projects. The League contended that these specially funded projects represent voter intent and ser ve as an economic stimulus for local communities and the state.
In April, the League instituted weekly webinar meetings to ensure that all trustees and CEOs are engaged and informed of best practices in response to COVID-19 and to provide insight into what Sacramento is considering as it addresses the crisis. The League has also brought together all of our Sacramento-based community college par tners for a weekly call to share information and develop common advocacy messages on the budget.
Following the release of the Administration’s May Revise, the League joined with the Student Senate for California Community Colleges (SSCCC) and the Faculty Association of California Community Colleges (FACCC) to advocate for system funding. Collectively, the three organizations conducted 18 vir tual lobbying visits with members of the Legislature and representatives of the Administration. The organizations reunited for meetings with US Senators Feinstein and Harris to promote fur ther federal assistance.

Our Continued Efforts
With the likely revision of the budget in August and the inclusion in the budget deal of an October trigger date for federal assistance to stave off the deferrals, the League is continuing to be focused on the following: • Meet ing wit h state lawmakers on t he
impor tance of community college
funding. In these meetings, the League is emphasiz ing the themes of stability, predictability, and f lexibility as it reminds lawmakers of the critical role of California Community Colleges in economic recover y. • Congressional advocacy to promote federal assistance. The League maintains an ongoing connection with its federal par tners in Washington, D.C. and has reached out to Senators Feinstein and Harris on the need for more funding.
This will be an even higher priority in the weeks and months ahead.
Saving Colleges Time and Money

District Services
District services provide member districts with costeffective, easy-to-use purchasing and f iscal ser vices. The League works closely with Chief Business Off icers (CBO) and other campus groups to offer programs that allow districts to benef it from the power of collaborative purchasing and competitive pricing. The following section highlights some of those services.

ENERGY SERVICES
$7 Million Saved
Twenty-one colleges and districts currently par ticipate in Direct Access Electricity purchasing, which allows them to buy their power from an independent supplier rather than their utility. In 2019-20, four new districts joined the program, and four more were able to expand to additional meters. Par ticipants in the League’s Consor tium see an estimated cumulative savings of almost $7 million per year from their utility rates!
Solar Savings Add Up
Working in par tnership with the School Project for Utility Rate Reduction (SPURR) and their piggybackable RFP, ten solar/storage power purchase agreements for over 25 MW have been signed in 2019-20. Savings will be realized over the twenty-year terms of the agreements with year one projected savings of $593,000 and twenty-year projected cumulative savings of $48 million.

RETIREE HEALTH BENEFITS TRUST JPA
The JPA continues to achieve some of the highest returns and lowest fees of similar programs while providing outstanding education to our members.
PENSION R ATE STABILIZ ATION
Recogniz ing the budget challenges our members are facing in the upcoming years, the Financing Authority has revived the Tax Revenue Anticipation Notes ( TR AN) program and anticipates two rounds of issuance in 2020-21. The Financing Authority, which ser ved as the conduit f inancer for the Orange Coast Community College Student Housing Bonds, is looking for ward to similar f inancings with several colleges that are planning Student Housing projects. In par tnership with PARS, this program continues to provide high quality

opportunities for colleges to set aside funds for future pension liabilities.

Saddleback College
SUPPORTING COLLEGES’ POLICY & PROCEDURE NEEDS
In 2020, the League’s Policy & Procedure Subscriber Ser vice celebrated its 20th Anniversar y. The program has grown to 72 district subscribers and 398 legally vetted templates, which include 171 board policies (BPs) and 227 administrative procedures (APs). Seventy-seven of the 398 templates include specific accreditation standard section references, providing subscribing districts with a framework of references for their institutional self-evaluations in preparation for an accreditation site visit.
In 2019-20, subscribing districts received legal updates in October 2019 & April 2020 with revisions to 7 BPs and 27 APs reflecting recent changes in law. Fif ty-one community college leaders attended the Fall 2019 Policy & Procedure Workshop held on November 20, 2019, at the Riverside Convention Center prior to the League’s 2019 Annual Convention.
In 2019-20, the League’s Federally Compliant Policy Program grew to 13 community college members located in Oregon, Pennsylvania, and Wisconsin.
In March 2020, the League’s legal par tner for the Policy & Procedure Ser vice, Lieber t Cassidy Whitmore, created COVID-19 protocols as timely and beneficial operational documents for district implementation.

San Bernardino Valley College
PROVIDING LIBR ARY RESOURCES AND $7.3 MILLION IN SAVINGS
The Librar y Consortium Purchasing Program provides informational databases and other vital online resources to libraries at all 114 colleges and many off-campus centers throughout California and beyond. Employing economies of scale, the program offers memberlibraries cost savings on more than 1,000 different databases covering nearly ever y discipline. These databases provide the kind of high-quality sources and information regional community college students, faculty, and community members require.
In FY 2019-2020, the Librar y Consortium Purchasing Program saved our colleges approximately $7.3 million, all while quickly mobilizing online resources for virtual instruction and research.
Additionally, Librar y Consortium Director James Wiser, widely respected in the librar y world, was a key presenter at the following events:

Education Services

The League has a longstanding commitment to the professional grow th and development of California’s community college leaders, providing leadership in the education and professional development of community college governing boards, chief executive off icers, and staff that suppor ts the continued strength, vitality, and effectiveness of colleges’ educational programs and services.
PUBLICATIONS & TRAINING MATERIALS
Santiago Canyon College


The League offers an extensive collection of publications and training materials online to assist CEOs and trustees in fulf illing their roles and responsibilities. League publications are regularly updated annually or as needed – but are consistentnly republished and/or reprinted for regular distribution to members. Some of our most commonly updated and distributed publications include Board Focus, the Trustee Handbook, and the Introduction to Fiscal Responsibilities.
Board Focus
Board Focus keeps trustees informed and current on policy-level issues and concerns. This year, the publication featured ar ticles addressing such topics as progress on the implementation of AB 705 and ways in which districts and colleges can better engage and collaborate with their students on college-level reforms.
Trustee Handbook
The Trustee Handbook covers topics related to being a member of a California community college governing board. It is distributed to all who attend the Effective Trusteeship Workshop and also sent to all newly elected and appointed trustees.
Introduction to Fiscal Responsibilities
This resource guide is designed to enable trustees to understand and fulf ill their f iduciar y role. It includes an over view of responsibilities, describes basic concepts and principles, provides sample criteria and policies, and includes questions and checklists. It covers a wide range of f iduciar y concerns, including planning, budgeting, fiscal management, monitoring, audits, and facilities.
LEADERSHIP DEVELOPMENT PROGRAMS
Excellence in Trusteeship Program
The Excellence in Trusteeship Program (E TP) covers eight (8)-competencies that can be completed in one year. There are several ways to complete the program by attending League events, national trainings, local board workshops and reviewing online and print resources. Since its inception in 2013, 216 trustees have enrolled. Currently, the program enrolls 49% of all trustees statewide, and as of the 2019-20 f iscal year, the program has 102 graduates.
Beyond E TP, the League provides several online continuing education oppor tunities for trustees. Other videos and training materials, including the “Introduction to Brown Act ” video, are accessible through the Member Dashboard on the League’s website.

CEO Strategic Leadership Program
The CEO Strategic Leadership Program (CSLP) is grounded in the belief that ongoing CEO leadership development must be data-informed, relevant, pragmatic, and led and informed by experienced and successful California Community College leaders.
Developed in par tnership with seasoned California Community College CEOs, the program helps CEOs successfully navigate the critical early years of their tenure and can be completed within 2 years.
The League’s CEO Strategic Leadership Program offers suppor t to CEOs throughout their career with a focus on the following topics:
Board/CEO Relations: Tools for effective board/ CEO relationships Leadership: Strategic, ethical and equityminded leadership Effective Budgeting: Multiyear modeling and adapting to fiscal uncertainty Advocacy and Fundraising: Effective strategic approaches to strengthen external support Peer-to-Peer Suppor t: Six-month suppor t program with an experienced CEO

CEO Symposium Brings Chancellors and Presidents Together
The 5 th annual 2020 CEO Symposium in Santa Rosa offered an oppor tunity for chancellors and superintendent /presidents to meet and discuss the critical issues that face California Community Colleges. The event also encouraged the sharing of promising practices and collaboration on key issues such as effective par tnerships with labor, online education, community college funding, and Guided Pathways. Featured keynote speakers included UC Santa Barbara Professor Dr. Victor Rios, who shared his work on improving the lives of marginalized youth, and USC Race and Equity Center Executive Director Dr. Shaun Harper, who shared his work on creating culturally responsive college campuses. CEO Leadership Academy Supports CEO Success
The CEO Leadership Academy is designed to address the unique challenges and oppor tunities confronting California Community College CEOs. Going beyond theor y, the academy focuses on the practical skills and practitioner-based strategies needed to transform and sustain regional districts and colleges. Suppor t for the Academy came from the Institutional Effectiveness Par tnership Initiative (IEPI).
Now in its four th year, the 2020 CEO Leadership Academy was conver ted into a vir tual conference format due to COVID-19. Par ticipants included individuals new to their role and others who have moved from college presidents to board-level CEOs. Topics for 2020 included transformational leadership and community building, board/trustee relations, and foundations and discussions about Guided Pathways.
League Annual Legislative Conference Kicks Off the Advocacy Season
During our Annual Legislative Conference, Januar y 26-27, 2020, over 300 community college advocates convened in Sacramento to kick off the advocacy season with discussions on impor tant policy issues and meetings with Sacramento legislators. This year attendees heard from California Attorney General Xavier Becerra and Lieutenant Governor of California Eleni Kounalakis. The annual conference educates attendees on impor tant state and federal legislation and policy initiatives, provides attendees with the oppor tunity to shape statewide policies, and offers sessions with key members of the California State Legislature and staff.
OTHER SERVICES
League on Call
League On Call is one of the League’s many programs designed to enhance board and CEO effectiveness. League On Call provides districts and colleges access to a network of experienced California Community College professionals who are available to work with boards, chief executives, and other campus leaders on a wide variety of governance and leadership issues.
Among the League On Call ser vices is CEO Contract Development and Negotiation. This ser vice provides local boards with advice and counsel about employment contracts that protect the district, implement fair treatment of staff and CEOs, and encourage an extended tenure for quality CEOs.
Responding to COVID-19 Weekly Webinar Series
With statewide impacts of COVID-19 evolving daily, the League responded by launching a weekly webinar series for both trustees and CEOs, in an effor t to provide our members a space for open and continued dialogue where they could share ideas, approaches, and best practices. The League’s weekly webinars offered state and national leaders an oppor tunity to provide suppor t and solutions for our colleges during the current crisis. As of this writing, an average of 72 CEOs and 80 Trustees engaged in 18 webinars. Due to demand, these webinars will continue for the foreseeable future.
