Buddy Griggs Body Found; Ex-Wife And And Husband Charged

The $30,000 Fish Thanks to the tiny Slackwater Darter, Wayne County is getting a $30,000 investment from the U.S. Fish and Wildlife Service to repair the endangered species’ habitat in the Middle Cypress Creek. Recent floods washed out a bridge on Spain Loop and threatened the Darter’s local habitat that federal biologists call the fish’s No. 1 breeding ground in the world. With an adult size of 1.6 to 2.4 inches, that’s a lot of bucks for such a little fish! See related story.

Grants To Cover Most Costs

Wayne Co. Road Damage Estimated At $1.5 Million Wayne County Road Supt. Jeff Minatra reported to the County Commission Monday about $1.5 million damage to county roads during the weekend floods of May 1-2. That’s the bad news. The good news is most all of the repairs can be paid for out of state and federal government programs to mitigate such damage. Minatra said that grants from the Federal Emergency Management Agency (FEMA) and the U.S. Dept. of Agriculture’s Natural Resource Conservation Service (NRCS) will cover most of the costs to repair damage to 187 identified road sites that have been deemed impassable or dangerous. FEMA funds will be applied to approximately $1.2 million in damages Minatra said he intends to submit. Federal funds will cover 75 percent of that amount, state funds 12.5 percent and the other 12.5 percent will come from local Hwy. Dept. reserves. The NRCS program pays for 90 percent of the cost of removing debris from roads and bridges. Local NRCS director Johnny Barksdale and Minatra surveyed county roads and identified 16 eligible sites requiring $221,000 worth of work. NRCS pays $198,900 and $22,100 comes from Hwy. Dept. reserves. Minatra said he will also be applying for FEMA mitigation funds for three road repair projects that will represent upgrades to infrastructure that existed before the floods on Mill Rock Road, J.V.

Lay Road, and Cecil Dixon Road. Minatra also announced a $30,000 windfall from the U.S. Fish and Wildlife Service to repair and improve a bridge over the Middle Cypress Creek on the Spain Loop in south Wayne County near its intersection with Harper Cemetery Road. The reason for these federal funds is a tiny fish known as the Slackwater Darter, an endangered

species that biologists say is common only to three counties in southern Middle Tennessee and two counties in north Alabama. Before the flood, biologists had identified the Middle Cypress Creek as the species’ No. 1 breeding ground. Plans were underway to improve the bridge which was simply supported by two metal tiles.

Authorities have located what they believe to be the skeletal remains of Buddy Lee Griggs, missing since he walked away from his Pinckley Road home on Saturday afternoon, April 17. On Friday of last week officers were led to a steep embankment off the Buttermilk Ridge Road in the northwest corner of Wayne County where portions of a human skeleton were found just 15 feet off the road. Two suspects are in custody in connection with his disappearance, 38-year-old Chris Allen

Co. Commissioners Approve South Wayne Water Line Extensions The Wayne County Commission voted unanimously Monday night to approve a $1 million loan from the U.S. Dept. of Agriculture (USDA) to extend water lines along Highway 13 in south Wayne County. The water line extensions will connect Waynesboro water lines to the Collinwood water system near the Industrial Park north of Collinwood and extend existing lines four miles south of Collinwood to the state line about 10.2 miles away. County Executive Jason Rich told Commissioners that the borrowing would be paid off in a 38-year USDA note with a 3.25 percent interest rate and monthly payment of about $3,800. He also noted that new customers’ monthly bills and tap fees should more than pay the monthly note since about 300 potential customers have been identified along the water line route.

Also, the extensions set up the future expansion of the main line into branch lines reaching even more customers. Commissioner Jim Kelley made the motion to approve the borrowing and Ricky Kelley

seconded. The motion passed on a unanimous 13-0 roll call vote with Commissioner O.C. Berry absent. In other action, Commissioners debated the idea of establishing (Continued On Page Five)

Flood Victims May Qualify For Food Stamp Disaster Benefits Low income families and individuals affected by the storms and floods of the weekend of April 30 may be eligible for new or additional food stamp disaster benefits. disappearance and death while Chris Cummins is being held on child support charges awaiting Grand Jury action in the case. Sheriff Ric Wilson said Monday that a special session of the Wayne County Grand Jury would be convened within the next two weeks to consider further charges against the Cummins couple. He said that it has not been established how Buddy Griggs died nor what the motive might have been for his death. Sheriff Wilson said that with no hard evidence of foul play, the case

Local Man Is Fined $25,000 In Drug Case A Waynesboro man arrested in a Waynesboro Police Dept. undercover investigation last June has been found guilty and fined $25,000 by a Circuit Court jury. The fine is a record amount for a drug-related cases in the memory of local law enforcement officials. James Bart Jones, 50, 203 S Curve Road, was convicted of Sale of a Schedule II drug and faces possible jail time at a sentencing hearing in June. Jones was arrested June 26, 2009 after Waynesboro Police undercover agents purchased 10 Percocet (oxycodone) tablets from him. Percocet is classified as a Schedule II drug

was being treated as a missing person case until the Cummins were interviewed on April 24 and officers received their permission to search a car that was on loan to them. On the rubber lining of the trunk of the car Sgt. Cody Mace spotted a minute dot of substance that appeared to be blood. Investigator Jason Davis saw another small splotch and Sheriff Wilson said he spotted another in the same area. “They were so tiny that I could only see the dot I saw because the sunlight hit it just right,” said Sheriff Wilson. The Sheriff’s Office maintained possession of the vehicle and on April 28 a warrant was obtained to collect and test the small splotches. On Wednesday, May 12, the TBI lab confirmed that the DNA from the blood in the car matched that of Griggs. Officers had earlier collected some personal items from Griggs’s home in case DNA testing became necessary. Once the DNA match was established the investigation focused

because it is a prescription drug that has a high potential for abuse and, if abused, can lead to psychological or physical dependence. Judge Stella Hargrove presided over Jones’s trial and will preside over his sentencing next month. Judge Hargrove also handed down the following sentences to defendants who pled guilty to various offenses in Circuit Court on April 5 and May 3.

The Affidavit of Complaint on the Accessory charge against Krystal Cummins, filed by Sheriff’s Office Investigator Kenneth Martin, alleges that “On Saturday, April 17, 2010, Krystal Lynn Cummins did pick up Buddy Griggs and did transport him to her residence at 4301 Upper Factory Creek Road, Waynesboro, TN which resulted in the unlawful killing of Buddy Griggs and did assist in the transporting of the body to a location on the Buttermilk Ridge Road.� The Tampering with Evidence Affadavit alleges the same charges but adds that the body was transported to Buttermilk Ridge Road “to conceal the availability as evidence in the investigation.� The False Report Affadavit alleges that “On May 13, 2010, Krystal Lynn Cummins did make a statement in response to a legitimate inquiry by a law enforcement officer concerning a material fact about an offense within the officer concern, knowing that the report is false and with the intent to obstruct the officer from apprehending another person suspected of committing the offense.� Sheriff Wilson said he had never investigated a case in which so many rumors were reported, none of which turned up any solid evidence. “We received not a single lead from the $1,000 reward that was offered,� he

said. “One of the things that led us to believe early on that Griggs might have simply left the area was that we found out he was facing some jail time,â€? said Sheriff Wilson. “We had reports he was in Florida, Mt. Pleasant, Lawrenceburg‌ but never any reliable information.â€? “We interviewed about 50 people, some of them

more than once, but every time we tried to find the original source of a piece of information, it led to nowhere,� he said. At the request of Griggs’s family, a day-long search was conducted about two weeks ago of a rural area southeast of Waynesboro. Griggs lived with his mother who reported him missing the day after he was last seen.

Bette Jane Harding Bauman Bette Jane Harding Bauman of Waynesboro, TN was born December 14, 1937 in Trenton, New Jersey, the daughter of Ellen Hannah Tonne Harding and the late Leo Robert Harding. She was united in marriage to Carl Herman Bauman on August 15, 1958 and he preceded her in death on May 19, 2009. Mrs. Bauman was a retired assembler at Mueller Gas Products. Mrs. Bauman departed this life on Monday, May 10, 2010 at Wayne Medical Center in Waynesboro. at the age of 72 years. She is survived by four sons, Brian Bauman of Waynesboro, Robert Bauman of Queensland, Australia, Ted Bauman and wife, Alisha of Humboldt, TN, Carl Herman Bauman Jr. of Hellertown, PA; a daughter, Jennifer Bauman of Lawrenceburg, TN; mother, Ellen Harding of Waynesboro; seven grandchildren, Carly Deighton, Molly Bauman, Mohala Anderson, Mariah Bauman, Hannah Bauman, Marley Dyess and Logan Dyess. In addition to her husband and father, Mrs. Bauman was preceded in death by a sister, Patricia Ann Byriel. A graveside service was held on Saturday, May 15 at Memorial Gardens in Waynesboro with Casey Jones officiating. In addition to his parents, Mr. Montgomery was preceded in death by a sister, Lillian and brothers, Aaron, Cranson, and Carl. Mr. Montgomery served in the U S. Marines, was retired from Murray Ohio Manufacturing Co., and attended Ray’s Chapel Baptist Church. Being a member of one of the most talented country music singing and songwriting families, he was well known throughout the county. Although he could sing and pick the guitar very well and could have been a professional musician, he chose to live the simple life; farming, working, enjoying family life, and in earlier years raising livestock, especially horses and horse trading. He will truly be missed and was so loved by everyone. He is survived by his wife Clara Bell Skelton Montgomery; two daughters, Patricia Joyce Burns and Pamela Mae Thompson all of Waynesboro; a brother, Earl (Peanut) Montgomery of Sheffield, AL; sisters, Melba Joyce Montgomery of Nashville, TN and Vida Ruth Montgomery of Sheffield; granddaughter, Amy Lynn Suggs of Chattanooga, TN; step-grandsons, Brandon Burns and Jeremy Burns, both of Waynesboro; several nieces, nephews and other family members. the Wayne County News Tuesday that two other tiny endangered fish species, the Saddled Mad Tom and the Lollipop Darter, exist in the Sweetwater Branch area of Wayne County. In concluding his report to Commissioners, Minatra expressed thanks to several individuals and agencies that responded to the recent flood disaster including Robert Farris and Dana Simmons of Emergency Management, Sheriff Ric Wilson and his deputies, E-911 director Jimmy Turnbow and his dispatchers, and all Hwy. Dept. employees. Minatra noted that Ms. Simmons had literally moved into the Hwy. Dept. offices to record every penny of damage repairs in order to streamline reporting to FEMA. Following Minatra’s remarks, Commissioner Brian Harris questioned him about timelines on finishing damage repair and returning to the normal program of chip and seal work on county roads. Minatra estimated a timeline of 6-8 weeks on the repairs and 2-3 months on the chip and seal. Harris also questioned the use of employee time, noting that he had recently observed two county road graders sitting idle on a Friday. Minatra said his employees had been typically working 5055-hour weeks since the flooding.

speed limits on county roads due to a request from residents of the Shady Oak subdivision off Highway 13 near the Alabama state line. Commissioner Randy Whitten whose district includes the Shady Oak area said he told one of the petitioners that the Commission had a history of turning down requests for speed limit postings. State law provides for a 55 MPH limit on county roads without posted limits. But Commissioner Joe Hall argued that Commissioners should consider setting limits, saying he believed that a majority of citizens favored it. “I think it needs to be addressed and I strongly support it,” said Dr. Hall. Commissioner David Martin who also represents the Shady Oak residents moved to table the matter so that Commissioners could have more time to consider it. Dr. Hall seconded the motion and it passed on a unanimous voice vote. Emergency Manage ment director Robert Farris reported to the Commissioner that private homes and businesses had suffered about $500,000 worth of damage in recent flooding including eight businesses and 25 homes. He said a FEMA trailer would be in town soon so that local citizens could talk face-to-face with representatives about potential damage assistance.

Economic Development executive director Tom Cauley received unanimous approval of a rolling fiveyear community and economic development plan that is required of all communities seeking Three-Star Community Award designation form the state of Tennessee. The Commission unanimously elected Allen Cobb to a 4-year term on the Wayne County Equalization Board replacing Bob Hines whose term ended.

School Board Approves Eight Newly Tenured Teachers Eight Wayne County schoolteachers were granted tenure by the Wayne County Board of Education at its regular meeting Thursday night. The teachers are Nick Reatherford at Collinwood High School, Deanna Bromley, Christy Powell, and Misty Brewer at Collinwood Middle School, Jennifer Hughes and Lindsay Mitchell at Waynesboro Elementary School, and Sharae Reaves and April Castleman at Wayne County High School. In other business on a brief agenda, the Board accepted a $13,340 bid from Kelley Custom Glass and Mirror to replace windows with door units on the front of Wayne County High School and Collinwood High School. The Board also accepted the low bid by Paul D. Kelley to perform the changing of ballasts and bulbs on lights at Collinwood Middle and High Schools and Frank Hughes schools. Lights at other schools in the Wayne County system will be changed later,

Sports News WCHS Baseball Team Finishes 3rd In Tourney The WCHS baseball team completed its season last week with a 3rd place finish in the district 12-A postseason tournament. The Cats were a #2 seed in the tourney and got a first round bye, however they fell one win short of their first region tourney appearance in over a decade. WCHS 5 – Loretto 4 The Cats got off to a good start with a second round win over the Loretto Mustangs. Austin Rice was plated in the first inning on a single by senior Dillon Warren. They struck again in the second inning as senior Caleb Keating was brought around to score on a line drive up the middle by junior Lucas Pippenger. Loretto knotted the game at 2 in the fourth inning as pitcher Jake Shaddix homered to center field. The Cats, however, responded in their half of the inning as sophomore Clint Butler singled to right field plating junior Drew Bevis. The Wildcats added some insurance runs in the sixth as pitcher Boston Ray sin-

gled home two runs with a hit to left center. Loretto threatened in the seventh as they scored twice cutting the deficit to just one run. But with the bases loaded, Ray coaxed a groundout to Warren at second base to end the threat and the game. Ray proved again to be a workhorse as he went the distance for the Cats. Summertown 6 – WCHS 5

The win over Loretto put the Cats in the winner’s bracket finals with a matchup against regular season champ Summertown. After two innings of pitchers dueling back and forth, the Eagles got on the board as they scored three runs in the third. The Cats proved they were ready for the challenge in the top half of the fourth inning. Singles by Warren and Pippenger set the table for Ray as he boomed a double to left and scored Warren. Butler immediately followed with a single that plated two. Following a sacrifice bunt by senior Lance Crews and a single

by senior Logan Shull, Keating scored another with a single. The Eagles answered in the bottom of the fourth with a run that knotted the game at four apiece. They took the lead in the fifth with a run to put them ahead 5-4. The Cats would again respond in their half of the sixth. Bevis reached safely via error. He eventually would score on a passed ball which would again knot the score at five. Errors finally caught up with the Cats in the sixth as a throwing error allowed a runner to reach base. After a walk, Summertown left fielder Kegan Roberts ripped a double to left center plating the game’s final run. The Cats wouldn’t have an answer in the seventh as they fell to the Eagles 6-5. Perry Co 3 – WCHS 2 The Cats were on the brink of a region tournament appearance before they fell to the Perry Co Vikings last Wednesday. Perry Co pitcher Ryon Shanes baffled the Cats with curve balls and knuckle balls as he kept everyone off balance. The Vikings got on the board in the third inning as center fielder Dray

They plated another run in the fifth as shortstop Zach Grimes singled to right field which led to an error that allowed a run to score. The Vikings scored another run in the seventh as another Wildcat error allowed a run to score. The Cats would rally in the bottom of the seventh. promptly stole second base. A ground rule double to center field by Butler plated Skelton. Two straight ground outs allowed Butler to score cutting the deficit to one run. That was as close as it would get as a groundout to second ended the threat. The hard-luck loss ended the tournament and the season for the Cats as they finish with a 15-11-1 mark.

WCHS Baseball Players Honored At Banquet A few WCHS baseball players received honors at the WCHS athletic banquet last Thursday. Head Coach Rick Rice recognized the members of the team who achieved All-District honors. WCHS finished in

2nd place in the regular season for district 12-A. In addition to WCHS, district 12-A includes teams from Summertown, Loretto, Collinwood, Perry Co., and Frank Hughes. Players earning the

accolade for their regular season play were junior catcher Lucas Pippenger, sophomore pitcher Boston Ray, and senior first baseman Lance Crews. Pippenger was also a finalist for district 12-A “Player of the Year”. Wildcats earning honors for their outstanding tournament play were sophomore right fielder Clint Butler, and Boston Ray. Butler finished the tournament with three key hits and four RBI’s in three games. Ray pitched a complete game victory against the Loretto Mustangs and added two timely hits which plated three runs. The Wildcats also honored their four graduating seniors at the banquet. All four seniors have been either 3 or 4 year starters at their respective positions. Caleb Keating has been starting at third base for three years. He has also been at the top of the Wildcat pitching rotation for the past three years. On the mound Keating finished the regular season with a 4-1 record and a 2.79 ERA. He also added 29 strikeouts versus just 12 walks. At (Continued On Page Nine)

the plate he finished with a .279 batting average and added 9 RBI’s. Dillon Warren has been a four year starter at either second base or as the Cats designated hitter and has been a mainstay at the front of the Cats batting order. This year Warren finished the regular season hitting .315 with 15 RBI’s. He added 4 stolen bases, and was a great leader on the infield. Warren also had five appearances on the mound where he went 2-0. Lance Crews found a home at first base this year after catching the

previous three years. His .972 fielding % was second among starters. His .366 batting average was fourth best on the team while his 21RBI’s was third best. He led the team in hit-by-pitches and stolen bases, both with 6. Lance also got his first appearance as a pitcher in a varsity game this year. Logan Shull has been manning the center field position for the Cats for three years straight. His ability to track down fly balls in the gaps drove opposing hitters crazy at times. His .455 batting average was second on the team. He also added 15 RBI’s and 3 stolen

WAYNE COUNTY HELPING HANDS TO OFFER “AFTER-CARE” GROUP Wayne County Helping Hands has begun offering an “After-Care” group for anyone who has been through an addiction rehabilitation program. DRIVER LICENSE ROADSIDE SAFETY CHECKPOINTS The Tennessee Highway Patrol will be conducting driver license roadside safety checkpoints during the week of May 30, 2010 on S.R. 241 at 6.5 mile marker, state route 242 at mile marker 22, On U. S. 64 West at 1 mile marker and U.S. 64 West at 12 mile marker, all in Lawrence County. Recognizing the danger presented to the public by unqualified drivers, Troopers will concentrate their efforts on vehicles being operated by drivers who would violate the driver license laws of Tennessee. The Tennessee Highway Patrol has found these driver license roadside safety checkpoints to be an effective means of enforcing driver license laws of Tennessee while ensuring the protection of all motorists. TVA Public Notice TVA to Close Fishing Access Around Pickwick Dam and Powerhouse TVA will begin modifications to the switchyard and powerhouse at Pickwick Dam and Hydro Plant May 22. Memorial Bridge Honors Memory Of Floyd Hayes

The Floyd Hayes Memorial Bridge is located on Simmental Lane in front of the house Mr. Hayes lived in for 33 years. A sign was recently placed at the bridge as an honor to his memory. This bridge was one of the first concrete bridges on a county road in the south part of Wayne County. It is located at the farm belonging to his son and daughter-in-law, J. T. and Marie Hayes. Mr. Hayes was born January 30, 1902, the oldest son of John Thomas and Ida Ann Holt Hayes. He had one sister and three brothers. He grew up in a farming family, spending most of his childhood on the Hayes Branch in south Wayne County. He acquired a life long love of farming. On September 29, 1928 he married a local girl, Ethel Mae Montgomery. To this union were born four children, two of whom died in infancy. On September 1, 1976 he lost his mate of nearly 50 years with the passing of Ethel. A man of modest means he never acquired a great amount of money or owned hundreds of acres of land. He believed in helping those in need and putting others before himself. He was satisfied with his life as a small farmer, and caring for his livestock. Mr. Floyd and Miss Ethel raised two children, Lois and J. T. Their descendants include six grandchildren, nine great-grandchildren and five great-great-grandchildren. Second only to his love for his family was his love for his God. He was a long time and faithful member of the Mt. Hope Church of Christ. He enjoyed studying the Bible with friends and neighbors,. He loved his fellow man and had a great love for all children. Most of his life was spent farming in the Cypress Inn and Lutts communities. After a long and full

Fertilizer losses from too much water. First, I will pass along a notice from USDA Farm Service Agency’s Mickey Allen: The last day to timely report lost to livestock is 30 day after the loss was apparent. The last day to report a timely loss on NAP crops is 15 day after the loss was apparent. The last day to report a timely prevented planting is 15 days beyond the final planting date for the crop. The NCT will have these for all crops. If you have had a loss, be sure to contact Mr. Allen at 931762-6913, extension 2. They should have already notified Crop Insurance if they have insurance and have a loss. Recent heavy rains and flooding have created concern over gardens, fields and pastures where fertilizers had already been applied. As long as the topsoil did not wash away from flooding, the phosphorus and potassium should still be in place and available to the crop. However, nitrogen is another case all together. Hang on tight for the discussion that follows: According to University of Tennessee Extension Soils Specialist Hugh Savoy, heavy rains

leading to flooding and saturated soils for several days contribute to nitrogen loss through denitrification. This process occurs when nitrogen in the nitrate (NO3) form is converted to nitrogen gas by bacteria in the soil. The amount of denitrification increases with the amount of time a field is water logged (soil needs to be saturated for at least 2 days in order for the bacteria to start the denitrification process). In fields where some or all nitrogen fertilizer has already been applied, estimating the amount of N loss depends on the 1) nitrogen source used, 2) how long the nitrogen has been on the field, and 3) duration of flooding if water is standing in the field. An estimate of denitrification loss is 3-4 percent loss of nitrate nitrogen for each day soil stays saturated beyond 2 days. Savory says postemergence or side dress nitrogen applications to supplement nitrogen that may have been lost should be made before the V6 stage of corn, but can be economical up to tasseling in some situations. If no nitrogen was applied at planting or the majority was lost due to flooding, side dress nitrogen should be applied as soon as

practical after V3 corn. According to UT Extension Cotton Specialist Dr. Chris Main, the best way to determine how much nitrate is available in the soil is by a pre-side dress nitrate test (PSNT). They were also quizzed on habitat management practices for each species such as burning, disking, planting trees and/ or grasses, etc. Out of 31 counties in the western region, our team placed 8th. One day later found Wayne County students in Lewis County competing in the sub-regional project showcase. Katie Reeves placed first in her category, as did her sister Karissa. Shelby Duren placed first and was named best of show. Hanna Dugger won the blue award, and Katie Robbins received first and best of show for her category. This is the largest number of students we’ve carried to project showcase in my tenure as 4-H agent, and it’s also the best we’ve placed. Now that the competitions are dwindling down for a short while, the first counties to start the camping season will be at Camp Ridley at the end of this month. Junior level (grades 4-6) campers from Wayne County arrive July 12 and come home on the 16th. Junior High (grades 6-8) campers are at Ridley from July 6-9. The deadline to sign up for either of these camps is June 1st and spots are first come, first serve, so don’t wait until

the deadline or you may be left out. Commerce, City of Clifton and Frank Hughes School worked together to promote recycling and litter awareness in the community. The Recycling Day Parade was the culmination of a week of activities. Elementary school children dressed up in self-made “Recycling Costumes” designed to spread the recycling message and participated in a parade down Main Street. Zeke Franks and McKinley Thompson won first place in the costume contest and each student received a $50 Savings Bond sponsored by Peoples Bank and Wayne County Bank.
