Ang Sydney Morning Herald isyu ng 26 Disiembre 2008, (siyam na buwan bago ang malaking baha ni Ondoy) ay may inilathalang anunsiyo na may pamagat ―Disaster Warning in Asia-Pacific‖ - tungkol sa maagang babala ng mga eksperto sa bagyo na : mas marami , mas madalas , at mas malalakas na mga bagyo ang darating sa Asya bunsod ng pabagobagong klima ng mundo. Minabuti kong paramihin sa pagpa-photcopy nang halos isandaang sipi ang tinurang pagtataya sa panahon, at sinulat ko sa itaas nito ang mga salitang: ―Magsilbing maagang babala (early warning) sa ating lahat ang anunsiyong ito‖. Ipinamigay ko sa mga kasapi ng Buklod Tao Community-based Disaster Risk Management at gayundin sa Buklod ng Kabataan ang anunsiyong tinuran. At nagkakatotoo nga ang sinasabi sa babala. Nawa ang newsletter na ito ay magsilbi pa ring maagang babala gamit ang ―print media‖, tulad sa ginampanan ng Sydney Morning Herald. Mapapaloob sa maikalawang buwanang munting diaryong ito ang mga pag-unlad sa mga gampanin ng Banaba Disaster Risk Reduction Project ugnay sa paglikha ng kapasidad (capacity building), pagtaguyod sa kabuhayan (livelihoods), at adbokasiya. Mahalagang salik ng Banaba Disaster Risk Reduction Project ang maagang babala at kahandaan. Kailangan ang tambuli sa pagpaparating ng babala. Ang munting diaryong ito nawa ang magsisilbing tambuli ng bawas peligro, iwas sakuna sa Banaba.

ORDINANCE NO. 2010-2015 ORDINANCE CREATING THE MUNICIPAL DISASTER RISK AND REDUCTION MANAGEMENT COUNCIL (MDRRMC) OF THE MUNICIPALITY. Sponsored by : Councilor Norberto C. SaIen WHEREAS: section 447 (a)(1)(iv) of R.A. 7160 states that, "the Sangguniang Bayan, as the legislative body of the municipality shall enact ordinances necessary for an efficient and effective municipal government, and in this connection shall, adopt measures to protect its inhabitants from the harmful effects of man-made or natural disasters and calamities; WIIEREAS: There is a need for the creation of the municipal council to provide a, comprehensive, all hazards, multi-sectoral inter-agency and community-based approach to disaster risk reduction and management; NOW THEREFORE, on proposal and motion of Councilor Norberto C. Salen, duly seconded, BE IT ORDAINED AS IT IS HEREBY ORDAINED, as follows: SECTION I. Title. This Ordinance shall be known as the "MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDRRMC) OF SAN MATEO, RIZAL‖. SECTION II. Declaration of Policy. It is a declared policy of the municipality to uphold, develop, adopt, ,and incorporate people's constitutional right to life and property by addressing the root causes of vulnerabilities to disasters, strengthening the countrys institutional capacity disaster risk risk reduction and management, and building the resilience of local communities to disasters including climate change impacts. SECTION III. Definition of Terms. (a) ADAPTATION- the-adjustment in natural or human systems in response to actual or expected climatic stimuli or their effects, which moderate harm or exploits beneficial opportunities. (b) CAPACITY- a combination of all strengths and resources available within a community, society or organization that can reduce the level of risk or effects of a disaster. (c) CIVIL SOCIETY ORGANIZATIONS or CSO's- organizations whose aims are neither to generate-pro{q nor to se,ek governing power. CSOs unite people to advance shared goals and interests. They have presence in public life, expressing the interests and values of their members or others and are based on ethical cultural, scientific, religious or philanthropic considerations. (d) CLIMATE CHANGE- a change in climate that can be identified by changes in the mean and/or variability, of its properties and that persists for an extended period typically decades or longer, whether due to natural variability or as a result of human activity. (e) COMMUNITY-BASED DISASTER RISK REDUTION AND MANAGEMENT or CBDRRM - a process of disaster risk reduction and management in which at risk communities are actively engaged in the identification analysis treatment, monitoring and evaluation of disaster risks in intense level of political considerations. (g) CONTINGENCY PLANNING - a management process that analyzes specific potential events or emerging situations that might threaten society or the environment and establishes arrangements in advance to enable timely, effective and appropriate responses to such events and situations. (h) DISASTER- a serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts, which exceeds the ability of affected community or society to cope using its own resources. (i) DISASTER RISK- the potential disaster losses in lives, health status, livelihood, assets and services which could occur to a particular community or a society over some specified future time period. (j) DISASTER RISK REDUCTION- the concept and practice of reducing disaster risks through systematic efforts to analyze and manage the casual factors of disasters including through reduced exposures to hazards, lessened vulnerability of people and properly, wise management of land and the environment and improved preparedness for adverse events. (k) DISASTER RISK REDUCTION AND MANAGEMENT- the systematic process of using administrative directives, organizations and operational skills and capacities to implement strategies, policies and improve coping capacities in order to lessen the adverse impacts of hazards and the possibility of disaster. (l) EARLY WARNING SYSTEM- the set of capacities needed to generate and disseminate timely and meaningful warning information to enable individuals, communities and organizations threatened by a hazard to prepare and to act appropriately and in sufficient time to reduce the possibility of harm or loss. (m) EMERGENCY- unforeseen or sudden occurrence especially danger, demanding
