Forestburg Council develops Community Housing Incentive policy Leslie Cholowsky Editor

Forestburg Council recently passed a new Community Housing Incentive Program policy. The policy “recognizes the need of additional housing to further enable community growth, both residential and non-residential, and that given the current economic climate and costs associated with building new and renovating existing housing, Village participation in this endeavour is necessary.” CAO Dwight Dibben says, “Housing sales have been brisk in the community for the past few years and existing housing that had previously been rentals are being purchased by families who are relocating to live in Forestburg. “We have seen a decrease in rental inventory to the point where currently there is little if any on the market. “With new developments announced and coming to the community we anticipate that housing inventory, for rental and purchase will only become a more prevalent need.” Dibben says Council has heard from builders/renovators and home seekers that the costs of building new are prohibitive. “The Council Housing Committee has had discussions with a number of builders, local and in the broader region, and given prices there is little appetite to put up spec housing, whether for purchase or rental, at current costs. “This, combined with rising interest rates and continued inflationary pressure, has led Council to the view that public participation in housing construction or elements of it may be necessary to address the housing inventory issue.” To that end, Council revised the first draft of the new policy to provide for the ability for Council to participate financially in projects as a permissive ability (rather than a defined participatory requirement for the municipality.) Council also added a preference for multi-unit projects to the policy before passing the new policy this July. Any Builder or Renovator with an interest in participating with the Municipality in the Forestburg Housing Incentive Program must make an initial expression of interest to Village Council identifying this interest, outlining their proposal for housing construction or renovation See FORESTBURG P17

Flagstaff County’s Youth Leadership one-day camp last Tuesday, July 25, gave the region’s youth an opportunity to visit the United Church Hardisty Lake Camp and take in many of their amenities, including archery, canoeing, along with leadership and team building activities for a fun, free, day. Mobile mammography service to visit Killam Women ages 45 to 74 - the group most at risk of developing breast cancer - will have local access to mammography services later this month when Alberta Health Services’ Screen Test program visits Killam. A mobile mammography trailer will be stationed at the Killam Health Care Centre from Aug. 30 to Sept. 1, and Sept. 6, 2023. Appointments are required. Residents can book an appointment or learn more about the program by calling 1-800-667-0604. Screen Test is improving access to cancer

screening for thousands of women in Alberta communities where mammography is not readily available. A mammogram is an X-ray of the breast and has proven to be the most effective way to detect breast cancer. Early detection allows for a greater number of options for treatment and a better chance of survival. Area 53 Raceway growing, improving, and building community Leslie Cholowsky Editor

Forestburg’s Area 53 Raceway hosted two days of racing this past weekend, July 29 and 30, which despite some minor rain delays, was a success in more ways than one. Track Manager Corey Kozey says earlier in the season the track saw 700 ft of new paving done, extending the shut down area, and making repairs to the return lane. He says, “We had the money saved up in anticipation of using it for a matching grant for the project, but were unable to access any grant funding, so we decided to spend what we had saved to start on the paving.” The club spent $80,000 towards this project, raised from racing activities and sponsors over the past couple of years. Also new this year is a change to visitor parking to reduce walking distance to the stands for spectators. Kozey says that on any given race event, anywhere from 40 to as many as 95 racers have come out. “We’ve definitely seen a lot of growth, but this year we are noticing that cost is definitely a factor in the sport for many racers; it’s expensive.”

He adds, “There’s definitely a lot who book their holidays around racing.” Area 53 has always had a key group of volunteers who’ve put their own time and even funds into building up the infrastructure, along with some great sponsors. Kozey says, “We’re always looking for more volunteers, we’ve got a good bunch, but everybody has a life and needs the odd weekend off.” Over the past few years, Area 53 has gained a great reputation within the racing community. Kozey says, “We haven’t had much negative feedback at all.” He says a new bunch of racers from the Taber area were at the track for the first time this weekend. Their comments were: “Great people great facility all around.” Other racers have commented over and over again about the friendly, professional volunteers. Kozey says, “That’s really important to all of us, we want to stand out.” He says the racing community is just that, a community, and that the regular racers at Area 53 have developed into a close-knit group that’s always ready to welcome new racers, and support their own. Kozey says earlier in the year one of

the frequent Area 53 racers was having some health issues. “He needed a hand, and we, and our racing community, helped him out.” The group raised nearly $10,000 to help with living, travelling, and extra medical expenses. This past weekend, Kozey says he

was approached by Caitlyn Prehn about a local resident who was going through cancer treatments and struggling. He says, “She asked me if they could come and sell some stickers, trying to do some fundraising at the races. I told her Continued on Page 12

Participants had a full day of teambuilding projects along with the opportunity to enjoy many of the camp’s amenities.

Cost of living rising despite feds CAMROSE MLA JACKIE LOVELY claims - electricty rates to soar Report from the Legislature Alberta’s balance sheet stronger than ever

The “lucky” people of Alberta who are not presently locked in to electrical rates will see another rise in their bills in the coming months. Customers who are charged on Alberta’s regulated rate option (RRO) will be the ones repaying this year’s earlier price deferal, until the end of December. This will bring Alberta’s default electricity rate to the highest charged in the province’s history, increasing rates by over six centrs per kilowatt hour in some cases. The CBC quoted Joel MacDonald, founder of energyrates.ca, who said this increase means Albertans on the default rate could be seeing their electricity bills rise by $125 per month on average, compared to those who are already on a fixed rate. "This is an all time record high for the RRO, and also the first time that actual cost is flowing down to Albertans," MacDonald said. The last increase in rates, another record breaking amount, was in February, but due to a temporary price cap put in place by the Province, Albertans saw prices frozen at 13.5 cents. Now the temporary cap is off, and Albertans will be paying for it, and then some, along with this new record-breaking rate hike. Add that to the Bank of Canada increasing its rates, and there are many people who are going to be struggling come fall. If you’re unlucky enough to have a mortgage up for renewal, increased monthly payments due to recent hikes could put some households under financial pressure. Add that to grocery prices, which have slowed, but not returned to previous levels, and it’s no wonder that Flagstaff Food Bank is seeing record-high useage, along with food banks throughout the province. Livingcost.org calculates the cost of living in Alberta to be 1.05 more expensive than Canada’s average, fifth most expensive. Prior to this electricity rate hike, rent and utilities were rated 5/12 most expensive in Canada. Livingcost.org estimates that the average Albertan’s salary presently covers 1.9 months worth of expenses. The high cost of living doesn’t just affect families, it affects communities and community groups trying to fund activities, projects, and other events. The trickle-down affect of a high cost of living means more pressure for already strapped municipalities, too. With our federal government more concerned about going green at any cost than the welfare of Canadians, what solutions are there available? We need sweeping changes in our federal government and policies to make Canada’s economic future viable for its residents. Interestingly, despite us being the fifth-most expensive, it will suprise no one locally that Alberta remains the first-best place to live in Canada, with quality of life rated amongst the highest in the country. Now if only our federal government would offer more support for Albertans, instead of enacting policies that seem designed to block us at every turn. LESLIE CHOLOWSKY

Thanks to our 2022-23 debt repayment, an estimated $260 million in debt servicing costs will be eliminated every year, freeing up cash that can now support your family’s needs and priorities. In 2022-23, we paid down $13.3 billion in debt while continuing to save for the future. By growing the Heritage Trust Fund by $2.5 billion to a market value of $21.2 billion, I am confident that our children and grandchildren will benefit from Alberta’s current prosperity and our

government’s focus on providing economic stability. Our commitment to paying down debt, saving for the future, and supporting Albertan’s has sent a signal across the globe. One that attracts people and investment in a diverse range of industries by signaling that Alberta is the best place in the world to do business right now. With Alberta’s record $8.2 billion of business tax revenue, it is no surprise that Alberta is a top destination for global investment. Landmark investments across the province have generated thousands of new, high-paying jobs that ensure our people can get back to work and support their families. Our government will continue striving to make life better for all Albertans. Record-setting investments into public health care, education, and inflation-relief, all while balancing the budget, is just the beginning. We have made great progress in securing Alberta’s finances and are determined to keep Alberta moving forward. Well hello folks. I hope you have had a fabulous week and have enjoyed the variety of summer weather. Summer in Alberta can be sizzling with the temperature hovering at 30C or higher and by morning we are down to 10C. The small air conditioner was blowing its little heart out one night and the next night it was so chilly, that I actually put the mattress heater on low. Thank goodness for electricity. Can you imagine living in the southern U.S.A. without air conditioning? That would surely be a death sentence. Now let us add all the electrical cars that we are going to be plugging in and charging up. They are going to save us so much fuel and how long before the whole electrical grid collapses? Hmmm. We have a long way to go before all that will work in rural Alberta. It is certainly something to think about isn't it? Today is Monday and the beach at Hardisty Lake is buzzing with groups of little people taking their swimming lessons. What a perfect sunny day to learn the mechanics of swimming and beginning to learn to put your head under the water. I hope the weather remains sunny for the rest of the lessons and the little kids have a blast learning to swim. My husband was busy gathering up his tools to go fencing and jumped in his side-by-side. He was roaring across the fields when he looked back and our two-year-old dog, Rosie was gasping and trying to keep up with him. It was so bloody hot out and he felt so sorry for her. He stopped and she jumped in the seat beside him. He always has a very large thermos of cold water, so Rosie was in good hands. She stayed with him until his work was done, then like a faithful wife, sat in the seat beside him to get a ride home. That dog loves my man! If she notices that he is

putting on his work boots she will quit eating her breakfast, just so she can be assured she will be by his side. My man faithfully grooms her with his fancy brush and she is in sheer heaven. Once we are in bed you can hear her toenails clicking on the linoleum floor as she sneaks into our bedroom and goes to sleep on the floor. She just wants to be near my man. I am hoping that she doesn't hop into my side of the bed and stretch out so I have no room in my own bed. That will not be good! I was reading "My Dog’s Life... Chicken Soup for the Soul" and I came across a quote, "A dog is the only thing on earth that loves you more than you love yourself," from Josh Billings. They attend the new day care we have in town. Our library assistant Amanda entertained them and we hope they will visit us again. As your public library we want the children to

enjoy all that our modern library has to offer. We are so much more than just books. I attended the Lougheed Fair meeting last night and boy are their volunteers ready to surprise you with a fabulous 100th Anniversary event on Saturday, Aug. 12. Their members have been getting ready for this celebration since last year. Check The Community Press for all the information. You will be excited and amazed. Come and support their efforts, like you folks supported the 75th Hardisty Rodeo in July. You won't be disappointed, "Come on down!" Another former Alliance resident, Elaine Wallace, was on the cash register at London Drugs in Red Deer when I stopped in last week. On Friday at the Vermilion Fair I saw Ken and Anita Cameron. They have moved to Killam but are often in Alliance. Anita is our dependable substitute at the Library. Aug. 4 is the deadline for application for the Library Manager job. It

is 12 hours per week, six on each of Tuesday and Thursday. I am the Chair of the Library Board, so email can come to me, petendia@gmail.com. Chris Steele is back in town; he spent the winter in California. Chris has the quonset on Railway Ave. There were a lot of people into the Rummage Sale first thing on Thursday morning. A number of years ago, the Sedgewick Lions Club worked with the Sedgewick Lake Park Board, seeking approval for two small 8 x 10-12 cabins to be built in the campground. The cabins are small, powered, oneroom accommodation, for those who want the camping experience, but don’t have the gear. Pete McGillivray, Club President, says that the project has had pretty good success, with the cabins rented out most weekends. “When we first started talking about the cabins, we knew that other campgrounds offered these kinds of services, and that they were very popular.” He says that initially the club shared rental revenue with the park for the first few years before

the ownership reverts over to the park. Based on the success of that project, the Lions Club proposed building a third cabin at the park site, this time looking at something a little bigger that might accomodate a small family. The new cabin, which is presently under construction, is 20 x 20, with two rooms, and a deck in front. The building will have power, but no water. Club members had a work bee a couple of weeks ago to work on the walls. McGillivray says that due to the heat, the work moved into the arena. “Charlie Gascoyne offered his time to help get us started on building the walls, he got us on the right track.” He says that day, after a barbeque for the workers, the walls were loaded on

a flat deck and taken out to the site, where they were put up that same night. Then this last week, the engineered rafters arrived. “Dennis Lefsrud at MANTL loaned us the use of a truck. The rafters arrived that afternoon and were finished by 7 p.m. that night.” McGillivray says the group will plan future work parties to get to the tin roof, and the hope is

to get the building’s exterior finished by the fall. Then the interior work, wiring, insulation, and finishing, can be done over the fall and winter, with the hopes that the cabin will be complete and ready for use in the 2024 season. He says the exterior finishes were picked to be as maintenance free as possible. McGillivray said that as a community service

course.” The club set about fundraising for the new cabin and this year partnered with the Sedgewick Sabres hockey club for their wrap up dance. “That did pretty well for us.” He says the major source of funding for the club comes from working casinos. The club has been fundraising for the cabin for about three years, McGillivray says, part of that running through the COVID pandemic, which

brought some of their normal fundraisers to a halt. “We were running a fall STARS gala in the fall, with silent and live auctions, then that turned into a Christmas Party event before COVID, then afterwards, we tried a New Year’s Eve event. “We didn’t want to constantly have our hand out after the pandemic, so for the New Year’s dance, we just wanted to put on an event that people could come and enjoy themselves.” The Lions are also available this year for private bartending at events, and McGillivray says that’s been so well received they’ve had to turn some jobs away. “Our membership is relatively stable, but we don’t want to burn our members out, either.” He says the club always welcomes new membership. The Lions club welcomes men or women, who are looking to meet people and get more involved in the community. “We would love to get some younger couples in, we would love to hear their points

Employment Opportunity Police chase, arrest Town of Viking suspects after gun shot north Full – Time Permanent Public Works Employee of Bruce injures person Patricia Harcourt Staff Reporter

Two men were captured last week after Viking RCMP received a report that shots were fired at a residence north of Bruce. The shots resulted in someone on the property receiving an injury to the hand. Police were notified at 6:52 p.m. on Tuesday, July 25 that a vehicle had entered the property in question. Shots were fired from the vehicle hitting someone on the property in the hand before the vehicle left. A search was begun to find the vehicle using several investigative units of the RCMP including Eastern Alberta District Crime Reduction, Central Alberta District Crime Reduction Unit, and several surrounding police detachments. Aerial surveillance was conducted with the help of the Edmonton Police Service Air 1. A short time later the suspect vehicle was located and disabled, causing it to hit the ditch. Two suspects fled on foot but were found and quickly arrested with the help of canine police from the Police Dog Service. The vehicle being pursued was identified as a truck that had been stolen a month previously in Spruce Grove. Two men have been charged with multiple offences. Aaron Robertson, 30, of no fixed address, is charged with 13 criminal code offences, some of which include discharge of a firearm, assault with a weapon, being disguised with the intent of committing an offence, resisting arrest, possession of a weapon for a dangerous purpose, and flight from a peace officer resulting in a pursuit. Robertson was remanded into custody after failing to get an interim release order at a judicial hearing held Aug. 1 in Lloydminster. The other suspect, Justus Zawislake, 22, is a resident of Sturgeon County.

He has been charged with resisting arrest, possession of stolen property over $5,000, possession of break-in tools, and failure to comply with a release order condition. Zawislake successfully applied for an interim release following a hearing in front of a judge. But he is ordered to appear Aug. 1 at the Alberta Court of Justice in Vegreville. RCMP also report that they received further information which led them to conduct a search warrant on a Lamont area property. During that search, police reported seizing two stolen trucks, two Saskatchewan licence plates and a stolen cargo trailer. RCMP are continuing their investigation and state that “further criminal charges are pending.”

The Powerline Baseball League crowned the Rosalind Athletics as 2023 League Champions after their 10-2 win over the Armena Royals in Game two of the best-ofthree finals last week. The Athletics took the first to games to secure their place at the top. In the Battle River Baseball League, the Macklin Sr. Lakers faced the Veteran Bulls in the final. The first game saw both teams with a strong start, according to league statistician Blayd

Anholt. “The Lakers were led by a strong performance on both side of the ball by Ace Jared Hillis who threw six strong innings on the mound, and led the way offensively going three of four at the plate, with a home run to get the offense rolling in the first inning.” The final was 63 Macklin. Game two had the Bulls and the BRBL trophy heading to Macklin for a nailbiter that went to extra innings. Anholt says, “Veteran was unable to generate a run in their half of the eighth, setting the stage for Macklin.

“The Lakers promptly had their first two hitters reach base. Veteran reliever Jesse Tkach proceeded to strike the next two hitters out. “But, with two outs and two men on, Macklin’s Cody Gartner hit a line drive to shallow centre that the CF was unable to come up with, scoring the winning run.” With a 2-1 final score, Macklin took the series, and the championship.

Alberta RCMP Major Crimes Unit investigates homicide in Maskwacis On July 30, Maskwacis RCMP received a report of a stabbing at a residence on Louis Bull First Nation. Upon arrival, RCMP and EMS located a deceased male who has been identified as 34year-old Maskwacis resident, Daniel Adrian Johnson. RCMP arrested an occupant of the home and the Alberta RCMP Major Crimes Unit was deployed and took carriage of the investigation. As a result of the inves-

tigation, RCMP have charged 31-year old Maskwacis resident, Amie Lindsay Twins with, Second-DegreeMurder. Twins was taken before a justice of the peace and remanded in custody with her next court appearance set for August 1, at the Alberta Court of Justice in Wetaskiwin. As this matter is now before the courts further no further information will be released.

Area 53 Continued from Page 2 we had a much better way of helping out.” So Area 53 put a call out to their racers and fans for help. “We asked for donations of non-perishable food items, and also donated the 50/50 raffle proceeds to her, as well as other cash donations. In two days, the group raised over $1,800 to help Jessica Clements, of Forestburg, along with food donations.” Kozey says that Area 53 will continue to accept non-perishable items for the remainder of the season, adding, “Anything that she doesn’t need will go to the Flagstaff Food Bank.” One thing that hasn’t changed since

the first race at Area 53 is the entrance fee for spectators. It’s always been by donation only. Kozey says he doesn’t see that changing anytime soon. “Not with the times we’re living in. I would sooner see people in the stands watching and joining in, maybe buying a hamburger or a t-shirt.” He says he’s happy to say that Forestburg seems to have developed a good fan contingent, with up to 50 people coming out to events. “I was at an event in Rimbey recently and there were three people in the stands. I think that’s normal for most tracks, but not here.” He thinks keeping the costs low allow everyone the opportunity to check out eighth-mile racing. In past years the track has been a stop on a number of point events, where racers travel around different raceways in

a circuit, but this year, the only thing they’ve tried is a Car 53 point event, a four-race series between Forestburg and Rimbey. “It hasn’t gone quite as well as we’d hoped, but again, it’s the times we’re in.” Area 53 races raise enough funds to keep fixed expenses paid, and anything left over, Kozey says, will go towards either grant-matching or more direct funding for future paving projects. Kozey says, “We spread our races out this year to give our volunteers a break. We’re always looking for new people to volunteer. He says Area 53 is always open to

have groups run fundraisers by selling food or opening a booth, and he says the track’s own swag booth does very well, too. “It’s great advertising to see people go away with our swag, and it’s another great reason not to charge a set admission fee.” The Area 53 community is always welcoming to new racers, too. Kozey says street vehicles are welcome, but must be in good shape and safe to drive, and drivers must have a helmet. “I’d love to do a Friday Night street legal race event at the track, but there doesn’t seem to be a lot of youth drivers interested in our area. We welcome younger drivers to come out and check us out.” In just a few short years of operation, Area 53 has become a destination for racers throughout the province.

within the corporate limits of Forestburg including estimated financial costs, timelines for construction, and participating elements being requested from the Village as outlined in this policy. Council will review any such applications, and approve it, or negotiate changes to it. Some of the incentives that could be considered by Council would be discounted or deferred cost of municipally owned residential land, application of elements of the Community Improvement and Consolidation program to applications, property tax exemptions to housing until an initial sale, exempted or deferred municipal utility charges for projects, or direct municipal equity contributions to new build projects. Dibben says, “Council has drafted the Policy to be flexible in order to

be best responsive to any proposals that may come before it. “One of the advantages of being a public entity is that a longer-term perspective to costs and investments can be brought to bear. “In addressing a known public need, this view can compliment the private sector needs quite well and together a partnership can address need in the community.” If Council enters into an agreement to financially participate in projects under the new program, funding would come from Village reserves, or reallocated from in-year operating funds, according to the policy. “Preference will be given to newbuild projects on municipally owned land over renovations. Additionally, preference will be given to multi-unit housing proposals.” All applications under the new programs will be reviewed by Council, with any approvals coming directly through resolution of Council.

Cyclones sending swimmers to regionals This past weekend the local Killam Cyclone Swim Club was off to Innisfail for the last swim meet of the season. The team is now busy getting ready for Regionals on Aug. 11-13 being held in Lacombe this year. There were lots of new-to-the-sport swimmers on the Killam Cyclones this year but they are still sending an impressive 14 swimmers to Regionals, all with good chances to making it to Provincials.

From Regionals the top two swimmers of each event in each gender and age category will be moving onto Provincials. There are also a few wild card slots for each event. Provincials are held in Edmonton at the Kinsmen Sports Center Aug. 18-20. Swimmers moving on to Provincials are announced on Monday, Aug. 14. If you are at the pool this week during the market or see swimmers around town, wish them good luck!

The Killam Pentecostal Church will be hosting the musical family, the Amundruds, on Aug. 13 as part of their current Sweetest Sound tour. This family group, hailing from Lloydminster, blends faith-based lyrics with the musical styles of pop and country. Gary, Sheri, Daryl, and Jessica say they all share a common desire to touch lives with their music. Comprised today of Gary Amundrud, Sheri Berube, Daryl Amundrud, Jessica Amundrud, and Travis Howard; The Amundruds was founded by Glen and Linda Amundrud. Their ability to communicate through song has made

them a favorite in Gospel music today with their appearances at music festivals and concerts across North America. Federal grant for seniors supports open for proposals Leslie Cholowsky Editor

The federal New Horizons grant program for community projects meant to support seniors opened Tuesday, Aug. 1, for grant proposals. “Seniors have made and continue to make significant and valuable contributions to their families, communities, and workplaces. “The Government of Canada remains committed to supporting local organizations that empower seniors, promote engagement within their communities, and contribute to their health and wellbeing.” MP Seamus O’Regan Jr. launched the

call for the 2023-24 proposals Tuesday. Organizations are invited to apply for funding that creates opportunities for seniors to be more connected, supported and active members of their communities. Projects need to reflect national priorities, including: Supporting healthy aging; preventing senior abuse; celebrating diversity and promoting inclusion; and supporting financial security. The call for proposals is open until September 14, 2023. Applicants are encouraged to submit online. RCMP charge female with drug and weapon related offences On Friday, July 28 at 4 p.m., due to an ongoing drug investigation, Consort and Coronation RCMP conducted a Controlled Drugs and Substances Act search warrant on a residence in the Village of Consort. As a result of the search warrant, Consort RCMP have seized the following: •15,000 illegal cigarettes; •198 grams of suspected crystal methamphetamine;

•60 grams of suspected fentanyl; •51 grams of suspected cocaine; •10 grams of suspected heroin; •3 grams of suspected crack cocaine; •750 ml of suspected MDMA (Ecstasy); •126 grams of suspected LSD; •31 grams of assorted prescribed pills; •Canadian currency; •A shotgun and assorted weapons.

Consort RCMP have charged 44year-old Melodie Joy Torraville, a resident of Consort, with the following: •Possession of a controlled substance (2 Counts) •Possession for the purpose of trafficking a controlled substance (5 Counts) •Possession of tobacco product without excise stamp •Possession of a prohibited weapon
