By Neil Cameron Campbell River Courier-Islander Campbell River city council gave the first three readings to two borrowing bylaws that staff says will improve cash flow and save thousands of dollars in interest charges for work on the city’s new water supply. In October city council had approved two bylaws that would allow the city to borrow up to $15 million for water and sewer infrastructure. However, under that approval the city would have to apply to the Municipal Finance Authority (MFA). But the MFA only allocates funds twice a year, spring and fall, takes two months to process applications and needs the approval of the Strathcona Regional District. The two subsequent bylaws given three readings Tuesday night would allow the city

to draw needed funding any time of the year. Without that freedom, the city would be forced into long-term debt twice a year, before they even needed the funding. That means having a loan longer than needed which could waste money by borrowing more than they need if projects come in under budget, or not borrowing enough if projects come in over budget. This borrowing level is not in addition to the $15 million council had approved. The major need for this money will be for the city’s expected $3 million share of the $16.8 million Water System Intake project of which BC Hydro is paying 75 per cent. That project is expected to be complete by 2015. Mayor Walter Jakeway voted against the motion saying he didn’t agree with doing three readings at once and that he doesn’t think the city has to borrow the money. ncameron@courierislander.com
