Industry Questions Timber Sale Losses

A report that U.S. Forest Service timber sales lost more than $88 million last year is providing ammo to preservationists calling for an end to federal timber sales. But, the record loss figure was calculated using a new, unorthodox method of accounling.

"The Clinton Administration seems willing to manufacture any excuse to end federal timber harvests," said Independent Forest Products Association president Frank Gladics. "But the Forest Service's decision to expense the cost of road construction in the year the road is built, rather than depreciating the cost over the lifetime ofthe road, is an outrage."

Previous Timber Sale Program Information Reporting System reports dealt with roads in a way that the IRS demands all private landowners adhere to. "The Forest Service has now adopted an accounting practice which would put any other landowner in an IRS office for a long talk," Gladics said. "Given this Administration's aversion to selling timber, it's a wonder they haven't found a way to charge the cost of the Department of Defense against the timber program."

The Forest Service timber sale program generated $2.1 billion of economic activity in 1996 and over $4.7 billion as recently as 1991. The program generates over 60,000 direct, indirect and induced ruraljobs, 82,000 less than in 1989.

Timber revenues (as high as $1.5 billion in 1989) helped offset the costs of this $3.3 billion agency. During the last l0 years, Forest Service employee productivity (measured by amount of timber volume sold per employee) fell by more thanTovo.

Each year, 6 billion bd. ft. of timber worth over $858 million dies in National Forests, enough to build 520,000 average size houses.

Ace Opens Up To Prospects

Nearly 70 prospective retail stores attended Ace Hardware's first-ever Platinum Retail Conference to evaluate the co-op's retail success strategies.

Held recently in Colorado Springs, Co., the four-day event featured a review of Ace's historical trends, various seminars and breakout sessions, and an afternoon ofrecreational activities.

Ace's next such conference will be at the fall convention Oct. 8-12 in Philadelphia, with another planned in conjunction with the January LBM show in Phoenix.
