OAKLEY A new fire station in East County opened this week. East Contra Costa Fire Protection District (ECCFPD) and Contra Costa Fire Protection District (ConFire) held a joint ribbon-cutting ceremony for the occasion on Wednesday. Construction on Station 95 at the corner of East Cypress and Bethel Island Roads in Oakley was completed in 2019. But there was not enough money to staff it and operate it. Now, ConFire’s upcoming annexation of ECCFPD enabled it to reach full staffing levels. “We’ve had a gap in service for over 10 years, and it’s a historic day bringing the services back to our residents,” said district Chief Brian Helmick. “With this station being added, response times will be cut in half than they have been for approximately see Station page 22

BRENTWOOD The Brentwood City Council voted unanimously to extend the moratorium on oil and gas drilling within city limits at the May 26 council meeting. The council had taken the first step toward enacting a permanent ban on drilling at the April 26 meeting. That initial moratorium was 45 days as council and staff sought to work on writing an “ironclad” ban, according to Councilwoman Jovita Mendoza at the April meeting. The motion passed at the May meeting would allow the council to extend the moratorium up to 10 months and 15 days, per state law. “That first term of 45 days is not going to provide sufficient time,” City Manager Tim Ogden told the council. “We don’t expect it to take that full time, but we will still need some additional time to come back to you with those proposed amendments to the municipal code and various options.” Four people spoke during the public comment period. One resident disagreed with the extension, while three others supported it. The goal of the moratorium was to temporarily halt oil and gas drilling from occurring 3,200 feet from “sensitive receptor” areas while staff worked on drafting a permanent ban, the council said in the April meeting. COVID-19 test-to-treat sites open East County locations include Brentwood, Antioch REGIONAL Contra Costa residents can go to several new ‘test-to-treat sites’ around the county, including one each in Antioch and Brentwood, to get prescription medication if they test positive for COVID-19. Three new test-to-treat locations recently opened in Antioch, Brentwood and Pleasant Hill at state sites operated by OptumServe that were previously used for only COVID-19 testing.

2 Oakley fires damage homes and yards by Melissa van Ruiten Staff Writer

OAKLEY East Contra Costa firefighters were kept busy on May 28 with two fires in Oakley. An early morning blaze on the 5000 block of Sandmound Blvd. destroyed a home, displacing three residents. But no one was reported injured or killed. The fire, which started shortly after 5 a.m., was initially reported to authorities by a neighbor. The neighbor said he was woken up by loud popping noises, and when he looked out his window, he saw the neighboring home was entirely engulfed in flames. All East Contra Costa Fire Protection District units responded, along with mutual aid units from Contra Costa Fire Protection District (Confire). They were able to ascertain that all residents had made it out of the home safely, before going into defensive firefighting operations. A defensive attack means that fire crews remain on the exterior of the home due to safety precautions and to prevent the spread to other homes, structures, and vegetation close by, officials said. There are no fire hydrants along Sandmound Boulevard, so water tenders from Stations 52 and 53 were required to set up a relay to provide the water necessary for extinguishing the blaze. “The fire pretty much consumed

One female resident recounted having to jump down from the back deck of the home to escape the flames, before having to catch her dog, which her father had gone back into the home to rescue. “I was terrified,” she said. The cause of the fire remains under investigation, according to officials.

Later that evening, a fire reportedly started after a propane tank exploded damaging a home and neighboring yards on the 4000 block of Claret Court. “The fire originated from a barbecue that quickly spread to a shed, as well as to the trees behind the property,” said Aubert, adding that it burned four houses close by. The main structure was burned. But while not a total loss, the structure sustained an estimated $100,000 in damage. It won’t be inhabitable until repairs are completed, officials said.

Crews from the East Contra Costa Fire Protection District and Contra Costa Fire Protection District were able to keep the damage to additional residences to their exteriors only, Aubert said. All residents were able to evacuate safely. One person having difficulty breathing was transported to a local hospital, officials said. Tri-Delta Transit could open new parkand-ride lot in Oakley this month by Sean Tongson Correspondent

OAKLEY Tri-Delta Transit is in the final stages of completing a new park-and-ride lot in Oakley. Located on Main Street north of its intersection at Cypress Avenue, the new park-and-ride lot will provide commuters with express bus service to the Antioch BART station, as well as providing local bus service on weekdays, weekends and holidays. “Park and ride lots offer a convenient and safe location to transfer from a single passenger vehicle to a local transit bus,” said Eastern Contra Costa Transportation Authority Chief Financial Officer Agustin Diaz. “Ridesharing saves users money while reducing traffic congestion and energy consumption.” The contract for this project was awarded in March 2021 at a total cost of $3,989,519 with construction commencing on April 18, 2021, with an estimated completion date of June 30, 2022. Land for the project was purchased in 2009, but groundbreaking on this long-awaited project was delayed until last year. “The reason it has taken so long to begin construction is because it is very difficult to secure capital funding for an expansion project such as this one,” said Diaz. “Transit

capital investments are generally focused on the replacement or rehabilitation of existing assets.” According to Diaz, the new Oakley park-and-ride lot is an facility on a 2.4-acre lot that includes 164 parking stalls (with six stalls to comply with the Americans with Disabilities Act), six bus bays, bike lockers and electric vehicle charging stations, and will be served and managed by Tri-Delta Transit. Once completed, the new park and ride lot will be the second one in the region, to go along with another park-and-ride lot in Brentwood at Walnut Boulevard and

Dainty Avenue. Work on how to pay for building an additional park-and-ride lot in the city of Antioch is underway. “Public transit buses cannot get into the communities where our passengers live,” said Oakley Assistant to the City Manager Felicia Escover. “So we are offering a gathering point to park your car, your bike, or walk to the park and ride for a quick easy ride to BART or other locations in East Contra Costa County.” According to Escover, options for carpooling and a drop-off location for parents not wanting to fight the traffic at Main and

Cypress will be included in the project. Furthermore, other improvements, including the addition of new street lighting, landscaping, frontage road, and sidewalk improvements will be included. Rotary poster contest showcases students’ art Winners earn money for school art programs East County middle school and high school students recently showcased their artistic skills during the annual Rotary Youth Poster Contest. For many participants, the work literally paid off. First-, second- and third-place finishers in middle school and high school divisions walked away with cash prizes for themselves and matching donations for their school art programs. “It was a contest of expression, so they are free to share about whatever issues are important to them,” said Dan Torres, incoming president of the Brentwood Rotary Club and chairman of the poster contest “As a result, we see a wide array of details and issues that are important to the artists. A lot of them are social issues that as adults we see, and it is surprising that our youth are seeing them as well.” Winners Ally Gumalo of Dozier-Libby Medical High School and Eva Marin-Hards of Adams Middle School earned $300 for themselves and their school art programs. Gumalo said being around her younger relatives made her realize that phones now serve as babysitters for kids. “What I am noticing now as a trend is that the phone has become the new babysitter, which is kind of a bad thing,” she said. “What I believe about the effects of the internet and what you get out of it is how you use it. For example, I learned how to draw by looking up internet tutorials, but I feel like kids do not know how to use the internet. They are being preyed on by flashing neon colors. These animations and cartoons do not make sense at all. They are there to just prey upon kids’ minds. Their (kids’) attention span is getting less and less. All they are looking for is the next video with the brightest colors.” Honorable mentions went to Alyssa Huffmaster of Knightsen Elementary School, Caroline Jin of Bristow Middle School, Alex Ibanez of Black Diamond Middle School and to Liberty High students Riley Morris, Allison Giles and Elicia Sarmiento. For the third consecutive year, Brentwood has declared that June would be celebrated as Pride Month to support LGBTQ+ residents. With the proclamation, the city said it wants to promote ‘visibility, dignity and equity for all people in the community.” Many cities around the country host Pride celebrations, including parades, music performances, and memorials. These stem from the infamous Stonewall Uprising in 1969. The Library of Congress website states, “Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) Pride Month is currently celebrated each year in the month of June to honor the 1969 Stonewall Uprising.” Stonewall Inn in Greenwich Village, New York, was a popular gathering place for the LGBTQ+ community. In the early morning hours of June 28, 1969, police raided it, got physically violent with the patrons, and cleared the bar. A crowd of onlookers grew increasingly agitated as they watched Stonewall’s employees and patrons placed under arrest. Eventually, the crowd started throwing rocks, bottles, and other debris at the arresting officers, forcing the officers to barricade themselves in the Inn until backup arrived. By the time additional reinforcements got there, the crowd had grown to about 400

people, and the uprising continued, off and on, for the next five days. Recent Gallup analytics found that 5.6% of adults living in the United States identify as LGBTQ+, up from 4.5% in 2017. More than half (54.6%) of LGBTQ+ people identify as being bisexual. While the Stonewall Uprising may have been what kick-started the modern LGBTQ+ rights movement, a recent study done by The Trevor Project, a suicide prevention and crisis intervention organization for young LGBTQ people, found that 42% of LGBTQ youth seriously considered attempting suicide in the past year. That included more than half of transgender and nonbinary youth; 60% of LGBTQ youth who wanted mental health care in the past year were not able to get it; and 73% of LGBTQ youth reported that they have experienced discrimination based on their sexual orientation or gender identity at least once. Councilwoman Karen Rarey said the Rainbow Community Center in Concord offers resources and support for individuals who are LGBTQ+. Additionally, Brentwood Community United Methodist Church, a member of the Reconciling Ministries Network, holds monthly, virtual LGBTQ+ family support meetings. It began with the presentation of the colors by Heritage High School’s JROTC, followed by the national anthem and Pledge of Allegiance. The invocation was given by MCL 1155 Chaplain Clarence Lewis. Guest speakers included Union Cemetery District Chairperson Patricia Bristow, Brentwood Mayor Joel Bryant, VFW supporter Hannah Smith, MCL 1155 Commandant Don Hester, and VFW 10789 Commander Stephen Smith. Heritage student earns spot in prestigious music camps by Dawnmarie Fehr Correspondent

Heritage High School junior Isaiah Javier will have a seat at not one, but two prestigious music camps this summer. The 17-year-old musician and his saxophone will travel across the country in July to spend one week at the Brubeck Institute Summer Jazz Colony, followed by two weeks at the Lincoln Center’s Summer Jazz Academy. The Brubeck program is an intensive educational course for a limited number of highly talented students from around the world. The Lincoln Center’s curriculum is considered the premier program for advanced high school jazz students and includes rigorous training for 42 of the country’s most dedicated high school musicians. Isaiah said he was thrilled to be participating in both programs. “The ultimate goal behind all my efforts the last couple years is to go to music school in New York,” he said of his studies. “I hope for not only connections, but experience, so that when I audition for the conservatories in New York, I’ll be able to get in there.” Isaiah began playing saxophone in fifth grade and quickly discovered a love of all things jazz. He is part of Heritage High’s Jazz band, and also doubles on the flute and clarinet. He spends all his free time perfecting his music in hopes of being able to play at a higher level and with other professionals. “Being able to experience making music with professional musicians and being on that level of playing high and intelligent music, music you have to think about, that’s the goal,” he said of what motivates him. “That kind of music is not just simple stuff you can pull out of the air.” Isaiah currently takes virtual lessons from George Garzone, a music professor at the Berklee College of Music in Boston, and Adam Larson, a saxophonist and composer. He takes in-person lessons from Bay Area legendary saxophonist Mary Fettig. He is also mentored by Michael Miller, a musician and songwriter. Miller began mentoring young musicians on occasion after helping his godson gain entrance to the Berklee College of Music. He said he found the experience rewarding and began keeping an eye out for talented and driven youth who needed a guiding hand on the path toward a professional musical career.

“Once in a while, I find certain young musicians who I think are super talented, so I offer to help them get into honor bands and hopefully earn scholarships to music schools,” Miller said. Miller said he has given Isaiah advice on who to take lessons from, where to audition, and generally guided him forward on the road to his goal of becoming a professional jazz musician. “I’ve never heard even a professional saxophone player with a sound like his,” said Miller. “And it’s not even just his sound. When I was talking with him, he has this fiery, focused passion in his being that made me know that whatever I put in front of him, he would do, which is why I connected him to the people I did.” Though Isaiah used to swim and play soccer and water polo, he has now focused all his energies on his music and strengthening his saxophone technique. He and his band occasionally play at Bay Area venues. Their next show is at Serendipity Cellars on June 24. For more information, call 925-447-0572. Donald (Donnie) Hurstel Morse

February 28, 1936 – May 10, 2022 Donald (Donnie) Hurstel Morse, longtime resident of Brentwood, passed away on May 10, 2022 at the age of 86. He was born in Danville, Arkansas on Feb. 28, 1936 to Myrtle Harrison Morse and Hurstel Morse. Donnie graduated from Liberty High School in 1953, and excelled in sports. He has been inducted into the Liberty sports Hall of Fame 4 times. He worked at the Oakley Water District as Operations Manager and retired in 1992 after 36 years of service. Donnie loved his family and family get-togethers. The annual Harrison family reunion at Micke Grove park was special to him. It started 51 years ago and he never missed a year. This year, he will be missed terribly as he was the patriarch of the family. He enjoyed hunting, fishing and RV trips with Yvonne; and more recently golfing, watching NASCAR and trips to Reno. He is survived by his wife Yvonne, daughter Pam (Frank), son Gregg (Laura), stepchildren Victor (Sheryl) and Pam, and step granddaughter Sara. He is also survived by his nephews Mike (Gina), Perry (Casie) and nieces Cathy (Bruce), Lisa (Robert), and Valorie (Paul). He is predeceased by his mother Myrtle, father Hurstel, brother Harry, sister Addie and niece Shelley. A celebration of his life will be held on June 10, 2022 from 11 a..m.-3 p.m. at the Pittsburg Elks, 200 Marina Blvd., Pittsburg, Calif. Donations in his name can be made to the Pittsburg Elks as he was a member there.

Holy Rosary celebrates 67 years of Catholic education ANTIOCH Established in 1955 by the Dominican Sisters of San Rafael, Holy Rosary continues the traditions of providing a quality education rooted in the charisms of truth, study, community and service. The Class of 2022 has the distinguished honor of graduating Holy Rosary as faithfilled students, committed, academic learners and active, responsible citizens. We were able to welcome back 100% of the student body for in-person learning. This provided an opportunity for the school community to continue all the milestones and traditions that define an eighth-grade year. With 1:1 devices and upgraded technology infrastructure, the students were able to complete their major capstones such as The Proteus Research Project, Science Fair Project, May Crowning and the Rite of Passage Experience (ROPE) presentations. The Class of 2022 was a class of service to the community. They led and participated in multiple service learning projects including The Ride for Marc, Adopt a Family at Christmas, Get Outside Fun Run, Dance4Cancer, and Kids Against Hunger. The most impactful service learning project was the Kids Against Hunger project where the students managed the project for the student body. They created food packets for children affected by the Russian war against Ukraine.

Heritage’s season ends, but it won NCS title by Michael Dixon Correspondent

In the spring of 2019, Heritage’s softball team lost the North Coast Section final. For the five freshmen on that team, it seemed like the first of many opportunities to come. But COVID-19 wiped out the 2020 season, and the 2021 season didn’t have an NCS Tournament. So, for those players -- now seniors -- the 2022 tournament was the second and final chance. They didn’t waste it. The Patriots reached the NCS Final against Granada, which was played on Friday, May 27. Heritage had lost to the Matadors early in the year, but it was a tournament game and only went five innings. Patriots coach Ron Rivers classified that game more as his team running out of time than losing. That was not a concern in the rematch, as Heritage routed Granada 8-0. The Patriots controlled the game from the outset. Junior infielder Skylar Stroh hit a home run in the top of the first inning. By the time the Matadors came to bat in the bottom of the first, Heritage led 5-0. Senior Kasey Aguinaga -- who threw a no-hitter in the semifinal -- pitched well again. The defense made big plays when called upon and junior infielder Alex Cutonilli hit a three-run homer in the sixth inning to give her team all the insurance it needed.

his team. All of that worked in their favor. “I told them this is what happens when you don’t do the little things,” Rivers said. “It was easier to show them film. Everyone was focused, dialed in. They knew what the pitcher liked to throw, what the coach liked to call. To them, it was more personal. They let one get away. Granada was ranked No. 1 ahead of us. They were just stewing, waiting to play them again.” In previous years, the season would have ended with the NCS Championship Game -- win or lose. But 2022 was the first year when softball got a state tournament. With that, Heritage briefly got to celebrate its NCS win before turning its attention to Clovis in the first round of the NorCal Tournament. Unfortunately for the Patriots, that is where the season ended. Clovis opened up a 2-0 lead in the bottom of the second inning and scored another in the sixth inning. Heritage had its chances, including in the final inning. But with two on, Cougars second baseman Ashley Rocha made a stellar diving catch. The Patriots would eventually load the bases but couldn’t scratch any runs across and fell 3-0. “We fought, we played hard, it just didn’t happen today,” Rivers said, after the loss. “I was really proud of the effort. They collected themselves. They got runners on but didn’t get them around. We see Softball page 15

When the Heritage High School girls basketball team takes the floor next season, they’ll do so with one of the nation’s top-ranked recruits in 6-foot-4 post player Amanda Muse. Muse recently decided on where she’ll play college basketball after her high school graduation in 2023. She plans to stay in California and stick with familiar colors. Muse has verbally committed to UCLA. She had other prominent options -- with the other finalists being Stanford, Duke, Washington and Oregon State. Ultimately, though, she was most impressed by the Bruins. “They have amazing team chemistry -- a lot to offer basketball-wise,” she said. “The Class of 2022 is the No. 1 ranked class. There’s a lot coming in. It’s something I want to be a part of.” The Bruins have a strong women’s basketball program. While they didn’t make the NCAA Tournament in 2022, they had made the previous five that were contested and were easily on track to do so in 2020, before the tournament was canceled due to the onset of the COVID-19 pandemic.

There’s also a strong connection to the Bruins coaching staff. Muse’s mother, Amy Muse, played with UCLA head coach Cori Close in college at UC Santa Barbara, as well as assistant Shannon Perry-LeBeauf in high school. “There are family ties with the coaching staff,” Muse said. Muse is also familiar with the area. With family in Southern California, she’s spent a lot of time in Los Angeles. She was additionally drawn in by the storied history of UCLA and the attention still paid to it in Westwood. “That was really important,” Muse said. “To go to a place where I know athletics will be celebrated is really cool.” But while the women’s basketball team, the coaching staff, the area and the school’s athletic tradition were factors, none were as important as what UCLA offers academically. “There were a lot of factors,” she said. “But the first off is academics, which is very important. I plan on being more than a basketball player. see Muse page 15

It was one of those games where we wish we could play them again.” While Heritage’s season ended with the loss to Clovis, there’s every reason to think that the Patriots will be back and contending for next year. Aguinaga’s graduation will leave Heritage with less experience at pitcher but there will be ample experience around her on defense and in the lineup. Heritage’s success in 2022 was not surprising. Rivers knew that the team was talented coming into the year and capable of being one of the best in all of California. But oftentimes, winning when the expectations are high is challenging. Rivers felt that the team did a good job of handling and meeting those expectations. “I thought they did really well,” he

Muse from page 14 They have very, very high academics.” While Muse has yet to decide on a major, her early hope is to go to UCLA as an aerospace engineering major. “I have always been interested in math and science,” she said. I’ve been taking some more challenging courses. I’ve always been interested in space. I would love to work on it behind the scenes.” “I’m probably too tall to be an astronaut,” she added, laughing. “So I might as well do the other part of it.”

The loss to Clovis marked the final game in the high school careers of Aguinaga, Taci Haase, Tianna Bell, Jessica Heck and Alyssa Soares. Their coach is happy with how that group of seniors will be remembered. “I was proud of what the seniors left behind,” Rivers said. “We always talk about leaving a legacy. I think this group left a good legacy for themselves -- they showed the young ones what it will take to get back here. It’s been a great ride with them. Of course, there’s still one year before Muse becomes a Bruin. In that year, she hopes to get stronger in the low post but also expand her shooting range and create more of her own scoring opportunities. She also knows that getting to go to UCLA was not an individual effort. With that, she had a vast group of people to thank for their help along the way. “That list is long,” she said. “Any coaches and family, of course. The trainers and teachers, too. Everyone who’s been supportive.”

“This is the first engine that will have a paramedic on it in this part of the county,” said ECCFPD Battalion Chief Ross Macumber. “With this annexation, this allows us to have our first paramedic on a fire engine in this part of the county, with more to come as the next two years progress, with our next one being scheduled for Station 52 in Brentwood at some point after July 1.” For the first month of the station being open, it will be run as a contract station with ConFire. After July 1, 2022, all current ECCFPD stations will switch over to ConFire operations. The staffing of the previously unopened Fire Station 95 is a result of pre-annexation collaboration between the two fire districts and comes at a time of extremely high fire danger across eastern Contra Costa County, and the entire region, states a joint ECCFPD and ConFire press release. Until this past week, there have been only three such sites in Contra Costa County –- all at CVS pharmacies (two in Walnut Creek and one in San Ramon). The oral antiviral medications were approved for emergency use by the Food and Drug Administration (FDA) in December. Clinical trials found that Paxlovid reduced a patient’s risk of hospitalization and death by nearly 90%. The medications, which require a prescription from a doctor, are free and available to anyone age 12 or older regardless of vaccination status. To be effective, infected patients

must start taking them within five days of when their symptoms began. Supplies of the drugs were initially scarce and healthcare providers were unsure whether it was appropriate to prescribe them. But scarcity is no longer a problem, said Dr. Sofe’ Mekuria, deputy health officer for Contra Costa County. “Supplies of these drugs are plentiful right now,” Mekuria said. “That’s why we have been encouraging doctors to more liberally prescribe these medications, which are incredibly effective tools in our fight against severe disease from COVID.” As part of Contra Costa Health’s Path to Zero initiative, Contra Costa Health Plan recently opened its advice nurse line 877-661-6230 to any county resident who tests positive for COVID, regardless of insurance, to improve local access to treatment. Bob Nunn, president of local drilling company Sunset Exploration Inc., was expected to be an opponent of the moratorium. Following the April meeting, Nunn said he does not oppose what the city was doing and that his company has no plans for drilling in Brentwood that would be impacted by the moratorium.
