Up Drive-up COVID-19 testing Gearing For Spring

Contra Costa County Office of Education announced Wednesday that students will not return to the classroom until May 1, meaning East County schools are adjusting to digital learning for longer than planned. When Contra Costa health officials, alongside those from five neighboring counties, announced a shelter-inplace order March 16, school administrators realized their students would be out of school until April 7. But when that shelter-in-place turned into a stay-at-home order for the entire state from Gov. Gavin Newsom on March 20, the time line for homeschooling became muddied. That time line is now more clear. And even though superintendents report their education model is not built for virtual learning, they’re working to meet their own moment to prepare for the weeks ahead. “For Oakley, our district leadership team has been communicating remotely and will continue to do so as

Police officers and firefighters on the frontline of the novel coronavirus pandemic face an increased workload, increased incident hazards and a potential reduction in force if COVID-19 takes hold in their ranks, and leaders of East County law enforcement and firefighting agencies are working to stay one step ahead of these challenges. “Our main focus is keeping our first responders healthy,” said Brentwood Police Chief Tom Hansen. “Second is keeping our communities calm and making sure that they’re being serviced and being protected. We have reprioritized calls for service to make sure that people don’t come to

our town to jump on an opportunity to commit crime in our city. We’re not going to allow that.” The risk to first responders was underscored when the Contra Costa County Fire Protection District (ConFire) reported Wednesday, March 25, that four firefighters tested positive for the virus. Another 12 were tested after they displayed symptoms associated with COVID-19, but their results were negative. ConFire is still waiting on the results for two remaining tests. Steve Hill, ConFire public information officer, said that it will likely never be known with certainty where the four contracted the virus. However, he believes that, given the safety protocols

Local leaders urge small businesses to seek help by Kyle Szymanski Staff Writer

California’s COVID-19 shelter-in-place order has hit local businesses hard. But East County leaders stress that state and federal aid is available and additional help is likely to materialize. “There are a number of programs being put together by the state and federal government, and we are staying attuned to that,” said Brentwood Assistant City Manager Terrence Grindall. “My advice is get information and get help and let the city help you get information on what programs are there to help you. Try not to get despondent and make rash decisions.” The greater Bay Area stay-at-home directive on March 16, and subsequent statewide edict days later, temporarily closed nonessential businesses and forced restaurants to accept only takeout and delivery orders. For many, the changes are hard to swallow. “Unfortunately, like all other restaurants out there, we were forced to lay off the

majority of our employees,” said Tim Augustine, owner of Oakley’s Black Bear Diner. “They are like family, so everyone is struggling right now, trying to make ends meet and survive this period.” Contra Costa County and the cities of Brentwood and Oakley have jumped in to offer help, posting online resources for business owners, their suddenly furloughed or laid-off employees and those immediately afflicted with the new virus. “The direct assistance will primarily come from the state and federal governments, and more information will come from them in the coming days and weeks as legislation and programs get approved,” said Oakley City Manager Bryan Montgomery. The available programs include the state’s Unemployment Insurance Work Sharing Program, which allows employers to seek an alternative to layoffs: retaining their trained workers by reducing their hours and wages, partially offset with available benefits. State rapid-response teams are also available to meet with business owners to discuss measures to avert layoffs.

On the federal level, the Small Business Administration’s Economic Injury Disaster Loan Program offers loans of up to $2 million for small businesses, private or nonprofit organizations with amounts dependent upon applicants’ economic injury. Unemployed workers or those who have seen their hours cut can garner between $40 and $450 a week, and quarantined workers, those afflicted by the virus, and their associated caretakers are eligible for $50 to $1,300 weekly. Individuals and businesses may also extend their tax filing and payments to July 15, and related state payroll tax assistance is also available. “Currently, the statewide shelter-inplace order has no end date,” said Brentwood Councilmember Karen Rarey. “Because of this, both residents and small business owners affected by this unprecedented crisis should take advantage of applying for every type of resource they might need or think they might need.” As for the future, economic leaders say it’s hard to predict the virus’s long-term fi-

nancial burn on small businesses, but local leaders are hopeful that landlords and businesses can form mutual partnerships that outlive the sudden changes. Hopes are heightened since most individuals are still being paid, leading some to believe the economy can bounce back quickly once normalcy returns, with an array of deferred purchases leading the way. “When the shelter-in-place is lifted, we encourage you to do something that will help ensure the long-term stability of Oakley’s small business community,” Oakley Mayor Kevin Romick said. For now, East County leaders suggest that residents continue patronizing open businesses. Many restaurants are offering curb-side or delivery options, featuring little to no face-to-face contact. “If I can just break even with my staff, I will keep it open for the community as long as I can,” said Jimmy Karadais, owner of Cap’s Oak Street Bar & Grill in Brentwood. Students in the Brentwood Union School District (BUSD) can now tune in each morning for a dose of magic. Beginning at 9 a.m. on the district’s Facebook page, BUSD Superintendent Dana Eaton will read chapters of “Harry Potter.” The readings will be live in the morning, and recordings will be available for viewing later. “To me, reading a story to children is very calming,” Eaton said. “I think in a time like this, it is one of the best things to enjoy as a family. “Harry Potter” is very special to me because I read the first four books to my classes of fourth- and fifth-graders as a teacher, and I read all seven books to each of my own children. It is one of my most cherished memories both as a teacher and a parent.” Brentwood Chief of Police Tom Hansen paid the district audience a visit this week, and Eaton’s inviting others to take turns reading as well. In addition, a “Harry Potter”-themed art contest accompanied the readings this week. Children were invited to submit artwork, some of which were posted on the district Facebook page. All artists were then entered into a drawing for a chance to win their own copy of “Harry Potter and the Sorcerer’s Stone.” Fourth-grader Kaia Broglie’s picture of Fawkes, a phoenix from the story, was featured.

One of my favorite characters is Fawkes, and I’m happy I was able to draw him for this contest.” Brentwood resident Lisa Richmond’s children, ages 12, 10 and 7, have been enjoying the sessions. “They look forward to the ‘Harry Potter’ readings each day!” Richmond said. “We sit together around the kitchen table and listen. As a parent, I love that we can come together for a special time each morning. I’m a big ‘Harry Potter’ fan, so it is one of the highlights of my day. The voices that Dr. Eaton uses for the characters really bring them to life.” And Richmond’s family wasn’t alone. While live, over 500 computers tuned in, and within three hours after the reading aired,

the video gained 1,200 more views. “If that many people keep watching, it will put good pressure on me to shave daily and keep my nose hair trimmed,” Eaton joked. “Reading a great story together builds a wonderful common experience be-

In a time when all of California is sheltering in place, a trip to the grocery store may be the only trip some people make each week. But what if even picking up milk and eggs is dangerous? Brentwood resident Seana Fippin said she saw a need for those who were unable to leave their homes and moved to fill it. “There was really a need and a demand,” she said. “We are doing this to help seniors and the immune-compromised. It’s really for those who can’t or shouldn’t get outside right now.” Fippin, who has called Brentwood home for 16 years, started an organization called Brentwood Strong that pairs volunteers with residents who would put themselves at risk by leaving the house. This includes groups at a greater risk from the coronavirus, mainly seniors and those with underlying health issues. The volunteers connect with the community member in need, get a list, pick up the items and drop them off, avoiding contact as much as possible to protect everyone in the process. There is no fee for the service, and the community member pays for their own groceries. “It just occurred to me there’s a lot of seniors who don’t have family or a support network in the area, and this was something people were going to need assistance with,” said Fippin. As a longtime member of the Brentwood Rotary Club, Fippin knew she lived in a town full of people willing to give their time and energy. She started Brentwood Strong and had the website going the first day of Contra Costa County’s shelter-in-place order and people began

signing up to help and ask for help instantly. Rebecca Baddeley, a single mom who works in the service industry, was dealing with her own fears of the future. When she saw a chance to keep herself and her kids busy by helping someone else, she jumped at it. “I happened to be one of the first people to sign up for it and within a couple hours, Seana called me,” Baddeley said. “She said, ‘What are you able to do, and are you healthy?’ Of course, all of that comes into play, because we don’t want people who are unhealthy out in the community.” Baddeley was paired with Jeanne Hampton, a senior. Hampton said she normally does her own shopping but had confined herself to home to avoid getting sick. Her granddaughter heard of Brentwood Strong and signed her up right away. “Rebecca has been my guardian angel,” Hampton said. “I needed someone. I don’t get around much in the first place, but I’m not getting out at all now, so it’s just been a lifesaver.” Baddeley and her children have become friends with Hampton through their phone conversations. Hampton said she appreciates both the help and joy the Baddeleys have brought her during the past week. Fippin noted the website is getting 10 to 20 requests per day. When a volunteer is called on, Fippin ensures they understand the program and any risks associated with it, asks them to wear gloves and asks them if they are showing any symptoms. She said the care and compassion the volunteers show those in need are as important as the supplies they leave by the door. Advocating for a cure by Aly Brown Staff Writer

Three years ago, Brentwood resident Jessica Buscho shared her cancer story with The Press in hopes of turning her “mess into a message,” and since that time, she’s used her whirlwind experience to change lives and serve as a patient advocate. “I was determined to educate others, challenge funding inequities across types of cancer and advocate for better outcomes for colon cancer patients,” said Buscho, a 37-year-old mother of three who is living with Stage 4 colon cancer. Since 2017, over a period of numerous rounds of chemotherapy, a double surgery at UCSF to remove a primary tumor and lung scans that indicated her lung metastasis tumors were growing back, Buscho urged her loved ones and anyone who would listen to receive colonoscopies. She called it her 35 before 35 challenge, in that she wanted at least 35 people to get screened before her 35th birthday. Her friends rose to the challenge, as 37 underwent colonoscopies and some even elected to have an early mammogram or prostate cancer screening. “During this time, five people identified early stage or pre-cancer,” she said. “Four of them had colon polyps removed, thus preventing cancer … Also during this time, I found a calling to show people how life goes on even through cancer. I began a personal awareness campaign around living with cancer. The goal was to show people how cancer is not my entire being.” With a growing audience behind her, in August 2018, Buscho appeared as a guest at the Strides for Life “Super Bowel,” a Bay Area organization that partners with the NFL alumni association to raise funds and awareness around colorectal cancer. And despite rounds of chemotherapy and dealing with an allergy to certain medicines, her journey of engagement and advocacy en-

Some are wondering if we are in for a huge drop in real estate prices like we had in 2008. The stock and real estate markets crashed in 2008 due to several overlapping financial disasters that fed on each other. Mortgages were given to people who weren’t qualified, often based on false income claims, which drove home prices up to unaffordable levels. Those mortgages were bundled into securities which magnified the gain when things were going well, but also magnified the losses when the downturn came. When prices collapsed, millions stopped paying their house payments. Banks and lenders took monstrous losses. Huge layoffs followed in the real estate, construction and banking industries. Consumer spending fell off a cliff, which caused more job losses in other industries. This situation was years in the making and the result was not altogether surprising in retrospect given how assets had risen in value beyond where they “should” have been based on normal metrics. The Coronavirus is something that started as an event that was external to the general economy, similar to a natural disaster

like a flood or earthquake. Based on most objective measurements, the US economy and the real estate market were doing very well up until just recently. IF (yes, that’s a big “IF”), the contagion is contained and/or a treatment is discovered soon and the number of new cases drops, it’s possible the economy will recover fairly quickly. As I write this, many businesses are closed or are working under severe restrictions. Laid-off employees that qualify will go on unemployment and wait to go back to work. If we can recover before their employers fold completely, we may have a pretty sharp V-shaped recovery as people go back to their old jobs and consumer spending resumes. Between appearing at the 49ers Crucial Catch Game, posting viral videos on the challenges cancer patients face when dealing with insurance companies, volunteering for Colorectal Cancer Alliance and fundraising at renowned shows such as “Hamilton,” Buscho has had the opportunity to meet with various research companies, doctors and other activists. This January, she began an experimental treatment. “The treatment has been highly anticipated in the colorectal cancer community,” she said. “I will receive results soon on how this new treatment is working, but I am optimistic and hopeful as always.” She will now work with the West Coast volunteers of Colorectal Cancer Alliance to bring Blue Hope Bash — a large gala benefiting colorectal cancer — to the Bay Area. She said another part of her mission is to put a face to early age onset colorectal cancer, because it has previously been viewed as an old person’s disease, when in reality, cancer doesn’t discriminate. Lauren Huffmaster, another young Brentwood mother facing cancer and founder of Adventure Therapy Foundation, has become acquainted with Buscho and the work she’s been doing in the community. “Jessica has embraced the science of colon cancer and the medical community’s need for knowledge in treating and finding a cure,” Huffmaster said. “Now, as she receives treatments through clinical trials, she is truly submitting herself to science in the purest form. She is pioneering potential solutions for those who will be impacted by colon cancer for decades to come.” Continuing to share a message of positivity for herself and those around her, Buscho said she isn’t inclined to call her experience a “battle” with cancer. “I try not to speak about my disease in war terms,” she said. “Rather, I am on a journey.”

The statewide COVID-19 shelter-inplace order has largely confined residents to their homes. But nobody has shut the door on family fun and learning. Brentwood and Oakley leaders have compiled a series of monotony-breaking ideas, activities, challenges and virtual outings and events for all to enjoy. Brentwood’s content can be found on the city’s local government Facebook page and Oakley’s via the city website. “We launched rec@home because we want to promote activities that facilitate fun social interactions while reducing feelings of stress and isolation,” said Brentwood Recreation Manager Kris Farro. “We highlight activities that are easy to do from home with a limited amount of supplies.” Oakley’s ideas include streaming workouts, museum and zoo tours, online story times, science experiment ideas and fort-building challenges. “It is really a virtual recreation center, and we’ll be working to get these ideas out on social media as well,” said Oakley City Manager Bryan Montgomery. Meanwhile, amid vital information related to the shelter-in-place order, Brent-

wood’s local government Facebook page features fun-generating exercises, including invitations to create or post inspiring driveway chalk messages; exercise activities; spirit week themes that encourage dressing in pajamas, wearing crazy socks and celebrating Christmas in March. Brentwood Councilmember Karen Rarey has also jumped at the opportunity on her council Facebook page, with a suggestion to post at-home karaoke performances, tagged #covid19karaoke, to entertain the masses. She got the singing started with her own rendition of “Rapper’s Delight.” “There have been so many serious posts on social media, I wanted to lighten the mood,” she said. “I wanted to give people something to do while they are observing shelter-in-place. I thought, people love to karaoke, so why not start a #covid19karaoke at-home live event?” Those not keen on singing can step outside to visit East Bay Regional Park District’s open space and trails with plenty of space to obey social distancing requirements of staying 6 feet away from others. Brentwood parks close The City of Brentwood has made the decision to temporarily close all Brentwood playgrounds, athletic courts and picnic areas effective Wednesday, March 25. While most residents are appropriately responding to the direction from Contra Costa County Health Services regarding outdoor activity, Brentwood staff is still witnessing a fair amount of use of city playgrounds, courts and picnic areas. With the weather predicted to warm up next week, the city antici-

pates that parks will continue to be popular areas for residents to get outside and enjoy some outdoor activity. Although city parks and trails remain open, the areas being closed are natural social gathering areas and to keep them open allows social gathering to occur. Closure signs will be posted by COB staff to remind the public that these areas are temporarily closed and that they are advised to please follow Contra Costa Health Services guidelines for social distancing.

As a long-time animal advocate, I knew local veterinarians are willing to check for microchips at no cost, so after a quick online search that told me Oakley Veterinary Medical Center was close, I turned the car around and off we went. He had a microchip and his name was Apache. My email message to his owners came back as undeliverable, but I was able to leave a voicemail at the phone number on his microchip. I also uploaded Apache’s photo and details on several local social media platforms including Nextdoor, Doggy911 East County and Oakley Around the Block in an effort to connect with his family. Apache’s family lives in San Leandro, and he had been missing since April 2019. From the photos sent to me after I asked for proof of ownership before releasing Apache, I could tell he was a much-loved pet. What I know for sure is that someone had been taking care of Apache for some time, and he could have been reunited with his sad family much sooner. It is my belief that living in a community means we look out for each other, because we never know when you may need help

Leadership continues in tough times Editor: My name is Andrew Smith, and I currently serve on the 2019-2020 CASL State Board. CASL is the California Association of Student Leaders, and we are the nationally recognized student leadership organization for the state of California. From March 26-30, we were scheduled to host our annual state conference for over 2,500 students and advisors. However, due to the unfortunate circumstances surrounding COVID-19, we sadly had to cancel it. Due to the cancellation of our in-person conference, CASL is going virtual. Between March 27-29, CASL will offer

workshops, student-led presentations, host keynote speakers and much more through Instagram, Youtube, Facebook, and Zoom. Our conference will serve as the perfect opportunity for students across the United States and California to enrich their curriculum through professionally trained leadership lessons. Many students do not know about this amazing opportunity. Students are being told to, “Read, Review, and Enrich,” and CASL serves as an amazing tool for students, parents, teachers, administrators and others alike. Heritage alum wins Big West award Former Heritage High basketball star Ezra Manjon, now playing for University of California, Davis, recently won the Big West Freshman of the Year award. The 5-foot-11 guard averaged 12.1 points, 4.1 assists and 3.2 rebounds, while shooting 45.4 % from the field and 38.6% from three-point range in 32 games prior to the season grinding to a halt due to COVID-19 concerns. He averaged a team-high 30.7 minutes a game, and his points-pergame average (12.1) was the second best on the squad, behind only senior Joe Mooney, who averaged 13.1 points per game. For Manjon’s efforts, he was also named to the Big West second team. At the time of the announcement in early March, he ranked fourth in the conference in assists per game (4.1), fifth in both field-goal percentage (.454) and assists-to-turnover ratio (2.1) and 10th in free-throw percentage (.855). Four times this season, he scored 20 points or more for the Aggies, including a season-high 24 against Cal State Fullerton on Jan. 22. He earned the Big West Conference Player of the Week honor twice, becoming the first Aggies’ true freshman since 1974 to receive the award twice in a season. He fell just 18 assists short of tying the single-season record of 148 that was in jeopardy if the conference tournament hadn’t been canceled. His success is hardly a surprise. In a Press Athlete of the Week profile conducted his junior season at Heritage, he said that he woke up at 4:30 a.m. every morning to work out before school; played in an Oakland-based travel league

Coaches lean on virtual world to continue trainings by Kyle Szymanski Staff Writer

With the spring sports season tangled up by the statewide COVID-19 shelter-inplace order, local coaches are staying connected to their squads the only way possible: through the virtual world. “I try to send them something every day to say, ‘Hey, I’m here for you,’” said Janet Hannigan, head coach of the Heritage boys’ volleyball team. “‘Here is a workout idea or video or link to a Twitter page.’” Spring athletic contests and then inperson contact among teams ground to a halt earlier this month amid the escalating pandemic, and it’s unclear what lies ahead. The California Interscholastic Federation (CIF), the state’s high school sports governing body, has put off a ruling on the season’s future until at least April 3, pending further advice from local, state and federal government agencies. The sports landscape grew even more ruffled in recent days, as California Gov-

ernor Gavin Newsom issued a March 20 statewide shelter-in-place order with no designated end date. About the only constant in this everevolving whirlwind of recent change is coaches’ use of virtual tools to connect with their teams. But even that is anything but normal, as coaches try to keep their squads in shape and their emotional well-being in check during these uncertain times. “We sent everyone a home workout, and knowing my players the way I do, they are all scared and champing at the bit,” said Heritage baseball coach Kevin Brannan. “So I feel it’s important to send an occasional text or email, just keeping their spirits up as best we can under the circumstances.” Amid the uncertainty, coaches are getting even more creative than usual to reach their athletes. Heritage football and golf coach Dave Fogelstrom took to Twitter, promising players the opportunity to win an In-

N-Out Burger gift card if they post photos of themselves working out, and Liberty golf coach Curtis Cunningham used his cell phone to record an uplifting message to his school’s athletes. “Nobody has seen anything like this, that I can remember,” he said. “You guys, just remember to take it seriously; get your workouts in at home as much as you can, use YouTube, whatever technology you have; stay in shape. Just understand this is bigger than our sports seasons; it’s bigger than our school year.” As for the athletes, they have responded well. A peek at Twitter reveals responses to Fogelstrom’s burger challenge to get his kids moving, and a slew of other local athletes working out on their own. Hannigan also revealed positive results when asked about her squad this week, listing a handful of her athletes’ recent activities, including hiking, biking, running, walking and viewing game and instructional videos.

But inevitably these days, coaching and student-athlete adjustments come with persistent feelings of sadness and uncertainty about this season’s fate. “Every single tournament director has contacted me and canceled for 2020,” Fogelstrom said. “I feel awful for these guys, especially my seniors. Unlike the (National Collegiate Athletic Association), these kids will not even have a chance at getting a year back.” Deer Valley boys’ volleyball coach Steve Evans agrees. “We were having a great season until the virus happened,” he said of his 11-3 squad. For now, coaches said all their players can do is continue to virtually prepare and hope that someday soon their digital world becomes real again. “I said to my players today, ‘You have to take this like we are still going to have a season,’” Hannigan said. “‘Let’s think like we are still in season until someone tells us we are not.’”

What digital learning will look like is being worked out with our team. As of now, we are on break. As we learn more and break draws to a close, we will have a better idea of what our next steps will be.” Hetrick, along with his fellow superintendents, noted the breakneck speed in which information is changing. “There are a lot of moving parts, and we are trying to navigate through them,” he continued. As the Brentwood Union School District and the Liberty Union High School District were also already on break when the first wave of orders were announced March 16, the teachers and staff plan to return the week of March 30 to hash out the details of what a remote education for students will look like through April. “In terms of credits and grades, we’re getting guidance from the California Department of Education on (March 27) on how to proceed,” said Liberty Superintendent Eric Volta in regard to graduating seniors. “School districts are all over the map right now … We are going to post assignments and ask that students get them in. Whatever way we need to get assignments to students, we will.” Volta said leadership is exploring options for making sure all children remain

followed while on duty, the infections probably occurred off duty. “Our No. 1 goal is to not get any of our members exposed and keep our workforce whole,” said East Contra Costa Fire Protection District (ECCFPD) Fire Chief Brian Helmick. “The way that we’ve adjusted in 10 business days, the way that we do our administrative practices, our operational practices ... now we’re at a point where that is set. It’s now a matter of holding that line, ensuring the appropriate amount of personal protective equipment (PPE) and not getting complacent in those controls.” Ensuring that ECCFPD firefighters have a sufficient supply of PPE may be more difficult as the pandemic continues. A shortage of PPE in the county became evident this week when Contra Costa Health Service established donation centers where members of the public are encouraged to drop off unused eye protection, surgical masks, disinfectant wipes and medical gowns for use by county health agencies. “Right now we have the PPE we need,” Helmick said. “We’re low in some areas,

connected to learning in some form. A key issue for both the Brentwood Union and Liberty Union school districts is not necessarily a lack of computers to loan to families without one, it’s the lack of internet access in the homes. There has been discussion of hosting socially distanced computer labs. Volta even noted his team might have bus drivers deliver assignments in paper form to homes. “I really feel badly for our seniors who may not be able to participate in senior activities, and I feel badly for the students,” Volta said. “I hope we can prevent a backslide in learning.” Brentwood’s younger grades of transitional kindergarten through eighth are overseen by Superintendent Dana Eaton, who said that while his teachers are on break right now and the final rollout of how education will be handled remains to be seen, students will not be sitting in front of a screen from 8 a.m. to 3 p.m. “We’re trying not to get too far ahead of ourselves, and people also have to expect that distanced learning is not a replacement for classroom instruction,” Eaton said. “Our teachers are amazing, and they will do the best they can, but they can’t replicate the classroom environment online. There’s a lot we don’t know, but it’s not going to be we put a camera on a teacher for six hours and have students stare at screens. My guess is there will be a suggested schedule of activities and interaction along the way.” Like neighboring districts,

Brentwood is continuing to serve meals to students, and Eaton encouraged families to use the service. “We get reimbursement from the federal government, and it’s nice because it keeps people working,” Eaton said. “There are a lot of people who might not struggle all the time but are struggling right now; they should use it and not feel badly about it at all. Plus, the workers out there are happy to see people.” The Byron Union School District is currently working on utilizing platforms for its distanced learning. Superintendent Reyes Gauna said one of the platforms his team has been looking at has been Schoology, which is a social-networking service and virtual learning for kindergarten through 12th grade. “Teachers can also use Schoology to share information, resources and files with students,” said Gauna. “The other platform is Zoom which is an easy-touse video conferencing program that allows for multiple participants, audio and video sharing, screen sharing, working on a whiteboard and recording. Initially, we will work with schools to provide review packets for the first two weeks. This will allow our district staff to get new and refresher training with Schoology and Zoom. We want to make sure that we have a system in place to provide ongoing support for staff and students.” In the Knightsen Elementary School District, Superintendent Harvey Yurkovich said the first round of distance learning will include school work posted on the

website and packets for parents to pick up. “Our teachers are slated to return on Monday March 30th to formalize our plans for distanced learning and parent/student outreach,” Yurkovich said. “There are many moving parts at this point. We have learned that this situation is fluid and changes hourly.” But for the Antioch Unified School District, which wasn’t set to see a spring break at the same time as other East County district, distanced learning is already in effect. Superintendent Stephanie Anello said they’ve developed a short-term plan of action and the longterm plan is underway. Antioch students were instructed to visit the district website March 20 for educational resources. Those without internet access were able to pick up printed packets from the meal grab-and-go locations. “Our goal is to be as supportive as possible during this unprecedented time,” Anello said. “We understand that there are many questions out there, so we will include a link on our website for families to share them with us. We will generate a ‘frequently asked questions’ list and include it on the AUSD webpage. but we also have internal controls where we work with the state and county health to get stuff in. As for today, we have what we need, but our reserves are very low. We’re running on a very thin line right now.” Last week six Bay Area counties, including Contra Costa, issued a shelterplace order requiring residents to stay home unless performing a critical task like food shopping, doctor visits or veterinary visits. Residents employed by an essential business were encouraged by the order to continue to perform that work while taking appropriate precautions, including frequent hand washing and staying more than six feet away from others whenever possible. That was followed two days later by an order from Gov. Gavin Newsom that required all residents of the state to adhere to similar restrictions. While the county order had a tentative end date of April 7, the governor’s order does not specify an end date. To date, 86 cases of COVID-19 have been confirmed in Contra Costa County. The county’s first fatality was reported March 19, though county health officials expect the number of cases and related

deaths to rise. “I am really convinced that we are doing this so that we don’t overwhelm the hospitals,” Hansen said. “We can concentrate on those that truly need medical help. If we don’t do that, we will overwhelm them. That’s why it’s so important that people take this seriously and stay at home.” As the number of COVID-19 cases grows, Hansen is confident in the department’s ability to keep officers on the street. School resource officers and traffic control officers have been reassigned to patrol, and if need be, he said management staff can do the same. “Right now I’m not overly concerned with staffing the streets, as it stands right now,” Hansen said. “But in the event we get hit really hard — 50% or 60% of my department goes down — I’ll have to start pulling people from the investigations unit and putting them on the street. Worst-case scenario, I get together with Chief Brooks, Chief Addington and Chief Christensen and ask for mutual aid.” In Antioch, Chief of Police Tammany Brooks has a similar outlook. “We have contingency plans and an alternative emergency schedule we could implement if staffing fell to a critical level,” he explained. “Keep in mind, just six and a half years ago, we had 30 fewer officers than we have today. It wasn’t optimal then, and it wouldn’t be optimal now. But our officers are dedicated and will continue to provide the highest level of service possible under any condition.”

Helmick trusts that the safety protocols will keep ECCFPD firefighters safe from exposure to COVID-19 but worries about his staff becoming infected while operating public spaces. “There’s always a risk to our members,’’ Helmick said. “But if we use all the preventative measures that we have, (a firefighter) contracting something on a call where they’re using the appropriate PPE, there’s still risk, but the risk is low. Our concern is what about all the other times. It’s the nonemergency events where you come more in contact with people and the social distancing gets compromised. Or, what happens when they’re off duty? There’s all of these other things that are equally concerning.” Large groups of people congregating in parks and on beaches in the Bay Area has been widely reported. Locally, residents ignoring the restrictions of the stay-at-home order has been a minor issue according to both Hansen and Brooks. Both departments are opting to take an educational approach to achieve voluntary compliance but recognize that enforcement could be necessary if circumstances change. “As far as what residents can do to reduce the strain on our resources, my No. 1 request is to follow the shelter-at-home order as much as possible,” Brooks said. “The sooner we can flatten the curve and see a decrease in the number of people infected, the sooner our lives will begin to return to normal.” To comment, visit www.thepress.net

What to do in uncertain times Years ago, when the world was under attack from SARS, Ebola and Legionnaires disease to name a few, we made sure our seniors and elderly loved ones were being cared for. I was never frightened for myself but worried about Senior my grandparents orner and parents. Now, Grandpa and I are in the high-risk group. Our family’s concern and love has been a tremendous uplift to our spirits. We are being extra cautious and heeding Marla the stay-at-home Luckhardt mandate. When we get our mail, we use gloves and avoid contact with our lovely neighbors. As scary and serious as this is, there are things we can do to help each other and also pass the time. It’s clear that it is going to go on for a while, especially since many younger folks feel invincible, like we did back then. No one is safe from this, and until we have a possible antidote, it is best for those who can to shelter in place. I miss my grandchildren. One of them lives in Germany, and I speak with him on a regular basis, urging him to follow the advice of the medical experts and remain vigilant in his safety. Others are experiencing a combination of spring break and the mandate to stay inside, which is frustrating to this grandmother, who had lots of break-time plans. We, as grandparents, are the go-to people when it comes to caring for the grands while the parents are working. Another grandson is home because his college, like so many across the country, is closed. The idea that he is around the corner and I can’t hug him is frustrating, but he is safe and that’s all that matters. His sister is a high school senior. No prom, no graduation and no heading off to college until this is resolved. She has a great attitude and is not complaining, but I know her heart is full for her classmates and friends. Everyone knows the basics — wash your hands often and always before you touch your face; stay indoors and only venture out for absolute essentials like medications, groceries and urgent doctor visits; call your doctor before going; and if you are coughing and running a fever of over 100.4, call immediately. There are many local restaurants delivering food. Support them as much as you can. Have them leave the package at your door, and when you pay on the phone or online, include a tip so you don’t have to exchange money. Safeway delivers also, but they do not allow tips. Order only what you need. Hoarding things is not necessary. If you can’t find toilet tissue and you are out entirely, grab a plastic bag and place it in your

bathroom. Use tissues or napkins or paper towels and then put them in the trash bag so you don’t flush them. It can clog up your pipes, and then you’ll have a real tissue issue! If you live alone, call and check in with someone daily. Make sure your neighbors, especially here in Summerset, have enough food and supplies. Help them order things online if they don’t have access. Costco, Amazon and a lot of other websites are delivering, and although they are out of many items for now, check back often. Try to get things like protein bars, hot cereal and canned goods. I know they are scarce, but I was able to get several things to tide us over if this goes on much longer. Use up the perishables in your fridge. Make soup out of the vegetables that may go bad with water and the spices that are in your pantry. Freeze what you can. Check to see what stores have special hours for people 60 years and older. It isn’t foolproof, but it limits the number of shoppers by quite a bit. Use gloves and the hand sanitizer wipes they supply on the carts. Wash your hands with the gloves on after you are done shopping and then rewash your hands as you sing the birthday song. We are a community collaboration of people helping people and are not limited to Brentwood but to all of East County.” Try to keep some normalcy in your daily lives. Get up and take a nice hot shower. Change into comfortable but clean clothing. It’s the sweats of the day for me. Call loved ones and face time if you have access. Make a list of projects you have been putting off around the house. I for one need to do some purging, so it’s one room at a time. This is serious, no question about it, but using our heads and staying indoors is a must. Listen to the experts; the doctors and medical personnel who are giving you the real answers. We are all praying for those who are ill and for a cure. In the meantime, I am grateful for Grandpa, who is here with me, and for my loved ones who care enough to call. Virtual hugs to all. Last but not least, is to say prayers and give thanks to the people that do not have the option to stay home: truckers, nurses, doctors, hospital employees, grocery clerks, pharmacists, bank personnel, delivery people, postal workers, caregivers, sanitation workers, our military and all who risk their lives daily for our safety and comfort. After a long winter of rain, mud and even some snow, it’s a good idea to check in with your ride and make sure all parts are in working order. Start with a good wash to remove built-up dirt and grime, then take a look at some of the more accessible items on your car. Check your oil, replace wiper blades and fluid and look for small scratches and paint flaws that could lead to a rust problem. he notion of vehicle maintenance often conjures images of greased-stained

While professional and amateur mechanics are still no strangers to getting their hands dirty, vehicle maintenance in the 21st century also involves diagnosing issues that might arise with a car’s engine control module. What is an engine control module? An engine control module, or ECM, serves as the primary computer system for many critical components in modern vehicles. ECMs essentially serve as the brains behind the engines, controlling everything from fuel mixtures to emissions controls. Sensors within the engine send signals to the ECM, and the ECM then uses that information to help the car run smoothly. Issues that arise with the ECM can make driving difficult and, in some cases, impossible. What are some potential signs of ECM issues? The automotive service provider AAMCO notes that a faulty or failing ECM will exhibit various symptoms. However, it’s important to note that these symptoms are not always indicative of issues with the ECM; when they arise, drivers may want to schedule appointments with their mechanics so the true culprit can be identified and the problem

That’s because such ECMs throw off the timing and fuel settings of the engine, leading to a sudden and noticeable reduction in engine performance. Engine power may be affected,

and the vehicle may experience a drop in fuel efficiency and issues with acceleration. ♦♦ Vehicle will not start. A failed ECM means the vehicle won’t start, as there’s nothing controlling the engine to tell it to do so. Failing ECMs may lead to struggles starting the vehicle, and whenever drivers experience these issues, they should consult their mechanics immediately so the issue does not escalate to the point where the engine won’t start at all. ♦♦ Erratic engine behavior. A malfunctioning ECM can lead to stalling or misfiring. These issues are often sporadic, which may give drivers the impression that nothing is seriously wrong. However, erratic engine behavior is a strong indicator of problems with the ECM, and these issues should be addressed immediately. Parents aren’t overreacting, as statistics indicate how precarious a combination of teens and driving can be. ♦♦ The Centers for Disease Control and Prevention states that motor vehicle crashes are the leading cause of death for teens in the U.S. In 2017, 2,364 teens between the ages of 16 and 19 were killed in motor vehicle accidents, and about 300,000 were treated at an emergency room for injuries suffered in crashes. ♦♦ Sixteen-year-old drivers in the U.S. have higher crash rates than drivers of any other age, notes the Children’s Hospital of Wisconsin. ♦♦ The U.S. Department of Transportation notes that 229 teens were killed in distraction-related crashes in 2017.

Drinking alcohol slows reaction time and may loosen inhibitions, which is dangerous for any driver and may be especially so for inexperienced teen drivers. Initiate a parent-teen pact to always ask for a ride and avoid drunk driving. ♦♦ Rally for stricter graduated driver licensing requirements. Many states have a GDL program with certain restrictions but perhaps even more stringent restrictions can keep teens safer, longer.
