Move It On Over:

CBYRA Annapolis Race Week Revolves Around City Dock

by Bill Wagner

A

nnapolis Race Week has been held on the Chesapeake Bay over Labor Day weekend for more than four decades. Organized by the Chesapeake Bay YRA (CBYRA), the popular three-day regatta has become a local tradition—albeit solely within the sailing community. “People around Annapolis that didn’t own a sailboat or weren’t competing had no idea when Annapolis Race Week was held or what it was all about,” says Bobby Frey, former CBYRA president and on-water regatta chairman. CBYRA officials believe the 44th annual Annapolis Race Week will greatly increase awareness among average Annapolitans that a major sailing event is being held in their midst. Headquarters for Annapolis Race Week have been moved to City Dock, and that increased visibility should benefit both the city and the regatta. The location change is part of a growing effort to utilize City Dock space for events that will benefit downtown Annapolis and the local economy. Moving all off-water activities to Susan C. Campbell Park allows the public—both local residents and tourists— to get involved with Annapolis Race Week. “For the first time in its history, Annapolis Race Week is really going to be part of Annapolis,” Frey says. “If you go to the race weeks in Key West and Charleston, the city is a big part of the charm. I think this move has the potential to be a really positive thing for both the city of Annapolis and CBYRA.” CBYRA has partnered with the “Summers at City Dock” program to create a festival atmosphere for Annapolis Race Week, being held September 4 to 6. Activities being offered include street performers, live music, face-painting, and more. Annapolis Community Boating will offer kayak and

canoe rides and sailing demonstrations, while J/World Annapolis will be raffling off sailing lessons. Numerous vendors such as Helly Hansen, Vineyard Vines, and Shades of the Bay will be on site throughout the weekend. The Main Ingredient will provide bag lunches and catering, while Oyster Bar will be offering a traditional raw bar. Katcef Brothers and Gosling’s Rum will provide refreshments. “We’re following the festival model that you find at Key West Race Week and Block Island Race Week, which is designed to get locals involved with the regatta,” said Karin

“For the first time in its history, Annapolis Race Week is really going to be part of Annapolis.”

Annapolis Race Week 2010

Masci, vice president of CBYRA. “We’re very excited about moving Annapolis Race Week to City Dock and truly believe this will make the regatta even bigger and better than it already is. Our goal is to engage the greater Annapolis community and get them to embrace the sport of sailing.” Annapolis Race Week has always been a first-class operation on the water, and this year will be no different with upwards of 160 boats expected to compete in 18 classes. Top-notch race management is the norm with Chip Thayer and the Annapolis YC

R a ce W e ek (AYC) committee running Fleet 1 (Farr 40, Beneteau 36.7, J/35, PHRF A0, A1, and A2); Mark Murphy and Eastport YC (EYC) directing Fleet 2 (Farr 30, Sport Boat, J/105, and J/80); and Bill Adams and Naval Academy Sailing Squadron overseeing Fleet 3 (J/25, Cal 25, Catalina 27, Multihulls, PHRF B, C/D, and N). The Farr 30 class will contest its North American Championship as part of Annapolis Race Week for the second straight year with Jim Richardson’s

Barking Mad (Newport, RI) headlining a talentladen 13-boat fleet. America’s Cup veteran and Annapolis resident Terry Hutchinson will call tactics, while fellow professional Morgan Trubovich will serve as primary trimmer aboard Barking Mad. “We haven’t sailed the Farr 30 since the 2008 world championships, so I certainly wouldn’t call us the favorites,” says Hutchinson, who was speaking from Spain where he was participating in the Audi Med Cup. Turbo Duck, sailed by the father-son team of Bodo and Nick von der Wense, captured the Farr 30 North American crown last year, winning five of eight races to run away with the Carroll Cup.

“Bodo, Nick, and their team are really good and have a lot more time in the boat than we do. I’d imagine they are the team to beat,” Hutchinson says. Jack-a-Roe is one of four strong teams traveling from the Great Lakes while the Solomons entry Rhumb Punch (John and Linda Edwards) is always in the mix for podium honors. Brad Kauffman, skipper of Mummbles and lead local organizer for the North Americans, said the Farr 30 class has contracted with EYC to hold an extra day of windward-leeward racing on Friday. “We’re expecting a real competitive regatta and we’re excited to be expanding to four days, which should allow us to get in a lot of good racing,” Kauffman says. “Annapolis Race Week is a great venue for this event because of the superb infrastructure that is already in place.” A strong 12-boat fleet is slated to compete for the Cal 25 National Championship, also being held in conjunction with Annapolis Race Week. Draco, a Detroit entry skippered by Brian Shenstone, captured the 2007 and 2008 national titles and will be the pre-regatta favorite. “Brian is a great sailor with a strong crew and a well-prepared boat. He will be very tough to beat,” says David Hoyt, a Glen Burnie, MD, resident who has finished second in Cal 25 class at this event for the past two years aboard Zephyr. One Time, skippered by Art Melendres of Long Beach, is fresh of winning a regional regatta in California. Upchuck, an Annapolis boat co-owned by Mike and Jimmy Praley, is the defending Race Week champ. Krigare, sailed by the husband-wife team of Erik and Marty Lostrom of Stevensville, MD, should also be in the mix. Two years ago, the J/80 didn’t even have a one-design start in Annapolis Race Week. Now the increasingly popular sport boat is the largest class in the regatta with 15 boats registered at press time. “It’s been incredible to see how much the class has grown in the last two years,” Fleet 10 captain Chris Chadwick says. “It’s just a great group of people who support one another and have a lot of fun on and off the water.” Puffinator, an Annapolis boat skippered by Rob Mairs, will seek to defend its Annapolis Race Week title against such perennially strong local teams as Angry Chameleon (Brian and Kristen Robinson) and Dragonfly (Chris Johnson). This regatta is serving as a tune-up for the J/80 North Americans, which will be held one weekend later and the J/80 World Championships, which will be held in October off Newport, RI. “I think the competition is going to be sick, and the winner won’t be decided until the final race of the regatta,” says Annapolis Sailing Instructions and Information

resident Kristen Robinson, the U.S. class president, whose enthusiasm is credited for the massive growth of the Chesapeake Bay fleet. No boat has been more successful at Annapolis Race Week in recent years than Windward, a Frers 36 sailed by Randy and Dot Watson of Tracy’s Landing. Windward won the PHRF A3 class for three straight years, but bumps up to A2 this season due to a realignment of the class splits. It’s a similar story for Wairere, a Thompson 30 skippered by Pete Hunter of Kill Devil Hills, NC. After totally dominating the PHRF A1 class the past two years, the Wairere team finds itself racing alongside the likes of Anema & Core (JV 52, Ennio Staffini) and Stray Dog (GP42, Charles Engh) in A0. Other defending champions in the fleet include Jubilee (Beneteau 36.7, Keith Mayes), USA 999 (PHRF A2, John White), Better Mousetrap (J/30, Bob Putnam), A Parent Tripp (PHRF B, Brett Harrison/John Yeigh) and Double Agent (PHRF C/D, Rick McGregor). Arnold resident Brian Jones has steered his self-designed Blue Collar 27 Problem Child to victory in the Sport Boat class each of the two years of its existence, but at press time, there were not enough entries to create a separate class. As usual, the post-regatta tent parties will feature outstanding live music with the Orlando Phillips Band slated to play on Saturday; Tribal Root Underground, Joanne Juskus, Dean Rosenthal on Sunday; and Mad Planet on Monday. Jaguar LandRover will provide daily awards, while the engraved overall awards come courtesy of Weems and Plath. Chuck O’Malley and Doyle Chesapeake Sailmakers are donating the skipper’s bags. The headquarters for protest committee, scoring, and judging will be at the National Sailing Hall of Fame offices next to race central on City Dock. Find details about the event at cbyra.org/arw.

13 Drop Mark Courses The courses for all classes except PHRF-N and Corinthian will be as shown in the diagrams (not to scale) and description below. 13.1 Drop mark course(s) will be designated using identifying placards posted on the Race Committee signal boat. The windward mark and offset mark on all three courses shall be left to port. 13.2 The approximate distance between the leeward and windward marks, and the approximate magnetic bearing of the weather mark will be displayed on placards or a white board before the warning signal of each Class. 13.3 When the first mark of the course is to be a change mark, code flag “C” will be displayed by the starting line signal boat before the warning signal, accompanied by a series of repetitive sound signals. 13.4 When the Course Identification Number is followed by the letter “X”, the

course length is increased by the addition of one windward leg, offset leg, and leeward leg. 13.5 For all courses, the leeward mark or gate is not a mark of the course during the first leg of the course. For Course “4” and “4X” the leeward mark or gate is not a mark of the course on the last leg of the course. For courses “3”, “5” and “5X”, the weather and offset marks are not marks of the course on the last leg of the course. 13.6 For all courses an offset mark will be set to port of the weather mark.

14 Distance Courses PHRF N and Corinthian will sail one (1) distance race per day around the Annapolis Area Standard Racing Marks as described on pages 22 and 23 of the 2010 CBYRA Greenbook, Region 3 Annapolis Area Standard Racing Marks-2010. (a) Mark “U” will be the pin end of the starting line set by the Race Committee. (b) Mark “V” will be used and is the 1st windward mark set by the Race Committee for the other classes in that Fleet. (c) The Race Committee will display the

R a ce W e ek subsequent marks for PHRF N and Corinthian to round after passing or rounding Mark “V”.

15 Marks 15.1 The competitor packet (see SI 8.2) will provide descriptions of marks and change marks (see SI 19.2) for each Fleet for each day. 15.2 Thomas Point Light, Tolly Point Dolphin, “1AH”, Severn River Red Dolphin “4”, Greenbury Point Dolphin “A”, and Bloody Point Light will always be considered as passing marks and shall be passed on the channel side at all times.

16 Starting Signals 16.1 The competitor packet (see SI 8.2) will provide the order of starts for the first race of each day for each Fleet. 16.2 The starting line will be between a yellow/orange flag on the race committee signal boat and the windward side of the designated starting mark and will be located downwind of the leeward mark or leeward gate. 16.3 The starting area is defined as extending 100 yards beyond each end of the starting line and 150 yards behind the line and its extensions. Boats not involved in a starting sequence and not racing, shall keep

clear of the starting area and those boats preparing to start. Boats failing to keep clear of this area will be subject to protest by the Race Committee. 16.4 A Race Committee boat that is also a starting mark may set a limit mark that shall be passed on the same side as the Race Committee boat. A boat shall not touch either the limit mark or the Race Committee boat or pass between them. For the purposes of RRS 31 (Touching a Mark) and RRS 28.1 (Sailing the Course), the limit mark and the Race Committee boat shall be considered to be a single starting mark. This instruction does not modify any other requirements of RRS 31 or RRS 28.

17 Individual Recall 17.1 The Race Committee may attempt to notify boats identified as OCS by announcing the boat’s sail number over VHF radio. Such announcements are made as a courtesy and, as such the following will not be grounds for redress: (a) Failure of the Race Committee to broadcast sail numbers. (b) Failure of a boat to receive the recall broadcast (c) A boat’s position in the sequence of broadcasted numbers (d) Promptness of the broadcast. This changes RRS 62.1.

After the tent party, come watch today’s race films at the Boatyard

17.2 The VHF broadcast channels are as listed in SI 29. 18 General Recalls 18.1 Will be signaled in accordance with RRS 29.2. 18.2 If the warning signal for a subsequent class has been displayed, it will be removed. The starting sequence of that class will begin again following the recalled class start. 19 Course Change After the Start 19.1 RRS 33 (Changing the Position of the Next Mark) and Race Signals are changed by adding “When Signal Flag ‘C’ is flown over code flag ‘Q’, the change will apply only to the last leg of the course.” 19.2 The first changed mark will either be of a different color, shape or configuration (with or without a dark band attached). Subsequent course changes of that mark will alternate between the original configuration and the changed mark configuration. The competitor packet (see SI 8.2) will provide descriptions of the change mark for each Fleet.

20 Finish Line 20.1 The finish line will be between a yellow/orange flag on a Race Committee boat and a nearby mark. 20.2 For all classes except PHRF-N and Corinthian, the finish mark will be located: 20.3 Upwind of the windward mark for Courses “3” or “5” or “5X”.

25 Arbitration

Annapolis . MD . USA since 1928

25.1 An arbitration meeting will be scheduled for each protest involving a rule of Part 2 or Rule 31 unless the arbitrator deems the protest inappropriate for arbitration. One representative of each boat, who was on board at the time of the incident, will meet with the arbitrator. No witnesses will be permitted. After taking testimony from each representative, the arbitrator will render an opinion: (a) The protest is invalid or no boat broke a rule. If the protestor agrees, the arbitrator will allow the protest to be withdrawn. If the protestor disagrees, the protest committee will schedule a protest hearing. (b) One or both boats broke a rule. The boat(s) breaking a rule may accept a 40% scoring penalty and the arbitrator will allow the protest to be withdrawn. If not, the Protest Committee will schedule a protest hearing. (c) The arbitrator decides a protest hearing is required. The Protest Committee will schedule a protest hearing. 25.2 RRS 63.1 is changed by adding, “The arbitrator may act on behalf of the Protest Committee and allow a protest to be withdrawn without the approval of the Protest Committee.” 25.3 The acceptance of the findings and penalties of the arbitrator are final and there shall be no appeal or request to reopen the meeting.

26 Scoring 26.1 The Low-Point Scoring System, RRS Appendix A4 will apply, except as changed as follows: (a) There will be no throw-out race. (b) One race will constitute a series. (c) The Race Committee, without a hearing, will assign boats scored TLE (time limit expired) points equal to the number of boats in their class finishing within the time limit plus 2 points, except that they will not be scored worse than the number of boats entered in that class. (This changes RRS 35, RRS A4.1, RRS A4.2 and RRS A5.). (d) RRS 44.3(c) is replaced by: “The boat’s penalty score shall be her race score prior to applying the penalty made worse by the whole number (rounding 0.5 upward) nearest to either 10%, 20% or 40% (as appropriate) of the number of boats entered in her class, but not less than 1 for 10%, 2 for 20% and not less than 4 for 40%, and no worse than Did Not Finish. The scores of other boats shall not be changed; therefore, two boats may receive the same score.”
