Local agencies train, prepare for disaster by Tony Kukulich Staff Writer

In the world of emergency management, preparation and preplanning are keys to success, and local and countywide agencies recently took an important step in that direction by participating in a training and disaster drill. “It’s all preparation, mitigation and recovery,” said Chief Tom Hansen of the Brentwood Police Department. “We’ve seen a lot of these disasters, especially in the last

few years in California. Brentwood’s not immune. We could find ourselves there in the event something happens. We sure want to be prepared if something like that happens. It’s a perishable skill. Local nonprofit #ICANHELP has been making waves on a national level, and its influence continued in New York City’s Times Square on Giving Tuesday. #ICANHELP — founded in 2013 by former teachers Kim Karr (Excelsior Middle School in Byron) and Matt Soeth (Kimball High School in Tracy) — is a digital-first program that works with students to help them fight negativity, bullying, harassment and other issues faced on social media and the internet. For Giving Tuesday, Dec. 3, the nonprofit utilized a billboard in Times Square to bolster its platform and teamed up with New York Yankees outfielder Aaron Judge. “In this world, there is a lot of negativity,” Judge said. “If you can draw outside those lines and spread positivity online, that’s the main goal.” Karr said teaming up with Judge is a big credit to the work #ICANHELP is doing — and she says it’s all thanks to students. “Truthfully, it’s been really hard to get adults to understand exactly what we all do,” she said. “Everyone just thinks that we’re just about bullying. We’re way more than that; we’re really students’ voices. It really has been students kind of getting the word out and them being the ones that are making a difference. The re-

Medanos College, and hopes to transfer to a four-year university next fall. Her goal is to major in illustration and continue bringing life to others’ stories. “I love (Wendel the Wizard),” she said. “I don’t think I would have done anything differently, and I love how it turned out. I think the art style I gave it really matches with what the story has to offer. I love the book and I hope everyone else will, as well.” Once Dammeyer and Beasley had completed their work, Dammeyer turned his attention to his next hurdle - publishing. To get his book to the public, he selfpublished through Amazon, where paperback and eBook versions of his book are now available. “I can’t wait to see if people are able to get it into their classrooms, that was my hope,” Dammeyer said. “This is a book I can easily see teachers at the elementary

level reading to their classes, starting a conversation ... I see a need for this, and I just want to get it out to as many places as I can.” Before becoming a school psychologist, Dammeyer worked as a peace officer at a juvenile corrections facility. While working with the young people at the facility, Dammeyer noticed that many challenges arose when students didn’t feel a connection to their schools. He felt driven to go to the source of the problem, to a

East County residents Derek Dammeyer and Mikayla Beasley have teamed up to create a book to help children learn basic strategies to cope with anxiety. Dammeyer, a school psychologist at Bristow Middle School and author of “Wendel the Wizard,” was originally inspired by the students he counsels. “In my profession, I end up counseling a lot of different types of students,” he said. “When I was working at the elementary level, one of the first things that I started recognizing was the increased need for basic counseling services for kids all the way down to first grade for anxiety.” Dammeyer said when he went in search of age-appropriate materials to help his students, he found nothing, prompting him to write something, “to fill the gap.” Once he had his coping strategies on paper, he began to look for an illustrator to bring his words to life. Dammeyer’s wife, a counselor for the Liberty Union High School District, introduced Dammeyer to Alisha Douglass, coordinator for Liberty High School’s Public Art and Design Academy (PADA). Douglass in turn introduced him to Beasley, then a student at Liberty, and her artwork. Beasley had ambitions to be an illustrator and leapt at the opportunity to collaborate with Dammeyer. “I just thought it was a really good subject I was able to relate to, and I thought it would be a great idea and a great opportunity,” Beasley said of the project. “Also, it’s about magic and I’m kind of a nerd about that. It was about anxiety and it had magic, so I thought it had to be fate.” Beasley is currently attending Los

Planning commission approves apartments by Kyle Szymanski Staff Writer

The Brentwood Planning Commission has approved the design of a proposed 288-unit apartment complex on Amber Lane – a project that was previously held up by an attorney’s letter stipulating that the proposal needed further review. The four-person commission unanimously approved the design of the proposed complex —slated for a 14.4-acre, three-parcel vacant space on the south side of Amber Lane and west of Shady Willow Lane.

The final decision had been postponed two weeks after attorney Kristina Lawson submitted a letter on behalf of Discovery Builders, Inc., indicating that further project review was needed to comply with the California Environmental Quality Act (CEQA) and the East Contra Costa County Habitat Conservation Plan, and to address proposed impacts on the local fire district. Brentwood Associate Planner Christopher Rogers has since indicated that the city previously completed a CEQA-required environmental impact report (EIR) covering the project area, and that East Contra Costa County

Habitat Conservation Plan requirements will be met, which include ensuring that if any specialized habitats or species are found during pre-construction surveys, appropriate avoidance or minimization measures will be implemented. Steve Aubert, East Contra Costa Fire Protection District fire marshal, confirmed this week that project officials have also agreed to pay development impact fees and enter into a Community Facilities District agreement, both of which are intended to offset the proposed project’s impacts on the already overstretched fire district. “The environmental effects of the development of the proposed project site are analyzed in the EIR, and there is no new information or substantial changes that require additional environmental review,” Rogers said. Lawson, who submitted the letter, did not respond to requests for comment as of press time. The commission’s decision is final unless an appeal is filed. The project — expected to feature nine two- and three-story apartment buildings (288 total units), a 5,564-square-foot recreation building and related amenities, including a pool and spa, community center, parking, trash enclosures and landscaping — is the first to be approved in the city’s Priority Area One (PA1), an over 430-acre stretch envisioned as the city’s future job-generating hub and a perfect location for mixed-use development. The area is surrounded by Lone Tree Way to the north, Heidorn Ranch Road to the west, Sand Creek Road to the south and Shady Willow Lane to the east. City officials have predicted that the area could one day generate about

8,400 jobs and include 4 million square feet of nonresidential uses, 2,100 housing units and a residential population of 4,500. “I appreciate that PA1 and this area are designed for high-density (uses) and this meets those needs,” said Planning Commissioner Seana Fippin about the complex. “We have college-educated youth who want to come back to the area and need a place to live. This will fulfill some of those needs. If we want to grow jobs here, we can’t really do that without adequate homes here for the young.” Lance Crannell, principal of SDG Architects who assisted the applicant Tekin & Associates, LLC, said he’s “excited to bring this project to fruition.” Some residents have expressed concern that the added population could overwhelm nearby Pioneer Elementary School — located east of the project site — with additional students; increase school traffic-related issues; and exacerbate an area already prone to auto accidents. But city officials and the commission noted that those proposed impacts were already studied, and mitigation measures have been planned. “All of those items have already been evaluated and discussed within the PA1 EIR,” Rogers said. A handful of future area roadway amendments include the extension of Amber Lane to allow for entrance and exiting of the future complex, Crannell said. Some changes to Shady Willow Lane intersections are expected in the future, according to city documents. No timetable was publicly disclosed regarding when construction may begin. Grieving mom turns healing outward “ I’m ready to not only

Since Robin Kirkpatrick lost her son 15 years ago, she’s made a habit of returning to his grave, as do many who’ve lost a loved one. Kirkpatrick — whose son, Matthew, died in an accident when he was 15 — visits Matthew’s grave to talk to him, pray, bring flowers and make sure his gravesite is kept in good condition. It’s been integral in her healing. Because she’s visited so often, she realized not everyone had someone to visit them. “About three years ago, when I was out at the cemetery, I find other people were not visited,” said Kirkpatrick, who lives in Discovery Bay. “I would just kind of wipe (the grave) down and take a couple of flowers out from mine, put them on and just say ‘hi’ to the person.” She realized this is a service she could offer to people grieving the loss of their loved ones. After researching whether something like this already existed in the area — and only finding a similar service on the East Coast — Kirkpatrick launched her business, Matthew’s Heavenly Touch, named for her son. “He was 15 when he died, and this is the 15th year since his heaven date,” she said. “So, it just dawned on me: Why not offer this to folks who are going through the healing process and it’s too hard to do, or if they’ve moved away, or they would just prefer to go out there and have it already wiped down and cleaned up? That inspired me to start the business with the intention of helping others honor their loved ones. I’m ready to not only honor other folks but show the world how my son was, to honor my son in a more positive healing, helpful and supportive way.” Matthew’s Heavenly Touch took root

However, when her friend, Brandy Decker, lost her grandmother last year, Kirkpatrick serviced that gravesite as she did her son’s. After Decker’s grandmother died, it was difficult for her to go to the cemetery right away. Kirkpatrick manicured the gravesite for her, adding a teddy bear, card and flowers. “It was a huge blessing for her to do that for me, because I couldn’t do it myself,” said Decker, who lives in Oakley. “It took a huge weight off my shoulders.” “The community itself has been very supportive,” Kirkpatrick said. “They still visit (Matthew). I know how it feels. I take personal attention to their loved ones, and they get somebody visiting them. I talk to them and tell them which loved one sent me there. IT’S DIFFERENT THIS TIME… First, I need to explain the title of this article. I’m being a bit sarcastic there, because before nearly every major financial crash in the past, people were saying, “It’s different this time…” right before it all came crashing down! I’m not predicting a crash but I’m also not going to say, “Real estate always goes up, so now is a great time to buy!” I do want to point out that while real estate prices are back up to about they were before the last crash, there are some differences between now and then. First, most of the time, lenders are verifying the buyer’s income. This was NOT the case last time and people were moving into homes where they simply could NOT afford the payment. So while homes are getting difficult to afford for the average home buyer, if they do get approved for a loan, there is a good chance they can actually afford that payment. Interest rates are also hovering near historic lows and household income is rising the last few years. All these things

by Joan Grimes, Esq. and Jennifer Wallis, Esq. People often ask: what are the most common estate planning mistakes? Here is a list of my top 5 worst estate planning mistakes: No Estate Plan. The most common mistake is not having an estate plan. The consequences of not having an estate plan are often devastating. While creating an estate plan is often on people’s “to-do” list, it can easily get pushed to the bottom of the list. However, if you do not have an estate plan, your family may be forced to: 1) obtain a conservatorship if you become incapacitated; and 2) probate your estate after your passing. Estate Plan is Not Current. Most estate plans I review from 2012, or prior, require the mandatory division of trust assets following the death of the first spouse. For many families, this division is no longer necessary because of significant changes to our tax code. If your Trust requires this division of trust assets, it is critical that you amend your Trust prior to the incapacity of a spouse. If one spouse does not have sufficient capacity to amend the Trust, sadly it is too late. When reviewing your estate plan, you should also make sure your estate plan still reflects your desires. Do you have new grandchildren you wish to provide for? Are you providing for a beneficiary with special needs? No Government Benefit Planning provisions. Most existing trusts I review do not have any provision for government benefits. If there is any possibility that you will need government assistance, your Trust should authorize your Trustee to work with governmental agencies on your behalf and

The failure to transfer assets into the trust is another very common mistake. Real property must be transferred to your Trust through a recorded grant deed. The grant deed or certificate of title must include your correct trust name and date. Bank accounts should also be transferred to the trust. Failure to transfer real property or bank/ brokerage accounts may require the asset to be probated prior to distribution. Failure to Name Beneficiaries for Non-Trust Assets. Non-trust assets, such as retirement accounts and life insurance policies, must have named beneficiaries. Failure to name a beneficiary on the Beneficiary Designation Form will likely require a probate. I recommend checking all of your accounts once a year. If your account transfers to a new financial institution, your Beneficiary Designation Form may not transfer with the account! If you do not have a estate plan, you should make it a priority! Editor: On behalf of the Brentwood Union School District, I would like to express my sincerest gratitude to the community for the wonderful support they have shown to our students and staff this year. I am so incredibly thankful to work and live in a community that is so giving. Our students are fortunate to live in Brentwood where so many outstanding role models reside. Barbara Olsen and her team of Trilogy residents purchased and delivered 67 personal computers to middle school children who did not have a home computer. Gustavo Trejo and his Bikes and Brews organization brought joy to 35 of our students by purchasing and delivering brand-new bicycles and helmets to each child. Marcella Montez and the fabulous Mothers of Brentwood (MOB) showered a family from each of our 11 sites with gifts for the entire family. This is on top of the MOB’s annual backpack donation program that benefits so many of our students. President Rich Inglis and the Rotary Club of Brentwood continued the annual tradition of purchasing dictionaries for each of our nearly 1,000 third-graders while also cooking free pancakes and hot dogs to support fundraising activities for multiple clubs and organizations. Michael Rucker and the Brentwood Police Department took dozens of students to breakfast and shopped for their families each year through the Shop With A Cop program. Stacey Keller-Moore and the aptly named Summerset IV Kare Bears adopted 83 students through the Angel Tree program this year and delivered gifts, backpacks and school supplies. This is on top of so many of our own parents and staff members who constantly donate their own money and time to enhance the experiences and lives of over 9,400 local children every day. Our students and staff are responsible

Editor: I am a member of the Wi Cha Ka #222 Degree of Pocahontas chapter in Oakely. We recently received a generous donation from Julie Leyva, a resident of Brentwood, after I posted a request for Christmas cards for Veterans at the Veteran Martinez Memorial Hospital where we drop off gifts, cards and useful items. Mrs. Leyva handmade and donated $2,000 dollars worth of beautiful blankets, hats and scarves. It took her three months to crochet them while she was visiting her father, who is on hospice in Utah. Our lodge does fundraisers for the Martinez Vets hospital and we did our annual visit (my first) on Dec. 19. It was so rewarding to go from room to room asking the veterans, males and females, what they would like or could use. The patients, short and long term, were very interested in what we were doing and shared their service experiences during and after their enlistment. The staff are wonderful at the VA hospital, with excellent doctor and nursing staff and great ancillary staff (environmental janitors and nutrition services.) I just want to thank all the Brentwood, Antioch and Oakley residents and the Wi Cha Ka #222 lodge (Irene Martinez, Patricia Urenda, Marilyn & Mike Olson, Alicia Martinez, Helen Knowles, Barbara Chavez, Mary Jane Crockett, Mary Ann and Hilary Hetrick, Julie and Mike Leyva (son who helped with the dropped off)) and our supportive spouses, family, friends and others. Warming up for the holidays

MIKE’S ESTATE PLANNING MINUTE By Michael J. Amthor, Esq.

DO YOU HAVE A PLAN FOR YOUR PET AFTER DEATH? Many of us have pets and they are a very important part of many people’s lives. Sometime pets are even more important than our money. Consider an estate plan for your pet. Because pets cannot own property, you cannot leave assets to your pet. However, your estate plan can ensure they are cared for after your death. At a minimum, your estate plan can specify who will care for your pet and provide funds for the caretaker. The estate plan can also specify the type of care and specific instructions unique to your pet (such as pet food brand, exercise routine, medications, etc.) You may also include instructions for your pet in your will or living trust, which specifies who is to care for your pets and provide the funds for that care. You may also have a separate “pet trust”, which is a separate trust specifically set up for your pets only. In this trust you may name which pets are covered, name a caretaker, leave money for the caretaker, provide instructions on the care of your pet and specify what happens to the funds after

your pet dies. Advantages include; you create a legal duty regarding the care of your pet; there is accountability of the funds; and peace of mind knowing your pet will be cared for after your death. Disadvantages include; it is expensive; it is inflexible if things change after your death; and it is not always needed if you trust your caretaker in your current estate plan. If you trust your existing executor/trustee to take care of your pet, creating a trust is likely not necessary. However, if there is any doubt, a specific estate plan for your pet may be a good idea. If you have no estate plan at all, the law decides who will receive your pet. This person may not be someone willing or able to care for your pet. Don’t leave it up to chance whether our furry friends are loved and cared for after your death. If you have questions on this or any other estate planning topic, call me at (925) 516-4888. On May 7, 2019, my grandfather, Lloyd Glieden, passed away from Mesothelioma, a cancer in the pleural lining of the lungs caused by Abestos exposure. “Poppo” helped raise me and introduced me to the world of agriculture and raising livestock. My love for animals and desire to become a veterinarian is all because of Poppo. In honor of my grandfather’s legacy, and with heavy grief, I went on to show and sell my market lamb at the 2019 Contra Costa County Junior Livestock Fair & Auction. I reached out to the community for support, donations and sponsorships. All proceeds received were sent to the Mesothelioma Applied Research Foundation. I was able to collect $7,400 in memory of Lloyd Glieden. These funds will go toward helping other families with loved ones suffering from this disease and the continued fight to find a cure for Mesothelioma.

Wishing the happiest of holidays Wasn’t it just last week I had my bathing suit on and was headed down to the Summerset pool for a swim? Yet, today I am preparing food for our Chanukah and Christmas celebrations. Where does the time go? I am very Senior thankful for the orner opportunity to share the holidays with family and friends, but I scratch my head constantly wondering what happened to those little babies tearing into presents and hiding while Marla they ate a whole Luckhardt plastic candy cane filled with chocolates. Thank goodness for the videos that take us back for a few moments. My oldest grandchild is 30. Yes, I know, it’s incredible to me, too, but there you have it. For the years she was in elementary school up through high school, Grandpa and I sat through every concert, play and musical production she was in. Some were funny, like her role in Honk, while others were quite serious, as in the time she played both a NYC policewoman and a Muslim woman in a post-9/11 drama. No matter what it was, she could depend on seeing us in the audience, smiling with pride at her theatrical talents. I laughed when she told me she based her accent for the NYC cop on my speech. I guess my Brooklynese was inspirational. We have attended dozens — if not hundreds — of these plays, musicals, sports, cheer competitions, graduations, talent shows and any other function we were invited to by the gaggle of grands we have. I think we may have missed only

a few, and those were when we were out of town. I look back over my calendar each year about this time and make sure I have every important date marked off in my new one, and giggle to myself when I see these sweet and memorable times with the grandkids. Since a lot of the peanut gang is older and have begun their adult lives, I look forward to seeing the ones who are still involved with their school programs. Being retired has its benefits, which makes it easy for us to be at these venues. I have literally sat on everything, including the floor and those tiny chairs at the preschool, benches and bleachers for sporting events and folding chairs for concerts. Thank goodness for backs on the chairs! Camera in hand and ready to go, I watch with excited anticipation for the curtain to open, revealing one of my little ones searching the audience and smiling when they see us. Some even wave. This past week, we had a full day at Krey Elementary School. Our 10-year-old was multi-tasking in the entertainment category that day. First,

she played the saxophone in the holiday concert and, although she was perfect with every note, the saxophone was almost as big as her. A quick break for lunch, and then we returned to the school to catch the premier of A Christmas Carol, starring our girl as Bob Cratchit. The hat, scarf and torn gloves were highly authentic and, again, the little actress was spot on. We could not have been prouder of “Bob.” We are grateful and excited to see them grow and thrive; I just wish they would do it a little slower! When Grandpa or the kids ask me what I want for Christmas, I tell them

the same thing every year: “I want more time with you.” I want all of these special memories to continue and to share unlimited hugs. I want my family and friends to feel love and happiness, along with good health. I want stress and anxiety to take a hike, replaced with peace and joy. I want people to remember that life is a gift, short and fleeting, and we should make every day count — not just during the holidays, but all year round. I want my readers to have all of these things I wish for myself and my family, and that I can continue to reach out to you all with wishes for a very Merry Christmas, Happy Chanukah and Happy Kwanzaa. No matter what you celebrate, enjoy every moment. As for those little ones, Christmas Eve is still a grand affair with all the trimmings at our home. College district hiring new chancellor The Contra Costa County Governing Board has officially begun the search for the next chancellor of the Contra Costa Community College District following the retirement announcement of Dr. Fred Wood. The reporting person said the man came up to the checkout stand with a cart full of items, acting like he was going to purchase them. He then told the reporting person that he had a gun and to give him everything. He ran out with the merchandise. The reporting person locked the doors, then called his boss. The Liberty High School girls’ wrestling team shined at the Brittany David Invitational, securing second place among 46 teams. Hermelinda Mendoza (106 pounds), Jadyn Wilson (116 pounds) and Samantha Calkins (170 pounds) led the way by winning in their weight classes, but Lowell High edged out Liberty 151-144 in the team standings. “We work hard, we do strength training and we don’t take any type of time off,” said Liberty girls’ head coach Phil Freeman. Freshman Sophia Yurkovich was also impressive, finishing second in the 150-pound weight class. In the final, she was bested by Santa Teresa’s Shaylene Lopez via fall (1:20). Gabby Twigg (235 pounds) grabbed fifth place; Carlie Droszcz (160 pounds) sixth; and Chloe Lira (121 pounds) seventh to round out the top eight finishers. Wilson knocked off Arroyo’s Reyna Solis by fall (0:35) to capture her title as well as the tournament MVP honors. “When wrestling people you have never wrestled before, you never know what is going to happen,” Wilson said. “You might fold under pressure, you might choke. I am just glad I had my coaches in my corner and guided me through it.” Mendoza took care of Amador Valley’s Mikayla Gueverra by fall (0:56) to capture the 106-pound title and Calkins ousted Santa Rosa High’s Kiana Mason by fall (0:55) to win her title.

The Liberty girls’ wrestling team notched a second-place finish at the Brittany David Invitational at Liberty High School last week. “In the beginning I was really, really, really, nervous,” Mendoza said. “She had pinned me multiple times … I talked to my team before the match, they taught me some moves and with that I pushed through and won.” Calkins assessed that Mason “kind of just fell over” in the final. “It is what it is,” Calkins said. “I came away with the win.” In other key results involving Bay Valley Athletic League teams, Antioch High’s Desirea Tauluuluu Spadini (137 pounds) defeated Lowell High’s Daniela Romo by a

10-7 decision to capture her weight-class title. Freedom’s Luz Lacayo battled back to reach the consolation A championship, but lost to Sacred Heart Cathedral’s Maricella Barreto-Ray by fall (2:21). Pittsburg’s Melesisi Malupo (235 pounds) took home her weight-class title with a win over Palo Alto’s Amelia Clough by fall (3:28). Fellow Pirate Gabriella Tringali (150 pounds) finished fifth; Yasmin Gruela (111 pounds) and Serafina Melgar (235 pounds) finished sixth; Leanna Rabuco (111 pounds) ended in seventh; and Erica

Gutierrez (101 pounds) and Neolani Allen (121 pounds) ended their day in eighth. Deer Valley’s Soraide Lizarde (160 pounds) tallied a third-place finish and Elena Sanchez (121 pounds) collected sixth. Lou Bronzan Freedom was the top Bay Valley Athletic League squad in the boys’ tournament, finishing fourth out of 46 teams. Orland won as a team with 149 points, while Freedom raked up 131. Freedom heavyweight Caleb Hunter (285 pounds) took out Berkeley High’s Sitiveni Gaunavinaka by fall (4:30) to win the title. Albert Truong (120 pounds) nabbed second place after McQueen High’s Preston Harn defeated him via major decision 13-5. Other notable Freedom results included Zachary Hammerschmidt (132 pounds) finishing third; Julian Ablang (106 pounds) and Joaquin Garibay (126 pounds) nabbing fifth and Logan Corrion (132 pounds) ending in seventh. Liberty, which finished 13th, was led by Josh Gonzalez (120 pounds) and Logan Morris (170 pounds), with both finishing fifth. Tommy Massaroth (106 pounds) and Evan Griffiths (152 pounds) ended seventh. Heritage High School’s Harrison Garcia (145 pounds) and Sebastian Davis (285 pounds) both finished in sixth place, as did Deer Valley’s Samuel Sosa (132 pounds). Deer Valley’s Mizael Lopez (126 pounds) and Pittsburg’s David Darrin Bascomb (160 pounds) rounded out the top eight Bay Valley Athletic League finishes with eighthplace finishes.

Liberty football stars sign letters of intent Three accomplished Liberty High School football players recently signed letters of intent to attend Division I colleges. Star quarterback Jay Butterfield, defensive tackle Payton Zdroik and offensive tackle James McNorton plan to attend the University of Oregon, the United States Air Force Academy and Washington State University, respectively. “This is a big day,” said Liberty Principal Heather Harper during the trio’s official signing ceremony last week. “It’s exciting to be able to celebrate three of our athletes. The 6-foot-6, 202-pound Butterfield, considered a four-star recruit (out of five), is ranked as the 13th-best 2020 California recruit, according to recruiting website 247sports.com. He completed 440 of 737 passes for 7,270 yards and 85 touchdowns in 37 games over three seasons, according to Maxpreps. com. The Lions were 32-5 with Butterfield under center, which included the team winning its first North Coast Section and state titles. A host of top schools were on his heels all season, including Michigan, Arizona,

years of my life at any other place.” Butterfield is expected to leave Liberty early to attend the Oregon school. Zdroik, meanwhile, will carry on his family’s Air Force Academy legacy as a third-generation Air Force attendee.

The 2019 league MVP tore up opposing teams during three seasons on the field, amassing 130 tackles and 17.5 sacks in 36 games. He exploded in his senior season, racking up 57 tackles and 10.5 sacks. He turned down offers from Colorado State, Harvard and UC Davis to attend the Air Force Academy. “When I got that offer from them (Air Force), I knew it was the one,” he said. McNorton, who transferred to Liberty this season after attending Heritage, figures to be a key offensive lineman for years to come for the Cougars. The three-star signee is hard to miss on the field at 6-foot-5 and 275 pounds, all of which will be used to protect Washington State quarterbacks. McNorton turned down offers from Fresno State, Northern Arizona, Oregon State, Sacramento State, San Jose State and Wyoming to attend Washington State. “Everything just fell into place and I felt like I was at home,” McNorton said of Washington State. Sarah Smith can run. The 17-year-old Brentwood resident runs all over Heritage High School — on the track and the soccer field — and she isn’t slowing down any time soon. As one of the leading athletes for the school’s soccer, track and cross-country teams, Sarah has speed and endurance on her side. Her favorite sport, though, is soccer. “My dad played soccer growing up, and my older siblings played soccer, and it was just like, ‘You’re doing it,’ and I loved it,” Sarah said. “I started getting into it competitively and realizing this is what I wanted to do in college.” Sarah is a busy girl. Between school, her duties as associated student body president, soccer practice, a part-time job at Dino’s Sandwich Shop and the volunteer

Future Plans:

Sarah has already signed to play soccer for Sac State, starting in the fall of 2020. She hopes to pursue a career in medicine. “Right now, my goal is to become an ER doctor,” she said. “But I’m not 100% sure if I love that field, (or if I) love science, so in college, I’ll definitely dabble around and see what I like.”

While the local police department has primary responsibility for managing an emergency incident, a broad range of city resources play important roles in incident management. The public works, finance and legal departments all participated in the exercise. “Public Works plays a vital role in all aspects of disasters, including prevention, preparedness, mitigation, response and recovery,” said Miki Tsubota, director of public works/city engineer for the City of Brentwood. “As the largest department in the city, we oversee many essential services and infrastructure, including providing drinking water, sewer treatment, storm drains, garbage services, fleet maintenance, building maintenance, roadways and traffic signals. In the event of a disaster, we would be responsible for these services and infrastructure.” In the event of a major incident like the earthquake considered in the drill, city resources could be quickly overwhelmed. As such, one of the training’s primary objectives was to practice integrating the city’s emergency response with those of the county, state and other nearby cities. Throughout the state, a response hierarchy exists so that, as the resources of a jurisdiction are exhausted, the next larger jurisdiction is called upon to provide assistance. “The state of California requires all government levels be a part of and practice the Standardized Emergency Management System,” said Rick Kovar, CCCSO emergency services manager. “This system outlines the roles and responsibilities of local, county, regional and state government in time of emergency. The county supports local jurisdictions and city governments when disasters happen. If the local jurisdiction

While it may be easy to imagine the role the police play in managing a disaster, behind the scenes, work is required of departments like accounting and finance to ensure continuity of government. However, for cities to get federal funds, we have to make sure that our paperwork is right, we’ve done it right and we’ve followed state policy and federal policy.” Despite the significant commitment of time and resources, Hansen was pleased with the outcome of the multiday training. “The training was a great success, but it’s only scratching the surface,” he said. “It got everybody interested.
