FSC Adds Standards For West
The Forest Stewardship Council's international board of directors has endorsed the regional certification standards for the U.S. Pacific Coast and Southwest regions.
The standards are designed to promote good forestry by providing specific indicators for FSC application principles and criteria, adapting them to address region-specific ecological, economic and social needs.
In August, the Pacific Coast and Southwest regional standards began to be implemented in FSC forest management certification assessments, which join the Northeast, Southeast, Lakes States and Rocky Mountain as endorsed FSC regional standards.

Wyoming Sawmill Restarts
After sitting idle for five years, an Encampment, Wy.,sawmill has reopened under new ownership.
The former Hammer Lumber Mill resumed operations in mid-July as the 44 Lumber and Timber Co. to process logs from the Medicine Bow National Forest.
Former Hammer employee Doug Boykin, his wife Debbie, and Jack Holbrook launched the mill after purchasing the Flume Creek timber sale in April.
The sawmill employs about 30 and can process small "products other than logs," such as trees smaller than 7" in diameter.
After years of neglect, the mill's machinery had to be cleaned, greased and restarted, and new saw blades installed. It uses an old burner. but the new owners hope to eventually install a kiln system to burn the sawdust and wood scraps.
Debbie Boykin predicts the sawmill will be in full operation in about three years, when it could employ as many as 100 workers.
Wholesale distributor Teton Lumber, Cheyenne, Wy., has been purchasing most of the mill's output.

Alliance Seeks Mold Answers
The USDA Forest Products Laboratory (FPL) and the APA have formed a Residential Moisture Management Network to provide clear, consistent mositure management recommendations based on the most current practices and research that lead to homes free of mold.
Initially, the allianace of industries and government agencies will identify and index what each participant is doing to research, educate and communicate programs, and then post the information on APA's Web site. www.apa.org.
Information sharing among groups whose products are used extensively and those who have gained years of building technique education experience is a primary benefit of the network.
The network is part of a larger research coordination effort of the FPL Advanced Housing Research Center. "In addition to moisture research, there are many other housing-related research projects ongoing at universities, private labs and government agencies," said Mike Ritter, assistant director, FPL. "Our Advanced Housing Research Center acts as a conduit to help coordinate these efforts and avoid the potential for duplication."
TP May Take Over Veneer Mill
Timber Products Corp., Springfield, Or., has agreed to resume negotiations with the state of Alaska over operating a shuttered veneer plant in Ketchikan, Ak.
State officials have been searching for a company to restart the former Ketchikan Pulp Mill site since Gateway Forest Products pulled out in February 2001.
Previous negotiations had stalled when Timber Products was unable to secure an adequate supply of wood and funding to upgrade the mill.
Under the new deal, Timber Products would run the facility, while Sealaska Corp., Juneau, Ak., would provide a third of the timber and the Alaska Industrial Development & Export Authority would invest $3 million to purchase new equipment.
Critic Claims Unfair Firing
A former Home Depot employee who says his rights were violated when he was recently fired, has hired an attorney and sought the help of the American Civil Liberties Union to help him get hisjob back.
He said his termination is a violation of his First Amendment rights.
Jon Coughtry,70, an expediter at the store in Cheyenne, Wy., said Home Depot fired him for posting messages critical of chairman and c.e.o. Bob Nardelli on an unofficial Web site designed for employees.
Coughtry was fired June 17, which was two days after being questioned about the many columns and stories he posted on his personal Web site, which were later linked to "The Orange Blood Blank," a site for Home Depot employees that is not sanctioned by the company.
Many of the stories were "very critical of Nardelli" and made fun of his multi-million-dollar salary and the company's poor performance since he took over, Coughtry said.
Home Depot said his termination was in accordance with normal policies and procedures, and believes his claims are without merit.
UFPI, Deck Installer Team Up
Universal Forest Products, Grand Rapids, Mi., has initiated a new program with USA Deck to sell and install its deck products throughout Home Depots across the country.

In areas where Universal has installed sales agreements with Depot,
USA Deck will manufacture. market. sell and install its Designer Deck.
The program, that is part one of the company's objectives to grow its installed sales business. was successfully launched at the Home Depot in Atlanta, Ga., and will be expanding to other regions.
Marketing Steadies Western Red Gedar
Despite the burden of tariffs on imports into the U.S, western red cedar is holding its own, in part thanks to the Western Red Cedar Lumber Association's most ambitious marketing campaign.
"The ongoing softwood lumber dispute between Canada and the U.S. is having a major impact on the cedar business, even though the dispute is strictly about structural lumber," said outgoing chairman Doug Clitheroe, at WCRLA's recent annual meeting in Kelowna. B.C.
"Western cedar doesn't injure the U.S. market, but WRCLA's determined efforts to have it exempt from the 2lVo countervail duty being charged have been ignored," said Clitheroe, general sales manager of International Forest Products Limited's cedar group in Vancouver. "Consequently, we are losing market share to non-wood substitutes, which is why it's imperative to promote cedar's attributes."
In partnership with British Columbia's Forestry Innovation Investment, WRCLA is embarking on a $3.2 million promotional program for the year, according to Peter Lang, general manager of WRCLA in Vancouver.
Major components of WRCLA's marketing program include an extensive print advertising campaign at the builder and consumer level; a pointof-purchase signage program for retail outlets; a more prominent presence at trade shows, and an increased Internet presence through the development of new Web sites.
Now in the second year of a multiyear campaign intended to retain cedar's market share in the face of increasing competition from alternative products, an emphasis on the new real cedar brand has enabled members to tie this brand to their own products, said Lang.
One 28-year-old company devoted almost entirely to cedar, which has learned it must move into new markets to survive, is selling more outside North America. after moving into Europe and Asia. Harry Erksine, owner of Still Creek Forest Products Ltd., Coquitlam, B.C., believes the industry will have an opportunity to show people across the world what can be done with western red cedar when Vancouver stages the Olympic Winter Games in 2010-since more than 90Vo of wood structures in Whistler are made from western cedar.
"We've had an uphill battle all year but believe some of the new marketing and promotional work done by WRCLA has helped us hold our own," said Paul Zartman, cedar sales mgr. for OrePac Building Products in Oregon. OrePac has also prevailed by teaming with other businesses, such as Interfor, to promote cedar, and is in the process of developing its own marketing team for cedar, focusing on sidings and trimming fascia.

Wetsel-Oviatt Winding Down
Rising costs and low lumber prices have combined to spell an end to 64year-old Wetsel-Oviatt Lumber Co., El Dorado Hills, Ca.

In mid-August, owner Cecil Wetsel submitted a 60-day notice of closure, which will put 120 employees out of work.
He is negotiating with SierraPacific Industries, Redding, Ca., to sell the assets, including the sawmill, 265-acre mill site, and 17,600 acres of forestland. Analysts, however, doubt the mill will reopen.
With mills in Lincoln and Camino, Ca., SP will become the last sawmill operator in Greater Sacramento fol- lowing the mid-October closure of Wetsel-Oviatt.
Milling Cut Back In Montana
Plum Creek Timber Co.. Seattle. Wa., has begun temporarily curtailing production at its Montana manufacturing operations due to a timber shortage associated with the ongoing fire danger.
Plum Creek voluntarily ceased logging in early August because of dry conditions in the forests and didn't expect to resume before midSeptember, meaning full production levelswon'tbe achieved until October.
To conserve the limited supply of raw material, the mills began operating at diminished capacities. By late August, Hank Ricklefs, v.p.-manufacturing production, said, "Right now, it looks like the Pablo and Ksanka mills will be out of wood in early September. The Evergreen sawmill and plywood plant will run out in mid-September, and the Columbia Falls mill and plywood plant will run out at the end of September."
In addition, the MDF facility in Columbia Falls likely will run out of material by the end of September. A scheduled seasonal maintenance closure may be moved up to reduce overall down time.
Plum Creek's fingerjointing plant was unaffected.
Dealer Opposes Alaska Plan
Pro dealer Hayward Lumber Co., Monterey, Ca., has joined environmental groups in opposing a Bush Administration proposal that would exempt portions of Alaska's Tongass and Chugach national forests from a nationwide ban on road building in national forests.
In an Aug. 8 letter to the U.S. Forest Service, Steven Brauneis, Hayward's director of sustainability, said the company's location in California makes it "acutely aware of the ongoing costs of poor decision making in forestry issues."
According to the Forest Service, the proposal would permit limited development on 300,000 acres-or slightly more than 3Vo of the 9.3 million roadless acres in Tonsass.
Lewis County Mill Proposed
Centralia Sawmills Corp. is negotiating to build a $39 millioil sawmill at the Port of Centralia, Wa., that would create 94 full-time jobs.
Although details need to be finalized, construction of the mill could begin in the fall, with start-up as early as a year from now.
The state Community Economic Revitalization Board recently okayed an $800,000 loan and a $200,000 grant for road and water line improvements in the port's industrial park.
Principals Phil Tedder and Gary Thebault operated Pacific Lumber & Shipping's three Lewis County mills before they were acquired by Hampton Affiliates.
CBA-Treated Wood Examined
"No adverse health effects are expected" from the use of wood pressure treated with copper azole preservative (CBA), according to a new study of occupational, residential and playground applications.
Believed to be the first independent human health risk assessment of the new generation of treated products, the study was conducted by Gradient
Corp. and commissioned by Bayer Chemicals Corp., maker of Preventol A8, an azole fungicide used in CBA.
Based on EPA's evaluation of the toxicity studies for Preventol A8, Gradient assessed potential risks for exposures to CBA-treated wood. The risk assessment evaluated four different scenarios: occupational (e.g., adult builders), do-it-yourselfer, shortterm (child) and long-term (child to adult) resident, and playground (child and teenager).
Various exposures (inhalation, incidental ingestion, exposure to the skin) were assessed and aggregated in each scenario. The highest potential risk was estimated to be 17 times lower than EPA's safety benchmark.

Fiber Cement Plant ln Sacto
A new, green-field fiber cement plant in Sacramento, Ca., is the centerpiece of James Hardie's $100+ million expansion program.
The $47.5 million Sacramento plant will have a single production line with a design capacity of 300 mil- lion sq. ft. a year, 50Vo morc than the capacity of the company's biggest production lines today. The plant will make plank, panel and backer products. The increased capacity will reduce the capital cost of each unit of production by about 30%.
Other projects include $2.8 million to more than double the size of the R&D center adjacent to its Fontana, Ca., manufacturing plant and $49.9 million to build a new HardiTrim production line at its plant in Peru, Il.
Certified Fiber Procurement
Boise Cascade's Northwest fiber procurement operations and more than 300,000 acres of timberland in western Oregon have been certified by PricewaterhouseCooper, as conforming to Sustainable Forestry Initiative program standards.
Some of the company's sustainable management practices include advance wood chip purchasing, high participation in public education regarding sustainable forestry, and a five-year periodic review evaluating the effectiveness o[ forest practices on land that Boise owns.
