Aside from the clearing of all obstructions and debris, the ECQ-HS Drive also aims “to overall promote health and sanitation in Cebu City; collection and proper disposal of garbage; environmental protection, household clean up and initial restoration and repair; promotion of safe- ty; elimination of risks and hazards; prevention of the spread of COVID-19; and facilitating livelihood and business activities, among others”.

Mayor Rama has requested all barangay officials and employees to also “exert all efforts and utilize all its resources to support the clean-up and clearing activities.”

He likewise asked Cebu City Government employees and personnel, employees and workers of the national government assigned in the City, the Convergence Group, Task Force “Puyo”, and members of other sectors to actively participate in the ECQ-HS Drive.

City Administrator Engr. Ma. Suzanne Ardo- sa has been appointed as Overall Operation Commander for the activity, which saw some 800 tons of debris collected during the first wave on December 30 in the Kinasang-an-Bulacao, Labangon-Punta-Tres, Guadalupe-Banawa,K a m puthaw-Zapatera, and Mabolo-Lahug areas.

“We deployed 63 dump trucks, 16 mini dump trucks, 14 payloaders and eight skid-loaders,” Ardosa said. While EO 152 called for a massive clean-up for two separate days, the mayor also called on the public to help or stay at home and keep their vehicles at bay to ensure less distractions and seamless movement of equipment.

Like Oplan Puyo in the earlier months while in pandemic and under an enhanced community quarantine (ECQ), the city allowed movements outside residences only for essential purposes. Today’s ECQ is qualified as Enhanced Citywide Qualitative Health and Sanitation (ECQ-HS). The mayor also tasked the police to randomly check people outside their residences or in their vehicles if their purpose are essential.
