“This is a particularly compelling time to be the Resident Coordinator for a small island state like Mauritius. Since my arrival here in 2022, I have experienced examples of extreme weather conditions such as flooding and cyclones on the one hand and water shortages on the other. This visible effect of climate change combined with our geographical remoteness, small scale of economies, and high import costs have grave consequences for our island’s food security. It has gained greater momentum since the COVID-19 pandemic and Ukraine war-related supply and commodity shocks, raising strong preoccupations with food security as a key to the sustainable economic transformation agenda. Food systems have emerged not only as an agricultural challenge but as a game-changer to catalyse results across multiple SDGs. The upcoming event in Italy provides an opportunity for Mauritius to focus on the way forward to accelerate the transformative power of food systems.

Food production must be viewed across sectors and not in isolation. Water and energy are direct inputs at all stages of the food value chain, while natural resources, ecosystems, and their services underpin the security of these inputs.

Sustainable Africa key to global security

In his opening remarks, UN General Assembly President Csaba Kőrösi called for “unshakable solidarity with Africa”, both from within the continent and from the international community.

“Solidarity based on the understanding that the prosperity of our world, and the security on our globe can never be complete without sustainability in Africa,” he said. UN Deputy Secretary-General Amina Mohammed noted that despite international agreements, commitment to financing for development has been limited due to internal and external factors.

“From the point of view of internal factors, the lack of efficient and transparent mechanisms to support revenue administrations and public financial management results in hundreds of billions lost every year in illicit financial flows and inefficiencies,” she said.

“From the external perspective, internal factors are compounded by an unfair international financial architecture that keeps African countries in a marginal position, making them more vulnerable to debt distress,” she added. She highlighted how challenges in resource mobilization limit African countries from being able to undertake the massive investments needed in energy access and other critical areas.

“As the COVID-19 pandemic highlighted, energy is an essential component for achieving resilience. And resilience is indispensable to ensure the sustainability of development efforts,” she said.

UNDP warned that a massive spill from the Safer would destroy swathes of marine life in the Red Sea. Speaking to reporters in Geneva, spokesperson Sarah Bel expressed concern for the fishing communities on Yemen’s Red Coast, already living in a crisis-wracked situation, as a spill would like ‘wipe out 200,000 livelihoods instantly” and “fish stock would take twenty five years to recover.”

Describing the operation as the first of its kind, she exercised caution during this “emergency phase” but assured reporters that everything had been put in place to “secure success.”

The FSO Safer has been moored some 4.8 nautical miles southwest of the Ras Issa peninsula on Yemen’s west coast for more than 30 years. In 2015, production and the maintenance of the tanker stopped due to the eight year conflict between a pro-Government Saudi-led coalition, and Houthi rebels. As a result, the vessel is now beyond repair.

Syria still mired in division, top UN envoy tells Security Council

“I hope they will soon, because if not, it will be another missed opportunity to help the Syrian conflict to come to a negotiated end, at a time when the impact of the crisis is deepening,” Geir Pedersen said, briefing the Security Council.

While there had been positive humanitarian gestures following the devastating earthquakes in February, it was disappointing that the UN cross-border relief operations which provoked a Russian veto and a failure to agree any resolution two weeks ago, could not be extended, he told ambassadors.

“How are the Syrians meant to believe that some broader progress is possible, and how are they meant to be encouraged to overcome their own deep differences, if consensus on humanitarian basics among international parties is elusive?”

“Syria remains territorially divided with Syrian society too divided on many issues”, Mr. Pedersen said, informing of the presence of five foreign armies within the country.

“This month saw airstrikes attributed to Israel, reports of Turkish drone strikes, reports of pro-Government airstrikes north of Aleppo, and the US saying it carried out drone strikes on an ISIL leader near al-Bab.”

Civilians continue to be injured and killed, amid violent clashes, regular exchanges of mortar, rocket and artillery fire across northeast and northwest Syria, he added.the war.

Haiti – Desperate Security Crisis, Church Leaders Plea for Help

Haiti’s National Police has an estimated 13,000 active-duty officers in a country of more than 11 million people, the Associated Press reported.

U.S. Secretary of State Antony Blinken and Haitian Prime Minister Ariel Henry, in remarks before a joint meeting in Trinidad and Tobago July 5, agreed on the urgency of deploying a U.N.-authorized multinational force or peacekeeping operation to help Haiti’s national police restore security. However, no country has committed to such a measure. Wenski acknowledged the discussion about intervention but acknowledged three recent peacekeeping missions by the U.S. and U.N.

The U.S. and other countries have called for international intervention in Haiti due to the government’s inability to provide basic security amid the rise of criminal gangs. For their part, Catholic leaders continue to advocate on behalf of the Caribbean country only 900 miles southeast of Florida.

“Haiti is in a desperate situation, the worst that it has probably been in its history,”

Archbishop Thomas Wenski of Miami told CNA July 10. Wenski, who is fluent in Haitian Creole, has long worked with the Haitian communities of Florida.

“Haitians are very resilient. They’re people of faith, and we have to pray to God that they get some relief,” Wenski said.

Haiti has not had a president since July 2021, when President Jovenel Moïse was assassinated.

“It’s a terrible situation, and I think the international community has been kicking the can down the road for a couple of years now,” Wenski said.

According to Wenski, the political crisis began two years before the assassination. The current crisis follows 20 years of a “downward spiral” in economic, political, and social life in Haiti. In his view, the U.S. has helped worsen the situation over the last eight years because the country was “putting a thumb on the scale on how various elections were going to turn out.”

“I think that’s also contributed to the lack of credibility of the previous governments,” the archbishop said.

No national elections have been held since the assassination. Some observers worry elections are impossible without security restored to the capital of Port-au-Prince. The struggle for power has worsened the violence carried out by armed gangs and kidnappers. Gangs control large sections of Port-au-Prince as well as some suburbs.

Wenski cited an incident in which a gang went into a Port-au-Prince hospital operated by Doctors Without Borders, removed a rival gang member from the doctors’ care, and executed him. The incident led the organization to close the hospital temporarily.

“The United Nations troops left a few years ago and the situation has not gotten better,” he said. “So the international force probably might be necessary now because there’s no other way to support the police forces. But it’s only going to be a Band-Aid because there are deeper issues that have to be addressed among different sectors of Haitian society.” Reluctance to commit personnel to intervene is in part due to the fact that Haiti’s gangs are now well-armed.

“For any international force that goes in, there’ll be a price in blood both on the international side and on the Haitian side,” Wenski said.

As of 2020, there were 150 to 200 criminal gangs in Haiti. As many as 500,000 illegal guns could be circulating in Haiti for use in gang conflicts, according to a March report on Haiti’s criminal markets from the United Nations Office on Drug Trafficking and Crime. Many weapons and ammunition have been purchased in various U.S. states with lax gun-sale laws and smuggled out through Florida.

Haiti is also a nexus for the illegal drug trade as a transit point for cocaine being smuggled from Colombia to the U.S. and Canada. Cannabis from Jamaica is smuggled through Haiti to the Dominican Republic, the U.N. report said. Wenski noted that the U.S. has assets in the Caribbean, such as U.S. Coast Guard patrols, to stop Haitian refugees and boat people from arriving in the U.S. and to return them to Haiti.

“If the United States has those assets there, you would think that they have assets to address these other problems as well,” he said.

The dangers of life in Haiti have hurt people’s ability to provide for themselves and their families, the archbishop added.

“People can’t go to work. People can’t work. So you have increasing levels of poverty and increasing levels of food insecurity,” he said.

Natural disasters have also worsened the situation in Haiti. Severe floods hit the country in early June, and severe hurricanes are always a possibility. A major cholera outbreak after the 2010 earthquake infected 820,000 people and killed 10,000, but more recent outbreaks have been far less severe.

After years of decline, however, an outbreak in October 2022 caused 600 confirmed cases and over 6,500 suspected cases, according to the U.S. Centers for Disease Control. Archbishop Wenski noted the important support provided by the Haitian community in the U.S., whose members often send large portions of their income to relatives in Haiti.

“Haitians in the United States are very much aware of what’s happening in Haiti,” he said. “They’re close to their relatives there, and so they’re decrying the situation and also looking for solutions.”

“There are many sister relationships between the United States and dioceses and churches in Haiti,” Wenski added. The archbishop of Miami told CNA he sends stipends for Mass intentions to Haitian priests so they can have an income in a country where parishes often can’t financially support their own priests. The U.S. Conference of Catholic Bishops’ Secretariat for the Church in Latin America provides financial support for various pastoral projects in Haiti, including the reconstruction of churches and schools destroyed in the devastating 2010 earthquake. However, some of these projects have been suspended because they are in gang-controlled areas. (CNA)

Jamaica – No Diplomatic Row With US Says Foreign Minister Johnson Smith

The Jamaican government has reported that there is no existing diplomatic row between Jamaica and the United States. The allegations were reportedly tied to a request for diplomatic immunity for the spouse of a diplomat soon to be posted in Jamaica.

The diplomat is in a same-sex marriage. Jamaica’s Foreign Minister Kamina Johnson Smith has denied the allegations of diplomatic tension between both nations in a release on Tuesday. She did not respond directly to the report that the Jamaican government was refusing to grant immunity and privileges to a same-sex partner of an American diplomat. Johnson Smith said that, in alignment with diplomatic practice and Jamaica’s Constitution, Jamaica extends privileges and immunities to incoming diplomats, their staff, and families, allowing them to reside in or visit the country, and stressed that all requests presented to the Ministry of Foreign Affairs are considered within that context.

She also added that members of staff

from both countries continue to reside and work in each other’s territory and are expected to observe the laws of their host country.

This adds much speculation as Jamaican law does not recognize same-sex couples. Reports are that earlier this year, the United States government formally requested approval from the Jamaican government to extend diplomatic immunity and privileges to the married partner of a diplomat set to be posted in Jamaica.

It was further reported that the Jamaican government did not respond promptly to the request from the US and they in turn denied a request from the Jamaican government to extend the stay of three of its diplomats after the expiration of their five-year visas.

The US department assured that they continue to foster a close relationship with Jamaica based on shared values, trade, culture, tourism, and a dynamic diaspora community in the US.

EU – Slavery Inflicted Untold Suffering, Hints at Reparations

Leaders of EU and the Community of Latin American and Caribbean States (CELAC) met in Brussels this week for a two-day summit and a declaration that includes commitment to many initiatives was drafted. It includes the acknowledgment of slavery and the intent to follow CARICOM’s ten-point plan for reparations.

Ralph Gonsalves, premier of St. Vincent and the Grenadines, the current holder of CELAC’s presidency, on Monday, said he wanted the summit’s final statement to include language on the “historical legacies of native genocide and enslavement of African bodies” and “reparatory

justice”.

“We acknowledge and profoundly regret the untold suffering inflicted on millions of men, women and children as a result of the trans-Atlantic slave trade. We underline our full support to the related principles and elements contained in the Durban Declaration and Programme of Action, including the acknowledgment that slavery and the slave trade, including the transatlantic slave trade, were appalling tragedies in the history of humanity not only because of their abhorrent

barbarism but also in terms of their magnitude, organized nature and especially their negation of the essence of the victims, and that slavery and the slave trade are a crime against humanity. CELAC referred to the CARICOM ten point Plan for Reparatory Justice.”

However, not every European leader is on board with the plan for reparations. Some are being cautious but do acknowledge the atrocities meted out during slavery. The idea of paying reparations has been swirling around for some time now, from Latin America to the US and across Europe, some governments are considering measures of

compensation. At most , leaders across the world have issued apologies.

Florida – Civil Rights Groups Sue Over New Immigration Law

Several civil rights groups filed a federal lawsuit on Monday challenging Florida’s new immigration law.

According to court records, the lawsuit was filed in Miami federal court against Florida Governor Ron DeSantis by the Southern Poverty Law Center, American Civil Liberties Union, ACLU of Florida, Americans for Immigrant Justice and the American Immigration Council. The motion was filed by Attorney General Ashley Moody and Statewide Prosecutor Nicholas B. Cox challenging the legislation that Republican Governor DeSantis signed into law in May that pushes his migrant relocation program and limits social ser-

vices for immigrants without permanent legal status.

Hospitals are also required to include a citizenship question on intake forms. Businesses with more than 25 staffers must use the E-Verify federal system to prove that their employees can legally work in the US.

The complaint states it is unconstitutional for a state to unilaterally regulate federal immigration and subject people to criminal punishment without fair notice. It also asserts Florida’s use of the term “inspection” is incoherent and unconstitutionally vague.

St. Vincent – 5 Killed in Crime Surge

Following a mass shooting in the Harbour Club area of Kingstown on Wednesday night that left five persons dead, the Royal St Vincent and the Grenadines Police Force has issued a statement which is shared below. No arrests have yet been made and investigations are ongoing.

COMMISSIONER’S REPORT ON MASS SHOOTING

At about 8:00 pm on July 19, 2023, the Royal St. Vincent and the Grenadines Police Force responded to a report of a mass shooting in the Harbour Club area of Kingstown.

Investigations reveal that five (5) people were fatally wounded. The police processed the scene and are carrying out further investigations into these shootings and other offences.

The members of the Royal St. Vincent and the Grenadines Police Force wish to express condolences to the relatives and

friends of the deceased persons in tonight’s shooting and other victims of homicides in St. Vincent and the Grenadines. We are also asking anyone with information that can lead to the arrest and conviction of persons who have committed these crimes and other crimes to provide the police with such information. This information can be sent via telephone number 911, 999, 4571211, or 4561810 or to any police officer with whom you are comfortable communicating. Be assured that the information will be held in the strictest of confidence. Additionally, there are laws in place in St. Vincent and the Grenadines that allow witnesses to give evidence without their identity being revealed. This can be done by virtue of The Witness Special Measures Act.

There is also information being circulated about other shooting incidents in St. Vincent and the Grenadines tonight. This information was checked out and found to

be false. There was no shooting in Ottley Hall, Campden Park, Fairbane Pasture, or any other part of St. Vincent and the Grenadines tonight. People are advised to stop spreading and circulating false information.

The public is reassured that despite the regrettable spate of violence that we are currently experiencing in St. Vincent and the Grenadines, SVG is still a safe place. One week ago, we concluded a successful, enjoyable, and generally adverse incidentfree Vincy Mass. Thousands of people enjoyed the carnival and had fun in a safe environment.

The serious crimes that are being committed are, by and large, committed by a very small group of people against others of the same ilk. We advised people to settle their differences in a more mature, civilized, and amicable manner. Also, we strongly advocate that people respect each other’s right to life.

The Royal St. Vincent and the Grenadines Police Force is embarking on new methods of policing while utilizing tried and tested police practices. We coveted your continued cooperation and support in this venture to keep all of us safe.

Advocates Network Decry Heartless Treatment of the Haitians

Kingston, Jamaica – The Advocates Network is deeply disappointed at the heartless, dishonourable decision by the government of Jamaica (GOJ) to charge 37 Haitians with illegal entry to Jamaica as well as their pending deportation back to Haiti. This deplorable decision adds another layer of suffering to the dire condition they are in. It is cruel and inhumane to send the Haitians back to Haiti at the height of the rampant civil war currently being waged there and knowing that their deportation is effectively a death sentence for these Haitians including their eight children (three girls and five boys).

The AN believes that this is a crucial moment for Jamaica to lead in the mobilization of the entire CARICOM community to put action to words and jointly help in the amelioration of this present crisis. That would be the surest representation of the integration that we have been seeking for decades.

We fully support the request by Human

Rights lawyer, Marlene Alleyne to “allow time for due process and to work with us to assess the protection needs of the Haitians in line with international refugee and human rights law.”

If the Haitians are not eligible for refugee protection, we urge the government to follow the 2022 UNCHR’s guidance to grant “complementary protection, temporary protection, humanitarian admission or other legal stay arrangements until the security situation in Haiti permits safe returns.” Jamaica has had a long and historic bond with the Haitian people dating back to Dutty Boukman and his role in feeding the Haitian revolution so based on this and in light of our CARICOM membership we have a historical obligation to these sisters and brothers.

The Haitians need our help! The Advocates Network is willing to help and we encourage the GOJ as well as our fellow Jamaicans, at home and abroad, to lend a helping hand.

NYC – City to Pay $13 Million to Racial Injustice Protesters

About 1,300 people who were arrested or beaten by police during racial injustice demonstrations during the summer of 2020, have brought a civil rights lawsuit, and New York City has now agreed to pay more than $13 million to settle.

The lawsuit was filed in Manhattan federal court Wednesday, would be among the most expensive pay-outs ever awarded in a lawsuit over mass arrests, experts said. It also helps the City avoid an expensive trial.

According to attorneys for the plaintiffs, with some exceptions, the individuals arrested/subjected to force by NYPD

officers at about 18 of the events will each be eligible for $9,950 in compensation. At the moment, many other cities across the U.S. are negotiating their own settlements with protesters during the George Floyd movement.

National Lawyers Guild attorneys represented the plaintiffs in New York. The NYPD leaders are accused of depriving protesters of their 1st Amendment rights through a “coordinated” campaign of indiscriminate brutality and unlawful arrests.

In Mississippi, the monument will include Graball Landing, which is believed to be the site where Emmett Till’s brutalized body was pulled from Tallahatchie River.

The third site is the Tallahatchie County Second District Courthouse in Sumner, Mississippi, where Emmett Till’s murderers were tried by an all-white jury and wrongfully acquitted.

This will be the President’s fourth new national monument since taking office. The designation reflects the Biden-Harris administration’s work to advance civil rights and commitment to protecting places that help tell a more complete story of our nation’s history.

On Monday, White House Press Secretary Karine Jean-Pierre announced President Biden’s intention to sign a proclamation to establish a national monument in honor of Emmett Till. Speaking at a press briefing, Jean-Pierre said:

On the 82nd anniversary of Emmett Till’s birth, President Biden will sign a proclamation to establish the Emmett Till and Mamie Till Mobley National Monument in Illinois and also in Mississippi.

The new monument will protect places that tell the story of Emmett Till’s too-short life and racially motivated murder, the unjust acquittal of his murderers, and the activism of his mother, Mamie Till Mobley, who courageously brought the world’s attention to the brutal injustices and racism of the time, catalyzing the Civil Rights Movement. The monument will include three separate cities in two states, as I mentioned, including Roberts Temple Church in [of] God in Christ in Bronzeville, a historically Black neighborhood on Chicago’s South Side where thousands of people gathered to mourn and bear witness to Emmett Till’s death in September of 1955.

And it comes at an important moment — let’s not forget what we have seen these past several months — as we’ve witnessed extreme officials in Florida and across the country lie about American history. The most recent example: shamefully — shamefully promoting a lie that enslaved people actually benefited from slavery. It’s inaccurate, insulting. It’s hurtful and prevents an honest account — an honest account of our nation’s history.

Emmett Till was an African American boy who was abducted, tortured, and lynched in Mississippi in 1955 at the age of 14, after being accused of offending a white woman, Carolyn Bryant, in her family’s grocery store. The brutality of his murder and the acquittal of his killers drew attention to the long history of violent persecution of African Americans in the United States. Till posthumously became an icon of the civil rights movement. Director Chinonye Chukwu introduced “Till” in 2022, based on the true story of Mamie Till-Bradley, an educator and activist who pursued justice after the murder of her 14-year-old son Emmett in August 1955.

NYC – Statue of Shirley Chisholm Approved for Prospect Park

This week the Public Design Commission of New York City has approved revised designs for a monument to Shirley Chisholm, the first Black woman ever elected to US Congress in 1968.

The go-ahead was given to artists Olalekan B. Jeyifous and Amanda Williams to realise a commemorative statue of the political legend.

The Public Design Commission, which oversees all permanent works of art in the city, unanimously approved the latest version of the green and yellow design. In a statement included in their presentation Monday, the artists said the monument — which will compose a silhouette of Chisholm intertwined with the dome of the U.S. Capitol — would symbolize how

she “disrupted the perception of who has the right to occupy such institutions.”

The City is working toward a 2025 installation of the statue.

In November 2018, Prospect Park Alliance announced that a monument to Brooklynite Shirley Chisholm will be erected at Prospect Park’s Parkside entrance. Chisholm was the political trailblazer who was both the first black U.S. Congresswoman and the first woman to seek the Democratic presidential nomination. When it arrives, Chisholm’s monument will join the ranks of Prospect Park’s statuary, with the distinction of being the park’s first to depict a real (not fictional) woman, and the city’s sixth overall.

Global Recognition for Steel Band Music

Congratulations are in order for the people and the government of Trinidad and Tobago with the worldwide recognition of the steel band instrument and music by the United Nations as they pass a resolution naming the world Steel Pan Day to be celebrated on August 11th. This recognition is long overdue and is well deserved because Steel Pan has made a significant contribution to the world of music for decades.

Trinidad and Tobago, a small country but with very industrious and creative people who have given the world this

beautiful instrument out of discarded oil barrels to create the only major acoustic musical instrument to be invented in the 20th century.

The modern Steel Drum can cover the chromatic scale in tune just capable of playing any melody, in any key when you look at the Steel Drum you would have no idea music can come from this instrument but in fact, it does. Originated in nine in the 1930s the pan takes pride as a National Instrument of Trinidad and Tobago in those early days Trinidadians used trash can buckets to make

music for carnivals and other festive events and it was during these times that the Steel pan came into being. Carib News welcomes this recognition and feels privileged to have been a part of working with the Trinidadian Association on providing a global stage for the instrument and the orchestra. It was in the 1980s that Carib News assembled sponsors and while working with a mainstream corporate newspaper Daily News we brought the winner of Panorama, the Desperadoes Steel Orchestra to play Carnegie Hall with the New York Pops. It was an audience already sold out because of the New York Pops Orchestra’s annual event but space was made for the full orchestra of the Desperadoes. It was Carnegie Hall in all its splendor, and the Desperadoes under the direction of Pat Fuller brought a kind of music to Carnegie Hall that was just overwhelming and an evening when you had all kinds of stars from Hollywood and Broadway performing, the one standing ovation of that evening

A Statue for Shirley Chisholm

We are delighted that the design of the Shirley Chisholm statue for Prospect Park has been approved by the Public Design Commission. This is after five years when it was announced. by the then First Lady of New York, Charlene McRae, on the series, She Built New York, plans for monuments to women who, who played a significant role in the history of the city. After some delay in the approval process, it has now been finally approved and installation is expected in 2025. It is good to know that Brooklyn, the beloved home of Shirley Chisholm will finally have a monument to this trailblazer of a politician.

Shirley Chisholm. The daughter of a factory worker from Guyana and a seamstress from Barbados has shaken the political world in the United States. She was the first African American woman in Congress, the first woman and first African American to seek the nomination for President of the United States, from one of the major political parties,

and her motto is known everywhere as Unbought and Unbossed, which illustrates her outspoken independence in the political world. Shirley Chisholm became the second African American in the New York State Legislature and had a very active rule while she was in that office.

When elected to Congress, in 1968 she introduced more than seven pieces of legislation, championed racial and gender equality causes, tackled the plight of the poor, the ending the Vietnam War and she was known as the fighting Shirley. She was the first black woman to serve on the powerful Rules Committee. In her historic run for president of the United states she said and “I’m not the candidate of black America although I’m black and proud I’m not the candidate of the woman’s movement of this country although I am a woman and I’m equally proud” of that Chisholm declared “ I’m not the candidate of any political boss or fat cat or special interest I stand here now without endorsement from any big

name politicians or celebrities or any kind of prop I do not intend to offer you the tired and glib cliche which for too long has been accepted as part of our political life I am the candidate of the people of America.”

We had the pleasure of bringing in the Desperadoes a second time to Carnegie Hall in New York City for another successful performance and to have taken other steel orchestras to Brooklyn Academy of music to the World Trade Center and various concert halls throughout the city, spreading the popularity and the talent oh the orchestra.

Ben Crump and Co-Counsel Ray Hamlin Set to “Unveil Shocking Revelations” in Malcolm X Assassination Conspiracy

Achieving Economic Equality Hinges on Closing the Digital Divide at HBCUs

States are about to receive billions of federal dollars to build or improve broadband infrastructure — the biggest such investment in the nation’s history. These funds, issued through the bipartisan Infrastructure Investment and Jobs Act (IIJA), will be a downpayment on our future with the potential to improve how we learn, work and access medical care.

While this is a moment to celebrate our biggest national investment since the New Deal, it is equally a time of diligence for us to not repeat the mistakes of this policy, or the G.I. Bill of Rights a decade later. Black Americans, along with other marginalized communities, must see these dollars first and at the scale that matches our needs. And few needs are greater than closing the digital divide, especially when it relates to education.

So, as the Department of Commerce releases these funds, states must make significant broadband investments in and around historically Black colleges and universities (HBCUs). These dollars will be a lifeline to empower the next generation of Black leaders to succeed and reach their full potential. Making such an investment will ensure we are living up to the

true spirit of the IIJA, which is to correct the missteps of the past by charting out a fairer future.

As an alumnus of Virginia Union University, a 158-year-old HBCU where I now serve as chairman of the board, I cannot understate the value of these institutions. The overwhelming majority of Black doctors are educated at these institutions, as are many other Black professionals. Our alumni include national leaders, from Justice Thurgood Marshall to Vice President Kamala Harris; artists and entertainers from Leontyne Price to Spike Lee; civil rights leaders, from Dr. King to Rev. Jesse Jackson; star athletes, from Walter Payton to Michael Strahan; and America’s first Black billionaire, Reginald Lewis. HBCU alumni have been empowered to lead the nation in their respective fields but they have done it all with one hand tied behind their backs. Inequities in the higher education system are not new. Look at how the G.I. Bill opened university doors for many white World War II veterans that had been closed when they left to fight. The same could not be said for their Black comrades, who daringly

took to the skies as Tuskegee Airmen or charged tanks through the snow to turn around the Battle of the Bulge. Yet all of their bravery and heroics could not overcome the loopholes or regulations meant to serve as barriers for them to get an affordable education. Sadly, this was only a continuation of the New Deal era when states did not use federal windfalls to build up Black communities.

Such disparities have only widened in the digital age. High-speed internet has allowed college students to learn more, faster and from practically anywhere. A striking 82% of HBCUs are in broadband deserts, according to McKinsey, areas that are also home to some of the nation’s largest Black communities. This means students grow up in areas with slow internet, only to see that continue as they go for an advanced degree. Many of them scraped by in silence, making due at libraries or coffee shops where they could access free Wi-Fi.

The pandemic took away even this lifeline when quarantine limited their ability to work from these places.

Investing in high-speed internet for HBCUs is an investment in the future of

the American economy. This will ensure our students have the ability to keep up with their counterparts at other institutions. Imagine a world where young Black Americans can focus on fulfilling their dreams instead of stressing about their internet connection. As Robert Smith, a major supporter of HBCUs, recently noted, this is “a once-in-a-lifetime opportunity to close this divide and finally achieve economic equality in America.”

Now, states have a duty to ensure HBCUs and the surrounding communities are part of their broadband plans. It is not simply about righting past wrongs, though that is important but guaranteeing we have the next generation of doctors, engineers, lawyers, and other leaders to meet the demands of tomorrow. connection.

Dr. Hazel Dukes to Receive Prestigious Springarn Award

WASHINGTON – Dr. Hazel N. Dukes, renowned activist and leader, will be awarded the NAACP Spingarn Medal in recognition of her years of transformative advocacy and brave leadership. The medal will be presented at the Spingarn Freedom Fund Awards Dinner during the 114th National Convention in Boston. The NAACP Spingarn Medal acknowledges the highest or noblest achievement by a living African American in any honorable field during the preceding year or years. Dr. Dukes will be recognized for the immense impact she has had on the Association through her various leadership roles including serving as the current President of the New York State Conference. Dr. Dukes is a member of the NAACP National Board of Directors, the Executive Committee, and an active member of various Board of Directors sub-committees. Additionally, she serves as President of the Hazel N. Dukes & Associates Consultant Firm and she holds leadership positions within her New York community.

“Dr. Dukes is a woman of profound strength and courage, who has served as an unwavering

Con Edison’s Clean Energy Investments Approved

NEW YORK – Con Edison today received state approval for critical clean energy investments that will help New York transition away from fossil fuels while enabling the continuation of Con Edison’s safe and reliable service. The New York State Public Service Commission (PSC) ruling sets electric and gas rates through 2025 and advances an investment plan totaling $11.9 billion. That plan will help reach the state and city’s clean energy goals and funds initiatives that will reduce emissions, promote resiliency, and continue improving Con Edison’s nation-leading reliability, particularly in disadvantaged communities.

Today’s approval comes after extensive engagement and negotiation with the New York State Department of Public Service (NYSDPS) and stakeholders. It was supported fully or in part by New York City and several other parties including the MTA, New York Power Authority, Natural Resources Defense Council, and New York Energy Consumers Council, among others.

“In the past, New York has built energy infrastructure with a focus on serving immediate customer needs, rather than reimagining energy for the future. But given the impacts of climate change, we know that the clean energy transition is critical for New York,” said Tim Cawley, Chairman & CEO of Con Edison. “With today’s approval from the PSC, Con Edison can further support New York’s transition away from fossil fuels by investing in the electric grid to accommodate increased demand as New Yorkers electrify their vehicles and the heating in their homes and businesses. Investing in the Community

The investments approved today are consistent with New York State’s Climate Leadership and Community Protection Act as well as Con Edison’s Clean Energy Commitment. In that policy, the company pledges to build a grid that delivers 100 percent clean energy by 2040, and will also spur infrastructure development across New York City and Westchester, with projects that include:

The Crown Heights Network Split, which will ensure reliable service and promote electrification in the Crown Heights neighborhood of Brooklyn;

The Williamsburg Network Improvement project, which will enable the electrification of transportation and heating in the Williamsburg neighborhood of Brooklyn;

An expansion of capacity of the Parkview Substation in the Bronx, which will facilitate the MTA’s 2nd Avenue subway expansion and promote electrification in Mott Haven;

The new Gateway Park Area Substation in East New York, which will support electrification and the delivery of offshore wind energy to local disadvantaged communities;

A new energy storage system in the Glendale area of Queens and one in the Travis area of Staten Island. The State’s energy goals include the deployment of batteries, which pair well with renewable energy;

Con Edison will continue its storm hardening program in Westchester County, adding smart switches to overhead power lines, stronger wiring and poles, and;

In addition, the company will install elevated equipment at substations in Westchester to protect from severe flooding.

T&T – Barbadian Telecom to Provide Services

The Telecommunications Authority of T&T announced that the Minister of Digital Transformation, Hassel Bacchus, had approved a recommendation from the T&T telecommunications regulator to grant ten-year con-cessions to a company named Neptune Communications.

The concessions allow the Barbados-based company, according to a notice published last Thursday, to operate a public international telecommunications network and a public domestic fixed wireless (via satellite) telecommunications network and public domestic fixed telecommunications services.

In an interview with the Business Guardian on Saturday, the CEO and founder of Neptune Communications, Julian Jordan, said right now the company is focused on providing broadband service, via satellite, to government agencies, state enterprises, and corporate entities. “The company was formed with a view to bringing resilient connectivity to national security, government, police, fire, emergency medical, and other services,” said Jordan, who added that the company hopes to roll out its service next month.

He referenced the terrorist attacks on the US on September 11, 2001, in which terrorists linked to the Islamic ex-tremist group al Qaeda—founded by Osama bin Laden—hijacked four commercial passenger airplanes.

In the aftermath of those attacks, Jordan said the US passed a series of laws that made clear how important it was “for serious and real attention to be paid to this question of connectivity for those people and agencies who are supposed to run the critical infrastructure of the country. When all hell breaks loose, countries need to have communications platforms that allow for a country to reboot itself.”

He said 50 years ago, the post-crisis requirements were for power, water, shelter and food.

“Nowadays, you have to have connectivity. So Neptune Communications was formed to bring highly resilient, secure broadband to this part of the world,” said Jordan.

“We are not focused on providing these services to households just yet.”

The company intends to provide two services to its clients.

“One of them is satellite broadband communications services. That really revolves around delivering broadband access and related IT service to our customers,” Jordan said.

This involves the company providing highspeed, resilient or redundant connectivity

“straight out of the satellite in the sky” to support the corporate networks of the offices or business place of the customer.

He said Neptune Communications, which is a privately owned company, has 100 per cent of T&T under coverage at this time, “so any

business or government agency that currently does not have internet service, or has poor or unreliable internet service, we can transform that very quickly.”

The second line of service provided by Neptune Communications is to provide genuine, redundant connectivity to companies or government agencies that already have fibre access to the internet.

Julian said: “This is where we believe there is a great deal of room for improvement. In the world of communications, there is something called cloud services. That depends entirely on very, very reliable connectivity. The best-demonstrated practice in the outside world is to find path diversity or redundant connectivity. So that if one method of connecting to the internet fails, there is a backup method that is entirely disassociated from the pri-mary method of connecting to the internet. In that way, the customer can be assured that their cloud services will continue to work.”

He said what Neptune Communications has done with its satellite-enabled internet service is establish “a clear, independent, secure robust path for internet services for Trinidadian business and government agencies that do not depend on any existing infrastructure in T&T. It is a genuine redundant path.”

The Neptune Communications CEO said chief information officers for big companies, who

are responsible for ensuring that their networks remain online, no matter what, have to think about business continuity planning and redundant connectivity.

“And that is really where we shine,” said Jordan. On the issue of the speed of the satellite broadband service, he said the throughput speeds that are available by satellite now go up to 220 megabytes per second.

GEORGETOWN, Guyana, CMC- Local authorities have launched an investigation following reports that Guyana’s gold is being smuggled into neighboring Brazil. This was revealed by Vice President, Dr. Bharrat Jagdeo on Thursday, as he responded to news reports out of Brazil earlier this month.

According to that report, the Brazilian Federal Police were searching for a Guyanese gold miner who is allegedly involved in laundering about US$16.9 million from illegal gold sales through shell companies in Brazil.

“….when we saw an article recently in Brazil, we had not been officially notified before that all of this gold was going into Brazil.

“In fact, we found it strange that our gold would go there, we were thinking that

Venezuelan gold was coming here but it doesn’t seem so,” said Jagdeo who was speaking at the press conference. Concerns were raised about a decline in local gold declarations over the past few years. Because of this, Jagdeo said the government started probing possible gold smuggling.With the recent report in Brazil, however, an official investigation is ongoing. Jagdeo said any miner found culpable will face the consequences, noting that “tough measures” will be implemented.

“A lot of the local medium scale miners, they get concessions from the government too and if they’re part of this racket, then they will face consequences too, as well, as those who are part of the export of the gold,” Jagdeo said.

NYC Health + Hospitals/Jacobi Receives $660,000 from State for Expansion of Comprehensive Addiction Treatment Center

NYC Health + Hospitals/Jacobi CEO Christopher Mastromano announced today that his facility’s Comprehensive Addiction Treatment Center (CATC) had been awarded $660,000 by Governor Kathy Hochul, the Office of Addiction Services and Supports (OASAS), and the New York State’s Opioid Settlement Fund. The funds will go towards enhancing Jacobi’s CATC current services which include the Intensive Outpatient Treatment Program, Ancillary Withdrawal Service, by integrating anOpioid Treatment Program. These funds are to eliminate the separation and stigma associated with these separate levels of treatment, by developing a Comprehensive Integrative Program that offers all levels of Medication Assisted Treatment to patients presenting with Opioid Use Disorder.

Tragically, the Bronx has the highest number of residents who have died of a drug overdose, according to the latest available public health records. As such, these funds can be directed towards treatment in the hardest hit communities to help patients in need. According to Mr. Mastromano, these monies will go to expand the following integrated treatment options-

Group Therapy.

Medication Assisted Treatment and Support Services (suboxone, Vivitrol, Naltrexone) and

adding an Opioid Treatment Program track that will offer methadone dosing. Individual Counseling, Supporting Individual Therapy. As needed, support from our behavioral health team including access to the CPEP (Comprehensive Psychiatric Emergency Program).

“The grim reality is that the Bronx is ground zero for the opioid epidemic,” said Mr. Mastromano. “These funds are critical so we can enhance support services for Bronxites who need our care.”

CARPHA Receives Automated Instruments to Assist in Gene Surveillance

Port of Spain, Trinidad and Tobago. 20 July 2023. The Caribbean Public Health Agency (CARPHA) has received laboratory equipment to support genomic surveillance at its Medical Microbiology Laboratory for its Member States.

The equipment was procured through the New Variant Assessment Platform, led by United Kingdom Health Security Agency (UKHSA). This marks another milestone in CARPHA’s mission to strengthen its systems to better detect and respond to emerging diseases in the Caribbean region.

The items received are two liquid handling instruments namely, the Mosquito® HV, and the Dragonfly Discovery.

These devices have ensured further strengthening of CARPHA’s gene sequencing capabilities, maintaining the cutting-edge array of laboratory services we provide to our Member States.”

“The acquisition of the instruments will serve to advance our laboratory productivity, shorten turnaround times, and reduce costs per sample. Overall, the instruments will improve sample processing accuracy,” stated Dr. Michelle Hamilton, Head, Laboratory Services and Networks. The Mosquito® HV is a highly accurate and precise multichannel pipetting system. The

Dragonfly Discovery enables innovative, low volume liquid dispensing that is compatible with a wide range of applications including molecular biology and genomics, and biochemical assays.

“Both devices will be used together to increase sequencing capacity by automating some of the preparation steps. These instruments will allow CARPHA to carry out multiple sample runs, and switch between applications with minimal setup required,” explained Ms. SueMin Nathaniel, Manager of Laboratory Services at CARPHA.

The acquisition also included a supply of consumables. Laboratory staff at the CMML will receive training in the use of the instruments.

During the first half of 2023, CARPHA signed a Memorandum of Understanding with the UKHSA. The agreement builds on a longterm collaboration to improve regional health security across the Caribbean. The MoU includes commitments to define strategies for combatting infectious disease threats, non- communicable diseases, strengthening outbreak response, building laboratory and workforce capacity, and improving healthy safer tourism. There is specific emphasis on genomic surveillance of high priority pathogens which emerged as a new service during the COVID-19 pandemic.

Opioid Settlement Fund. This crucial funding will enable the integration of an Opioid Treatment Program and create a Comprehensive Integrative Program, eliminating stigma and offering vital Medication Assisted Treatment to patients with Opioid Use Disorder. Considering the devastating impact of the opioid epidemic in the Bronx, directing these resources towards the hardest-hit communities will be a significant step in providing essential care and support to those in need. UN – August 11 to be Declared as World Steelpan Day

The announcement for the declaration of World Steelpan Day was made on Friday through the United Nations Department of Global Communications by the spokesperson for the President of the 77th session of the General Assembly. She said: “…This is going to be followed by action and two resolutions. The first one would create a new international day if approved 11th of August would be observed as World Steelpan Day and a steel pan is a musical instrument that originates in Trinidad and Tobago.” This movement for a declaration started in 2019. Cabinet in 2022 approved that an approach be made to UN for World Steelpan Day to be declared on August 11 starting in 2023.

Min of Tourism, Culture and the Arts, Randal Mitchell, is expected to speak at

the UN sitting in New York today, July 24. He will lead a delegation that includes Pan Trinbago President Beverly RamseyMoore, pannist Ray Holman and a national steel symphony orchestra representative.

Jamaica to Host 42nd Caribbean Travel Marketplace

Unlike the 2019 Final, this time around the Netherlands will be without star FW Vivianne Miedema, who suffered an ACL injury last year.

The Dutch will try to rewrite history and change results, as the USA has always come out unbeaten when the two nations play each other, the last time being at the Tokyo Olympics when the U.S. squeezed out a 4-2 penalty shootout win after a 2-2 draw.
