Keeping Warm and Well this Winter Welcome to issue 6 of our Community magazine, All About Eden. This issue contains a range of information and advice to help our residents, especially the elderly ones to keep warm and well this Winter. Eden has an ageing population and much of our house stock is made from traditional materials that are difficult to heat efficiently, especially in areas that are known as ‘off gas’ (with no mainline gas supply) so are reliant on oil or solid fuel for heating. Through the Eden Health and Wellbeing Forum we have a range of help available for people whose homes are hard to heat, such as grants for cavity wall and loft insulation, through to community schemes for bulk buying heating oil and help for low income families to replace inefficient central heating systems. In our leisure centres we have a range of activities available for all ages and abilities to keep you fit and active this Winter and with a beActive or a beActive Plus Card you can enjoy these facilities at discounted rates. We don’t just care about human beings at the Council! We also look out for man’s best friend. We have same great advice in this issue, about how to ensure that if your dog goes missing it can be returned to you as quickly as possible. Also, we tell you how to report a stray dog if you find one. Plus, if you’re looking to get a dog, we have included advice on what to consider before you do. For example, making sure you think about the type of breed that suits your family circumstances and that you purchase it from a registered breeder. Or why not go for a rescue dog? We celebrate 20 years of Eden Animal Rescue and the fantastic work they do rehoming animals. I hope you all keep warm and well this Winter, whether you have four legs or two. We’re encouraging people, when eating out or buying food, to look for the hygiene rating and have peace of mind that they are making a responsible choice when eating out this Christmas period.

If you’re out and about, you can check for the green and black sticker being displayed. If you can’t see one, just ask.
Christmas is a time to enjoy good company and good food and you want to make the right choice about where to eat.
If you cannot see a green and black sticker in the window or you spot a low rating online, you can make a better informed choice.
Although you can’t tell a restaurant or pub’s hygiene standards by how clean and tidy staff look – or by how busy the establishment is – you can check its hygiene rating. It’s one easy way to put your mind at rest. The food hygiene rating tells you about hygiene standards in restaurants and other food businesses. It is worth checking.
About ratings The ratings, which are determined by Council food safety officers, run from 0-5, with a 5 rating meaning a very good level of food hygiene. In total, 93% of food businesses are rated a 3 or better so there are plenty of places with good standards, and you can easily avoid taking your family to those not meeting the grade.

ACUPUNCTURE FOR ANIMALS Complimentary medicines are becoming more mainstream in the veterinary world. Acupuncture has been shown to be very effective in the management of many conditions, especially those with a painful or nervous component. Vet Helen Gould, from Old Hall Veterinary Centre in Appleby trained in China and has been using acupuncture for 30 years. Helen said: “Contrary to the expectations of many people, animals usually find the whole experience very relaxing. Most of my patients will lie down during the treatment and owners report that their pets are much 'happier and relaxed' afterwards.� Acupuncture is particularly useful where anti-inflammatory medicines aren't tolerated or cannot be used due to other existing diseases. It can be used alongside other medicines with no side effects. It is also great for younger animals where it might not be advisable to embark on a

lifetime of drug therapy at a young age. Helen mainly treats dogs and cats with chronic painful problems such as arthritis and back pain and horses with a variety of lameness and balance problems. However, many other conditions respond well such as urinary disease in cats, epilepsy and some skin diseases. As with all treatments, most benefits are seen when acupuncture is started earlier in the course of a disease although it is also very helpful in improving mobility and quality of life for older animals.

Thinking about getting a dog? Do your research; know the breed that suits you best. Look at the time needed and costs required to properly care for a dog. Where is the best place to get your dog from? Being a dog owner is a big responsibility, so make sure you get a dog from a registered breeder, to avoid unscrupulous sellers who advertise factory farmed animals via the internet or social media. The Animal Welfare Foundation and RSPCA recommend that you do not buy a puppy from anyone other than a registered breeder so that you can see the puppy in the place where he/she was born. Or how about a rescue dog? (See Eden Animal Rescue on page 13).

Make sure your dog can be identified Your dog must wear a collar with a tag (showing the owner’s address and telephone number) by law, unless your dog is ‘working’; on a farm for example. If your dog wears a collar and ID tag then anyone who finds your dog can contact you directly. New legislation requires all dogs to be microchipped by 6 April 2016 in England, including working dogs. I have been with Eden Animal Rescue for 10 years and work as the Duty Manager at Hardendale, near Shap. I help to rehabilitate dogs that come to us with behavioural problems so they can be rehomed successfully.

What is your job at Eden District Council?
Is Health and Wellbeing just a role for councils?
I am the Council’s Health and Wellbeing Officer and work with other agencies through the Eden Health and Wellbeing Forum to improve the health and wellbeing of local communities.
No, it’s for everyone. We recognise there is a wealth of knowledge and expertise in our local communities and lots of enthusiasm to get involved, so we are keen to work with the wider community to help deliver projects. Overall responsibility for Health and Wellbeing rests with the County Council, but the Forum is chaired by Eden District Council’s Deputy Leader and Housing and Health Portfolio Holder, Lesley Grisedale and there are other representatives from Eden District Council, the County Council, the health services and the voluntary sector who also attend.
What does the work of Eden Health and Wellbeing Forum involve? The Forum’s work is concentrating on three areas: Fuel poverty – helping to keep households warm and well Children and young people - including reducing childhood obesity and increasing physical activity Older people - supporting people with dementia and reducing social isolation These are very diverse areas, so my background as a Chartered Environmental Health Officer (EHO) really helps. How long have you been doing the job? I have been doing the Health and Wellbeing Officer role for about a year, although I have worked for Eden District Council since 2007. Prior to moving to Eden, I managed Environmental Health and Trading Standards Services for another Council. This gave me a good grounding in project management and partnership working which is very useful in my current job.

What are you working on at present? Projects to keep Eden’s residents warm and well! The District has many older properties, with many having no access to mains gas, so lots of households are spending disproportionate amounts of their income on energy bills. Increasing insulation levels and replacing inefficient heating systems for low income households are a priority. In some cases, it may be possible to provide a connection to mains gas for the first time!

he Eden Health and Wellbeing Forum recognises the link between cold homes and ill health and has the following initiatives available to help:
My home is cold. Is there any help available for cavity wall and loft insulation? Installing loft and cavity wall insulation are good ways to make your home warmer. We have an agreement with Npower to deliver energy efficiency measures for local households through the Energy Companies Obligation (ECO). The offer includes: •

I have a central heating boiler that’s over 10 years old. Can I get help to replace it? The ECO scheme provides means tested boiler replacements. If you receive State Pension Credit or Child Tax Credit (with a relevant income of £16,010 or less) for example, you could qualify for a free gas boiler or subsidised oil boiler replacement. Is the Council looking at new technologies to help keep Eden’s residents warm? The Council has secured Government funding to investigate whether heat networks are feasible in Eden. A heat network enables a number of homes or other buildings
I have oil fired central heating, but heating oil is expensive. I can’t afford to buy a full tank at once, and this increases the price. What can I do? Bulk buying oil through an oil buying group reduces the cost per litre, even for those buying just a small amount. You pay for your oil direct to the supplier in the usual way. There may be a group already running in your area – ask your Parish Council. Action with Communities in Cumbria has guidance on setting up new oil buying groups. Plenty to Keep you Active at Eden Leisure Centres
Penrith and Appleby Leisure Centres have activities for people of all ages and abilities. The six-rink indoor bowling green at Penrith Leisure Centre is home to Eden Indoor Bowls Club. Whether you are a beginner, regular bowler, or simply looking for a place to make new friends, bowling is a sociable activity to help you stay fit and healthy. Professional bowler Janice Gower also offers advice on your bowling technique. Bowling is a true ‘sport for all’, with people of all ages and abilities welcomed and actively encouraged to take part. Penrith Leisure Centre has introduced some Over 65s free drop in sessions, so people can meet Centre staff and learn about the activities available. Sessions include a tour of the Centre, a chance to try out the facilities and refreshments, with the aim of encouraging more mature people to continue keeping fit or to have a go at something new. Visitors have enjoyed badminton, short tennis and indoor bowls, and can also take part in supervised sessions in the gym. NCL Eden Contracts Manager Tim Bestford said: “Penrith Leisure Centre is an ideal place for people of all abilities to improve their health and wellbeing. The drop-in sessions are a great way for current members and those who may not have been to the centre for a while to pop in and find out what’s available for them and hopefully kick-start more activity from older people.” Attendees are encouraged to meet new people and book into weekly sessions to begin a programme of regular exercise. A Strength and Stability Exercise Programme began at Penrith Leisure Centre this summer, delivered in partnership with Cumbria NHS Partnership Trust. The free programme involves six weeks of exercises, with an assessment before and after. Participants also receive a free beActive Leisure Card, giving them discounts off sessions and activities within the leisure centres. The programme is available until March 2016.
