mission of saving lives and building champions.” For more information on the Raritan Valley Y, visit raritanvalleyymca.org

COMMUNITY BULLETIN BOARD With local gardeners getting ready to start their spring plantings, the East Brunswick Public Library is opening its EB Grow seed library to the public. EB Grow began in 2018 as a joint project between the library and the Friends of the East Brunswick Environmental Commission. Housed at the library on Civic Center Drive, the goal of the seed library is to introduce residents to gardening, provide education on seed-saving, and encourage patrons to develop a passion for sustainability and hands-on learning. Gardeners can view and request one

of the three curated garden packs online at www.ebpl.org/ebgrow. This collection includes easy-to-grow seeds that do well in New Jersey’s climate. Each pack has a different theme, including garden salads. In addition to the EB Grow seed library, the library circulates a special seeds starting kit through the EB Create lending kit program to its cardholders. The kit includes grow lights and heating mats to help jumpstart plants. Kits can be borrowed by library cardholders for two weeks. For more information, visit www.ebpl. org.

BULLETIN BOARD

Films focusing on climate change and its impact will be featured in the East Brunswick Public Library’s first-ever virtual film festival. The upcoming series includes “Fire and Flood: Queer Resilience in the Era of Climate Change,” April 20-21, examines how the LGBTQ communities of Puerto Rico and Santa Rosa survived Hurricane Maria and wildfires, in late 2017. The film explores the vulnerability of LGBTQ communities to climate disasters. This film is not yet rated but runs 102 minutes. Trailer not available. The Option Green Virtual Film Festival is part of the ongoing partnership between the library and the Friends of the East Brunswick Environmental Commission. Each year, the two organizations host free events on environmental topics led by experts in the field. The film series is funded by the American Library Association’s “Resilient Communities: Libraries Respond to Climate Change” pilot program. The films will be available for online viewing. Participants can sign up for these free screenings online at www.ebpl.org/ optiongreen. Links to view the films will be sent to ticket holders at the start time of this event, and will expire 48 hours later. Following each screening, there will be an ongoing, discussion on the EBPL Discord server. Attendees will receive the link in their ticket. Free tree seedlings will be available as part of the New Jersey Forest Service’s New Jersey Tree Recovery Campaign. Residents can pick up tree seedlings from 9 a.m. to noon April 24 at Great Oak Park, 260 Rues Lane, East Brunswick. Seedlings, available on a first-come, first-served basis, come with instructions on how to store, care for and plant the trees. The guides help residents choose the right place on a property to plant a tree while keeping in mind the tree’s full-grown size in the future.

The group will initially serve more than 14,000 new patients annually but expects to expand rapidly over the next 12 months. Although Astera Cancer Care is a new cancer care organization, its physicians have cared for thousands of cancer patients in Central New Jersey since 1981. Astera Cancer Care physicians average more than 20 years of medical experience and have deep connections to their surrounding communities. Astera providers currently practice at 14 distinct locations in Middlesex, Som-

erset, Hunterdon, Mercer, and Monmouth counties in New Jersey as well as in Bucks County, Pennsylvania. Astera Cancer Care offers standard and advanced therapeutics, including chemotherapy, biologic therapy, immunotherapy and radiopharmaceuticals along with a complete portfolio of radiation oncology treatment options, including proton therapy, prostate brachytherapy, and radiosurgery. Astera Cancer Care has one of the only community-based clinical trial programs in

CAR-T cell therapies in the nation. The practice will participate in OneR, a collaborative clinical trial group under OneOncology, a network of oncology practices throughout the United States. Additionally, the group’s relationships through the OneOncology network will allow Astera physicians to provide access to all technologies needed to provide personalized cancer care for all patients. Penn Medicine Princeton Health begins vaccinating school employees

N

urses and other staff members from Princeton Health Community Wellness and Engagement will be traveling to schools in Middlesex, Mercer and Somerset counties - including East Brunswick and Monroe - to provide vaccine clinics for staff members of the host school as well as neighboring districts, according to information provided by Princeton Health on April 2. School nurses attend the clinics to monitor individuals for 15 minutes after receiving the vaccine. The effort kicked off on March 30 at Cranbury School and will continue for the next several weeks. In mid-April, Princeton Health will also begin working with colleges and universities to vaccinate their staff members, according to the statement. Vaccinating education and higher education staff is part of an ongoing, broader plan by Princeton Health to administer the COVID-19 vaccine to members of demographic groups that state health officials indicate may have challenges scheduling

or getting to vaccine appointments, Margaret DeFalco, assistant vice president, Administrative Services, who supervises vaccine operations at Princeton Health, said in the statement. She noted that Princeton Health also is focused on assisting people 65 and older who may have difficulty navigating online scheduling systems. Princeton Health’s vaccine clinic on the Princeton Medical Center campus continues to serve all individuals who are eligible for the vaccine under state guidelines. The off-site clinics are being provided in addition to the full schedule of on-site vaccinations that were already arranged at Princeton Health. “We are committed to fulfilling the lifelong healthcare needs of people in our community, and COVID-19 is the greatest public health challenge in recent memory,” DeFalco said in the statement. “Vaccinating as many people as possible is a crucial step. We are working with partners throughout the community to do this in a safe, effective, and equitable manner.”

The prior business administrator’s services were no longer needed when a new mayor was elected, she said. Palmer said McDonald’s last day with the borough coincided with the previous mayor, effective Dec. 31, 2020. The council approved the resolution authorizing the appointment of Michelson on April 5 during the council meeting via video conference. “This administration has a different vision for our borough and pursued an extensive search for the best-qualified candidate for business administrator. Specifically, we were looking for someone whose professional background and personality would fit with the current administration and our vision for the future,” Palmer said. “We had over 25 applicants with a wide range of experience and utilized a municipal recruiting firm to assist with our search.” Michelson’s annual salary is $105,000, subject to the terms of the agreement, according to the council. “Michelson comes to Spotswood with a wide range of experience in government and non-profit organizations. He has a Master’s degree in public administration,” Palmer said. “With over 10 years of experience and contributions in public administration, fundraising, public relations, marketing, finance and general administration, we are confident that Michelson will be a tremendous asset to our Borough. We look forward to welcoming him on April 26.” For more information, visit www. spotswoodboro.com/borough-council.
