Burnaby city hall is proposing a 3.98 per cent property tax increase in its 2012 provisional budget. The provisional Ànancial plan, which was approved by city council Monday, outlines the city’s Ànancial direction for the next Àve years. It also serves as the basis for public consultation leading up to the adoption of the city’s Ànancial plan, which is required to take place by May 15. According to a report from the Ànance and civic development committee, the proposed tax hike is required to pay for wage increases for civic workers as outlined in their collective agreement, operational and inÁationary increases and new services. “The 2012 budget focuses on provisions for safety and security, maintaining and improving existing infrastructure for roads and various community facilities, and investment in new technology to better service citizens,” the report said.

Changing report cards Paper report cards could become a thing of the past and the teachers’ job action is showing us how. For generations, the industrialstyle education system has been ¿xated on producing graduates like widgets and report cards have mirrored this model with an overly simplistic analysis of students’ strengths and weaknesses. Admittedly, report cards have been upgraded over the years, with more comments and a reduced emphasis on grades at the primary level, but overall, they haven’t changed much. What educators now know — and B.C.’s new personalized learning agenda aims to address, at least in principle — is that students have different learning styles and require assessments that are measurable, Àexible, adaptable and motivating. Students need a plan that more closely reÀects their learning styles, interests and goals instead of a standardized set of outcomes and report cards to match. So far, the province has done a poor job in de¿ning personalized learning and conveying exactly what and how it will change B.C.’s education system — and under the current model of labour relations in education, it’s hard to know how this will be achieved. Still, the teachers’ contract dispute has shown there are many ways to assess and report on student learning. Liberated from many administrative duties, teachers are communicating with parents and students by email and telephone, posting information online, sending home records of individual assignments and outlining speci¿c problems that need to be addressed. What’s more, parents are being encouraged to seek out information about their child’s learning. There will always be a need for some standardized assessment and recording, especially for those headed for university, but a piece of paper at the end of term is not now and never has been a fully meaningful record of success for all students.

NDP leader buoyed by 2011 VICTORIA – Here are excerpts from my year-end interview with B.C. NDP leader Adrian Dix: TF: There was a lot of cheering at your convention Dec. 10 when federal NDP leader Nycole Turmel said that B.C. shouldn’t have to pay Ottawa back the $1.6 billion HST transition payment. That hasn’t been your position. Isn’t this a mixed message for the public? AD: No. In the federal election campaign, the NDP advocated for that position, and they said that if they were elected, and of course it was the late Jack Layton who put forward the argument that B.C. would not have to return the money, would we have voted at that time to get rid of the HST. Obviously, while the NDP did extremely well in that election, we didn’t win. Mr. Harper won. He says we have to pay the $1.6 billion back and the Liberal Party of B.C., Ms. Clark and Mr. Campbell’s party, signed a very bad deal for B.C. that we’re stuck with. TF: You replaced Carole James this year. At the root of that situation was a complaint about a

policy vacuum in the B.C. NDP. I put it to you that that vacuum still exists … AD: [laughs] I guess I can’t count on your support. TF: I’m making a list here. Increase corporate taxes to 2008 levels. Bring back a corporate capital tax and use that to fund student grants. Have I missed anything? AD: In January and February, many people criticized those proposals, especially the one returning corporate taxes to 2008 levels. And then the government adopted, brieÀy, those proposals in May. So I’m delighted that I’m moving the political debate in a positive direction. I defy you to name any opposition leader in any

jurisdiction in Canada who has been as speci¿c on taxation as I have 18 months before an election. You’re going to see our detailed program in advance of the election. At the NDP convention I spoke at length about the key issues of our time, about the things that I’m campaigning for right now, including improving skills training in our province, addressing issues of inequality, addressing the fact that raw log exports are out of control in the province. I get criticized on some days for being too speci¿c and too policyoriented, so I’m delighted to hear your criticism that I’m not speci¿c enough. TF: The B.C. Liberals leapt on your recent statement about potentially increasing income taxes for high earners. This sounds like [federal NDP leadership candidate] Brian Topp’s suggestion of a new top tax bracket. Is that what you were saying? AD: On personal income taxes, I think because the B.C. Liberal Party has continually increased costs on middle class people, for

example, shifting the hydro burden onto residential customers, and subsidizing industrial customers. They’re raising MSP premiums, raising ferry fares, raising long-term care fees, they have speci¿cally gone after the middle class. I don’t think there’s really personal tax room there for middleincome people. That’s my view and my position. TF: So does that mean increasing taxes for higher income people? AD: No. I think what you have to do is ¿rst of all look at the ¿scal situation closer to the election and be clear about that. ••••• The interview also touched on the NDP teaming up with Bill Vander Zalm, and the future of socialism. Owners of the most soot-spewing backhoes, excavators and other diesel equipment in Metro Vancouver must now register their machines and pay hefty annual fees. A new regional bylaw takes effect Jan. 1 that Metro hopes will prod equipment operators to upgrade to cleaner diesel technology to help reduce cancer, respiratory illness and other health risks from particulate pollution. The most polluting off-road diesel engines are classi¿ed Tier 0 and must be registered and labelled with a ‘T0’ decal to operate in Metro. They’re being charged $4 per horsepower for 2012, but Metro intends to steadily raise the fees in the years ahead and expand the rules to more machines. Congestion in courts intensify Delays in B.C.’s congested court system intensi¿ed in 2011 and the provincial government rejected initial calls for an emergency cash infusion. The number of criminal cases at risk of being thrown out due to excessive delays grew throughout the year. Years of budget restraint has pushed the number of judges overseeing courts signi¿cantly below 2005 levels, despite a larger case load and and increasing complexity. The issue hit a new crisis in June, when the province cut the number of sheriffs providing court security. Victoria agreed to relent and re-hire them after some judges refused to conduct trials without a sheriff present.

Riot a black mark for Vancouver and region Rioters went on the rampage in downtown Vancouver, torching cars and looting stores, in the wake of the Vancouver Canucks’ loss to Boston in the Stanley Cup ¿nal. Soon after, the perpetrators were outed in photos and videos posted on social media and many were found to hail from outlying cities. By November, Vancouver Police were recommending

charges against an initial batch of 60 suspects, a third of whom were from Surrey. The province wants sentencing hearings to be televised.

New transit lines eyed TransLink unveiled a series of options for eventually extending rapid transit in Surrey, dangling the possibility of light rail or bus rapid transit lines connecting White Rock and Langley. SkyTrain technology options were also on the list but Surrey council members said they favour a light rail system. The most ambitious options would cost in excess of $2 billion, but would be many years away and dependent on TransLink getting more funding. A parallel process is underway to extend rapid transit west on the Broadway corridor in Vancouver to UBC. It’s not yet clear which expansion would proceed ¿rst, but Metro Vancouver’s new regional growth strategy endorses giving Surrey priority because of the rapid growth south of the Fraser.

Voters choose to ditch HST B.C. voters rejected the harmonized sales tax by a 55 per cent margin in a mail-in vote

over the summer. The provincial government pledged to return to the former provincial sales tax, but indicated it will be a complex process taking up to 18 months. The referendum result was hailed as a victory for people power but it brings new uncertainty for many businesses, which must switch back to PST accounting systems. Home builders and renovators said the long delay in switching back from the HST is hurting them because buyers are opting to wait to avoid the provincial seven per cent charged on services and upper-end new homes.

Mayors okay TransLink gas tax hike The region’s mayors approved a two cent per litre increase in the TransLink gas tax next April to ensure the Evergreen Line to Coquitlam proceeds and for other transit upgrades. The provincial government also passed legislation enabling the increase. The transit expansion plan still requires more money. Unless mayors can negotiate other new funding sources for TransLink, a property tax increase would also take effect. Potential new sources are expected to be controversial and could see a vehicle levy imposed in the region, or even some form of road pricing or regional tolling.

VICTORIA – The federal government’s new formula for health care transfers is expected to cost B.C. $256 million a year starting in 2014. The change is not related to Ottawa’s move to tie health funding to economic growth, which doesn’t take effect until 2018. Before that happens, the federal transfer is moving to a per-capita formula and ending dedicated funding aimed at certain surgical wait times and other priorities identi¿ed in past federal-provincial agreements. B.C. Finance Minister Kevin Falcon said the funding formula change amounts to a substantial reduction for B.C., while Alberta’s transfers are expected to go up. Falcon wants the federal funding to reÀect aging population in B.C. and some Atlantic provinces, and the extra costs that implies. Federal Finance Minister Jim Flaherty announced the new provincial transfer policy at a meeting with provincial ¿nance ministers in Victoria Monday. Per-capita health transfers will continue to grow by six per cent per year for six more years. Increases

after that are to match economic growth plus inĂ€ation, with a minimum annual increase of three per cent. Falcon praised Flaherty’s move to connect health care budgets to the economy, to protect Canada’s triple-A credit rating. Falcon said B.C. will press Ottawa for two changes, a formula for population aging and incentive payments for “provinces that are undertaking innovation and are doing their bit to ensure that we will have a sustainable health care system.â€? NDP Âżnance critic Bruce Ralston said Falcon has reversed his position on connecting health budgets and economic growth. Premier Christy Clark made a similar suggestion during the B.C. Liberal leadership race last spring, and soon found herself under attack by rivals. “George Abbott and Kevin Falcon both said it was unrealistic to tie it to an artiÂżcial measure like that,â€? Ralston said. “They were saying that if you have bad times, you’ll be forced to Âżnd hundreds of millions of dollars in health care cuts.â€?
