10 YEAR MAINTENANCE, REPAIR, AND IMPROVEMENT PLAN FOR THE TROUT BROOK STORM SEWER INTERCEPTOR 2009 - 2018 CAPITOL REGION WATERSHED DISTRICT I.
PURPOSE The Capitol Region Watershed District (CRWD) commissioned TKDA to prepare a 10 year Maintenance, Repair, and Improvement Plan (CIP) for the Trout Brook Storm Sewer Interceptor (TBI) in 2003 in anticipation of assuming ownership of TBI from the Metropolitan Council Environmental Services (TKDA, 2003). The TBI system was transferred to CRWD in 2006, and this CIP serves as an update to the 2003 CIP, which incorporates completed repair work and identifies ongoing operational activities. The purpose of this CIP is to serve as an asset management plan and guide to implementing the action items necessary to improve and maintain the TBI System at a level of “Good Operating Condition.” As part of the reconveyance of the TBI system in 2006, a legal definition of “Good Operating Condition” was determined and promulgated in MN Statute 473.5111. Moving forward on the management of the TBI system, CRWD has defined “Good Operating Condition” as follows: “In order for any section of the sewer system to be considered in ‘good operating condition,’ it shall (1) have foundation soil or pile foundations structurally adequate to carry the loads imposed on it, (2) be free from damage, such as that allowing corrosion of reinforcing steel and mortar loss between bricks or blocks, that may lead to further deterioration that could be considered to threaten the structural integrity of the pipe, and (3) be free from defects, such as offsets or sags, that significantly reduce the flow capacity of the pipe and defects, such as holes and cracks, that permit significant exfiltration of stormwater or infiltration of groundwater.”

II.
BACKGROUND The TBI was constructed as a combined sanitary sewer and storm sewer system from the late 1800’s to early 1900’s. The combined sewer system was separated in the 1980’s. After completion of sewer separation projects, Metropolitan Council Environmental Services (MCES) transferred ownership of the TBI to CRWD. In 2007, Charles R. Nelson & Associates, Inc. (CNA) was retained to visually inspect the TBI for defects (i.e., cracks, holes, infiltration, sags, etc.), compare the inspection findings to past inspections, and determine the existing structural condition of the TBI (CNA, 2007). The visual inspection of TBI by CNA was the third since 1995, and the first performed on behalf of CRWD. The previous inspections were performed prior to the TBI transfer from MCES to CRWD. The reaches of the TBI inspected are shown on Figure 1.

The information gathered in the 2007 inspection was used in preparing the recommended activities, as well as information from the Review of Trout Brook Storm Sewer Interceptor between Maryland Avenue and Interstate 35E (Barr Engineering, 2007). In summary, the inspection found that the overall condition of the majority of the TBI system inspected was in good to fair condition for almost its entire length and has remained relatively the same from previous inspections. The most significant changes are: 1.
The section near Willow Reserve Storm Water Pond, Station 168+73 to 171+13, identified as poor condition in previous inspections was replaced and is now rated good.

Under L’Orient Street Bridge and Maryland Avenue, TBI was downgraded from poor to urgent (Station 88+20 to 95+10). The major defects in this section were severe longitudinal fractures and settlement of TBI of one to three feet. Settlement caused circumferential fractures and joints to open from one to five inches. The structural inadequacy of this section was severe enough to require immediate corrective action in 2008/2009. This section is now rated good.

The segment downstream from Maryland Avenue across Interstate 35E (Station 60+80 to 88+20) was downgraded from fair condition to poor condition. Longitudinal cracks were observed that were not identified during previous inspections indicating that the condition has deteriorated. This segment was repaired in conjunction with Station 88+20 to 95+10.

A large junction chamber along the railroad tracks (Station 23+00 to 23+15) has a metal grill and wood top. It cannot be closely inspected from inside the pipe, but is identified as a concern that should be investigated further.

Significant invert erosion was identified from Station 185+82 to 186+94. This segment was downgraded from fair to poor condition.
As identified in earlier reports and again confirmed, the most critical need identified after the replacement of Willow Reserve segment was the segment under L’Orient Street and Maryland Avenue, Station 88+20 to 95+10. In addition, a number of areas of the tunnel not identified above need less extensive work to prevent them from deteriorating further.

IV.
CAPITAL PROJECTS Project No. 1: Replacement Work Station 169+50 to 172+00 (Completed) A 3.5 foot sag in TBI located in the railroad right-of-way just north of the Willow Reserve Pond was repaired during the winter of 2006/2007. Two hundred forty feet of the TBI along the north side of the railroad track was removed and replaced with an 8-foot diameter reinforced concrete pipe placed on a piling system. Project No. 2: Replacement and Repair Work Station 88+00 to 96+19 (Completed) The TBI section under Maryland Avenue and L’Orient Street is in urgent condition and in need of significant repair. In 2008, CRWD completed the Feasibility Study, including geotechnical analysis of the repair area, and designed the repairs. By late November 2008, construction commenced on replacing a 200-foot section of TBI under L’Orient Street Bridge and stabilizing the foundation of 260 feet of TBI under Maryland Avenue. The replacement and repair work was completed in late spring 2009, which brought this section of TBI to “Good Operating Condition”. Project No. 3: Feasibility Study Station 23+00 to 23+15 (Future) A large junction chamber under the BNSF Rail Yard located southeast of Interstate 35E is covered by a buried metal grate and wood timbers. This cover cannot be adequately inspected from inside the TBI and there is concern that it may have deteriorated and needs replacement. This project provides for excavating the top portion of the chamber to allow detailed structural inspection and a determination if replacement of the cover is warranted at this time. In addition, the information necessary to design the replacement will be gathered, feasible options will be identified if replacement is necessary, and costs of the work will be estimated.

Project No. 4: Repair Work Station 59+45 to 88+00 (Completed) The 2007 tunnel inspection downgraded the section of the TBI downstream from Maryland Avenue to across Interstate 35E from fair condition to poor condition. Longitudinal cracks were observed that were not identified in the previous reports indicating that the condition has deteriorated. CNA provided a broad range of potential actions, from repair and monitoring to complete replacement with an associated broad range in cost. In 2008, CRWD elected to conduct concrete repairs instead of fully replacing this section. This work was conducted in conjunction with Project No. 2. Project No. 5: Repair Work Station 96+20 to 112+77 (Completed) Although this 1,650-foot section of tunnel was rated in fair condition in 2007, CRWD identified significant inlet connection defects and longitudinal cracks in an inspection in 2009; therefore, CRWD chose to conduct concrete repairs in this tunnel section in February 2009 as part of Project No. 2. Project No. 6 through 12: (See Table 1) (Future) CNA quantified additional repairs to the other segments of the tunnel which were not addressed above. The repairs include sealing cracks and joints, patching inverts, replacing manhole steps and patching pipe penetrations. The repairs will reduce groundwater infiltration and the risk of pipe foundation or structural integrity problems from developing in the future. These repair projects have been scheduled over the next three years beginning in 2010 and completed in 2012. The purpose of this three year time line is primarily for budgetary and project manageability reasons. The goal of these projects is to repair the deficiencies identified by “CNA’s 2007 Inspection Report and Field Notes” and maintain the TBI in “Good Operating Condition.” Note that the future findings of the TBI Inspection and Monitoring Program will be used to re-evaluate, and if necessary, revise the current planned repairs for Projects 6 through 12. See Table No. 1 for the Estimated Cost Summaries for these Projects.

Project No. 13: Repair Invert Station 185+82 to 186+94 (Future) The 2007 tunnel inspection downgraded this segment of the TBI from fair to poor due to significant invert erosion. This project will patch the invert which has eroded to a depth of several inches in some locations to prevent further deterioration. Project No. 13 is a higher priority than Projects 6 through 12. Project No. 14: Repair Work - West Extension Station 0+00+ to 17+62 (Future) This 8-foot diameter section of the TBI has many open, leaking joints. The goal of this project is to properly seal leaking joints to eliminate groundwater infiltration and reduce the risk of a pipe foundation or an integrity problem such as a sagged pipe condition from occurring in the future. Project No. 15: Tunnel Maintenance Project (Future) Future TBI inspections with one slated for 2012, will likely identify minor repairs needed throughout the TBI (See Activity No. 6 below). The extent and therefore the cost, will not be determined until the 2012 inspection is complete, but an estimated amount has been included in the CIP for planning purposes. Project No. 16: Tunnel Major Repair Fund (Future) CRWD will begin accumulating funds for future major repairs. Construction of portions of the TBI began in 1888. As the system ages, various repairs will be required and replacement of sections of the TBI is very expensive. A fund accumulated over time is a tool to help limit the sudden funding spike of a large unforeseen repair project, such as stabilizing the segment downstream from Maryland Avenue if it continues to deteriorate. Guidelines for the fund such as capping it if it reaches a certain level or what it can be used for will need to be established.

V.
OPERATIONS ACTIVITIES Activity No. 1: Manhole Location Survey and GIS Mapping (Completed) In 2004, all the TBI manholes were located and mapped for inclusion in a GIS database. Existing base mapping information was collected from the City of Saint Paul and MCES. During the manhole field survey digital pictures were collected for future use. Activity No. 2: Easement Verification Work (Completed and Future) CRWD and Ramsey County staff verified easement rights needed for operation and maintenance of the TBI. Easement verification work was completed in 2004. Numerous discrepancies were discovered during the easement verification work that will need to be resolved. Activity No. 3: Expand Hydraulic Model to Trout Brook Outfall (Completed) An existing XP-SWMM model of the upper watershed was expanded to include the TBI to the system outlet at the Mississippi River. In addition, major detention facilities connected to the TBI were added. Approximately 56% of the TBI watershed was included in the original XP-SWMM model. The Model serves as a tool for managing the future repairs, replacements, and modifications to the TBI. Expansion of the XP-SWMM model was completed in 2005. Activity No. 4 and No. 5: Purchase and Install Flow Meters and Collect Flow Meter Data (Ongoing) Since 2005, CRWD has been collecting flow data at three locations in the TBI system as part of the CRWD Monitoring Program. The flow data helps better understand the hydraulics of TBI and assist in the management of the system. These activities are an integral part of the CRWD Monitoring Program and are expected to be an ongoing effort. Costs are included in the CRWD Monitoring Program and therefore not included here. The activities are identified here to highlight their importance for managing the TBI system.

Activity No. 6: TBI Inspection/Monitoring Program (Future, Ongoing) The TBI Inspection/Monitoring Program monitors the condition of the TBI to proactively identify and address problems. The TBI will be thoroughly inspected every five years and the CIP updated to reflect the results of that inspection. The invert erosion at Station 186+00 discussed in Project No. 13 will also be checked annually. Activity No. 7: Video Inspection - Dale Street to Como Lake (Future) A video inspection of the Maryland Avenue storm sewer line between Dale Street and Como Lake will be performed. This segment of storm sewer line has a sanitary sewer pipe encased in concrete inside the storm sewer. The line is not large enough for personnel to access and was not inspected by CNA. The condition of the storm sewer pipe will be reviewed and deficiencies noted. The video inspection will provide information necessary to identify any repairs needed to maintain the line in “Good Operating Condition”. Activity No. 8: Hydraulic Modeling of the TBI (Future) CRWD’s existing XP-SWMM hydrologic and hydraulic model will be updated and calibrated using data gathered by CRWD’s flow monitoring program. The existing model will be reviewed and modified, as appropriate, to reflect current conditions. Measured flow and rainfall data will then be used to adjust model parameters to more accurately reflect the characteristics of the TBI system. The XP-SWMM model provides a valuable tool for managing the TBI system and watershed. Activity No. 9: General (Minor) Maintenance of TBI (Ongoing) Continued maintenance efforts will be part of the ongoing work to sustain the integrity of TBI. This work will include replacing manhole lids and frames, clearing inlets and trash racks, removing debris and sediment from the line, and other general maintenance practices that will be required when periodic inspections deem them necessary.

ADDITIONAL ACTION ITEMS TO CONSIDER This CIP serves as an asset management plan and guide for implementing the action items necessary to improve and maintain the TBI System at a level of “Good Operating Condition�. In addition to this document, TKDA suggests that CRWD consider purchasing and developing an Asset Management Database for the TBI System using an approved computer software package. Benefits of developing an Asset Management Database include: A.
It will serve as a one-stop working record to effectively store and view previous and future sewer inspections, repairs, and replacements. Photographs, record drawings, sketches, documents, and inspection information can be entered into the database (station by station). Most Asset Management software packages use GIS platforms such as ArcView to view the TBI System and select specific sections of the system to enter or view data. Most software packages can print off NPDES reports if required.

Most software packages can print off GASB 34 forms, documenting the replacement costs of the infrastructure/asset and its depreciation over time.
Such an investment will show a greater return to CRWD and its administrative staff if CRWD has or will be acquiring other infrastructure assets that require maintenance or capital improvements. If requested by CRWD, TKDA is available to provide additional information regarding Asset Management Databases and computer software packages.
