"Raw materials are essential for the sustainable functioning of modern societies. Access to and affordability of mi neral raw materials are crucial for the sound functioning of the EU's economy. Sectors such as construction, che micals, automotive, aerospace, machinery and equipment sectors which provide a total value added of 1,324 billi on EUR and employment for some 30 million people all depend on access to raw materials. ●… [T]he EU is highly

dependent on imports of strategically important raw materials…

●Securing reliable and undistorted access to raw materials is increasingly

U's competitiveness…

becoming an important factor for the E

●… the EU should agree on an integrated raw materials strategy [to] be based on the following 3 pillars: ‒

ensure access to raw materials from international markets under the same conditions as other industrial competitors;

set the right framework conditions within the EU in order to foster sustainable supply of raw materials fro m European sources;

boost overall resource efficiency and promote recycling to reduce the EU’s consumption of primary raw materials

•

The starting point of the international cooperation dimension of STRADE is the large disconnection between efforts to securing supply by minerals consumer countries on one hand, and initiatives promoting accountability and transparency and better environmental and social standards on resource producing countries, on the other.

•

A truly comprehensive strategy for securing supplies must place emphasis on global integrated efforts on strengthened policy coherence and on actions from all actors involved (international companies and organisations; States; civil society) for enabling frameworks to achieve resource extraction is performed applying the best operational standards and aiming at broader-based development.

•

STRADE will analyse EU and non-EU countries' engagement with raw materialsproducing countries and will develop international stakeholder dialogues to develop an internationally accepted evaluation scheme. This will allow to assess whether specific production sites operate at high, medium or poor sustainability levels. The project will also explore the conceptual foundations for a global resource governance strategy.
