began upstairs in the Circuit Courtroom. Invocation was given by Commissioner Joe Hanback, and then the pledge of allegiance was recited. After Wayne County Clerk Stan Horton conducted a roll call, it was determined that all 14 Wayne County Commissioners were present. Commissioner Joe Hanback gave the motion to approve the June meeting minutes. Commissioner Josh Stults provided a second. The motion passed. Next, Commissioners had to approve the budget meeting minutes. Commissioner James H. Haggard gave the motion to approve. Commissioner Stults provided a second. That motion also passed. Wayne County Clerk Stan Horton read the list of notaries to be approved. Horton stated that all had sufficient bonds. The seven notaries included:

Jason Balentine, Patricia Pigg, Jeremy Edward Gray, Dorothy Morris, Makayla Crews, Sybil Haggard, and Lori Cook. A motion to approve the notaries was given by Commissioner Jim Kelley. A second was made by Commissioner Warren Miller. All seven notaries were approved. Business was next on the agenda. Wayne County native Katrena Rochell and business associate Ryan gave a presentation to the Commission about a project they are working on. They explained that they are looking for a location to film a faith based film adapted from the book The Street Sweeper by Tim Enochs. The book is about a struggling writer who has a dream about a town called Inspiration. It is there that he meets a man (the street sweeper) who changes his life. Katrena and Ryan believe it would be a positive experience for Wayne County. They plan to show the county

in a beautiful light as clean and welcoming, a place of inspiration. Their budget is low and they hope the community will be receptive. The 200 member crew will need items such as antique vehicles, tractors, trash containers, toilet facilities, props such as a horse and buggy. The movie is in the prep and development stage. Katrena and Ryan hope to bring filming here in November and December. Executive Jason Rich said, “It is a great opportunity for us. And I hope it works out.” Next item on the agenda, a redistricting committee will need to be formed to review Wayne County districts. This is required by the federal government and will be based on the data from the U.S. 2010 Census. Executive Rich will be compiling a list for the committee and present it to the Commission. Commissioner Randy Whitten gave a motion to approve. Commissioner Tom Mathis provided a second. The motion to approve the forming of a redistricting committee passed. On the agenda as well, approval was needed for 2011-2012 appropriation resolution. A motion is given by Commissioner Josh Stults. The

Yes votes included: Commissioners David Martin, Tom Mathis, James H. Haggard, Joe Hanback, Brian Harris, Josh Stults, Phillip Casteel, and Randy Whitten. No votes included: Commissioners O.C. Berry, Rickey Kelley, Warren Miller, John McDonald, Jim Kelley, and Joe Hall. An approval was also needed for a 2011-2012 tax levy resolution. This resolution is for a proposed rate of $2.07. Commissioner James H. Haggard made the motion. Commissioner Phillip Casteel provided a second. In a roll call vote, eight Commissioners voted yes and six voted no to the resolution. Commissioners who voted yes to the resolution were: David Martin, Tom Mathis, James H. Haggard, Joe Hanback, Brian Harris, Josh Stults, Phillip Casteel, and Randy Whitten. Commissioners who voted no were: Joe Hall, O.C. Berry, Rickey Kelley, Warren Miller, John McDonald, and Jim Kelley. Approval for the 2011-2012 non-profit document was next on the agenda. Commissioner Josh Stults provided a motion. Commissioner Brian Harris gave the second. After a roll call vote, 12 voted yes and Commissioners O.C. Berry and Rickey Kelley voted no. Last approval item concerned the 20112012 budget document.

This document lists expenditures and revenue for each department. Commissioner Randy Whitten made a motion. Commissioner James H. Haggard provided the second. After a roll call vote, there were eight yes and six no. Yes votes included: Commissioners David Martin, Tom Mathis, James H. Haggard, Joe Hanback, Brian Harris, Josh Stults, Phillip Casteel, and Randy Whitten. No votes included: Commissioners Joe Hall, O.C. Berry, Rickey Kelley, Warren Miller, John McDonald, and Jim Kelley. In other items, Emergency Management Director Robert Farris would be donating a 1977 Mac pumper truck to the City of Waynesboro. Commissioner Joe Hall made a motion. Commissioner O.C. Berry provided the second. All 14 members of the Commission voted to approve the donation. For the $25 litigation tax increase, Commissioner Whitten made a motion to approve. Commissioner David Martin gave the second. This user’s tax was approved. All 14 members voted yes in a roll call vote. The motion carried. Sheriff Ric Wilson presented the Commission with an update for the month. The sheriff’s

office recently signed a contract to house prisoners from Lewis County. Sheriff Wilson told Commissioners that he anticipates bringing in over $50,000 for the month of September with this added revenue. Sheriff Wilson then reported that there were seven items they would like to declare as surplus. These items had been used in the old jail and were no longer needed. Commissioner Josh Stults gave the motion. Commissioner John McDonald provided the second. Motion passed. Commissioner John McDonald discussed some concerns over a few roads. A home owner living on Carrigan Road was present to discuss their roadway. Commissioner Joe Hall gave the motion to adjourn the meeting. Commissioner Joe Hanback gave the second. The meeting was then adjourned.
