Circuit clerk faces sole challenge Tuesday By JUSTIN A. COBB Scott County Times Scott County Circuit Clerk is the only local office for which the incumbent will face a challenger in Tuesday’s general election. Incumbent Circuit Clerk Staci J. Evans, a Republican, faces Democratic challenger Barbara J. Lashmett for the office. The two other local candidates on the ballot in Scott County, State’s Attorney Michael L. Hill and county commissioner Danny R. Hatcher, both Republicans, are incumbents running unopposed.

Hatcher was appointed in June to fill the vacancy left by former commissioner David Killebrew’s resignation in May and is running for his first elected term on the board. Biographical summaries and goals of each of these four candidates can be found on page A5. Two incumbent regional superintendents of schools are on the ballot running unopposed to retain their respective seats for another two years. Jill Reis, a Republican, is regional superintendent for the counties of Adams, Brown, Cass, Morgan, Pike, and Scott counties, while Michelle Mueller, (See, election, A2)

Third time the charm for road district? By JUSTIN A. COBB Scott County Times Will the third time be the charm for Scott County Road District No. 2? The road district is again seeking approval through referendum in Tuesday’s general election to increase its maximum levy rate from 0.33 percent to 0.66 percent. This will be the third time in 19 months the road district has asked voters for a tax hike, the first having

been in the April 2015 consolidation election, where the district asked for an increase from 0.33 percent to 0.45 percent. That referendum, which failed by a single vote, was followed with a referendum in the March primary for this upcoming election, where the district asked for the same increase to 0.66 percent currently sought. The March primary referendum failed with three voting for it versus six against it.

Bluffs to consider detachment appeal By JUSTIN A. COBB Scott County Times Bluffs School District is considering an appeal of a Regional Board of School Trustees decision to detach three parcels from its district and annex them to the neighboring Winchester School District, Bluffs district superintendent Kevin Blankenship said by phone Tuesday morning. No firm decision has been made by the Bluffs district, but the school board did approve at a special meeting Tuesday morning the appointment of Kent Schnack of Schnack Law Offices in Quincy as legal council to the district in the event the district decides to proceed, according to Blankenship. “We had discussed for this detachment hearing whether to proceed, and if so, we need to appoint legal council,” Blankenship said.

Transportation ‘lockbox’ has strong local support By JUSTIN A. COBB Scott County Times Voters on Tuesday will decide whether the state constitution should be amended to stop the spending of transportation revenues on expenses unrelated to transportation infrastructure, and local stakeholders are generally supportive of the idea. Greene County Engineer David Marth by phone Thursday afternoon said the proposed constitutional amendment on the whole is “a good thing” because it would stop the diversion of those funds to non-transportation-related expenditures, though it will not solve the shortfall that would still exist without those diversions. “While it’s a good thing,” he said, “it’s not going to solve the transportation funding shortfall at the local, state, or even federal level. Old squad cars net $250 By JUSTIN A. COBB Scott County Times The two old squad cars the county recently replace for the sheriff’s department have been sold to the one and only bidder for $250. Scott County Board of Commissioners voted to accept the bid at their Monday afternoon meeting, board of commissioners chair Robert Schafer said by phone the following afternoon. “We opened bids on the cars. We had one bidder. It was Dan Shaffer,” Schafer said. Neither of the two vehicles sold off were operable, according to Schafer.

In other business, commissioners renewed the liquor license held by Plum Creek Golf Course in Winchester for one year, according to Schafer. Scott County Nursing Center had 35 residents as of Monday afternoon, Schafer said. The meeting lasted about 40 minutes, according to Schafer.

COBB Scott County Times Four individuals received injuries in a crash taking place Sunday evening on Interstate 72 near the Winchester exit, according to an Illinois State Police crash report. Suneel K. Chaudhry, 43, of Chicago, was traveling westbound around 5 p.m. when the 2015 Tesla Model S being driven by Chaudhry ran off the roadway, crossed the grass median, and struck the driver’s rear side of another vehicle near milepost 52, according to the report. The struck vehicle was a 2008 Mazda 6 being driven by Anita M. Foltz, 68, of Lafayette, Ind., and carrying four passengers: 40-year-old Mitchell A. Foltz, 44-year-old Nancy K. Foltz, a 12-year-old female, and a 14-year-old female, all of Lafayette, Ind., the report reads. All six individuals

involved in the incident were checked on the scene by medical personnel, and all of the occupants of the Mazda were transported to Passavant Area Hospital in Jacksonville, according to the report. Anita Foltz, Nancy Foltz, and the 12-yearold female were treated for minor injuries and released, and the 14-yearold female was transferred from Passavant to Memorial Medical Center in Springfield for treatment of moderate injuries, according to the report. Chaudhry was cited for failure to reduce speed to avoid an accident and improper lane usage, according to the report. Assisting Illinois State Police in responding to the incident were Scott County Sheriff ’s Department, Scott County Ambulance and Fire Department, South Jacksonville Ambulance, and America Ambulance Services, the report reads.

On the ballot in Scott County are two circuit judge races, with a Democrat and a Republican running in each race, for the Illinois Seventh Judicial Circuit. Ryan Cadagin, a Republican, and Rick Verticchio, a Democrat, are vying for the vacancy left by the Hon. Patrick W. Kelley. Republican April Troemper and Democrat David Reid are seeking to fill the vacancy left by the Hon. Patrick J. Londrigan. Judges Peter C. Cavanagh of the Seventh Judicial Circuit and James A. Knecht of the Fourth Appellate District are running for retention of their seats on the bench. The comptroller’s race is the only state-level race being challenged. Incumbent Leslie Geissler Munger, a Republican, was appointed in early 2015 following the unexpected death of fellow Republican Judy Baar Topenka shortly after November 2014 reelection to office. Munger is seeking to retain her seat

for another two years against challenges by Democratic candidate Susana Mendoza, Libertarian candidate Claire Ball, and Green candidate Tim Curtin. State Sen. William “Sam” McCann and state Rep. Christopher “C. D.” Davidsmeyer, both Republican incumbents, are seeking re-election to their seats in the General Assembly. At the top of the ballot are four candidate pairs running for United States president and vice president. Donald J. Trump and Michael R. Pence are leading the ticket for the Republicans, Hillary Rodham Clinton and Timothy Michael Kaine for the Democrats, Gary Johnson and Bill Weld for the Libertarians, and Jill Stein and Ajamu Baraka for the Greens. Incumbent U.S. Sen. Mark Steven Kirk, a Republican, faces challenges from Democrat Tammy Duckworth, Libertarian Kenton McMillen, and Green candidate Scott Summers. Incumbent U.S. Rep. Darin LaHood, who was elected in a September 2015 special election after the resignation of former Rep. Aaron Schock that March, is being challenged by Democratic candidate Junius Rodriguez. On the ballot in addition to elections

for office are two referendums. One is asking voters whether the state constitution should be amended so motor fuel taxes, vehicle registration and drivers licensing fees, and other transportation-related revenues could be used only for transportation uses (see full story on front page). The proposed measure would become effective if approved by threefifths of those voting on the question or a simple majority of those voting in the election statewide vote Yes. The other is asking residents in Road District No. 2 to double its maximal levy rate from 0.33 percent to 0.66 percent (see sidebar). Polling places on Election Day will open 6 p.m. and close 7 p.m. Early voting at the county clerk’s office in Scott County Courthouse in Winchester, including same-day registration, during the normal office hours of 8 a.m. – 4 p.m. will continue through Election Day. Tomorrow is the last day to request a ballot from the county clerk’s office to vote by mail, and those ballots must be postmarked or hand-delivered no later than Nov. 8.

Bluffs

The appeal, if filed, will be for an administrative review in the circuit court by a judge who will hear arguments from both sides, according to Blankenship. Bluffs district has not

yet filed for administrative review but has until Nov. 16 to do so, according to Blankenship, who said the district would be meeting with Schnack to make that decision. “We have not filed for administrative review,” Blankenship said. “Right now, we have appointed legal council to take over the case so there will be meetings to determine how to proceed.”

Roderick said the Farm Bureau hopes the proposed amendment would reduce the diversion of funds raised for roads to other purposes and require the Illinois General Assembly to use those funds as initially intended, noting the Farm Bureau has seen similar diversion of fees that were supposed to go toward agriculture-related projects. “Underlying the whole resolution is the appetite and undiscipline of the Illinois General Assembly to raid the funds and use them for other purposes than they were originally designated for,” Roderick said. “This is a step to force the General Assembly to spend the money on what they say they’re going to spent the money on.” Denise Knight, secretary of Golden Eagle Ferry, which carries traffic across the Mississippi River between the southern tip of Calhoun County and the state of Missouri just north of the St. Louis Metro, by phone Thursday afternoon said she was not familiar with the proposed amendment but agreed with the importance of using those monies for their originally intended purposes.

Transportation (Continued from A1) funds include road-user fees such as vehicle registration fees, license fees, and other taxes intended to be used for transportation improvements, according to Marth. Currently, the state is diverting approximately 20 percent of the money that is supposed to be used for transportation is being diverted to other uses, according to Marth. While the Illinois Department of Transportation continues receiving its 60-percent share of the pie, the diversions have come out of the local share, cutting it in half from 40 percent to 20 percent, according to Marth. “There’s as much diversion going out of the road fund as we”—counties, townships, and municipalities—“are getting total. Everybody’s got their hand in there,” Marth said. Marth said he and other engineers for local units of government would like to see a return to an equitable distribution of transportation funds. “We should be getting 40 percent of total road-user fees,” Marth said. “Eighty percent of centerline miles in the state of Illinois are on a local system. Eighty percent of the surface area of bridge decks is local, yet we get 20 percent. It used to be a 40/60 split, with 40 to local.” Even if the proposed amendment passes, Marth suspects the inequitable distribution of funds to locals will not change since the state, which collects those funds, seems to view that money as all theirs, he said. “The lockbox—there’s

“I would love that,” Knight said. “I think it is very important to reinvest in new roadways and bridges.” The ferry company maintains its own short private stretch of road on the Missouri side from the ferry terminal to the county road on that side of the river, but the roadway approaching the terminal on the Illinois side is maintained by the county highway department, which “does a great job,” according to Knight. Some $6 billion in transportation-related money has been diverted to other uses over the past 10 years, and as a result, Bob Manns, president of Heneghan and Associates, an engineering and surveying firm in Jerseyville, said via email Monday morning. “I know that IDOT does not have adequate funding for repairs and rehab needed for our existing roadways, let alone important new projects such as the continuation of Highway 67 through Jersey County,” Manns said. Stopping the diversion of funds and allowing that money to be used as originally intended would improve public safety and promote economic growth through the creation of construction jobs and more efficient transportation of goods and services, according to Manns. “I do not necessarily agree that the constitution is the appropriate place for line-item budgeting/funding issues, but infrastructure funding cannot be neglected forever and the money has to come from somewhere,”

Manns said. Ted Dabrowski, vice president of policy and spokesman for the Illinois Policy Institute, in a column titled “Transportation ‘lockbox’ amendment is a bad idea,” published Thursday on the institute’s website, illinoispolicy.org, agreed the constitution is not the proper place for budgetary constraints. “The Illinois Constitution’s purpose is to spell out the fundamental rights of citizens and the basic operational structure of government,” Dabrowski wrote. “It is not supposed to legislate or appropriate. And that’s what the lockbox amendment is—an overly specific set of rules that will set the precedent for turning the state constitution into a convoluted mess of budget restrictions.” Instead, voters need to hold legislators accountable and vote them out if they cannot or refuse to carry out their duties responsibly, according to Dabrowski. The editorial board of The (Springfield) StateJournal Register has also come out in opposition to the proposed constitutional amendment in an Oct. 1 editorial, noting the unintended adverse consequences a constitutional amendment could produce. “Let’s also remember that efforts to fix a major source of Illinois’ budget woes in the first place—its ballooning pension obligations—have been stymied as well by the strictness of the Constitution,” the editorial board wrote.

Class of ’66 holds 50th reunion The Winchester High School Class of 1966 held their 50th year reunion on Friday, Oct. 7, at Evandy’s Boatel at noon. A crowd of 32 classmates and some spouses were in attendance. Classmates traveled from Arkansas, Indiana, Kentucky, Iowa, Missouri, New Mexico, California, Montana, and nearby regions. That afternoon and evening, the class attended the home-

coming football game. From 5-6 p.m. the class partook in an open house reception for the still undefeated champs of 1966. Those who played on the team were Buddy Parrer, Jim McClure, Reg Coon, Rex Brockhouse, Gary Harbison, Tom McLaughlin, Mike Cherry, Gary Hatcher, George Bolte, Duane Boes, Jim Buhlig. Also, a surprise visit from Coach Larry Exton brought the players and the

Walking for Wellness Walking for Wellness at the Jacksonville High School Bowl returns for another season of exercise and fellowship on Monday, Nov. 7. Walking for Wellness allows individuals who walk regularly for exercise to do so even during inclement weather. The Bowl, located at 215 South Church, will be open 7 a.m. to 1 p.m. each day school is in session. The program is closed during school holidays (including Thanksgiving and Christmas

ll too often in life there is pressure to conform to what others think we should be. Parents may pressure their children to be what they think of as “ideal” sons or daughters. Young people feel the pressure of looking, talking and acting the right way so that their peers will perceive them as being cool. In our work lives we are expected to live up to the organization’s standards and to be the “face” of the organization while we are at work and representing them. And of course we all think that everyone should believe as we do on important matters of faith and morals. But, since God created us, then perhaps we should trust that our true nature will not lead us astray. God has implanted instincts in all of us which serve both for our own survival as well as for the survival of the species as a whole. We spend too much time and effort wearing masks when we should really just try to be ourselves. How boring it would be if everyone conformed to others’ standards. We should trust that God has made us perfect in our own way and strive to be the best version of ourselves that we can be. – Christopher Simon

This requires preparing summons for potential jurors, maintaining the returned paperwork in proper order and creating spreadsheets to keep track of who appeared, if they were selected as a juror or not, and what days everything took place. I also keep a detailed record of any exhibits that were entered into evidence. After the trial is complete, I provide a cost spreadsheet to the county clerk for juror payments.” What are your goals for this position? My goals for this position continue to be to serve the people of Scott County in an efficient and professional manner. I will also continue to meet mandatory requirements issued by the State and implement them accordingly.”

Illinois College to dedicate new Looking for Lincoln exhibit

Illinois College invites the community to the dedication of a new Looking for Lincoln and Abraham Lincoln National Heritage Area wayside exhibit Thursday, Nov. 3, 10 a.m., at Whipple Hall. The new wayside exhibit, “Lincoln Home NHS Created,” tells the story of the creation of the Lincoln Home National Historic Site and the key role former Congressman Paul Findley, a 1943 Illinois College graduate, played in establishing the national park. Findley represented Illinois’s 20th District in the U.S. House of Representatives, the same area Lincoln represented from 1847 to 1849. In 1971, Findley introduced a bill to create the Lincoln Home National Historic Site, transfer oversight to the National Park Service, and secure $5.8 million for preservation of the home and the surrounding neighborhood. IC worked directly with the Looking for Lincoln Heritage Coalition (LFLHC)

to produce the new exhibit, along with Findley who initiated and funded the project. The LFLHC is a consortium of Illinois communities and sites that share the legacy of Lincoln. The purpose of the coalition is to tell the stories about Lincoln that is unique to each site and each community. The LFLHC is a not for profit organization dedicated to working collaboratively with local, state and national partners across the Abraham Lincoln National Heritage Area to tell the quality stories of Abraham Lincoln’s life and times to provide high quality experiences for visitors, economic opportunities for communities and to improve the quality of life for residents.
