Groups buck privatization of seven M’nao hospitals

THE Makabayan coalition and its member party-list organizations are opposing to “corporatize” seven regional hospitals in Mindanao and 19 other Department of Health (DOH) retained public hospitals in the country.

“We call on the legislators of Caraga to oppose House Bill 6069 or ‘An Act Creating National Government Hospital Corporations,’ that has life-threatening implications for our poor constituents,” said the progressive groups in a press statement.

The hospital corporatization and the government’s Public-Private Partnership scheme will only result to higher hospital fees, it said adding, “this bill, along with its counterpart Senate Bill 3130 or the National Government Hospital Corporate

Restructuring Act, will make healthcare services inaccessible for poor families in the country.”

It added: “This is a grand scheme that will pass on state responsibility for health to greedy private interests.”

by Senator Franklin Drilon.

Close to P1m illegal wood products seized

BUTUAN City––Authorities seized close to P1 million worth of illegally sourced logs and lumber Caraga in what appeared to be a non-stop operation against illegal logging in the region.

Fire kills 71-yr-old grandma

DAVAO City––Fire investigators here found faulty electrical wiring as the cause of the fire that charred an old woman body in Purok 5, Barangay 31-D, this city Saturday afternoon.

The victim, Lourdes Calunia, a window failed to come out from the second floor of her house, both the fire and police investigators said.

Bureau of Fire Protection (BFP) here said the fire started in the residence of certain Ma. Victoria Estrera and quickly scattered to neighboring residences in the area.

There were at least 12 other residences totally destroyed and partially damaged by the fire.

Firefighters of the Central 911 Fire Auxiliary, FilipinoChinese Volunteer Fire Brigade helped the BFP in putting out the fire which lasted for about an hour.

The BFP initially placed the damage to property at P400,000.

DILG asks local officials to support info text blast DAVAO City––Department of Interior and Local Government (DILG) Secretary Jesse Robredo issued a memorandum on July 9 directing local chief executives from the provincial down to barangay levels, to support the information text blast.

Robredo released Memorandum Circular 2012-123 and asked provincial governors, city mayors, municipal mayors, punong barangays, DILG regional directors and field officers to provide the Philippine Information Agency (PIA) a list of cellphone numbers and e-mail addresses of punong barangays, Sangguniang Barangay members, barangay secretaries, barangay treasurers, purok leaders, and other barangay volunteers.

Robredo cites the information text blast as a, “Public-private partner-

ship program, between and among PIA, the National Telecommunications Communication (NTC), Smart Communications, and Globe Telecommunications.”

DILG describes the text blasts as information service of PIA, “providing news and information nationwide through short messaging service (SMS)-based system, supplemented by new media application such as Facebook and Twitter.”

Robredo expects PIA to send out SMS information regarding presidential pronouncements, weather news and updates, safety tips, health and wellness, government programs as well as government actions on critical issues and concerns.

“Feedback from the recipients will be collected, analyzed, and relayed to national government agencies concerned for appropriate

action,” Robredo assured the local chief executives.

PIA Director General Jose Fabia informed PIA regional directors and officers-in-charge in a memorandum on June 26 of the agreement made between the Department of Health and PIA during the consultative workshop held in line with the implementation nationwide of anti-dengue campaign.

Fabia directed them to include in their directory of inbox news and textblast recipients the contact numbers of barangay health workers and Barangay Dengue Warriors as PIA is expected to relay to local health functionaries, news on Anti-Dengue Campaign through text-blasting.

Text-blasting is simultaneous sending to targeted groups information through SMS.

PWDs still struggling for free mobility TAGUM City, Davao del Norte––Persons with disabilities (PWD) are still struggling against impediments to their free mobility as some buildings remain PWD inaccessible, 30 years after the Accessibility Law Batas Pambansa 344 was passed in 1982.

Guesting in Kapihan sa Kapitolyo, Provincial Social Welfare Officer Arlene Semblante said the Provincial Council for the Welfare of Disabled Persons (PCWDP) is still dealing with problems on accessibility.

Davao del Norte Provincial Governor Rodolfo P. del Rosario who sits as chair of PCWDP, has a standing order for the Provincial Engineering Office (PEO) work with the Department of Public Works and Highways (DPWH) to conduct accessibility audit of public establishments throughout the province.

CAGAYAN de Oro City–– The immediate passage of the Freedom of Information (FOI) law is the cement that will strengthen the cornerstone of the Aquino administration’s journey in the matuwid na daan, the Right to Know, Right Now! Coalition said in a statement.

As the President delivers his State of the Nation Address (SONA) later yesterday, the coalition, along with more than 80 organizations and hundreds of individuals, strongly urged Mr. Aquino to specifically mention the immediate passage of the FOI bill as his administration’s priority legislative measure.

“The challenge to President Aquino’s program of daang matuwid is how to institutionalize and make it uniformly observed at all levels of government, so that it becomes irreversible even beyond his term. Passing the FOI law now will strongly reinforce public confidence that the President is keeping true to his mandate of change and to his marching orders to transform our government,” said lawyer Nepo Malaluan, co-convenor of the Right to Know, Right Now! Coalition in a statement.

Globe Telecom backs international initiatives for radio frequency revamp LEADING telecommunications company Globe Telecom said it would support initiatives by the International Telecommunication Union (ITU) and GSM Association (GSMA) to revise the radio frequency spectrum to allow easier and cheaper global broadband expansion and lower the cost of mobile devices in many markets.

Atty. Froilan Castelo, Head of Globe Corporate and Legal Services Group and a member of GSMA Chief Regulatory Officer Group – Asia, said it was imperative that Asia-Pacific carriers come-up with a common stand on the issue of spectrum harmonization.

He added that consistency and fairness in the allocation of frequency spectrum would help boost competitiveness and give telecommunication companies the opportunity to further expand penetration and offer more compelling products and services.

“While Globe recognizes that the power of managing spectrum allocation is in the hands of the regulators, we believe that a review and revision of frequency spectrum

can bring benefits to a greater number of people, particularly in far-flung, rural areas. Telcos will be able to deliver lowcost internet connectivity and the cost of mobile devices could become lower since there will be no need to customize these across differing spectrum bands,” Castelo said.

For instance, the new Long Term Evolution (LTE) standard for high-speed data for mobile phones and data terminals which wireless carriers worldwide are currently deploying can be used with many different frequency bands. As a result, cellular phones from one country may not work in other countries unless the units are multi-band capable.

GSMA is pushing for a harmonized 700MHz band plan for mobile services across the Asia-Pacific region, noting that spectrum harmonization would result in bigger economies of scale and increase the capacity of the region’s mobile operators to provide better telecommunication services.

Instead of appreciating concrete accomplishments, the Moreno SOPA spelled nothing but rhetoric. For the past nine years, as provincial governor, development of Misamis Oriental was below par.

Moreno, instead, claims credit on projects implemented by the national government.

The Department of Public Works and Highways, and the Department of Agriculture in fact, initiated these projects. Another example is the Mariculture Park project of the Bureau of Fisheries and Aquatic Resources in Balingasag. Moreno wants to take credit of the BFAR project, too.

Moreno also wants him credited with the construction of Laguindingan Airport.

The airport in Laguindingan is a flagship project of the national government even before he became Governor. Over all, in a scale of ten, Moreno’s ratings in Misamis Oriental through the nine years of his administration got a measly four.

At the end of the SOPA, we, Cagayanons, are frustrated. We, then, cast doubt on Moreno as future leader of Cagayanons.

We should not allow Cagayan de Oro to have leaders claiming credit in the accomplishments of others than through their efforts and initiatives. We must be vigilant of ‘credit grabbers.’ We must get rid of them.

PRO-13 orients personnel on anti-illegal logging

CAMP Rodriguez, Libertad, Butuan City - To ultimately stop illegal logging activities nationwide, there is a need to have proper coordination among regulatory and enforcement bodies to prevent conflict of interests and arrive at a common approach in the implementation of Executive Order 23.

For this, the Police Regional Office (PRO-13), headed by Police Chief Supt. Reynaldo S. Rafal, initiated a one-day seminar on anti-Illegal logging, July 17, this year.

EO 23 of President Aquino, implements the indefinite log ban and created the Anti-Illegal Logging Task Force, headed by the Environment and Natural Resources Secretary.

It also tasked PNP Chief Nicanor Bartolome to help the task force in the process.

Director Rafal said that, as seminar participants, his provincial directors, assistant provincial directors, deputy provincial directors for operations and the chiefs-of-police had the chance of deeply understanding the meat of the EO, as well as of the other environmental laws.

Resource persons were Forester Ronaldo Gadot; Mr. Camilo Emmanuel Soriano and Mr. Romy Ladroma of the Presidential Anti-Organized Crime Commission (PAOCC); Police Senior Supt. Ferdinando Sevilla, deputy regional director for operations and Agusan del Norte Provincial Environment and Natural Resources Officer Raul Rosales.

Northern Mindanao pushes for federation of consumer groups ILIGAN City––Consumer groups in Northern Mindanao unanimously agreed on the creation of a regional federation of consumer organizations in Region 10.

This was the result of the discussions during the Regional Consumer Assembly held recently in Cagayan de Oro City as revealed by Ruel B. Paclipan, provincial director, Department of Trade and Industry (DTI), Iligan City, Lanao del Norte Provincial Office.

The establishment of the regional federation, which is targeted in the

third quarter of 2012, is expected to unify the voices of the different consumer organizations in the region, said Paclipan.

Some of the issues and concerns raised by the different stakeholders were public consciousness on consumer laws and fair trade laws, implementation of consumer laws, strong linkages among different sectors and government support to consumer groups.

On the other hand, among the best practices highlighted during the assembly were the imple-

mentation of consumer welfare projects such as B a g s a k a n C e nt e r a n d Consumer Welfare Desk (CWD) in business establishments, proactive Local Price Coordinating Councils (LPCCs) and effective market administration.

After the discussion, the following recommendations were formulated: regular updating of price monitoring boards in markets, especially for fish and meat products; strengthening of LPCCs to effectively perform their duties, particularly during calamities; and procurement of testing

and weighing devices to measure products sold in the market.

Outputs from the Regional Consumer Assembly will be presented at the upcoming National Consumer Congress scheduled on October 1, to kick off the Consumer Welfare Month celebration.

It will be joined by the representatives from the consumer organizations, academe and partner agencies to come up with a National Action Plan for the advancement of consumer welfare and protection, Paclipan said.

Soldiers now into fruit tree growing ISABELA City––Personnel of the 4th Civil Relations Group (4CRG) and their dependents are participating in the tree growing program of the Civil Relations Service – Armed Forces of the Philippines (CRSAFP), which started June, this year.

The activity involves planting of fruit-bearing trees not only at specified areas, but also within their respective backyards, said Lt. Col. Erwin A. Alea, 4CRG group commander.

The Philippines was one of the eight countries that composed the original Steering Committee members of OGP, together with the United States, Brazil, Indonesia, Mexico, Norway, South Africa, and the United Kingdom. When the O GP was formally launched in September 2011, the Philippines and

Brazil were the only two Steering Committee members without an FOI law.

However, Brazil passed its FOI law shortly thereafter, leaving the Philippines as the only original Steering Committee member that does not have an FOI law.

As member of the OGP Steering Committee, “it is incumbent on the Philippines to adopt right to information legislation,” the international groups

said in the letter.

“We had cause to believe that legislation on this core democratic issue would be adopted when you were elected, in part on a platform of transparency, anti-corruption and go o d gover nance.

Our hope was renewed when you announced your endorsement of the bill in Januar y 2012. However, the bill has still not been passed, and we are

concerned that time is starting to run out on the 15th Congress,” the groups added.

The FOI passed bicameral conference committee but Congress, under then House Speaker Prospero Nograles failed to adopt it during the 14th Congress.

Aquino to ask Congress to approve 2013 P2tn budget PRESIDENT Benigno S. Aquino III is set to submit the Budget of Expenditures and Sources of Financing (BESF) for fiscal year 2013 to Congress on Tuesday, a day after his third State of the Nation Address (SONA) on Monday.

Budget and Management Secretary Florencio B. Abad, who will be delivering the expenditure plan to Congress on behalf of the President, said that the P2.006-trillion proposed

National Budget deepens the Aquino Administration’s commitment to its Social Contract with the Filipino People.

“This proposed Empowerment Budget prioritizes funding for programs and projects that have impact in unshackling the poor from poverty and in reducing poverty incidence to 16.6 percent by 2016. President Aquino has directed us to take bold steps in closing key social service delivery gaps

— in classrooms, teachers, health insurance subsidies, rural health facilities, etc.

— by 2013,” he said.

“He also instructed us to build on our economic achievements so far, such as the 6.4-percent gross domestic product growth in the first quarter of 2012, by investing in the foundations of rapid, inclusive and sustained growth. With this, we are funding the attainment of rice self-sufficiency by next year; the pavement

of all national roads by 2014 and all secondary roads by 2016, the arrival of 5.53 million tourists by next year and 10 million by 2016, among others,” he said.

Abad said that the combined budgetary allocations of the Social Services and Economic Services sector of P1.210 trillion for 2013 — 60.3 percent of the P2.006-trillion Budget — supports the achievement of the aforementioned targets.

National Budget consists of P1.251 trillion in Programmed New Appropriations for national government operations, programs and projects; and P755.2 billion in Automatic Appropriations for debt servicing, local government allocations and others.

Legislative action and approval will be sought for Programmed New Appropriations as well as for P177.5 billion in Unprogrammed Appropriations, or

standby spending authority, which the national government may only be utilized when its revenues exceed targets.

The Budget Chief also said that the Proposed Budget for 2013 is the earliest to be submitted to Congress in the last 12.

He said that by submitting the BESF right after the SONA, the Administration is showing its commitment to ensure the early enactment of the Budget.

DSWD to give more free college education

CAGAYAN de Oro City––A total of 84 slots of scholarship grants will be added to the existing number of Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) grantees who are enjoying free college education here starting this first semester.

The additional slots will be given to beneficiaries of Pantawid Pamilya identified by the Institutional Partnership Division (IPD) of the Department of Social Welfare and Development Central Office.

Momentarily, Northern Mindanao region has a total of 264 scholars under Student Grants in Aid Program for Poverty Alleviation (SGPPA) of Pantawid Pamilya.

Cherrylou Acobo, Pantawid Pamilya Coordination and Partnership Development Officer, said the vacant slot will complete the 348 target of the region.

“So far, we only hit 76 percent of the target. That is why we have to fill up the remaining 24 percent of the slots allotted for Northern Mindanao,” Acobo said.

For her part, Atty. Araceli F. Solamillo, Regional Director of DSWD Field Office 10, said DSWD, Commission on Higher Education (CHED), State Universities and Colleges (SUCs) and the Department of Labor and Employment joined together for the scholarship program for the underprivileged.

Govt orders closure of 40 ore processing plants GENERAL Santos City––Mining regulators in South Cotabato have ordered the closure of 40 unlicensed or unregistered ore processors and ball mills in T’boli town as part of the provincial government’s crackdown against illegal small-scale gold mining and processing operations in the area.

South Cotabato Governor Arthur Pingoy Jr. said Monday the Provincial Mining Regulatory Board (PMRB) approved the closure of the unlicensed ore processing plants after their owners failed to obtain the necessary permits and licenses despite an earlier directive from the local government.

“We have to make this move to show to them that we are serious and deter-

mined to cleanse the area of all illegal mining and processing operations,” said the governor, who chairs the PMRB. A report from the Provincial Environment Management Office (PEMO) showed that there are at least 100 processing plants based in T’boli town but only 86 have obtained permits to operate.

Pingoy earlier said the provincial government may earn an additional P18 million annually if the existing ore processors and ball mill plants in the area will properly pay their fees and taxes.

Will China honor the Code of Conduct?

FINALLY, members of the ASEAN bloc agreed on a six-point joint statement to resolve the West Philippine Sea issue. Indonesia’s initiatives in ironing out kinks among ASEAN member countries paid off.

The 45th ASEAN regional conference held in Cambodia two weeks ago usually issue a communiqué to wrap up the end of the conference.

It was the first time that the ASEAN Cris Diaz failed to come up a communiqué that usually spells out the ASEAN’s common stand on various issues confronting the regional bloc.

Cambodia, the host country, did not acquiesce to the joint communiqué, obviously, criticizing China’s incursion into territorial seas of some ASEAN member countries. While Cambodia defended its stand saying the ASEAN is not a ‘court’ to decide on territorial disputes, analysts believed China’s unseen hands worked to abandon the communiqué.

The other day, ASEAN member countries approved albeit outside the conference table the six-point joint statement.

The statement aimed at resolving territorial conflict in the West Philippine Sea as well as in the Spratly.

The ASEAN six-point principles are the following: 1) Implement fully the Declaration on the Conduct of Parties in the South China Sea or DOC 2) Support the guidelines of the DOC 3) Conclude early a regional code of conduct on the South China Sea 4) Respect universally recognized principles of international law including the 1982 United Nations Convention on the Law of the Sea 5) Continue exercising self-restraint and non-use of force, and 6) The peaceful resolution of conflicts in accordance with universally recognized principles of international law and including the 1982 UNCLOS. Pedagogical consideration IT HAS been noted, so far, that the process of education has a tremendous impact on the results of education quality as a whole. Process in quality management is vital because all results in management are identified by the degree of the quality of the process. This also applies in education management.

Thus, pedagogically, when schools have been in good quality in their processes, the quality of the products can be guaranteed. This article is related much to my previous article, the school academic year.

Yet, when considering the national examination for throughout a country with diverse cultural, social, and economical aspects, implementing such an exam will destroy the pedagogical consideration. A school in a remote area or territory is strikingly different from another school lets say in a metropolitan city. Then, imagine when the standard

So far, the national examination has distorted such pedagogical aspects. When for example a student in a remote village gets 4 for a certain subject might not different a student or pupil who gets the same score of 4. Pedagogically, the student or pupil with score 4 in a remote area in which the

school is less equipped with teaching and learning aids must have worked harder than that in a school in a metropolitan city with complete and modern teaching and learning equipments.

Considering the illustration above, it is obviously not fair when judging the students or pupils in different areas with the same standard grade average for passing their schools. The more critical problem in that practice is the test items in the national exam. The test is designed in the type of multiple choices with four options and one correct answer. This, in pedagogical consideration, means that creativity of human beings is hindered. This is because the expected answer will drag the students or pupils’ mind into a directed option.

Unfortunately, in our lives human beings should be in their own typical ways.

For example, when a person is good at or talented in

arts, he or she must not be good at other aspects such as mathematics or biology.

If a student is good at language or linguistics he or she might not be good at physics or architecture or the other way around. This is one of the examples of pedagogical consideration when implementing the exam for measuring the students or pupils learning mastery.

Thus, it is not fair when judging the students or pupils passing grade using the same standard grade average throughout a country with a wide and diverse territories.

All social, economical, and cultural aspects should be taken into consideration.

Pedagogical consideration will emphasize on the fairness for the schools in different areas will have different characteristics. These characteristics are discussed and used for making better policy to make the PEDAGOGICAL/PAGE 11

Goobye Commissioner Biazon, sir, it’s time to pack up!

COMMISSIONER Ruffy Biazon, of the Bureau of Customs, appears to be a confused person these days.

After President Benigno S. Aquino III announced his desire to have the young Biazon be in the senatorial slate of the Liberal Party for the 2013 elections his detractors wasted no time in manipulating media to the effect that the latter’s days at the bureau are already numbered.

The situation practically rendered him a lame duck commissioner. This has encouraged crooks at the bureau to become a little bolder and has actually continued with their nefarious activities. These crooks, better known as collectors, appraisers, examiners, intelligence officers, et cetera, are now back with vengeance. They are in cahoots with smugglers, customs brokers and some other port characters.

Double Barrel learned that the “contacts and protectors” at the bureau of Mr. Lucio Co have resumed their illegal work in facilitating the release of thousands of containers consigned to various fictitious firms but actually

A middle rank official, who has worked with the bureau for the last 23 years, told this corner that smuggling has actually worsened over the last several months. This explains why outlets of Chinese products in Bonondo, Divisoria, Tutuban, Baclaran and other bargain outlets in Metro Manila and various cities all over the country do not run out of supply.

These smuggled products mostly come from China, Taiwan and Hongkong. The same source disclosed that smuggled goods coursed through the ports in Isabela City,

Basilan and Zamboanga City come mostly from Malaysia and Singapore.

These contrabands include appliances, candies, food items and imported vehicles, mostly expensive SUVs. Some of these SUVs end up in the hands of politicians in Mindanao as end users.

All the while, we thought things will change for the better under the present administration through the much ballyhooed “tuwid na daan.” It’s now apparent things are going for the worse at the Bureau of Customs. Katunayan, mula pa noong January ay palagi na lamang dumaranas ng pagkabigo ang Bureau of Customs na maabot ang nakatukang tax collection target. Nagpatubo ka pa ng balbas Commissioner Biazon, sir, para mukhang mabagsik, iyon pala ay hindi ka naman iniinda ng

The consistent shortfall in tax collection at the Bureau of Customs could have convinced President Aquino to pull out Biazon from his pier office and instead include him again in the LP senatorial ticket for the 2013 polls. He announced it two months ago in what now looks like a diplomatic effort or soft approach to ease Biazon out of the Bureau.

What we can say under the circumstances is that President Aquino has been very kind and gracious to his friend Ruffy Biazon by giving him the customs portfolio after a resounding defeat in the 2010 senatorial elections.

But he turned out to be no match to the challenge.

Maybe the man is destined for the legislature.

As things have developed, it also turned out that retired police General Danilo Lim, deputy commissioner for intelligence, is likewise a dismal failure.

To say it mildly, Deputy Commissioner Lim could best be described as an officer of little help to Biazon.

According to our informants in the Palace there are two front runners to replace Biazon as commissioner. They are former short lived Customs Commissioner Alberto C. Lina, chairman of Airfreight 2100 or Air 21 and Philippine franchise holder of logistics giant Fedex; and Jesus Arranza, chairman and president of oil mills owned by coconut farmers.

Lina’s principal supporter is no other than Finance Secretary Cesar Purisima, his inaanak sa kasal. Purisim are business partners in a number of firms, including Burger King, Mail and More and an information technology company, among others, which incidentally cornered the IT modernization program of no less than the Bureau of Customs.

Lina was also reported to have sought the help of business tycoon Eduardo “Danding” Cojuangco to convice Pnoy to return him to his old post at the

Port Area.

On the other hand, Arranza has Senate President Juan Ponce Enrile, himself a former customs commissioner, as principal benefactor and sponsor. Arranza, a Chinese-Bicolano, is reportedly also supported by a group of Chinese community traders.

So, the choice appears to be between the devil and the deep blue sea. Both Lina and Arranza represent the interest of both big business and scheming politicians.

Food terminal Aggie News rises in Misor LAGUINDINGAN, Misamis Oriental––The Department of Agriculture Regional Field Office 10 through the Agribusiness and Marketing Assistance Division (DA-10 AMAD) formally turned over a Barangay Food Terminal (BFT) project to the local government unit (LGU) of Barangay Tubajon, this town.

The project was mainly conceived to advance the agency’s market development initiatives through the provision of a channel for farmers and fisherfolks’ alike to directly sell their agricultural products at fair prices to consumers, as a result of the elimination of padded costs brought about by traders or middlemen.

The barangay’s influence area envelops 237.39 hectares, producing agricultural commodities like coconut, corn, tobacco, atis, banana, seneguelas and fish.

In the total amount of P 300,000, the BFT was materialized through fund support from DA-10 AMAD, who shouldered 90% of the overall project cost and supplied equipment and food handling facilities such as chest freezer, chiller, digital cash register, weighing scale and etc., including

the rendering of technical assistance for the allocation and maintenance of working capital to be chiefly used for the initial procurement of stocks.

Meanwhile, Brgy. Tubajon’s counterpart covered 10% of the entire project value, including the establishment of a building structure as well as the creation of a BFT management crew, who will be largely dependable in the planning, organizing, directing and implementing of operations expedient to properly run the project.

In behalf of the beneficiaries, Brgy. Captain Terry M. Daroy articulated her optimism that the BFT will generate productive endeavors, which would bring significant aid within the residents of the barangay. Also recognizing that the project has earned recoil among a few of her constituents, she explained that the BFT will pave an opportunity to assist more small-scaled businessmen as they’d be offered with an easy access to buy affordable food and other prime commodities, thereby obtaining additional profit on their end.

Likewise, she enlightened the BFT recipients of a higher guarantee on the quality and safety of agricultural products as most of these would come from their respective farms, backyards or sanctuaries. Additionally, she underscored that the project would also signal employment among the residents.

Furthermore, Ms. Valledor stressed the need for transparency through the judicious recording of activities pertaining to the BFT and urged the beneficiaries to patronize the items up for sale in the recently launched project.

Laguindingan Mayor Hon. Oliver L. Ubaub, on the other hand, encouraged the beneficiaries in heeding to

their credibility by committing to the BFT project as DA took the chance in trusting them with the abovementioned project. Moreso, he challenged his constituents to properly manage the BFT to serve as a model to the rest of the town’s 10 barangays and accordingly, more interventions would soon follow from the department.

Initially, DA-10 AMAD is also anticipating to officially launch the second BFT in Laguindingan, specifically in Brgy. Mauswagon this month.

Coca-Cola’s corporate social responsibility lauded MANILA -A Congressional Appreciation Award is forthcoming for Coca-Cola Philippines a for its outstanding feeding program which have been benefitting school children throughout the country.

This was bared by a congressional report which indicated that several legislators from the minority block want to bestow the appreciation to Coca-Cola through House Resolution 2458.

Minority Leader Danilo Suarez (3rd District, Quezon) said Coca Cola Philippines specifically formulated Nutrijuice to help combat Iron Deficiency Anemia (IDA), which is one of the most prevalent micronutrient deficiencies in the country.

It was learned that the Coca-Cola Company and the Food and Nutrition Research Institute of the Department of Science

and Technology (FNRI-DOST) developed an orange-flavored drink called “Nutrijuice” fortified with iron, zinc, lysine and vitamins A and C, and which has been scientifically proven to help reduce IDA. “The company has achieved and contributed much to improving the nutritional and iron status of school children since year 2006.

Coca Cola has aided in alleviating the prevalence of anemia from 100 percent to 13.0 percent through the fortified juice,” Suarez said.

According to the 2003 National Nutrition Survey by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRIDOST), 37.4% of children aged 6-12 years old in the Philippines are iron deficient, with the main causes including poverty, insuf-

ficient dietary intake and poor availability of iron-rich foods, among others.

“Coca-Cola aims not only to become an employer or a beverage company, but also a responsible member of the community. It has given the supplementary feeding program to almost 200,000 children aged 6-12 years old since it conducted an efficacy study in 2006 among 300 children at the Pinaglabanan Elementary School in San Juan, Metro Manila,” Suarez said.

Suarez said the study showed that a multi-micronutrient fortified juice is effective in increasing the hemoglobin levels among iron-depleted children. NutriJuice had significantly reduced anemia among irondepleted children. Iron stores of all children supplemented with

the fortified juice were higher than those who had non-fortified juice and the fortified juice had significantly increased the weight and height of both the anemic and underweight children.

Rep. Lani Mercado-Revilla (2nd District, Cavite), a co-author of the resolution, said Iron Deficiency Anemia, or IDA, can reduce a child’s learning ability and hamper their mental and physical development.

Revilla said one of the ways to solve this problem is by adding vitamins and/or minerals to food to increase its overall nutritional content.

“Fortifying commonly consumed foods and beverages with iron is a simple but effective way for young children to get adequate amounts of iron in their diet.

Beverages are a good choice as

they are easy to administer and consistent in quality. Beverages like Nutrijuice are also less likely to obstruct the body from absorbing the nutrients,” Mercado-Revilla said.

Mercado-Revilla said CocaCola should be commended for their outstanding contribution to the country’s youth for this particular activity.

Since its inception in 2006, Coca-Cola’s feeding program has benefited 6,800 children in regions across the Philippines which includes Zambales, Palawan, Tacloban, Davao, Bukidnon, Taguig, Pasig and Marikina.

DOLE sets GKK awards

CAGAYAN DE ORO CITY -- The Department of Labor and Employment (DOLE) through the Occupational Safety and Health Center (OSHC) will be recognizing institutions and individuals for their exemplary contributions in responding to the safety and health needs of workers, workplaces, and community.

OSHC Executive Director Ma. Teresita Cucueco said outstanding i ns t itut i ons an d i n d i viduals who have implemented successful safety and health programs will be awarded the Gawad Kaligtasan at Kalusuga n ( G K K ) , a n at i o n a l award given to establishments and individuals with best OSH practices and w ho can b e mo dels for others to emulate.

Now on its eighth year, she said the GKK is a component of the Zero Accident Program (ZAP), one of the flagship programs of the DOLE. It aims to encourage institutions to implement their own safety, health and envi-

ronment programs, and in the process achieve productivity and zero accident in the workplace.

Cucueco, who visited Northern Mindanao last July 19 for the third stop of the information campaign on the GKK and the 13th National Occupational Safety and Health (NOSH) Congress, said the GKK is open to private and public establishments belonging to large and medium enterprises compliant to general labor standards, OSH standards, and other related government regulations, as well as to individuals wit h outstanding OSH contributions or innovations.

Accordingly, GKK winners will be awarded after the 13th NOSH Congress which will be held on Oc-

CdO -Iloilo connectio seen to boost local tourism CAGAYAN de Oro City–– The opening of new flights connecting Cagayan de Oro with Iloilo City is an added boost to the city’s tourism industry.

Vice Mayor Caesar Ian Acenas said this noting reports that the thrice a week flights between the two cities provided by Cebu Pacific Air has carried 14,600 passengers in just five months.

The vice mayor, who chairs the city council committee on tourism, expressed optimism this figure will continue to increase.

Councilor Juan Sia, Committee chair, said he finds the request fair and recommended its approval the soonest.

Oro Chamber representative Ed Chavez Jr. said the request for a tax discount will only be from Calendar Year 2012 to 2014. After this, a new assessment of the land will be conducted based on the improvement, renovations or rehabilitation made.

Chavez explained that affected properties may have a different assessment after the three-year grace period.

of assorted hardwood species with a volume of 10,000 board feet and estimated market value of P200,000 in Upper Lingayao, Las Nieves, Agusan del Norte. The forest products were turned over to the Department of Environment and Natural Resources office in Las Nieves town.

The 149 Lauan flitches found floating at the Agusan River in Barangay Sta. Fe, Esperanza town at around 5:30 am of the same day by members of the 13th Regional Public Service Battalion and the Agusan del Sur police. The flitches were brought to the Esperanza police station.

The day’s biggest haul was at around 7:30 am when a team from the PAOCC, Agusan del Sur police, San Luis police, Talacogon town police and DENR-Talacogon seized 539 mixed Diptherocarp logs measuring 258.54 cubic meters valued at P517,080 in Purok 1, Sta. Ines, San Luis, Agusan del Sur. The forest products were turned over to Sta. Ines Barangay councilwoman Teresita Cano for transport to the DENR office, police said.

On Wednesday, police and DENR-Bislig City held 12 pieces of Narra lumber with a volume of 72 board feet and valued at P1,480 at around 7:05 pm in Barangay Villaverde, Tagbina, Surigaoa del Sur. DENR-Tagbina is now in custody of the wood products.

At around 7 pm of the same day, a six-wheel Isuzu truck loaded with hardwood lumber was held by the police at a checkpoint in Barangay Ouano, Alegria, Surigao del Norte. Police said Lito Gallogo, 40, said he owned the forest products and presented an allegedly used permit. Alegria environment officer Raul Micompal is now in custody of the seized lumber.

At present, these 26 state hospitals are being run under the administrative supervision of the Department of Health.

In Mindanao, the hospitals to be converted into GOCCs include Northern Mindanao Medical Center in Cagayan de Oro, Mayor Hilarion A. Ramiro Sr. Regional Training and Teaching Hospital in Region X; Southern Philippines Medical Center and Davao Regional Hospital in Region XI; Zamboanga City Medical Center in Region IX; Cotabato Regional and Medical Center in Region XII; and CARAGA Regional Hospital in Region XIII. In Visayas Region, the hospitals include Corazon Locsin Montelibano Memorial Regional Hospital, Western Visayas Medical Center in Region VI and Eastern Visayas Regional Medical Center in Region VIII. Other hospitals include Cagayan Valley Medical Center, Veterans Regional Hospital, Baguio General Hospital and Medical Center, Region I Medical Center, and Ilocos Training and Regional Medical Center in Northern Luzon; Dr. Paulino J. Garcia Memorial Research and Medical Center and Jose B. Lingad Memorial Medical Center in Central Luzon; and Batangas Regional Hospital in Southern Luzon. Also included are Bicol Medical Center and Bicol Research Training and Teaching Hospital in Bicol Region and Quirino Memorial Medical Center, Jose R. Reyes Memorial Medical Center, Rizal Medical Center, Amang Rodriguez Medical Center, San Lazaro Hospital, Vicente Sotto Memorial Medical Center in National Capital Region.

The Caraga Regional Hospital, as the main tertiary hospital in the region, serves a total of 2.3 million people from the catchment areas of Agusan del Norte, Surigao del Sur, Butuan City,

Tandag , Surigao del Norte, Agusan del Sur and Surigao City. The groups said that it is the only public hospital in the region that can perform hemodialysis procedure as the two dialysis centers in Surigao City are located at the facility.

The authorized bed capacity of 150 (135 for charity patients, 15 for paying patients) is way below the actual average admissions of 180-200 patients daily.

For 2011, total in-patients was at 18,639. The indigent patients numbered 17,218, with majority not even covered by the Philhealth sponsored program (9,339 or 54.2%). It has a mere P102,198,000 for its 2012 budget.

Corporatization is not the solution to government hospitals that do not have ample allocations from the national government in the first place, the groups said.

The already corporatized Philippine Heart Center (PHC) and the National Kidney and Transplant Institute (NKTI) for example, charge as much as P415 to P430 for a chest x-ray while the Jose Reyes Medical Center and the Rizal Medical Center, both of which are among the 26 hospitals being targeted for corporatization charge only P290 to P310 for the same.

An ultrasound procedure that many women need in the course of their pregnancy costs only P750 at the Jose Reyes Medical Center.

The NKTI and the PHC charge P1,650 and P1,800 for the same ultrasound examination respectively.

“The poor’s access to health care is already extremely difficult. Government hospitals should still be service-oriented, not made to be profit-oriented,” the groups pointed out.

It added: “No one in his right mind would want to increase hospital fees at the Caraga Regional Hospital.”

The only thing that should be increased there and all government hospitals is the government budget for medicines, infrastructure and the health workers’ and professionals salaries and benefits.

“It is the government’s responsibility to provide its

people with quality health care to all people, especially the poor. It is not the role of government to give its health assets to private schemes.

Let us work to retain and improve the services of the Caraga Regional Hospital and all other government hospitals,” it said.

This is true when those who pass with the passing grade are able to go to the public or government schools for free. For those schools in remote areas which are lack of teaching and learning equipment or aids cannot get the favorite public schools for free. They cannot get higher passing grade scores for their being lack of school equipment.

In order to make it fair, the judgment of having passed for the study, the criteria should be pedagogically based. Otherwise, the national policy in the national education system will distort the pedagogicallybased education system.

It should be based on the process and not merely the output or product-oriented.

The test in the final exam does not cover the process but the on-going assessment from the beginning to the end does.

We hope what Aquino is telling could be felt by the impoverished Filipino people. However, not all provinces of the region are allotted with the scholarship as per identification by the Institutional Partnership Division of Pantawid Pamilya.

The college scholarship grant is only for the beneficiaries of Bukidnon, Camiguin, Lanao del Norte and Misamis Occidental provinces.

Misamis Oriental and Cagayan de Oro City grantees are not included in the program.

As per allocation, Bukidnon is given 114 slots this

year, Camiguin-18, Lanao del Norte- 132 while 84 slots for Misamis Occidental.

This second semester, Bukidnon will have 18 reserve slots, 11 for Camiguin, 57 for Lanao del Norte and two slots for Misamis Occidental.

However, scholars shall only enroll in a state college or state university within the region identified by IPD. As it is, scholars can only enroll in Mindanao University of Science and Technology (MUST) here; Central Mindanao University in Maramag, Bukidnon; MUST Oroquieta City in Misamis Occidental and MUST Panaon in Misamis Occidental.
