Building blocks for success… MONOPILES AND JACKET FOUNDATIONS Words: Penny Hitchin

he fast developing offshore wind industry is barely 20 years old. It is fast outstripping its onshore antecedents in capacity and complexity. Onshore, gravity base ferroconcrete slabs loaded with aggregate are the usual foundation, but a different approach is required offshore. At present, most of the world’s offshore wind turbines use monopile foundations. These are substantial steel tubes which are driven into the seabed, and emerge above the water surface to support the transition piece and turbine. They can be 40 or more metres in length, with a diameter of up to six metres and up to 80 millimetres thick, weighing up to 700 tonnes. They are often painted a distinctive bright yellow. Monopile technology is suitable for turbines installed in sandy seabeds in up to 30m depths. If the surface is too hard it can be problematic to pile-drive. If it is too soft then underwater erosion (scour) around the foundation might make it unstable. Monopiles are not suitable for installation at greater depths and as OWFs (offshore wind farms) are being built in deeper water, other technologies are coming to the fore. Jacket foundations can be used in deeper waters and support a greater weight load. Jackets are based on a lattice steel tower design supported by three or four legs resting on the seabed, secured by piling. The first commercial wind farm to use jacket foundations was Vattenfall’s 150MW Ormonde development in the Irish Sea, 4

whose 30 turbines are supported by jackets constructed by Scottish company Burntisland Fabrications (BiFab).

Record-breaking year for wind power • Total installed wind power capacity up by a quarter • Onshore capacity approval rises by almost 50% to record level • Approvals at local level in England up from 25% last year to 40% this year • New investment in offshore wind rises by 60% to £1.5bn in single year The wind industry is on track to power 1 in 10 homes by 2015, coming second only to natural gas as the largest single source of UK electricity by 2020. According to figures released by RenewableUK in its recent annual ‘State of the Industry’ report, the UK’s wind energy capacity grew by a quarter (1,825MW) from June 2011 to Sep 2012, and now stands at 7.4GW. For the first time in five years, the UK saw a rise in the amount of onshore wind

capacity being approved at local level – with decision times 10% quicker than last year – most significantly in England, where approved capacity at local level (i.e. for schemes below 50MW) increased from 25% in 2010/11 to 40% in 2011/12. In the UK, a record 1,701MW were consented onshore this year, compared to 1,142MW last year – a leap of nearly 50%. Offshore, 1,357MW were approved between July 2011 and July 2012. In the last quarter of 2011, the proportion of electricity in the UK coming from renewables reached more than 10%, its highest proportion ever. Wind power contributed the majority of this and is expected to provide up to 7% of the UK’s electricity by the end of this year – taking the UK closer to the target of 15% of all energy from renewable sources by 2020. www.renewableuk.com

The development has been under construction since March 2011 and 151 of the 175 turbines have now been installed, with construction on schedule to be finished by the end of the year. UK Energy investment reaches £43bn ‘Powering the UK’, a new report from Ernst & Young carried out for Energy UK, finds jobs increasing and energy companies’ investment at a 20-year high. But energy policy uncertainty now risks a slowdown. It has found: • Energy investment reached more than £10bn in 2011. • £43bn was invested by energy companies in the UK economy in the last four years, through spending on power generation, networks, and gas storage and important facilities – a greater investment than any other sector. • The total contribution of the energy sector to the economy reached £86bn (GDP) in 2011. • Direct employment increased from 83,000 in 2008 to 137,000 in 2011 – with the total number of jobs linked to the sector rising to 654,500. The report found jobs and investment have been increasing in the energy sector at a time when other sectors are in decline, playing an important role in regional development. However, an analysis of investment trends raises concerns that the economic climate and policy uncertainty are now slowing down decision-making and delaying new projects. The UK is still seen as attractive to investors but greater certainty on energy policy is now needed. First £30m funding win Northern to create 1,500 jobs Ireland in Humber offshore wind lease

The First Flight Wind consortium, in which DONG Energy is a 50% partner, has received approval from The Crown Estate to develop an offshore wind facility off the south east coast of County Down. The other members of the consortium besides DONG Energy are B9 and RES, who make up the other 50% share. The project has the potential to deliver up to 600MW of generating capacity for Northern Ireland. Offshore wind is crucial for Northern Ireland to reach its target, as set by the Northern Ireland Executive, of 40% of electricity from renewable sources by 2020 and further progress beyond then.

The North East Lincolnshire and Humber region has secured £30m through Round 3 of the Government’s Regional Growth Fund.

Round 2 bid, and a consistent offer to be made across the Humber to potential inward investors.

The £30m ‘Growing the Humber’ bid was drawn up by North East Lincolnshire Council and the Humber LEP, with support from local business leaders and the other neighbouring Humber authorities. This funding will bring in a further £125m funding from the private sector and will create in excess of 1,500 direct jobs.

More UK tidal project sites get go ahead The Crown Estate recently confirmed that three organisations have secured rights to progress with the development of tidal energy projects at sites around the UK, taking the total number of UK wave and tidal sites under development or operation to 41. The sites have been awarded as a result of the fourth application window in The Crown Estate’s leasing process, for projects in connection with the Scottish Government’s Saltire Prize (in Scottish waters) and demonstration projects (all around the UK), which opened in April 2012. • The Isle of Wight Council has secured an Agreement for Lease for a managed testing facility, called the Solent Ocean Energy Centre, located off the south of the Isle of Wight near St Catherine’s Point. • Orkney-based Scotrenewables Tidal Power has secured an Agreement for Lease to develop a 30MW tidal stream array at Lashy Sound, in the Orkney Islands. • Swedish technology developer Minesto has secured a lease to deploy a quarter-scale (3kW) prototype of its Deep Green Ocean Kite in Strangford Lough, Northern Ireland. www.thecrownestate.co.uk

This in turn could cut turbine downtime, saving £3bn of lost generating revenue over the lifetime of Round 3 wind farms, and help to reduce the levelised cost of offshore wind. The improvement in availability would also save an extra 1.3 MtCO2 e per year.

A boat with suspension inspired by Paris Dakar-winning rally cars that can remain stable and a ‘seahorse’ vessel consisting of a towering keel that minimises movements in the ocean swell are two of the six innovative concepts that will receive further funding from the Carbon Trust’s Offshore Wind Accelerator (OWA) programme. The six designs are part of a project to solve the problem of transferring engineers and equipment safely on to wind turbines as far as 300km offshore in wave heights up to around 3 metres. At the new Round 3 sites, today’s access systems would only allow transfers about 210 days a year. The aim of the access project is to find and commercialise concepts to make transfers possible for a minimum of 300 days

Huge potential savings for European offshore wind industry With the European Wind Energy Association (EWEA) estimating that by 2020 €10.4bn could be invested in Europe’s offshore wind industry on an annual basis, global built asset consultancy EC Harris believes that through the supply chain alone, there is scope to save the industry up to €1.5bn each year, provided certain market conditions are in place. The EC Harris report ‘Making Offshore Wind Commercially Viable: The Supply Chain Opportunity’ outlined six key areas where the supply chain believed improvements could be made: (1) increased levels of competition; (2) better vertical collaboration; (3) drive greater economies of scales; (4) further horizontal co-operation; (5) more incentive-based contracts; and (6) deeper appreciation of uncontrollable risks. However, the report also recognised that a series of conditions needed to be in place in order to allow the supply chain to capitalise on these opportunities. The six steps that the industry believes will be key in helping to facilitate progress include: (1) increase market certainty and volume visibility; (2) provide sufficient capacity in prototype testing sites; (3) educate and engage finance and insurance communities; (4) de-risk the pre-consent stage; (5) put industry-wide common standards in place; and (6) ensure appropriate levels of human capital are available. n the UK there are wind farms with a combined capacity of 7GW currently in operation. This is enough to power three million homes and provides the equivalent output of two nuclear power stations. However there is at least another 9GW of capacity held up in planning departments due to objections from the civil and military aviation sector.

A wind farm can cause significant clutter and confusion to air traffic control systems, and with their operational capabilities threatened the airports understandably cry foul.

Crucially they are also based on existing scanning radar technology that cannot actually tell the difference between a wind turbine and an aeroplane – in other words, from the start they are attempting to work with corrupted source data. In order to win the argument with the airports, and therefore the planners, we need to find a solution that solves the core problem and to explain it to the aviation industry in their language. In the final analysis, airports are primarily concerned with managing air traffic safely and economically. They like to operate with a distance of three nautical miles’ separation between planes and, to be sure that they can track these planes accurately and reliably, 20 nautical miles from the runway. Any proposed solution must also offer ‘no degradation’ to the existing radar and be able to cope with one or 1,000 turbines. Any technology being considered should meet these criteria or it will not be accepted by the aviation community.

This is a far greater problem than many outside the renewable industry grasp and one that needs to be future-proofed with a long-term solution. As far as the aviation industry is concerned, this is the wind farm developers’ problem to solve. There are a handful of technologies which exist or are being developed to mitigate wind farm clutter. Many rely on either blanking out whole wind farms or identifying targets which appear to be wind farms. Both approaches leave areas of uncertainty and come with limited performance reliability and range.

n a typically rainy Cumbrian day, Ulverston Victoria High School’s jaunty Little Big Band piped hundreds of visitors onto the vintage pleasure steamer MV Balmoral for the trip to inaugurate Vattenfall’s Ormonde offshore wind farm (OWF). Wind farm staff and representatives from the developers mingled with visitors from the supply chain and the local community as the Balmoral steamed the 10km from the Port of Barrow out into the Irish Sea. Remarkably, as local MP John Woodcock and Vattenfall CEO Øystein Løseth performed a symbolic ribbon-cutting on the poop deck, the rain stopped and the sun came out as the vessel bobbed around, dwarfed by the huge structures of the wind farm.

“Ormonde Offshore Wind Farm is one of the most innovative operational offshore wind farms in the world and we believe it provides a glimpse into the future of offshore wind in Europe.” The futuristic 150MW Round 2 OWF shares with the two-turbine Beatrice Demonstrator Moray Firth project the distinction of being the only UK wind farms to date to deploy both 5MW turbines and jacket foundations. Ormonde consists of 30 turbines towering 130 metres above the surface. Each has three rotor blades over 60 metres long and a nacelle the size of two houses. Buried inter-array cables carry power from the turbines to a chunky offshore substation which links into the onshore substation 41km away. Deployment of giant turbines of this capacity and larger, along with jacket foundations, will be essential to the success of Round 3. Vattenfall CEO Øystein Løseth said, “Ormonde Offshore Wind Farm is one of the most innovative operational offshore wind farms in the world and we believe it provides a glimpse into the future of offshore wind in WWW.THECONNECTSERIES.CO.UK

How much UK content goes into a UK wind farm? Local MP John Woodcock called it a multimillion pound vote of confidence in Furness, remarking on “…an encouraging level of UK content.” Vattenfall figures show 32 per cent of the capital expenditure was spent on UK businesses, with over 830 UK workers working on the project. Fifteen out of the 22 Tier 1 contracts were awarded to UK companies, but big ticket items like turbines necessarily go outside the UK – in this case to Germany’s REpower. Major UK contractors included ODE, project management and design; Fife company Burntisland Fabrication (BiFab), steel platform and steel jacket foundations; Harland & Wolff shipyard Belfast, logistic and assembly services; Areva UK (now Alstom) electrical work; Fugro Alluvial, boreholes; Outreach, cranes; Camberley Engineers, SCADA systems and Tideland Signals, marine navigation aids. Thirty local contractors were involved including Agrilek, Ulverston, electrical services; Port of Barrow (ABP), temporary laydown; Askham Construction, Lancaster, wind farm control centre, Neil Martin Group, Barrow and RG Parkins, Lancaster.

First commercial installation of jacket foundations The 500 tonne jackets for the 5MW Repower turbines were designed by OWEC Tower (Norway), and manufactured at Buntisland Fabrication’s Fife facility. Belgian companies Scaldis and GeoSea were responsible for transport and installation of the foundations. GeoSea installed piles into the seabed according to a specially designed template. Scaldis used tugs and cargo barges to transport the jackets to Ormonde, where the heavy lifting vessel ‘Rambiz’ positioned the jacket legs onto the piles. Images from a GPS system and two underwater ROV cameras were used to help fit the jacket legs onto the pre-installed piles.

Once the jackets were in place the FoundOcean grouting specialists aboard the support vessel ‘Swiber Else Marie’ connected to the grout connection points on the jacket and filled the space between jacket legs and foundation piles to fix the jacket into position, hopefully for the next 25 years.

Vattenfall: an emerging power in wind energy Swedish utility Vattenfall is the world’s second largest offshore wind generator (Danish utility DONG being the largest), with 978MW installed offshore capacity, of which 540MW is in the UK. Vattenfall made its debut in the UK wind power sector in 2008, buying a number of consented wind power projects including Ormonde OWF from Eclipse Energy UK Plc for £51.5m and Thanet OWF for less than £50m. Eclipse Energy’s Ormonde project plan included a unique hybrid wind and natural gas powered electricity generation plant supplied from local gas fields. Vattenfall shelved the plans for gas and proceeded with the 8.7 sq km wind farm. Construction started in 2010 and was completed by August 2011. Costs are put at around £500m. In July 2012 the export cable and substations were sold to Transmission Capital Partners for €103.9m. The operational base for Ormonde at the Port of Barrow now employs 40 people in permanent jobs, and Vattenfall plans to start recruiting and training apprentices this year. The port is also the base for Barrow, Walney 1 and 2 and West of Duddon Sands OWFs, making Barrow-in-Furness the wind farm capital of Cumbria’s Energy Coast. Wind&WaveCONNECT

Wind&WaveCONNECT talked to Jan Matthiesen about the opportunities for equipment suppliers and how the OWA is engaging with the supply chain to ensure new technologies are on tap for future offshore wind farms.

In order to better understand the bottlenecks, the OWA is now working with DNV KEMA to further engage with the supply chain towards 66kV. A forthcoming competition project for cable solutions is intended to open up the market, following which the OWA will support suppliers and help fund certification. To kick-start this phase, the OWA held an all-day workshop on 6th November with 50 individuals representing a wide range from the supply chain, including switchgear, transformer, cable and turbine manufacturers. There was common agreement that moving to higher voltages makes sense but changing infrastructure technology requires the adoption of a wide range of technology and buy-in from the supply chain.

It is also engaged with The Crown Estate and DECC and working with its partners to find new demo sites – but this is not straightforward. One option is to test new technologies in existing wind farms.

“Within two years, there will be confidence that equipment is available and suitable, so we think the next phase of Round 3 development will see 66kV built in.” “That is not always straightforward either,” explains Jan. “They are big commercial projects so R&D objectives may not meet commercial objectives; and they are running to different timescales, and at totally different levels of risk. So there are challenges, but if you can build R&D into a commercial project, you often find that the commercial project is pulling the R&D project along – moving like partners. “There is also a lot of infrastructure in place that you can utilise, so it’s a very cost-effective way of carrying out R&D,” he adds. The eight developers are committed to 66kV, and they represent around 60% of Round 3 – so by getting involved, technology suppliers will be able to showcase their innovations to a large group of developers in one fell swoop. “Suppliers who can offer equipment will benefit because they will be market leaders and more established early on,” explains Jan, “which in a high-risk industry has considerable benefits – to gain the trust of developers in your equipment, because reliability will be a key issue in offshore wind.” As well as emphasising the business case for moving to 66kV and the market opportunities, the OWA is keen to hear the supply chain’s concerns. “Some suppliers may say it’s not a problem; however, some may say it requires the re-design of their equipment and would be very costly. So it’s important for us to understand these aspects.”

It clearly met a demand from the international business and research community to share intelligence on the subject. This, and other projects at the University of Hull, are helping businesses to ready themselves for the anticipated growth in the offshore wind sector. Researchers are currently creating a 3D virtual reality ‘cave’ to provide the offshore renewable energy sector with an innovative training facility. The virtual reality environment will give people working or training for roles in the industry the chance to experience the hostile, dangerous and complex conditions that they will face at work. The 3D cave will be located in the Hull Immersive Visualisation Environment (HIVE) at the University’s Department of Computer Science. HIVE Coordinator Emma-Jane Alexander said: “The aim is to offer a training service to industry and wind farm engineers to equip people with skills and support continuing professional development in the sector with greatly reduced risks and costs. “The main aspect of the project is the 3D cave, which will allow us to simulate the journey to an offshore platform via a specialist vessel, for instance, or prepare people for the feeling of standing on top of a wind turbine in the open sea and experience what can be a very hostile environment. We will also be able to simulate the different weather conditions and sea states that engineers and transport operators will face.” The project will see strengthening of the partnerships between the University and industry, as real data and input from businesses will be vital in creating a ‘real’ experience that will be of use to the sector. The University is currently identifying and mapping the global outsourcing structures and competences of the UK offshore wind farm supply chain, focusing on tier 2 and beyond. It also identifies UK enterprises and SMEs that have the potential to become tier 2 suppliers within the offshore wind farm supply chain, looking at gaps in terms of skills, competences, contract knowledge and investment. The ultimate aim is to establish a Centre for Renewable Supply Chain which will provide a training and consultancy service to UK enterprises, SMEs and government agencies and in the longer-term cover all renewable energy supply chains, not just offshore wind. Lessons learned from the University’s research projects are being transferred into course material so that students will benefit from the focus on offshore wind and gain a unique insight into the industry at both an academic and business level. One example of this has been the development and launch of a new MSc in Renewable Energy, which is teaching much needed project management skills for the sector.

hese announcements come at a time of tough conditions for renewables generators, with market prices for green certificates (or Rocs) at six-year lows and terms offered under power purchase agreements are in decline.

What is the RO? The RO is the main support mechanism for renewable electricity projects in the UK. It places an obligation on UK electricity suppliers to source an increasing proportion of electricity they supply to customers from renewable sources.

2011–12 output rises… The regulator, as the scheme administrator, has published confirmation of the RO buy-out fund and number of Rocs presented for 2011–12 (CP10). A total of 34.40m Rocs were submitted by electricity suppliers against a total obligation of 37.68m. This represents an RO achievement of 91%, which is a record high and up 20 percentage points on 2010–11 – an unprecedented rise.

DECC’s headroom decision was almost spot-on, and without it the target would have been very nearly breached (34.40m vs. 34.63m). The level of the RO in CP10 was the second consecutive year to be set by headroom. This is a device introduced in 2009 that uplifts the target to ensure a minimum gap (of 10%) exists between the expected number of Rocs in the market in a given year and the target, preserving the variable ‘recycle’ element of the value of a Roc. The results from 2011–12 (see table below) show DECC’s headroom decision was almost spot-on, and without it the target would have been very nearly breached (34.40m vs. 34.63m) – it was also necessary to preserve Roc values. Using this method increased the targets from the mandated level of 0.114Rocs/MWh in Britain to 0.124Rocs/MWh, and from 0.05Rocs/MWh to 0.055Rocs/MWh in Northern Ireland.

...but Roc values fall

The most prominent example of this was Greater Gabbard, a 500MW offshore wind farm which was given an accreditation date of February 2011 but did not appear on the Roc register until July 2012 and received 700,000 back-dated Rocs for CP10 generation.

The increasing role of wind capacity in a year of high wind speeds and continuing low electricity demand (on the back of the recession) helped culminate in a £9 year-on-year fall in nominal Roc values to £42.27/Roc. In fact, weather conditions are playing an increasingly crucial part in outturn nominal Roc values. In 2010–11 Roc values were boosted by the cold-snap increasing demand and the obligation, and low wind speeds and rainfall levels limiting Roc production. But almost the polar opposite was true in 2011–12. There was no major winter cold-snap and wind speeds were up by almost a fifth year-on-year. Production from wind reached a record high 2.1TWh in December 2011. Load factors of the weather-sensitive technologies reached 30% for onshore wind (long-term average of 27%), 34% for offshore wind (30%), and hydro performance was up by nearly a quarter to 51% (43%). An extra level of uncertainty in Roc values has become apparent – a lack of up-to-date and accurate data to help inform those participating in the Roc market through Ofgem’s Renewables and CHP Register. For each percentage point the government decides to increase the targets, a further £126m must be found from consumers – assuming suppliers adjust their selling prices accordingly. Conversely, increasing the targets also increases the value of a Roc for renewables generators such as wind farms. The government decided to opt for a headroom adjustment, leading to an increase in the obligation in Britain from the mandated 0.134Rocs/MWh to 0.206Rocs/ MWh. In Northern Ireland a similar adjustment resulted in the target rising from 0.063Rocs/MWh to 0.097Rocs/MWh. Given recent history, DECC’s decision to use headroom was no surprise – but the level

Current market conditions reflect nervousness The outturn figures for CP10 and target setting for CP12 will have been noted with interest by both Roc-eligible generators and electricity suppliers. But there appears to be nervousness surrounding current year Roc values. We believe this anxiety is justified by

the low outturn values for CP10 Rocs, in which the recycling value (£3.58/Roc) was at the lowest levels seen in the RO since its introduction in April 2002. It is being compounded by perceived increasing weather risk and the various new large-scale onshore wind, offshore wind and biomass conversions that are expected to become Roc-accredited during 2012–13 (CP11). This market nervousness was evidenced in recent online Roc auctions held by the Non-Fossil Purchasing Agency. In its e-Roc auction held in late September the average realised values were £39.50/Roc, down £0.67/Roc from the previous auction, and the lowest values achieved since January 2006. The number of Roc sold at the auction also dipped to 4,182 – an all-auction low. This reduced volume of Rocs and requests from the sellers prompted a second Roc auction on 9th October. This auction saw a modest increase in both values and volumes to £40.19/Roc and 10,040 Rocs respectively, but both outcomes will worry developers.

variety of 20th century unexploded ordnance (UXO) lurks on and under the seabed around the UK coast, threatening the construction of offshore wind farms (OWFs). In 2010 a 250lb air-dropped German WWII bomb was found on the Sheringham Shoal site off the Norfolk coast. In 2011 a 1,500lb ship-laid German mine was discovered in 35 metres of water at Greater Gabbard wind farm. In both cases marine ordnance experts were called in to make the devices safe by detonation. As the industry develops, more devices are likely to be discovered which will have to be dealt with efficiently with a minimum of disruption. The growth of the OWF industry has led to a boom in subsea UXO work. Former Royal Navy ordnance diver David Welch – now MD of Ramora UK, which specialises in explosive ordnance disposal (EOD) – says his company tackled its first OWF UXO in 2009 but the sector now makes up nearly half of the work. “We appear to like building wind farms on patches of contaminated seabed,” he says. “Certain areas of the south east were incredibly heavily bombarded, whether it be our own minefields which we subsequently cleared, those laid by enemy forces, or unmarked bombs dropped by enemy forces. A lot of ordnance was dropped randomly without anyone recording where it was.”

We all know too well that adequate health and safety (H&S) management is of the utmost importance in the successful delivery of wind farm projects. And we also know that each project must be supported throughout by up-to-date and adequate H&S management processes and procedures. Needless to say, we are all aware that unless these processes and procedures are put to work effectively, H&S management will become ineffective and will not enable the necessary H&S standards to be consistently achieved. Yet, we still have a relatively high rate of incidents and accidents in the wind energy sector. Training of personnel is crucial to ensure processes and procedures are clearly understood by those personnel who are required to work to them. A typical statement heard within H&S law firms is: “If no-one has been trained, how can they be expected to understand what they must do!” Whenever I have been preparing to deliver training to site personnel I have nearly always been met with “How long will it take?” or “I can’t have my guys locked up in a training room all day!” Organisations must realise the importance of investing in training and ensure all personnel are trained to the highest standard that the organisation can provide. All necessary resources should consistently be made available and training activities developed throughout the organisation as a matter of routine, especially where individuals are frequently asked to perform work in a number of remote locations throughout a wind farm.

s I am writing this Alex Salmond and David Cameron are putting pen to paper striking a deal to enable a Scottish Referendum on independence, paving a way for a vote in 2014. 2014 is also, coincidentally, when the first FiT CFD contracts are due to be signed by renewable energy generators, which will herald the start of a revised support mechanism for low carbon generation. Over the last few years Scotland has developed a reputation for renewable energy so it is useful to consider the differences between North and South of the border on renewables and what we should all take care to preserve. Energy policy has long been one of the Scottish Government’s main priorities. Whilst energy policy is not a devolved issue, the current Scottish Government hasn’t lost any opportunity to differentiate itself from Westminster and understandably looks to its own interests in promoting new renewables industries and markets. Alex Salmond has thrown his support behind wind and marine energy. It is fair to say that Scotland was late coming to offshore wind but is rapidly

making up for lost time. Scotland has provided the UK marine sector with a huge boost. Wave has long been a subject of five ROCs’ support in Scotland and it was not until recently that Westminster was persuaded to bring itself into line with Scotland. Scotland hosted the first commercial marine leasing round (Pentland Firth) and has devised innovative funding mechanisms to successfully promote marine technologies. Onshore wind developers have also met with success in Scotland. Most developers will tell you that it is easier to get a project through planning in an efficient way in Scotland when compared to England and Wales. Planning is one of the areas where Scotland has managed to seize control of its energy policy. Like renewable incentives, it is the Scottish Government that decides on major projects north of the border, and Scotland still retains the concept of the Section 36 Electricity Act consent as opposed to adopting the Infrastructure Planning Commission model applicable to England and Wales. This poses a challenge to developers who operate across borders. They have to be nimble enough to reflect different consenting strategies depending on where their project is situated.

Regardless of whether independence is realised, a strong focus and advocates for renewables are important for the sector in whichever UK jurisdiction. However, not everything within the Scottish renewables sector is rosy. Transmission and the costs associated with it and reinforcements to the system are, at best, a real challenge to a thriving offshore wind and marine industry in Scotland, and some are concerned that it could deal those sectors a fatal blow, particularly in relation to the Island communities off Scotland. Scottish

Government policy means it will not be the place to build new medium- to large-scale biomass. Alex Salmond has also been the target of criticism from some for promoting green electricity generation whilst presiding over the carbon intensive North Sea oil and gas sector. Scotland, just like any other Member State, needs to adhere to EU laws, and as we all know there are huge challenges faced by the offshore renewables sector when it comes to conservation and habitats regulation. Scotland is not immune from this and it could well impact on the scale and pace of renewables deployment. If marine and wind don’t develop in time or at the rate that Alex Salmond hopes, where will Scotland be, or should that be, where will the UK be? Let’s not forget that a significant proportion of the electricity generated in Scotland is exported to England.

We must ensure that the results of the Referundum continue to support and build on the current success. Regardless of whether independence is realised, a strong focus and advocates for renewables are important for the sector in whichever UK jurisdiction. Our electricity systems are linked, so a strong level of consistency on energy policy is important, and an independent Scotland won’t change the fact that many businesses from each jurisdiction work on projects either side of the border and will continue to do so. We have many great businesses, and a vast amount of expertise focused on offshore wind and marine. We must ensure that the results of the Referendum continue to support and build on the current success. Working together is essential. In that sense, it is gratifying to see the co-operation that is occurring between the UK’s first two marine energy parks, at opposite ends of the UK, the first centred in the South West of England and the second in the Pentland Firth and Orkney.

Words: Jenny Fenn and Ksenia Siedlecka September 2012 saw eight new research engineers join Britain’s first Industrial Doctorate Centre in Offshore Renewable Energy (IDCORE). IDCORE is a consortium of the universities of Edinburgh, Exeter and Strathclyde, HR Wallingford – an independent engineering and environmental hydraulics organisation, and the Scottish Association for Marine Science.

The students are recruited through a rigorous selection process involving the industrial project sponsors. The new entrants come from diverse backgrounds, ranging from those with undergraduate degrees in mechanical, electrical, and civil engineering as well as physics, to graduates of masters programmes. Most of them also have some relevant industrial experience. The students are recruited through a rigorous selection process involving the industrial project sponsors. The new IDCORE research engineers are currently undergoing an intensive training programme of twelve two-week-long course modules, culminating with a residential unit in Oban. The majority of the programme is taught in Edinburgh by leading researchers drawn from the three partner universities. The students will start their industrial projects in June 2013, for which they will attend a further three summer schools and undertake three distance learning modules. The summer schools are run by HR Wallingford,

In August they attended the first IDCORE summer school, run by HR Wallingford, which gave industrial context and focus to courses taught earlier in the year by the universities. The summer school provided students with hands-on experience of running computational flow and wave models for resource assessment and design and application of methods for determining forces on offshore and nearshore structures. They especially enjoyed the ship simulation and use of the facilities in the Froude Modelling Hall, where they explored scour and cable burial problems in a mobile bed physical model. “The exercise in the Froude Hall was especially enjoyable, and seemed valuable in a number of ways. The external visits were illuminating, and it was good to have a mix of presentations from the industrial, as well as the more academic points of view,” said an IDCORE research engineer in August 2012.

winds of change The wind power market continues to blow hot and cold, but there are plenty of opportunities for skilled professionals with the right blend of aptitude and attitude, says Earthstaffâ&#x20AC;&#x2122;s Jack Shadwell. 46

ind power has seen dramatic growth in recent years and remains a highly topical and highly politicised sector. It plays an important role in Europe’s economy, contributing to its gross domestic product (GDP) and importantly job creation. Ernst & Young, for example, estimates that for every £1m invested in wind, 21 jobs are created. However, the technical challenges associated with transmitting energy from an offshore source back into grid have proven both costly and time-consuming. These project delays have sparked vigorous political debate. In turn, policy uncertainty has led to an unpredictable market, which has affected recruitment. Nevertheless, opportunities remain especially prevalent within the financially stable utility providers for high-calibre professionals with a keen interest in the wind power industry. Similarly, the established wind farm developers with a strong installed capacity continue to recruit due to historical financial success. At the mid-tier level, especially those offshore-specific, times can be challenging. However, those usually in joint venture with an established utility company are also highly active. Alongside the drive for highly-skilled engineering and technical staff, the maturation of the industry also provides opportunity for ‘corporate functions’ such as procurement as well as project management, while the complexities of offshore construction have driven the need for experienced ‘contract’ specialists, often coming from the historical heavy industries. In summary, although experiencing real pressures, these companies can provide a conduit for professionals working outside of the wind industry but wanting to make the transition to a sector that offers the opportunity to be involved with technologies shaping the future.

Growing job demands Available figures suggest that close to 400,000 people in Europe work in renewable energy and employment in the wind sector alone more than doubled between 2000 and 2007. Growth is expected to double again by 2020 to 330,000 people. Whether it is installing foundations, commissioning turbines, or ongoing WWW.THECONNECTSERIES.CO.UK

maintenance, there is a growing supply chain of businesses feeding this industry. Opportunities in the supply chain are open for those ’non-wind’ professionals; equally, within those who are ‘wind-specific’, the market is crying out for experienced practitioners – particularly both from an engineering standpoint as well as projectgeared. There’s also plenty of work in the contractor space for those with specialist experience. Here, project management and specialist design skills come into their own, not only in the more advanced markets of Europe, but in rapidly developing regions like Eastern Europe and Latin America.

Transferable skills The wind power industry remains relatively young, so the candidate pool is of a different size and maturity to other sectors. Finding candidates with an exact skills match is always a challenge and the level of transferable skills varies according to function. Despite this, many companies still demand direct experience of the sector. Technical project managers and developers, for example, will often need experience in the wind industry in terms of having knowledge of the relevant legislation, conducting site assessments and impact studies. But where the key requirement is in managing budgets, cost or teams, then making the transition to wind is possible. Electrical and mechanical engineers can be industry-mobile, and are sought after in the wind sector. These professionals enjoy solving technological problems and will be attracted by the opportunity to work in a sector as topical as wind power. Similarly, procurement and supply chain professionals with a solid understanding of managing the flow of goods and cost-saving strategies and who have worked in similar fields will find a lot more opportunity for cross-pollination. As more offshore wind comes online there will be greater crossover between the oil and gas, marine and aerospace sectors. The offshore wind jobs market is diverse, with skills from deepwater port management and marine risk management to helicopter and vessel manufacture in demand.

Making the transition After years of pro-wind policies and sound investment, the industry is on what looks like a self-sustaining trajectory and it would be foolish to assume that the ‘green’ jobs market has stalled simply because policy

makers and headline writers are focused elsewhere. The technology is relatively mature compared to other sub-sectors within the renewable energy space and, when nations return to growth, many commentators believe the wind power market will be bigger, stronger and more globalised than ever before. The opportunities for highly-skilled professionals to move between related industries will also grow.

It would be foolish to assume that the ‘green’ jobs market has stalled simply because policy makers and headline writers are focused elsewhere. In addition, as with any market, the balance between lifestyle, career opportunities and net remuneration has to be right. With many of the major players looking to secure the best talent in European hotspots such as London, Hamburg and Copenhagen (where we are seeing an influx of new entrants or new regional offices being opened), they are now making it easy both for graduate engineers and family men or women to relocate and settle. There are perhaps greater opportunities for those new to wind power with the newer or mid-tier entrants in the field. Pay can be upper-quartile and these players are potentially less concerned about direct experience. With the global wind industry expected to install more than 46GW of new capacity this year, the Global Wind Energy Council (GWEC) predicts annual growth rates of about 8 per cent for the next five years. Those with either commercial or engineering backgrounds and looking to be a part of what could well provide a source of renewed economic growth in Europe are encouraged to look closely at wind power.
