Dental East County 2020 primary results Medical, Professionals by Aly Brown Staff Writer

Ballots are in for the 2020 primary election, and while precincts were not 100% reported as of press time, preliminary figures and general insight to the overall results are available. Among Contra Costa County’s 657,273 registered voters, 176,840 cast their ballots. In the eastern portion of the county — Antioch, Brentwood, Discovery Bay and Oakley, along with unincorporated land — votes determined candidates for Congressional District 9 and 11, Senatorial District 7, State Assembly District 11 and Supervisorial District 3 and 5. Federal For the United States Representative (District 9), Jerry McNerney, Antonio C. “Tony” Amador and William Martinek were on the ballot. McNerney, who was up for re-election, came away with 57.44%, Martinek received 21.77% and Amador received 20.80%. Covering a portion of Antioch, congressional District 11’s resulting primary candidates were Mark DeSaulnier (68.50%), Michael Ernest Kerr (6.63%) and Nisha

Glazer said his main concern will be the issues people are most concerned about, which are education, housing and transportation. “Those touch each of our lives in important ways, and I’m looking forward to constructively advancing initiatives to improve each of those areas,” he said. “It’s been an honor to serve the community in the senate, and I’m encouraged by the primary election results.” While Jim Frazier ran unopposed in his quest for re-election to the state assembly, and will return to his seat, 12 write-in votes came in for Debra Schwab, giving her 0.05% of the votes. “I’m looking forward to continuing my fight for increasing support and funding for the special needs community and serving my constituents in every way possible,” Frazier said. The county’s first case of coronavirus (COVID-19) was confirmed this week by Contra Costa Health Services (CCHS), and officials from surrounding cities and local school districts have weighed in on preparedness plans. “Our county’s public health lab conducted the test, which is expected to be confirmed by the Centers for Disease Control and Prevention (CDC) in the coming days,” wrote the CCHS in its Tuesday evening press release. “The patient who is being treated at a hospital in the county had no known travel history and no known contact with a confirmed case of COVID-19. At this juncture, he didn’t see schools closing, and his fellow superintendents agree. “At this time, it has been recommended not to shut down schools, and we were provided with a phone number to call if we have a case in our district,” said Byron Union School District Superintendent Reyes Gauna. “It is not out of the question but still too early to determine if closing schools will be selected.” Once the confirmed case in the county was announced, Gauna issued another letter to families, reassuring them the district is working closely with the county health officials. “Our custodial staff is deep cleaning and disinfecting desks, see Coronavirus page 30

Adams girls on an odyssey

On Saturday, Feb. 29, the team from Adams Middle School took first place in the Odyssey of the Mind Regional Competition for Problem 3, Division 2. Sixthgraders Erica Ho, Riley Drumright, Rachel Lei, Allison Tam and Simran Virdi came up with a clever solution to the historical, real-world mystery of “The Ghost Ship/ The Mary Celeste: Why was it abandoned?” The girls spent 12 weeks researching the known facts, developing a theory and creating an eight-minute production. They presented their solution to an audience of judges, parents and students from various schools on Feb. 29. They have earned a spot in the California North Odyssey of the Mind Tournament, which will be held on March 28 in Sacramento.

he Liberty High School Future Farmers of America (FFA) chapter recently hosted donkey basketball Tuesday, March 3. Crowds packed in to watch students and teachers from Liberty ride donkeys to play a game of basketball in the old gym. The donkeys — wearing rubber shoes made from old contractors’ boots their handlers called the animals’ “tennis shoes” — were brought in by Donkey Sports Inc., a company based in Entiat, Washington. Donkey Sports travels with the donkeys for donkey basketball season three months of the year. Seen here are Liberty teachers Jen and John Heinz (also the basketball coach), who joined the fun. City secures location for modern art piece by Kyle Szymanski Staff Writer

Photo courtesy of the City of Brentwood

The Brentwood City Council has finalized the location of a public art piece.

The Brentwood City Council has penciled-in a finalized spot for a modern public art piece delayed over its previous disputed location. Maine artist Seth Palmiter’s stainless steel piece — featuring sunset-colored triangles similar to designs the city has used to represent the Mount Diablo landscape — will now be erected in the Sand Creek median near The Streets of Brentwood. Residents spoke out against a former suggested spot — the Balfour Road bypass median east of Highway 4, before Summerset Drive and just prior to the Brentwood Golf Club — in January, prompting the council to hold off on a decision. “It looks a lot better (at the proposed Sand Creek location),” said City Councilman Johnny Rodriguez. “It doesn’t look as cluttered.” Public speakers this time appeared to agree the Sand Creek median is a better location. “All the pictures you see where (the sculpture) looks beautiful is where it has wide open spaces behind it, and on Balfour you do not get that,” said resident Frances Webster. “I think it looks much better on the Sand Creek property.”

BUILD THE

BACKYARD OF YOUR

The proposed 20-foot-high, 12-foot-wide, 57-foot-long creation is the second approved as part of a larger economic development-driven and council-approved Public Art Spaces project, aimed at constructing interesting and visible public art pieces at high profile locations. City commissions had already pegged the revised Sand Creek Road location as one of three ideal art locations, along with the aforementioned Balfour Bypass median spot and Brentwood Boulevard alongside the police department. However, initial plans called for Palmiter’s piece to be situated at the Balfour spot. “I think there are positive reasons to put it on Sand Creek,” Palmiter said, noting it will offer longer views and be seen from State Route 4 and the nearby overpass. The up-to $192,500 piece will be paid for by the city’s public art acquisition, public art administration and capital infrastructure funding, with the art accounts comprising developer fees that must be used for art projects. A second piece, Douwe Blumberg’s “Fields of Time,” already approved for the Brentwood Boulevard site will showcase a wide variety of elements, including tractors, farm workers and ranchers, intended to represent the area’s agriculture evolu-

tion in a fun and visually interesting, linear-timeline approach. It too will be paid for via the city’s public art acquisition, public art administration and capital infrastructure funds. “These projects have the potential to become iconic pieces of art that are recognized locally, regionally and even nationally,” said recreation manager Kris Farro, who noted the disputed Balfour site will continue to be considered for future art pieces. Palmiter’s design emerged out of 125 responses for ideas, and Palmiter added he spent over two years and hundreds of hours on research and design of the sculpture, intended to be in line with the city’s agricultural past and serve as a visual stepping stone to its burgeoning future. It’s expected the piece will be lit, and its sunset colors will appear differently based on the sky. “My extended visits to Brentwood enabled me to understand how special quality of light is in the region, and the city enjoys enviable vistas to the east and west, glorious sunrises and sunsets and bright blue skies in between,” Palmiter said. Community remembers Liberty legend Jack Ferrill by Kyle Szymanski

Community members, seen here singing ‘Hail Liberty’ packed Liberty High School’s gym last week to honor district icon Jack Ferrill, who died in December at the age of 93.

Staff Writer

Jack Ferrill’s influence on Liberty High School is immeasurable. When former colleague Roy Ghiggeri tried to count the number of students Ferrill impacted during his 68-year Liberty Union High School District career, he gave up at somewhere in the tens of thousands. “I just stopped (counting), because it was ridiculous,” Ghiggeri said during Ferrill’s memorial service last week inside a packed Liberty High School gym. “It’s safe to say we will never match the commitment that Jack had for this district and this community.” Ghiggeri’s anecdote was just one of many shared during a moving ceremony remembering the legendary teacher, coach, athletic director, physical education chairperson, assistant principal and principal. Ferrill died in December at the age of 93. “Jack had all the elements of great leaders, of great men,” said Floyd Reese, a member of the Ferrill-coached 1965 undefeated Liberty football team. The committed, motivational, respected, memorable figure cemented his Liberty legacy during a 39-year stint at the school that concluded with his first retirement in 1990. Some two weeks later, he was back — across the street from Liberty, helping establish Independence High School’s physical education program, which he was part of until 2019. Those combined 68 years in education — including an illustrious 23 years coach-

ing basketball, track, swimming and football — generated lifetimes of lessons, memories and laughs, attendees confirmed during the memorial. Former Liberty coach Jerry Miller, who worked beside Ferrill for 22 years, praised him as a master motivator, teacher and mentor. “Perhaps Jack’s greatest trait was his ability to make others feel like they could do anything they put their mind to,” he said. Ferrill’s influence shone through in Liberty students like Reese. The 1960s Liberty football star admitted during the service that he’d thought he was destined for a career as a steel mill worker, but then he played for Ferrill and turned that ex-

perience into a career as a NFL executive. “Jack took this short, fat guy and taught him how to play football, made him do it right, made him be a better player than he probably deserved,” Reese said. Reese wasn’t alone. Other former players and coaches lauded Ferrill’s motivational skills, which he used to will his players to prepare, work hard, care for teammates and never give up. Ghiggeri recounted one time Ferrill ordered cupcakes for his football squad — pretending to be from an upcoming strong and undefeated future San Ramon opponent that hinted the Lions were as soft as the baked goods.

The tactic worked — Liberty handed San Ramon the only tie of its entire season. “His players went to a level that was unbelievable,” Ghiggeri’s said. “That was the only blemish on San Ramon’s record.” Ferrill didn’t stop at molding students into fine adults and athletes. He made sure that many would be remembered forever by establishing the Liberty Union High School District Athletic Hall of Fame. He also left his mark outside Brentwood. The lifelong Stockton resident, World War II veteran, devout husband and father of four was a sixth-degree black belt in judo and ran the Stockton Judo Club; headed the Stockton Athletic Hall of Fame; and served as a Stockton lifeguard for so long he was proclaimed the oldest lifeguard in America. But Ferrill always returned to Brentwood — if not to teach, then to watch Liberty football. And like clockwork, a gaggle of Ferrill fans, mostly past students and community members, would return as well, seizing the opportunity to reunite with the legend at his field-level seat. “It was a sight to see, because everyone wanted to talk to Jack,” Ghiggeri said. “He was truly an inspiration to everybody.” In a parting nod, the school board has announced that Liberty’s future aquatics center will bear Ferrill’s name. “He was the greatest Lion of all,” Miller said. Oakley considers recycled water use by Tony Kukulich Staff Writer

In partnership with the Diablo Water District (DWD), the Ironhouse Sanitary District (ISD) is examining the potential to reintroduce treated wastewater into the drinking water supply through a process called indirect water reuse. “This is the way of the future,” said Tyson Zimmerman, ISD assistant general manager. “As populations grow and water supplies are scarce, it’s just making the best use of what we’ve got to work with. The science is behind it, and the science has been behind it for quite awhile. I think it’s an opportunity for agencies like us to be able to promote that and say, ‘Look, we’re trying to be the most responsible with resources as we can.’” A bill, H.R.5302, co-authored by Rep. Jerry McNerney (CA-09) and introduced at the end of 2019, could provide up to $5 million toward the design, planning and construction of the infrastructure necessary to achieve that goal. ISD is one of 12 agencies that will receive funding if the bill is passed into law. A press release issued by the bill’s sponsors stated that these projects would provide a combined total

of nearly 20,000 acre-feet of new water when fully functional. That’s approximately 6.5 billion gallons of water. “In my district, we’ve seen firsthand the benefits of these kinds of investments,” McNerney said. “Water recycling has not only improved the reliability of our water supply, but it has also helped to reduce polluted discharge into the fragile Bay-Delta ecosystem.” The objectives of both agencies involved are closely aligned said Dan Muelrath, DWD general manager. “For the water district, we’re really after water resilience, especially in the time of drought,” he said. “Recycled is virtually as drought-proof a source of water as you can get. And we’re looking at groundwater levels, making sure that the groundwater stays stable in the local aquifer here.” While a process design has not been completed, Zimmerman said groundwater recharge is one way to introduce treated wastewater into the drinking water system. “Water starts on the surface and it’s percolated through (the ground),” he explained. “As it percolates through, it’s filtered or polished, if you will. With see Recycled page 7

COMMUNITY

Recycled from page 6 groundwater recharge, that would be a similar type of thing. You put it into a percolation pond and it percolates down into the water table. Then it gets pumped out and treated further so it can be drinking water.” At the end of the wastewater process, ISD has a volume of Title 22 recycled water, a standard established by the state that allows the water to be used for irrigation and other applications but not for direct human consumption. Title 22 water can also be discharged into streams and rivers if no other use is available. Some districts and municipalities have installed a network of purple pipe that distributes water to locations like parks, landscaping and fountains where it can be used in place of drinking water. Installing purple pipe can be prohibitively expensive, particularly if the installation can’t be integrated with other planned infrastructure projects. The City of Oakley does not currently have a purple pipe network. As a result, up to 2 million gallons of recycled water is pumped across Jersey Island and discharged into the San Joaquin River every day. “All water is recycled water,” noted Casey Wichert, wastewater operations manager for the City of Brentwood. “Every city in the Bay that dumps water into the Delta, that water is pulled out by another city, and it’s used again for potable water. In some sense, all the recycled water and all the treated waste-

water gets additional use and becomes potable water at some point.” A grant from the State Water Resources Control Board is presently funding half the cost of a study to start an indirect water reuse program within the ISD service area. ISD and DWD are funding the remaining cost of the report. “The current study we’re looking at with Diablo looks at (purple pipe), but we’re looking beyond that,” Zimmerman said. “A lot of agencies are moving away from purple pipe and moving toward reuse. Reuse is where you’re taking highly treated recycled water and you’re treating it additionally, and even putting it into the ground so it can be drawn out, and then putting it into systems for potable or drinking water uses.” H.R.5302 is still working its way through the House. Assuming it does get passed, Zimmerman gave a back-ofthe-envelope estimate that an indirect water reuse process would be operational in five years. “Although it’s not the route (the water) will take, I’m sure there will be some resistance to drinking water that has gone from the toilet to the tap,” said City of Oakley Mayor Kevin Romick. “But, with enough information and education on how the process will work, fears will (get set) aside and perceptions will change. Droughts and California are synonymous, and dealing with water scarcity is an ongoing challenge. Developing new ways to reuse water is a necessity.”

I’ll often get questions from some buyer’s agents asking if my sellers would be “OK” with an offer from a buyer who is using FHA or VA for their loan. (FHA stands for “Federal Housing Administration” and VA stands for “Veteran’s Administration.”). It used to be that these types of loans were frowned upon because of the extra red-tape, restrictions, delays and extra costs to sellers. FHA and VA loans started out with the goal to help buyers get into homes when they didn’t have 20% saved up for a down payment, or they didn’t qualify for regular conventional financing. Buyers can buy homes with as little as 3.5% down for an FHA loan, and 0% for VA, and even with lower credit scores than required with other financing options. The trade-off was that they did take much longer than conventional loans, and they had pretty tough rules about the condition of the property, what fees the buyer could pay, etc. Their goal was to “protect” the buyer, but

the end result was that agents and sellers would refuse offers from FHA and VA buyers because of the perceived hassle. A few years ago FHA and VA both streamlined their programs and removed much of the delays and rules. VA does still require a pest inspection to be done and to have the Section 1 items repaired (sometimes even the Section 2 items) and both of them require the home to be habitable and safe from any obvious hazards, major appliances need to work, no peeling paint, etc. If we are dealing with a home that’s been well-maintained, I tell my seller clients to not to turn down a FHA or VA buyer out of hand. If the home has a lot of deferred maintenance that the seller isn’t willing to address, then FHA or VA may not be the best choice for the loan. Angels among us

Duane and Sue Schnittker adopted Brentwood as their hometown 40 years ago, and have made it a better place through their advocacy for victims of Parkinson’s Disease.

East Contra Costa County is empowered with people who continually give back to our cities. It is almost as if there are angels planted among us. Such is the story of Dr. Duane and Sue Schnittker. The Schnittkers journeyed to California from Kansas, inspired by the opportunity of an internship after the completion of Duane’s senior year in veterinary school. With the chance to work with all species, including exotic animals, at a renowned veterinary practice in southern California, Duane accepted an internship in Thousand Oaks. After three years, the Schnittkers moved to Stockton, where they first fell in love with Brentwood. In the late ’70s and early ’80s, Brentwood was not that different from their hometowns in Kansas. Farmland and large animals were common sights, and Sue and Duane felt right at home. Duane became a partner in the only local veterinary practice, and Sue made her mark every day as a teacher in the Brentwood Union School District. She

laid the groundwork for a new group of kindergarten students every year for 25 years, while Duane developed a very successful veterinary practice. Each earned the respect of their colleagues and the community for their dedication and love for what they did. It’s about commitment and passion. Little were they aware that their commitment and passion would translate to their current world of battling Parkinson’s disease (PD). At the age of 53, Duane began to experience early symptoms of the disease. PD, a progressive nervous system disorder, slowly but effectively destroys the motor skills and certain nonmotor skills of its victims. Duane, an active athlete, realized it was taking him longer and longer to complete tasks, whether at work or at home. He was not experiencing the tremors that are most often associated with PD; he was experiencing a phenomena known as micrographia, which casued his handwriting to become smaller and smaller. After his diagnosis, Duane was able to maintain his practice for an-

other seven years, until his symptoms caused so much stiffness, he was unable to perform the fine work required of a veterinarian. Sue and Duane knew that being active mentally and physically were not just the key ingredients to staying young as they aged, but a critical combination in the battle against PD. Duane played tennis and golfed regularly, but those sports became increasingly difficult to pursue. In November 2015, close friends mentioned a television segment they had watched on a program designed specifically for PD patients. Leslie Stahl, the CBS newscaster infamous on 60 Minutes, did a Sunday morning segment promoting Rock Steady Boxing (RSB) as an important aspect of her husband’s fight against PD. Sue and Duane approached Joseph Garcia, a local boxing gym owner, to gauge his interest in bringing Rock Steady Boxing to Brentwood. At the time, the only Bay area RSB programs were in Woodside, San Francisco and

Santa Rosa. The Schnittkers sought out others who might support such a program in the community by hosting initial meetings of those with Parksinson’s in their own home. Once a need had been establsihed, Duane and Sue supported Garcia in getting the required training in Indianapolis to establish the first Rock Steady Boxing program in Contra Costa County. Through their outreach, the Schnittkers have been very successful in promoting support services for others battling PD. For Duane, PD is like shadow boxing — you’re fighting an opponent you cannot see. Combined with the interest in Rock Steady Boxing, the resulting support group became known as the Delta Shadow Boxers Parkinson’s Support Group. They began meeting in March 2016 with 10 members. The group has now grown to 80 members, plus their caregivers. Their goals are to stay informed, stay active and stay social. To stay informed, the Schnittkers arrange professional speakers, often from the pharmaceutical or medical fields, including speech and physical therapists who work

specifically with people with PD. From the wealth of information available on the many facets of PD, a meeting’s program may include a video or a presentation by a member of the group who has researched a topic of their particular interest. Information and experiences shared between members is also of great value, so their meetings include breakout sessions to include men, women and caretakers of those with PD. It is fitting that the support group originated over interest in a physical fitness activity, as research shows that exercise is the only thing proven to stunt the progression of PD. Vigorous exercise that increases the heart rate for a recommended 2.5 hours per week is optimal. ‘Do what you love so you will stick with it’ is the philosophy the Schnittkers try to instill in the group’s membership. In addition to boxing, members have been encouraged to try yoga, dance, tai chi and fast walking. Apathy and social isolation are also common among those with PD and their caregivers. Sue called on her background in event planning and hosting to organize game

Meet the Principal

Your Loved One has Passed…Now What? by Joan M.Grimes, Esq. and Jennifer L.Wallis, Esq.

Losing a loved one is extremely tough. You may be consumed with a long “to-do” list, while simultaneously grieving with family and loved ones. When a client tells us that their loved one has passed, we first tell them to take some time. After you have given yourself a couple of weeks, you should review your estate planning documents and consider the following items: First, does your Trust require any specific distributions be made following the death of the first spouse? Additionally, in blended families, there may be certain distributions that need to be made following the death of the first person. Second, is your Trust still accurate and up to date? Has a beneficiary or named successor trustee died? Have you bought or sold any Trust assets since the Trust was executed? Are the provisions of the Trust still as you intended? Third, check your bank and brokerage statements to see how title is held. Are there any assets in your deceased spouse’s name alone? If so, title needs to be transferred into your name. You should seek legal counsel to determine how to transfer title. Additionally, this may be a good time to transfer any additional bank and brokerage accounts to your Trust if you have not already done so. Fourth, does your Trust require you to divide the Trust estate following the death of the first spouse? If so, you should seek legal counsel to determine your options regarding this division. Fifth, you should meet with an attorney or CPA to decide whether a portability election is needed. In general, if the total estate is

significantly less than the exemption amount ($11.4 million in 2019) there is no need to make the portability election. However, depending on your circumstances, an election may still be recommended. You should consult with your CPA, tax advisor or attorney to determine whether this election is necessary or recommended. Sixth, if you own real property, you should check the grant deed to ensure your property is held in the name of the Trust. You should also have an appraisal done of the real property to confirm the step up in basis value upon the death of the first spouse. Seventh, now that your significant other has passed, you may want to consider appointing a Co-Trustee. In general, if you are active and still able to manage your financial affairs, appointing a Co-Trustee may not be necessary. However, if you would like your children to begin assisting you, you might consider appointing a child to serve as a CoTrustee. While this is not an exhaustive checklist, it is a good place to start. If you have questions about what needs to be done after the death of the first spouse, I see people Monday-Friday for a FREE 30 minute consultation in my Walnut Creek and Brentwood offices. This article provides only general legal information, and not specific legal advice. Information contained is not a substitute for a personal consultation with an attorney. Agency: Adams Middle School Michael Wood spends his days supporting the students and staff of Adams Middle School in Brentwood. A veteran teacher who went into administration after 25 years in the classroom, Wood is in his fifth year as principal of the middle school. He said his goal is to be the kind of administrator he always wanted to have. “The move wasn’t motivated by stress or fatigue, it really was more a desire to have a broader range of impact,” Wood said of making the transition from classroom to principal’s office. “I had learned through doing teacher leadership that the tone on a campus is set by the administration and the support they offer and how they empower teacher leadership.” Before arriving at Adams, Wood got his feet wet in administration by serving as assistant principal at Freedom High School in Oakley for two years. He has been part of the Liberty Union High School District since 2001, when a friend’s request for him to volunteer as a youth leader in a small church brought him north from San Diego. “Brentwood has been great for us — we love it here,” Wood said with a smile. Though the bulk of his experience is in high schools, Wood said he was eager to work in a middle school and have a posi-

tive impact on kids as they become more independent. “I love the middle school environment,” he said. “This is the age range where kids really begin to step into their own skin and become independent of parents and become self-aware . . . it’s a critical junction, and you can really prep a kid for launch.” When he chose education as a career, Wood was following in the footsteps of his parents, who were both teachers. Before earning his credential, Wood lived a vagabond life as a professional actor for seven years. Eventually, he craved more stability and made the move to teaching. Wood lives in Brentwood with his wife, also a school administrator, and their three sons. He is a self-proclaimed foodie and enjoys all things music. His students are likely to see him running errands around town or stopping at Starbucks for a caffeine boost.

Ballot box budgeting

Editor: A new term was recently coined by a Sacramento newspaper, and it describes using the initiative process to force a local governmental agency to meet the demands of taxpayers. This term is “ballot box budgeting.” When a situation becomes so dire — as in Brentwood’s lack of emergency medical and fire response services — that the taxpayers must take independent action, the term becomes very appropriate. If a swimming pool, library, community center or park is closed for 96 hours a year, no one will die. This is not the case if emergency medical services are unavailable for that same 96 hours. This was the case in 2018, according to

statistics. Someone may die or suffer unnecessarily. When a person moves to a city, they have a right to expect adequate measures will be taken to provide for their health and safety. When it comes to inadequate emergency medical and fire services for the City of Brentwood, the council tends to blame it on someone else: the East Contra Costa County Fire Protection District. The city council has a moral duty and responsibility to provide adequate emergency services, and this is not being done. Until our governmental representatives realize their primary responsibility is to provide for the health and safety of their community, over feelgood projects, the need for ballot box budgeting will continue. McNerney 2020 Congressional Art Competition In an effort to highlight the artistic talent and creativity of high school students in his district, Congressman Jerry McNerney (CA-09) announced that his office is accepting submissions for the 2020 Congressional Art Competition. Sponsored by the U.S. Congress, this annual competition serves to recognize the artistic talents of high school students throughout the country and allows them to showcase their artwork to the nation. “I look forward to this competition

every year and continue to be amazed by the creativity and vision of our young constituents,” said McNerney. “The students’ talent and quality of work is always outstanding, and I’m excited to see this year’s entries.” A panel of judges will select the winning entries, and their decision will be announced at a special reception and exhibit hosted by McNerney. The first-place winner and a guest of their choosing will be flown to Washington, D.C., to attend

the overall winners’ awards ceremony in June. Additionally, the winner’s artwork will be displayed in a busy corridor that leads to the U.S. Capitol and is used daily by members of Congress, staffers and visitors in Washington, D.C. The second-, third- and fourthplace winners will have the opportunity to have their art displayed in one of Congressman McNerney’s three offices located in Washington, D.C., Stockton and Antioch. aking a little one to the dentist for the first time can have a lasting

impression and lifelong effect on oral health. Pediatric dentists have the training and tools to keep children calm and comfortable, ensuring a good cleaning. In addition to the training a general dentist receives, pediatric dentists get up to three years additional education on working with children,

preparing them to handle behavioral difficulties, nervous patients and all things kid-related. “I often get asked why a parent should take their child to a pediatric dentist rather than a general dentist,” said Dr. Ansony Kim of Hello Smiles Pediatric Dentists. “If you have a young child who is sick, most parents will take them to a pediatrician, rather than a family doctor. It’s the same thing.” see Smile page 17

Recommended vaccines for adults

R

outine immunizations help safeguard newborns, and as children get older, they receive vaccines to prevent measles,

mumps, rubella, hepatitis and chicken pox. But a common misconception suggests that vaccines are only for the young. The Centers for Disease Control and Prevention notes that the protection provided by some childhood vaccines can wear off. In addition, some people may be at risk for certain vaccine-preventable diseases due to lifestyle, existing health conditions and age. As a result, it’s important for adults to make sure their vaccines are up-to-date. Those who are unsure of their vaccine status should discuss their health history with their doctors. In the meantime, adults should know that the following vaccines are recommended for people of various ages. ♦♦ Influenza: An annual flu shot is highly recommended. Doctors and health officials indicate that getting the flu vaccine is the single most effective way to prevent seasonal flu or reduce the duration and severity of the illness should it be contracted. ♦♦ Tdap: This vaccine contains strains of tetanus, diphtheria and pertussis (whooping cough). All three are implicated in serious illnesses or death, according to WebMD. Just about every person, young and old, should receive the Tdap vaccine. The Centers

Those who are unsure of their vaccine status should discuss their health history with their doctors. for Disease Control and Prevention (CDC) note that every adult should get the Tdap vaccine once if they did not receive it as an adolescent. Then a booster shot every 10 years is sufficient. ♦♦ Shingles: People who have been exposed to varicella (chicken pox) in their youth are at risk for shingles as they grow older. The CDC says nearly one out of three people in the U.S. will develop shingles in their lifetime. A shingles vaccine can protect against shingles and complications from the disease. Adults who are 50 and older should get the vaccine, which is administered in two doses. ♦♦ Pneumococcal polysaccharide vaccine (PPSV23): This vaccine protects against serious pneumococcal diseases, including meningitis and bloodstream infections. It is recommended for all adults age 65 and older. ♦♦ Pneumococcal conjugate vaccine (PCV 13): This protects against serious pneumococcal disease and pneumonia. Adults 65 years or older who have never received a dose of PCV13 should discuss it with their physicians. Vaccines protect the very young from various diseases, but there are many vaccines that are still vital to health in adulthood.

Kim is in the process of setting up his practice in Oakley and hopes to open to patients next month with a state-ofthe-art facility. He has been a pediatric dentist since 2013 and said preventative care and education are a big part of what he does. “Many things, like bottle rot, are preventable, and a lot of times, first-time parents just don’t know how to prevent things,” he explained. “Seeing children early can prevent a lifetime of oral health issues and anxiety. We always want easy, positive checkup appointments.” Kim worked with dental hygienist Jen Sutton-Shay for two years before he moved from the East Coast to California. Sutton-Shay said Kim was popular with the children in the practice for talking sports and listening to ‘lost tooth’ stories. “The whole goal at the end of the day is to have a successful treatment,” she explained. “In pediatrics, it’s common to see kids who have had a negative dental experience elsewhere and come in scared. There is nothing better than to ease their fears and build a trusting relationship with them, so that, hopefully, they will leave with a smile on their face and feeling proud that they did it.” Kim said the American Academy of Pediatric Dentistry and the American Academy of Pediatricians both recommend taking a child for their first

The American Psychological Association (APA) notes that stress can take a considerable toll on a person’s mind and body. Chronic stress, which is a constant stress experienced over a prolonged period of time, can increase the risk of hypertension, heart attack or stroke. In addition, the APA notes that chronic stress causes the muscles in the body to be in an essentially constant state of guardedness, which can potentially contribute to tension-type headaches and migraines. These are just two of the many ways the body is adversely affected by stress, which the APA indicates also has been linked to problems with the gastrointestinal system, nervous system and reproductive system. Since stress can contribute to such unpleasant and potentially life-threatening side effects, it’s important that people from all walks of life learn to recognize the warning signs. The American Institute

Heritage bounces McClatchy from state basketball playoffs by Kyle Szymanski Staff Writer

Heritage guard Paige Ziemann glides to the hoop during the Patriots’ 51-39 win over McClatchy High in the opening round of the state playoffs.

Heritage High School girls’ basketball head coach Rob Ocon was concerned his squad team was going to be rusty after an 11-day layoff heading into the opening round of the Division 1 state playoffs against Sacramento’s McClatchy this week. But by the middle of the second quarter, the Patriots were running like a well-oiled machine en route to a 51-39 victory. “I am very proud of them for shaking off some of that rust early,” Ocon said. “They executed the game plan pretty much to perfection today.” The sixth-seed Patriots (22-6) will now clash with third-seed Clovis North on March 5. Heritage’s victory came 11 days after the squad fell 54-31 to Cardinal Newman in the opening round of the elite North Coast Section Open Division playoffs on Feb. 20. In the days following the loss, the Patriots were pushed extra hard in prac-

tice to keep up their stamina and prepare for the state playoffs, Ocon said. That work showed against 11thseed McClatchy. The Patriots (22-6) used a 13-0 second-quarter run to open up a 13-point halftime lead that hovered around double digits for the remainder of the contest. Freshman post player Amanda Muse led all scorers with 18 points, and junior guard Ella Roberts scored 15 off the bench, including three 3-pointers, to lead Heritage to victory. Senior post player and League MVP Abby Muse added 10 in the win. “Our team basketball really carried us tonight,” said Abby. “A lot of people, especially Ella Roberts, really picked up the slack tonight. Everyone pitched in — everyone did something positive.” The Heritage defense dared McClatchy (26-5) to beat them on the perimeter, but the Lions were not up to the task, held to their lowest scoring output of the season, which included only four second-quarter points and 11 in the first half. McClatchy guard Nicole Gee led

the Lions with 10 points, seven coming in the fourth quarter when the Patriots were in control of the contest. “We knew if we could hold them to right around 40, we had a good chance,” Ocon said. Heritage largely took control of the game in the second quarter after leading by only 2 at the end of the first. Roberts, who scored 8 of the team’s 15 second-period points, knocked down two 3-pointers in the second frame that pushed the Patriots lead to 7, then 13 a little over two minutes later. The Patriots led by 13 at halftime and after three quarters. McClatchy drew to within 11 with under four minutes to play, but the Patriots never wavered. Senior guard Paige Ziemann, Roberts and Muse knocked down five of six unanswered free-throws to push the lead to 16 with under three minutes to play. Results of Heritage’s game with Clovis North occurred after this newspaper went to print. To view the score, visit www.thepress.net. Liberty players sign letters of intent Still number one Two Liberty High School superstars recently signed their letters of intent. Football players Justice Jackson, a running back, and Peyton Borrelli, a defensive lineman and tight end, signed off to attend Eastern Washington University and Southern Utah University, respectively. Jackson saw limited action in his only season for the Lions but racked up 25 catches for 493 yards and six touchdowns in five games, which was good enough to earn a spot on the all-league first team. Prior to attending Liberty, Jackson also made a splash for the Berean Christian High School squad, rushing for 957 yards and 13 touchdowns in two seasons, according to Maxpreps.com. He also made seven catches for

81 yards, earning first-team all-league nod both seasons. Borrelli, meanwhile, played both sides of the ball for the Lions in three seasons for the varsity squad. On offense, he caught 11 catches for 157 yards and a touchdown, and on defense, collected 62 tackles and 16 sacks. He was an all-league first team defensive member his senior season and an all-league honorable mention member on defense his junior campaign. Southern Utah head coach Demario Warren spoke glowingly of his recruiting class in comments on a school website. “We are excited about adding these young men to our program,” Warren said.

for second year

The Bristow seventh-grade boys’ basketball team finished its season undefeated once again. This is the team’s second straight undefeated season. From 3-pointers, driving to the hole, crazy plays and hard work, these boys worked together to make the season memorable, team officials said. The team would like to thank Coach Doc for his time and dedication, players’ families and the school community, who came out to watch the boys play. The team is comprised of Nick, Jace, Jordan, Amall, Austin, Alex, Tristyn, Ryder, Camren, Caleb and Isaiah.

NOTICE OF PUBLIC HEARING Notice is hereby given that the Planning Commission of the City of Brentwood will, at 7:00 p.m. or as soon thereafter as the normal course of business permits on March 17, 2020, hold a public hearing to consider the following application: An application for a two-year time extension for a vesting tentative subdivision map (VTSM 9360-A3) to create 63 single-family residential lots, a multi-family residential lot, four commercial parcels, and several miscellaneous parcels for stormwater treatment, private streets, and parking; and a design review (DR 14-001-A2) for three home plans, utilities, landscaping, and related improvements on 26 acres located south of Balfour Road, between State Route 4 and Summerset Drive (APN’s 010-020-014 and 010-020032). The City previously adopted a mitigated negative declaration (MND) for this project in accordance with the requirements of the California Environmental Quality Act (CEQA). The MND identified several potentially significant impacts; however, mitigation measures are incorporated to reduce those impacts to less than significant levels. This mitigation measures are included as project-specific conditions of approval. There is no new information or changes to the project what would affect the conclusions of the MND. Therefore, no additional environmental review is necessary for the requested extension at this time. The Planning Commission action is final unless an appeal is filed. Applicant: Brentwood Country Club Partners Said hearing will be held at the City Council Chambers, 150 City Park Way, Brentwood, California. Further information may be obtained from Senior Planner Debbie Hill [(925) 516-5135 or dhill@brentwoodca.gov] in the Community Development Department of the City of Brentwood, 150 City Park Way, Brentwood, California 94513. Before any court challenge of Planning Commission decisions, you are required to appeal the decision to the City Council no later than the time period provided under the City’s Municipal Code. In addition, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Brentwood Planning Commission at, or prior to, the public hearing. NOTICE OF PUBLIC HEARING Notice is hereby given that the Planning Commission of the City of Brentwood will, at 7:00 p.m. or as soon thereafter as the normal course of business permits on March 17, 2020, hold a public hearing to consider the following application: An application for a two-year time extension for a vesting tentative subdivision map (VTSM 9486-A1) to create twenty-four single-family residential lots and several miscellaneous parcels for stormwater treatment, private streets, and emergency access; and a design review (DR 18-003) for two home plans, utilities, landscaping, and related improvements on a project site comprising approximately 4.5 acres located south of Balfour Road between State Route 4 and Summerset Drive (APN’s 010-020-014 and 010-020-032). The City adopted a Mitigated Negative Declaration (MND) for the original Brentwood Country Club Partners project in 2014, in accordance with the requirements of the California Environmental Quality Act (CEQA). The document identifies several potentially significant impacts; however, the document also includes mitigation measures to reduce those impacts to less than significant levels. Given the passage of time since the original project approval and revised requirements of CEQA, an addendum has been prepared to analyze this application. According to the addendum, there are no (1) substantial changes proposed in the project that will require major revisions of the previous MND due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; (2) substantial changes occur respect to the circumstances under which the project would be undertaken that will require major revisions of the previous MND due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; or (3) new information of substantial importance, which was not known and could not have been known with the exercise of reasonable diligence at the time the previous MND was adopted, that shows that (a) the project will have one or more significant effects not discussed in the previous MND; (b) significant effects previously examined will be substantially more severe than shown in the previous MND; (c) mitigation measures or alternatives previously found not to be feasible would in fact be feasible and would substantially reduce one or more significant effects of the project, but the project proponents decline to adopt the mitigation measure or alternative; or (d) mitigation measures or alternatives which are considerably different from those analyzed in the previous MND would substantially reduce one or more significant effects on the environment, but the project proponents decline to adopt the mitigation measure or alternative. All original mitigation measures remain valid and pertain to these changes and are also included as conditions of approval on the vesting tentative subdivision map. Therefore, no additional environmental review is necessary for the requested extension at this time, pursuant to 14 CCR 15164. The Planning Commission will make a recommendation on the application to the City Council, which will take final action. County For District 3 Supervisor, Diane Burgis will return to her seat, coming away with 66.49% of the votes in a race against Paul Seger. “First of all, I’m really grateful for this opportunity, and I want to thank all of the voters and those who supported my campaign,” said Burgis. “I feel like we’re seeing results — whether it’s more funding for services to opening up a homeless shelter to bringing more jobs to Contra Costa. for protecting the Delta, and I’m excited and ready to continue to protect our Delta and fight the tunnel.” Burgis expanded on her focus for the future, such as continuing to protect the Delta and completing the census to ensure the right representation and funding, but she also reflected on her term. “We were able to keep Gov. Brown from going forward with the tunnels and that’s a significant accomplishment,” she said. “We expanded services, like eBart, which exceeded expected ridership. I’m also excited about the fact that we’re opening the Family Justice Center in East County, we expanded First Five services and we worked hard to approve ag policies to promote ag tourism … I’ve had the ability to help people be successful and make Contra Costa

chairs, door handles, water fountains, sinks and any other surface staff and students may touch — daily,” Gauna wrote in the communication piece. Oakley Union Elementary School District Superintendent Greg Hetrick released a similar message to families after county health officials made the announcement Tuesday. “This situation is changing rapidly, and we know that many people are feeling fear and anxiety,” Hetrick wrote. “At this uncertain time, we believe the best thing that our school community can do to reduce their risk is to stay informed and take steps to be prepared to prevent the spread of illness in the future.” As the situation remains under constant watch and school leadership has adjusted cleaning practices at their respective school sites, Brentwood Union School District Superintendent Dana Eaton further stated the school districts will be relying on the county’s expertise. “While we are preparing for any scenario, we are focused on the most impactful strategies; keeping anyone who is sick home and urging frequent hand washing,” Eaton noted. Liberty Union High School District Superintendent Eric Volta echoed the sentiment of his peer network, noting he and his staff are staying abreast of information from the county while taking extra precautionary measures when it comes to sanitation on campus. “We are also distributing hand sanitizers to the sites as we get them in,” Volta said. “In talking to health care professionals, it’s important to note that we are still low risk, however we are prepared if that status changes.” The coronavirus is a member of the same family of viruses that causes colds, but a new strain — first identified in China late last year — has become the focus of international attention as it’s spread to 70 locations around the globe, including the U.S. At another March 3 media briefing, World Organization Health (WHO) announced the global mortality rate for the virus to be 3.4% of the reported cases. When

a more wonderful place to live, and that’s such a rewarding part of it, but I also think about what we’re building for the future.” Supervisorial District 5 also spans portions of East County. For that district, Federal Glover took 48.96%, Gus S. Kramer secured 27.24% and Sean Trambley had 23.80% of the votes. Measure J - Contra Costa Transportation Authority — which was set to levy a half-cent sales tax to be collected from July 1, 2020, to June 30, 2055, for an estimated $103 million to go toward local transportation improvements — was denied. Votes for “No” came in at 51.06%, while the “Yes” vote was 48.94%. Schools While the modernization measure of Proposition 13 didn’t pass at the state level,

compared with the influenza virus, the CDC estimates between 12,000 and 61,000 deaths have occurred annually since 2010. WHO Director General Dr. Tedres Adhanom Ghebreyesus spoke to the coronavirus’ ability to spread, also compared to the flu. “To summarize, COVID-19 spreads less efficiently than flu, transmission does not appear to be driven by people who are not sick, it causes more severe illness than flu, there are not yet any vaccines or therapeutics, and it can be contained — which is why we must do everything we can to contain it,” Ghebreyesus said. “That’s why WHO recommends a comprehensive approach.” David Witt, MD, National Infectious Disease Leader for Kaiser Permanente, said the new strain of coronavirus does not appear to be as severe as more virulent strains like SARS and MERS, but the concern is that it can progress to pneumonia. “Typical symptoms include fever and cough. Treatment is similar to that for other viral infections,” Witt said. Officials from medical institutions, cities, school districts and CCHS remind residents to wash hands often and thoroughly, take time off work if ill and avoid crowded social gatherings. “Health departments across the country are shifting to a preparedness strategy,” said Will Harper, CCHS acting communications officer, who added it’s better to plan for the worst and hope for the best. “Practice good hygiene, limit travel, stay home if you’re sick.” Harper shared information on masks, which indicates healthy people need not wear them, as there is no evidence to support it reduces the chances of becoming infected. Rather, it’s more important for those who are already sick to wear masks to stunt the spread of the virus. Within the cities, Oakley and Brentwood noted they are watching the situation closely and will support the CCHS in educating the community. Brentwood City Manager Tim Ogden recently met with

Antioch’s own Measure T narrowly slipped by with a 52.08% “Yes” vote. This measure is for modernization of the Antioch Unified School District, allowing the district to issue $105 million in bonds, at $7 million annually for 36 years, to repair school facilities, improve safety, upgrade educational programs and retain quality teachers. Central Committees Voters chose four candidates for the District 3 Central Committee. As of press time, the votes were stacked in the following order: Debra Vinson (22.13%), Nichole Gardner (19.19%), Tony Tiscareno (17.65%), Thuy Daojensen (15.12%), Warren Lutz (14.81%) and Raymond Dapo Odunlami (11.10%). the local police and fire chiefs and two superintendents to discuss potential mitigation measures and collaborative messaging. “Currently, our focus is united with the county health on encouraging best hygiene practices, voluntary quarantines, ensuring continuity of service delivery, and the preparation for the unlikely risk of closures of schools and city departments, and any shortages of consumer goods in a worst case scenario,” Ogden said. “Our protocols will remain in place as is, and the trigger for ramping up will be with a more significant widespread event. We’ll get notifications from Contra Costa Health Services as clinics and hospitals know first with an uptick of cases, and jointly with the school districts who are tracking absenteeism as indicators to escalate a more involved response.” In terms of hospital readiness for caring for those infected or those might possibly become infected, Witt noted Kaiser Permanente has been working on confronting highly infectious diseases for years. “We are confident we can safely treat patients who have been infected with this virus, with limited risk to other patients, members and employees,” Witt said. “Staff at all our medical centers regularly drill using various disaster scenarios, including detection of infectious diseases, and have been advised about the CDC protocols to be used with the coronavirus. As more is understood about this virus, recommendations may change. Our physicians and other caregivers are asking members and patients with respiratory symptoms about recent travel to potentially affected areas and contact with people who may have the coronavirus. Those who have symptoms and links to other people potentially carrying the virus will be isolated in our medical centers.” For more information on the virus and best practices for staying healthy, visit https://bit.ly/2To06Vh and the CDC website at https://bit.ly/2vGb7Id.
