The Central CA CLUW Chapter is affiliated with the San Joaquin-Calaveras, Stanislaus-Tuolumne, Merced-Mariposa and the Fresno-Madera-Tulare-Kings Counties Central Labor Councils and the North Valley Labor Federation. We would like to recognize Maisy Avila, Andrea Randle, Ann Hutson and Maria Patterson who are our voices in the Councils and the Federation. In September 2011, our Chapter received the coveted National “Joyce D. Miller” Award for having recruited the most Chapter Members in the United States between Biennial Conventions. Joyce Miller is a pioneer feminist who opened the first Biennial National CLUW Convention in 1979. The theme for the first Convention was "A Woman's Place is in Her Union." During her term, CLUW publishes Effective Contract Language for Union Women and a CLUW health and safety series. Also, CLUW joins with other women's, civil rights and religious groups to lobby for minimum wage increase. CLUW participates in the Decade of Women Conference and publishes booklet Commitment to Child Care. CLUW President Joyce D. Miller becomes the first woman elected to the AFL-CIO Executive Council in 1980….First National Conference on Organizing the Unorganized and she publishes Absent from the Agenda, a survey of women representation within the leadership of the labor movement. I was extremely fortunate to meet Joyce Miller in person and forever thankful to have had the opportunity to receive this award from a true living legend. Our Chapter thanks the National CLUW for this prestigious recognition. We are appreciative of all the support received from our Union brothers and sisters, without it we couldn’t have done it!

Central CA CLUW is proud to honor Connie Leyva as our “Labor Leader of the Year” Connie M. Leyva currently serves as President of the California Labor Federation and as President of UFCW Local 1428 in Claremont, CA. Leyva also serves as a Vice President on the International Executive Board of the UFCW. Connie Leyva joined Local 1428 as a member in 1985 during her senior year in high school, while working for Alpha Beta. She worked her way through college, graduating in 1991 from the University of Redlands with a Bachelor’s Degree in Communicative Disorders. She started working at Local 1428 in 1994 in the Benefits Department. She became a Union Representative in 1995; and in early 2002 she was elected President of Local 1428, becoming the first woman president of a UFCW local in Southern California. As President of UFCW Local 1428, Leyva continues to be a pivotal leader in the labor movement. Recently, she was instrumental in the tenuous contract negotiations involving 62,000 grocery workers here in Southern California. After 8 long months of negotiating, Leyva credits the successful settlement to a very strong UFCW membership and community support. “Negotiating good contracts for workers is the life’s blood of the Union, I do this diligently and proudly, Leyva says. Leyva has been recognized by many organizations (The Latina and Latino Roundtable of the Pomona and San Gabriel Valley, The UCLA Labor Center, SOL (Strengthening our Lives), Los Angeles County Federation of Labor and the California Teachers Association) for her leadership in the labor movement and for her dedication to worker’s rights and her work toward building better communities by committing her time and the resources of Local 1428 toward several community service projects for example, the adoption of Kingsley Elementary school in Montclair, CA and donating to “Shoes That Fit”. Local 1428 also houses “The Giving Back Food Pantry”, a brainchild of Leyva. Leyva’s motto is “Let’s leave the world better than we found it.” An activist in all aspects of her life, Leyva continues to work tirelessly to elect friends of working people to office in many federal, state and local political campaigns. Leyva states, “It is important to elect people who share our vision for our members, working families and our communities”. Leyva comes from a Union upbringing, her father was a supermarket worker who belonged to UFCW Local 1428 and her mother was a member of CSEA (California State Employees Association) for 35 years. She met her husband, Albert, when both were working at an Alpha Beta supermarket. Leyva and her husband have two daughters, Allie and Jessie who attend college in Chicago. Leyva and her husband reside in Chino, CA. On behalf of the Central CA Chapter of Coalition of Labor Union Women, we recognize your efforts and say “Thank You”. You are helping pave the way for the female labor movement and setting the high standard of leadership and accountability by example. We appreciate you!


Why this year is so critical: California ranks in the bottom tier in the nation on education and funding for public services, per capita. WE MUST pass a tax initiative in November that will fund K-12 education and public safety to make California strong again. Our retirement security is at risk. WE MUST reform pension smartly so that all working Americans can retire with dignity. The 1% is attacking Union Members’ political voice. WE MUST defeat a bogus initiative that aims to silence the voices of the 99%. Fight back the bogus initiative that would silence workers’ voices – A Political Power Grab by the 1%. The initiative is designed to tip the balance of political power in favor of big corporations. Backers of this initiative say it is comprehensive campaign finance reform, but don’t be fooled. It virtually eliminates the use of workers’ contributions while creating a giant loophole for big corporations. 

Severely restricts Union members’ political activity

 Changes the rules to benefit wealthy corporate interests at the expense of working families  

Makes collecting voluntary member contributions to fund political actions unnecessarily cumbersome Creates huge loophole for corporations

Makes NO RESTRICTIONS whatsoever on the use of corporate profits for political purposes.

Central CA CLUW – Civic Service Leader of the Year Congratulations to Gwyndolyn Harshaw!

Gwyn Harshaw is known for her courage in times when the rest of the world, would rather walk away. She is known; too many as the “Purple Lady” with a heart of gold. You can bet that if there is a need to be filled, she’s the lady, smiling raising her hand, waving, while completing the task at hand.

Gwyn has been involved in Unions and Associations for over 40 years. She’s a Relief School Bus Driver for the Fresno Unified School District, Chapter President of SEIU Local 521, Fresno Unified School District, Executive Board Chair of Schools Parks and Multiple Committees. In addition, she serves on the Kings County Workforce Investment Board and is a Trustee for the Fresno-MaderaTulare-Kings Counties Central Labor Council.

Gwyn played a key role in the development of the African American Caucus (AFRAM) and also with SEIU Local 521 and legacy Union SEIU Local 535. She is currently the President of AFRAM and SEIU 521. The National African American Caucus of the Service Employees International Union (SEIU) is committed to enhancing opportunities for education, training, mentorship, leadership development and networking for SEIU members and staff of African descent. Gwyn is a member of The African American Leadership Association, out of Atlanta, Georgia. Her faith carries her far through the most difficult times, making it real clear, the only person that she fears is GOD. This is one of life’s main ingredients for success.

I have been married to my husband, John, for 42 years; we have four children and four grandchildren. Our roots are very deep in this community. As a past Atwater School Board Trustee and Atwater City Council member, I have been privileged to work with educators, business leaders, concerned citizens, and elected officials from several counties on critical issues including;    

I worked with community leaders and citizens from Merced, Madera and Stanislaus counties acting as both a conduit of information and facilitator to resolve community problems with multiple state agencies and departments.

Join the Female Labor Movement with the Central CA CLUW Chapter The Coalition of Labor Union Women is America's only National organization for Union women. Formed in 1974, CLUW is a nonpartisan organization within the Union movement. At its founding convention in Chicago, Illinois, CLUW adopted four basic goals of action: to promote affirmative action in the workplace; to strengthen the role of women in Unions; to organize the unorganized women; and to increase the involvement of women in the political and legislative process. These goals continue to be the cornerstone of CLUW's activities as Members speak out for equal pay, child and elder care benefits, job security, safe workplaces, affordable health care, contraceptive equity, and protection from sexual harassment and violence at work. The officers for the Chapter include President, Nikki Linnerman (SEIU 1000), Vice President, Maisy Avila (CWA), Treasurer, Astrid Zuniga (UDW), Ann Hutson (SEIU 1000), Recording Secretary and Andrea Randle (UAW), Correspondence Secretary. Yvonne Walker, President of SEIU Local 1000 is on the Chapter’s Charter List of Union Members. Assemblymember Cathleen Galgiani and Anna Caballero, Secretary of the State and Consumer Services Agency are our notable Charter Chapter Associate Members. The primary mission of CLUW is to unify all Union women in a viable organization to determine our common problems and concerns and to develop action programs within the framework of our Unions to deal effectively with our objectives. He is our Central CA CLUW Member Activist Honoree for 2011. Our Chapter is the most

progressive nationally as we have nineteen men that are Members. CLUW is for men too. The female labor movement needs all the support it can get – just like everybody else. We appreciate all of Jerry’s efforts and assistance with all of our events, meetings and projects. He is an invaluable Member and a friend as well. 2011 MEMBER RECRUITMENT AWARD Cecelia De La Torre is the Treasurer of IBEW #1245 and the best organizer you will ever find! She is our Central CA CLUW Member Recruitment Honoree for 2011. With her efforts, our Chapter has gained close to thirty new members and we appreciate it. Cecelia De La Torre’s efforts significantly helped our Chapter achieve the accomplishment of receiving the “Joyce D. Miller” National Award in September 2011 at the Biennial National CLUW Convention. Central CA CLUW donated raffle prizes to the San Joaquin-Calaveras Counties Central Labor Council's 25th Annual Golf Tournament. We are proud to have Andrea Randle as our Central CA CLUW Delegate to the SJ CLC. We provided a child's bike (compliments of Dave Smith, CC CLUW Member), wine and jewelry as compliments to the gift baskets along with some CLUW buttons for the bags.

Organizing and Outreach Drive in Fresno

Visit to the Fresno SEIU 521 Office – Central CA CLUW held an organizing and outreach drive for Central CA CLUW and presented at the "Women's Caucus" Meeting on June 23rd. Ten new members!

Applebee's Central CA CLUW Fundraiser

We had our Applebee’s fundraiser at two locations at the same time on the same date in two different counties. Stanislaus and San Joaquin County. Thank you to all who helped make it a success! 2011 Women of Labor Conference - California Labor Federation and the UFCW Women's Network Many of our Chapter Members attended this Conference and participated in Lobby Day in Sacramento.

Biennial CLUW Convention Central CA CLUW takes home the “Joyce D. Miller” National Organizing Award. Our Chapter had only been established for eight months and there was a 24 month competition period! Great job CLUW!


2011 CENTRAL CA CLUW CHAPTER Tradeswomen’s Annual Dinner Central CA CLUW Treasurer and Labor Council Trustee, Astrid Zuniga (UDW) attended the Tradeswomen’s Annual Dinner. Thank you to the Stanislaus-Tuolumne Central Labor Council for the tickets. The Occupy Movement - Central CA CLUW gets actively involved in the Occupy Movement. Central CA CLUW affiliated with the Fresno-Madera-Tulare-Kings Counties Central Labor Council and the Merced-Mariposa Counties Central Labor Council. We also embarked on and are currently working an eleven county voter registration drive through our Unions and friends as Central CA CLUW. We have one thousand forms registered to our organization from the Secretary of State. If you know of someone who needs to register to vote or would like someone to come out and do a presentation at your worksite or group, please contact Phyllis Johnson, our voter registration lead at (209) 471-2192.

Established in 1957, the CLC is a county body of the national AFL-CIO. It represents more than 68,000 workers from fifty-six (56) unions in Fresno, Madera, Tulare and Kings counties. The CLC serves as an information and education exchange for workers, a leadership and organizational developer, and advocate. The organization fulfills these objectives by aiding and assisting local unions, affiliates, workers and their families; engaging and cooperating with local agencies and businesses; supporting and promoting policies and legislation in the interest of workers and their organizations; and, encouraging workers and their families to fully participate in civic life and to exercise the rights of citizenship. CLC has operated the Dislocated and Adult Worker Program in Fresno County for eight years (2011) under the Workforce Investment Act.
