Members of Clifton, Wayne County, and State Trooper law enforcement participated in a joint active shooter drill on Wednesday at Frank Hughes School. The drill took place after students left for the day and focused on training teachers and administrative staff to think clearly in a terrifying and chaotic situation. Led by the Wayne County Sheriff’s Office, the drill consisted of a mock shooter entering the building from an undisclosed location and firing simulated shots by clapping together boards

of wood. The mock shooter tested locked doors and searched the hallways for potential victims as Clifton Police and a State Trooper responded to the school in real time. The officers entered the building, determined the location of the shooter and neutralized the threat successfully. In cooperation with the school district, the Sheriff’s Office conducted six other drills throughout the county and plans to complete one in each of the county’s eight schools.

American Idol contestant Jimmy Smith, a Waynesboro native, made it to the top 40 during last week’s show. The first group of 10 male singers takes the stage to perform for the judges on Thursday, February 21. After they perform, the judges will be faced with the decision of choosing which five will stay each night and which five will be sent home over the next two weeks.

and bone marrow transplants; and although she lost her beautiful brown hair, nothing could erase her infectiously charming smile. She attended kindergarten for a short time before relapsing in 2003. Unable to attend school with her friends, Ryleigh was home-schooled by her Nana. Their lessons included nature walks, where Ryleigh fell in love with butterflies. After battling ALL for most of her young life, Ryleigh departed from this world on September 14, 2007, leaving wonderful memories and the inspiration for the Butterfly Foundation. The Butterfly Foundation, a non-profit organization founded by Ryleigh’s Nana Dean Stegall, raises money to assist families and children in Wayne County and the surrounding area with life-threatening or life-altering conditions. Since it was founded, the Butterfly Foundation has

distributed over $82,000 to more than 70 families in need. By June, the Foundation will have raised and distributed over $100,000. The Butterfly 5K is one of the Foundation’s major fundraising events. The Foundation raised over $20,000 at last year’s event, which included 488 runners from seven states. This year, the Butterfly Foundation hopes to surpass those totals and reach 500 runners. The deadline to pre-register for the race is May 14, 2013. The entry fee includes the runner’s choice of cotton or moisture-wicking t-shirt. Pre-registration forms can be picked up at the Wayne County Chamber of Commerce and Carl’s Music Studio in Waynesboro, the Welcome Center in Collinwood, and all Wayne County Bank, Bank of Waynesboro, and Peoples Bank locations throughout the county. Participants can register after the deadline or on race day for a higher entry fee and should arrive at the City Park between

6:15 A.M. and 7:30 A.M. The event begins at 8 A.M. Water stations will be provided on the course at 1.5 and 2.1 miles and breakfast will be served after the race. A 5K race is 3.1 miles long and runners will be divided into Male and Female division with 16 different age groups in each division. First, second, and third place trophies will be awarded in each age group and an award for Best Overall Male and Female will win $100. A 1 Mile Fun Run will be held after the 5K for children 12 and under. There will be awards for First, Second, Third, and Fourth place for both Boys and Girls divisions. All participants will receive an official medallion from the Butterfly Foundation for their efforts. Letters... To The Editor

Dear Editor, Thirteen years ago when I moved here I was told I would be sorry, because I was moving into an area of close knitted people. I on the contrary have found nothing but warm hearted, willing to offer a hand people. My wife has experienced this first hand and so have I. We have especially found city government entities very helpful and always willing to help with civil needs. This newspaper to begin with is most informative and always alert to report local needs and events. I especially want to alert all veterans regarding the V.A. office in the Wayne County Courthouse headed by Mr. John Berry, a warm hearted man. Mr. Berry has a crew of four namely Misters Erickson, Berry,

If you need a ride to VA hospital, call this number on Thursdays 722-9219. Thanks for listening, P.S. I forgot to give credit to the most important people in this endeavor. The person or persons that provide the beautiful van for transportation, and also the person or persons who so generously provide the gasoline every trip to these VA centers. May God generously bless these loving, caring persons. Again Thanks for Listening, Sincerity, Bob Schultz

Board Of Ed. Approves Volunteer Coaches, School-Related Trips By: Kaitlyn McClanahan

The Wayne County Board of Education met for their regularly scheduled meeting on February 14, 2013 in the Central Office Board Room. All members were present, with the exception of Angela Swanson. Following a moment of silence and the Pledge of Allegiance, board members proceeded to examine consent items, the January meeting minutes, as well as the December ledger of accounts. No changes were necessary and Andy Yarbrough offered a motion to approve the items, which was seconded by Patrick Blackburn and passed unanimously. The first item on the agenda was a Policy Review of Section 5: Personnel Policies 5.100— 5. 310. Superintendent Grinder stated that there were no recommended changes.

The Board agreed and no action was needed. The next item was a second reading of Policy 1.801 Section 504 and ADA. The proposed policy, which was part of a legal suit that involved 127 school systems, would add regulations to incomplete Section 504 policies, including the addition of a grievance process. The Tennessee School Board Association and the Office of Civil Rights reached a settlement but needed approval of the policy from all of the school boards involved. Greg Eaton offered a motion to accept the policy. The motion was seconded by Dwight Bumphus and passed unanimously. The vote marked the final vote needed to officially enact the new policy. Budget Amendments were discussed next and Superintendent Grinder presented a $5,000 donation to install security equipment on the

front door at Waynesboro Elementary School. The private donor wished to remain anonymous, but specified that the funds be used to improve safety and security at WES. The board expressed collective appreciation for the generous donation. Additional budget amendments included $38,025 provided by the state for the current fiscal year of the GEAR UP Grant. Andy Yarbrough made a motion to approve the amendments, which was seconded by Patrick Blackburn. A roll call vote passed the motion unanimously. Next, Chairman Barry Hanback invited Dr. Talitha Willard to address the board regarding a grant received by Waynesboro Middle School through the Foundation of Rural Education and Development. Dr. Willard explained that WMS had received a $2,250 grant. WMS used the funds to purchase the Kids College program, which uses computer incentives to teach math, English, and language arts. The next item of business was the approval of volunteer coaches, including: Drew Turman – WCHS Basketball,

Charles “Bubba” Long – WCHS Boy’s Soccer, Enrique Lara, WCHS Boy’s Soccer, Jeff Ray – FHS Baseball, Mauresa Gray – WMS Softball, and Chuck Moser – WMS Softball. Greg Eaton asked if head coaches requested these coaches and if principals approved the volunteers. Dr. Willard, principal at WMS, affirmed. Greg Eaton moved to approve the coaches, subject to a favorable background check on new coach Enrique Lara. Pat Brown seconded the motion and it passed unanimously. The next agenda item was the approval of various overnight schoolrelated trips, including: WCHS band members attending Honor Band at Austin Peay State University from February 21-23, CHS Softball players spending the night in Hamilton, AL for the 2013 Aggie Classic Tournament on March 15, and WCHS FBLA attending the state FBLA competition from April 7-10. Patrick Blackburn moved to approve the trips and Pat Brown seconded the motion, which passed

unanimously. Chairman Hanback invited members of the board to volunteer for the budget committee. Andy Yarbrough, Patrick Blackburn, Superintendent Grinder, and Chairman Hanback were appointed to serve on the budget committee. The first topic under agenda item Other was a presentation on E-Rate information by Lee Ann Staggs. She stated that the board must approve the list of vendors in order to continue doing business with them. In addition, the Board had joined a consortium with the Metropolitan Nashville Public Schools for internet services. Staggs reported that the Board would not be allowed to continue participating in the consortium, due to a new cut-off date. A number of school systems cut from the Metro Nashville consortium were combining to create a new group, and Staggs needed permission from the board to enter the new consortium agreement to renew current contracts with the following vendors: School Insights

Andy Yarbrough provided a motion to approve the consortium and contract renewals. Patrick Blackburn seconded the motion and it passed unanimously, but Pat Brown requested that the board review the terms of the contracts at the end of this year. The board agreed. The final item under Other was a note that Superintendent Grinder received from a basketball official praising the sportsmanship and attitude of the FHS Basketball team. The official noted that he refereed a number of FHS games this season and, having worked in a school system himself, was impressed by positive attitudes of the players. Chairman Hanback opened the floor to members of the audience to address the board. A citizen inquired about the process for volunteer coach background checks.

Society News C’wood Girls Scouts Collect Tabs For Ronald McDonald House

Collinwood area Girl Scouts, the Daisies from troop 263, collected pull tabs from aluminum beverage cans as part of a community service project. The nine girls enlisted friends and families to collect tabs for the Ronald McDonald House Charities of Nashville, who then sell them to be recycled for their metal content and this money helps fund their program. On Saturday, January 26 some of the girls, along with parents and their troop leader, Joy Stults, visited McDonald’s in Waynesboro, turned in their can tabs, and enjoyed a happy meal too! Ronald McDonald House is a place where families stay free of charge while a child undergoes medical treatment. Donating to this organization is a great service project that teaches the girls about sharing and giving back to others. These girls will earn badges for their community service. Visit www.girlscouts.org for information about the scouts.

It’s easier to give blood when you look at it from both sides. Pinch yourself. The momentary discomfort is similar to what a blood donation needle feels like. A quick pinch and that’s it, you are donating blood. In about eight to ten minutes, you’ll be finished. Every two seconds someone in the United States needs blood. Your one blood donation has the potential to save up to three lives because the blood can be separated into red cells, plasma and platelets to treat patients with different needs. Blood is often needed for traumas, heart surgeries, joint replacements, organ transplants, premature babies, leukemia and cancer treatments, and much more. Let’s Make Public Notices Available To All By State Senator Ken Yager

The issue of whether local governments should post public notices on their own internet website is a question that was discussed more than once in the Senate State and Local Government Committee during the 107th General Assembly. The issue is sure to come up in the 108th. Local governments, looking for ways to reduce expenditures, are suggesting that they can save money by posting notices on their respective websites rather than posting the notice in the local newspaper. Before coming to the Senate in 2009, I had the privilege to serve as a county executive for 24 years. My experience in local government gives me a greater appreciation for the importance of this issue. The cost of running a public notice is an investment, not a mere expenditure. Using an independent agency - the local newspaper - builds integrity in the process. To give even the appearance of manipulating mandatory public notices tarnishes the already tattered reputation of government because it undermines the concept of independence and transparency. Tennessee law currently requires that many public notices be published in a newspaper of general circulation, a concept as old as the Republic itself. The precedent was set by the first Congress in 1789 and later in Tennessee’s first Constitution. For example, the legislature requires public notices be given

on a variety of critically important subjects: government meetings, bid announcements, notice of parental termination, foreclosure notices, public sale of private property, back tax notices, estate notices and zoning changes, to name a few. Although diverse, these examples and other notices have a common thread: the public’s right to know on matters that significantly affect them. Printing public notices in a local newspaper of general circulation creates a permanent record and, most importantly, preserves the integrity of the notices by requiring that an entity separate and apart from the government print the notice. However well intentioned, shifting the responsibility for printing public notices to the government’s own website raises the specter of manipulation further eroding public confidence. Local governments struggle financially and understandably are looking for ways to decrease expenditures. But to suggest that shifting notices to their own website in lieu of the newspaper could have disastrous consequences adversely affecting the public’s right to know. But communications have changed. The internet is becoming the source of information for many people. In a decade most homes will have access. Currently, however, only 40% of the populace has access to a computer in the rural areas of Tennessee. In my district, less than a third of households in one county

have access to broadband internet. Moreover, a survey by the Fiscal Review Committee staff showed that over a third of the 455 county and municipal governments in Tennessee do not have websites. Rep. Ryan Haynes (R – Knoxville) and I have filed a bill that both will preserve the independence of the public notice and will recognize the growing use of computers. Senate Bill 461 <http://wapp. capitol.tn.gov/apps/

BillInfo/Default. aspx?BillNumber=SB04 61> /House Bill 1001 will require Tennessee newspapers which print public notices to post them on their website as well. The bill also requires that every newspaper will have to post on their website homepage a link to the public notice section and another link to a statewide website. This system will ensure the widest distribution of public notices. But most importantly, notices will

be published by those who are independent of government and who are responsible only to the people who read their news reports. And, this measure comes with no extra cost to the local government. Our bill combines the best of both worlds. It keeps public notices in places where more people can and will find them. That promotes government transparency and public trust. You cannot put a dollar figure on it, but we cannot afford to lose it.

Septic Smart Tip From Annie Chiodo Of The Waynesboro Water Plant Spread out laundry and dishwasher loads throughout the day. Consider fixing plumbing leaks and installing faucet aerators and waterefficient products. Too much water use at once can overload your system, particularly if it hasn’t been pumped in the last couple of years.

department.” Some things we don’t want all of. I talk to folks who “have it all”. Mention an ailment like arthritis and they’ll join in with you, “I’ve got it too!” Don’t expect sympathy for you plagues from your peers. They’re in the same boat pulling on the same oars. Most folks think “it all” is plenty of money. It ain’t! Riches are additive. I see multitudes of old folks sitting on their “feathered nests” with long faces. The hardest folks I’ve ever tried to entertain were a bunch of rich bankers. That’s the truth. I’ve got witnesses. I reckon they were afraid a dime would fall out of their deep, deep pockets. I assumed the great singer meant love, peace and contentment. She pursued the wrong way. Leaving the Church brings misery. Jerry Lee will honestly tell you that. Broken hearts are always striving to regain life’s thrills. Lying commercials try to sell you on the happy carefree life of beer, whiskey, wine, and “dancing like no one is looking”. The prodigal son proved the futility of that. He came to his senses and went back to his Christian home. He begged Pop’s forgiveness, and got it. I already had a gorgeous wife, good health, and Tennessee sunshine. But I didn’t have a clue what “it all” was until I met the Lord. You won’t either.

W’boro Commission Hear Presentation From Dixie Youth Officials By: Kaitlyn McClanahan

The Waynesboro City Commission met on February 11, 2013 at City Hall for a regularly scheduled meeting. All members were present with the exception of Mayor Robert Vencion. Vice-Mayor Dan Creasy called the meeting to order and Commissioner Jeff Howell offered an invocation. The first order of business was an approval of the previous meeting’s minutes. No changes were necessary and Commissioner Tony Creasy offered a motion to approve. The motion was seconded by Commissioner Gerald Baer and passed unanimously. Vice-Mayor Creasy opened the floor for Water Plant Director Annie Chiodo to provide a department report. She stated that all was well in her department and that

she was scheduled for a meeting regarding the TN Disaster Recovery Grant on Tuesday. City Manager John Hickman updated the commission on the website, reporting that all of the city’s available properties were now listed on the site. He encouraged the commissioners to peruse the site and recommend any changes. Vice-Mayor Creasy inquired whether the city was selling ads on the website. Manager Hickman stated that it had not been the city’s policy to do so, but the option could be explored if the commission was interested in doing so. Manager Hickman reported that the city would be installing LED spotlights to illuminate all “Welcome to Waynesboro” signs. The project is expected to be complete in the next few weeks. Hickman also told

the commission that the city applied, once again, for the Summer Youth Program, which would assign graduated high school seniors to work for the city for twelve weeks during the summer after graduation. Qualified students include those who are preparing to enter the workforce rather than attending technical school or college. Manager Hickman also reported that he was meeting with the owners of TN Container to finalize a contract. Next, the commissioners were given copies of the Waynesboro Annual Financial Report, prepared by Mark Goodwin & Associates. The commissioners requested that Manager Hickman have Goodwin attend the next meeting to answer any questions they may have on the report. Vice-Mayor Creasy opened the floor to Chuck Moser and Greg Bratcher of Dixie Youth Baseball. They discussed a number of maintenance repairs as well as opportunities the season would bring for park use. A lengthy discussion included the laying of sod, the annual dirt allotment, fence repair, batting cage repairs, backstop improvements, and concession stand upgrades. The commission agreed to split the cost of sod needed for one more field, similar to an agreement that had been reached last year for the installment of sod at two fields. Chuck and Greg explained that Dixie Youth was planning to bid for a variety of tournaments to be held in Waynesboro and reported that previous tournaments had received high praise from other Dixie Youth organizations. They reported that the first Dixie Youth game would take place on April 8, 2013 and hoped to have all repairs and updates in place before that time.

Vice-Mayor Creasy requested that Dixie Youth provide the commission with a list of costs for several of the projects before the next meeting. The commission expressed a willingness to assist Dixie Youth with some of the cost for larger repairs, such as adding chain link to the top of a backstop to prevent foul balls from going into the stands. The commission expressed confusion with the school baseball teams moving to the sportsplex fields after the city installed an expensive scoreboard at the City Park fields. Manager Hickman agreed to follow up with the school teams. The commission also thanked Dixie Youth for their hard work and dedication to Waynesboro’s young people. Following the Dixie Youth presentation, Vice-Mayor Creasy opened the floor to the commissioners. Commissioner Baer proposed an idea to use remaining playground funds to begin incremental construction of a new woodenstructure playground at the park. He was inspired by structures in Columbia and Lawrenceburg and the commission discussed possibly placing it near the future amphitheater.

The structure could be expanded each year using funds already appropriated in the projected playground budget. Commissioners agreed that this fiscal year’s remaining funds could be used to install the base for a future structure. Commissioner Tony Creasy requested an update on an overall cost estimate for the amphitheater. Manager Hickman stated that he and the designer were still working on an accurate price for the concrete and shell kit, but he anticipated having the information ready for the next commission meeting. Commissioner Howell expressed hesitation with the proposed builder kit for the project, and Commissioner Creasy agreed, echoing his belief that the city could build its own structure for less. Manager Hickman notified the commission that Waynesboro had been chosen to participate the TN Downtowns Grant Program. Hickman explained that Waynesboro and Clifton were both recipients of the grant; the first time two cities from one county were chosen for the program. Vice-Mayor Creasy noted that a new antiques store had opened on

the square – Functional Finds. Commissioner Howell said he had received two comments from residents. The first was a report of sliding asphalt at the bottom of a hill on Forrest Hills Road. The second was a report of the bushes by Cash Saver growing out and causing decreased visibility for drivers in the parking lot. Manager Hickman stated that he would look into both issues. Manager Hickman announced that bids would be opened and compared on February 19 for the Wastewater Treatment Plant project and invited members of the commission to attend. A vote on the bids will not take place until the next commission meeting, but the board was welcome to look at the contenders. Before adjourning the meeting, the commission remarked that its thoughts and prayers were with Mayor Robert Vencion, as he is still ill. Having no further business, Commissioner Creasy made a motion to adjourn. Commissioner Baer offered the second and the meeting was adjourned. The next regular commission meeting will be held on Monday, February 25, 2013 at 5:30 P.M. in the Courtroom at City Hall.

C.H.S. Trojanettes District 12A Tournament Runners-Up.

Trojanettes Fall To S’town In Championship Collinwood Trojanettes fell to Summertown Lady Eagles Monday night in the District 12-A championship game for the second time in two years. 26 percent shooting kept the Trojanettes on the short end of a 46 to 35 score. Despite some easy misses the score was 9 to 8 in favor of Summertown after the first quarter. Summertown pushed ahead 23 to 14 at half. The Trojanettes cut the lead to 23 – 17 on a 3 point play by Hanna Littrell on their first offensive possession of the third quarter. Summertown held a 4 point lead most of the quarter. A Lori Long three pointer pushed the lead to 31 to 24 entering the final period.

The Trojanettes managed to cut the lead to 31 to 28 with 6 minutes to play. A Lexie Risner pass was off the mark as Alexis Haddock attempted a back cut that would have made it a one point margin. From that point on Summertown went on a 6-0 run to push their lead back out to 37 to 28. Summertown out rebounded the Trojanettes 28 to 17. Summertown made 17 of 24 free throws (10 of 14 in the fourth quarter). The Trojanettes were only 13 for 22 for 59 percent at the line. Haddock and Littrell had 10 points each. Lexie Risner had 4 assists and 6 steals. Lori Long led the Lady Eagles with 13 – including 3 made three

pointers; Megan Kilburn had 11; Morgan Long added 9. Mt. Pleasant will come to Collinwood for a 6:00 tip on Friday in the Region 6-A quarterfinals. The winner will travel to Richland to face the Richland – Wayne County winner with a sub-state berth on the line on Monday, February 25th. The Trojanettes are 21-6 heading into region play. Katie Hanback left the game with a head injury after laying out for a loose ball early in the third quarter. She spent the night in the hospital; she is expected to be dressed for action Friday. Alexis Haddock, Hanna Littrell, and Lexie Risner made the all District 12-A seasonal team. --Submitted

Wayne County Family History/Crafts Fair Be Held July 13, W’boro Who are you? Where did your family come from? These are just some of the questions that could be answered at the annual Wayne County Family History and Crafts Fair on Saturday, July 13, 2013, at Wayne County High School. Wayne County Historian Bob Rains shared his insights about the fair recently. Q. Mr. Rains, what exactly is a family history fair? The fair is an opportunity for anyone that has information on their family history to share it with others who are looking for it. For example, I have information on the Ray, Melson, and Rains families of Wayne

County, among others. I will bring it to the fair to share with others looking for those families. We encourage everyone with Wayne County roots to attend and bring what they have. You never know—something you think is well known about a family might be just what someone else has been searching for! Q. If I have information on my Wayne County family, what do I do next? Send me an email at rainsr@tds.net or call me at 931-722-5016 to reserve a table at the fair. It’s free! We will also need to know if you will need an electrical outlet for computers, etc. Q. Will I be able to get

Heart Disease Is #1 Killer Of Americans According to the Centers for Disease Control and Prevention, heart disease kills an estimated 630,000 Americans annually and is the leading cause of death for both men and women. One of every four deaths in the United States each year is attributed to heart disease and each year about 935,000 Americans have heart attacks. Heart disease refers to different types of heart conditions. Coronary artery disease occurs when plaque (cholesterol deposits) collects in the arteries that supply blood to the heart. Atherosclerosis is the condition where so much plaque collects that it causes the arteries to narrow. The good news is that there are things you can do to help prevent heart disease. Choosing a healthy diet and exercising regularly are among them. Being overweight or obese can increase your risk for heart disease so maintaining a healthy weight is a wise choice when it comes to protecting your heart. Eating healthy meals, including foods low in saturated fat and cholesterol and high in fiber, can help prevent high blood cholesterol.

Limiting salt and sodium in your diet can also lower your blood pressure. Physical activity also helps in maintaining good heart health. The Surgeon General recommends that adults engage in moderateintensity exercise for at least 30 minutes on most days of the week. If you do have high cholesterol, high blood pressure or diabetes, talk with your doctor about how you can work together to treat these conditions that can lead to heart disease. Monitor your blood pressure regularly and have your cholesterol tested at least once every five years. If your doctor determines medication is needed to treat any of these conditions, follow instructions carefully and faithfully. By practicing a heart healthy lifestyle, you can greatly reduce your risk of having a heart attack. The signs and symptoms of a heart attack may vary by individual and by gender. Commonly they include: Chest discomfort in the center of the chest that lasts more than a few minutes, or that goes away and comes back, which can feel like an uncomfortable pressure, squeezing, fullness or pain Discomfort in other parts of the upper body, one or both arms, neck, jaw, upper back or stomach Shortness of breath with or without chest discomfort Unusual fatigue Breaking out in a cold sweat, nausea or lightheadedness February has been designated as American Heart Month and Wayne Medical Center encourages everyone to take this opportunity to learn more about healthy heart practices, the signs of a heart attack and what to do if you or a loved one demonstrate any of these symptoms. If you experience any of these symptoms, immediately call 911. Emergency personnel are highly trained, can begin treatment in the ambulance and will contact the emergency department so that physicians are ready and waiting for a patient once they arrive. A quick response can prevent permanent heart damage and could save your life. Charlotte Smith EXTENSION AGENT UNIVERSITY OF TENNESSEE EXTENSION SAVING VS. SPENDING — PERSONALITY OR HABIT? Experts at The University of Tennessee say that whether you tend to save or spend money freely can depend both on your personality and your habits. “Some people do need the security of having money stashed away and others are relatively comfortable living on the financial edge,” says Dena Wise, Ph.D., who is a Professor and Consumer Economics Specialist with UT Extension. “But a big factor in whether you spend or save is simply habit. We fall into spending habits just as we fall into eating habits, and it can be just as difficult to change our spending habits as it can be to change our diet.” In order to decide if you need to change your spending habits, Wise recommends that you ask yourself five simple questions: • Sometimes, do I buy things without knowing for sure that I can afford them? • Do I make spending decisions without really having a plan?

FISH DAY! It’s Time To Stock Your Pond! DELIVERY WILL BE:

• Do I often have less than $1,000 in my checking account? • Do I carry a balance on my credit cards from month to month? • Do I sometimes not have enough money to pay bills when they are due? If you answer yes to any of these questions, then you need to focus on change. Wise says there is also a methodical approach to changing your spending habits, and it’s similar to the approach you might use to change your diet. “The first step toward reigning in your spending is to simply track what you spend for a few weeks. Like keeping track of what you eat, recording expenditures in a journal or electronic device can help you understand not only how much you spend and for what, but also why you spend. It’s a good idea, especially for the first week or so, to make notes on each spending or saving decision. Before and afterwards, did you feel satisfied, anxious, guilty or bored? These feeling can provide clues

adults and young people each year on financial issues. Some are facing foreclosure or bankruptcy but many just want to learn how to get ahead. “In today’s economy, it’s harder than ever to get ahead financially,” Wise said, “but we’re seeing a new determination on the part of consumers to find ways to stash away a little cash.” Those wanting to know more about saving and debt reduction can contact their local UT Extension office at 931722-3229 or Dena Wise, Ph.D., The UT Extension, at 865 974-8198.

Reminder: Hispanic, Women Farmers/Ranchers Claims Must Be Postmarked Mar. 25 Agriculture Secretary Tom Vilsack reminds Hispanic and women farmers and ranchers who allege discrimination by the USDA in past decades that there are 45 days remaining in the filing period closing March 25, 2013. “Hispanic and women farmers who believe they have faced discriminatory practices in the past from the USDA have 45 days left to file a claim in order to have a chance to receive a cash payment or loan forgiveness,” said Secretary Vilsack. “USDA urges potential claimants to contact the Claims Administrator for information and mail their claim packages on or before March 25, 2013.” The process offers a voluntary alternative to litigation for each Hispanic or female farmer and rancher who can prove that USDA denied his or her application for loan or loan servicing assistance for discriminatory reasons for certain time periods between 1981

and 2000. As announced in February 2011, the voluntary claims process will make available at least $1.33 billion for cash awards and tax relief payments, plus up to $160 million in farm debt relief, to eligible Hispanic and women farmers and ranchers. There are no filing fees to participate in the program. The Department will continue reaching out to potential Hispanic and female claimants around the country to get the word out to individuals who may be eligible for this program so they have the opportunity to participate. Call center representatives can be reached at 1-888-508-4429. Claimants may register for a claims package (by calling the number or visiting the website) or may download the forms from the website. All those interested in learning more or receiving information about the claims process and claims packages are encouraged to attend meetings in your communities about

the claims process and contact the website at any time or call center telephone number Monday through Friday 9 A.M. to 8 P.M. Eastern Time. Website: www. farmerclaims.gov, Phone: 1-888-508-4429, Claims Period: September 24, 2012 – March 25, 2013. Independent legal services companies will administer the claims process and adjudicate the claims. Although there are no filing fees to participate and a lawyer is not required to participate in the claims process, persons seeking legal advice may contact a lawyer or other legal services provider. Under Secretary Vilsack’s leadership, USDA had instituted a comprehensive plan to strengthen the Department as a model service provider and to ensure that every farmer and rancher is treated equally and fairly as part of “a new era of civil rights” at USDA. In February 2010, the Secretary announced the Pigford II settlement with African American farmers, and in October 2010, he announced the Keepseagle settlement with Native American farmers. Both of those settlements have since received court approval. Unlike the cases brought

by African American and Native American farmers, the cases filed by Hispanic and women farmers over a decade ago were not certified as class actions. Civil War Fashion Show Mar. 4, H’wald A Civil War era fashion show will be held during the Lewis County Historical Society meeting on Monday, March 4, 7 P.M., at the Strand Theatre, 100 E. Main St., in Hohenwald. Presented by the Confederate Belles of Tennessee, the fashions and manners of the Civil War years strongly reflected the Victorian era when modesty was the rule of the day. The

fashionable silhouette of the 1861-1865 period focused on the tightly laced corseted bodice with the waistline resting

at the natural waist, voluminous elaborately trimmed skirts worn over crinolines and hoop petticoats, long full sleeves with engageantes and high demure necklines. Lavishly decorated bonnets and hats complimented the ensemble. There was an infinite variety of designs and construction details, particularly in ladies apparel, in the 1860s. The Civil War era fashion show will begin with

“underpinnings”, which are the layers of proper undergarments worn by the Victorian lady. Models will be wearing ensembles complete with jewelry, gloves, fans, reticules, hats, bonnets, headdresses and parasols. The different dress styles to be shown include tea gowns, day dresses, work dresses, altered and retrimmed dresses, sheer and summer gown, Garibaldi influenced apparel, the Polonaise style gored dress, dinner gowns and wedding gowns. Men’s fashion will include military

uniforms and civilian attires. Everyone planning to attend this free event will be dazzled with an array of ball gowns and evening wear, including a replica of a gown worn by Varina Howell Davis during her husband’s Presidential years. Mark your calendars and make plans to attend. The fashion show is a prelude to the events of April 19-21, when Civil War re-enactors will settle in Hohenwald on the Lewis County Courthouse lawn, located at 110 Park Ave. N. Hosted by Sons

of Confederate Veterans Camp 559 & Confederate Belles of Tennessee, the 19th Alabama civilian group encampment will take place on Friday, April 19. A day of living history can be enjoyed by all from 9 A.M. until 3 P.M. Local and area schools are planning a day of field trips to visit this remarkable event. Armies of Tennessee will set up for events on Saturday and Sunday, April 20 & 21. The public is invited. For more information Call 931-796-4084.
