FINE AUTHORITY RESTORED TO COMMUNITY ASSOCIATIONS As many were aware, in response to COVID-19, Governor Inslee passed a proclamation that prohibited Community Associations from issuing fines for violations (amongst other things). This component of his Proclamation 21-51 has since been lifted. As such, a significant amount of fines for ongoing violations have been proposed. If you have received a fine notice from us, remember, you have an opportunity to be heard before the fine is officially imposed. Please take advantage of due process if you disagree or feel that the fine proposed is not fair. It’s as simple as sending an email to contactus@bbvcc.com and requesting consideration at the next board meeting!

READY, SET,…. SIGNS UP! The much anticipated day to put up those political signs is quickly approaching! As of October 4th, you may display your political signs in anticipation of the November election. Please remember, however, the following rules apply: A) Signs can be no larger than 18 inches X 24 inches; B) Signs must be at least 15 feet from the hard edge of the road; C) Signs can be displayed no sooner than 30 days before any General, Primary, or special election in Whatcom County; D) Signs must be concerning a ballot (voting) issue of “C” above;

If the 2021 budget is ratified, we will continue to offer the automatic payment incentive for those who are signed up for automatic payments through our system. Please consider taking advantage of this program as it saves you money while reducing our time spent in collections and accounting. All of these internal efficiencies go toward increasing the span of service delivery of our existing team. Unfortunately, considering the current circumstances and further unknowns, we will not be offering the amenity incentive for 2021. Payment plans for monthly, quarterly, and semiannual installments will still be available for an additional fee.

Having said that, some increases to the 2021 budget are unavoidable and are detailed below: •

There was a State mandated increase to minimum wage levels which essentially ratcheted all wage levels up correspondingly. Along with this of course were the ancillary employment expenses such as unemployment, workman’s compensation and health benefits which increase proportionately.

We saw a significant increase in insurance expense consistent with what has been seen across the entire insurance industry.

In order to push out some of the very large costs for capital replacement or significant remediation of our aging infrastructure, somewhat more funds were directed toward R&M (Repair & maintenance).

In anticipation of those future major remediations, it is an absolute necessity to continue to build our reserve funds.

Areas where we have focused some of our operating cost control efforts include: •

Balancing service delivery costs vs. income for most of our amenities by increasing the related user fees.

Discontinuing the operation of the Grill as a subsidized amenity and rather operate it as a break-even service, as long as Village demand warrants it.

Temporarily reducing the purchase of supplies and inventory throughout all departments.

Continuing efforts to use existing staff more efficiently by improving our practices so that increasing Village service demands can be met by the existing team rather than hiring incrementally.

Where it makes sense, proceeding with some replacement projects funded through reserves thereby reducing operating fund demands (ie, where even short-term deferral potentially becomes even more costly than replacement).

It is once again time for the presentation of the budget for the new (2021) year. After a rather challenging 2020, our approach to building the 2021 budget was to hold down costs wherever possible while not letting our critical infrastructure degrade since that approach just costs us more later. While we are of course hoping for a much better 2021 economy, we are preparing ourselves for continued difficult times for our community.

Considering the aggregate of the increases and savings, we land at a proposed annual assessment of $1560 per lot. This represents an increase of 4.84% increase per annum or ($72 per lot) and is due on January 1, 2021.

THANK YOU VOLUNTEERS! Many hands make light work. Thank you to our many volunteers who spend countless hours designing and implementing the many projects and improvements that contribute to the betterment of the village.

NOISE DOGHOUSE FOR KWANN LAKE AERATOR Volunteers from the Lakes and Ponds Committee, along with staff members , extended the concrete pad of the aerator to allow for the installation of a “Noise Doghouse” over the Kwann Lake Aerator. This will help minimize the noise of the aerator for the surrounding residents.

THE BERM PROJECT Both the Village and the Golf Club’s Berm project was completed in September. This beautification project brought out 14 golf club members and four Pickle Ball Club members, as well as Steve Brand to plant 14 trees along the fencing around the tennis and pickle ball court.

B DOCK REPLACEMENT PROJECT The Board has approved the first phase of our marina replacement project to start this year with B Dock. The tentative timeline is as follows: • • •

09/2020 – 12/2020 Submit permits applications (expected 90 days for approvals) 01/2021 - Coordinate temporary moving of boats on B Dock with boat owners (30 days) 02/2021 - Remove/install new docks (30 days)

NEW FOR 2021! ASSIGNED MARINA STORAGE SPOTS Due to ongoing parking problems in our storage area, the Marina Committee will be working on a layout & site markers for our dry storage area. The committee will be evaluating the existing boats, trailers, and sizes and assigning them in appropriate spaces to maximize usage and maneuverability. Thank you for your patience!

FALL GOLF REMINDERS

COMMUNITY HALLOWEEN GOLF TOURNAMENT

Take care of our course, repair fairway divots, ball marks on greens, and tee box divots that you and others make, to keep the course healthy and in good playing condition for those who follow.

Non-golfers: The golf course may seem empty and inviting but it remains in use for golfing only. So, please, no walking, biking, playing, etc., on the course; don’t risk being injured or causing inadvertent damage to the course. Honor the ‘honor box’ – If you don’t have a valid/current Annual Golf Pass and the Golf Shop is closed, you must pay the $15 day-fee. It’s still a bargain, so why risk a fine and/or the embarrassment of being caught not paying?

BBV GOLF CLUB FALL MEETING

BBV GOLF CLUB The BBV Golf Club promotes an organized golfing environment created in the spirit of the game, open to men and women of all experience and skill levels.

The 2020 Fall meeting was held via Zoom. Bob Ogden, Herb Beitel, Sandy Claus, Leanne Keel, and Bill Duncan presented the club overview and prepared members to vote via Zoom.

IMPORTANT GHIN INFORMATION You must post scores from rounds played within the boundaries of the Washington State Golf Association prior to November 15th at any time, even during our Inactive Score Posting Period (November 15th to the last day of February). According to the USGA, our GHIN indexes will be set inactive at the first of the year and activated when Golf Club member applications are received.

NATIONAL NIGHT OUT National Night Out is an annual communitybuilding campaign that promotes policecommunity partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. National Night Out enhances the relationship between neighbors and law enforcement while bringing back a true sense of community. Furthermore, it provides a great opportunity to bring police and neighbors together under positive circumstances.
