HISTORY OF BLUE SPRINGS Named for the springs that took on a blue color in certain lights, the community of Blue Springs was organized as part of Jackson County in 1827. The Jackson County Court granted the incorporation of Blue Springs on September 7, 1880, making the city the fourth settlement in the county, predating Kansas City, Missouri. Today, Blue Springs is a progressive, business-friendly community and a great place to grow your ideas and your business. The Mayor is elected at-large for a four-year term. The responsibilities of the Mayor include serving as the chief executive officer of the city, attending, voting, and presiding over City Council meetings and appointing members of various Boards and Commissions. Carson Ross, a Blue Springs resident for 43 years, was initially elected as Mayor in April of 2008. Prior to his election as Mayor, Ross served a total of 14 years in the Missouri House of Representatives. He received a Bachelor of Science in Business Administration from Rockhurst University in 1977 and worked for Hallmark Cards, the company from which he retired.

The Blue Springs City Council meets at 6:00pm on the first and third Mondays of each month for official Council Meetings for actions on legislation, at the Howard L. Brown Public Safety Building. Police protection in the city is provided by the Blue Springs Police Department. There are currently 100 sworn officers, 40 civilian employees, and 50 volunteers with the department. The Police Department provides the highest quality service by promoting a safe environment through police and resident interaction with emphasis on integrity, fairness, and professionalism. Central Jackson County Fire Protection District (CJCFPD) provides fire, EMS, public education, hazardous materials response, heavy rescue response and EMS Education to Blue Springs, Grain Valley, Lake Tapawingo and surrounding areas. CJCFPD also operates a training facility that provides classrooms and an auditorium for fire and EMS educational services. EMS classes and fire academy are open to the public for registration. The district employs a staff of 130 people and provides coverage through 5 strategically located stations. The CJCFPD is one of only 222 departments across the nation that is accredited with the Commission on Fire Accreditation International. The Blue Springs School District, located on the
eastern edge of the Kansas City metro area in Jackson County, covers a total of 58 square miles and includes students from the communities of Blue Springs, Grain Valley, Independence, Lake Tapawingo and Lee’s Summit. Enrollment in the district for the 2017-18 school year currently stands at more than 14,872 students. Within our school district boundaries, we have more than 80,000 residents. Our close proximity to Kansas City allows residents easy access to a variety of social, cultural and educational opportunities. There is also convenient access to over 54 colleges, universities and technical schools in the metro area. The Blue Springs School District once again earned the highest score in the Kansas City area and the highest in the state among districts with 7,000 or more students this year in the Missouri Department of Elementary and Secondary Education’s Annual Performance Report. The BSSD scored 99.6%, matching last year’s total. We are proud of Blue Springs School District! They provide the best possible learning environment and opportunities for students.

EDUCATION AND REHABILITATION In 1977, the Rainbow Center opened its doors, offering assistance to children with developmental disabilities in our community. In July 1996, Rainbow Center expanded their program to include adults with disabilities too severe to function within a supported employment or sheltered workshop setting. Blue Springs is within 40 miles of several college campuses including the University of Missouri-Kansas City, Rockhurst, Avila, University of Central Missouri, William Jewel College and Columbia College. The Buy Blue Springs program is an education and outreach marketing plan designed to encourage residents to consider Blue Springs first when making purchases. The Discover Blue Springs program leads efforts in promoting Blue Springs as a visitor destination. The goal is to include visitors to Discover Blue Springs and to shop, dine, stay and play in Blue Springs.
This committee plans and promotes a successful Blue Springs Fall FunFestival on September 14, 15 and 16, 2018, for the Chamber of Commerce and community.

Leadership Blue Springs is aimed at developing a leadership pool for the present and future of our community. Leadership participants develop skills and knowledge of the community through nine full day sessions concerning such topics as government, youth, economic development, law enforcement and quality of life.
CONNECTORS COMMITTEE
GOLF COMMITTEE
The purpose of the Connectors Committee is to enumerate the advantages of Chamber membership, lead efforts in retaining members and encourage members who are not current in dues payments to retain their membership with the Chamber.
This committee plans and promotes a successful annual golf tournament that encourages interaction within the business community. The 2018 tournament is May 11, at Blue Springs Golf Club.

The purpose of the Governmental Relations Committee is to represent the Blue Springs Chamber on a local, state and national level in legislative matters affecting the business community.
