Housing starts in February (latest figures) fell ll%o to an annual rate of 1.822 million single family starts dropped 13.7Vo to a rate of 1.295 million; multifamily starts (5+ units) were at a pace of 297 ,000 building permits crept up 0.4Vo to a 1.786 million annual rate.

EPA Okays CCA Phase Out

The Environmental Protection Agency granted the voluntary cancellation and use termination requests affecting residential uses of CCA heated wood.

Under this action. CCA cannot be used effective December 31, 2003 to treat lumber intended for use in most residential settings, including play structures, decks, picnic tables, landscaping timbers, residential fencing, patios and walkways/boardwalks.

Consumers may continue to buy and use CCAtreated wood for as long as it is available.

For the time being, EPA will continue to allow use of CCA for two uses involved in the termination requests-permanent wood foundations and agricultural fence posts.

EPA also plans two Preliminary Risk Assessments for CCA. The first, the Occupational & Environmental Risk Assessment, has been completed. It has been released to CCA manufacturers for error correction only, and will be made available to the public in the spring of 2003. The second, the children's risk assessment, should be completed in late 2003, when it will be reviewed by the Science Advisory Panel, then made publicly available on EPA's docket and website,likely in2ffi4.

The Environmental Working Group has been urging the Consumer Products Safety Commission to immediately ban on CCA for use in playsets, recall existing CCA playsets, and force playset manufacturers to refund consumers.
