ayor Stephen Dalina is proposing the creation of a township Economic Development Advisory Board in efforts to promote economic growth and job creation by aligning local business leaders with elected officials to maximize the talents of the community and its workforce. He will present an ordinance for introduction establishing the advisory board before the Township Council on May 3, according to a release from the mayor’s office. “We want to work collaboratively with Monroe’s business leaders to attract businesses that will add to the township’s already strong and diverse economic community,” Dalina said in the statement. “It’s also important for all of us to support existing local businesses that have been impacted by the pandemic. This initiative will dovetail with our Master Plan efforts where the township is exploring appropriate plans for all types of land use, particularly commercial activity. Of course, new business opportunities in the township lead to property tax relief, from non-residential tax revenue, and that’s a win for everyone.” In December, the Township Council approved a resolution to hire H2M Associates Inc. in Parsippany, an engineering firm with expertise in reviewing master plans, for public outreach services in an amount not to exceed $66,000. The township will reopen and update the following elements of its master plan: municipal land use, roads and transportation, parks and recreation and open space. With the Economic Development Advisory Board, Dalina envisions formulating and recommending policies and programs to the council that encourages desirable

Y’s events keep people healthy and active during tough times

T

he COVID-19 pandemic has caused disruptions in our daily routines. In order to keep ourselves and our community safe, we attend virtual classes, and sit in front of a screen for hours on end. Our social and physical activities have decreased, which can have an effect on our physical and mental health. As a result of the pandemic, communities that used to be stronger than glue have slowly begun to lose that bond. Despite the challenges we have faced, the Raritan Valley YMCA in East Bruns-

wick is working harder than ever to keep the health of the community flourishing, healthy and happy. This spring, the YMCA looks forward to the return of some of its signature inperson events, such as the Spin-a-thon and Healthy Kids Day, both at the YMCA facility on Tices Lane in East Brunswick. “Our work has never changed,” said Executive Director Gina Stravic. “We are for healthy living, social responsibility and youth development in our community. We’ve brought back our programs

safely or connected with people virtually. We’ve distributed food to those who need it. We’ve had to do things differently, but we are looking forward to getting back to what we’ve done best in the past.” The eighth annual Spin-A-Thon took place on April 10. An outdoor event for COVID safety, participants rode in spin class or took Zumba class to support the YMCA’s summer camp scholarships, drowning prevention efforts, food pantry and more, all while supporting the health of the participants.

ollowing her confirmation and swearing in by the New Jersey State Senate Judiciary Committee on March 25, Claribel Cortes was sworn in on March 26 by Middlesex County Clerk Nancy J. Pinkin to serve as Middlesex County’s surrogate. With her confirmation and swearing in, Cortes becomes not only the first Latina to serve as Middlesex County surrogate, but the first Latina constitutional officer in

Middlesex County history, according to information provided by Middlesex County. The county surrogate acts as the judge of the Middlesex County Surrogate’s Court, which is responsible for probating wills; processing adoptions, contested probate matters and alleged incompetents; filming and recording all probate proceedings; investing minors’ funds; appointing guardians of minors; and handling the administration of estates without wills, according to the statement. “Today is an important day not only for Claribel Cortes, but it is an historic one

for Middlesex County,” Middlesex County Commissioner Director Ronald G. Brunswick Township Council, where she is the communications liaison. She filled the vacancy left by the late Robert Corbin in 2020 and was elected to the seat in the November election. From 2017-20, Cortes was a member of the North Brunswick Township Board of Education, where she chaired the board’s Community Relations Committee. She is a past member of the Board of Trustees of Middlesex College. Since 2017, she has been a vice chair and board member of the Statewide Hispanic Chamber of Commerce of New Jersey, which represents more than 119,000 Hispanic-owned businesses throughout New Jersey. Cortes is a media executive with nearly three decades of experience working for such companies as Fox News, ABC News, and, most recently, the Associated Press. As the director of digital media for the Associated Press, she managed a global news division, securing partnerships with Warner Brothers, Sony and Disney, according to the statement. Since 2017, Cortes has served as the cofounder and president of the Setroc Group, a New Brunswick-based, minority- and veteran-owned business that assists mid- to large-size firms and government agencies in expanding their media footprint in the Hispanic market via digital and broadcast media. She is currently completing an executive program at Penn State University in social impact strategy and will continue on to an MPA. As an avid runner and marathoner, she volunteers as a head coach for the organization Girls on the Run. Cortes takes over the position of county surrogate left vacant by former Surrogate Kevin J. Hoagland, who retired in December after 28 years of service. The Office of the County Surrogate will be on the ballot in the November 2021 general election. Middlesex County Commissioners’ deputy director passes away By JENNIFER AMATO Managing Editor

M

iddlesex County Commissioner Kenneth Armwood, who was serving as the deputy director of the Middlesex County Board of County Commissioners, has passed away at age 46. Armwood died on March 29. “It is with a heavy heart and great sadness that we share the news of the passing of our beloved and highly regarded deputy director, Kenneth Armwood. As a lifelong resident of Piscataway and a graduate of Rutgers University, Deputy Director Armwood was emblematic of Middlesex County – an advocate for all, and one we were incredibly proud to call a fellow county commissioner,” the Middlesex County Board of County Commissioners said in a statement. As a lifelong resident of Piscataway and a graduate of Rutgers University, Armwood’s public service began at age 19 when he was elected to the Piscataway Township Schools Board of Education. While on the school board, he served as a member of the Middlesex County Task Force on School Violence, which created an emergency response manual for schools

throughout the county; it has since been used as the model for a state program, according to his biography listed on Middlesex County’s website. Armwood’s experience in government also includes his election to the Piscataway Township Council (2004-13), where he served as council president in 2008 and 2013. As a councilman, Armwood was involved in the renovation of Quibbletown Park, where the All Children’s Playground was designed for children with or without disabilities so they all can play together, according to his bio. Upon joining the Middlesex County Board of County Commissioners (formerly the Middlesex County Board of Chosen Freeholders) in March 2013, Armwood oversaw the county’s Business Innovation, Education and Opportunity Committee, which fosters economic, cultural, artistic and educational development. He was named the board’s deputy director in 2020. Armwood’s list of achievements included establishing the Annual Business Summit, bringing leaders into the county’s (Continued on page 14)

hashish possession, according to a prepared statement from the governor’s office. Marlin presented various information to about two dozen attendees of the forum, which was held by the East Brunswick Public Library on March 19 via video conference. In 2010, Carlin said medical marijuana became available in New Jersey with some of the strictest laws in the country. The penalty for possession of more than 50 grams was a disorderly person’s ticket. By 2016-17, Carlin said bills were starting to be introduced to legalize recreational marijuana. In 2017, Murphy ran for governor with one of his campaign promises being the legalization of recreational marijuana usage. A big turning point, Carlin said, was in 2018, when medical marijuana laws were reviewed with recommendations to relax current regulations. On Nov. 26, 2018, a bill was approved by the state Senate and Assembly Budget Committees for full house vote, but eventually not a full vote. “New Jersey is the 13th state to legalize recreational marijuana. Every single state has different rules and regulations. The first one was Colorado, there were some lessons learned from Colorado that we’re bringing over here to New Jersey,” Carlin said. “Also, right now it’s still federally illegal, there are bills in both the House of Representatives and the Senate to legalize marijuana as a whole in the United States. With a Democratic House, the Democratic Senate and a Democratic president, I foresee that happening.” As of right now, Carlin said it is still illegal in New Jersey and still a schedule one drug in New Jersey. If someone is 21 and older, they can possess up to 6 ounces of marijuana; however, there are restrictions on where you can consume marijuana. “The restrictions are very similar to alcohol restrictions, so in parks, in public places, you’re not allowed to consume,” Carlin said. “The dispensaries that open, a lot of them will have consumption sites, indoor and outdoor, so you’ll see those rules and regulations come down. Right now, the only dispensaries that are open are medical marijuana dispensaries, and there are 12 in the state.” Carlin said once recreational dispensaries start opening up, there will be up to 37 cultivators, which include the 12 medical marijuana dispensaries. So, there are only a few licenses left to be had, but there will be stores in a lot of the municipalities where people live and work, she said. On the law enforcement side, Carlin said police officers can no longer use the smell of marijuana to conduct a search, except for suspected DUI. Prosecutions must

put an end to low-level arrests, meaning if someone is in possession of less than 6 ounces of marijuana. “Marijuana is decriminalized … for anyone under 21, meaning that right now if a kid under 21 gets caught using alcohol or marijuana, they’re not going to get arrested. Of course, we don’t want kids to get arrested, but also parents right now are not going to be notified, it’s kind of going to be some kind of warning, but there’s really no checks or balances,” Carlin said. “It’s not like there’s a system where a law enforcement officer could be like, alright well I stopped you know Mara Carlin, she was under 21, it was her first warning , the next one, like we’re going to notify their parents. There’s nothing like that yet.” Municipalities right now have 180 days to opt-out if they do not want to have dispensaries in their town. “There are lots of things that municipalities have to decide, not just dispensaries but cultivation places, consumption areas, so there are lots of decisions that municipalities are going to have to make in the next 180 days from when the governor signed the legislation. So there’s a lot of thinking that municipalities have to do,” she said. Carlin said for recreational marijuana, New Jersey residents are not allowed to home-grow. Some pros regarding the legalization of recreational marijuana include: • Increase in state revenue; other states that have legalized recreational marijuana have a lot of tax collected. In New Jersey, there’s not really a clear path on what exactly that revenue is going to be used for; the state has a lot of debt, so it might be used for that, Carlin said; • Safety controls in terms of preventing the distribution of black market marijuana, which is sometimes laced with other substances; • The expansion of medicinal marijuana usage, specifically allowing more research to be done on marijuana; • Reducing stigma around individuals who have substance use disorders. When things are decriminalized and/or legalized, there’s less stigma and if somebody needs help, they’re more likely to ask for help, she said. “What’s great about criminal justice reform is that it reduces a lot of costs. … You look at the amount of people that have been arrested for low-level marijuana crimes, for lack of better words, there’s just a lot of money lost their expungement,” Carlin said. “Many people have on their record marijuana, marijuana arrests, those are going to be expunged. Then our current laws, the way that they were written really disproportionately targeted people of color and people from low socioeconomic areas.”

Armwood also worked for East Brunswick. “It is with great sadness that I must inform the residents, business community, municipal staff and the community at large of the passing of Kenny Armwood, the East Brunswick economic development officer. Kenny had become such an integral part of the township since assuming his position about a year ago. His big personality and warm disposition made him such a magnet for friends and strangers alike,” Mayor Brad Cohen said in a prepared statement.

Cohen said Armwood had the biggest heart that touched many people around him. “For the township, he was just hitting his stride as he seemed to have found the perfect role for his talent and skills. I can safely say East Brunswick was certainly his second home after his native Piscataway,” Cohen said. “In his role as the deputy director for the Middlesex County Board of County Commissioners, he was able to extend his reach beyond East Brunswick and even the county. Kenny truly lived and breathed the role and responsibility of a public servant,” the mayor said. Metuchen Mayor Jonathan Busch was one of the first political figures to post a tribute on Facebook at about 1 p.m. March 29. “I do not need to tell you that Kenny was an extraordinary man. Over the last couple of years, Metuchen came to know his warmth, energy, spirit and deep commitment to public service. The Kenny that Metuchen knew made sure representation mattered and spoke to every person who spoke to him like they were the most important in the room because they were,” Busch said. “Kenny was always an active participant in the borough’s efforts, including when he came by last weekend to show his support and solidarity with the AAPI community. “Kenny’s presence will be deeply missed throughout our community, but we are committed to continuing his legacy of leadership and inclusion in everything we do. So long friend, may your memory be a blessing,” Busch wrote in his post. “I first came to know Kenny when he

Although marijuana is not as addictive as other substances, the number one drug that youth go to treatment for is marijuana, Carlin said. • Health risks relating to brain development amongst youth who consume marijuana. “You can poison yourself, especially young kids when they’re out and about, but with edibles, it often takes longer for you to feel the effects than traditionally smoking marijuana or vaping oils,” Carlin said. “So what happens a lot of times is people take a portion, don’t feel anything for, I don’t know 30-40 minutes, take more to feel the effects, and then it kind of hits them all at once.” Since the state of Colorado legalized recreational marijuana, Carlin said marijuana traffic-related deaths increased 151% while all Colorado traffic-related deaths increased 35%. Traffic deaths involving drivers who tested positive more than doubled from 55 in 2013 to 138 people killed in 2017, she said. Besides marijuana-related traffic deaths, Carlin said in Colorado they also saw an increase in marijuana hospitalizations and violent crimes. “My passion is youth, my passion is really making sure that our youth are safe. You know, adult use is one thing, but I think when it comes to the youth, we have to be really careful and what our laws are saying, where we’re selling it, what some of the rules and regulations are,” Carlin said.
