Flip Flops The weather has been beautiful and summer is just around the corner! It is time to pull out the flip flops! These are great for around the pool, at the beach or just about anywhere. All students must register prior to the new school year. Tutorials will be in a teacher classroom from 12:30 p.m.-1:23 p.m. and then 1:30 p.m.-2:30 p.m. All teachers will be in their classrooms during review sessions.

Students including seniors are responsible for attending 3rd period daily in order to maintain exemption status. Detention will be in the Commons during review sessions. June 2, buses will leave at 11:40 a.m.

Project Grad Location Project Grad 2011 will be held at the Main Event just off of I45. Students will check into Project Grad late in the evening on June 4, and be picked-up early the next morning, June 5.

Rotary Teacher of the Year

Please join CCISD in congratulating Barbara Scott, 2nd grade teacher at Brookwood Elementary, and Donna Stone, PALS teacher at Clear Brook High School. These two outstanding teachers have been selected as the 2011 Elementary Teacher of the Year and 2011 Secondary Teacher of the Year. Ms. Scott and Ms. Stone both received $1,000 from the Rotary.

Brook Student Excels Three Clear Creek ISD students competed in the International Science and Engineering Fair held 8-13 May in Los Angeles. Two Clear Lake High Juniors Audrey and Christina Wassef and Clear Brook Sophomore Rishi Suresh recently competed in the Intel International Science and Engineering Fair held at the Los Angeles Convention Center. Audrey and Christina's entry won fourth place in the Behavioral Science category. There were over 1540 entries from every State in the Union and over 65 countries represented. Just eleven finalists from Houston (SEFH) were chosen to compete at the international level. Well done!

Electronic Recycling Clear Brook High School and Electronic Scrap Recycling of Houston have joined forces to hold another electronic recycling drive Saturday, June 11th from 9 am-2 pm at Clear Brook High School. Items being collected are PC Towers, Monitors, Cables from computers and other electronics, cell phones, cell phone batteries, printers, cordless phones, surge protectors, old extension cords, household electronics, Christmas lights as well as laptops. NO TELEVISIONS. Items are considered a donation and a tax receipt will be given out for donations. ESR is a ISO certified company and has been in business 20 years and safety for your privacy as well as the environment is their number one concern. All hard drives will be shredded on site at the facility, but we will destroy them when dropped off if you desire. To learn more about this company, visit their website at www.esrinc.com. Class of 2011 Graduation Day June 4, 2011 at 9:30 Veteran Stadium Information from the CCISD Website All ceremonies will be streaming LIVE graduation video through the district web site www.CCISD.net.

All noise makers, including: bells, whistles, air horns and electronic noise makers are strictly prohibited and will not be permitted in the stadium/auditorium. Graduation: Bus Schedule for Graduates On the day of graduation, Clear Brook, Clear Lake, and Clear Springs graduates are required to ride the bus and will meet at their home campus to be transported to the Veterans Memorial Stadium for graduation. Clear Creek High School graduates are required to meet at Clear Creek Community Church parking lot (999 N. FM 270, League City) to be transported by bus to the Veterans Memorial Stadium for graduation. In the event of rain, a second pick up time will be added for students graduating in the second session. Graduation: Weather Contingency Plan A decision to implement the rain plan will be made between the hours of Noon and 2:00 p.m. the day of graduation. The district web site, www.CCISD.net, will have current graduation information in the Parent/Student link. The Communication Hotline (281) 284-0027 will also be updated with the appropriate information. If it should rain, each high school graduation ceremony will be held in two sessions and will take place in the Carlisle Field House. Morning Ceremony * 9:00 a.m. - 10:00 a.m. (students A - K) * 10:00 a.m. - 11:30 a.m. (clear parking lots, line up next grads) * 11:30 a.m. - 12:30 p.m. (students L - Z) Each student will receive an envelope prior to graduation with the alternative graduation instructions. Each senior student will be provided tickets for guests to attend the graduation ceremony in the Carlisle Field House. Tickets will be color-coded to reflect either Session 1 or Session 2. Guests without tickets will be allowed to view the ceremony via video broadcast in the Clear Creek High School auditorium.

Students who do not abide by the graduation dress standards as set by the campus will not be permitted to participate in the ceremony.

On the day of graduation, Clear Brook, Clear Lake, and Clear Springs graduates are required to ride the bus and will meet at their home campus to be transported to the Veterans Memorial Stadium for graduation. Clear Creek High School graduates are required to meet at Clear Creek Community Church parking lot (999 N. To ease traffic flow at the Veterans Memorial Stadium, beginning at 7:30 a.m. for the morning event, “Park and Ride” will be available for parents and guests at Goforth Elementary, League City Intermediate and Clear Springs High School. Every 10 minutes, buses will transport guests to and from the graduation site at the Veterans Memorial Stadium. Please park your vehicle and walk to the bus ramp. Additional handicapped parking has been designated on site at Clear Creek High School and the stadium.

“Room to Grow” Celebration

On May 24th, staff and students from Clear Brook celebrated the grand opening of the “Room to Grow” atrium. This project was a combined effort of Clear Brook staff and students and local community members. CIS Program Coordinator, Frieda Shafer, assumed this project last year after Clear Brook science teacher, Cheryl Wendling, relocated to Austin. Special thanks to project leaders Ronnie Loomis, Emilie Olivier, Melissa Wong and Janie Goldman and the many students who volunteered their time to build planter boxes, lay pavers, clear weeds, haul sand and soil and plant shrubs. Thanks for that Wolverine spirit! The atrium provides above ground gardens for special needs’ students to engage in gardening therapy through actual planting, care and harvesting of herbs, vegetables, and flowers. Texas indigenous plants and shrubs have been planted at ground level for student enjoyment and beautification of the area. Benches will be installed to provide an outdoor classroom for students. Different clubs and classes will volunteer to maintain the atrium in years to come. We at Brook look forward to utilizing this new space and enhancing our students learning experiences.

SAT Test Prep Two CCISD 2010 graduates, Jenny Le and Shawn Du, that attend Harvard are now offering classes for SAT prep. Classes are approximately 5 weeks long and include two hours of private tutoring as well as a college admissions advising session. Classes start mid June and mid July and will be at the Freeman library (perfect for summer school students because they start at 3 PM), the cost is $599 per session. CCISD Budget Update from CCISD Superintendent Dear Community Members, The Citizens Finance Advisory Committee (CFAC) has presented its recommendations to the Board of Trustees. I will openly say that each of these recommendations reflects the severity of the proposed state budget cuts to public education. As I have stated from the beginning of the year, the proposed cuts to public education are wide and deep and there is no easy or painless way to mitigate these reductions. To date, CCISD has reduced expenditures by $11.9 million and I have outlined an additional $9.4 million reduction over the next two years. The financial bills in both the House and the Senate still contain reductions ranging from $40 million to $20 million to the Clear Creek Independent School District budget. The CFAC was comprised of employees, parents, business leaders, and senior citizens. The committee made it clear the community wants to maintain the current workforce and core competencies that make CCISD what it is today. They quickly realized that in order to meet the projected state deficit, the district would need to reduce, eliminate or charge fees for certain programs and services. Every dollar of these recommendations creates hardship on the part of parents, teachers, administrators and taxpayers. Citizens Finance Advisory Committee Recommendations (These are presented in no particular order of priority)

1.

Consider eliminating the 5% Homestead Exemption. This recommendation will generate approximately $5 million in revenue for the school district and will not require voter approval unlike a tax rate election. CCISD Board of Trustees offers taxpayers an optional homestead exemption of 5%. Clear Creek ISD is one of few area school districts that still maintain an exemption. School districts deemed "property wealthy" have higher exemptions to avoid sending additional money to the state under the Robin Hood Formula.

2.

Consider allowing students who live outside the district to attend CCISD schools based on tuition. The committee made it clear this would only be acceptable if the district established parameters and tuition-based attendance would not lead to an increase in staffing numbers. Basically, this would maximize our capacity within our schools.

3.

Consider a reduction in non-teacher and teacher contract days not to exceed five days. This was a very difficult recommendation for the committee to offer. However, committee members recognized that if the deficit is $20-$40 million, this option is better than implementing a reduction in force. Currently, state law prohibits school districts from paying "Chapter 21" employees less than what they made last year. HB 400 would permit school districts to implement furloughs in lieu of a reduction in force. There is a great deal of opposition to this bill and if it does not pass, school districts may be forced to layoff employees versus giving them furlough days. A furlough is when an employee works less days.

4.

Consider eliminating all non-mandatory transportation or charge a fee for magnet programs such as WAVE, Science Magnet, non-hazardous bus routes within 2 miles, Clear Horizons Early College High School, dual credit courses, and extracurricular activities. Transportation continues to be a significant cost driver for the school district. The district is reimbursed for about 20-cents on every dollar spent on transportation. With fuel prices on the rise, the committee felt this was a financial burden that required attention.

5.

Consider phasing out Clear Horizons Early College High School. This recommendation was not based on a program evaluation but rather what the committee felt was a high-cost per-student. The committee felt students could still earn dual credit through existing programs at the comprehensive high schools. As I shared with the committee, this is one of the flagship programs within CCISD and is a life-changer for many students. However, we will need to explore avenues to reduce the cost of this program.

6.

Consider fees for extracurricular activities. The committee felt strongly that athletics and fine arts are part of the CCISD culture and would like to see all programs continue. However, the committee felt fees for uniforms and other supplies may be required to keep the programs afloat in these very difficult financial times. Some school districts have already instituted fees. In the event this is approved by the Board of Trustees, the district will establish the means to assist economically-disadvantaged students.

7.

Consider reprioritizing instructional programs, preserving the core of Science, Math, English, and Social Studies at 90% and all others at a lower level such as 80%. This recommendation focuses on reducing all operational budgets across the board. Under the worst case scenario, the committee requested the district follow this model in the event there needed to be a reduction in force.

8.

Consider suspending district contributions for certain supplementary health benefits that are not utilized by all employees. This committee emphasized the importance of the continuation of the District's contribution for health care benefits. The committee believed that eliminating the District's contribution for dental, life, and EAP would have a more limited impact as not all employees currently take these benefits. I am concerned that this recommendation and the others relating to employee furloughs will erode our ability to recruit and retain our world-class workforce. Consider a transportation fee of $20 per student, per year, for athletic and fine arts. This is somewhat similar to recommendation number four. I recognize these recommendations are difficult for all of us to hear but in the end, we have to hope for the best and plan for the worst. The committee made recommendations that total $16.2 million. As you can see, the recommendations do not equal the $21 to $41 million in state cuts the district anticipates next school year. The committee recognized the district has only two options if the deficit is that large: 1) Increase classroom sizes and layoff hundreds of teachers and staff or 2) Hold a tax rate election to ask voters for additional pennies on the tax rate. The committee worked through both scenarios and could not come to consensus to bring either of these recommendations forward to the board at this time. This is not the end of the process. There is much more work and feedback needed. The district will bring these recommendations forward to our employees and the public for input and we will continue to communicate with our legislators the negative impact a reduction in state funding will have on the staff and students of the Clear Creek Independent School District. The community is invited to join us at twoTown Hall Meetings to learn more about the recommendations. I do ask for your patience as we work through the possible impact of each of these recommendations. I will reemphasize to you we are committed to preserving what we have here in CCISD.
