Louisiana has the fourth highest rate in the nation of women murdered by men, according to a Violence Policy Center report. The recently released report, which examined 2012 homicide data from the FBI, says 1.92 of every 100,000 women were murdered by a man. That year, 45 Louisiana women were murdered by a man. The state has neared the top of the list of states with the most women murdered by men, per capita, often: Louisiana has been among the top 10 states with the highest rates nine out of the last 10 years, a press release from the Violence Policy Center says. The same VPC report in 2011 ranked Louisiana ninth, with a rate of 1.39 women killed by men per 100,000 residents, or 39 murdered Louisiana women that year. The three states with higher rates of women murdered by men in 2012 were Alaska (rate of 2.57), South Carolina (2.06) and Oklahoma (2.03). Other southern states helped fill out much of the top 10 list: Mississippi ranked fifth, Missouri ranked seventh, Georgia ranked ninth and Tennessee ranked 10th. Of the 45 women homicide victims noted in the report, 23 were black and 22 were white. The average age was 35 years old. Of the victims, 37 knew their killers, and about half of those women had an intimate relationship with him. For the homicides in which a weapon was identified, 71 percent died of gunshots. Seven of the women were killed by bodily force and four were killed with knives or other cutting instruments. The annual report, When Men Murder Women: An Analysis of 2012 Homicide Data, focused on homicides in which one woman was killed by one man, as many of these incidents tend to involve domestic violence. The organization said its intent was to release the data in advance of domestic violence awareness month in October. Violence Policy Center is a nonprofit group based in Washington, D.C., which advocates to reduce gun deaths in the United States. The Louisiana Legislature passed a legislative package during its most recent legislative session attempting to address domestic violence issues that lead the state’s high rate of domestic homicides.

Investigators never found a gun in the SUV or in the nearby area, and Davis’ three friends testified that there was no gun. By: the Right to Bear Statistically speaking, a single black mother is one of the most vulnerable women in the country. Shaneen Allen knows this. She knows the government isn’t going to protect her from violent criminals, and she definitely knows that police aren’t going to be the first line of defense if a criminal ever tries to assault her, or her two young children. Which is exactly why Allen applied for a concealed carry permit in her home state of Pennsylvania. Allen did what she was supposed to. She passed a NICS background check and she followed all applicable laws to make sure she was in good standing, but that didn’t stop her from getting arrested. Her crime? Not knowing the harsh and restrictive gun laws in the neighboring state of New Jersey. In reality, laws are laws. Everyone who owns a gun knows they must operate within the confines of the law to maintain their legal gun ownership. But Allen, like many other responsible gun owners who purchase a weapon for selfprotection, didn’t know the nuances of the laws in New Jersey. When she was pulled over, Allen did what she believed was the right and legal thing to do.

She informed the officer she had a gun as well as the papers necessary to prove her responsible gun ownership. Unfortunately, she didn’t realize NJ doesn’t recognize PA concealed carry. She was arrested and is now staring down a felony conviction that might run her up to 10 years in jail. This could have easily been overlooked by the prosecutor, or at least reduced to a misdemeanor charge. So ask yourself, is this justice? Is it just to imprison a woman who was trying to do the right thing? No, of course it isn’t. Now Allen might end up in jail where she sure as hell won’t be able to protect her kids the way she so badly desired to when she bought a pistol a few months prior. Of course the media isn’t covering this. Why would they? A victimless crime based on silly charges doesn’t generate nearly the kind of media frenzy as what happens to a small-time thug when he’s shot in the streets. Cases like Allen’s reek of the real mistreatment everyday Americans face on a daily basis. And times are only getting worse. What will you do when things are so bad that protecting your family becomes a full-time job?

The LSU Board of Supervisors approved new hospital privatization agreements during its meeting Wednesday in Baton Rouge.

The LSU Board of Supervisors approved Wednesday new agreements between its hospitals and private partners in hopes that these agreements will keep federal money flowing to the private managers. The new cooperative endeavor agreements were designed to satisfy concerns the Centers for Medicare and Medicaid over Gov. Bobby Jindal’s public/private hospital partnerships. CMS rejected the old agreements last spring. “I think we are pleased that we have gotten to the point we’re at now. Is it a perfect world? No. But I do believe our mission hasn’t ended now,” said board chairperson Ann Davis Duplessis. But some board members questioned whether language in the new agreements leaves LSU and low-income patients vulnerable should a partner withdraw from the partnership. The language of the agreements allows a process to change the level of care provided should a partner feel it is not being properly compensated for providing that service. Another major change allows partners to withdraw without cause from the partnership with a 60-day notice. Board member Jim McCrery said LSU needed a contingency

All schools received age/grade appropriate materials. These materials were presented to the schools at the recent School Board meeting of September 2. Baton Rouge, Louisiana - The U.S. Drug Enforcement Agency recently published a rule that places a more-restrictive classification on hydrocodone combination products, or HCPs. These products are now being reclassified from the morepermissive Schedule III to the morerestrictive Schedule II category. The rule will take effect Monday, October 6. We caught up with Andy Boothe, Director of Pharmacy, Ochsner Baton Rouge, to see just what this is all about: What are HCPs? Hydrocodone Containing Products What does this reclassification mean and why is it happening? Hydrocodone products are the most widely prescribed and widely abused on the market. Before the reclassification, prescriptions for HCPs were valid for one year and could be written with available refills. After the reclassification, prescriptions for HCPs may be written for up to a 90-day supply, are only valid for six months from the issue date, and may not be refilled. Patients will have to get a new prescription each time. Prescriptions issued prior to October 6, 2014 may be refilled as written but will become invalid on See RESTRICTIONS, on page 6

plan so that hospitals could operate without interruption in case one of those partners did leave. “We only have two months to find a new partner. It’s almost impossible to find a new partner in two months,” McCrery said. “I’m not confident the shell that remains will have sufficient personnel if a partner moves on because a partner could take personnel with it.” Patrick Seiter, an attorney who worked on the agreements, agreed there should be a contingency plan and said other potential partners are already being pursued.

“What we expect is the partners will perform the way they have in the past as long as they receive their funding, but if it doesn’t work out and they want to exit, there needs to be a Plan B,” Seiter said. The new agreements remove language about requiring funding, a removal required by CMS for approval. That language is now found in a state plan amendment. However, the removal of that language concerned the partner hospitals. The compromise was that partners now have a process in which they can provide a lower

level of care of the core services provided by the hospitals, which includes indigent care and highrisk Medicaid patients. “When there’s no money to provide the care, you have to make decisions about what to do. It’d follow the same process LSU follows with budget cuts,” Seiter said. The LSU hospital system is designed to be the safety net for low-income people in the state. State officials often tout the strength of the safety net system and how it will rely on the system instead of accepting Medicaid expansion.

BATON ROUGE, LA — Gov. Bobby Jindal called a meeting with Unified Command Group and the Governor’s Office of Homeland Security and Emergency Preparedness to discuss the state’s position in dealing with a possible Ebola outbreak. The first case of Ebola in the United States was diagnosed in Dallas on Tuesday. No cases have been diagnosed in Louisiana, but Jindal said the state is prepared in the event that a case does arise. “For the last several weeks, the state has been working to ready Louisiana’s public health and medical infrastructure, including procedures for emergency medical workers, hospital physicians and regional emergency response coordinators,” Jindal said in a statement. “While we certainly hope that we never have an Ebola case in Louisiana, we are committed to ensuring that our health care system and our emergency responders stand ready and prepared.” The Louisiana National Guard has medical treatment and lab teams on standby. Biohazard resources are in place for medical triage. The Department of Health and Hospitals officials have distributed information to health care providers in the state, including criteria for suspecting Ebola, what symptoms to watch for and how to report suspected cases. DHH officials are also working with hospital administrators to check for bed availability and to make sure hospitals follow Ebola protocols set forth by the Centers for Disease Control. Emergency medical services, 911 operators and coroners are being informed as to how to handle possible patients. Dunn never called 911 after firing into the SUV, and afterward he went back to his hotel, made a drink, ordered pizza, walked his dog and went to sleep.

After learning on the news about Davis’ death, Dunn drove home to Satellite Beach, Florida, and did not contact authorities until they called him. Before the verdict, Davis’ parents, Ron Davis and Lucia McBath, said they never expect to hear condolences from Dunn. “Ron and I don’t expect that he’ll ever apologize to us, you know, and that’s not even a concern of ours because we know that we raised a good human being,” McBath said.

We have a terrible, incurable disease in our country called celebrititis. In my research, I have not found any cure for this. And believe me, I have searched. Celebrities come in all sizes and shapes; sports, music, movies, TV, news reporters and even religious leaders have gotten into this game. In our culture today, nothing really happens unless some celebrity does it or says it. Frankly, I am tired of all of that nonsense. I do not know one celebrity I would take anything from that resembled the truth. A celebrity cannot think on his or her own, but must always rely upon a script. We all know what happens when they go off script. There is this phenomenon out in Hollywood called the red carpet. I am not sure exactly what the red carpet is except that it is a carpet in the color red, thus The Red Carpet. And yet, if one of these celebrities walks on this so-called red carpet, everybody wants to take a picture of them. I cannot think of a celebrity anywhere, living or dead, that I would like a photo. Have you ever seen one of these celebrities without their makeup? You would not recognize him or her.

If I want a photograph these days, I want it to be of my family. In my book, my family is all the celebrity I need. If I want to sit down and go through some pictures, I want it to be of my family, people that I know and love. I do not want it to be some made-up picture that has been photoshoped by some expert. Anybody who has a photograph taken of them and then has somebody touch it up and make it look better is a hypocrite. That is not the way they really look. Is there a celebrity anywhere that wants anybody to see them as they really look? Celebrities are just people and we need to start treating them like the people they are. A person is not important because they make a certain amount of money. A person is not important because everybody recognizes them. Newscasters today have become celebrities in their own right or left depending on their political position. Somehow, they have tricked us into thinking because they are celebrities and they look like $1 million, that what they have

to say is something I want to hear. When I was young, I watched the Three Stooges. They could make stupid things funny. Now when they were making these stupid movies they were doing so on purpose. I laughed at them because what they did had an agenda to make me laugh. Nobody ever took what he or she did seriously. Now we have the ThreeStooges-syndrome in our newsrooms today. I often wonder if they know how ridiculous they look and sound when they are touting their opinion about something going on in the world? Actually, when you think of it, they would make the Three Stooges envious. I think if our country is ever going to be saved, we are going to have to somehow get rid of all of the celebrities. I know it is going to be hard, I know we will have severe withdrawals, but it will serve us well in the end. I am tired of celebrities and I want to see something real for a change. Of course, we have on television now what is called reality shows. In reality, these reality

shows have not an ounce of reality to them. The thing that is so significant to me is, many people think it is reality. The only reality about these reality shows is the money these people are making pretending to be real. The money is real, but the moneymakers are about as false as my grandmother’s teeth. I have come to the place where I do not believe anything I see on television. If it is on television, it has been tweaked so that somebody can make money. After all, the only purpose of television is to make some people rich, filthy rich. And the richer they are the filthier they are. My premise is still the same; people are just people. When will everybody come to that conclusion? I think the sooner we come to that the more we will realize that nobody is better than anybody else. I do not have to take a second seat to some person starring in the movies. How can you say somebody is important when they have to memorize a script somebody See PEOPLE, on page 6

Why this October Could be a Turning Point for Markets While often a scary month, this October has an especially long list of demons for markets to contend with-from the major shift in U.S. monetary policy and a global economic slowdown to a host of percolating geopolitical hazards, from Kiev to Hong Kong to Brasilia. This week alone, there is a European Central Bank meeting Thursday, where it is expected to detail its asset-backed purchase program, coming just as the Fed is stepping back. There is also the September employment report Friday, a key data point for the Fed, and there are general elections in Brazil over the weekend. Markets enter the month on a wave of heightened volatility, and are already showing signs of being spooked by the Fed and concerns about European and Chinese growth. “October is historically a turnaround month, where the markets tend to turn around after weakness but often the weakness carries on into October. Maybe, we have to get to the middle of the month-until we get some Chinese data and then we turn around. We think stocks are probably headed higher from here to year end,” said Jeff Kleintop, senior vice president and chief global investment strategist at Charles Schwab. October is a critical turning point for Fed policy and in a highly choreographed wind down, the Fed Oct. 29 is expected to announce it is finishing its quantitative easing-the controversial bond buying program that many strategists say has added liquidity and helped provide a strong backdrop for stock market gains. The Fed then begins a slow walk toward its first rate hike sometime next year, so each piece of economic data is even more important than usual since that is what is guiding the Fed’s hand. “This is the first time in years that we’re looking forward to the next year, and people are starting to think about allocations and

investments ... and you’re highly confident you’re facing an interest rate hike,” said John Briggs, head of cross asset strategy at RBS. Briggs said the market’s “buy the dip” mantra may no longer stand. “We don’t know what kind of rate hike cycle we’ll see, but we’re fairly certain it’s going to begin next year.” While strategists see potential bumps for stocks as Fed policy shifts, they also mostly see a higher end to the year. Economists mostly expect the first Fed rate hike in midyear 2015, but that could shift depending on the economy. That puts the onus on U.S. data, starting this Friday with the September employment report, expected to show 225,000 jobs were created and an unemployment rate, barely changed at 6.1 percent. JP Morgan (JPM) chief economist Bruce Kasman said October data will be a critical stage setter for the fourth quarter, following on two positive quarters for U.S. growth after the first quarter’s dismal weather-related slump. “We’re turning to the fourth quarter, which is an important quarter as to how its playing itself out...The issue now is do we sustain the momentum. We’ve had a good run and I think it’s impressive how the U.S. has held up through the late summer,” he said. Kasman said he is watching to see how much a lift the consumer will get from lower inflation, largely due to lower gasoline and other energy prices, and whether there is weakness coming into the economy from overseas. “I’m concerned with the fact that we’ve had three times in this expansion growth pick up for a couple of quarters, and each time it’s turned back over,” he said. “We want to see if something new is kicking in here, as we go into the fourth quarter.”

Because of the rise in opioid addiction and the related emergency room visits and deaths, it was determined that it is an issue of public safety. Why is it important to put particular drugs into more-restrictive categories? Typically, the category assigned corresponds to the potential for abuse. Why are some entities opposed to this change? The change will create additional burdens on providers and patients. Since no refills are allowed for Schedule II medications, patients with chronic needs will have to request a new prescription each time. This will also create additional burden for the providers and staffs to process these additional requests. The more stringent controls on manufacturers, distributers, pharmacies, and providers will also increase the costs of managing HCPs. Can we anticipate this same type of change with other drugs in the future? At this point, I do not know of any other medications being considered for a change.

Austin Howard connected with Justin Morgan for a 55-yard touchdown to give Southern an early 7-0 lead. Alcorn State scored on its next four possessions, capped by Gibbs’ 5-yard touchdown pass to Alondrea Young and his 23-yard TD run to give Alcorn State a 28-7 lead.

The Buffalo Bills safety Jairus Byrd, was signed on a six-year, $54-million contract

By Tony Manfred The New Orleans Saints went into free agency in March with virtually no cap room. They came out of free agency with the consensus No. 1 free agent, Buffalo Bills safety Jairus Byrd, who they signed on a six-year, $54-million contract. They were able to pull this off because of two things: 1) they backloaded the money in Byrd’s contract, which could be crippling down the line, but lets them stay under the salary cap this year, and 2) they traded, cut, or let a number of role players leave in free agency. The Saints went all in. They decided Drew Brees only has a few years left, the roster is good enough now to compete for a Super Bowl, and the window for this team to win it all is rapidly closing. So they went for it and signed Byrd, salary cap be damned. Now they’re 1-3 after getting destroyed by the Cowboys on Sunday Night Football. History says 1-3 teams miss the playoffs 85% of the time. To make matters

worse, some of the role players they were forced to let go of are playing exceptionally well. Here are the main guys they let leave. Some of them are tearing it up elsewhere: Darren Sproles, running back (traded) — Traded for a 5th-round pick. Now ranks 6th in the NFL in total yardage for the Philadelphia Eagles, with three touchdowns. Malcolm Jenkins, safety (free agency) — Signed with the Eagles for three years, $16.5 million. Has three interceptions in four games and a touchdown. Lance Moore, wide receiver (cut) — Signed with Pittsburgh. Injured for much of training camp but he’s making his way back. Brian de la Puente, center (free agency) — Signed with Chicago. Started three of four games. Roman Harper, safety (cut) — Signed with Carolina. Started all four games, with one touchdown. They lost depth and productivity at a number of key positions. None of these guys are stars (al-

though Sproles is playing like one now), but they matter. It hurts that they have to play Khiry Robinson and Pierre Thomas when starting running back Mark Ingram got hurt instead of someone like Sproles. There’s also an opportunity cost here. Safety wasn’t exactly the most pressing need for New Orleans going into the offseason, cornerback was. Instead of keeping Jenkins and paying a starting-level cornerback a decent salary, the Saints paid Byrd $54 million and took a flyer on Champ Bailey. When Bailey was promptly cut, they were left with a hole at one of the league’s most important positions. Because of the way the Byrd deal is structured, the Saints are going to be in salary cap hell for the foreseeable future. They already have $160 million in cap dollars committed for 2015, and $140 million committed for 2016. For better or worse, this is the team they have to work with for the next few years.

LSU’s Harris Named SEC Freshman of the Week BATON ROUGE, LA Brandon Harris has officially been named the starting quarterback for LSU on Saturday against the Auburn Tigers. LSU head coach Les Miles made the announcement at his weekly news conference. Harris replaced a struggling Anthony Jennings against New Mexico State. He completed 11 of 14 passes for 168 yards and three touchdowns. He added 36 yards rushing and two touchdowns and led the offense to seven straight touchdown drives. “A very nice job, threw the ball well, made good decisions,” Miles said. “It stands to reason that he would get first snaps in the next game. But, we’re going to need both quarterbacks. Anthony Jennings is a fine young man and busting his behind to prove himself and certainly is going to continue to compete.” Harris is completing 73 percent of his passes this season, hitting on 22 of 30 throws for 394 yards and six touchdowns. The speedy quarterback has also run for 108 yards on 16 carries. Miles said Harris did the things he was asked to do.

Tigers Secure Victory in the Cotton Bowl State Fair Classic Dallas, Texas--The historic Cotton Bowl State Fair Classic with Grambling State University (GSU) Tigers and Prairie View A&M (PVAM) Panthers was played Saturday, September 27, 2014 at 4:00 P.M. The matchup between the Panthers and the Tigers has been going on since 1992. The PVAM Panthers are on a 3 game winning streak against the GSU Tigers. The Panthers last faced the Grambling Tigers October 5, 2013 were the Tigers suffered a loss to the Panthers. In the first quarter of the game the score was tied up at seven. Jonathan Williams threw a completion to Chad Williams for the touchdown and Marc Orozco with the kick. PV answered right back scoring a touchdown of their own. Grambling Tigers kicker Marc Orozco kicks a field goal to tie the game up in the third quarter 20 to 20. Grambling takes the lead 26 to 20. At the end of the 3rd quarter the Tigers are leading by 6. Grambling State University Tigers finish with a score of 26 to 20 giving the tigers their second win of the season. The defense put on big for the G-Men in the fourth quarter. This win ended the three game losing streak for the GSU Tigers in the Cotton Bowl State Classic. The GSU Tigers are now 2-0 in the Southwestern Athletic Conference. The next game for Grambling will take place on October 4,2014 against Alabama A&M University.
