ClimateUnitedisapublic-privatepartnershipthatremovesfinancialbarrierstocleantechnologies soeveryAmericancanbenefitfromlowerenergybills,betterpublichealth,andgood-payingjobs. TheClimateUnitedcoalitionismadeupofthreeorganizationswithdecadesofexperience Calvert Impact(ClimateUnitedFund),CommunityPreservationCorporationClimateCapital(CPCCC),and Self-HelpClimateCapital(SHCC).Together,theseorganizationshavedirectlydeployedmorethan $30billionofprivateandinstitutionalcapitaltounlockeconomicopportunityinall50states,District ofColumbia,andU.S.territories.

Executive Summary

InApril2024,theEnvironmentalProtectionAgency(EPA)awardedClimateUnited$6.97Btoprovide affordable,accessiblefinancingforcleanenergyprojectsthroughtheNationalCleanInvestment Fund.ClimateUnitedexecutedthegrantwiththeEPAinAugust2024andgottowork. Unfortunately,inFebruary2025,ourfundswereabruptlyfrozen.

Despitechallengesandsetbacks,ClimateUnitedremainscommittedtotransparencyand accountability.IncompliancewithEPArequirements,thisreportcapturesprogresstowardsour EPA-approvedworkplanduringthefirstannualperformanceperiodfromApril2024toJune2025.

Initsfirstyear,ClimateUnitedachievedallannualgoalsandmetrequiredbenchmarkstoreach long-termgoals.ClimateUnitedclosedorcommittedover$742Minfinancialassistancetodeploy cleanenergy,expandaccesstoelectrictransportation,anddecarbonizebuildingsacrossthe country.Theseinvestmentswillcreatemeaningfulenvironmentalandeconomicbenefitsfor hardworkingAmericanswhileboostingdomesticmanufacturing,creatingjobs,andexpanding accesstoaffordablecleanenergy.

ToexecuteourEPA-approvedworkplan,ClimateUniteddevelopedaholisticstrategytoachieve markettransformation,buildingoutteamsandstructurestomaximizeimpact.Throughrobust communityengagementandpre-developmentsupport,weempoweredruralandTribal communitiestolaythegroundworkfortransformativeprojectsineverycornerofthecountry.

CPCClimateCapitalfinancedanaffordablehousingprojectinpartnershipwiththeCityofTarrytown, NYtoprovideaffordablehousingforseniors.62Main,a109-unit,100%affordablepropertylocatedin Tarrytown,NYservesseniorsearning30-70%ofAMI.Theprojectincludedtheadaptivereuseofa formerYMCAintoapartmentsaswellasanewlyconstructedbuilding.Thetransit-orientedproperty indowntownTarrytownisnearMetro-North’strainlinetoNewYorkCityandlocalshops,restaurants, andpublicparks.

CPCClimateCapital’s$3.072millionsubordinatepermanentloansupportedthedeveloper,WBP Development,tofinanceupgradesthatreduced62Main’sannualcarbonemissionsby240MTCO2e peryear.TogetherwithfundsfromNewYorkState’sHousingFinanceAgency,WestchesterCounty, andtheTarrytownHousingFund,CPCClimateCapital’sloanmadeitpossibletodeliver109unitsof housingthatwillremainaffordablefor99years,whileenablingtheupgradesneededtoserve residentsfordecadestocome.

InArkansas,ClimateUnitedishelpingScenicHillSolardevelopthelargestcommercialsolarproject inthestatetoprovideaffordablecleanenergytoruralcommunitieswhileboostingdemandfor domesticsolarmanufacturing,supportinglocaljobs,andcreatingmillionsineconomicbenefitsfor localcommunities.

InSeptember2024,ClimateUnitedFundcloseda$31.8millionpre-constructionloanfor18solar projectsacrossthestateofArkansasthatwillbenefittheentireUniversityofArkansasSystem.Most ofthepowerplantswillbebuiltinruralareasandhelpstrengthenlocalenergygrids,deliver economicdevelopmentcapacity,andcreategood-payingjobsinsmalltownsacrossArkansas.In addition,allofthemodulesusedfortheprogramaremanufacturedintheU.S.,breathingadditional lifeintodomesticmanufacturingandlocal,resilientsupplychains.InMarch2025,ClimateUnited Fundcommitted$42.3milliontosupporttheconstructionofthesesolarsitesaswellasfive additionalsolarprojectsthatwillservecommunityfacilities,municipalbuildings,andthelargest employerinArkansaswithclean,affordableenergyoverthenextdecadeandbeyond.

InOctober2024,ClimateUnitedFundannouncedour$250millionelectricdrayagetruckprogramto offeraffordableleasingoptionsforbatteryelectrictruckstosmallfleetsandindependentoperators. Electrictruckscostlesstooperatebutarefrequentlydifficultforsmallbusinessestoadoptduetohigh upfrontcosts.Weplantopurchaseupto500battery-poweredtrucksthataremadeintheU.S.by Americanmanufacturers,whichwouldmarkthelargestsingleorderofelectrictrucksintheworld.

InvestinginthedomesticelectrictruckingindustryhasrippleeffectsacrosstheentireAmerican economy–creatingqualitymanufacturingjobs,boostingdemand,makingtheU.S.moreglobally competitive,curbingpollution,andloweringoperationalcostsforsmallandindependentoperators. InFebruary2025,ClimateUnitedFundcloseda$10.8millionpre-constructionloantoasolar developertosupportpre-developmentcostsforthreeutility-scalesolardevelopmentsinthePacific NorthwestonTriballands.Together,theprojectswilltotalupto885MWofsolarPVandbattery energystorage.ThedevelopergivesTribesthechoiceofservingasprojectco-ownersandensures jobsareavailabletothelocalcommunity

Atprojectcompletion,thesedevelopmentswouldreduceGHGsby1.1millionmetrictons(MT)of CO2eannually.Thisinvestmentservesasamodeloflocally-driveneconomicdevelopment,working alongsideTribalcommunitiestocreateownershipopportunitiesinadditiontocleanenergy generation.

At project completion, developments will reduce the equivalent of taking 256,581 gas-powered cars off the road for a year.

InOctober2024,Self-HelpClimateCapitalreleasedaRequestforProposal(RFP)tosolicitlending partnersfor“CleanAir”energyefficientmortgages–afirststeptodevelopingstandardizedgreen mortgagesforconsumers.Thisprogramaimstosupporthouseholdsofmodestmeansinfinancing homesthatarehighlyenergyefficient,allelectric,andreadytobepoweredbycleanenergysources.

FromDecember2024toMarch2025,SHCCalsoreleasedRFPsseekingproposalsfromprospective originationpartnersforelectricvehicle,energyefficiency,andsolarloans.Thepublicationofthese RFPsisthefirststepinlaunchingaconsumerloanpurchaseprogram,whichwillprovideliquidityto transactionpartnersthatwillhelptoscaleavailabilityofgreenandcostsavingconsumerloans nationally.Further,theseloanpurchaseprogramswillprovideaffordablefinancingtoconsumersto facilitatetheadoptionoftheselow-andzero-carbontechnologies.

Theseprogramsincentivizecommunitylendersandotherintermediariestoinvestingreenlendingat scaleandhelpeveryAmericanexperiencethebenefitsoftransitioningtogreentechnologies–cleaner,morecomfortablehomesandlowerenergycosts.

Oneofthebiggestbarriersforlaunchingacleanenergyprojectissecuringearly-stage fundingforprojectplanning,feasibilitystudies,andotherpre-development.Tobolster thediversityandtypeofprojectsinourpipeline,ClimateUniteddevelopedpredevelopmentfundingopportunitiesthathelpprojectsinrural,tribal,andlow-income communitiesbecomefinanceable.

Climate United NEXT Program

InNovember2024,ClimateUnitedlaunchedapre-developmentprogram,ClimateUnitedNEXT,to takeearly-stagecleanenergyprojectsfromplanningtoprojectfinancing.Thisinnovativeprogram willprovideupto$30millionintechnicalassistanceandplanningfinancialsupportoverthenextfive yearsforcommunity-ledprojectsthatincreaseenergyindependenceandresiliency,reduce greenhousegasemissions,andreducelocalenergycosts.Theprogramwillbeopentonon-profit organizations,stateandlocalgovernmententities,Indiantribes,andInstitutionsofHigher Education(IHE)withthelong-termgoalofequippingsmall-andmid-sizedorganizationstounlock publicandprivatecapitalforclimateprojects.

Ourfirstroundoffunding,targetedatprojectsservingNativecommunities,received104 applications,andClimateUnitedchose22highqualityprojectsforourfirstcohort.Projectsrange fromelectrifyingfishingboatstoinstallingsolarpanelsonTriballandstoperformingenergy efficientupgradesonhomes.Duetothefundingfreeze,ClimateUnitedhasbeenunabletomove forwardwiththefirstroundofNEXTandfutureroundsareonhold.

OneoftheselectedrecipientsfortheNEXTProgramistheNativeAmericanCommunityClinic (NACC).Theirmissionistopromotethehealth&wellnessofmind,body,andspiritofNative Americanfamilies.

TheNativeAmericanCommunityClinic&HousingProjectcombinesanexpanded33,550sqft medicalclinicwithlow-incomehousingdevelopment(83units),targetingnet-zeroenergy performancethroughcomprehensivecleanenergyintegration.

LocatedintheAmericanIndianCulturalCorridorofMinneapolis,thisexpansionwillenableNACC toserveanadditional3,000patientsannuallyfromacommunityofapproximately26,000American IndiansandAlaskaNatives.Throughinnovativeapproachesincludinggeothermalheatpumps, solarphotovoltaics,andadvancedbuildingsystems,theprojectaimstocreateareplicablemodel forsustainable,community-centeredhealthcareinfrastructurethatreducesbothoperationalcosts andenvironmentalimpact.
