Cllr Tony Abbey said Cllr Howe’s letter had put the council in a bad light and this shouldn’t be done by writing letters to a newspaper. Cllr Ed Marshall said the letter undermined the council and Cllr Tony Fowler proposed a motion of no confidence in Cllr Howe, “we are trying to do good but this sets us back” he said. The motion was not seconded. It was agreed to produce a draft response to circulate to councillors before sending it to the Birstall Post for publication in the January issue. It was agreed in principle to have a nil increase in the parish council precept for the year 2017/18. Four new noticeboards will be erected in the village. It was reported that the council had received a large number of positive comments about the Christmas tree and that the Council’s Christmas event had been very successful, with large numbers of people attending. At the meting of the council’s Estates & Recreation Committee on October 24, it was agreed to spend £21,649 on the refurbishment of the toilets in the Village Hall. It was agreed to spend £1894 on the installation of a second CCTV camera on the Sibson Road car park. The Parish Council is responsible for Birstall’s allotments and has circulated a satisfaction survey to tenants for the first time. Tenants were asked to score how satisfied they were with 1 being very satisfied and 10 being very dissatisfied. The results were: • boundary maintenance: 7 • road and path maintenance: 7 • onsite water provision: 5 • management of overgrown/vacant plots: 9 • satisfaction with how queries/complaints are dealt with: 5 • levels of rent: 6 • number of annual inspections (currently March, May, Aug & Nov): 6 Councillors discussed an incident when an allotment holder was locked in the site when a new padlock failed. It was agreed that an emergency escape plan for tenants be devised.

School railings A REQUEST for safety railings to be installed outside Highcliffe primary school is being considered by the County Council. A spokesman for Leicestershire County Council said: “Colleagues will investigate whether any further action is required and respond within 12 weeks.” An online petition at change.org. calling for the railings has been started by Simon Sansome and has been signed by 13 people.
