About Camden County 200 East 4th Street, Woodbine GA 31569 Phone: (912) 576-5601 https://www.camdencountyga.gov/ Camden County is located in the extreme southeast corner of Georgia, bordering the Atlantic Ocean. The county is the seventh largest county in Georgia consisting of 613 square miles of land. The county is in the First U.S. Congressional District, the Third State Senatorial District, and the 180th State House District. Fishing and boating on Camden County’s waterways are exceptionally popular activities in which residents take part. Many other recreational opportunities exist throughout the county including several golf courses, parks, and trails. The Camden Community Recreation Center (CCRC) provides a variety of leisure activities, services, and facilities for the citizens of Camden County to enjoy. The county’s major rivers are the Little Satilla, the Big Satilla, Crooked River, Cumberland River and the St. Marys River, along with smaller streams and inlets. The county also includes well-preserved Cumberland Island, Georgia’s largest and southernmost barrier island. The island is mostly owned by the U.S. Department of the Interior, and is accessible only by boat or plane. There are three incorporated cities within Camden County, including Kingsland, St. Marys, and Woodbine. Waverly, Tarboro, White Oak, Colesburg, Dover Bluff, and Harriett’s Bluff are among the smaller communities located in the County that are not incorporated. The City of Woodbine is the county seat. Camden County is also home to Naval Submarine Base, Kings Bay, and the East Coast Trident Nuclear Submarine. As of the 2010 U.S. Census, the County’s population is 50,513.

History of Camden County Camden County was originally formed on February 5, 1777, and is the second of eight original counties formed in Georgia. Camden County combined the Colonial parishes of St. Mary and St. Thomas. Its name is a tribute to Charles Pratt, Earl of Camden and a champion of home rule for the colonies. Remains of a Spanish mission, thought to have been erected 200 years before James Oglethorpe's arrival, lie on the county's St. Marys River. Jeffersonton served as the first county seat, then the town of St. Marys, and finally Woodbine. The Camden County historic courthouse was erected in 1923. In the 1890s, Camden County's economy was bolstered by timber and turpentine products. These evolved to larger commercial pulp-paper manufacturing operations from the 1940s to the present. By the late 1980s, Camden was the state's second leading pulpwood producer, with 72 percent of its lands developed as commercial forest. The county's economy was also bolstered in 1881 when steel magnate Thomas Carnegie began purchasing large parts of Cumberland Island to create his Dungeness estate on the south end of the island. Carnegie and his heirs eventually purchased 90 percent of the island and employed more than 300 people in the construction and management of their estates. The Dungeness mansion burned in 1959, but its ruins were stabilized after the island came under the supervision of the National Park Service as the Cumberland Island National Seashore in 1972. In 1975 ferry service began, and commercial development was halted by 1982, after the park service acquired more land. The creation of the Naval Submarine Base Kings Bay has had the largest impact on the growth of Camden County. Construction on the naval base began in 1978, and it was operational a year later. In 1980 the location was selected as the East Coast refit facility and training command for the navy's fleet of Trident ballistic missile submarines. The first Trident submarine arrived in 1989, and by 2003 Naval Submarine Base Kings Bay employed nearly 9,000 people. The growing population in the county after the opening of Naval Submarine Base Kings Bay resulted in the establishment of the Camden Residence Center, a satellite campus of the College of Coastal Georgia.

Board of Commissioners Link to Board of Commissioners Website Phone: (912) 576-5651 The Board of County Commissioners is comprised of five members elected through district elections for staggered, four-year terms. The Board of Commissioners serves as the governing body of the county. As such, they perform multiple roles including legislator, regulator, service provider, and fiscal authority. To ensure transparency in their operations, the Board of Commissioners must conduct the county’s business in the open and maintain records (i.e., minutes, resolutions, ordinances, etc.) so that citizens may examine for themselves how their tax dollars are used. The Board of Commissioners is required to abide by laws establishing how to approve and record contracts; adopt and amend budgets; audit funds; lawfully obligate the county; publicly bid projects; invest county funds; protect taxpayer dollars from lawsuits and claims; provide payroll services; provide benefits for employees; and responsibly bind the county. The Board of Commissioners usually meet on the first and third Tuesday of each month, exceptions are made and posted on the calendar. Regular meetings begin at 6:00 p.m. in the Commission Chambers on the 2nd Floor of the Government Services Complex located at 200 East 4th Street in Woodbine. Special called meetings are held when necessary. All meetings are open to the public.

The attorney provides legal advice and representation to the Board of Commissioners, the County Administrator, all county departments, and the boards and committees organized under the Board of Commissioners on matters related to their official responsibilities. The County Attorney represents the commission in litigating claims filed against the county in state and federal court including eminent domain, personal injury and breach of contract cases, but does not handle any criminal matters. Duties also include drafting ordinances, resolutions, contracts and other legal documents, handling real estate transactions and performing legal research.

All occupied residential properties in the unincorporated areas of Camden County are mandated to have curbside services, according to the Curbside Collection Ordinance.
District Attorney Keith Higgins, District Attorney The District Attorney is the chief prosecuting officer for the State of Georgia within each judicial circuit. Camden County is a part of the Brunswick Judicial Circuit along with Appling, Glynn, Jeff Davis, and Wayne Counties. As an elected constitutional officer, the District Attorney is part of the judicial branch of Georgia state government. The District Attorney represents the State of Georgia in the trial and appeal of felony criminal cases in the Superior Court for the judicial circuit and delinquency cases in the juvenile courts. In addition to serving as the legal advisor to the grand jury, the District Attorney also performs other duties prescribed by law.

Using the provisions of Georgia statutes, the Agency is responsible for developing and implementing comprehensive disaster planning, mitigation, and response activities within Camden County. In addition to the above, the Agency also develops and maintains emergency plans for all types of natural and man-made hazards, and provides the analysis and recommendations necessary to make decisions that will effectively save lives and protect property in such emergencies.

Emergency Medical Services (EMS) Camden County Fire Rescue serves the citizens and visitors of the county with six Advanced Life Support ambulances. These ambulances are staffed with a minimum of an EMT-Basic and a Paramedic or AEMT. To treat some of the most challenging illnesses and injuries, the Life Squads utilize life-saving equipment including:

Being a coastal community, the county also floods from hurricanes. Hurricane winds produce storm surges, tornadoes, and inland flooding. Camden County Emergency Management Agency closely monitors the weather conditions that could have flooding impacts to Camden County during weather events. The EMA also provides resources and information on flood safety, and coordinates information and forecasts closely with the National Weather Service in Jacksonville, Florida. Community Rating System (CRS) The Community Rating System (CRS) recognizes and encourages community floodplain management activities that exceed the minimum National Flood Insurance Program standards. CRS floodplain management activities also provide potential discounts on flood insurance premium rates, enhance public safety, reduce damages to property and public infrastructure, avoid economic disruption and losses, reduce human suffering, and protect the environment. Camden County currently carries a Class 6 CRS rating that gives flood insurance policies in the special flood hazard area a 20% discount. This discount and compliance with the Flood Damage Prevention Policy is a working system that makes flood insurance more affordable in the unincorporated areas of the county.

The library system provides residents access to print and non-print informational, educational, and recreational resources. TRRL provides printing, copying, outgoing faxing, scanning of documents, free computer usage, free Wi-Fi, free online access to a language-learning database that has over 70 available languages, and free programs to the public such as computer classes. Three Rivers also has a database for practice tests including the SAT, ASVAB, and GED. Fleet Services Fleet Services serves to develop, plan and oversee the implementation of efficient county fleet operations including vehicle procurement and maintenance, as well as to coordinate and facilitate the integration of county fleet operations in consultation with stakeholders.

The divisions are Administration, Patrol, Criminal Investigation, E-911 Center, and Jail. The Administrative and Support Services Division is responsible for the day-to-day operation of the Sheriff’s Office by providing support in various functions such as payroll, executive assistance, public information, budget, purchasing, logistics, reception, and vehicle maintenance. This division also supplies equipment, services, and provisions to the numerous divisions and sections within the Camden County Sheriff’s Office. The Patrol Division has the prime responsibility of the safety and security of the County by providing law enforcement and traffic enforcement functions to those who reside in and visit the area. The Patrol Deputies are the Sheriff’s primary response personnel for calls and service through the E-911 Center. The Criminal Investigation Division provides investigative inquiries into misdemeanor and felony crimes that occur within the County.
