Vat Rate a Welcome Relief for Hair Industry The Irish Hairdressers Federation welcome retention of 9% VAT RATE in the 2018 budget. According to the IHF, the reduced rate has been a major factor in working towards a more stable future within the industry. It says that while there is growth in the economy and a small increase in consumer confidence and spending, any measure that helps to keep down the cost of running small indigenous businesses around the country is to be encouraged.

The reduction in the vat rate to 9% has been a key factor in helping to restore competitiveness and a return to growth in the economy. “Hairdressing is a highly skilled, labourintensive industry with the ability to employ people quickly and provide them with skills and a career for life. I N DUSTRY N EWS CND catches fire at Gareth Pugh Spring/Summer 2018 Pugh’s presentation showcased the eternal struggle between light and darkness, and CND’s corresponding nail styles illuminated each look – setting the screen ablaze with deep red, ombre orange and glinting metallic hues.

The screen was left smouldering when CND, world leaders in nail artistry, joined forces with designer Gareth Pugh for a special cinematic Spring/Summer 2018 show. As one of fashion’s most prominent haute couture auteurs, Pugh is known for melding film and fashion and showcased the collection at the BFI IMAX in Waterloo.

Led by Jan Arnold and CND creative lead Marian Newman, the CND Design Lab Team used a range of colours to capture the mesmerising movement of a dancing flame: A billowing flame that undulates up off the nail tip was made quite literally with fire - with the acrylic base nail heated and then stretched to create a rippling 3-D effect. Another show-stopping design transforms the nail into a scintillating trompe l’oeil, combining an ombre red-to-gold effect with a melting tip that recreates the glow and shape of a candle flame.

BUSI N ESS B RI EFS Retailers receive unfair commercial rates increases in 2018 Retail Ireland, the Ibec group that represents the sector, have expressed their concern regarding the impending spike in the commercial rates bill for many retailers arising from the ongoing revaluation of commercial properties by the Valuations Office. New research carried out on behalf of Retail Ireland on the recently completed national commercial property valuation programme, ‘Reval 2017’, highlights that the majority of retailers are facing substantial and unforeseen increases to their rates bills for the forthcoming year. In some local authority areas, close to 60% of retailers will see increases in their rates bills. Thomas Burke, Director of Retail Ireland said, “This data shows that there has been, and continues to be, a significant shift of the rates burden towards the retail sector through this revaluations process. It appears that retailers are outside of the reported claims that 60% of businesses will see a rates reduction following revaluation. It is the opposite in fact, with far more losing out. This clearly shows that the retail sector is being targeted to allow discounts to be applied to other sectors.” “Retailers are increasingly paying a greater share of the total commercial rates bill, a position which threatens to undermine the competitiveness of the sector and places jobs and future investment in danger. The contribution from the retail sector in Kilkenny, Westmeath and South Dublin is greater than the commercial rates income of 21 local authorities”. “They are shouldering an unfair share of commercial rates increases, and is simply not sustainable for a sector where cost recovery remains virtually impossible due to continually falling prices and growing market competition”. Mr Burke said Retail Ireland were calling on the Government to “urgently begin a process to review the impact commercial rates are having on local businesses, and to begin a meaningful discussion with affected parties about how the current broken system can be reformed to ensure retailers don’t continue to shoulder an unfair and undue burden”.

Guidelines for Retailers Using Customers’ Emails for Marketing New guidelines for retailers focused on the use of customers’ email addresses for marketing purposes have been published by the Data Protection Commission. The publishing of the guidelines come following reports last month in TheJournal.ie that The Data Protection Commissioner was looking into the issue following numerous complaints from consumers. Complaints centred around retailers who were using email addresses that had been taken for e-receipt purposes, for marketing purposes.

Retail sales drive confidence ahead of Christmas period In its latest Retail Monitor, published this month, Retail Ireland, the Ibec group that represents the sector, said that sales values have grown by 4.1% in the third quarter of the year, compared to the same period in 2016, helping to partially offset growing fears regarding increasing input costs. The report also shows that most retail categories experienced an increase in performance during the quarter. Retail Ireland Director, Thomas Burke stated: "2017 has so far proven to be a relatively strong year for the Irish retail sector. Sales values grew across almost all retail categories in the third quarter of this year, with full year increases also recorded. However, the benefit of these growing sales is largely being eroded by an increase to rent in many prime retail locations, rising labour costs and increasing utility costs. Increases in the National Minimum Wage of over 7% since January 2015, and the recent Public Service Obligation (PSO) levy increase show Government is significantly driving these input costs upwards. For some in the sector there is a palpable sense of running to stand still. “However, retailers are now looking forward to a busy Christmas period and have a legitimate expectation of an improved performance on last year, as pay increases and tax cuts help boost the consumer mood and increase spending power.” He continued that the coming period will “make or break the year” for many retailers, with some doing over 30% of their annual trade in this period. “Retailers are hopeful that this positive momentum can be carried into the crucial end of year trading period,” added Mr Burke.

Sabrina Hill pictured outside the newly opened Kopper City Munster’s largest and most exciting new hair and beauty salon, Kopper City, opened its doors this month on Half Moon Street. Creating almost thirty jobs in the city, 22 on opening and an additional six by the end of 2018, the premises not only oozes style and sophistication, but also a fun and formidable design vision from its owner, Sabrina Hill.

With 16 styling stations, five reclining massage basins and a large colour bar, the 3,500 sq ft salonis the largest hair salon in Cork, with over 27 hair colourists, stylists and salon staff. Kopper City’s staff include colour technicians, stylists and managers with qualifications in master colour degrees, who regularly train throughout Europe and Ireland. This is the second of the Kopper Hair Salon family, owned by Sabrina Hill - the first of which has been based in Glanmire for the last 12 years, employing five people. The Glanmire salon recently went through a design revamp and staff recruitment drive, creating a further two additional jobs. Kopper’s clientele already include many Irish celebrities and influencers but Sabrina knows that the people who were there when she opened her doors in Glanmire on day one are just as important. To further assure her long-standing clientele, Sabrina

invited them all in to Kopper City on the opening day for free blow-drys and a first glance at her new salon to show her appreciation. Not only does the salon facilitate the hair needs of the client, it is also host to Beautique beauty salon, headed up by Cliona Sweeney, a long-standing colleague of Sabrina’s. The beauty offering includes two nail bars and four treatment rooms, while creating two new jobs to provide tanning, waxing, eyelash extensions, facials and eyebrow treatments.

“I really wanted to create a space that was not just a salon but somewhere for our clients to come and feel relaxed, and not in a rush to get from A to B.” Kopper City however, is not just an ordinary salon. To passers-by on the street, it looks like a sophisticated hangout or coffee club, and that’s exactly what Sabrina wanted to achieve. The waiting area in front of the floor to ceiling windows at the shopfront of the salon has a melange of seating in varied colours, materials, shapes and sizes, and is surrounded by a cluster of tropical trees and plants. Clients can also take a seat at the six metre-long solid-oak table to have a chat and get some work done or while waiting their turn to get their hair done. Furthermore, this bespoke table is an additional location for clients to relax while getting their hair styled or during the down time for their colour corrections before they return to the sinks with the reclining massage chairs.

The salon boasts a fully stocked coffee and tea bar next to these areas adding that little extra for clients or those just popping in for a chat or to purchase products from their two retail areas stocking Moroccan Oil, Joico, Alfaparf Milano, Tangle Teezer and many other products. The interior design was not only the brain-child of Sabrina but she enlisted the expertise of interior designer Cathy Flamingo whose portfolio includes impressive designs such as the Weddingdates.ie office and The Brow Factory. Design talking points throughout the salon include accents of neon, wood and copper with an abundance of greenery, copper planters, craft carpentry, and varied styles of lighting.

“It is a social space, and Cathy Flamingo and Mike Daly of MJ O’Doherty Building Ltd. really helped me bring my vision to life to achieve this inclusive and interactive environment for both our clients and our team here at Kopper City,” said Sabrina. Apply Maq Pro Paris Fluid Foundation No. 03 all over the face, except for the eye area, using a flat foundation brush (Sunaura Small Foundation brush is ideal). Using a beauty blending sponge, blend in the brush strokes. Apply Mila d’Opiz Magic Concealer under the eye area, bringing it up over the eyelid as a base. Set your foundation and concealer with a translucent powder, such as Ben Nye Neutral Powder.

You will then place a fishnet stocking over the face area, using purple and teal shadows to achieve that fish-scale effect. The Kryolan 18-colour Variety Eyeshadow Palette in V2 is ideal as it contains the three perfect shades for this look. Firstly, stipple the purple eye-shadow over the fishnets and around the face using a Sunaura White Pony Face Brush, making sure to bring it down onto the cheekbones. Next, use a teal shadow to blend into the purple shade, being careful not to completely overlap the purple shadow. Finally, use a light green shadow to blend into the teal colour, to give three overlapping shades around the edge of the face. Keep adding to those shades to build up the colour until you get the effect you want, before removing the fishnet tights. Use Kryolan Supracolor in Purple to fill in the brows with an angled brow brush such as the Sunaura Slanted Firm Liner. Clean up any mistakes or wobbly lines with a cotton bud and your foundation. Use the same purple shadow that you used for the scales to powder over the brows. Apply a light brown eyeshadow (such as MaqPro Matt Shadow in 7030) over both the eyelids and under the eyes using the Sunaura Fluffy Blending Brush. Then go over the eyelids with a darker brown (MaqPro Matt Shadow 7041) to give it more depth. A shimmery green face paint from the Kryolan Shimmering Vision Palette is applied as eyeliner using the slanted brush.

Then use the two green/teal eyeshadows from earlier to set the liner. Continue using those eyeshadows by applying the light green in the inner corners, bringing it upwards towards the brows with the fluffy blending brush. Then use the teal shade to intensify the inner corners. Use a gold shimmer pigment, such as MaqPro Star Powder in LD235, to highlight the inner corners of the eyes and on top of the green shimmery liner.

We were actually surprised at the amount of media interest in the recent announcement that the tax rate on sunbed sessions was being raised to the standard rate. In our opinion the move could not be considered unreasonable as it brought sunbed sessions into line with other tanning related products. As you will know, fake tan products and sunscreens are already taxed at the standard rate of 23%. However, what we are concerned about is the suggestion that increasing the VAT is going to reduce cancer rates in Ireland. We are addressing this directly with the authorities and have written to the Finance Minister for evidence to support his claim that this VAT increase will reduce cancer incidence rates. At the time of the announcement, the studies quoted referencing an increased cancer risk were actually based on medical and home use of UV equipment, not professional use sunbeds. We await his response! This is yet another example of how the myths that surround sunbed use can be used against our industry. It is very important that we continue in our efforts to address these inaccuracies and also that consumers are reassured there is no scientific evidence that will demonstrate a causal link between melanoma and responsible sunbed use in a professional salon. Blustery winds can sensitise it and our propensity to suck the moisture from the air by sticking on the central heating whenever we can, means that the skin cannot draw moisture for itself. The natural reaction that most have to dehydration, dryness and sensitisation is to reach for calming occlusive creams that lock the skin in from the less than skin-friendly weather. People turn to the part of their skincare toolkit where they keep their heavy moisturisers and their barrier creams. This method of protecting the skin with a thick layer of product makes sense for those with conditions that can be triggered by cold and wind, such as rosacea, psoriasis and eczema, and for those who spend a lot of time in the outdoors. However, in general, it is much more effective to use a serum, as the molecules of a serum are small enough to penetrate efficiently into the lower layers of the skin. Moisturisers and heavy creams simply sit on the skin and soothe the outermost layer of the skin, but do not treat or hydrate anything beneath. Flakiness is an incredibly common problem in the winter months. Many people seek to correct this through sandpapering it away with granular exfoliation – for me, this is always a no-no. Granular exfoliation with scrubs and bead-based products of all sorts mildly traumatises the skin and creates micro-tears, disrupting its protective layer. This leaves the skin open to damage from free radicals and other environmental aggressors. Ditch the grits and switch to alpha-hydroxy acids such as lactic acid and glycolic acid, which exfoliate the skin whilst remaining respectful to it. My final winter skin pro tip would be to boost the intake of omegas, through diet and supplements, to help skin retain moisture internally.

Navigate this year’s Christmas party like a pro with our guidelines. The Christmas party... love them or loathe them, for many employers, they are an essential part of team building as the year comes to a close. While a great night out can work wonders for staff morale, a little too much fun and quite a bit of damage can be done. There have been several cases in recent years which have found that an employer can be liable for inappropriate employee behaviour at work-related social events Here’s what you need to know before your Christmas party kicks off: Discrimination by Employees The most common risk for employers is discrimination between employees. In Maguire –v- N.E. Health Board (DEC-E 2002/039) the Equality Tribunal awarded an employee €5,000 after he was verbally abused at a Christmas Party for being a Member of the Travelling Community. Similarly, in Ms Z –v- A Hotel (DEC-E2007-014) the Tribunal awarded €12,000 to an employee after she was sexually harassed at a Christmas party by her general manager. Key concerns of the Tribunal in these cases were that (a) the employers did not investigate the employees’ respective complaints, and (b) the employers did not have a policy as to how employees were to conduct themselves at the social events. In both cases, the Tribunal found that the employer was liable for discrimination, even though it occurred outside of work at a work-related event, as the employees would not have been discriminated against had they not been working for their respective employers. Discrimination by third parties Employers should also be wary of Ms A –v- A Contract Cleaning Company (DEC-E2004-068) where the Equality Tribunal held that an employer was liable for €21,000 for discrimination carried out by a third party. The employee, who worked at a shopping centre, had been sexually harassed by the third party who also worked at the shopping centre, only for a different employer. Therefore, it was her work that led to this discriminatory behaviour. Again, a crucial issue was that the employer did not investigate the employee’s complaints. This should be noted because bringing employees to an external venue for a Christmas www.salonmagazine.ie

party, particularly a public social venue, places those employees in a scenario where they may face inappropriate behaviour from third party persons, such as sexual harassment or racial discrimination. Social Networking and the Dreaded Christmas Photos The growth of social networking sites seems to be never-ending and with users now able to instantly upload photos through smart phones the growth of social networking can prove troublesome to employers during and after the Christmas party. An unwitting employee may publish photos from the party on their network and the consequences may be to (a) bring negative publicity upon a company as its employees are seen to be out under the influence of alcohol, and/or (b) lead to tensions where an employee has published an embarrassing or negative photo of a colleague. As such, it is advisable that employers have a detailed policy in place on email and internet usage and that such a policy extends to work-related events. In addition, employers are advised to notify their employees to respect the right to privacy of their colleagues when attending such events. Taking Pre-emptive Action Notwithstanding the above, an employer does not have the automatic entitlement to take disciplinary action following an incident that occurs at a work-related event. An employee may have a reasonable expectation that what they do outside of working hours is not subject to company disciplinary rules. As such, employers should take pre-emptive action: •

Firstly, ensure that all employees have received a copy of their contract of employment and employee handbook and that these

documents contain clear policies on bullying, harassment, email and inter net use and disciplinary procedures. Secondly, issue a memo to all staff in advance of the event and explain that as the event is work-related, it will be subject to company rules and procedures. Highlight your disciplinary rules and procedures to employees in advance, ensuring that they are aware that they may be subject to disciplinary action for unacceptable behaviour. It is advisable to remind staff to drink alcohol responsibly and in moderation. A recommended step is to arrange transportation for employees to and from the event to reduce the likelihood of drink-driving and help ensure that employees get home safely. Is the venue suitable? Employers should ensure that the venue is safe from a health and safety perspective, bearing in mind its suitability for any disabled employee. As it is a work-related event, the career discussions and salary increase requests may arise. Managers are advised to avoid such discussions at all costs. Coach managers on how to respond to any unwanted conduct that may occur at the event. If any inappropriate behaviour occurs, take swift investigative action upon the resumption of work, especially where an employee has made a complaint, drawing reference to the memo mentioned in the second bullet point above.
