The Brentwood Planning Commission postponed plans to evaluate the design of a proposed 288unit Amber Lane apartment complex this week after a building company submitted a letter stipulating the project needs further review. The letter — submitted by attorney Kristina Lawson on behalf of Discovery Builders, Inc. shortly before the commission’s meeting was scheduled to begin — states further project review is needed to comply with the California Environmental Quality Act (CEQA) and the East Contra Costa County Habitat Conservation Plan and to address proposed impacts on the local fire district. “We respectfully request that complete environmental review of the proposed project be conducted see Review page 22

Local consumers who want to be refunded the California Redemption Value (CRV) paid for plastic, aluminum and glass recyclables have had to look elsewhere since mega-recycler RePlanet closed in August. RePlanet, which had local operations in Brentwood and Antioch, was one of the largest recycling centers in California. It closed all 284 of its locations in the state after the business determined its operation was no longer profitable. These closures have left those in East County — and elsewhere — wondering where to redeem their recyclables. Few standalone redemption centers remain. According to the California Department of Resources Recycling and Recovery

Assembly Bill 54 (AB 54) on Oct. 12, which provides $5 million in subsidies to retailers affected by closures to help their business in the interim, but he said this is only a temporary fix for both consumers and businesses. Deadline for BRCC sign-ups The Brentwood Regional Community Chest (BRCC) will bring the community together this month to serve those in need in East County. The nonprofit’s work depends on the generosity and support of individuals, families and businesses to collect holiday dinners, canned food and presents for local families in need. “It’s a community effort,”
said BRCC Co-President Dana Eaton. “It’s all about supporting local people in need.” Barrels and bins have been placed at schools and local businesses to collect non-perishable food and new toys to distribute. Volunteers are needed to help pack donations on Friday, Dec. 20, from 4 to 9 p.m. and distribute to families on Saturday, Dec. 21, from 7:30 a.m. to noon.

District launches fire aide program by Tony Kukulich Staff Writer
The East Contra Costa Fire Protection District (ECCFPD) recently implemented a program to hire fire aides, and the program is expected to provide a variety of benefits to the district and the aides. “Some time ago, we identified a need to have people running supplies and mail,” said ECCFPD Battalion Chief Ross Macumber. “Because of our staffing, we can’t have engine companies coming into administration to pick stuff up, or have onduty crews running stuff to other stations. We really want our stations, as best they can, to stay in their own area. You just don’t need engine companies doing that kind of stuff. It’s not the best use of their time.” The fire aide is a paid, part-time position, and the district recently filled the seven budgeted slots. The initial call for applications led to the district conducting approximately 40 candidate interviews. A panel discussion followed to determine which applicants would receive an offer. Macumber said that most of the aides were already on the path to a career in the fire service. Some are studying fire science at local colleges or working as volunteers with other districts. Many also participated in the regional occupational program (ROP) while still in high school. Two newly-hired aides have already returned to the ROP classrooms to share their experiences

and help students understand how the fire aide program fits in the progression toward a position as a professional firefighter. “We really designed this to be a job for a younger person who wants to get their foot in the door in the fire service; to start feeling what it’s like,” explained Ma-
cumber. “But also it’s to get some tasks done that we need on a day-to-day basis.” Fire aide Justin Grima is no stranger to the ECCFPD. His father, Joe Grima, started as a paid on-call firefighter with the district in 2003, and was hired for a fulltime role three years later.
“I want to pursue firefighting as a career,” said Justin Grima. “I saw the opportunity to get my foot in the door, and a good way to gain leadership and firefighting skills. I grew up with the department. I see Aide page 6

Brentwood City Council holds off on gas station plan by Kyle Szymanski Staff Writer
The Brentwood City Council has shelved a decision about a proposed gas station project’s future until a noise study has been completed. Councilmembers say they need more information to determine whether the project — a Rotten Robbie gas station, detached drive-thru car wash and a convenience store, at 6860 and 6890 Lone Tree Way — would generate unacceptable disruption for nearby residences. The proposed site is located on the northwest corner of the Lone Tree Way and Fairview Avenue intersection, with the Visions at Brentwood residential subdivision across Lone Tree Way, south of the property. “I think there is a need for a gas station in that area,” said Councilmember Karen Rarey. “I am just having a problem with the noise issue there.” City staff already recommended approval of required project documents, which the planning commission carried out, but that decision was appealed by representatives of the nearby Brentwood Auto Spa, who expressed a variety of concerns unrelated to noise, including that the

by an acoustical consultant — a staff decision determined on a case-by-case basis — but the proposed project noise was analyzed with help from an outside planning and management company, using available city documents, said Planning Manager Erik Nolthenius. Rarey said available sound analysis determined that the dryer at the carwash — scheduled to be open from 7 a.m. to 10 p.m. daily — would generate 59 decibels of sound (just below the acceptable 60) at the nearest residences’ property line. But also concerning are estimates that traffic noise on Lone Tree, between Fairview and Empire avenues, is projected to be 64.6 decibels over a 24-hour period at buildout,
Rarey said. A sound wall shields nearby residences right against Lone Tree Way, but Rarey pointed out that the top part of the homes’ windows look out over the sound wall. “Sound travels,” Rarey said. “We have the 65-plus decibels coming, plus we have 59 decibels coming from the dryer at the property line of the nearest residences.” The project applicant, Tom Robinson, CEO of Robison Oil, said he believes noise won’t be an issue. He noted that the only public correspondence the city received during the planning process was from Brentwood Auto Spa representatives, and was unrelated to sound.
Furthermore, it appears the already established Chevron gas station on Fairview Avenue is closer to the homes in question than the proposed new station, and the dryer in question will be situated in the northwest corner of the property, tucked against Acorn Self Storage, he said. “I don’t know who is going to hear us, quite frankly,” he said. “Where that thing is situated, you either have six lanes of road or a whole bunch of self-storage or a shopping center.” Aside from the noise, Nolthenius noted that Brentwood Auto Spa’s appeal, on the grounds that the new station would create negative economic impacts for their business, appears to be outside the control of city governing bodies.

If approved, the station would be the eighth current or future-planned station on Lone Tree Way, between Heidorn Ranch Road and Brentwood Boulevard, but the first on the north side of the road. “Competitive impacts on a single business are not something that can be considered by either the commission or council in making a decision on this project,” Nolthenius said, noting that the proposed new project also isn’t expected to contribute to urban decay — another concern mentioned during the appeal. Aide from page 4 saw how much my dad loved the job, and I used to love visiting the fire station as a kid. It motivated me to try to become a firefighter, and I saw it as a good opportunity when they said they were going to start this program.” In the event of a major incident after regular hours, aides can be called back to assist at an incident scene. Their principal role is to provide support and keep the firefighters on the fire line. “They provide logistics support at these major incidents,” said Macumber. “They don’t get to pick up a hose line. They don’t get to do any mop up. Postincident they help put things back to get our crews back in service faster.” Oakley resident and fire aide Matt Wyatt is currently a volunteer firefighter at River Delta Fire District in Isleton. He saw the fire aide program advertised in a Facebook posting. “I thought it was a really good opportunity to get my foot in the door for when they start hiring here, and also start getting experience with a larger department,” said Wyatt. “It’s very different from what I’ve experienced in the past. I definitely wanted to see the aspect of a growing department. So far, it’s really good. I really enjoy it.” For the aides, they get daily exposure to firefighters, a detailed understanding of district operations and an opportunity to be mentored, all of which will help their goals of landing a job as a professional firefighter. “As we’ve hired firefighters, we’ll see that on a resume and it does stick out,” said Macumber. “A lot of departments such as ours looks for that on a resume.” The nature of the fire aide’s role leads to a relatively high turnover rate. ECCFPD Fire Marshal Steve Aubert said that the tenure of an aide is one or two years. To compensate for that, the district expects to move to a continuous hiring process early next year in which the district will allow candidates to apply at any time. “The dream is to land a job as a firefighter, hopefully with our district, if the opportunity presents itself, or with a different district,” said Aubert. “Whatever we can do to help them in the process, we’re here to support them as much as they’re here to support us operationally with our daily tasks, too.” To comment, visit www.thepress.net

INTEREST RATES – Mortgage rates had been hovering around historic lows in the mid to low 3% range the last few years. Then in 2018 they started increasing to nearly 5% with fears that they would continue to climb. But surprisingly in 2019 rates drifted back down to the high 3% range again. Refinances are booming and this could have a positive impact on the economy as people improve their monthly cash flow or use the money for home improvements, which stimulates many sectors of the economy. INVENTORY – For most of this year inventory has been higher than last year, but as I write this it’s actually lower than this time last year. The population has grown, so a larger number of homes for sale is to be expected as there are more homes to start with. There are quite a few new home subdivisions with available inventory. PRICES – Prices have been fairly stable the last year or two, with some ebbs and flows, but nothing like the drastic swings during the mortgage meltdown and recov-
ery. Overall the median price for a home in our area is about 6-7% higher than it was two years ago. AFFORDABILITY – Many homebuyers are getting squeezed out of the market because home prices have risen faster than household income. Mathematically, that situation can’t continue and could lead to a pullback in prices, although lower interest rates are helping a bit. The economy has been very strong and if that leads to higher wages, that should help homebuyers afford more home. As long as we don’t see any big negative shocks to the economy and interest rates stay low, I’m guessing 2020 will be about like 2019 was: Relatively low inventory, modest or gains in appreciation, but affordability will still be a big problem for many buyers. Santa’s mailbox returns to Antioch Boys and girls are invited to write a personal letter to Santa this year, as a special mailbox has been set up at the Antioch Community Center, which is accepting letters for Santa directly. Parents and grandparents can bring letters to the community center, 4703 Lone Tree Way, until through Dec. 16. The Antioch Council of Teens helps Santa get his letters personally, and Santa will respond directly to each child. All letters
should include the child’s full name and the address where Santa can send his response. This year is the fourth year Santa has dropped off a mailbox in Antioch, which gives young children a unique holiday experience, including happy smiles when they receive their very own letter in the mail. “Big Jim” Wangeman – a love story by Christina Dalton Correspondent
This is a story of perseverance, survival and love — Big Jim’s story. Jim Wangeman was born May 26, 1938, in Eagle Rock, California, a suburb of Los Angeles. He was the first child to survive for more than a year, after his parents had already lost two sons. Jim himself was only 4 pounds at birth and spent the first two months of life in an incubator. He was not expected to live. For most in East Contra Costa County, “Big Jim” is known for bringing bowling into the community. He is the founder and owner of Harvest Park Bowl, but like so many in our community, his passions and journey to who and where he is today lie much deeper. Though his father, Otto Wangeman, was from Kansas, and his mother, Coralie Delay, grew up in Omaha, Nebraska, the couple found each other in the heart of Los Angeles. Otto, a star athlete, was recruited to USC and played fullback on the USC football team with teammate Marion Morris, also known as “John Wayne.” Coralie, a talented singer, like so many young, beautiful girls of the early 1930s, chased her dream and moved to L.A. on her own to be discovered. For a time, she reached that dream, singing for Paul Whiteman and his orchestra, the most popular band of the 1920s. Jim’s grandfather, a renowned inventor, worked on the China Clipper, the first of three four-engine flying boats and one of the largest planes of its time — built for Pan American Airways and used to inaugurate the first commercial transpacific airmail service from San Francisco to Manila. His grandmother was active in women’s groups to bring change for women. Perhaps this combination of tal-

ent, intelligence and perseverance are the ingredients that formulated the survival skills Big Jim possesses to pull him through each of his life’s challenges From being a premature baby barely surviving his first year of life, Jim, at 7 years old, contracted the crippling, often deadly disease, polio. For one month, he lived in an iron lung, a machine used for patients unable to breathe after the virus paralyzed muscle groups in the chest. Though the pressurized machine is meant to reduce pain, Jim suffered agonizing pain from the disease. From the iron lung, Big Jim graduated to leg braces and for six months worked on walking again. Like his father, who played four sports at USC as well as professional basketball, Big Jim was an athlete. Though he did not have the agility in his legs, he still was a center linebacker in high school and a powerful force on his team. By this point, he had already lost his father, a police officer with the Los Angeles Police Depart-
ment, who was injured in the line of duty and suffered a leg injury that ultimately took his life. Also like his father, in Jim’s senior year, he was severely kicked in the leg on a play, causing him to pass out. The injury was so damaging that the shoe of the opposing player cut through Jim’s leg and caused blood poisoning. The blue dye from the shoe had entered Jim’s blood stream. The injury escalated to gangrene and was life threatening. In the hospital, Jim had died, but at 17 years old, he was brought back to life. The doctor believed that to save Jim, his leg would have to be amputated. Jim’s mother, a devout Catholic, had already been through this agony with his dad and the injury that killed him. She replied to the doctor, “Jimmy is in God’s hands. You will not amputate his leg.” In November 1955, Jim was released from the hospital, both legs intact. After Jim’s father had died, his
mother remarried and moved the family to Redwood City in the Bay Area. They chose Redwood City because the LA smog was affecting one of Jim’s brothers who suffered from asthma, and Redwood City was known for the best climate and air quality through regional tests. Sadly, Jim’s mother had a massive heart attack in February 1956, Jim’s senior year of high school. She died and left Jim’s stepfather as the appointed legal guardian, after which he took the family money and left Jim to survive on his own. With no money after graduation in 1956, Jim joined the Air Force. At first stationed locally in Merced at Castlewood Air Force Base, he was able to marry his high school girlfriend before shipping out to Guam where he served for a year and a half. With no opportunity to return home, it was the Red Cross that notified him when his wife gave birth to their first of four children. In 1959, Big Jim returned back to the states to be stationed in Riverside, Southern California. It was there he was put in Strategic Air Command and trained to be in the Air Police Unit. At the time, Jim’s goal was to follow his father’s steps to be a police officer. This duty was perfect, but life’s dreams change. Instead, with a family now of three children and a wife to financially support, his career path took him to the stability of PG&E. Though he was not truly challenged in his desk job, it paid the bills. But when his fourth child was born, even this position was not enough to support four children and a stay-at-home mother. It was time to pick up a second job. In 1968, on Saturday nights, Big Jim became the blue chip clerk for San Jose Fiesta Bowl. – Stay tuned for part two in next week’s issue.

When we moved to Summerset a little over three and a Marla half years ago, we Luckhardt schlepped dozens of boxes from our home in Discovery Bay. They were stored away under that house, and when we got to our new home, we promised ourselves we’d go through the unopened boxes “soon.” For the past two days, while the weather was conducive to staying inside, “Project Pictures” finally began. There were slides that needed a projector and, lo and behold, we found the old one we’ve had for almost 40 years. Grandpa got it to work ... sort of ... and with a little help and pushing, we were able to see the slides of us when we were on our first mini-cruise with dear friends. Digging around some more, we found albums filled with pictures — both from our collection and our parents’. Then we hit pay dirt: about two dozen home movies from when our parents were young, including one of my mom at age nine, dancing on the sidewalk with my grandfather and several other relatives! It was exciting and beautiful. The videos of my in-laws were also extremely sweet, as I watched my husband’s face and heard him call out the names of various relatives and family friends, while his mom danced at several parties. It was fun for me to see him as a child and a teenager, and I realized he still has that same sweet face. We spent hours over the next few days reliving together some of our childhoods — his on the West Coast, and mine on the East. Some films were transferred onto cassettes by my dad years ago, but he never tossed the original 8 mm reels. I have no idea what is on them or if all of them were transferred, so I decided to look into getting them converted onto a flash drive. A friend mentioned that he’d had pictures done this way, so I asked him for the information. There are several places that will take still pictures, videos, reel-to-reels and other formats of your memories, and convert them to current formats. They can weed out a lot of the unusable

footage and edit them to remove parts you can’t see at all. Prices for a project like this can vary a bit, but preserving these memories is priceless. The price of the transfers is based on the estimated number of photos, feet of film or lengths of your video tapes. Find a place that guarantees they clean, lubricate and recapture your film onto DVD and/or digital formats onto some kind of drive. If you have a box of photos containing black-and-white pictures, many will manually color and exposure-correct your images. The same goes for blackand-white films. Make sure they let you review your images and delete the scans you don’t want (usually up to 20% of your order), charging you only for the ones you choose to keep. Some companies will upload videos so you can see them online, and then ship them to you after you approve. Some will keep the new productions online for a short period of time (30 days) so you can share with family and friends. They should also keep a copy of your converted film for a few weeks after shipping them to you, in case of any loss. They might give you quotes by the foot or by how many minutes are on the reel or tape. Slideshows from those picture albums will take a little work on your end to dig through and choose which ones you want to keep and which ones you don’t — if, like me, you find a bunch of faces and have no idea who they are! There are several online to sort through and see which has the best prices, reviews and timing. I googled “digital movie transfer” and a bunch came up. Now, I have to decide who will be in charge of this precious cargo — including my mom and dad’s wedding, and those videos of my great grandfather, Poppa Joe, smiling at me. One precious tape is of my maternal grandfather at age 92, standing in front of a classroom of children sharing his story of how he came through Ellis Island as a teenager. The memories poured back as I watched videos of my mom holding me in her arms as an infant. I smiled and recalled a very happy childhood filled with road trips to such magical places like Niagara Falls, Santa’s Village and Pinecrest Bungalow Colony. Even though there was no sound in those films, you could tell that everyone was having a great time, waving, smiling and talking to my dad, who was usually behind his movie camera. Cornerstone Christian’s football coach Logan Heyer glows about quarterback Caed Miner’s heart. But it turns out the senior’s legs are pretty special, too. Miner carried the ball 32 times for 445 yards and eight touchdowns to secure the team its first North Coast Section eightman championship in a 64-48 triumph over Branson at Rio Vista High School last week. “I have always been the crazy kid, the wild kid,” Miner said. “I have a lot of energy.” The top-seeded Cougars (12-0) never trailed en route to their 21st straight victory dating back to last season — but it wasn’t easy. Second-seeded Branson, the defending section champions, tied the game at 22 early in the second quarter and then battled back from a 16-point mid-third-quarter deficit to pull within two on Luke George’s 30-yard catch late in the third. But Miner countered with two unanswered fourthquarter scores to reestablish the Cougars’ two-touchdown lead with 8:12 left in the game. Branson drew no closer than 10 the rest of the way in losing just their second game all season — both to Cornerstone Christian. “He’s the best player I have ever coached,” Heyer said of Miner. “The heart

He also caught a 19-yard touchdown pass from Miner that put the Cougars up 3022 midway through the second quarter — the only Cornerstone score Miner didn’t make himself.
The Cougars defense forced four turnovers in the game, including interceptions by Louie Shuckahosee and Miner, that both led to Miner touchdowns on Cornerstone’s ensuing offensive possessions, putting the team up 37-22 midway through the second quarter and 58-42 early in the fourth. Branson, however, hung tough, never
trailing by more than two touchdowns in the game. Bulls senior quarterback Blaze Maier completed 19 of 32 passes for 248 yards and six touchdowns, and running back Kenyon Graham carried the ball 11 times for 132 yards and a score. Graham also caught another touchdown. The Cougars’ winning season cements their dramatic turnaround from a struggling 3-4 unit in 2017 to a North Coast Section champion in 2019. The team went 9-0 in 2018 and continued its dominant play this season, outscoring its opponents 696-215. “Three years ago, we restarted,” Heyer said. “We went three and whatever, took our lumps and got killed quite a bit. The senior class was determined they were not going to get beat, and they have done it the last two years.” After the game, Cornerstone players relished their achievement, dousing multiple coaches with water and popping celebratory apple cider. “Whenever people ask us where we are from and we say ‘Cornerstone,’ they are like, ‘I have never heard of that,’” said Jacob Ebert. “But maybe now people will start hearing about us.” Broad agreed — the thrill of victory was electrifying. “I’m fighting back emotions right now,” he said. “It’s a blessing to be here.” To view a video and a slideshow, visit www.thepress.net/multimedia
BVAL cross-country stars finish season at state meet The Liberty boys’ cross-country team recently wrapped up its season at the California Interscholastic Federation state cross-country championship in Fresno. Jackson Schwartz, Anthony Portillo, Nic Lewis, Curtis Reichardt, Keene Sample and Matias Rogers all represented Liberty, with Schwartz finishing as the top Liberty finisher at 16:31.0, good enough for 112th place in the Division II race. Portillo finished 115th, Lewis 135th, Reichardt 162nd, Sample 180th and Rogers 181st. In other action on the course, Freedom’s Kylee Denver made the trek, finished 60th with a time of 18:50.1 in the Division II girls’ race. In the Division I girls’ race, Pittsburg’s Gabriella Hernandez also competed, finishing 113th in 19:37.3. The Lions made the trip after finishing fourth as a team at the North Coast Section meet. Denver clocked a 12th place finish with a time of 18:20.1. Overall at the state meet, Newbury Park took the Division II boys’ win, with its own Nico Young winning the race in 14:29.

Diablo Water District Notice of Public Hearing on Proposed Water Charges Increase of Up to 5.45% for the Average Customer Diablo Water District (DWD) will conduct a Public Hearing on Wednesday, January 22, 2020, at 7:30 p.m. at Diablo Water District’s office, 87 Carol Lane, Oakley, where an increase in the District’s water charges of up to 5.45% for the average customer will be discussed. BART, The Salvation Army ‘partner for change’ Bay Area Rapid Transit will team up with The Salvation Army during its seasonal Red Kettle Campaign with a new “Partners for Change” initiative inside BART stations. The partnership will provide donated funds and paper BART tickets from riders to help pay for supportive services for those who seek shelter inside BART stations and trains. The campaign coincides with the Army’s kettle campaign timeframe through Dec. 24. “Our riders have expressed concerns and a willingness to help those experiencing homelessness in our stations, and this partnership brings the community together to connect people to beds, supportive services and treatment centers,” said BART Board President Bevan Dufty. “The Salvation Army

The commission had the option to move forward with the scheduled design review but took city staff’s advice to continue the matter to fully evaluate the concerns. “I’m comfortable moving it to a future date, just in case there is new information that could impact what our report says,” said Commissioner Emily Cross. Lance Crannell, the principal of SDG Architects, said project officials were taken aback by the letter. “This came as a surprise to us,” he said. “Literally with-
in the last hour and a half, a letter has come up from someone who has an objection to our project. For all intents and purposes, it shifted gears in terms of where this is going. This was a design review application, and we were fully ready to present the application tonight.” The letter states a variety of project review concerns, including claims the city staff report doesn’t show a projectspecific environmental review or analysis has been conducted; a planning survey report needs to be completed to meet East Contra Costa County Habitat Conservation Plan requirements; and project approval documents fail to discuss or analyze impacts to the fire district. “The staff report prepared for the project does not identify a specific exemption under CEQA that would serve as the basis for foregoing preparation of any environmental document whatsoever,” Lawson said. Raley’s — in Brentwood at 2400 Sand Creek Road, and in Antioch at 3632 Lone Tree Way — has taken recyclables in store since 2016 when the first round of RePlanet closures affected the area, deeming it underserved by standalone recycling centers. At these locations, customers’ recyclables are received at the back door of the store. According to Chelsea Minor, corporate director for consumer and public affairs, the stores avoid accepting open containers in store to protect the health and safety of customers and team members. Minor says the changes have been difficult for Raley’s.

The East Contra Costa Fire Protection District’s three stations cover about 249 square miles and over 115,000 residents. “The applicant voluntarily wants to commit to seeing that concern through,” Crannell said. “Not even knowing what those fees are, (the applicant) has committed to at least addressing those concerns with the fire district and addressing those fees blind.” A date has not been set for the commission to take up the issue again. “One challenge faced by grocery stores is that we are a food retailer and required to take recycling material back in the store, which our stores are not built for the takeback, both for space and logistics,” Minor wrote in an email to The Press. “The health and safety of our customers and team members is our top priority, and taking back recycled materials can be a challenge. In addition, there is no infrastructure for retailers to recycle the material and recoup the dollars paid to customers. Unfortunately, the system is built that the state keeps the money, and the retailer eats the cost of the payout. We want to be a part of the solution to ensure materials are recycled, but the current system is imperfect.” Safeway stores at 3110 Balfour Road in Brentwood and 3365 Deer Valley Road in Antioch have begun accepting CRV recycla-
bles in store more recently. “At Safeway, we comply with state law, and when stores are notified by CalRecycle, we work with their agency to remain in compliance,” Northern California spokeswoman Wendy Gutshall wrote in an email to The Press. “We accept CRV redemption at select stores in unserved areas at the customer service desk.
