As one of the smaller communities in East County, Knightsen is sometimes overlooked when it comes to hosting events. Lauren Huffmaster hopes to change that. On Friday, August 9, Knightsen will host an alumni event, and Huffmaster has invited the whole community to come out for it. Huffmaster lives in Oakley but her children attend school in the small community. “We are having ‘We Are Community: A Knightsen Event,’ and it will have an old time, homecoming kind of feel,” Huffmaster said. “The community is invited to come together and spend time together.” She added that though the town might not look like much on the drive through, its roots

County aims to tackle illegal dumping by Kyle Szymanski Staff Writer
Contra Costa County leaders are taking another crack at disposing of illegal dumping. The board of supervisors has approved 56 recommendations – including approximately 25 new ideas – aimed at curbing the illegal activity. “There is no one silver bullet,” said John Kopchik, the county’s conservation development director and member of a county interdepartmental team that explored the area’s illegal dumping issue and compiled recommendations to curtail the act. “It’s going to take a broad, consistent approach to make a difference.”
Key maneuvers targeting education, prevention, cleanup and enforcement include: dedicating deputies to investigate dumping crimes; installing surveillance cameras in key areas; erecting street signs detailing how to report lawbreakers; advocating for a statewide law requiring all waste hauling services to be regulated by permit; streamlining regulation of rules (with minimal exceptions) requiring residential and business properties to subscribe to garbage service; and implementing public outreach campaigns. Highway Patrol to Discovery Bay Otters citizens: Celebrate are all smiles this season responsibly on July 4 The California Highway Patrol will be working to keep roadways safe during its Maximum Enforcement Period over the Fourth of July weekend. The MEP began at 6:01 p.m. Wednesday, July 3, and will conclude at 11:59 p.m. Sunday, July 7. Officers will be on the lookout for drivers who are impaired by alcohol or drugs. “Driving impaired comes with consequences that can be deadly,” CHP Commissioner Warren Stanley said. “Driving sober, fastening seat belts and avoiding distractions will help everyone stay safe on the roadway.” Impaired driving does not just mean alcohol. It is also illegal to drive while impaired by drugs, regardless if they are legal
or illegal. Have a plan. If you are going to drink, designate a sober driver, use a taxi, or use a ride-share service. If hosting an event, have plenty of non-alcoholic choices available. Be responsible, stop serving alcohol before the end of your party and remind guests to have a plan to get home safely. During the Fourth of July MEP in 2018, which was one and a quarter days, at least 18 people were killed in collisions on California roads. Within CHP jurisdiction, four vehicle occupants who died were not wearing seat belts. The highway patrol also made 389 arrests of those driving under the influence of alcohol or drugs. The mission of the CHP is to provide the highest level of safety, service and security.

Proposed motocross changes spark debate by Tony Kukulich Staff Writer
In what seems to be a case of history repeating itself, Diablo MX Ranch owners John and Lori Ramirez are facing resistance from neighbors concerned about noise as they look to make changes to county restrictions on the operation of their motocross track. The Ramirezes requested several use permit changes when undergoing a one-year compliance review with the county in May 2018, and the hearing on their request is currently scheduled for next month. The first change is the addition of a kids’ track to the property, and the second is to allow overnight camping on the site so they can attract competitors from outside the area to races they hope to host. “When we opened, we just had the main track and the flat track, and we’re just using (the flat track) as a kids’ track,” said Lori Ramirez. “But we really would like our own kids’ track. That’s why we’re now having to add it. Along with adding a new track, you have to do a sound study and geology tests – it’s a long, expensive process. But that’s what the business is about – is getting kids into the sport and families. It’s very, very important to have our own kids’ track out there. It’s definitely worth it in the long run.” The park is located at 50 Camino Diablo Road in unincorporated Brentwood and has operated off and on since the early ‘70s. It ceased regular operation in 2012 and was used occasionally for motorcycle classes until the property was sold to the Ramirez family in 2014. “These neighbors have all moved in next to the place,” said Gary Kupp, a Contra Costa County planner. “When the Ramirezes bought the track, those neighbors thought the place had closed. When they found out that the Ramirezes were going to reopen it, there was a lot of opposition.” Three years ago, neighbors concerned about potential noise from the facility hired an attorney in an attempt to stop the reopening. The conflict came to a head during two Contra Costa Board of Supervisors meetings in late 2016, when the supervisors voted to allow the park to reopen, as long as it follows a series of stipulations. They included: 24-hour ambient noise levels had to be limited to 75 decibels; the number of riders were

restricted to 45 riders on the main track and 25 on the other; notifying neighbors of racing and nighttime events two months in advance; and undergoing compliance reviews after one, three, five, eight and 12 years. The county also required the Ramirez family to remove three of the tracks that were on the property, previously known as Sand Hill Ranch Motocross Park. That operation had five separate tracks, though the county had only permitted two. “They told us we had to get rid of the other three tracks out there,” said Lori Ramirez. “One of them was a BMX track just for bikes. One of them was a kids’ track. We had to flatten them out back then. We were only allowed to open with just the two tracks.” The process to get county approval has been underway for more than a year and the Ramirezes estimate they’ve spent $20,000 so far. Having been delayed three times already, the next hearing for approval is now scheduled for August. “Things move too slow,” said Lori Ramirez. “But it’s really the opposing neighbors is why the county is dragging their feet. They want to make sure that they’re addressing the neighbors’ (concerns). It’s so controversial that they have to make sure that the

neighbors aren’t going to be taking this all the way back to the Board of Supervisors.” Linda Thuman is one of the neighbors who opposes the change to the Diablo MX Ranch use permit. She contends the track is out of compliance with county restrictions as the noise level has, at times, exceeded the noise limit when measured at the property line. “We’re not opposed to the motocross,” said Thuman. “We’re just opposed to the noise. If it doesn’t increase noise, then generally, we’re not opposed to it...It would be nice to be able to go outside and enjoy (our) property, and at times we can’t do that.” Thuman acknowledged that current noise levels, when the track is operating, are somewhat tolerable. But she also expressed concern that if the park operates at the full limit of its allowable hours, and conducts races, that situation will worsen for neighbors. “If their goal is to have big events here, big events run us out of town,” said park neighbor Rick Kendrick. “When the previous (owner) had a big event, it was intolerable.” The current use permit allows the Ramirezes to hold two races per month but does not allow on-site, overnight camping.

They are petitioning the county to change the use permit to reduce the number of races to six per year and allow overnight camping on race weekends. With many potential competitors living outside of the immediate area, the Ramirezes believe hosting races without offering camping accommodations is impractical. “Nobody will come, so why run a race?” said John Ramirez. “We won’t make the revenue to make it worth it. We only want to do it six times a year. That will bring revenue for the City of Brentwood. They’re going to go to the restaurants, Safeway, everything... We’re so close to the city that people are going to love it here.” With a lot of time and money invested in the process so far, John and Lori Ramirez are anxious to have their request heard and hopeful that next month’s meeting won’t be delayed a fourth time. “It’s all worth it,” said Lori Ramirez. “We get to know these kids out here and these families, and it’s so worth it. I know we’ll get the kids’ track. We’ll get approved. Who knows how long it will (take), but it’s all going to be worth it. Eagle Scout creates free, community library boxes by Hayley Finetti Correspondent
Benjamin Moeller knows how important it is for young people to make reading a priority in their lives. For his Eagle Scout Service Project, he created Book Boxes for Brentwood, a design enabling children to have easy access to free reading. Box libraries, also called little free libraries, are a box or shelf of books set up in various locations such as a front yard or recreational site. People can visit the mini library, read a book and return it or take it home and replace it with a different book. Book boxes have been popular since 2009, when Todd Bol, the founder of Little Free Libraries, thought to create a tiny library out of wood from his old garage door. After receiving positive feedback from the community, Bol founded Little Free Library, a global non-profit organization and movement that soon inspired people to establish box libraries worldwide. Moeller, a member of Troop 159 in Brentwood, was moved to create box libraries because of a personal connection to books. “My main inspiration for my project was my love of reading as a kid,” said Moeller. “When I lived in Seattle, Washington, these box libraries were fairly common. When I moved to California, I was sad to see that they are not as common here. I decided that my mark on my community would be to make two such boxes and put them where many children would have the opportunity to see the boxes regularly and develop a love of reading from them.” Moeller built library boxes in two different parks to associate reading with play and promote the idea that reading is a fun activity. The boxes were set up in Monarch and Creekside parks. All books in the boxes are provided through community donations. “My deepest wish for my project is that it will inspire others to make their own boxes,” he said. “Whether it be in their own yards or another park, I hope more boxes are made to spread easily accessible reading material.” An incoming senior at De La Salle High School, Moeller has been a boy scout for eight years. “For as long as I’ve known him, Ben has been a helpful and courteous boy scout,” said Troop 159 Scoutmaster Curtis Frise, “who teaches skills to the younger scouts and is always up for highadventure challenges.” Frise has loved seeing how Benjamin’s project has benefited the community.

Eagle Scout Benjamin Moeller created free box libraries for his Eagle Scout project. The box libraries are located in Monarch and Creekside parks in Brentwood. “This project has had a positive impact on the community by promoting reading and making books more accessible to local children,” said Frise. Moeller is delighted by the positive responses the project has already received from the community. “From my neighbor’s compliments to Mayor Taylor speaking well of it, my project appears to have been well received. I love to see that what I have built with the help of many volunteers is bringing the community so much joy,” he said. Ben’s father, Bob Moeller, said in addition to providing access to books during play, “Book Boxes for Brentwood” has a larger goal. “At its heart, ‘Book Boxes for Brentwood’ is a literacy campaign for those less fortunate that may not be able to purchase books. Ben wants all children to have access to books and work on their reading and comprehension skills … If Ben’s project influences even ten children to learn more and be better readers, this will have been a huge success,” he said. Enjoy a safe Fourth of July celebration “ I am as patriotic as the
Nobody loved to watch fireworks more than I did. Back in the early to mid-sixties, every July Fourth I would take a blanket and walk to the beach with friends. There were two small beaches in our little town, and the one across the bridge was the best place to lie down on those blankets and just look up at Senior orner the sky for the best fireworks show ever. At least, that is how I recall them. The whole town would gather and “ooh” and “aah” at every explosion of color and bright Marla lights. It was done in a Luckhardt controlled manner and always over the water, so there was never a chance of sparking a fire anywhere. Sand and water; that was it! The professionals who did it made sure it was all done safely so everyone could enjoy the show. My parents would get me a box of sparklers and insist that they were right there to ensure my safety and the safety of others nearby. The wonder years were filled with small-town fun without fear. Unfortunately, now it is a build up of anxiety, not so much for me — although I don’t like the noise or worse, the potential for fires — but for a lot of seniors and most animals. The controlled shows are brilliant and a wonderful tradition for the birthday of our country. If done with the utmost care and limited to an area that does not tempt
next one, and we all enjoy a red, white and blue celebration as well as the warm and fun days of summer.

But with people who do not follow the law and think it’s fun to set off these powerful fire dangers themselves, I find myself stressed out the entire holiday weekend. I’m not quite sure what happens to usually law abiding and conscientious people on the Fourth of July to make them think that unprofessional use of these dangerous items is OK. Just think back to the horrific fires last year. Seniors with pets are a double whammy. I have spoken to many who are just as worried, if not more, about their animals than themselves. Some tips for this week (and throughout the summer) may help minimize their tension and yours this holiday. If you are going out to a fireworks display, leave your pets at home, since unfamiliar places and crowds can add to their fear, and there’s great risk of them becoming spooked and
running away. Put on the television or music to help minimize the noises. Keep sparklers away from curious pets who may try to chew them. Just like humans, too much sun, heat and humidity can be dangerous to animals. Keep them inside when it’s extremely hot. Make sure they have access to shade and plenty of water when outdoors. Know the signs that a pet may be overheating. Common sense, but worth repeating: Never leave your pet in your car when it’s warm outside. Vehicle interiors heat up much faster than the air around them, and even a short time in a locked car can be deadly. Always check the outside of your property for fireworks debris before allowing pets outside, even if you didn’t set off fireworks yourself. With the wind around here, debris can make its way into your yard, where curious animals may pick it up to play

Check both your yard and home for food scraps or other debris that might be dangerous to pets, such as food skewers or plastic utensils that missed the garbage bags. Never apply the same sunscreen or insect repellant you use for yourself onto a pet, as it can potentially be toxic. There are pet-friendly sunscreens and insect repellants available. Consult with your veterinarian about which product would serve your pet the best. I am as patriotic as the next one, and we all enjoy a red, white and blue celebration as well as the warm and fun days of summer. Brentwood’s Muslim community expects to expand its Hikma School this summer, following approval of its plans by the city’s planning commission. The Brentwood Planning Commission agreed to the construction of three new modular buildings at 7701 Lone Tree Way, next to the Brentwood Muslim Community Center. The center opened in 2010 and now serves about 300 families, with facilities for performing all prayers in congregation, weekend Islamic school, charity distribution, dawa programs, weekly halaqa, daily hafiz programs, Friday family nights, daily children’s and adult Quranic studies, weekend school and a full-time private Islamic school. The mosque’s school has been operating out of Antioch due to lack of space at the current center — a converted family residence. The mosque’s board chairman, Tanvir Choudhary, said this week the group hopes to have the new school completed in August
so that classes can be opened in the fall. Accompanied at the planning meeting by a number of parents and current students, Choudhary said there are 28 students now enrolled in the Islamic school, with about 20 more waiting on the opening of the new facility. “We hope to have about 80 students eventually,” Choudhary said, “with religious, vocational and language-teaching services ahead.” Planning commissioners raised some concerns about the lighting around the new buildings and urged the mosque’s officials to work with planning staff to ensure adequate night lighting, for security reasons. Chairperson Dirk Zeigler said he hoped lighting could be improved around walkways between the buildings, ensuring safety during night events. Another commissioner, Emily Cross, noted the upcoming upgrade for Lone Tree Way should allay any concerns about increased traffic at the site. Sunday, June 30. Collections were held at the Oakley and Discovery Bay stations the prior day and more that 25 pounds of fireworks were collected among the three stations. All fireworks are illegal in Contra Costa County, including the unincorporated areas.

Then I looked at the average prices, and they have also increased over that same period by almost 8%. So while the increase in inventory looked pretty scary at first, when you consider that the pendings and average sales prices have also increased, that makes the rise in inventory less concerning for the overall health of the market. Unless, of course, you are a buyer, and you have been waiting for the market to soften and prices to come down, then this is not great news. There are several data points that I track very carefully to gauge our real estate market. One of them is the number of homes for sale, what we call “inventory.” When I look at Brentwood, Oakley, Antioch and Discovery Bay combined, it has risen from 296 at the end of December to 483 at the end of May. It’s normal for inventory to decline in December as people take their homes off the market for the Holidays, so an increase in inventory from December to May is to be expected. But what was concerning to me at first was the rate of increase. This is a pretty sharp increase and we now have more homes for sale than we have had in about 8 years. I’m thinking that there are quite a few people who have held onto their homes through the downturn of a few years ago, but now that prices are up, they are thinking this might be a good time to sell, so that’s one possible factor in the increase. But then I looked at the number of

John Fink resigns from planning commission by Tony Kukulich Staff Writer
Brentwood Planning Commissioner John Fink tendered his resignation from the commission last week in the aftermath of a city council meeting regarding the expansion of the city’s urban limit line (ULL). Fink, who had been on the planning commission for nearly 10 years, said in his resignation letter addressed to Planning Manager Erik Nolthenius that was in conflict with the council regarding development, and he derided the city council for failing to provide strong leadership on the ULL issue. “When you have strong leaders, the wants and desires of those they serve are paramount and clearly expressed,” wrote Fink. “If not, it sends the wrong message to those they serve, especially when it gets to the point where the council has to justify to its electorate they have ‘no choice in the matter.’ Therefore, I feel that my position is in conflict with the council and I am obligated to step down.” The proposal to extend the ULL stems from an initiative spearheaded by Blackhawk Nunn Partners, a group of local developers that includes Brentwood resident Ron Nunn. It would move the border at which urban development must stop and clear the way for a proposed 815-acre development – known as the Vineyards at Deer Creek – on the western edge of the city. Developers collected the number of signatures needed to put the decision in the hands of voters by way of a ballot initiative. During the June 25 city council meeting, the council was faced with determining if the initiative would be decided in a special election later this year or be part of the general election in Nov. 2020. The council took a third option by requesting an impact study from an independent firm be completed no later than July 25, at which point the council will
decide when the initiative will go to a vote. “I’ve been kind of at odds with the council regarding development now for a while,” said Fink in an interview with The Press. “We’ve kind of been at odds on development because the council is not looking at the bigger picture.” Fink contends that the council could have put a stop to the Blackhawk Nunn Partners project when it was first presented to the city. “We could have told Blackhawk Nunn months ago the citizens of Brentwood don’t want more development,” said Fink. “We do not have the fire resources to take care of this. We don’t have the ability to meet the needs of 2,400 homes. That was not what happened. Instead what happened was the developer was allowed to petition people, get signatures and bring it all the way to the council. At that point in time, the council’s hands are tied because it’s gone so far down the process that they can’t do anything.” However, Brentwood City Manager Gus Vina contradicted Fink’s perspective on the process and the city’s latitude to suppress initiatives.

John Fink “Our government processes are deliberately set up to allow for due process, and that is exactly what this project has done,” said Vina. “It has gone through the appropriate process to now have it presented to the citizens for them to weigh in. And when you stop to think about it, there is no higher level of participation by our citizens than to get to directly vote on an initiative. We should not be afraid of the opportunity for citizens to make the ultimate decision.” Fink mounted unsuccessful campaigns
for a seat on the city council in 2016 and 2018, and controlled development was a cornerstone of each campaign. In 2017, the city council bypassed Fink when they opted to fill a position on the council vacated by Steve Barr by an application process rather than giving the position to Fink. Fink had received the third highest number of votes in the 2016 election for two available seats. Councilmember Karen Rarey suggested at the time that Fink should get the seat, but no other member of the council supported her in that position. Rarey again cast her support of Fink by voting for him in the final selection process, but the seat went to Bailey Grewal who received the three remaining votes. Grewal served through the end of 2018 and did not seek re-election. “For the past 10 years John has played a vital role in envisioning the build-out of Brentwood, serving the past decade as a planning commissioner, as well as a member of both the 2014 General Plan Update and our economic development Priority Area-1 working group,” said Rarey of Fink’s resignation. “His voice on the dais will be sorely missed.” To comment, visit www.thepress.net.
Public meeting on Franks Tract project A public meeting regarding the Franks Tract Futures project will be held Thursday, July 11 from 11 a.m. to 3:30 p.m. at Scout Hall, 3090 Ranch Lane on Bethel Island. The meeting will be hosted by UC Davis to seek public input on the Franks Tract Restoration Plan. The current phase of the project involves working with the local communities, local agencies, and interested stakeholders in developing a detailed habitat enhancement plan for Franks Tract using a transparent and collaborative process. In July 2018, the California Division of Fish & Wildlife submitted a plan to the Delta Stewards Council that called for the construction of a berm that would split Franks Tract in two along a line that runs roughly north to south. 1,000 acres of tidal wetlands would be created by dumping millions of cubic yards of fill on the west side of the berm and in Little Franks Tract. An open-water channel of approximately 2,000 acres would be established on the east side of the berm. Access to False River and the San Joaquin River to the east of the tract would be permanently blocked by the project. The planning process will develop and evaluate alternative approaches to restoration that balance multiple interests identified in the Franks Tract Futures Report. The desired outcome is that the final plan achieves biological and water quality objectives and addresses local concerns related to recreation, navigation, flood protection and local economic sustainability. Former fire chief’s life marked by service, community “ He was a visionary. He was a fine

Nick Papadakos was someone his community knew and loved. The East County native died on June 25 following a brief illness. He was 91. Papadakos grew up on his family’s farm in Byron and graduated from Liberty High School in 1947. He spent his career with DuPont and joined the Byron Fire District in 1950, serving as its fire chief from 1968 until 1991. In 1988, he hired East Contra Costa Fire Protection District (ECCFPD) Battalion Chief Jeff Burris. “He was a visionary,” Burris said. “He was a fine human being and a great fire chief. He hired a lot of firefighters right out of high school or from Los Medanos College who were at the beginnings of their careers. He knew when to take chances on people.” Burris only worked with Papadakos for about three years, but they kept in touch afterward. When Burris was in public, he often saw Papadakos, too. “He was always at local restaurants: Brentwood Café, Dino’s, Jalisco’s,” Burris said. “He was active in the community, with the local farmers, the Veterans of Foreign Wars. He really enjoyed life.” Papadakos also hired ECCFPD Capt. Dan Baio when he started at the Byron Fire District in 1988. “Nick was a great guy and fire chief,” Baio said. “He always helped his community; he was really one of a kind.” Papadakos was a U.S. Army veteran of the Korean War and a lifetime member of Brentwood’s post of the VFW, a volunteer organization that advocates for veterans’ rights, benefits and support. He ran the post as its commander for about seven years before Steve Todd assumed duties in 2010. “He was my mentor,” Todd said. “He showed me a lot. He taught me how to get things done.” Todd said Papadakos was passionate about community service. He wanted to make sure others were honored for their dedication and was always adamant the VFW honored their Firefighter of the Year.

Battalion Chief Jeff Burris Although Todd spent a lot of time with Papadakos during their work for the VFW, they were friends, too. “I helped him a lot with work on his home,” he said. “He was easygoing and easy to help. He was very well known and very well liked. He will be missed by many.” Members of the Brentwood VFW Post 10789 and the ECCFPD were pallbearers at Papadakos’ memorial Tuesday, July 2. A 21-gun salute marked his interment at Union Cemetery, and Mike Meyokovich, senior vice commander of VFW Post 10789, presented the American flag to Papadakos’ sister, Mary Geavaris, to honor his military service.

Summer is here, and in East County, that means delicious Brentwood corn. On the cob slathered in butter, baked into breads and puddings or starring as the main event in their own salads, corn is as versatile as it is delicious. Below is an easy, healthy recipe, guaranteed to be a crowd pleaser. 3 cups raw corn (about 4 ears) 1 red onion, cut into small dice 1 green bell pepper, cut into small dice 1 large avocado, diced 1 red bell pepper, diced Handful fresh cilantro, finely chopped
2 to 3 tablespoons extra-virgin olive oil Juice of 1 lime Kosher salt and freshly ground black pepper 1. Shave the corn off the cob and place in a bowl. Add the onions, bell peppers, and cilantro and mix. 2. In a separate bowl, whisk together the olive oil, lime juice and a pinch of salt and pepper. Dress the corn with the mixture, adding additional salt and pepper if needed. Add avocado just before serving. Serves 4.

Ghostlight Theatre Ensemble presents ‘HONK!’ Since it first hatched in 1993, “HONK!” has winged its way around the world with over 8,000 productions. Letter to the Editor Trump supporters
Editor: I have trouble understanding Trump supporters. I would like to hear from his supporters about their reasons for their support. Present facts, please. There are many reasons why I do not think Trump is “Making America Great Again.” I’ll put them into categories: The Environment: promoting use of coal over alternative energy, denying global warming, doing away with emissions controls, allowing commercial use of park land, etc; Immigrants: stereotyping ethnic groups to “justify” putting them in detention camps, separating them from their children and denying them their right to request asylum; Education: emphasizing charter schools which takes funding away from public schools; Fine Arts: cutting funding for fine arts programs. Longtime teacher, coach named Freedom High athletic director by Kyle Szymanski Staff Writer
Sandra Torres has led Freedom High School’s cheer team to new heights during her 13 years as head coach. Now she’s set to expand her routine. The longtime English teacher and cheer coach has been tapped to serve as the Falcons’ athletic director following Steve Amaro’s promotion to assistant principal. “It’s a fun place to be and a fun place to coach,” Torres said. “I have always really enjoyed it and loved watching all the different sports on campus… I am excited for the new challenge.” Torres has elevated the Falcons cheer team in her time guiding the squad. Just a handful of the team’s achievements have included winning traditional competitive cheer national championships in 2009, 2010 and 2011; finishing as national runner-ups in 2014, 2015 and 2017; winning a state championship in 2018 and winning back-to-back North Coast Section competitive sport cheer titles the past two seasons and reaching the state semifinals last school year. The former Bay Valley Athletic League Coach of the Year was also instrumental in turning cheer into a sanctioned California Interscholastic Federation sport and ensuring the BVAL adopted the

In her new role, she will oversee the Falcons’ entire athletic program, which includes guaranteeing the school complies with various rules, overseeing the athletic budget and facilities, supporting
coaches, planning fundraisers, tournaments and events, and handling athletic clearances. She will continue teaching English in a part-time capacity and will carry on with her cheer coaching duties. “We are truly looking forward to having Sandy come in as athletic director,” said Kelly Manke. “Her passion for kids and athletics certainly makes her a top choice. She’s a talented coach and her ability to work with students and staff will continue to help Freedom thrive in the community.” Torres voluntarily enrolled in the district’s Aspiring Administrators Academy last year, with an eye to being an athletic director in the distant future. But her chance came quicker than expected with Amaro’s role change. “I was a little hesitant because it was something I had thought about for down the road, but then I thought, if it’s open I can apply. Maybe it’s meant to be sooner than I thought,” she said. Despite the quick transition, Amaro affirmed Torres is more than ready to take over. “Throughout Coach Torres’ tenure here at Freedom, she has been respected as a leader and advocate for all athletics,” he said. “What sets her apart is that she works to find ways to make our community
better and understands that high school sports is a powerful way to teach students character. I am excited to see her in this new role as we work to make Freedom and our students the best they can be.” Torres said she’s excited for the opportunity to build on Amaro’s success, noting she has a passion for sports, running athletic programs and, just recently, felt a desire to expand her campus role beyond the classroom. “I just want to continue in his footsteps and learn as much as I can, support the coaches and the programs,” she said. Two of Torres’ most immediate highprofile tasks involve filling Amaro’s vacated position as the school’s boys’ and girls’ tennis coach and finding a new varsity basketball head coach after her husband, Drew, resigned after 15 years to spend more time with his family — especially the couple’s 8-year-old son, who has taken an increased interest in participating in recreational sports. Torres said this week she looks forward to mentoring young coaches and watching programs grow — activities she has witnessed in her long coaching career, which previously included stints coaching cheer squads at Carondelet and Antioch high schools. see Coach page 16
Local team competes in International World Series by Michael Dixon Correspondent
The Brentwood Blast 12U team recently traveled to Southern California for the International World Series, where it competed against 19 other strong traveling clubs. The Blast did quite well for themselves. They finished tied for third place out of the 20 teams. Over the eight games of pool and bracket play, the Blast went 5-3 and outscored their opponents 49-32. “Everyone contributed,” said Jason Peterson, team manager. “We had some really amazing players.” Anthony Bellone was one of the key performers in helping the Blast get where they did. In the game that put them in the final four, he threw five shutout innings. In the first game of bracket play, a 3-for-3 performance from Angelo Salazar helped spark the Blast offensively. Peterson also identified Zack Oksanen as one of the
team’s key players as both a hitter and a pitcher who closed out two of the wins. Peterson noted that every 12-yearold traveling team takes a trip every year. Early in the year, the Brentwood Blast decided it would make the trip to the International World Series. While the Blast did not leave California, they did travel as far as nearly any other team in the tournament. One other team was from Hawaii. The other 18 were all Southern California based. In addition to the games, the event featured a skills competition. Events included were a relay race, an aroundthe-horn contest, and a Home Run Derby. Austin Gould was one of the top performers in the Home Run Derby, finishing third. “His coach, Jim Barbour, was pitching to him — I don’t know who was more nervous,” Peterson said. “There were three or four guys in front of him who actually hit four over the fence. He hit his fourth on his final pitch.”

Like many coaches, she did not find early success, but with perseverance and help from mentors, she honed her craft and has been rewarded with the results. “There is nothing more satisfying than working with a group of young people and watching them reach their full potential, and seeing the look on their face when they overachieve and feel so proud,” she said. Torres admits, however, that she is far from finished being mentored herself, especially in her new position. She joked this week that her list of athletic director duties appears to grow by the day, and she is unsure of the full scope of challenges that lie ahead. But she has a talented group of athletes and contests to look forward to, and her predecessor will not be far if she needs some help. “(Amaro) has done an amazing job for 16 years, so it’s just continuing the traditions we already have established and the level of expectations and excellence in our sports program that he’s established,” she said.

pair of Liberty Union High School District athletic squads was recently honored for their scholastic achievements. The Freedom High School softball squad was recently named a North Coast Section Scholar team, while the Liberty girls’ water polo squad earned similar accolades for its work in the classroom. Liberty garnered a 3.55 team GPA, while Freedom earned a 3.45 team GPA.

expanded measures, with remaining suggestions covered by existing budgets. “It’s not that people are going to stop it as much as it is we are going to try to prevent it,” said District 3 Supervisor Diane Burgis. “And then when people do it, we are going to enforce it,” Illegal dumping has long been an issue in unincorporated county areas and elsewhere, and it appears to be getting worse, county officials said. There were around 4,500 reported illegal dumping cleanups on unincorporated county property in 2017; an increase of about 1,000 since 2012, according to the county’s latest available data. Portions of East County alone saw between 90 and 199 reports of illegal dumping in 2017 — the secondhighest number in all of the unincorporated county areas to a small stretch of property near San Pablo that drew between 200 and 297 reports, the county’s latest data shows. Right-of-way cleanup costs (excluding creek cleanup costs and work done by franchise haulers) have skyrocketed, from around $500,000 in the 2012-13 fiscal year to about $1.3 million in 2017-18, according to county data. According to the interdepartmental team’s report, recurring items illegally dumped by residents and businesses include household garbage, furniture, mattresses, appliances, yard waste, construction debris and tires. “Sometimes it’s residents; sometimes they hire a hauler that is not reputable and doesn’t bring the material they think is going to a transfer station to

The county’s interdepartmental team found several reasons for the widespread problem, including saving money, convenience, low risk of being caught, lack of public awareness about alternative disposal options, and use of unpermitted haulers, who end up dumping their loads illegally. Many of the approved recommendations target those issues. The county is expected to streamline regulation of its mandatory garbage subscription rules, expanding a complaint-driven system for tracking down offenders to a system in which information from garbage service providers is used to find people skirting the regulations. Another tactic calls for four deputies to dedicate about 3,600 annual hours to investigating dumping crimes. A third plan calls for a sixth-month, $50,000 surveillance monitoring service pilot program that employs five license plate reader surveillance cameras with night vision that can be remote controlled to zoom

An ad-hoc subcommittee of Burgis and District 5 Supervisor Federal Glover has also been created to track the implementation process. The subcommittee’s first meeting is scheduled for September, Burgis said. “I want to make sure people are continuing to talk to each other and finding ways for us to tackle the problem faster and more efficiently, and hopefully prevent illegal dumping,” she said.
