Welcome to Berks County Community Foundation’s Annual Report for 2013. As Chair of the Board, I would like to thank the Community Foundation’s staff and board members for their hard work, dedication, and long-range view of the foundation’s mission to promote philanthropy and improve the quality of life in Berks County. The Community Foundation is a vibrant and robust source of funding for the citizens of Berks County, and thanks to the sustained support from our community we have been able to lead important local initiatives as well as enhance the lives of grantees and scholarship recipients this past year. Dear friends, Over the past nineteen years, I’ve come to accept that-for most peopleBerks County Community Foundation is a bit of an enigma. If you’re a donor, you know us as a team of professionals who worked with you to structure a charitable fund to benefit something important to you. In fiscal 2013, donors gave $3,316,434 in new gifts to the Community Foundation to achieve their charitable goals. If you’re the head of a local nonprofit, you may know the Community Foundation as a place to apply for grants. In the past year, we distributed $2,034,088 in grants, a big part of what we do. You might be parents of a college student, whose only interaction with the Community Foundation is to receive one of the college scholarships we distributed last year to 284 students totaling $628,523. If you’re an attorney or accountant, you likely see us as people who can explain philanthropy to your clients and work with you to help them complete their estate and retirement plans. How you see the Community Foundation depends on your relationship with the foundation.

Among those who work here, however, the foundation is seen through the lens of its mission statement: “to promote philanthropy and improve the quality of life for the residents of Berks County.” That takes us in all kinds of directions that people don’t see. For example, if you’re not a member or a parent, you might not be familiar with our Youth Advisory Committee. It’s one of the important ways that we promote community philanthropy and encourage our next generation of civic leaders. Each year thirty high-school students from around the county come together to learn about grantmaking and distribute $15,000 to community causes that they find important. In addition, they’ve raised $264,688 to permanently endow the program. The leadership and inspiration of these young people has attracted local awards and international attention. In July 2012 we once again traveled to Russia so that our members could meet with emerging Youth Banks there and plans are in the works for even more international exposure.

The success of the Youth Advisory Committee has inspired the Community Foundation to develop other innovative ways to encourage philanthropy in the community. This year, with the help of a local donor, we created the “Power of the Purse in Berks County Fund,” which encourages local women to pool their donations in support of issues that impact women and girls in our community. The women then work together to review applications and recommend grants from the fund. 2


Beyond our traditional grantmaking and the promotion of philanthropy, the Community Foundation pursues its mission through any number of strategies. During the fiscal year, for instance, the Community Foundation coordinated a trip for government, academic and philanthropic leaders to visit Detroit. The purpose of this trip was to help the City of Reading identify effective community planning strategies (many of which are being employed in Detroit) as it undertakes a required comprehensive planning process. We also developed plans to strengthen the local nonprofit sector. For too long, the management and governance practices of those organizations haven’t been scrutinized or supported by local philanthropy. At the Community Foundation we recognize that our ability to achieve the mission of “improving the quality of life for the residents of Berks County” depends on having a network of strong partners in the nonprofit sector. The community will be seeing more of those efforts later. In the coming year, you’ll also see us publicly release a community report card. In partnership with the O’Pake Institute for Ethics, Leadership, and Public Service at Alvernia University we’re undertaking a long-term effort to give the community thoughtful, independent evaluations of the progress Berks County is making toward becoming an even better, more equitable community. No matter how you see us-the work of the Community Foundation is guided by that simple, but timeless mission statement “to promote philanthropy and improve the quality of life for the residents of Berks County.” I hope you’ll see that commitment reflected in the pages of this annual report. THE FRANKLIN SOCIETY Benjamin Franklin was an amazing American. An inventor, writer, statesman and printer, he was also one of the first to create an endowment for the benefit of his community. In his will, Franklin gave 1,000 Pounds Sterling each to the cities of Philadelphia and Boston. In the early 1990s, a portion of that money came to Berks County Community Foundation as its first bequest. The Franklin Society recognizes our community’s generous benefactors, who like Dr. Franklin, have made a bequest for the benefit of the community. If, like them, you’ve made arrangements for a deferred gift, please consider joining your contemporaries as a member of the Franklin Society.

Girls on the Run received a grant from the Youth and Philanthropy Fund to fund scholarships for girls to participate in the 2013-2014 program, which uses running to teach girls to be joyful, healthy and confident.

2013 Celebration of Giving The Community Foundation held the inaugural Celebration of Giving in April to honor people who make a difference in our community through their generosity. We recognized the members of The Franklin Society, and awarded The Thun Award for the first time since 2008. See page 7 to learn about The Franklin Society.

About the Thun Award In 1988, Samuel A. McCullough and the late Ezekiel S. Ketchum established The Thun Award to recognize the lifelong commitment of Ferdinand K. and Louis R. Thun to improving the quality of life in Berks County through their philanthropy. In the intervening decades the award has recognized 24 community philanthropists whose work has profoundly affected our community. The Community Foundation became an award partner with Meridian Bank in 1998 and took over the award process fully last year, partnering with Fulton Bank. The Community Foundation honored C. Thomas Work with the 2013 Thun Award for his lifetime of civic service in Berks County. Work follows in the tradition of local leaders who have typified the ideals of brothers Ferdinand K. and Louis R. Thun.

The Thun Award Grant In 1996, Berks County Community Foundation established the Thun Award Fund from which the award winner recommends a cash grant of $5,000 to a charitable organization of his or her choice. Work selected Reading Musical Foundation to receive the grant to seed a new program to provide piano lessons to elementary school students in financial need.

About C. Thomas Work A Hamburg native, Tom is a graduate of Dickinson College and Duke University School of Law. He currently chairs the estates and trust division of Stevens and Lee. Tom shines in the nonprofit community. His involvement with the Reading Health System and the Reading Musical Foundation has been critical to the organizations’ successes. He also dedicates his time to the Foundation for the Reading Public Museum, the American Red Cross-Berks County Chapter, the Berks County Estate Planning Council, the Reading Symphony Orchestra, and the Wyomissing Institute of the Arts. In his practice, Tom has helped hundreds of clients understand how they, too, can contribute to the community. By sharing his passion for philanthropy with them, he’s allowed them to experience the joys of helping others. Tom’s passion for Berks County, and his life-long personal and professional commitment to giving back to the community are indicative of the qualities of Thun Award recipients.

FINANCIAL REPORT Investment Policy The investment policy of Berks County Community Foundation is similar to that of most community foundations, having a diversified and balanced portfolio of about 75% stocks and 25% bonds. The objective of the investment policy of the Community Foundation is to provide a return that will preserve and grow the Community Foundation’s assets, while providing a consistent stream of revenue for grantmaking. The investment policy is available on our website at www.bccf.org. Annual distributions by the Community Foundation are generally calculated at 5% of the fair market value of each fund. When annual earnings exceed the current year’s distributions, the excess is retained in endowment principal. This strategy is intended to help grow fund assets, thereby ensuring that the funds can fulfill their purpose in perpetuity.
