Protecting Community College Interests

In addition to sponsoring bills, League staff worked with our community college districts and policy boards to identif y legislation that worked against the best interests of California’s community colleges. To this end, the League worked to successfully block the following bills.

Arguing for a Real Solut ion to Student Homelessness

While of noblest intentions, AB 302 (Berman) would have mandated that community colleges open their parking lots to homeless students so they could sleep there overnight. League staff successfully argued that not only was this was not a true solution to the state’s student homelessness problem but that many colleges were not set up to safely house this population and that it would diver t resources from core educational programs. The bill was held on the State Senate f loor.

Securing Nursing Program Oversight

In 2019, for-prof it institutions attempted to signif icantly cur tail the oversight of the Board of Registered Nursing over nursing programs. Believing this would endanger patient protection and care, the League par tnered the California Organization of Associate Degree Nursing programs to successfully block the legislation. AB 1364 (Rubio) was held in the Assembly Appropriations Committee.

Maintaining College Hiring Autonomy

SB 777 (Rubio) would have created an ar tif icial formula to regulate full-time faculty hiring regardless of a community college’s f iscal ability to suppor t that faculty member or its impact on student success. It was held in the Assembly Higher Education Committee.
