Earthworks for the long-awaited Village Green development adjacent to Whitford Village are due to begin shortly. The Comprehensive Development Plan put forward by Jasmax Ltd on behalf of new owner, Whitford Village Holdings Ltd, has been approved. The ‘Whitford Village Special Policy Area’ covering 40 hectares of land including the existing village, plus land immediately to the south bounded by Whitford Park Road, Saleyard Road and the Turanga Creek, has been identified for residential expansion. The Whitford Village Green project will comprise 53 stand-alone homes, plus a further 82 properties that are a mixture of smaller terraced houses and apartments, which will be sold as house and land packages later this year. Currently there are 39 stand-alone sites still available. Individual section owners get their first-stage design concepts from Walker Architects Ltd, included in their section price. A spokesman for Whitford Village Holdings describes the Village Green as ecologically-driven and “Green from the ground up – a first for New Zealand.” Buildings will comply with the latest environmental standards and feature a range of ecologically-friendly measures including solar panels and low pressure plumbing systems, inground water tanks collecting water from a standardised roof collection system. This is supplemented by two water bores on the site which will top up tanks once they drop below a certain level. Sewerage/wastewater will be transported via a low pressure sewer system to a local treatment plant, sized to cater for both the Whitford Village Green development and for the existing village. The company spokesperson says the wastewater system will be a major benefit for the whole of Whitford as it will deal to a serious septic tank pollution problem that was first identified as long ago as 1998. Walker Architects Ltd has been selected to design the Whitford Village Green development as well as the individual homes. The aim is to give everyone certainty about the quality of the architecture and surrounding landscape. Buildings will be arranged formally along the entrance “loop road” (from Whitford Park Rd) and village green, to help create a sense of enclosure, to help define these spaces and to create higher levels

Dogs allowed off-leash at Shelly Bay, Beachlands THE EDITOR SAYS BY DUNCAN PARDON duncan@pctimes.co.nz Dogs are allowed off the leash at Shelly Bay, Beachlands, at all times. That’s the official word from Auckland Council. I checked. Last week’s letter from resident Carole Porter saying that dogs weren’t allowed on Shelly Bay has resulted in a flurry of letters and calls from irate dog owners (see below), who pointed out that they have long enjoyed off leash walking privileges at Shelly Bay. I can see the confusion. Auckland Council’s list of prohibited dog walking areas includes a Shelly Bay Beach. But it’s not our beach, it’s one in Mangere. Dog owner rights is one of the most emotional issues I’ve ever come across in nearly 40 years of community newspaper journalism. Dogs and trees. Both are guaranteed to result in much shouting and yelling by people demanding their “rights.” So, at the risk of enduring more shouting and yelling, I would like to make a few points: Firstly, off-leash dog walking comes with responsibili-

ties. These are clearly listed in Auckland Council’s dog walking rules . They are: • Keep your dog under control at all times. • Respect other people’s personal space. Public places are for everyone’s enjoyment and not everyone is fond of dogs. Remember, under control off-leash areas are shared spaces. • Pick up after your dog and carry something (e.g. a bag or pooper scooper) to pick-up your dogs’ faeces. Dog faeces should be disposed of in bins. • Know when your dog will ignore commands: put dog on-leash, shorten leash, or avoid the area altogether - even if you are in an off-leash area. Having your dog jump up at a toddler also enjoying the same beach is not acceptable. Keeping dogs away from children is a dog owner’s responsibility. Secondly, there are not a lot of good swimming beaches in Beachlands. Sunkist Bay is inundated with visitors from out of the area in the summer months, and that’s great. But because of that, Shelly Bay – which is less well known – has become the “locals’” beach where residents like to take their kids. It’s safe, sheltered and less rocky than Sunkist Bay. I hope locals can continue to enjoy it.

There is plenty of room to accommodate off leash dogs, but I hope dog owners will take their dogs a bit further up the beach and keep them on a lead when passing through populated parts of the beach. Thirdly, my family owns a dog so we are well aware dog owners also have rights. And chief among them is the right to have somwhere to exercise their dog off the leash. And there aren’t many of these areas around Beachlands. The situation has been made worse with the slip that has destroyed the steps that gave access to the foreshore off Puriri Rd. These steps are not going to be replaced any time soon. So that further reduces the number of dog walking options available. Fourthly, perhaps our local board members could be pro active in identifying some good off-leash areas and then making sure these areas are well publicised. The council rules can be confusing as different rules apply to different beaches and parks. More needs to be done to make the public aware of what is allowed and where. But really, we shouldn’t even need council rules. We are all intelligent adults, aren’t we, who should be able to use commonsense, respect and courtesy to get along together on the beach.

I can understand this if the dog is out of control but in the cases I have witnessed and experienced the dogs have been behaving and not a nuisance. The council website states “Under control offleash areas – Dogs are allowed under control off a leash in: all park, beach and foreshore areas in the former Manukau City Council area not specifically identified as a prohibited or under control on-leash area.” The sign that has been up has always contained an off leash sign. There is also no time restriction in these areas. The Shelly Bay that was referred to in last week’s letter must have been mistaken for the “Shelly Bay Beach and Kiwi Esplanade from Mangere Boat Club to Shortt Ave, unless for the purpose of moving through the park and boat club and their dog is controlled on a leash”. I understand some people do not like dogs. There are plenty of beaches available where dogs are not permitted. But I would be really disappointed to lose the only beach in the area that dogs can be exercised and cooled off in a hot summer when the tide is right!. As what was published last week has resulted in some disappointing reactions of some people can you please find out and publish the correct information so that we all know and can abide by the rules. It would be disappointing that things can be changed without due notification and consultation, so if council would like to change the rules of the beach hopefully we can have a debate and maybe compromise so that all parties can be happy. Consent likely for Brookby cleanfill

Councillors’ cost worry Howick councillors Dick Quax and Sharon Stewart say it’s critical residents have their say on Auckland Council’s draft Long Term Plan which is now out for public consultation. The councillors say this year’s rates increases are only part of their concern with an array of extra costs planned for Auckland households. “The City Rail Link is set to put the council’s budget under considerable strain and many important transport projects are now being delayed,” they say.

All the parties involved agreed to: • The hours of operation are reduced from the proposed 11 hours a day to 10.5 hours. The load-out hours end at 5.30pm on weekdays and 12pm on Saturdays. • Maximum truck movements are limited to 902 per day (an average of 82 truck movements per hour over the working day). • The quarry company has agreed to a 50kph speed limit on the full length of Kimptons Road. It will also monitor truck maximum speed through the use of speed cameras and other technology. • The Whitford Residents & Ratepayers Association lobbied

Twilight Rd will not be allowed to be used from the Clevedon end at all by trucks using the proposed Pascoe’s Cleanfill site. “As we all know Twilight Rd is narrow and windy and this has been a primary concern of many residents. Twilight Road (the section 1km east of the cleanfill site entrance) therefore needs some significant changes to make the road safer. “These roading changes are in the hands of Auckland Transport and we just hope they are satisfactory.” BEPS was unable to get any commitment to put in hard shoulders but the road will be widened in parts. Meanwhile, an application by Brookby Quarries Ltd to extend hours of operation and truck movements at its Kimptons Rd quarry has been subject to mediation.

P & I Pascoe Ltd has been given until January 30 to come up with additional possible conditions relating to its proposed cleanfill off Twilight Rd, Brookby, to satisfy the Environment Court about the operation. If they can satisfy the court a consent will be granted – although in a modified form from what the company applied for. A five day hearing to consider the application took place in the Environment Court in Auckland late last year. Barrister Brianna Parkinson represented local residents opposed to the cleanfill application Six Brookby residents were present for the full week’s hearing. Four members of the Brookby Environmental Protection Society (BEPS) gave evidence in court and others attended in a supporting role. The BEPS case focused in particular on road safety, noise, the effect on the environment and the amenity of the area. The court stipulated that some stringent conditions needed to be imposed to reduce the size and scale of the operation and thus the impact on the local community. A BEPS newsletter to local residents says: “Whilst we are disappointed that the consent has not been denied outright, we have won
