Over the last year sport and recreation has continued to play a large part in the lives of South Australians. From a casual visit at the local Club to organised weekly competitions, thousands of people participate every week, whether they are taking advantage of some of South Australia’s great bowling Clubs or helping from the sidelines in a volunteer capacity.

Some of our programs are designed to engage children into the sport with the means to also involve parents and grandparents, albeit by involvement in volunteering, strengthening the local community fabric.

Our State is blessed with a stunning natural landscape which is ideal for outdoor activity and Bowls Clubs have invested substantially in facilities and, in recent times, have been instrumental in the refurbishment of Clubs as a meeting place for the community.

President's Message

D

uring the winter recess the Board and State Consultative Body have been reviewing the Bowls SA governance structure to consider how we can best administer and deliver the game for the benefit of all players across the State. In considering these issues we initially engaged a facilitator, Virginia Hickey, to assist us through the early discussions. An extra State Consultative Body meeting was then held in July where we collectively worked through future structure options. This is not a process that will be done in haste; any changes will be carefully considered. If a restructure is agreed upon it will be to the way we administer bowls across the State and will not alter the conditions of play or how we play the game. During the winter months CEO Mark Easton and I visited Regions 3 Upper Northern and 8 Lower North, to discuss some changes within their jurisdiction.

The Board is very conscious of containing costs and preventing financial increases to members. As a consequence it has been decided that producing a printed version of the SA Bowler is no longer sustainable. While the December 2015 edition will be the last printed and posted version, the SA Bowler will continue to be available electronically. The Board is also keen to increase communication with the membership and an e-newsletter Calling the Shots will provide a regular flow of up to date information to members. Volunteers are the heartbeat of sport and without them we would not survive. Bowls SA is continuing to recognise and reward volunteers and innovation throughout the State and I encourage Clubs to consider submitting nominations for Bowls Awards that will culminate in winners being recognised at the Awards Night on 6 May 2015. With the season ready to start I would like to wish every player a successful season and I look forward to meeting you somewhere around the State.

At Bowls SA we want to provide our members with the latest news, results, special offers and details of up and coming events as soon as they become available. Advances in IT and instant paperless communication via 24 hour news cycles, email, Facebook and Newsfeeds have had a significant effect on how we now receive and read our news. The format of the SA Bowler has remained virtually unchanged for many years and has been the mainstay for communicating directly with our membership.

As economic forces compel us to move from print to digital our avenues of communication will be further expanded and streamlined to ensure the availability of more frequent news and information. After the distribution of the December 2015 issue, the SA Bowler, with all its regular features, will move to digital and be emailed directly to members and will also be readily available to members and the wider community via the Bowls SA website.

Update

Bowls SA Board 2015-2016

Elections for the positions of President, Vice President, Finance Director and two Bowling Directors occurred at the Bowls SA Annual General Meeting on Monday 7 September 2015. The following nominees were elected and in accordance with Clause 25.2.4 of the Bowls SA Constitution, the term of office for these positions commenced at the conclusion of the AGM: President: Janice Kelly OAM for a two year term. Vice President: Wayne Prosser for a one year term. Finance Director: The position remains vacant as no nominations were received. Metropolitan Female Director: Sandra Wallace for a two year term. Country Male Director: Leith Gregurke ASM for a two year term. President Jackie Kelly also confirmed that Bob Boorman has accepted to be appointed as an Independent Director for a further one year term.

At the September Board Meeting Michael Zietz was also appointed as an Independent Director. Michael has a diverse background in Financial Planning, video production with writing, directing, and editing experience and he will bring valuable skills to the Board. 6 | SA BOWLER | October 2015

Night Owls is a highly successful and extremely important social program in many Clubs across the State and provides a fantastic pathway into further participation in the sport for many Night Owlers. The Night Owls program has been undergoing a re-branding to ensure it continues to be an appealing social activity for people of all ages. This has included the above logo being developed and trademarked and streamlining the promotion of the program. In addition, a Night Owls Facebook site has been developed. Please check it out and ‘Like Us’ at: https://www.facebook.com/ nightowlsbowls?ref=hl A Night Owls website is also in the development stage and will be launched later this year. Bowls SA is currently liaising with various Clubs to streamline the program and processes.

The Survey offers a simple and quick method of answering questions relating to the initial criteria for Phase One of the above awards and registering nominations. Member Clubs that have met the initial criteria will then be contacted by Bowls SA and provided with a Phase Two online survey relating to the relevant Award for which they have qualified in Phase one. Documentation in support of the nominations will also be required. An independent panel will assess all qualifying nominations to determine the finalists for each Award. Finalists will be invited to attend the Bowls SA Awards Night where Winners will be announced. In the December 2014 SA Bowler the Board had the pleasure of announcing Independent Senator Nick Xenophon as the sport’s first Ambassador. Since then Nick has attended the Bowls SA Awards Night as a very entertaining special guest, featured on the Bowls segment of the Channel 44 Sports Show and made himself readily available to assist and promote the sport. The Board now have pleasure in confirming that Nick has accepted to continue in this role for a further 12 months. We look forward to continuing this excellent relationship.

Australian Open 2015

A

South Australian contingent of approximately 80 bowlers entered in the 2015 Australian Open, held June 13-26 on the Gold Coast, and it was great to see a number of these players featuring prominently towards the pointy end of the tournament. The South Australian four of Steven Dennis (West Lakes), Nathan Pedersen (Ascot Park), Wayne Ruediger (Grange) and Scott Thulborn (Adelaide) played in the first Men’s Fours Final against a solid team comprising Queensland and New Zealand players Dean McWhinney, Ian Law, Shannon McIlroy and Paul Girdler. Well supported by a number of South Australian followers, the SA Four (all greenkeepers) fought a tight final with the result coming down to the last bowl and a measure. Going in to the last end 9-11 down, the foursome set up the head so that Scott needed to deliver his final bowl to move the jack. And he did just that with Ruediger pulling out the measure to

claim the 3 needed to bring home the trophy by 1 shot. South Aussies continued to make their mark in the rest of the tournament with Nathan Pedersen having a huge

tournament following up the Fours win with a quarter final berth in the Pairs with partner Steven Dennis, and making it to the Semi-finals in the Singles.

his time last year I wrote of an unprecedented number of bowlers changing clubs in the lead up to season 2014/15.

What eventuated was a stunning season which saw Holdfast Bay defeat Ascot Park in a wonderful Semi-Final, reigning Premier Adelaide bow out to Grange on the final bowl of the Elimination Final, Grange fall to the Ascot Park Lions having won three rinks of four played and a Grand Final to remember. A revamped Holdfast Bay combination which had impressed all season went down by a single shot to the Lions in a grand stand finish to the year. Having won three rinks Ascot Park went down by 12 shots to Adelaide in the Grand Final of 2013/14 and after two great seasons in succession the reigning Premier will surely go into this year as favourites. Having said that, bowls is an unpredictable game! Of the other three finals teams from last year Adelaide looks set to again have a good year in both the Premier and Major Leagues. However, both Holdfast Bay and Grange have both lost key players leaving the door open for challenging teams to state their case on the greens. There at least three other clubs which could well have their say as 10 teams vie for four finals spots after the 18 game regular season in 2015/16.

Having been decimated after a number of high quality bowlers left the club, just prior to the Pennant season last year, the Marion Hurricanes recruited well and after a sensational second half missed the finals on shots up. Going into this season the club and players looked relaxed and ready for the fight.

The last two years have seen what appears to be powerful West Lakes team begin badly and never recover. However, the club has also recruited well this year and you can bet that the selectors will arrest any signs of an early season slump with some urgency. At their best the Lakers can compete with any team in the competition.

The Modbury Thunder has ended the regular season in fifth spot three times and sixth place once in the last four years but has won the services of some big name bowlers for season 2015/16. Providing the selectors can settle the four rinks early the northern club could well test the more favoured sides.

For Hawthorn and the promoted sides Salisbury and Henley the first six rounds will be vital. Henley in particular will go in to the competition as an unknown quantity. As a central club with great facilities recruitment was always going to be a priority and the Sharks have done well in this area. The playing group will need to adjust quickly to the high pressure of the Premier League and we are all aware of how difficult that can be. After a stellar season in 2014/15 Salisbury will go in with a new look side. The loss of four or five high quality bowlers during the off-season will put selectors under some pressure early. However, the club has a raft of quality players in the ranks and the jury is out as the club goes into this year. Hawthorn survived in the elite division by the skin of their teeth last year and it will take some performance early if the Hawks are to test the major forces in the Premier League. 10 | SA BOWLER | October 2015

Thursday Premier League After a sensational season in 2014/15 the Thursday women’s competition again promises plenty. Reigning Premier Prospect- Broadview and Grand Finalist Marion will both go in with additions to already strong squads. In addition Prospect-Broadview will have a Saturday team in Major League for the first time so there are plenty of positives for the club. The pick-up of 18 new members during the off-season is an added bonus. The Hurricanes came out of nowhere to grab a Grand Final spot last year and there is little doubt that the team will go in as the hunted not the hunter. The playing group however is focused on the task ahead. For a powerful Holdfast Bay combination, season 2014/15 is now consigned to history. When you talk to the members they will tell you that it was one that got away. The Holdfast Bay club had an excellent year overall and you can chalk this team in for a top four position at the end of the minor rounds.

After missing out in the Grand Final in 2013/14 Happy Valley went one better last year and will go into the Premier competition for the first time in its history. There will be a lot of interest in how the Valley performs in the rarefied atmosphere of the elite division and I am predicting that the young club will make the top four. The ten team competition will include Prospect-Broadview, Marion, Holdfast Bay, Payneham, Brighton, Lockleys and Kensington/Marryatville along with newly promoted clubs Happy Valley, Hope Valley and Grange.

Torrensville – An Exciting new Lawn Bowls facility

The Underdale Airport and Hindmarsh Clubs both lie within the City of West Torrens boundaries and have had a close relationship with each other for many years. Through mutual agreement a new merged club, Torrensville, has been created and while recognising the traditions of the foundation clubs and their current membership, it will also be attractive to prospective new members. Members have adopted a strategic plan that includes, merging the membership and share resourcing which will rationalise costs. The vision also includes building a facility with an TORRENSVILLE all-weather Option 1 undercover playing surface for year-round use which will create a strong, financially viable club with world-class facilities. The new club will be based at the Hindmarsh site on South Road, Torrensville. This is adjacent to the Thebarton Community Centre and Senior College, Thebarton Oval, the new Brickworks Shopping Precinct and is nestled amongst various other recreational sport’s facilities. The critical element of the new facility - Extension of existing clubrooms to front all greens and courts - New 11 rink green has direct connection to clubrooms

is the under-cover synthetic rinks. The Hindmarsh greens and clubrooms, with some modifications, will accommodate the new club while the under-cover rinks are being built. The proposal is to build a 10 rink all weather enclosed synthetic green immediately west of the Hindmarsh site without encroaching on Thebarton Oval. metropolitan area which will provide a venue for coaching and practice for those involved in the higher levels of competition and state representatives at times when weather is poor and/or playing surfaces are not available. The new facility will also enable the expansion of Open Tournaments and Night Owls and Social Bowling Competitions which are currently only played during summer. This new asset will create a modern, vibrant and sustainable club that will increase participation in the sport, generate reliable ongoing revenue making the new club financially stable in order to fund future developments and add value to a community precinct.


RETIREMENT – A CHANGING LANDSCAPE WITH MUCH LESS SECURITY We may think that income needs decrease as we age into retirement due to diminished health and activity. In earlier advice days, we certainly used to operate on this assumption. However, there is recent evidence released by the Association of Super Funds of Australia (ASFA) to suggest this is no longer the case. The evidence is based on comparing two retirement phases. The first is based on 70 year-old homeowners, while the second looks at an older segment of 90-95 year olds. Surprisingly, the totals needed to fund retirement are not substantially different between the two age groups. While lifestyle related expenses such as travel and entertainment reduce, there is an increased allocation to health and care needs. The high cost of Aged Care has become a huge drain on retirement income and capital for elderly retirees.

Alarmingly, the problem is set to become worse. Age Pension payments are coming under increasing scrutiny by governments attempting to reduce the Social Security burden. The result of this is a reduction in the Age Pension in real terms for existing pensioners and tougher asset and income test rules for new applicants. The recent removal of the deductible amount for income test purposes and lifting the age pension entitlement age to 67 are but two examples of governments making eligibility conditions harder. If a push to increase the Age Pension commencement age to 70 succeeds, it will place further pressure on retirement incomes to last longer. Having worked with hundreds of retirees over the last 20 years, it is very difficult to see how most 65-69 year olds can continue to work; both for health reasons and the simple fact that today’s employment market is far too competitive for many in this age group to have a realistic chance of securing work. The only retirement funding option for retirees in this age band will be drawing down from their own super and investments. A third point that exacerbates this issue is that people are living longer. The average life expectancy for a male in 1992 was 74.5; today it is 80. For a female, it was 80.9 and today it is 84. This places a further drain on retirement capital. So, if we add the funding impact of reduced pension entitlement and increased longevity, someone retiring today will need to make their capital last up to 10 years more than someone who retired, say, 15 years ago. This represents a significant funding gap which will create, in time, a serious social problem for our society. It’s apparent that retirees will need more capital to fund their retirement. It will need to last longer, fund a larger amount of expenses (health & aged care) and meet a large funding gap that wasn’t there 5 years ago due to reduced age pension entitlements. Financial Modelling for those approaching retirement is more vital today than ever before to understand how long capital will last and to determine effective measures that can help alleviate this problem. McLaren Vale Bowling Club “The Dream Continues”

M

cLaren Vale Bowling Club came away from the Bowls SA Awards Night with the title ‘Country Club of the Year’ from the seven finalists with a membership of 50 or more. At 76 years young the operation is not the oldest in South Australia but from a £100 investment by members in 1939 the Club has grown into one of the most successful operations in the State. Over the off-season the Club has carried out a $300,000 refurbishment of its facilities with new floor coverings, toilets, air conditioning and a 21st century bar now features of the new look clubrooms. It is the first major redevelopment of the facilities since the early 1980’s and has been carried out with a view to support its 240 strong and increasing membership over the next 20 to 30 years. In addition the Board made the decision to go from Santa Anna grass greens to Tift Dwarf over a three year period and the first replanting will be carried out from October this year.

Situated in the main street of the Vale and with a double road frontage, front and back, the Club has long held the belief that community involvement and sound business management are keys to success. With this in mind sliding partitions allow for separation of the players from guests who may be preparing for a private function. On Friday September 11 members welcomed West End representative, Andrew Smith and the tradies who had been involved in the refurbishment to a lunch to celebrate the completion of what has been a major refit. When asked to comment on the comprehensive redesign of the West End bar facilities Andrew replied, “We are always happy to help those who help themselves.” Board member Les Carter, West who has been pivotal in

the refurbishment commented, “Our aim during the redevelopment has been to ensure that we leave a legacy that future members will still be proud of in 25 years’ time. Additionally, the works carried out in the Club have strengthened the values of volunteering and camaraderie in our members.”

Development Series Success – Mildura

E

ach year, the SA Development teams meet a representative team from country Victoria, in Mildura, to play a Test Series. Many of our current State players have competed over the years which highlights the importance of the event as a stepping stone into the State Squad on the Elite Athlete pathway. The 2014 Series saw both the Men and Women’s sides return to SA successful, and the 2015 series was no different with both sides bringing home their respective trophies. The Men’s side started strongly and wrapped up the Series after winning their first two tests convincingly, riding out a draw in the third test and still with one test left to play. The Women’s side also started well, and went into the final test with the trophy in their sights, and triumphing strongly to come home winners.

Commercial Update

S

ince the June edition of the SA Bowler, 12 clubs; Jamestown, Yankalilla, Berri, Victor Harbor, Cadell, Loxton District, Balaklava, Spalding, Brinkworth, Edithburgh RSL, Goolwa and Keith have shared in receiving over $16,000 through the partnership with ANZ. Accessing this funding is simple. Just tell members, family members, friends, work colleagues or anyone in the local community to go through the Bowls SA/ANZ Home Loan Introducer Program (Ref No: 8174) or Commercial Loan Spotter Agreement (Ref No: 8138-002) when looking for finance. The Clubs benefiting from this scheme are certainly utilising their payments in a diverse way: Michael Butterick and Ian Hilliam on behalf of Jamestown Bowling Club said “The funding received from ANZ will help us on a number of projects that will be determined by the Management Committee”. Joy Milton advised that Balaklava Bowling Club will utilise the funding towards the installation of Solar Panels. Gordon Stopp, Secretary of the Keith Bowling Club expressed his appreciation of the ANZ assistance and said there were a number of items on their wish list. Edithburgh RSL Bowling Club will use their payment towards funding the installation of new shade areas while Loxton has indicated the Club will update their history. Spalding Bowling Club President, Geoff Blaser, in receiving $3,000 from ANZ said the Club will be looking at funding pennant uniforms and is also looking at introducing a social club shirt.

SA Bowling Arms Defeat NSW

I

n a David versus Goliath upset result at the 2015 National Bowling Arm Sides Championships the vastly outnumbered South Australian team overcame the NSW side to win the SA/NSW competition to come second overall to Victoria. South Australia has approximately 300 players using Bowling Arms compared to around 3,000 in NSW (representing a 10—1 advantage for NSW), and Victoria dominating the competition with an estimated 5,000. Tranmere Bowling Club President Mike Porter and an army of volunteers pampered and delighted the players with the warmth of their hospitality and the visiting States voted this the best Championships yet. Bowls SA President Janice Kelly OAM opened the event on Monday September 7 and over the ensuing three days Fours, Pairs, Triples and Singles were played. In the Fours against NSW, SA had one loss, won one and drew the other two. In the Pairs SA dominated NSW winning five of the eight matches and drawing one while in the Triples we were undefeated, winning all four matches. The most successful skippers were Peter Amos with three wins and a draw and Rodney Egge with three wins. Bill Richards won two Pairs and was the only Singles winner. At the Closing Dinner, Bowls Australia President Des Skinner, Bowls SA Vice President Wayne Prosser and Bowls SA CEO Mark Easton joined in the celebrations as President Mike Porter presented the South Shield to the victorious SA side; the first trophy win by an SA side since the inception of the Championships three years ago. The competition against Victoria was another story with their enormous depth making them too strong for us; the final scores: Victoria 63, SA 30, NSW 27. Next year a Queensland side will join the event which will be held at Broadbeach Bowling Club.

Copper Coast Seniors - Supa Series & Volunteer Appreciation Day

Wallaroo and Moonta Memorial Park Bowling Clubs were hosts for a very successful 3 day Bowls Classic during late August when 28 teams competed at Moonta and 24 at Wallaroo. Bowlers showed their support for the Series, some travelling from as far away as Bordertown, Millicent, Port MacDonnell and Victor Harbor plus a number of metropolitan Clubs. The Supa Series is always a great social event, and thanks to the generous volunteers at these two clubs, competitors enjoyed excellent catering and hospitality. The Seniors Committee would like to thank the District Council of Copper Coast and the local sponsors for their support of this event. Both Clubs were also well supported by their sponsors with great raffle prizes. Moonta Memorial Park Bowling Club also hosted over 70 volunteers from clubs across the Yorke Peninsula with wine tasting by local winery, Barley Stack Wines on Friday August 28. Volunteers heard about the value of their commitment to sport and the local community from Bowls SA Vice President Wayne Prosser and Amanda

Schultz (ANZ North & West District Manager), Tamara Lodge (ANZ Branch Manager, Kadina) and Cory Horsell (Rosewarne’s Kadina Mitsubishi) gave details of how ANZ and Rosewarne’s can financially assist Bowls SA Member Clubs across the State. Mayor of the District Council of the Copper Coast, Paul Thomas was also in attendance and were joined by Bowls SA staff Daniel Lawlor and Taylor Smith and Bowls Australia’s Shane Moon and Faye Luke. Guest Speaker on the day, Bowls Australia National Training Centre Coach for SA & NT, Faye Luke has been Coach to the Adelaide Endurance team taking them through to the Australian Premier League finals on both occasions. Faye was also former State Women’s and Junior Coach for Bowls SA. Faye spoke about her amazing experiences which included being Team Manager for the Australian Commonwealth Lawn Bowls Team that travelled to Glasgow and she followed up by treating volunteers to some drills that players can utilise to practice and develop their game.

Bowls SA in conjunction with the Region recognised the following volunteers for their exceptional service to the sport: Penny McCarthy (Bute) Diane Milner (Wallaroo Mines) Robert Ryan (Moonta) Annette Rowntree (Ardrossan) Les Diprose (Edithburgh) Allan Ford (Edithburgh) and Dianne Pearce (Wallaroo). Students Learn to Bowl

D

uring the third school term the Mount Barker Bowling Club hosted Year 11 students and two staff members from the Heathfield High School. The students attended weekly sessions, over a six week period, to learn the fundamentals of the game. Beth Young, accredited Club Coach and her helpers explained and demonstrated the essentials which included ‘How to

start the game, etiquette, scoring and the various shots and formats that can be played.’ The students took to the game and displayed great skills and to wrap up the program, a theoretical and practical assessment session was conducted with students scoring very well in both aspects.

The WorkCover scenario is also cold comfort for those with long-term injuries but who fall short of a very significant threshold to get ongoing payments on an ongoing basis beyond two years if you cannot return to work. Similarly, medical bills have a three-year lifespan under the new legislation and after that you are on your own.

The Law of Diminishing Returns

T

he laws in South Australia that affect those injured at work or on the road have been dramatically changed over the last two years. In respect of road accident claims, the amounts you receive by way of compensation for those still eligible has been greatly reduced. Thresholds have been imposed and many of those injured will not meet those thresholds which will mean that they will have an ability to recover medical expenses and possibly past economic loss only. No security can be gained from paying your registration and insurance when you are unable to work due to the effects of a road accident. Even the seriously injured will have damages reduced in magnitude due to the effects of these changes. The changes were justified on the basis of ongoing premium increases and also because of the introduction of the Lifetime Care and Support Scheme. The New Scheme is commendable but covers only a very small number of persons injured and very seriously injured at that. The vast bulk of significant injuries will go undercompensated or have no compensation at all apart from those above.

The justification for changes in regard to the WorkCover Act was based upon a number of features of the old system which were not working properly and certainly amendment and reconsideration was required. It would have been better had the legislation incorporated a right to common law damages which essentially would have provided an injured worker with a way to move forward with some security but that was not to be, not to any significant extent in any event. This brings me to the purpose of this article which is the increased importance of total and permanent disability insurance and income maintenance. This insurance has been tied to your employment since the early ‘90s when it became mandatory to have superannuation from your employer which has increased over time. Almost invariably the insurer attaches insurance for total and permanent disability and for income maintenance. Those additional aspects to superannuation now become very important to an injured worker or someone injured in a motor vehicle collision. Sometimes the coverage is not all that significant so it may well be that you need to supplement it with your own insurance along the same lines.

News thethey state Whilstfrom they canacross be expensive, will provide security and peace of mind in the event that some illness, accident, collision or workplace event occurs which causes significant and long-term injury or disability. The schemes that previously existed are no longer of the same value. Indeed, it will be interesting to compare premiums over time because most of us are still paying significant motor vehicle insurance registration and insurance cost for very little coverage. The fund is now being considered for lease or sale to private insurers with a bill before Parliament for that purpose. There is also an enquiry in Parliament as to whether or not it is an appropriate step to take. Whilst in my daily work I am often challenging insurers in their assessments in matters, I am with them in the sense that every Australian should have it to the extent they can afford it. To be without it can be quite a significant oversight. It is a great pity that the changes to the schemes did not find the right balance, in my view, as to how to look after the injured. They are in many cases adequate insurance against the things in life that occur without notice. As they are no longer adequate, other measures need to be considered to provide that security to income. In particular, TPD and income maintenance insurance are two such matters for consideration by all of us.

Questions

From time to time we see a player turn the mat over before they play a bowl, particularly when about to play a drive. Is this allowable? In a close match a team is holding three shots when the skip accidentally moves the jack about a centimeter without changing the scoring situation. What should be done? When an umpire is called to determine which of two bowls is shot, must they make a decision in favour of one or other of the bowls in question? (a) The umpire moves the jack slightly when measuring and replaces it as best they can to its original position and continues measuring. Is the umpire correct in replacing the jack? (b) What happens if a third does the same thing? At the conclusion of an end a bowl required to be measured, is resting on another bowl which prevents its measurement.
