The Brentwood City Council recently gifted the planning commission with a new member and the reappointment of another. Longtime planning commissioner Dirk Zeigler was reappointed to a new two-year term along with newcomer Anita Roberts. “We had a great group of candidates,” said Mayor Bob Taylor. “It was a really hard decision.” Nine undisclosed applicants applied for the two seats, with eight ultimately choosing to go through interviews with Vice Mayor Joel Bryant and Taylor, who recommended Roberts and Zeigler before the pair were formally approved by the full council. The East Contra Costa Fire Protection District (ECCFPD) Board has reelected President Brian Oftedal and Vice President Stephen Smith to their officer positions for another one-year term. The unanimous vote was made during the board’s last meeting of the year, held on Dec. 11. “As the fire chief, I have had the privilege to work with President Oftedal and Vice President Smith for the past two years,” said ECCFPD Fire Chief Brian Helmick. “It’s good to see they both have the continued support from the other board members to maintain their positions as president and vice president. I believe with their leadership, the district will continue to advance as we

Agency: Bristow Middle School Jon Ovick is an educator raised by educators. With a father who retired from the position of superintendent of Contra Costa County schools and a mother who spent decades in the classroom, Ovick has education in his blood, though it wasn’t always in his plans. “When I started at Chico, my major was hotel and resort management,” Ovick admitted. “Once I got up there, I tried to get a job at the Hilton and I couldn’t get a job.” Ovick switched tracks to liberal studies and added a minor in special education. He graduated and earned his teaching credential as well as a special education credential. By that time, his mother was the director of curriculum instruction for the Liberty High School District. She recommended Brentwood to her son as a

great town with great schools. Ovick took a job as a seventh-grade special education teacher at Bristow Middle School in 2000 and has loved every minute of his time in Brentwood. “Nineteen years later, I’m still here, still at the school I started at,” he said. Except for three years when he worked as a principal in Tracy, Ovick has spent his entire career at Bristow. He moved seamlessly from special education to administration when he realized there were many commonalities between the two job titles. “As a special education teacher, I’ve worked with a lot of kids who had trauma in their lives . . . I really enjoyed being an advocate for them,” Ovick said. “I also had the opportunity to work with several teachers to make sure the accommodations were in place, so I knew that I enjoyed working with other teachers and adults . . . I saw the next step as going into administration because I felt I would have a larger impact on students in doing things that I enjoyed and that I felt I excelled at as a special education teacher.”

Ovick lives in Brentwood with his wife, Robin, and their two children. Robin also works for the Brentwood school district as a PE teacher at Mary Casey Black and Pioneer elementary schools. Ovick said he enjoys living in Brentwood and wakes up every day excited to go to work. “I enjoy the community; I feel that I am part of it,” he said. “I love the community and the parents I interact with. We have a phenomenal staff here that is dedicated, innovative and creative. We refer to Bristow as a family, and I feel that that’s true.”

Statewide laws taking effect this year by Deanna Gordon Staff Writer

2020 is ushering in hundreds of new laws, most of which are already in effect as of Jan. 1. Other than the five covered below, a few notables are: an increased minimum wage (Senate Bill 3); extended paid leave for those caring for a new child or sick family member (Senate Bill 83); and effective July 1, students through eighth grade cannot be suspended for defiance (Senate Bill 419). AB 1482: Rent control Effective Jan. 1 and ending Jan. 1, 2030, when this law will be repealed, Assembly Bill (AB) 1482 prohibits a property owner from increasing rent more than 5% plus the cost of living percentage throughout a 12-month period. After a tenant occupies a property for more than 12 months, property owner is also prohibited from increasing the rent for that unit in more than two increments. This law does not affect renters in cities with stricter rent controls already in place, and certain properties are exempt. AB 1482 also strengthens restrictions on some evictions. AB 218: Statute of limitations for child sexual assault Assembly Bill 218, effective Jan. 1, lengthens the statute of limitations for a victim of childhood sexual assault to come

forward against their abuser. Past law dictated legal action must be taken by a victim within eight years of the date that either: the plaintiff reaches 18; or when they “reasonably should have discovered that the psychological injury or illness occurring after the age of majority was caused by sexual abuse,” whichever occurred later. Under the new law, the plaintiff has 22 years from the date they reach 18; or five years from the date they discover the psychological injuries or illnesses resulting from their abuse, whichever occurred later. “The idea that someone who is assaulted as a child can actually run out of time to report that abuse is outrageous,” bill author Assemblymember Lorena Gonzalez, D-San Diego, wrote in a statement. “More and more, we’re hearing about people who were victims years ago but were not ready to come forward to tell their story until now. We shouldn’t be telling victims their time is up when in reality we need them to come forward to protect the community from future abuse.” For the full text of the law, see www. bit.ly/assembly-bill-218. AB 5: Classification of independent contractors and employees Starting Jan. 1, Assembly Bill 5 changes the classification of some workers from independent contractors to employees. According to the law, a person providing labor or services for pay is considered an employee, unless “the hiring entity

SB 8: Smoking ban at state parks and beaches Senate Bill 8 makes it illegal to smoke on state beaches or within the state park system, effective Jan. 1. Those found in violation will be fined $25. SB 8 also requires the Department of Parks and Recreation to post signage at beaches and parks to inform visitors of the law. Existing law that punishes violators $250 for smoking cigarettes, cigars or other tobacco products within 25 feet of playgrounds is not affected. “Thanks Gavin Newsom for signing my bill to ban smoking on state beaches and parks- providing a cleaner, safer, and healthier environment for people, fish and wildlife,” State Sen. CoCo Farms cannabis dispensary opens in Antioch Contra Costa Farms LLC — otherwise known as CoCo Farms — opened on Dec. 24, in Antioch. CoCo Farms is one of Antioch’s first recreational cannabis dispensaries to open since Prop 64 passed in 2016. The licensed cannabis facility is owned and operated by the same management team as its sister company, Rio Vista Farms. The facility in Rio Vista has been able to support the community, and the owners hope to continue that in Antioch. Prior to December 2019, there were no licensed dispensaries in the area. CoCo Farms hopes to set a standard for cannabis businesses coming into the area by providing a safe and welcoming environment for consumers and the neighborhood. Located in the heart of Contra Costa County, CoCo Farms is permitted to sell cannabis to anyone 21 and older with a government-issued ID. CoCo Farms is open seven days a week, 8 a.m. to 8 p.m., and has a full menu of cannabis products, including indoor, greenhouse, and sun grown cannabis flower, concentrates, vape cartridges, edibles, tinctures and more. Because Rio Vista Farms and CoCo Farms are owned by the same company, consumers can accrue loyalty points with purchases that are redeemable at either location. In addition to providing jobs, tax dollars, and quality cannabis products, CoCo Farms has developed a social equity program for children of Antioch residents who have been incarcerated. This philan-

every stitch of clothing helps at all — but there I stand, in hopes my scale has some sympathy for my valiant efforts. I get a thumbs-up and “good for you” from Grandpa, which helps, but I’d rather have the scale be kinder. The combination of proper diet and exercise is crucial to weight loss, and I wrestle with what is more important: looking and feeling healthier, or pizza. Such a dilemma, but I accept moderation is key. So, how much is a moderate amount of pizza anyway? The diet experts are so darned confusing. Low carbs, less fat, light on the cholesterol, minimal sugar, reduced salt and on and on. Sounds to me they’re saying that if it tastes good, spit it out. Oh, my kingdom for an ice cream cake. I get the moderation thing. Am I the only one that does a calorie count in my head of everything that I’ve eaten that day? It’s an approximation, but they add up fast. So, what is the answer for the new Roaring 20s? The answer, I suppose, is whatever works best for you, along

with the guidance and nod from your primary care doctor. The older we get, the more our bodies need a little insulation and protective chunk (I hate the word “fat”). Our bones are thinning, and if we fall, there better be a little meat between us and the pavement. A happy medium of not too heavy and being too thin is key for seniors. Healthy diets of protein, vegetables and fruits along with daily movement of any kind should be everyone’s regiment. Chair exercises are available online or at most senior living facilities and can build upper body strength. Walking, dancing and swimming are all good things to do without pounding on bones or joints. Light (one- to two-pound) weights for arms help build muscle and take the pressure off of those bones. Start small, and do a few repetitions at first to get used to it, and then build up slowly to three reps of eight in each arm. It will amaze you after a while to see little muscles where the “dangling skin” used to be, or at least sharing the space! Try to work out with a buddy. It’s safer

A few dark chocolate covered almonds (a favorite) instead of a bowlful, or some low-carb ice cream sets my heart all atwitter after dinner. The evil chocolate covered pretzels that my daughter sends us for Christmas each year are awesome, but we are grateful she only sends them once a year! I will never again be that 30-yearold dancing around the bedroom to “On Broadway” with Richard and his back up dancers, but hopefully I will continue to fit into my jeans and take walks with Grandpa for many years to come. The last few weeks were literally a nonstop eat-a-thon. The devouring of cookies, pies, pasta, and everything I could possibly make involving mass quantities of cheese may just be the culprit of my holiday weight gain. Everything looked so good. As Senior I told my Facebook orner friends: I need to learn how to decorate kale, broccoli and tofu to look more like Christmas cookies next year! We are about to embark on a new year, a new decade, Marla and I, for one, am Luckhardt ready. I reintroduced myself to wicked Mr. Treadmill and his merry band of brothers, the Frightening Free Weights. There are bones and muscles that are screaming, “NO!” But I really have to rethink my sedentary position and get moving again. Years ago, I used video tapes of Jane Fonda, Callen Pickney and Richard Simmons. As I sweat to the oldies with Richard and contorted myself into a pretzel with Callen and Jane in my 30s, I was in the best shape of my life. Now that my age and my waistline have (almost) doubled, I fear my movements may be slower and getting up off of the floor will take a little coaxing for a helping hand from Grandpa. Grunting not only is a natural reflex, it helps with the uplift. Yet, I will forge on! Exercise is probably my least favorite pastime. Not being a very patient person, I expect to weigh myself first, then treadmill second for 30 minutes at a walking pace and return to the scale immediately, anticipating a four- to five-pound loss. I’m not sure that holding my breath, standing on one foot like a flamingo and removing

These valves aren’t operated very frequently and often don’t shut off all the way. I’ve seen it happen where you turn them off, disconnect your appliance and it’s not leaking, only to START leaking a few minutes later. So check them constantly. It may be a good idea to turn the water off to just the inside of the house just to be safe. Most homes are plumbed so you can turn a valve that shuts off the water to the house plumbing, but still allows water to the landscaping irrigation system and fire sprinkler system. The reporting person said they noticed shattered glass on the ground near two vehicles, both of which had their trunks popped open. Heritage girls basketball wins jamboree by Kyle Szymanski Staff Writer

The Heritage girls basketball team pushed its winning streak to three and picked up its second consecutive West Coast Jamboree Gold bracket title in a 61-48 win over Kamehameha Kapalama (Hawaii) on Dec. 30. The Patriots (6-2) never trailed in the contest, closing the game on a 16-7 run over the final 4:19 after the Honolulu-based squad cut the deficit to four. Heritage center Abby Muse led the Patriots with 16 points, and guards Paige Ziemann and Isabella Fabricante each added 13. “It was the most complete performance of the season,” said Heritage head coach Rob Ocon. ‘We hadn’t been playing very well up until this tournament.” The Patriots, who defeated Canby (Oregon) and Oakland Tech to advance to the tournament championship, executed at the free throw line late to stave off the pesky Warriors. With under four minutes remaining, Heritage guard Milan Tuttle and forward Ja’lani Battle sank four unanswered free throws to push Heritage’s lead back to eight after Kamehameha Kapalama pulled within 45-41 midway through the quarter.

the visiting Warriors, who battled the whole game and never trailed by more than seven at the end of each of the first three quarters. “I think our heart and our hustle (carried us

through),” said Muse. Kamehameha Kapalama guards Malie Marfil (16 points) and Camille Feary (12 points) led the Warriors. The squad (8-4) had an otherwise impressive showing during the three-game tournament, knocking off Valencia and Antelope on back-to-back days to enter the title tilt against Heritage. The Warriors may have met Heritage at just the moment the Patriots are finding their groove after an intentional late start to game action this year, Ocon said. The Patriots, coming off their fourth consecutive North Coast Section title game appearance, feature five new varsity players this year. “Usually, we start early in November, but I pushed our first game out until mid-December,” Ocon said. “We kind of started slow and just gradually started to get better, and I think today it showed the type of team we could be,” Ocon said. Superstars on the move Heritage soccer star Sarah Smith and basketball standout Abby Muse recently signed their letters of intent to Sacramento State and Boise State universities. Smith’s official stats were not available, but she’s been a four-year standout for the Patriots, helping the team finish with winning records each of her first three seasons, 9-65, 12-6 and 8-7-4. She was named to the allleague honorable mention team in 2017, and the first team in 2018 and 2019.

Muse, considered a top-100 recruit by ESPN, has helped her squad reach the North Coast Section championship game three years in a row. She was named to the all-league honorable mention team in 2017, the second team in 2018 and the first team in 2019. “Abby is very long, very athletic (and) a top-100 recruit,” said Boise State head coach Gordy Presnell in a school news release. “She’s a shot blocker who can play multiple positions in the post area, and has a really high upside.”

layton Valley High School kicker Shane Nelson, a Brentwood resident, was a key member of the Ugly Eagles’ recent state championship-winning football team. Nelson connected on 51 of 57 point-after touchdown attempts this season and nailed his only field-goal attempt from 35 yards away, according to Maxpreps.com. The 35-yard field goal came in Clayton Valley’s 10-7 championship win over San Bernardino’s Aquinas High School on Dec. 13.

The West Coast Avalanche 2009 boys recently won its State Cup Finals game.

The Liberty boys basketball team recently finished second in the Damian Lillard Tournament. The team picked up wins over Albany (62-49) and Oakland (61-60), before falling to Compton.

Kahli Custard scored 28 and Devean Hinton added 13 in the win over Oakland, and Devin Costa and Custard led the way with 13 in the victory over Albany. Liberty (6-5) hosts Fremont on Jan. 4 at 3 p.m.

eritage High School softball star Kylie Opelski recently signed her letter of intent to attend California State University, Chico. Opelski was named to the 2018 all-league first team and hit .311 with 23 hits, 10 RBI and 15 runs last season for the Patriots. The squad was an impressive 18-5 her freshman year, 17-4 in 2018 and 25-3 in 2019.

West Coast squad avalanches Danville The West Coast Avalanche 2009 boys team recently won its state cup finals game in Modesto at Mary Grogan Sports Complex, defeating Danville Mustangs 2-1. Both of the West Coast Avalanche goals came in the first half. The first goal came off a pass from Santiago Gomez to Conner Giuliacci, who hit a shot from the top of the goal box past the arms of a diving Mustangs goalie. After some back and forth play between the two teams, the West Coast boys got a second goal when Daniyaal Malik took the ball

up the left side of the field dribbling the ball towards the near post of Mustangs goal and then laying off a nice pass to Santiago Gomez who was making a run up the middle and passed it by the Mustangs goalie for the Avalanches second goal. In the second half, the Mustangs increased the pressure and did find a way to score but in the end were not able to get the equalizer as they were turned away by a strong defense led by goalie Neil Mishra, and defenders Jackson Adams, Bryce Perry, Masyn Hoxworth, Yusif Kalil and Marcus Malogan.

Golden Gate Park to celebrate 150th anniversary San Francisco Mayor London Breed has announced an illuminated 150-foot observation wheel is among the attractions planned for Golden Gate Park’s 150th anniversary in 2020. The wheel will provide riders with sweeping views from the ocean to downtown San Francisco. The observation wheel will launch on April 4, 2020 and operate through March 1, 2021. It is planned for Golden Gate Park’s Music Concourse, the outdoor plaza near the de Young Museum, the California Academy of Sciences, and the Japanese Tea Garden. The wheel features 36 fully enclosed, climatecontrolled gondolas that each seat six passengers. “Golden Gate Park is a San Francisco treasure and a place where everybody can enjoy the best that the city has to offer,” said Breed. “We want to celebrate the park and give people a new way to appreciate the beauty of our city during this 150th anniversary celebration.” The San Francisco Recreation and Park Commission is expected to approve an agreement between the Recreation and Park Department and the attraction’s operator, SkyStar Wheel, LLC. This will be the first time an observation wheel of this scale has operated in San Francisco since Golden Gate

Roberts said her extensive career experience has required her to be detail-oriented, do lots of reading and harvest the natural synergy that exists between a community and government — all traits that should serve her well as a commissioner. Incident response times that regularly exceed national standards point to the strain under which the district operates. The district is expected to put a new funding measure in front of voters sometime in 2020, though the form it takes has not yet been announced. The two most likely options are either a parcel tax or a benefit assessment. Attempts to increase funding were voted down in 2012, 2015 and 2016. In an effort to increase the chances for passing a spending measure, the district recently launched a public-engagement campaign intended to raise awareness of ECCFPD’s funding issues and receive direct feedback from residents on their concerns related to fire service. Serving alongside Oftedal and Smith are directors Carrie Nash, Joe Young and Adam Langro. Board members typically serve four-year terms, but Smith and Young were assigned two-year terms so that the entire board won’t come up for reelection every four years. Board members elect the officer positions of president and vice president annually. All of the existing board members with the exception of Nash served as appointees

She subsequently moved to the Virgin Islands, but returned to California after two hurricanes struck the area, including Maria in 2017. “I am very excited about rolling up my sleeves and hearing what the community desires,” she said, noting she’s eager to jump into commission work that includes evaluating proposed blueprints, setbacks, zoning regulations and what’s already on the city’s books.
